The Coal supply and demand review arrived too late to appear in the May issue. In 1991, the US coal industry produced 902 Mt (994 million st) of coal, according to preliminary data compiled by the Energy Information Administration (EIA) (Table 1). This amount was 32 Mt (35 million st) less than the record 933.5 Mt (1 billion st) produced in 1990. Most of the decrease in coal production occurred east of the Mississippi River. The substantial stock buildup that stimulated production in 1990 was not repeated in 1991. In addition, coal consumption by electric utilities and coke plants dropped by about 1.8 Mt and 4.5 Mt (2 million and 5 million st), respectively. Moreover, a higher level of coal exports failed to bolster the 1991 production. Production Surface mines accounted for about 59% of the 902 Mt (994 million st) of coal produced in 1991. Underground mines produced for 41%. More than one-fourth of the total coal output was from federal and Indian coal leases. Production of all ranks of coal, except subbituminous, declined in 1991. Bituminous coal is produced mainly in the East. It totaled an estimated 590 Mt (651 million st), a 6% decrease. Production of subbituminous coal, mostly in the West, rose 3% to a record 228 Mt (252 million st). Lignite output was from Texas and North Dakota. It decreased by 1 % to 79 Mt (87 million st). Anthracite production, all from eastern Pennsylvania, fell by 17% to 2.7 Mt (3 million st).

HAVING occasion a few weeks ago to investigate the subject of black band iron ore in West Virginia, I was surprised at being met at the outset with a denial of its existence. One gentleman went so far as to offer one hundred dollars an acre for any land in West Virginia that contained a seam or vein of even a single foot in thickness, and when shown the ore he acknowledged that it was genuine, but declared it had been imported. That black band does occur in West Virginia is to-day well known to a number of persons. There is a seam on the Gauley River of about a foot in thickness of good ore, which I understand Mr. Lewis and others are making preparations to work. The great trouble with black band ores as heretofore found in this country has been their limited extent. At Fort Washington, for instance, they had a very fine show ing of ore, but it soon gave out. It has also been asserted that the black band ores of the Western Coal Measures were worthless in the furnace, and Fort Washington has been pointed out as an example of the fate of any one who should undertake to work them. But they have been successfully worked at Youngstown and in other parts of Ohio, and I am assured by old furnace-men from Ohio that there is not the slightest difficulty it working them if properly managed. Economic open-pit and surface mining often call for ever increasing volumes of lower grade materials. So it is important, often critical, to develop precise expense and production estimates for the large electric mining shovels now in use. An electric shovel's basic application is to "shovel up" material, starting at ground level with the dipper moving up into a working face or bank. It's impractical to dig below ground level with a shovel, except briefly or in unusual circumstances. The shovel working face is "the bank," whether the material is dug from natural bed or blasted. The shovel's digging attachment, the boom and dipper handle, is built in standard and long range configurations. A standard digging attachment is normally used for loading into haulage equipment. The long range attachment is normally used for side or hack casting to a spoil pile. It is also used fir loading into haulage equipment placed above shovel ground level, as in some coal loading applications. Shovel clipper size and hauler capacity should he matched so that a hauler can he loaded in three to four shovel work cycles. Five cycles is usually the limit of good practice. If fewer than three cycles are required, the hauler is too small. More than five cycles indicates possible excess harder waiting time for loading, or shovel waiting time for too few haulers. Full dipper loads, including the last dipper or ''pass, " are essential for economical shovel and hauler match. Consistent need for a final partly full dipper to fill the hauler shows an improper match between the two.

This research reports on the synthesis of advanced silicon-based structural ceramics from mixtures composed of natural sand (Sinai white sand), reclaimed silicon and graphite by the nitriding combustion synthesis method. With pulverized sand (? 40 m), we found that the nitriding combustion can be realized at self-sustaining mode in the SiO2?Si?C system under 3 MPa nitrogen pressure. Depending on the composition of the starting mixtures, single-phase silicon oxynitride (Si2N2O) powder as well as new Si3N4?Si2N2O and Si2N2O?SiC composite powders with controllable chemical compositions were successfully developed. The measured thermograms of various combusted mixtures and the thermodynamic characteristics of possible exothermic reactions in this system were discussed to explain the nitriding combustion behaviour and mechanism. Near-full dense Si2N2O were fabricated from synthesized Si2N2O powder with 5 wt % oxide additive by the spark plasma sintering (SPS) method at 1600 °C. The dense Si2N2O samples had good mechanical properties (18.7 GPa Vickers hardness, 3.3 MPa m1/2 fracture toughness and 363 MPa strength) and excellent chemical and oxidation resistance. The synthesized composite powders were also densified to high densities (> 90 % of theoretical values) by SPS technique. The results obtained in this study can be seen as a new route to prepare important silicon-based structural ceramic powders with various compositions/properties from cheap starting materials which makes them potential for wide range of applications.

Over the past 20 years, diesel-powered equipment has been introduced into the underground mining environment in increasing numbers. While the introduction began years earlier in the metal-nonmetal sector, the exponential growth in coal mining use during this time has been more pronounced. Reasons for the continued use and rapid growth of diesel equipment in underground mines are easily understood. The safety and operational advantages afforded by this equipment in production and support systems are demonstrable. As other mine operators witness the advantages enjoyed by their competitors, they too move to introduce an increasingly diverse array of such equipment into their underground mines. As with any industrial technology, the use of diesel-powered equipment entails potential safety and health concerns. Existing Mine Safety and Health Administration (MSHA)approval regulations (30 CFR Parts 31, 32 and 36) apply only to diesel locomotives and mobile diesel-powered equipment for noncoal mines. In the absence of specific regulations, MSHA has required the use of equipment approved under Part 36 (gassy noncoal mines) for areas of underground coal mines where permissible electrical equipment is required. However, a considerable amount of diesel-powered equipment without explosion-proof or fire prevention features is in use in areas of coal mines where permissible electrical equipment is not required. It is on the use of this latter class of equipment that MSHA is focusing much of its regulatory attention relative to coal. The agency also is focused on revising existing occupational exposure limits for gaseous emissions and instituting limits on diesel particulate emissions for both coal and metal-nonmetal mines.

Exploration activity in metallic minerals continued to decline in Montana in 1992 as companies either reduced budgets or left the state. The number of active projects dropped another 50% from 1991. Expenditures were 3% to 6% of 1989's 28.6 million. Many of the major mining companies closed offices in Montana. Although depressed commodity prices have hurried the exodus, continuous changes in environmental regulations, as well as the Mining Law of 1872, without regard to economic effect have had the most serious impact. Many companies indicate that Third World countries present a more stable business environment than the United States. Grassroots projects are nearly non-existent, while late-stage programs continue cautiously. Exploration activity continued at the following projects: Garnet, Pegasus Gold; Southern Cross, Asarco; Elkhorn, Goldfields; 7-Up-Pete, Phelps Dodge and Canyon Resources; Miller Mountain, Pegasus Gold; Sheep Creek, Cominco American Resources; Checkerboard, Kennecott and BHP Utah International; Emigrant Creek, Pegasus Gold; and Crevise, American Copper and Nickel. All mineral activity, whether on private, state or federal land, is regulated by the Montana Department of State Lands under three classes of permits - Small Miner Exclusion Statements (SMES), Exploration Licenses and Operating Permits. A total of 230 Exploration Licenses are active in the state with 26 of those being new. However, there are only 433 projects current in Montana, with many of those in the reclaiming stage. The majority of exploration projects consist of individuals expending time rather than money on properties. The number of mines functioning under operating plans declined by one when W.R. Grace closed its Zonolite operation.

The total production of oil in Peru in 1940 was 12,127,135 bbl., or about 10 per cent less than in 1939. Most of the reduction can be attributed to the fact that the export market under war conditions is much restricted and naturally is more than ordinarily competitive. Development and Exploration in Older Areas As evidenced by Table I, almost all production continued to come from the three established fields in coastal northwestern Peru. Zorritos Field.—Exploration in this small field, which was purchased by the Peruvian Government in 1939, continued with that in near-by areas in the adjoining National Reserve. Several wells were drilled, regarding which details are not as yet available. It is estimated that the production rate for a total of some 45 old and 15 new wells approximated zoo bbl. per day, or about 3 bbl. per well per day. Lobitos Fields.—The Lobitos area produced 2,435,504 bbl.; about 10 per cent less than the amount for 1939. La Brea-Pari9zas.—This property of International Petroleum Co. continued to account for nearly 80 per cent of Peru's production. During the year, drilling was stepped up to 139 wells, as compared with 73 wells completed in the previous year; 123 were producers and aggregated a total of 287,867 ft. Of this total, more than 85 per cent was drilled by rotary tools, which are steadily displacing other equipment. Although most of these wells were drilled in the proved or semiproved areas, eight

not weaken. I saw him shortly before he was killed; his conduct under fire was splendid and an inspiration to his men. His loss is felt deeply by all ranks. Thanks to him and to others, who like him, paid the full measure of devotion to their country, our line was held until the critical situation in that vicinity was at an end. He died the true death of a soldier, with his face to the enemy. As we now look back, it is easy to believe that this holding of the line of defense intact by General Carey and his men was a determining factor in the outcome of the war. To have played so important and noble a part in this vital effort as that taken by Perry is assuredly the privilege of few. Our lives, it seems, are like capital entrusted to us to be expended as wisely and effectively as we may. With them we purchase whatever of accomplishment the stuff that is in us permits. It is impossible to escape profound regret that a career so full of the highest promise, and a personality so overflowing with all that is fine and lovable, should have been cut short at the age of thirty-one. Yet who can doubt that in a few months Perry bought with his life the fullest achievement of a life-time—a glorious part in the salvation of Liberty and Justice and Decency, indeed of Civilization itself! The previous survey of world copper smelters was in 2016 (Copper, 2016). The copper smelting industry has grown and improved considerably since then, including continuing growth in China and modernization in Japan (Extraction, 2018). Outotec flash smelting and Outotec flash smelting/Kennecott - Outotec flash converting continue to be adopted while newer processes continue to be adopted in China. In addition, some of the world's original flash furnaces have been completely rebuilt (Extraction, 2018). This paper provides recent industrial production data and discusses these new developments. INTRODUCTION A world copper survey was redone in 2016 after a thirteen year lag since 2003. Some of the notable changes were the significant increases in production particularly from China. Since then, several smelters have gone through modernization processes and decommissioning of older technologies. This paper will review the notable changes since the last publication at Cu2016. In the last paper, Copper Smelting: 2016 World Copper Smelter Data, the author gave an audible sigh after observing that copper smelter sites as well as new and notable smelters have been spreading like wildfire in China since 2003. Indeed, seeing is believing. Figure 1 shows the Ningde Copper Smelter (double flashing, 400,000 MT Cu/Year capacity) that started up producing copper in 2018; Figure 2 shows the Nanguo Copper Smelter that is under construction with 300,000 MT Cu/Year capacity (first phase, side blown smelting and continuous top blown converting). We should not only admire the Chinese copper industry’s significant technological developments, but also the copper price support that it has provided throughout this century.

Selection of delay times to optimize fragmentation has been a controversial topic among researchers and blasting practitioners. The paper reviews all available experimental information, ranging from small and medium scale tests in geologic materials to small scale tests at the laboratory and synthetic materials, simulating rock. Tests have been re-analyzed and discussed in terms of the information they present and the limitation of the testing environment in representing actual conditions. New results obtained from blasting experiments in specimens made of a grout have provided a clear picture of the effect of delay on fragmentation. The grout used has a strength of 60 MPa (8700 psi), density of 2.5 g/cm3 and P-wave velocity of 4000 m/s (13100 ft/s). Each block was placed in a yoke to eliminate unwanted reflections and the desired delay was obtained using the appropriate length of detonating cord between holes or sub-millisecond electronic detonators. Delays ranged from 0.1 ms/m (0.03 ms/ft) of burden to 16 ms/m (4.9 ms/ft) of burden. Fragmentation was obtained using screen analysis of the collected fragments. Delay time has been shown to be a significant parameter affecting fragmentation and back break. Generally larger fragments and less back break was observed at short values, while fragmentation somewhat deteriorated at significant delay times, compared to what was observed at intermediate delay times. The work is now extended to include the effect of energy partition on fragmentation as well as the effect of initiation point and coupling ratio.

Downstream value-adding is a strategic issue for a country like Australia, which has a resources-driven sector of a scale that has significant impact on the national economy. The question of why producers are not doing more to ævalue-addÆ is often asked. In Australia this debate takes place within the context of: an era of unprecedented growth in demand for resources driven by the rapid urbanisation of China, India and others;impending legislation and uncertainty around carbon pricing;rapidly rising energy costs;significant supply-side shortages including infrastructure, skills and manufacturing capacity; andsignificant industry consolidation of primary resource producers with commensurate improvements in market power.There are several examples of resource-based industries which have developed their business along the complete value-chain; for example large oil and gas producers successfully span upstream and downstream operations including refining and petro-chemicals as well as retail distribution of fuel and other products. Relevant frameworks that provide insight and understanding into the strategic issues around value-adding are reviewed and examples of the application of these frameworks to companies and industries which have successfully adopted a strategy of integrating along the value-chain, as well as those players who have focused on parts of the value-chain are presented. The issues around value-adding in Australia are then reviewed with reference to these frameworks and it is concluded that the issue is a conflict between the objective companies who wish to maximise financial value versus the desire of governments to increase economic benefits. An approach to aligning these objectives is proposed.

1. Introduction This is a report on applications of the earth pressure type balanced shield tunneling projects executed under narrow streets on soft alluvial layers in Japan. Japan is a long island country surrounded by the sea. Steep mountain ranges run along the archipelago and numerous rivers originate from the mountains, leaving only limited areas of flat land along the upper and middle reaches of the streams. The majority of cities in Japan are on soft alluvial layers. Alluvium represents an extremely complex soil formation, sections bordering diluvium being characterized by sharp undulations. Various difficulties are therefore encountered in shield tunneling work undertaken in such ground conditions. Particularly, at work sites lying in an unstable, waterbearing layer with high permeability, shield excavation becomes utterly impossible, hampered by large amounts of underground water as well as land collapsing caused by the water. Even when work can somehow be accomplished by using chemical grouting or by lowering ground water level, which require extra expenses and time, undesirable effects such as ground surface settlement are unavoidable in projects undertaken in the past. The newly developed method allows safe and accurate tunnel excavation at normal speed and without giving any adverse effects on buildings above, even under such unstable ground conditions. An outline of this new method was announced at the "International Tunnel Symposium '78" held in Tokyo, and the method has since been employed in a number of tunneling projects in this country. In the treatment of auriferous copper containing bismuth, I have recently observed a small quantity of a grayish-white alloy, which on examination, proved to be Bi containing in solution, as it were, a crystalline alloy of Bi and Au. This compound makes its appearance on the surface of the auriferous Cu in small globules as the latter cools. These globules are rapidly attacked by nitric acid, and fine needleshaped crystals of Bi and Au separate out. They arc insoluble even in strong nitric acid. On examination, the crystals mere found to contain : Gold, 69.94 per cent.; silver, 0.63 per cent. ; bismuth, 29.43 per cent. (No. I).* The residue is very fusible, and at a temperature considerably below its melting-point it oxidizes rapidly, changing from its original gray color to a greenish-yellow (No. 2). On melting in a crucible under flux, a bronze-colored alloy is formed that has the specific gravity 15.47—somewhat higher than the calculated specific gravity of a simple mixture of the two metals in the proportions named. Alloys of Gold and Silver.—In following out my investigations by repeated examinations of this alloy formed at different times, I found that, in dissolving a miscellaneous lot of the alloy in nitric acid, some gold-yellow crystals were formed, which I succeeded in separating from the BiAu alloy by washing. It is estimated that more than 80% of phosphate rock output in the world is used for fertilizer production. In India, there are only a few high-grade deposits of phosphate ores; therefore, most of the requirement for phosphatic fertilizers is satisfied with imported DAP (diamino phosphoric acid). Due to the drain on foreign exchange reserves, this import-dependent, essential commodity is in short supply in India and, therefore, is sparingly used by farmers. In addition, of the added phosphorus, normally 80% becomes unavailable to plants because phosphorus complexes are formed in soil, causing deleterious effects on plants. In our laboratory, this problem was tackled by using a bacterial consortium of phosphorus-solubilizing bacteria. It resulted in the speeding up of seed germination and increasing available phosphorus in the soil by 14%, over a period of 80 days. To use the low-grade deposits of phosphatic rocks available in India near Hirapur, Madhya Pradesh, India, which contain high amounts of iron, beneficiation through microbial means was used for phosphorus removal. Beneficiation was achieved partially through removal of extra iron by oxidizing ferrous iron from the ore by a Thiobacillus species after removal of impurities containing both silica and iron, instead of sieving and cleaning the ore using different techniques. This resulted in a cleaner ore, with nearly 70% of such impurities removed. The factors for beneficiation technique were standardized at the laboratory level and are being used for scaling up of the process. Thus, the beneficiation of phosphatic rock from Hirapur will be an important first step of phosphorus production in India.

INTRODUCTION Hydraulic sand fills have been extensively used in the United States in deep metal mines since 1940, and hydraulic fills have been placed in coal mines in Europe for many years. Numerous surface hydraulic fills exist in Appalachia for the disposal of coal mine waste and throughout the United States for the disposal of other mining, manufacturing, city, and paper company wastes. Hydraulic fills, as they are now deposited in stopes in mines, are often deposited at near minimum density and hence provide very little support to stope walls and pillars. If the support strength of fills could be increased, perhaps ground conditions in deep mines could be improved making them safer and more efficient. Surface fills deposited at higher densities could be covered with top soil upon which grass could be planted. The purpose of this paper is to describe procedures where the support strength of hydraulic fills can be considerably increased, and the focus of the paper is on applications to deep mines. In deep mines the objective of increased fill strength is to reduce heavy ground problems, improve destressing techniques, reduce or eliminate rock burst incidences, provide better working conditions, provide wall support so that more or all ore pillars can be removed, and improve mine safety, efficiency, and reduce surface environmental problems. The authors have shown that it is possible to improve fill strength used in deep mines. This paper reports the slurry filling procedure, fill testing techniques, and some recommendations for application in deep mines. Some of the reasons for low strength hydraulic fills are:

CONSIDERABLE work has been and is being done on the changes of physical properties that take place in alloys at elevated temperatures, and much information on this subject is published. Much less is known, as pointed out by Rickett and Wood,1 about reactions between the alloys and atmospheric gases and still less is known about changes within the alloy itself under the influence of heat and given atmosphere. Moreover, most of the work published has been done on the alloys of "heat-resist-ing" type, in which chromium is an essential ingredient, the behavior of all other alloys being quite unknown, except perhaps of decarburization produced at the surface by oxidizing atmospheres. It has been shown' that iron, with total amount of foreign ingredients not exceeding 0.01 per cent, if heated in an oxidizing atmosphere at above 900° C., may be saturated with oxygen to 0.1 per cent. It was suspected that something of a similar nature may take place in iron-silicon alloys (transformer material), the mechanism of such processes being either a direct diffusion of oxygen into the alloy, or oxygen combining with silicon to form Si02 or more complicated (silicate) inclusions. Another possi-bility to be considered was that during annealing in oxidizing atmos-pheres, when scale is being formed, silicon may oxidize preferentially at the surface, thus impoverishing the alloy in silicon. In collaboration with Dr. T. D. Yensen,3 the writer set out to investigate this problem about two years ago in order to settle these questions.

Quebrada Blanca (QB) is a copper project located in the semi-arid Andean highlands of northern Chile. The operation is situated 170 km ( 105 miles) southeast of the port of Iquique and 30 km (18 miles) west of the border with Bolivia, at an altitude of about 4300 m (14,000 ft) (Fig. 1). The QB ore body is a secondarily enriched porphyry copper deposit containing reserves of 85 Mt (93 million st) grading 1.3% copper. Underlying the enriched zone is a significant primary ore zone containing several hundred million tons grading about 0.5% copper. In the late 1970s and early 1980s Falconbridge and its affiliates spent $20- $30 million exploring the deposit and conducting feasibility studies. Falconbridge, however, decided not to develop the property. It was returned to its owners, Empresa National de Mineria (ENAMI), a Chilean state mining corporation. In 1988, ENAMI announced its intention to privatize the property through public bidding. Cominco Resources, then 61% owned by Cominco Ltd., examined the property and the extensive data base developed by Falconbridge. In conjunction with its parent company, Cominco Resources submitted a proposal to ENAMI to construct an open- pit mine, with heap leaching and solvent extraction/electrowinning (SX-EW) processing facilities. The plan would use patented heap leaching technology developed by Sociedad MineraPudahuel (SMP), a privately owned Chilean mining company. At that time, a $150-million project that would produce about 45 kt/a (50,000 stpy) of cathode copper was envisaged.

Mine Dewatering for reoccupation of a flooded mine requires rehabilitation and recommissioning of shaft and sane level functions to provide safe efficient access, services and logistics, as well as securing connections with all exposed workings. The objective is the earliest secure reoccupation of the target depth horizon for minimum water pumping, consistent with an appropriate investment and optimum schedule of operating inputs to the dewatering, redevelopment, services and consolidation processes. Strategy must focus on recommissioning of relevant functions in the shaft and at stage pumping horizons, advance of logistics close to pumping and rehabilitation, management of the secured exposed workings. The progress must be systematic, sustained and integrated, and must be secured against risk and uncertainty. There must be a strategic capability to respond effectively, and manage interruptions to processes, conditions requiring higher or different resources, and contingencies which affect schedule, budget or risk profile for the continuing programme. Planning must aim to reduce or contain risk or uncertainty elements and contingencies, limit interruption frequency and severity, identify and provide the capability for efficient responses. It is appropriate to model and simulate the reoccupation analogous to a mine initial development production programme. Only minor changes to relationships and relativities of models for Capital works, Operations (Production and Development) and Services/Logistics are needed but the model for management of workings is more relevant than that for depleted workings in an operating mine because of the water and other transfers. An important difference is the unsteady state of operations which requires probabilistic modelling of availability and utilization of equipment and processes.

Drill-hole contamination has been a problem for many years. Contamination of rotary drilling has been well documented. More recently contamination in wet reverse circulation drilling has been noted by Echo Bay and others at the 1991 AIME annual meeting. Mine Development Associates (MDA) has worked on a number of projects at which contamination of drill-hole samples has occurred. Properties are commonly acquired with drilling accomplished by other companies and at times the only records of the drilling program are the drill-hole logs and assays themselves. Identification of contaminated zones is sometimes difficult to determine. Most geologists and engineers in the industry are aware of the magnitude of the problem, as contamination is a relatively common problem with wet reverse circulation drilling. MDA has developed a computer program to help determine if contamination has occurred when using reverse circulation drilling, based on cumulative distribution curves and by a process we call decay analysis. Most deposits are not homogeneous throughout the deposit, but exhibit a characteristic drop-off or decay of assay values around higher-grade drill-hole intercepts. Using graphs of this characteristic decay and cumulative frequency distribution, we can use the program to help determine contamination in several ways. This paper will discuss the use of decay analysis at three gold deposits where contamination is known to have occurred. In one of the deposits decay analysis was used, successfully to determine if contamination had occurred, while in the other two the decay analysis was used to verify our decay analysis procedure.
