The mineral industry" has made and will continue to make important contributions to the growth of our economy. However, the industry is presently under continuous and increasingly severe attacks by organizations and individuals interested in the preservation of our environment. Yet neither the public interest value of preservation nor the public interest value of our mineral industry is known. In the absence of such values, judgments about best land use where minerals are involved are nearly always made on emotional grounds. An example of the sort of problem that has been created is in the New York Metropolitan Area. Because of institutionally-created shortages stemming largely from zoning decisions and building over deposits, the effective cost of fine aggregate delivered at dockside at Manhattan rose from $2. 65/cubic yard in July, 1969, to $4.10/cubic yard in May, 1970, this in spite of approximately ;l0,000 years of reserves on Long Island. The cost of fine aggregate for New York City alone has "Increased over $S million annually within one year, with the cost increase for the Tri-State Metropolitan Area (coastal Connecticut, New Jersey, and New York)" exceeding $10 million annually. The ab0ve situation has created a cost increase which is clearly the result of non-conservation of a mineral resource. That is, in readily measurable values, it Is costing the public about $10 million per year because good conservation practices were ignored-a public-interest loss. Admittedly, this is not the whole story because the public is simultaneously obtaining other values from the land surface that would otherwise have had to be dedicated, temporarily to be sure, to mineral recovery-a public-interest gain. However, the point is that we do not know where the balance lies-the net public interest value; it may lie one way for deposits zoned out of existence by a growing suburb, another for areas designed as permanent greenbelts, and still another for areas under new highways

ATTENTION has been turned recently to the exploration and development of certain large blanket-deposits of brown iron-ore in Cuba. The most conspicuous of these to-day, and the one upon which the most light has been shed, is the Mayari deposit, situated about 15 miles south of Nipe bay. Here the Spanish-American Co. has sole control over 18,500 acres of ore-bearing lands, reported by its engineers to contain 500,000,000 tons of ore; and the necessary plant and equipment, with docks and railways, is now under construction for the early marketing of this ore. A similar deposit, and undoubtedly the next to be exploited, is the ore-field at Moa bay, where 13,000 to 15,000 acres of ore-lands, immediately adjacent to the shores of an excellent harbor, have been generously covered by numerous mining-claims, practically all controlled by four large interests. This deposit is now estimated to contain approximately 350,000,000 tons, on the basis of dried ore ready for shipment, a figure which may be increased when the western limits of the ore-deposit have been more accurately defined. Other deposits of the same type, but smaller and less accessible, are those at Cubitas, situated from 12 to 15 miles north of Camaguey city, and at Taco bay and Navas, points lying a few miles west of Baracoa. The area of the Cubitas deposit is said to be 6,000 acres, and the yield of ore is estimated at 150,000,000 tons. The Baracoa. deposits are less well known, but preliminary estimates have placed their joint ore-reserves at 40,000,000 tons. Accepting the above tonnages as reasonably correct, we conclude that the deposits enumerated give promise of adding about 1,000,000,000 tons of iron-ore to the world's supply; they have, therefore, to be considered in any attempt to fore-

New structural studies in the Walker Fault Zone of eastern Arnhem Land are integrated with basin-wide reconnaissance observations, made to refine models for the structural evolution of the McArthur Basin and provide new insights into the nature of metal logenetical ly important pre-inversion phases of the basin's evolution. At least five principal events may be identified during the Proterozoic: The Tawallah Group and equivalents were deposited throughout the McArthur Basin during an extensional event. Rifting of an incipient Batten Trough occurred at this time, in a terrain characterised by orthogonal, linked extensional faults. Uplift and erosion of the Tawallah Group accompanied continuing extension and was penecontemporaneous with continuing deposition of the overlying Parsons Range Group, within a precursor to the Walker Trough. Dt (of the Walker Fault Zone) relates to a new rifting event, penecontemporaneous with deposition of the McArthur Group and its equivalents in the Walker and Batten Troughs. This rifting accompanied dextral strike-slip faulting along northerly-trending bounding faults, as a result of northwesterly-directed oblique extension, leading to pull-apart basins. D2 inversion of the Batten and Walker Fault Zones pre-dates deposition of the Roper Group. In the proposed model WNW-ESE directed shortening (D2.), accompanied by folding and thrusting, and by local development of cleavage in the Walker Fault Zone, is seen to be followed by northerly-trending sinistral faulting (D2b), about a SE to ESE-directed compression. D3 is basin-wide and post-dates the Roper Group. It is characterised by conjugate faulting and folding about ENE to NE-directed compression. The latest Proterozoic event to be identified (D4) comprises widespread north-trending strike-slip dextral faulting of Roper Group, coupled with N-S directed thrusting across the Urapunga Fault Zone and Murphy Inlier This is accompanied by late dextral reactivation of NNW to NNE-trending faults in the Walker and Batten Fault Zones.

A suite of software programs has been written to provide the field engineer or geologist with the capability to collect and store data directly into small, portable handheld computers. This allows the engineer and geologist to collect data in a more efficient manner as the data is collected in sequence and is verified at the time. Typical applications for this software include geological and geophysical logging, trucking surveys, mine surveying, condition monitoring, ventilation surveys and maintenance systems. The software allows the user to construct his own electronic notebook by structuring data input to the computer in a similar manner as is now done on pre-printed forms. The user can store all valid entry codes or numeric ranges in a dictionary and all data inputs made are validated against this dictionary. Once constructed the user may call the electronic data sheet into the unit and collect data which will be stored into the unit which has the memory capacity to record data for up to periods of 60 hours. The data can then be automatically transferred to mini/microcomputers for immediate analysis and report generation. The software may be used on a variety of handheld computers.However the generally rugged environments found in the mining industry limit the choices. In particular the authors have selected a unit weighing a little over one kilogram, which is rugged enough to fall off an underground survey vehicle, and survive when accidentally immersed in water,without losing data. This paper describes the software developments in detail. The project development work to produce this system has been funded by a grant from the Australian Mineral Industries Research Association and is supported by a number of large Australian mining companies.

"Operations started at BCL in December 1973J and the smelter is currently in the seventh year of its fifth campaign. The next major shutdown is scheduled for 1995. During the current campaign, a number of major on-line refurbishments have been carried out without any significant disruption to production. These include the complete rebuild of both drying plant electrostatic precipitators, the installation of a new electrostatic precipitator at the flash furnace, the conversion to a distributed control system throughout the smelter, and the installation of a converter air blowing control system.IntroductionBCL Limited operates a nickel-copper mine in northeastern Botswana approximately 100 km southwest of Francistown. Surface operations for the production of high-grade nickel-copper matte at a design capacity of 42 000 metric tonnes per annum, were commissioned in December 1973. Detailed descriptions of the mine and surface facilities have been presented previously(1-3).Over the years, a number of major engineering modifications and metallurgical projects have been carried out to overcome operating difficulties. improve metal recoveries, increase production rates and provide a better working environment.One of the major results of these projects was an increase in the 19805 in flash furnace feed capacity from 70 t/h to 120 t/h of new concentrate with a nominal feed rate of 105 t/h being achieved.(4)Because of the ore characteristics, i.e. a high mass fraction of ore reporting to concentrate, BCL operates one of the highest capacity spray drying plants and flash smelting furnaces in the world(5).A schematic of the BCL smelter is shown in Figure 1. Data on worldwide geophysical activity in mining exploration programs is collected annually by the Geophysical Activity Committee of the Society of Exploration Geophysicists as part of a continuing service to the industry. The data is obtained by sending out questionnaires to all organizations (which are) known to be carrying out mining geophysical work; the organizations canvassed include mining companies, contractors, government departments and universities. The questionnaire is divided into three sections, namely ground methods, airborne methods and research. In 1968, 515 questionnaires were circulated throughout the non-Communist world and 283 replies were received which is a 55% return. A 67% return was received from the U. S. organizations surveyed so the statistics quoted in this report for the United States are reasonably reliable. This report is published in condensed form, but with emphasis on the United States statistics, with the permission of the Society of Exploration Geophysicists. It was presented at the 39th Annual International Meeting of the SEG in Calgary, Alberta, on September 15, 1969. Worldwide utilization of mining geophysical methods reached a new high in 1968 with total expenditures of United States $41.4 million, compared lo $32.3 million in 1967, representing a 28%, increase. The expenditure distribution by area and type of activity is shown in the graph on page 64. In terms of money spent, ground geophysical surveys accounted for 49% of the total, airborne survey's 36% and research 15%. The percentage of the money spent on ground geophysical surveys fell by approximately 7% from 1967, that for airborne surveys, increased by 5%, and for research the amount increased by 2%. Industry accounted for 79°1% of the total monies spent on mining geophysical activity in the world in 1968 and governments and universities 21 o%.

The paper "Design of Surface and Near-Surface Construction in Rock" by Deere, Hendron, Jr., Patton, and Cording discloses a principal difference between civil and mining engineering as applied to openings in rock. Generally, the civil engineer considers an opening as an asset, where a mining engineer finds that most of his openings are a liability. The openings, or rock surfaces, treated in the paper by Deere and coauthors are designed for lasting stability and the foundations for dams, the diversion tunnels, abutments, and surface excavations are expected to be stable for long periods or provide continuous access and other useful purposes. Except for those openings used for the transportation of men, materials, ore, and for ventilation, the mining engineer finds that his underground openings serve no useful purpose once the mineralized rock has been removed. Usually, these openings create problems such as reduced ventilation efficiency, added requirements for scaling, sealing, and other tasks necessary to maintain or isolate the openings. The surface openings and mine plants present another liability to the mining engineer. After the product has been removed from the earth, the abandoned pits or strips, tailing ponds, dumps, and buildings sometimes become hazardous, unsightly, or occupy surface areas that could be used for other purposes. As a general rule, the various disciplines involved in rock mechanics have different objectives and uses for openings; however, the basic concepts regarding the design or control of openings in rock are similar for each discipline. The review by Deere and his coauthors contains examples of the duplications in this technology, and, in particular, the common approaches used by civil and mining engineers. Among the gold-deposits discovered in recent vears none is more extraordinary in richness or interesting in structure than that of the famous mine at Mount Morgan. At a time when but few Australian mines were known to the world outside the colonies, Mount Morgan was quoted as an occurrence, unusual not only in its origin (for it was said to be dye to geyser-action) but also in the purity of its gold. The mine is situated just within the tropics, twenty-six miles southwest of Rockhampton, in central Queensland. Queensland attained in 1889 the first place among the gold-producing colonies of Australasia, a position previously always held by Victoria. In that year Queensland produced 737,822 ounces, while Victoria cape second with 614,838 ounces. Of the four chief mining districts Rockhampton stood first, as the following figures show: Quartz crushed, Yield,. Average per ton, Tons. Ounces. Oz. Dwt. Leaving out Rockhampton, the output of which is practically that of the Mount Morgan mine, it will be noted that the more northerly goldfields show the highest average (Gympie being furthest from and Croydon nearest to the equator). This is largely explained, however, by the increased cost of milling, due chiefly to the want of water for batteries and the consequent economical necessity of selecting high-grade material only for crushing. During the latter part of the twentieth century exploitation of mineral resources, and gold mining in particular, experienced a resurgence in Europe, with major mining houses and many junior companies involved in exploration and subsequent mine development. Gold projects in particular were actively encouraged and exploration programmes and permitting studies initiated in more than 15 countries, both within the European Union (EU) and the former eastern bloc. During the initial period, governments in many countries provided active support. Following a series of negative environmental mining incidents in the latter part of the century public opinion, often ill-informed, led to political pressure to withdraw governmental assistance. This in turn resulted in the revocation of exploration licenses, and ultimately to the failure to develop a number of potentially world-class mines within the region. Despite these setbacks, gold production in Europe continues, and is probably higher now than 20 years ago. The mining industry is currently coming to terms with both changing attitudes of governments, and the increase in scope and prescriptive nature of legislation. Recent experiences, particularly in Greece and Turkey, exemplify the problems faced by the industry in the region, which are causing major mining companies to reconsider future activities in Europe. The paper presents an overview of European gold mining and its environmental performance in the context of international practice, new legislation, and public perception of mining generally. The rationale of governments in withdrawing support for the industry is questioned, and the feasibility of achieving sustainability where there is no level playing field globally is reviewed. The question is posed to governments, regulators and mining companies alike as to whether there is a future, not only for gold mining, but for the minerals industry in general, within the EU.

"The yearly production from the Asbestos Hill pit is 1,550,000 tons of asbestos ore, with a yield varying between 18 and 20 % . The orebody was exposed at the top of a hill, and initial production started without having to remove any overburden. The projected ratio of barren rock to ore, based on the present orebody, was 2 to 1. However, as it was necessary to push back the upper benches, this ratio has changed to 3 to 1. The final pit will be 2,300 feet long by 1,000 feet at the longest and widest points. The final depth will be 680 ft. A pit slope stability study was carried out and an average wall angle of 60-70 degrees must be maintained. Preshearing of final pit limits will produce good wall stability. Permanent access ramps will be 60 ft wide, with an 8 % maximum grade. Geological conditions and the low rock temperature are the major causes of the operation's drilling and blasting problems."

"Canadian sulphide deposits generally have characteristic compositions. Metal associations in ore deposits and in igneous rocks are similar.Nickel: sulphur ratios, copper-nickel ratios, and nickel :cobalt ratios in copper-nickel sulphide ores are characteristic for most orebodies. Nickel, as sulphide, is highest in ores associated with ultrabasic rocks, whereas copper is highest in ores associated with gabbros. Cobalt is relatively constant. The metal ratios in copper-nickel ores are due, first, to the composition of the related igneous rock or magma; second, to the partition ratios of the metals into the sulphides when separating from the silicate rock or magma; and third, to the conditions at the time of deposition. Each factor is discussed and the evidence indicates the Frood orebody is a magmatic segregation in place and Falconbridge is an injected sulphide melt. Many Canadian orebodies containing copper, zinc, or lead also have relatively constant compositions. •Copper and zinc are concentrated in gabbro and diorite, and copper-zinc ores in northwestern Quebec are spatially related to gabbros and diorites. The same three factors con-trolling metal ratios in. copper-nickel deposits should control the metal ratios in copper-zinc deposits if the metals come from the gabbro-diorite intrusions.The ratios of base metals in common sedimentary rocks are not similar to the ratios in orebodies. Base metal elements are mobilized during high-grade metamorphism, but much fundamental research is needed before the relation between metamorphism and ore deposits can be established on a sound basis. The distribution of elements in sulphide orebodies suggests that cop-per, zinc, and lead are deposited simultaneously .in relatively constant proportions rather than successively in a paragenetic sequence. Zoning may be due to different ratios of metals being deposited under changing temperature, pressure, and chemical environment, or may be the result of other processes."

IN this paper we shall examine the Why, Where and How concerning the agglomeration of iron ores and concentrates. Fig. l answers the questions @f why there is so much interest at the present time in the art of agglomeration. The use of sinter or pellets in the blast furnace has materially increased their rated •capacity. ':'President Hains Company Ltd. Engineering J. S. McMahon ( 1) reports an increase from 653 tons of .pig iron per day to 1140 tons of pig iron per day with the use of a 100 per cent sinter burden on one of his blast furnaces. In the United States the use of 100 per cent pellets has increased pig iron production from approximately 1800 tons per day to over 3000 tons pig iron per day (2). In our economic system the general objective is to produce more and better commodities cheaper. Fig. 2 shows the decrease in coke consumption with increased tonnages from the furnaces when using -

"6.1. Mineralogical Techniques ApplicableTo the Platinum-Group Elements6.1.1. IntroductionThe named platinum-group minerals (PGM) usually occur as grains smaller than about 200 microns and, even when present as larger grains as in nuggets, these are often complex multimineral intergrowths. Therefore, the PGM must be examined by microscopic techniques and, because all named PGM are opaque, they are suitable for microscopic study by reflected light. Special techniques for concentrating PGM and preparing suitable polished sections are detailed in Chapter 5. Another characteristic of the PGM is that the majority have very high reflectance at 589 nm, i.e., over 450Jo, but they range from about 38 to 74%. In contrast, micro-indentation hardness has a wider range from - 60 to - 3,000 kg I mm, and the PGM range from brittle to malleable.The small grain-size of PGM imposes certain limitations, or complications, on the usual mineralogical determinative methods of reflectance, micro-indentation hardness and X-ray diffraction. In addition, certain combinations of elements in some PGM render electron-probe analyses difficult. The usefulness and shortcoming of these methods, as applied specifically to the PGM, are discussed in the following sections. These are not, however, meant to be exhaustive descriptions of the techniques, which are fully described in other texts.6.1.2. Micro-Indentation HardnessDetermination of the Vickers Hardness Number (VHN) is discussed in detail in recent publications, such as Bowie and Simpson (1977) and Craig and Vaughan (1981). In addition, the recommendations of the Commission on Ore Microscopy (COM) of the International Mineralogical Association (IMA) are given by Criddle (1980). The usual small grain-size of the PGM, however, precludes the widespread use of this technique and very few PGM have, in fact, had their VHN determined at the COM-recommended standard load of 100 gf (cf. Cabri, 1981b, in Chapter 7). Examination of VHN data reported in the literature reveals that the few PGM whose microindentation hardness has been measured have incomplete VHN data, measured with loads other than 100 gf (Chapter 7). The small grain-size may also result in unreliable VHN data because, even though the correct load may have been applied, a thin grain will give erroneous data due to the matrix, or the grain may even shatter or pop out of the section. On the other hand, micro-indentations may give useful qualitative diagnostic clues. Moncheite, for example, shows fractures near the indentation (Chapter 7, Plate 1). In other cases, intergrown PGM produce different-sized indentations: e.g., froodite-michenerite-gold in Cabri (1972); isoferroplatinumtulameenite in Cabri et al. (1973); michenerite-moncheite in Cabri and Laflamme (1976) and Chapter 7, Plate 1; altaitemichenerite- testibiopalladite in Hudson eta/. (1978) and Plate 1, Chapter 7."

The fundamental principles and modern techniques of experimental planning and data analysis, applicable to any type of research, are particularly important in flotation experimentation. Since they constitute the modern science of experimentation, they should be among the working tools of any scientist, research engineer, or plant operator engaged in flotation investigates. This chapter is a review of these principles and techniques. Equipment and procedures for the actual conduct of experiments will not be discussed here since these subjects are well covered elsewhere in this volume. Neither will any attempt be made to impart a working knowledge of statistical methods of data analysis since this would be impossible in the space allotted, and many excellent texts are available to the diligent inestigator.1-4 The objective here is simply to interest the reader in the application of statistical techniques to flotation experimentation by illustrating their utility in situations frequently encountered, and to point out the principles of experimental planning necessary for their proper use. Any conscientious metallurgist engaged in flotation experimentation or operations is well aware of the inherent complexity of the flotation process, and of the often frustrating difficulties this introduces into experimentation. The raw materials normally treated by the process are complex both physi- cally and chemically, and often highly variable even when from the same source. The flotation process itself is characterized by a very large number of potentially important process variables. Many of these are beyond the con- trol of the metallurgist, and some cannot even be measured quantitatively with available instruments. Those which can be measured and controlled with reasonable precision often produce effects which are intricately interrelated. Not only are the variables many, but the physical and chemical mechanisms by which they function are imperfectly under stood. To compound the difficulty, experimental techniques are relatively crude. Controls are not very precise, and the human factor looms large in most flotation experiments. These situations lead inevitably to experimental data of a relatively low degree of precision or reproducibility. Some are inclined to think that these conditions are unique to flotation experimentation. They are not. The experimental problems met by the agronomist, the biologist, the social scientist, and others are equally complex. Investigators in these fields pioneered in the development of methods for handling just such situations by proper experimental planning and the application of statistical methods in the analysis of data. Their pioneering work has grown into a well established modern science of experimentation which has spread into every field of science. This science is based upon statistical

The Waihi Gold Mine is situated in a high rainfall area (annual average of over 2 m) on the North Island of New Zealand. Water treatment and discharge at the mine has been ongoing for the last 25 years. The first water treatment plant consisted of a æstandardÆ water treatment facility (ferric chloride precipitation) and cyanide detoxification. With time the project has expanded and the volumes of water increased requiring additional treatment methods (reverse osmosis) to meet the water quality for discharge. The Helvetia copper deposit is a large undeveloped Laramide porphyry copper system located in the Santa Rita Mountains, Pima County, Arizona. This porphyry copper system consists of four areas of copper mineralization: Rosemont, Peach-Elgin, Broadtop Butte, and Copper World. Asarco refers to the four areas collectively as the "Helvetia Deposit". Mineralization and alteration are primarily contact pyrometasomatic, and zoning of hydrothermal alteration and sulfide mineral assemblages are similar to those observed at the Twin Buttes and Mission copper mines located approximately 32 km west of Helvetia. Asarco acquired the Helvetia Deposit in 1988 and has continued the exploration and development effort since then. A considerable amount of excellent geological work has been completed in the area but little information has been published on developments since the mid-1950's. The geology of the deposit as developed by numerous geologists over the past 75 years and the large, bulk tonnage low grade copper deposits outlined in recent years will be briefly reviewed in this paper.

WHEN "Chief" Buehler in mid-September set out on his official 10,000 mile swing-around-the-circle visiting Local Sections he decided not to tell his audiences how to organize and operate a state geological survey. As the director for 28 years, of the Missouri Bureau of Geology and Mines (which, he concedes, is the best in existence) lie could have done this to good advantage; but he preferred to discuss affairs of the Institute. In 25 speeches made to member and student groups, he dwelt on sonic or all of the following phases of activities. He stressed the vital importance of the Local Sections in providing the opportunity for members to associate under pleasant auspices with others in their profession. The benefits of Institute membership he classified as tangible and intangible. Of the two lie felt that the latter were more important. A man's progress in his profession depends in large measure upon a broad acquaintance and friendship with others. The Institute is incomparably the best medium for meeting fellow engineers. The primary, function of the new enlarged Membership Committee is to obtain a comprehensive list of engineers eligible to be members, always hearing in mind that the standards of membership must not be lowered in any degree. These men are to be invited by individual letter to apply for membership. Whether they become members or not is of less importance; but it is vital that no qualified man should be outside the fold for the reason that membership had never been suggested to him. Dr. Buehler emphasized repeatedly his feeling that the younger man that had never had Institute membership brought specifically to his attention had been cheated:

The catalytic converter industry is composed largely of global multinational manufacturers who supply to vehicle manufacturers (original equipment manufacturers ? OEMs) from facilities strategically located internationally, including plants in South Africa. The South African catalytic converter production facilities were established at the request of the OEMs and commenced manufacture in the early 1990s. This near 100 per cent export focused industry exists in South Africa because of the incentives offered by the Motor Industry Development Programme (MIDP), which ultimately provide the OEM with import duty rebates. The South African catalytic converter industry is a complex vertically-integrated supply chain with a local content in excess of 85 per cent, substantially more than any other exported automotive component. The industry remains one of the very few downstream manufacturing industries where South Africa has a significant global footprint. This is even more important when it is considered that this industry is the key end-user for two of South Africa?s most important mineral resources, namely platinum group metals (PGMs) and chromium, and is in an industry which will see massive global growth as the developing nations of the BRICs grow their auto industries. In over 15 years of existence in South Africa, the catalytic converter industry has achieved remarkable growth, averaging compound growth in the region of 14 per cent per annum. The industry is the highest contributor to automotive component export revenue. South Africa holds >8 per cent% of global PGM reserves. During 2011, South Africa supplied 59 per cent, 29 per cent, and 72 per cent of the global demand for platinum, palladium, and rhodium respectively, as well as over 50 per cent of the global chromium demand. Global autocatalyst production remains the largest consumer of PGMs, and South Africa alone beneficiated 15 per cent of locally mined PGMs in the production of catalytic converters ? all is converted from PGM sponge (powdered metal) into PGM solutions for coating onto catalysts. Beneficiation of PGMs also takes place via the production of jewellery and electronic goods; but compared to catalytic converters, this volume is negligible. The industry is also the largest consumer of locally produced stainless steel (>50 000 t/a), exceeding 38 per cent of local consumption. The industry is a substantial generator of highly skilled employment, with over 5 000 direct jobs (excluding OEMs and stainless steel manufacture) and an estimated more than 30 000 indirect jobs resulting from upstream and side-stream suppliers. The industry places a high focus on skills transfer and development, with all companies providing high-tech training and education both locally and overseas. The industry has invested in excess of R5 billion in plant, equipment, people development, and process development over the last 15 years to support transfer of production and new technologies to South Africa. This has resulted in significant skills development in the support industries as well as within the catalytic converter industry. The current projections for local PGM beneficiation via catalytic converters reflect a downward trend as a result of production being moved to other global locations due to uncertainty around changes to government incentive programmes. The industry is currently capacitated to support 23.7 million units per annum. During 2011 it utilized about 70 per cent of this capacity, but forecast projections suggest that this will be at 46 per cent of this level by 2016. At full capacity the industry would represent 19 per cent of global autocatalyst production compared with the current 13 per cent in 2011. The industry believes that there is potential to make South Africa the preferred location for catalytic converters worldwide, given suitable support from the mines and Government.

Gekko Systems Pty Ltd have developed the Python Underground Processing Plant for the concentration of gold and sulfide ores. The Python plant has an established flow sheet including fine crushing, screening, gravity separation and flotation which aims to concentrate the valuable minerals (gold/sulfides). The aim of the plant is to achieve high valuable recovery into a mass yield of 10 - 30 per cent to reduce the amount of material that is needed to be taken to downstream processing. This paper examines the test work protocol for testing an ore to assess its suitability for the Python flow sheet. This paper will discuss the test methods employed to determine crushing requirements, continuous gravity recovery and flotation performance and how the results relate to Python design for the comminution, gravity and flotation circuits. Results from past test work will be discussed.

The Resource Conservation and Recovery Act, commonly known as RCRA, which amends the previous Solid Waste Disposal Act, was signed into law on October 21, 1976. Members of the mining industry began their contacts with EPA in this area two to three years before the Act finally was passed, and that seemed and probably was all to the good. We reviewed and commented upon their studies and in general tried to acquaint them with the peculiarities and the uniqueness of the wastes generated by our industry, of which they were abyssmally ignorant. I suppose we thought that through the bureaucracy we might have some influence upon the provisions of the solid waste legislation that was being bandied about on the hill. Certainly the industry, in general, did very little direct lobbying, as I recall, and there were several reasons for that. For one thing we conceived that the legislation was aimed at the chemical industy and believed that if their people looked after their interests, ours would be safeguarded automatically. Also, the Federal Land Policy and Management Act (FLPMA) was heating up at the same time and, in fact, was signed into law on the same day. In addition, a great deal of lobbying activity was required by amendments of the Clean Air Act and Federal Water Pollution Control Act that were being put together in Congress. These were conceived to be of far greater importance to our industry than a bill to control mostly chemical wastes and, in fact, new bills in both areas became law the following year. Finally, the solid waste bill, RCRA, was patched together by committee staffs over one weekend and was reported out by a conference committee rather hurriedly. Some little goodies about mining were almost after-thoughts in this process.
