Slimes are usually defined as all material passing a certain sized sieve, which is invariably the finest sieve employed by each metallurgist in his tests; 100-mesh and 200-mesh have been taken as the limits by different writers in recent volumes of the Transactions; 150-mesh is common practice. The reader of the first two volumes of Richards' is impressed by the inflexibility with which all grinding-arrangements are praised or condemned according as they make little or much slime. Until recently, one of the principal aims of the mill-man was to keep down the slimes. He was obliged to have separate apparatus for sand- and slime-treatment. The latter was sometimes puzzling and erratic. Often it was found most economical to omit treatment of the slimes entirely, or to store them in immense basins or heaps, waiting for possible future improvements in methods of treatment. Recently, improved processes of agitation and filtration have made possible the successful extraction of values from many slimes. The tendency, when the metal is exceedingly finely disseminated, is to cut out all sand-treatment and to slime everything. These processes have been almost entirely mechanical in their conception, and it is the object of the present paper to show that certain chemical considerations may greatly hinder or assist their successful operation. It has long been a source of dissatisfaction to chemists that their analyses fail to be of much help to the clay-worker; that it is a matter of common occurrence for clays of closely identical ultimate chemjcal constitution to show the widest possible divergence in physical properties.

INTRODUCTION A compaction grouting program to control ground loss, and to minimize surface settlement, was developed for the West Tunnel of the Phoenix Storm Drain Tunnels. The West Tunnel was 4,200 m long, 7.56 m in excavated diameter, and was excavated with shallow cover through the central Phoenix business district. The tunnel could not have been successfully excavated without the compaction grouting program. HISTORY After heated political debate over a ten year period, the Arizona Department of Transportation (ADOT) was granted approval to build the Papago Freeway, an extension of Interstate 10, through central Phoenix. To comply with environmental constraints, a portion of the Freeway was depressed, requiring an excavation 10 meters in depth, thus intersecting surface run-off from the northern section of Phoenix. This required that ADOT and Project Design Consultant, Howard, Needles, Tammen & Bergendoff (HNTB) design a drain system to collect run-off and transport it approximately 4 kilometers to the Salt River through the City of Phoenix. Tunnels were chosen for the main discharge conduits because depth and location of the system made cut and cover construction impractical. A contract for construction of the tunnels was awarded to Shank-Artukovich-Ohbayashi (S-A-O) on May 24, 1984.

Controlled-blasting experiments in small development drifts were conducted at CANMET's Experimental Mine in 1992 and 1993. The objective of these experiments was to develop suitable controlled-blasting techniques for small development headings that are drilled by jackleg with 32-mm-diam holes. The experimentation was also aimed at providing insight into blast-damage mechanisms. Particular attention was given to the physical-mechanical properties of the rock and the rock-mass structural data. The drift faces were approximately 2.4 by 2.4 m (7.9 x 7.9 ft) in size with 36 to 43 holes drilled to a depth of 2.4 m (7.9 ft). Cartridged water gels, emulsions and semigelatin dynamite were used in the cuts and as primers, ANFO was used as the main explosive and decoupled 19-mm (0.75 in.) diam semigelatin dynamite charges were used in the perimeter holes. Smooth-blasting techniques and presplitting were tested in the underground mine. All of the blasts were monitored with a multichannel blast-vibration monitor, to which was attached sets of high frequency geophones and accelerometers. These experiments demonstrated the efficiency of controlled-blasting techniques for the reduction of blast damage and also demonstrated the need to improve the safety and efficiency of using explosives.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Mineral exploration and mining are challenging businesses. Remote and at times harsh conditions have always made it difficult for exploration, but modern explorers also have to deal with cover, numerous technologies, an explosion of data and critical early community engagement. Mining deals with the reality of moving and breaking thousands of tonnes of rock each day to extract what can be a very minor component of economic value, and, furthermore, society expects that this will be done in a clean and sustainable manner. The exploration and mining challenges appear disparate, but they are intimately related.Although not widely appreciated, both exploration and mining have a long tradition of innovation. Over the last 50 years, major step changes in exploration have resulted from radical advances in our understanding of ore forming processes, new geophysical, geochemical and remote sensing technologies, and new ways to integrate and interrogate data. Over a more extended period, close to 100 years, mining has developed bulk surface and underground methods, selective extraction through flotation and leaching and global positioning system–geographic information system control systems that collectively facilitate mining at a massive scale. And yet, in spite of these successes and the boom that we have enjoyed in the last ten years, the industry is under pressure and the need for innovation and change is paramount.The major drivers for innovation are the need for increased quality in discoveries and mines and the need to interact effectively with communities and jurisdictions such that the benefits of quality mines are recognised and enjoyed widely.We are still making new discoveries around the Pacific Rim and elsewhere, but many argue that the quality – grade and accessibility – of these discoveries is decreasing. The net result is that explorers are delivering resources and reserves for development at lower grades and with higher capital and operating costs than current operations. For mining, the increasing age of many existing operations contributes to increasing costs, which, when combined with decreasing cut-offs and lower grades, also results in declining quality. The combined picture does not look good.Just as the pressure to improve performance and margins in the face of declining inputs increases, we are simultaneously faced with increasing societal demands for improved environmental performance and sustainable practices. This is most apparent at the local, community level, where opposition ultimately leads to delays or even cancellation of new projects. Quality is again the issue – quality of the initial and ongoing engagement and quality of the proposed mine in terms of environmental and economic performance.CITATION:Thompson, J F H, 2015. IN THE early stages of the depression the Utah Copper Co. realized that an unemployment problem would he created which demanded an intelligent and sympathetic solution. The company recognized that as many men as possible must be kept at work on a basis which would ultimately permit of the most efficient reabsorption of displaced labor. The company therefore determined to distribute available work among the greatest number of men and to that end adopted a system of rotating employees on a part-time basis. An employer requires a certain number of days' or shifts' work during the month. Obviously one employee working thirty days or shifts a month is equal to two employees each working fifteen. In principle, therefore, where two employees equally fitted to do certain work are available the work could be divided between them on an equitable basis and twice as many persons would benefit. A rotation plan on this basis was adopted by the Utah Copper, Co. on Jan. 30, 1930. Some variations of the orig¬inal plan have been made from time to time, the reasons for which will be discussed.

As part of a long-term study of titanium minerals processing being undertaken by the Julius Kruttschnitt Mineral Research Centre, techniques have been developed to measure the resistivity of ilmenite, rutile, zircon and other associated minerals. The techniques have proven reproducible and have allowed the measurement of resistivity under conditions of varying temperature, surface condition and surface moisture adsorption. The measured values can be linked to the separability of the minerals in the dry plant, and hence are useful as a diagnostic test for existing plants when performance deteriorates, or for greenfield sites to investigate potential problems. One of the major problems in electrical separation of titanium minerals is surface coating on the mineral grains. Coatings can make normally conductive minerals such as ilmenite and leucoxene behave much more like non-conductors. Electrical separation of surface contaminated ilmenite from non-conductors then becomes extremely difficult unless the surface contaminant is first removed. The resistivity measurement technique was used to evaluate the effect of surface cleaning on the resistivity of ilmenite and zircon from a Western Australian deposit which will shortly be in production. Ten different attritioning methods were evaluated, ranging from simple rinsing inwater to chemical attritioning in sulphuric acid combined with ultrasonic leaching. A roasting and quenching step was also investigated. As would be expected, the gentler treatments, such as rinsing in water or Calgon, had only amoderate effect on the ilmenite surface coatings. Ilmenite resistivity decreased by about 1 order of magnitude from 5.6 x108?m to between 2.5 and 4.4 x107?m. More intense treatments had a much more pronounced effect. The most effective, reduced ilmenite resistivity to 6.5 x105?m or three orders of magnitude. Zircon was relatively unaffected by any of the attritioning methods, with only a small increase in resistivity observed from 8.0 x1012?m to 2 x1013 ?m. The results show that measurement of mineral resistivity allows the effect of surface treatments to be easily quantified in a way that has benefits for greenfield site development where only small samples are available for testing. The effect of surface moisture has also been investigated using resistivity measurements. Measurements were made on zircon in an environmental chamber in which both humidity and temperature could be closely controlled. Zircon resistivity at 60 deg C decreased from 6 x1011?m at 5% relative humidity to 8 x108?m at 95% humidity. Moisture content and moisture re-adsorption from dry of zircon and number of other minerals were measured using a Mettler moisture analyser. Zircon adsorbed the least amount of surface moisture (0.05–0.09%) but re-adsorbed moisture from dry the fastest, reaching 98% of the original level in 10 minutes. Leucoxene adsorbed the most moisture (0.67%), but was much slower re-adsorbing this moisture from the dry state, reaching only 63% of the original level in 10 minutes. The difference was attributed to the surface characteristics of the grains, the leucoxene being much more porous than the zircon examined. The resistivities and differing rates of moisture adsorption can be used to quantify the effects of changes in atmospheric conditions of the performance of electrical separation in dry plants.

The Canada Centre for Mineral and Energy Technology (CANMET) /Calgary Coal Research Laboratory and the National Research Council in Ottawa established a joint working research group with industry to develop and test various computer models for application in surface coal mining operations in western Canada.The first part of the paper deals with the problems the group experienced during the past two years especially having model specification and requirements defined and understand site management practices.The second part of the paper deals with site specific development of general mine model for TransAlta Utilities' Highvale Mine in Alberta. Described here are the development of an interactive truck/shovel model for their three pit operation, selection and application of dragline model for tandem operation with the extended bench method, criteria for operational model of the five seams operation with selec-tive mining approach.

There are many avenues for potential liability facing the Mining Industry today. Liability for breaches of environmental statutes such as the Resource Management Act 1991 and the Hazardous Substances and New Organisms Act 1997 include not only financial penalties but imprisonment and perhaps even more significantly will affect the reputation of the Industry. The potential for liability is not restricted to the employees that cause the actÆs to which liability attaches, but also potentially affects all the levels of management and even the company itself. There is also potential for liability through common law actions which can be utilised in cases of environmental harm. These should not be ignored by the Mining Industry. The Mining Industry must take a proactive approach to minimise exposure to potential environmental liability. This can be achieved by undertaking comprehensive environmental management initiatives and policies.

THE labor policy, of the Standard Oil Co. (New Jersey) is founded. first of all on paying at least the prevailing scale of wages in the community; on, the eight-hour day, with time and one-half for overtime; one day's rest in seven; sanitary and up-to-date working conditions; just treatment assured each employee; payment of accident benefits beyond the amount prescribed by the State compensation law; health supervision by a competent medical staff; payment of sickness benefits after one year's service; cooperation with employee in promoting thrift and better social and housing conditions; and assurance for a generous annuity at the age of 65, guaranteed for life after 20 years of service. Most of these features have been a part of the company's policy for many years, but it is only during the past two years that the cooperation of employees in determining these matters has been definitely assured through industrial representation. Industrial representation, in the Standard Oil Co., is a principle rather than a procedure. It is built upon the belief that personal association of those interested in any problem leads to a mutual understanding and a fair decision as to what is right. Fully believing in this, principle, representatives of employees and representatives of management evolved a simple plan, the basis of which is that it gives every individual employee representation at joint conferences on problems and fundamental principles affecting all those interested in the industry. It is based on cooperation, not antagonism; its operation makes perfectly clear both to management and to employees that their interests are identical, that mutual understanding and cooperation insure progress and success for all. Furthermore, experience has definitely shown that representatives of the employees are not only alert for the employees' interests but are as keen as the representatives of the management in determining and insisting upon fairness to the employer.

The Argyle diamond mine is located in the Kimberley region in the northern part of Western Australia at approximately 16°43'S, 128°23'E in subtropical bush/shrub savannah. The 46 ha (113 acres) pipe is situated in the Halls Creek mobile zone, which was cratonized about 1800 Ma ago and adjoins the Kimberley Block, a plateau upheld by Early to Middle Proterozoic rocks underlain by presumably Archean basement. The crater and upper pipe zones of the diatreme have been preserved within tilted and faulted strata of Middle to Late Proterozoic age. Its age of intrusion is about 1178 Ma. The diatreme rock is not kimberlite but olivine lamproite which was not recognized as a primary diamond host rock until 1978. The Kalumburu Joint Venture, a syndicate of local and overseas mining companies, started in 1972 to prospect the Kimberley Block with a modest annual prospecting budget of $125,000. Annual expenditure doubled each year and reached $1 million in 1975 after which CRA took over management of the newly-formed Ashton Joint Venture with an annual expenditure of $2 million (all figures are in current US dollars). The Argyle diatreme was found near the end of the eighth field season and after a total expenditure of $12 million. Annual production is about 34 million carats which places Australia as the world's number one diamond-producing country, although, because of the low value per carat, it is number four in terms of total annual value. The global cost required for a major diamond mine is between $300 and $400 million, with a discovery every 10 to 12 years. Because Canada contains large areas of prospective platform rocks underlain by Archean basement it is likely that a major diamond deposit does exist there. It is probable that it will be found before the end of this decade and exploration expenditure may be in the order of $100 million.

"The first recorded discovery of placer gold in Canada was on the Chaudiere River in Quebec's eastern townships in 1832 and the first major production came from placer deposits in British Columbia in 1858 (Verity 1974). Placer deposits were the major source of gold until the late 1890's, although lode deposits were found in Nova Scotia in 1862. In 1896 the Klondike Gold Rush commenced with the discovery of gold by Henderson and Carmack in the Yukon. The peak was reached in 1900 when over one million ounces of gold valued at approximately $22.3 million were recovered. With the exhaustion of the easily accessible deposits, more capital intensive operations were necessary such as those initiated in 1906 by the Yukon Gold Corporation. This giant dredging operation continued to produce until 1966. Today only a few small operations remain.The development of Canadian lode gold mining began in earnest around 1900 when the railroads were opening up the interior and western part of the country. At this time many discoveries occurred, particularly where mineral outcroppings were near surface. Tremendous impetus for exploration and the reopening of former producers followed the elimination of the gold standard by Great Britain around 1931, and more importantly the United States in 1933, with subsequent stabilization of the price of gold at $35 per ounce in 1934. Prior to this the price of gold was basically unchanged since 1717, approximately, $20 per ounce (Verity, 1974; Green, 1973).The depression of the 1930s adversely affected most industries, however for the gold producers it was a very profitable time. Prices of materials and equipment declined and labour was cheap and plentiful. Interest in gold mining was further stimulated in 1936 when a three year tax exemption was declared for all new metal mines. In 1938 a decline in the value of the Canadian dollar relative to the U.S. dollar benefitted the industry. The second world war provided yet again further incentive for gold production and in 1941 Canadian gold production reached a high of approximately 5.4 million ounces. This figure was not surpassed until 1991 when approximately 5.6 million ounces were produced (Natural Resources Canada, 1996 )."

State ownership of minerals results in domestic legislation regulating mining operations. The mining industry today is dominated by a number of transnational companies, each subject to internal and external pressures for a more responsible approach to resource management. Thirty to 40 major companies are responsible for the bulk of the worldÆs mineral production with the balance coming from state-owned, second tier and junior companies and from artisanal miners.Mining companies operating within competitive commercial environments formerly focussed on mineral production. Companies worked to standards and expectations then current which largely failed to recognise the impact of mining activities on community interests. The mining industry acquired a reputation for arrogance, and for placing profitability ahead of issues considered equally or more important by local communities. Current perceptions continue to reflect disquiet about industry attitudes towards traditional land-owners and access to their lands, to environmental contamination, handling and storage of waste materials, utilisation of water and electricity, and to rehabilitation of worked out areas. Major international mining companies concerned at continuing criticism sponsored a series of initiatives with the objective of providing guidance on working harmoniously within the community. Industry commissioned studies, performed through the agency of disinterested parties, resulted in May 2002, in a Declaration being issued at an International Conference in Toronto. The Declaration was based on, but did not reflect all of the recommendations of the MMSD Report, æBreaking New GroundÆ.This paper considers whether benefits would result from the negotiation of a legally binding and enforceable international protocol encompassing the objectives of the MMSD report or the Toronto Declaration. It attempts to identify the problems associated with implementing and enforcing international mining law, should it be introduced. Aspects of mining operations having cover under customary international law are reviewed, as are rights, obligations and remedies for breaches of national mining law. Conclusions are drawn based on established procedures relating to implementing international agreements. The continuing ability of mining companies to operate within communities will result from each satisfying the communityÆs expectations rather than by complying with largely unenforceable legislation.

Most mine safety initiatives in South Africa are doomed to limited success because of one simple fact: they are a-historical and un-cultural and do not deal with the serious ?legacy issues? that still negatively impact on safety, production, and relationships. We in the SA mining industry continually use imported, foreign safety concepts and systems that will not work fully in a South African context. ?The 4th Wave: Culture-Based Behavioural Safety?, as developed by Lance Bloch, an international award-winning clinical psychologist with 12 years? experience in the mining industry - focused mostly on Platinum - is making waves. He has been very successful in creating people-centred, empowered, high-performance safety cultures wherever he has worked. Not only does the 4th Wave transform the corporate culture of a mine, improving safety and production and building an environment of Ubuntu, but it also uses people?s cultures as a means of winning hearts and minds in the battle for safe production. Powerful relationships are built through engagement at all levels, leading to all being focused on the best needs of the company and its constituents as a whole. The programmes are no less than nation-building - something most necessary in the industry, with the pressures from community, unions, the DMR, and politicians. This presentation will describe and discuss the 4th Wave as an advance on previous safety technology and programmes, as particularly relevant to platinum mining in South Africa today.

"Recent project failures have called into question the use and relevance of benchmarking and independent reviews, forcing a rethink of traditional processes and procedures.With cost estimates and schedules dramatically varying from lows seen around the global financial crisis to peaks experienced in the recent mining boom, benchmarking has ranged between essential and misleading.Profound shifts are now underway in future project delivery strategies as the market moves away from cost-plus engineering, procurement and construction management. The current trends in project implementation are to utilise more lump-sum design and construct or fixed-price supply and construct contracts. This trend will remove transparency in detailed cost information by reducing the sources and clarity of cost data.Independent peer reviews (IPRs) of studies and investment recommendations performed over the last decade have both failed to prevent flawed or deficient projects from proceeding to approval and funding, and been successful in ensuring that owners did not proceed with doomed investments.In recent times, it has been recognised by some owners, contractors and engineers that traditional benchmarking checks or IPRs, or a combination of both, will not necessarily produce reliable assessments of study conclusions and of the forecasts of project outcomes. To be of value, the benchmarking process now also needs to recognise the highly volatile responses from the engineering and construction industry to the current and future markets for their services.Similarly, reviewers who draw upon benchmarks of past project experiences on an understanding of the things that shaped and influenced their outcomes need to be more aware of how a future dynamic market may impact the outcome of the projects and raise warning flags accordingly.With the commodity cycle currently approaching what is hoped is its bottom, ensuring that benchmarking and independent reviews evolve into reliable, transparent and worthwhile processes becomes even more important. CURD started producing pellets in 1969, with one two-million ton straight grate plant. In the beginning of April '73, the second unit came on stream with an additional capacity of 3 million TPY of pellets. In January '77, the third unit started, bringing the annual capacity to 8 million TPY. For the present year 3 more units, 3 million each, are expected to begin production. CVRD's experience is given about the use of different binders and additives. Over the years several kinds of pellets have been produced to satisfy the market requirements. General quality information is given regarding each.

Graham Hall and V. M. Cottle (Rosebery, Tas.) : In their paper on "The Mineralized Rift Valleys of Tasmania", Campana, Dickinson, King and Matheson have summarized a wealth of data from many sources. In proposing the new concept of a rift valley structure, they claim to have found a new guide to regional ore control and distribution in North-west Tasmania.Although the authors acknowledge suggestions made by us prior to publication of the pa:per, we are still at variance with their conclusions. We are not convinced that a rift valley structure exist~d when the Ordovician conglomerate was deposited. We are unable to find evidence for Cambrian deposition in a rift valley or reason to project the structure to embrace Hercules, Rosebery, and "possibly" Mt Bischoff.That the Great Lyell Fault (the authors' Owen Rift Fault) is a promising place to look for ore is not a new idea, but the existence of important ore deposits away from the structure reveals its inability to provide an adequate explanation of regional mineral distribution. A well-known structure that does have an influence on ore deposition is not discussed by the authors.STRUCTURAL CONSIDERATIONSThe great thickness of coarse unsorted Ordovician conglomerate lying in an elongate but narrow belt of country is presented as evidence of its deposition centrally within a rift valley, the position-of which is now said to be outlined by resistant slabs of the conglomerate. The marginal shears of the rift are said to show up well along the edges of the conglomerate.

No commodity agreements now exist for sulfur and a lack of reference to sulfur commodity agreements exists in the literature. Law (1975) made a passing reference to sulfur as one of a group of commodities where "there have been additional control efforts of various types." Clearly, sulfur was a candidate, at least conceptually in the past, for some form of commodity agreement and the following discussion centers on the world sulfur market of the early 1980's in this context. GENERAL THEORY OF COMMODITY AGREEMENTS The upsurge in demands for commodity agreements seen in the last decade or so stems largely from agitation by the less developed countries (LDC) for better economic treatment by more developed countries (MDC). Several economic factors, real or imagined, adversely affect the LDC's as follows (MacAvoy, 1977): 1) variable demand in MDC's causes wide fluctuations in commodity prices which hurt the economies of commodity producers, who are often LDC's although consumer economies may also benefit from more predictable prices; 2) a general decline of commodity prices relative to the price of manufactured goods which hurts commodity producers in their balance of trade while their stocks and overcapacity rise; 3) instability of LDC economies enhanced by the above factors lowers internal stability, inhibits foreign investment, and retards economic growth; and 4) a lack of self respect when dealing with developed countries o, following the OPEC lead, LDC producers want the stature related to cartel market power.

"In a recent survey of Canadian work values, 89% of the men surveyed and 97% of the women surveyed described the work in a mine as ""not at all auraetive"", Work in a mine, in fact, was rated by both sexes as the least attractive of all of the types of work surveyed. Confronted with this prevailing attitude, Canada's mining industry starts out with two strikes against it in its bid to attract and hold on to its fair share of available work force.Behavioural scientists have, for decades, been seeking answers to the questions:• ""Why do people work?""• ""Why do people choose a particular occupation?""• ""Why do people choose a particular organization?""• ""Why do people leave one organization for another?""• ""Why do some people stay in an organization?""• ""Why do some people work harder than others?""Their answers to these questions, although tentative and often contradictory, are being used by more and more organizations to solve people problems. Few industries can afford to ignore them, least of all, perhaps, the mining industry.Consider the following developments:I. General Motors and the United Auto Workers turn around the car assembly plant in Tarrytown, New York in seven years from the plant with the poorest labour relations and production record to one of the best under a program referred to as ""improving the quality of work life.""2. Shell Canada and the Oil, Chemical and Atomic Workers have designed a new petro-chemical processing plant in Sarnia using a set of principles that seek to optimize both the social and the technical system."
