he Metropolitan Water District of Southern California (MWD) supplies water to some 16 million people in a semi-arid region. Most of this water is imported. Some of the supply lines cross over the San Andreas fault, one of the most notorious and active faults in the U.S. There was a serious need for emergency water in case normal supplies should be interrupted. To fill that need, MWD had to find a reservoir site on the west side of the San Andreas fault, west of the mountains. Because of the distinctive nature of the location, it was necessary to construct a huge “bath tub” by building a dam at each end of a valley, requiring some 115 million cubic yards (88 million cu.m) of fill. In effect, two large-scale surface mining operations have been under way simultaneously. The $2.2 billion project is known as the Eastside Reservoir Project. Because of space limitations, this paper will be limited to those topics which are expected to be of primary interest to explosives engineers, principally related to large-scale rock fill production. There is not sufficient space to discuss the many diverse geotechnical questions related to site selection, geological and geophysical field testing, laboratory testing and design considerations. This brief overview may assist those who might be interested in making a tour of the project site following the ISEE conference.

DC plasma-arc technology using a hollow graphite electrode (cathode) has been successfully implemented in the primary metallurgical industry in South Africa up to the 30 MW scale. Mintek has applied its expertise base, established over the past fifteen years, to testing the treatment of metallurgical wastes such as carbon- and stainless-steel plant dusts, lead- and zinc-containing slags, and residues from the base-metal industry. Favourable results have been achieved, and disposable products were produced. The evaluation of numerous wastes indicates that recovery of zinc as metal gives the best economic return from these sources. Direct recovery via a splash condenser or electrolytic zinc extraction from fume are the two preferred alternatives under review. In both instances dehalogenation is an important issue, but can be achieved by suitable treatment processes. The Enviroplas technology provides a flexible, commercially viable approach to the treatment of a wide variety of wastes. Mintek, together with its associate Pyromet CC, are installing a plasma- arc pilot-plant facility with both an ISP lead-splash condenser of about 5 t/d condensed zinc capacity and a combustion chamber to burn zinc vapour to zinc oxide. This will demonstrate the suitability of the Enviroplas technology for treating specific metallurgical wastes, so that customized industrial plants can be engineered based on large-scale testwork.

This paper describes the performance of the copper industry over a period of some two decades and examines the theme that improvements in operating efficiency have not been matched by improved returns on capital. The financial performance of the copper industry is analysed using CRU's MICA database. Regression analysis indicates a two percentage point increase in operating margins but no increase in returns on capital. The gain in operating efficiency appears to have been mainly achieved in the mid 1980s. The investment boom of recent years has resulted in a rapid increase in the industry's level of debt and gearing ratio (now some 47%). Data on 44 copper mine projects is used to show the linear relationship between scale and capital costs. Typically new capacity costs some US$5,000 /tpy. The relationship between cash costs and capital intensity of projects is also plotted. The greater attention now being focused on efficient use of capital means that capital intensity rankings will become increasingly important in determining which projects go ahead.

While systems to remove sulfur oxides from flue gases have been used at coal fired power plants since 1931, critical need for flue gas desulfurization has only occurred since the late 1960s following the passage of the Clean Air Act Amendments. Commercial and advanced flue gas desulfurization processes (FGD) are reviewed. Advantages and disadvantages of the processes are discussed. Regulatory requirements leading to the development of FGD systems are identified. The location and operation of coal fired plants may be determined more and more by the regulatory requirements for sludge disposal, waste, water discharge and air emissions.

Rio Tinto Coal Australia (RTCA) developed the Meandu Mine in Queensland, Australia in 1983 to supply thermal coal to the adjacent and newly constructed Tarong Power Station (TPS). In designing the mine, RTCA selected Meandu?s best economic reserves for a 27-year life based on station owner Tarong Energy Corp.?s (TECs) estimated life for TPS. That 27-year plan changed dramatically in the early 2000s when TEC approved life extensions to TPS?s four existing units plus construction of a fifth unit. After reviewing Meandu?s remaining reserves, RTCA decided the nearby Kunioon reserve offered the more economic option for maintaining deliveries beyond 2010. Those plans changed again in 2007 when TEC chose to purchase the Meandu Mine and nearby reserves. TEC then selected Thiess Pty Ltd. (Thiess) to continue operating Meandu until the new mine at Kunioon could be developed. After assuming operation of the mine in 2008, Thiess began a review of Meandu?s remaining reserves and found considerable coal available with economic potential. Working jointly with TEC, Thiess performed several analyses on Meandu and subsequently the Kunioon coal reserves. The results changed TEC?s decision from expediting Kunioon?s construction to instead continuing Meandu?s operation for up to 15 additional years.

Cobalt is principally produced by hydrometallurgical means from the copper-cobalt ores of Zambia and Zaire. In addition cobalt is commonly found in minor quantities in association with nickel and copper-nickel orebodies. Generally the level of cobalt common to these latter orebodies does not warrant separate processing unless the metal price reaches levels last achieved in 1979 and 1980. For pyrometallurgical processing the distribution of cobalt and the factors which affect the distribution of cobalt between matte and slag are not well understood. A limited amount of fundamental research has been completed on cobalt distribution both for simple oxide and matte systems. The paper briefly reviews the relevant literature on theoretical aspects of cobalt distribution between metal and slag and the deportment of cobalt in sulphide smelting circuits. The deportment of cobalt in the Kalgoorlie Nickel Smelter circuit is critically analysed and areas where recovery improvements may be achieved are highlighted.

The Division is concerned with physical methods as applied to geo-logical research and mapping. An at-tempt is made to describe long-term goals, illustrated by examples of projects in the fields of aeromagnetic interpretation, palaeomagnetic re-search, Pleistocene and groundwater geophysics, seismic surveying, electromagnetic research and instrument development. Cooperative projects in surveys and research, with universities, private companies and provincial organizations, are frequently undertaken. An outstanding example of this is the recently approved Federal-Provincial Aeromagnetic Survey Plan, the purpose of which is discussed both from an economic and a scientific point of view. INTRODUCTION The Milwaukee Metropolitan Sewerage District (MMSD), is a special purpose sub-regional agency that provides collection and treatment services for sanitary wastewater for an area of 420 square miles (1088 km2) in 27 municipalities in the Milwaukee, Wisconsin metropolitan area. During its almost 75 years of existence, it has constructed 464 km of intercepting sewers, the majority in tunnel, and two sub-regional secondary wastewater treatment plants. The present program, the $1.7 billion Milwaukee Water Pollution Abatement Program, was started in 1977 and developed from ongoing internal planning, the Federal Clean Water Act and court judgments. Elements of the Program include improvement and expansion of the two treatment plants; rehabilitation of older in-place sewers; building new interceptors and relief sewers and providing capacity for high volume storage in approximately 32 km of deep, large diameter rock tunnels; reducing combined sewer overflow; and disposal/utilization of the solids that remain after the treatment process. The construction phase of the Program accounts for $1,105,900,000 within 335 separate construction contracts, 211 let to date, and covers a span of 15 years, starting in 1979 and running through 1994. Conveyance System construction cost is estimated to be $650,000,000 or about 60 percent of the total. Through December 1986, in terms of dollars, the total construction program is about 38 percent complete with Conveyance at 34 percent complete.

NOTHARD (Visitor) To prevent environmental pollution from mine dumps, it is necessary to stabilize them either mechanically or biologically. In the long term biological stabilization is more attractive because of its permanent nature. Initially, the basis of stabilization is in the correct siting and construction of the dump. The main toxic factors influencing plant growth on Rhodesian mine dumps are arsenic, antimony, copper, nickel, a high ratio of magnesium to calcium, excessive soluble salts, high pH, and Iow macronutrient content. Root-growth studies in culture solution and pot experiments are used to supplement information on the suitability of plant material obtained from replicated field trials on mine dumps. In addition to the selection of plants for toxic tolerance, it is advisable to provide multiple-layer protection with trees, shrubs, and grasses. Further, a range of different plant species gives greater biological stability. Protection must be provided for young plants against wind erosion and the abrasive effects of windblown sand. Planted wind breaks are preferred to mechanical forms; windrows of garden refuse make good wind breaks and at the same time introduce organic material to the dump and provide a good environment for seedling establishment. The use of artificial fertilizers and sewage effluent is recommended to hasten the development of a complete and protective plant cover.

Ecstall Mining Limited, a wholly owned subsidiary of Texas Gulf Sulphur Company, is the owner and operator of the Kidd Creek Mine including the concentrator complex located near Timmins, Ontario. Canada, approximately 450 miles north of Toronto. The mine, concentrator and Timmins form a triangular arrangement with a 17-mile rail link connecting the mine and concentrator and both of these facilities 18 and 14 miles respectively by road from Timmins. A core drilling program in the spring of 1964 established the presence of a large massive sulphide orebody which was to become the Kidd Creek Mine. Texas Gulf Sulphur had been conducting an intensive search for base metal in various parts of Northern Ontario and Quebec since 1957. Of several thousand anomalies detected in airborne electromagnetic surveys, several hundred warranted ground inspection, but only one of more than sixty drilled became a commercial orebody, the Kidd Creek Mine. The geophysical exploration work has been well covered in a paper written and presented by Van Donohoo, presently a Vice-President of T.G.S., at the American Mining Congress in San Francisco in October 1969. GEOLOGY The orebody lies within a series of overturned rhyolitic flows and pyroelastics with a major peridotite intrusive to the east. The hangingwall and footwall are composed chiefly of intermediate volcanics, andesite and dacite. The southern end of the orebody appears to terminate abruptly against greywacke while the north end is bifurcated and the structure obscured.

THAT colleges and technical schools constitute a vital factor in our industrial system is being realized more and more of late years. Consequently it is desirable that there should be a constant interchange of ideas between the 'school and the industries and that there should be a more intimate contact between the student and his future employer. Business and industry demand certain proficiencies and qualifications of the student and he, in turn, sees certain rewards and advantages in the industry. . In a meeting of this kind, whose primary purpose is to promote a greater intimacy between the students and those men who are active in the mining profession, it is quite fitting that each state his demnds upon the other in order to establish a common understanding. It is probable that a student, not being conversant with actual conditions in the industry, may be unfair in what he asks of his employer. Therefore criticism, constructive or other- wise, is not only accepted, but is invited.

The copper demand is booming. New epicentres with strong dynamic economic growth have arisen in China and other emerging markets. Furthermore, Europe contributes to higher copper demand due to positive economic growth. China and India are therefore expanding their smelter industries, with the backing of a coordinated policy of global raw material sourcing, which includes investments in raw material deposits and state-run measures to support their international trade and competition. Likewise, Europe faces scarcity of copper raw materials. The copper industry in Europe is historically grown and shows excellence in environmental protection and technical leadership. Recycling has always been an important sector. This reiterates the recycling-know-how which exists in the European sector. However, Europe still relies on importing a considerable amount of raw materials from foreign countries. As a result, the global competition for copper and copper raw materials has increased. Tough competition as regards industrial location and costs, the emergence of corporate concentrations and the use of protectionist trading practices by countries like China and India, which distort the markets, now determine the picture. Hence, a copper smelter in Europe is forced to develop tailor-made concepts to safeguard and improve its international competitive position. It is imperative that this is also flanked by improved conditions on the local level and a European raw material policy which takes account of the changed situation on the world market.

Two tunnel tubes, each 6.6 km long, will be driven using the shield tunnelling method. The difficult ground conditions and a water pressure of up to 6.5 bar make great demands on the design. AS always when metallurgical operations are conducted within or close to agricultural and stock-raising regions, the question of damage due to fume and smoke presented itself when the Cerro de Pasco Copper Corporation's new smelter commenced to operate in La Oroya in 1922, For more than twenty years the Corporation had operated its old plant close to Cerro de Pasco without encountering difficulties from smoke claims, owing to the fact that it was in an open plain where more or less constant air currents carried and dissipated the smoke over large areas, affording ample dilution. But Oroya is in a deep canyon formed by four contributing valleys up and down which the smoke travels for long distances in a more or less concentrated form. Though the altitude of Oroya is more than 12,000 ft., and the surrounding country rises to much greater elevations, nevertheless there exists there a large and important stock-raising industry and also a considerable development in agriculture, consisting of the cultivation of potatoes, barley, etc.

The concentrating plant of the Broken Hill South Limited was described in Proceedings No. 44, Australasian Institute Mining and Metallurgy, December, 1921, by Wainwright and Read. It was erected on the present site in 1907 and 1908.From that date, the plant has undergone various alterations consistent with metallurgical improvements. By 1925, the timber work of the gravity secti"on had seriously deteriorated, so much so, that, when the machinery was working, the floors and supports vibrated badly, causing heavy maintenance costs.In 1928, it was decided to erect a new gravity-treatment section, to be followed later by a new flotation section.
