The Snow Caps mine was an open pit and conventional cyanide heap leach gold project located 10 Km east of Independence, California in the Owens Valley. The project is unique in that it is one of the first projects to go full-cycle, from design through closure, under California's Chapter 15 mine waste regulations adopted in 1984. The property was acquired by Sunshine Mining Company in 1985. During 1986, final design and permitting were completed and the facility was commissioned in 1987. Mining continued to mid - 1990, when the minable ore body was depleted, and heap leaching continued into early 1991. Rinsing of the spent ore was completed in 1991, and final closure will be complete in 1992. The spent ore will be left on the leach pad for its final disposition. The focus of this paper is the permitting and closure aspects of the project as required by California's Chapter 15, Article 7 regulations.

The Lochiel Deposit is a large occurrence of soft brown coal about 130 km north of Adelaide. The deposit is undergoing continued evalua- tion of which an integral part was the excavation of a Trial Pit. The Trial Pit was deemed necessary to demonstrate that the deposit may be mined efficiently by draglines and the particular emphasis was on the geotech- nical and hydrogeological aspects of what may be termed difficult mining conditions. The dewatering of the Trial Pit was commenced in September 1986. After considerable planning and excavation was successfully completed in May 1987. The project is unique in terms of its size and technical com- plexity. It entailed excavation of over 230,000 m3 of overburden to an overall depth of 36 metres. The excavated material was utilised for experimentation in a Trial Dump. Included in the Trial Pit design were several novel techniques includ- ing depressurisation drains to improve mining conditions in soil strength materials and the use of vacuum to aid dewatering.

Mine shafts that are used as primary ventilation routes are different in their airflow characteristics to other subsurface openings because of the aerodynamic effects of guide rails, buntons, pipes, cables, ropes, and shape, size and velocity of conveyances. As many shafts contribute heavily to the overall resistance of a mine ventilation circuit, it is important to be able to predict the resistance of a planned shaft with reasonable accuracy. This paper describes part of a study on the ventilation characteristics of hoisting shafts, conducted for the Basalt (Nuclear) Waste Isolation Program (BWIP). Methods of quantifying each of the four components of shaft resistance are developed; namely the shaft walls, fittings (buntons, pipes, etc.), the skips or conveyances, including the dynamic effects of their motion, and shaft stations. Practical guidance is given on ways of reducing the shaft resistance. The paper concludes by giving a step by step procedure for the ventilation aspects involved in the design of combined hoisting/ventilation shafts.

The properties along Ida Avenue in Mosman stand 10 m above the road on an outcrop of Sydney sandstone. Access to the houses is generally via a long steep staircase. The owner of 22 Ida Avenue identified an opportunity to use the natural strength of the rock beneath his property to excavate an underground garage and to provide access to the basement of his property via a 10 m elevator shaft from the back of the garage. This paper will describe the design and construction of this unique and innovative urban development.

The gas bubble energy generated by an explosive plays a major part. in the fragmentation, muckpile movement and damage produced. Previously, the interaction between gas pressure and the rock has been interpreted from a theoretical basis or a qualitative study of breakage mechanisms. A method to measure the fluctuations in gas pressure in rock adjacent to the blast has been developed. This peak pressure will vary with structure, as well as with distance and explosive type. The technique is simple to apply and can be used to observe the flow rate of gas at. varying distances. The apparent velocity of penetration is an indication of whether gas has travelled through pre-existing or blast induced cracks. The technique provides a ?n:eans of determining the suitability of an explosive for a given rock type, depending on the amount of displacement desired. The technique has application in optimir.irig throw blasting and predicting and controlling damage, particularly in highly structured rock masses.

Last September, when I was asked to prepare this paper, I was told the subject was "mining," a broad subject indeed! Rather than choose one of the many important technical and economic details which characterize mining today, I turned to a subject which fas- cinates me: mining's image. If we are to survive and prosper into the twenty-first century, and if industry and society are to continue enjoying the material benefits which flow from mining, we must address the melancholy fact that the general public at best does not understand mining, and at worst does not believe it is needed or deserves to continue. While my point of view is largely that of an American mining executive, I would hasten to point out that Homestake has participated in Australian mining for over three decades, and our subsidiary, Homestake Gold of Australia Limited, is now a major producer in this "lucky country." Does society need a viable minerals and metals industry? The answer is obviously "yes," so the challenge is to change some minds: not just those of the amorphous "public," but on a focussed basis targeting journalists, educators, TV commentators, politicians and opinion makers of all stripes (I thought of using "rifle shot" instead of focussed but thought that might be misconstrued). Along the way we miners must also look deeply into ourselves, our attitudes towards the society in which we function, and our willing- ness to change as well as to seek change in others. How did we become such bad guys? More than a century ago mining was not just accepted, it was even romanticised. In America, we had altered the time-honored concept of "Crown" lands into public lands made easily available to settlers pushing back the frontier. Miners even preceded the farmers and stockmen in what was perceived as nation-building, although by the 1890s there was a growing interest in conservation, especially the protection and management of forests and national parks. Even though emphasis was shifting toward government stewardship and away from trans- fer of public lands to private ownership, homesteading and mining were clearly recognised as valid uses requiring not just access, but security of tenure. Indeed, conservation as it was then understood implied management of the public domain as well as its protection. Initially this was no great problem to the U.S. mining industry, but as the nation grew and competing land uses became more important, conflicts began to appear, first over water rights and later over air quality and destructive mining practices. But these were local disputes rather than national issues, and two World Wars, the Great Depression and post-war reconstruction lulled our industry into thinking that nothing had really changed. After the storm began to break in the 1960s, the mining industry found itself confronted by a growing maze of complex and costly laws and regulations. It took us longer than it should have to realise that, in facing this challenge, we seemed to have lost the understanding and support of many of our legislators and a majority of the general public. "Geosynthetics engineering has made phenomenal advances during the last decade in areas of manufacturing as well as practical applications. As a result, geosynthetics are now being recognized as essential construction materials that can be used to facilitate construction, ensure better performance of the structures and reduce the long-term maintenance in routine civil engineering works. The creative use of geosynthetics in geo-engineering practice is expected to continuously expand as innovative materials and products are becoming available. In this paper, a wide variety of geosynthetic products available to geoengineers to solve a wide range of problems are briefly presented along with their functions and possible applications. Fundamentals of geotextile filter design principles are then introduced for use in the tunnel drainage system. Practical applications of geosynthetics relevant for tunnel engineering are also highlighted with emphasis on the issues associated with the geotextile filter application for use in the tunnel drainage system.INTRODUCTIONGeosynthetics have emerged as essential engineering materials in a wide range of civil engineering applications, e.g., transportation, geotechnical, geoenvironmental, hydraulics, and private development since the first geosynthetic conference in Paris, 1977 (Koerner 2012). Due to their costeffectiveness, ease of installation, and well established mechanical and hydraulic properties, geosynthetics are now playing important roles in the field of geo-engineering.As indicated in the 9th Bucahanan Lecture paper by Holtz (2001), major developments in civil engineering have only been possible with the parallel developments in the technology of construction materials. For example, larger scale structures became possible with the help of developments in concrete, reinforced concrete, and prestressed reinforced concrete technology which replaced wood and building stone as construction materials. The best example of a parallel development in geo-engineering between the material and the geotechnical application may perhaps be the soil reinforcement technology which has a direct analogy with reinforced concrete as a polymeric reinforcement material provides added level of tensile resistance and stability to soils that have little to no tensile strength, thus giving additional margin of safety."

"Western Canadian coking coals are located in the Rocky Mountains arid foothills of British Columbia and Alberta. They are typical of non-marine coals, characterized by total sulphur contents of less than one per cent and with ash contents of 10-30 weight per cent. This mineral matter is composed principally of kaolinite and quartz.The petrographic compositions of most of the coking coals which constitute the 2.065 billion tonnes of British Columbia's measured reserves, and the compositions of the metallurgical coal currently exported from Alberta, show them to be rich in the inertinite macerals, macrinite, fusinite and semifusinite. When the mean maximum reflectance of vitrinite in oil/Romax) is used as the coal rank parameter, this high inertinite content is reflected in the lower volatile-matter yields, but the relatively inert character is also displayed by lower free swelling indices (PSI), lower maximum dilatations, lower maximum fluidities and lower coke strengths than other coals of the same rank, but richer in the reactive macerals, vitrinite, exinite and semifusinite. Despite these reduced values in the so-called caking tests, inertinite-rich coals produce strong coke.A system of classification of coking coals is introduced which is based on rank, as indicated by Ro max, and either petrographic composition, maximum dilatation, maximum fluidity or, to a lesser extent, PSI and volatile-matter yield. Six principal coal groups can be distinguished among coking coals using this versatile classification. Inertinite-rich coals are assigned to the Keystone Group (GI), Balmer Group (G3) or Moura Group (G4), each group being named for a coal typical of that population ofcoals. Reactive-rich coals are assigned to the Pittston Group (G2), Kellerman Group (G5) or Big Ben Group (G6). A multiple-regression analysis of coal quality versus price shows how the value of coking coal in the Japanese market appears to be related to reflectance and the free swelling index, and confirms the economic viability of the classification.British Columbia's measured reserves of coking coal contain representatives of four of these groups; Balmer Group (73%), Moura Group (/6%), Pittston Group (3.4%) and Kellerman Group (7.6%).This analysis of the quality of Western Canadian coking coal indicates that despite the need for large proportions of inertinite-rich coking coal in blends produced in the Japanese steel industry, there is nevertheless a demonstrated overabundance of Balmer Group and Moura Group coals available to the international coking coal market."

THE Yukon Consolidated Gold Corporation, Limited, a Canadian company, operates alluvial gold dredges in the Klondike goldfields of Yukon Territory. Its operations are of unique interest to Canadian mining as it is the only large-scale placer mining operation of this type in Canada. Its properties lie in the valley of the Klondike river and its tributaries, Bonanza, Hunker, Bear, Last Chance, and All Gold creeks, and in the valley of Indian river and its tributaries, Dominion, Gold Run, Sulphur, Eureka, Montana, and Quartz creeks. At the end of 1938, they consisted of 1,650 placer mining claims and 9 leases or concessions. They cover a belt with an area of approximately 1,000 square miles. This vast area covers in part claims which have been previously worked by other methods such as 'drift' and 'open-cut' mining, and areas which were too low grade for such methods. The ground held by the Company is not held in freehold but in the form of mining claims and mining leases granted by the Dominion Government under the provisions of the Yukon Placer Mining Act. Full-size creek claims are 500 feet in length by 1,000 feet on either side of the base-line. Hill and bench claims are 500 feet up and clown the valley and 1,000 feet at right angles to the valley. All claims are held on the basis of an annual renewal fee of $10 for each claim plus 'representation work' of an assessed value of $200 per claim per annum. For the purpose of such representation work, claims may be 'grouped'. This means that work done by one dredge is sufficient to 'represent' a comparatively large block of claims. It is only in this way that it becomes possible to consider operations on a large scale over a term of years, for such operations would obviously be impossible on law-grade ground if representation work had to be done separately on each individual claim in each year.

ANON-CATARACTING (N-C) ball mill is so operated that the balls are not thrown in-ward at the top of their paths. The result is to maintain, in the mill, a quiescent pool in which classification will occur at a limiting size corresponding to the pulp density. N-C operation is produced by effecting proper relationship among mill speed, ball diameter, volume of ball load, and pulp density. Such operation is typified by the primary ball-mill operation of the Tennessee Copper Company, Copper-hill, Tenn., and the Cleveland Cliff Iron Company, near Ishpeming, Mich.

Mond gas-producer tar, and, in fact, all tars obtained from the retorting of coal where steam and air are admitted to the retort, are of entirely different chemical composition to the ordinary coal tar made in the gas or coke works. These tars contain none of, the aromatic hydrocarbons - benzene, toluene, naphthalene, and anthracene, sought after by the ordinary coal-tar refiner.The distillation of Mond tar shows it to consist of phenols of high molecular weight, unsaturated hydrocarbons of high gravity and low viscosity, paraffin wax, and resinous substances of whose composition little is known.The physical properties of Mond producer tar are also peculiar. It has a "short," granular texture when cold, which might be likened to candied honey. It "dries" (hardens) when exposed in thin layers to the air, and, for a coal tar, it cannot be considered sticky. This latterò property, combined with the short texture, prevents its being used successfully for road-making or macadamizing.The drying properties and the paraffin wax contained in: this tar cause it to hold up large percentages of water, probably in the form of emulsion. When containing as much as 10% to 15% moisture it appears to be quite dry.

Staff turnover percentages on projects in the minerals sector are at levels that would not be accepted in business less than five years ago. While this is being driven in part by the shortage in skills to service the industry there are underlying factors, beyond the increases in remuneration, adding to the turnover. Having identified the five major reasons why people do not stay, this paper confirms that leaders and the various styles are common to all companies. The paper comments briefly on these major reasons and suggests the problem is firmly with management. It also offers possible remedies to reduce the attrition and therefore improve the opportunities for a quality project evaluation.

The Blasting Contractor as an Insurance Risk involves a discussion of changing times in the insurance market and changing methods of operation in the construction industry. Since the advent of Internal Revenue Service~1 and Occupational Safety and Health Act~2 regulations by the Federal Government in the early 1970's, operations have changed. Many small users of explosives have discontinued any use in favor of subcontracting the drilling and blasting to specialists. This change in operations along with the change in the insurance market has created coverage problems which is the subject of discussion of this paper. Although no definite conclusions are reached, it is an attempt to promote understanding and further the efforts toward equitable solutions.

To open the Fisher Hill mine of the Republic Steel Corporation, it was necessary to sink an inclined shaft into the rock and excavate stations, drifts, and ore pockets. This inclined shaft, or slope, q ft. 8 in. high by 28 ft. 2 in. wide, has compartments for two 5-ft. gauge ore-skip tracks of 120-lb. rail, one 5-ft. gauge man-skip track of 60-lb. rail, a concrete stairway, and service pipes consisting of a 12-in. compressed-air line, an 8-in. pump-discharge line, and a 4-in. water-supply line. When we were requested to investigate the work, the progress being made (by another organization) amounted to only 2 ½ ft. advance in 24 hr. We reported that progress of at least 6 ft. per day could be made. As a result, the Defense Plant Corporation, through the Republic Steel [ ] Corporation, entered into a contract with us to sink the shaft. The contract contained a penalty and bonus clause predicated upon an advance of 150 ft. per month. The average advance was 7.8 ft. per day; that in the best six-day week was 60 ft. and that in the best month, 215.5 ft. in 25 working days. The drilling was performed by 3 ½ -in. wet drifter drills mounted on five 8-ft. columns (see accompanying illustration). Even though a full-face drilling and mucking operation is customarily desirable, the steep slope, with the accumulation of water and fine debris at the face, made a modified heading and bench operation preferable. Geopolymerization is a process by which Al-Si minerals undergo dissolution and polymerization in an alkaline solution to form a monolithic material with a high mechanical strength (Davidovits, 1991, 1994). In this study, the factors affecting the geopolymerization of Na feldspar (albite) and K -feldspar (microcline) were investigated. It was found that both Na feldspar and K -feldspar are reactive in geopolymerization with the resultant geopolymers showing a high compressive strength. The leaching ability, the proper molar ratio of Si/Al in the geopolymeric gel phase and the higher average hardness of the undissolved particles remaining in the geopolymers are found to greatly affect the ultimate compressive strength of the formed geopolymers. This paper presents the results of a research investigation leading to the development of a technique for the measurement of the surface permeability of Indiana Limestone. The tests are conducted on a cuboidal block of the limestone with a flat surface that can be sealed to create a circular aperture through which water influx can take place. Computational results for Darcy flow are used to interpret the results of the experiments. The water entry area can be moved over the surface area of the block to investigate, quite conveniently, the distribution of permeability across the surface of the limestone block sample.

DURING the last year or so, with higher prices for gold and silver, many old properties in the West have come back to life. Almost every profitable producer in the old days has been considered, and the reasons for its shut-down investigated. If it seems likely that modern ore-finding, mining, and metallurgical methods, and S35 gold can again put the property on a profitable basis, someone can usually be found to back the venture. Methods of rejuvenation vary with the property, of course, but the following outline of what has been done with one group of mines in Idaho is fairly typical and may be suggestive to others. The Golden Chariot gold-silver properties, near Silver City, consist of seven old mines, working a vein system striking north and south, which had a productive length of some 3500 ft. The vein is a quartz-filled fissure with granite walls. Gold occurs in native, and with silver in the form of electrum which is the natural alloy of the two metals. The study of the condensation of zinc from its vapor was undertaken to shed light on certain problems encountered in large-scale electric zinc-furnace work recently conducted. It is a matter of common knowledge that one of the disadvantages of the arc type, electric zinc furnace, is the production of a large amount of blue powder and proportionately little liquid spelter, for, as stated by Stansfield,1 "A notable defect in the electric smelting of zinc ores is the difficulty experienced in obtaining the distilled zinc in the liquid state; when zinc ores are smelted electrically, very little liquid metal is commonly obtained, nearly all of the zinc being in the state of powder."

The most significant influences are described: the National Environmental Policy Act of 1969; the Federal Water Pollution Control Act Amendments of 1972; and implementation of the Florida Environmental Land and Water Management Act of 1972. Further discussion includes: critical examination of the recently completed EPA Areawide EIS; potential effects of the Resource Conservation and Recovery Act of 1976; the Surface Mining Control and Reclamation Act of 1977; current local and state laws; and summary of studies on radiochemical effects of mining, seepage from gypsum ponds, and dewatering of waste clays.

"A major thrust in industrial automation over the past few years has been the exploration and incorporation of higher level (supervisory and optimizing) control strategies aimed at more fully exploiting the existing control system infrastructure. There is little doubt that this is worthwhile pursuit, however, one must not lose sight of the maintenance and development requirements of the basic control system. Statistics on loop performance indicate that this too is an area of considerable potential. In this paper the authors look at some of the less elegant, but arguably equally important issues in mineral processing plant control. The focus is on controller structures, loop tuning, sampling, filtering, and some of the other principal components of the regulatory control foundations. In many cases significant improvements in control performance can be achieved by getting back to the basics.IntroductionEvery modem concentrator has a state-of-the-art computer control system in place. Several of these are contemplating installing, or have installed, advanced control systems, such as expert systems, but the foundation of their control system remains the PI controller. Although the authors are not aware of any survey or published information for the mineral processing industry, it is reasonable to assume that it would be similar to the pulp and paper industry. ""The average [pulp] mill has some 2000 control loops of which 97% use PI control. This means that PID, dead time compensation, adaptive controllers, specialized algorithms, ... , constitute only 3% of the installed base."" (Bialkowski [1992]).Bialkowski [1992] also stated that ""If you have been keeping score, only 20% of the loops surveyed actually decrease variability in automatic over manual mode of operation, in the short term."" He attributed the problems to: poor tuning (30% of all loops), control valve problems (30% of all loops) and process problems (20% of all loops). There appear to be a serious need to go back to basics and review the existing control system."
