The Australasian Institute of Mining and Metallurgy brings together, voluntarily, people with a professional interest in the disciplines and skills which are employed in the mineral indus- try, and in relation to that industry. We come together because we have a mutual interest in improv- ing what is done by the mineral industry, in all its aspects. It is this sense of continuing improvement, of doing better, of doing as well as we can, as our knowledge and skills improve, that unites us in creating and fostering a professional association of like- minded people. We know from our professional training and experience that enormous progress has been made, at an ever-increasing rate, in the mineral industry, particularly in this Century. We know that the mineral industry has played a very major role in providing the means by which so many more people survive to live longer, healthier and more interesting lives, than ever before. Indeed together with the oil and gas industry, which is an integral part of the mineral industry but has achieved its own commercial dis- tinction, it is fair to claim that the mineral industry has played the major role in providing the means for the advancement of the human quality of life.

"Canadian income tax legislation contains a number of provisions which serve to facilitate the structuring of business arrangements, including mineral resource ventures. These rules are often fairly complex and not easily understood. This article attempts to explain in plain and understandable language the mechanics and benefits of one of the more frequently encountered provisions, the ""Section 85 election"".IntroductionThe Canadian resource industries are probably singled out for more special attention under this country's tax legislation than any other industry. This special treatment is, of course, not always welcomed by the industry, such as where unnecessarily restrictive taxation is perceived to exist or where agonizingly complex tax legislation must be dealt with. On the other hand, certain provisions in the tax legislation treat the industry in a relatively favourable manner, including a number of rules which, in recognition of the high risk and capital requirements of the resource sector, serve to facilitate the structuring of resource ventures."

The Bureau of Mines has studied the Deserado Mine computerized monitoring and control system, located in Rangely, Colorado, to acquire knowledge about the overall costs and benefits of mine monitoring systems. The Deserado system is a complex system monitoring environmental parameters, electrical power, and operation of all mine equipment, and controlling the entire conveyor haul age system. This paper discusses the evaluation of the Deserado monitoring system from initial design through system installation and operation. It also examines the costs, benefits, and performance of the monitoring system.

The choice of ventilation schemes in the Northern Mujsky railway tunnel and definition of the nec-essary quantities of air ensuring regulated radiation conditions in the tunnel system has been accomplished. The influence of natural draught on the stability of tunnel ventilation has been estimated. The design of a portal venti-lation gate allowing minimal influence from natural factors is described. The dependence of pressure loss in the sliding ventilation gates on their spanning value of the vehicle tunnel section has been determined. The selection of parameters for an atmospheric air heating system in winter has been carried out. The operation regimes of air heaters, dependent on the temperature of atmospheric air, have been established.

INTRODUCTION Grinding control is currently the most publicized control subject in the minerals industry. Flotation control and crushing control have not as yet received the widespread attention that grinding control has. The primary reasons for this center around the high capital costs of grinding equipment and the fact that grinding mills are extremely energy inefficient. In a typical copper concentrator the energy requirements to produce refined copper are: (1) [Total Energy Distribution (Kw-hr/yr)% Mining4.93 x 10817.3 Mineral Processing9.63 x 10833.8 Smelting and Refining13.9 x 10848.9] One-third of the total energy used for copper production is for mineral processing. A breakdown of this energy into process steps yields the following: [Total Energy Distribution (Kw-hr/yr)% Crushing and Grinding 7.16 x 108 73.8 Flotation 0.76 x 108 7.8 Materials Handling1.78 x 10818.4] It is apparent that comminution operations consume the largest proportion of the energy for processing and as such become major targets for improvements in efficiency. Unfortunately, size reduction operations are extremely inefficient. Efficiency calculations for grinding range from less than 0.1% to about 5% depending on the evaluation criteria. Because of these facts, grinding control has been and will continue to be the focus of major process control efforts. OBJECTIVES AND BENEFITS All benefits achieved as the result of grinding control are derived from modifying physical parameters which improve the efficiency of the grinding mill. "1. INTRODUCTIONDo contractual practices affect project outcome? Can better contractual practices improve the likelihood of project success? The consensus amongst experts is that better contractual practices really do improve project outcomes. With this in mind the members of the International Tunnelling Association (ITA) Working Group 3 on Contractual Practices (WG3) pooled their collective knowledge to publish in 2011 the document entitled The ITA Contractual Framework Checklist for Subsurface Construction Contracts (ITA Working Group 3, 2011). Written for projects involving significant subsurface works, e.g. tunnels and caverns, the ITA Framework Checklist explains the major contractual issues that must be considered to ensure a successful project. Its goal is not to specify how each issue should be resolved, but rather to highlight the issues and give recommendations on how they should be addressed. The Checklist is compatible with, and provides guidance for reviewing, standard contracts such as FIDIC and NEC. One of the authors is a co-author of the Checklist and has contributed to previous papers describing the Checklist and its applicability to hydropower projects (Hodgkinson & Wilson 2014, Hodgkinson & Wilson 2015). The Checklist identifies a series of issues that should be contractually defined, which can be summarized as follows: •,Methods for dealing with geotechnical uncertainties should be defined in the contract •,There should be an appropriate level of geotechnical/geological investigation •,Sufficient mobilization periods should be allowed •,Sufficient time should be allowed for testing and commissioning •,Procedures for timely dispute resolution should clearly defined •,Quality and performance requirements should be clearly defined and measurable •,Provision should exist for cost consequences of unforeseen circumstances •,Dispute resolution processes should be clearly defined •,Payment processes should be fair and clearly defined •,Risk should be clearly allocated and parties should be able to bear the risks they carry •,There should be a mechanism for adjusting payments according to conditions •,The risk management approach should be clearly defined •,Admeasurement or unit price approaches are recommended •,The responsibilities of each party must be clearly defined •,The consequences of non-performance should be clearly defined •,The construction programme (schedule) should be realistic."

In order to simulate a grinding circuit, it is necessary to obtain valid mathematical models of the grinding mills and classifiers in the circuit. Several models of grinding mills Ova been proposed 1,2,3 and models of cyclone classifiers are available 4,5. Those models developed by Lynch et. al. 3,5 have been tested in the plant, so that some degree of reliability can be placed on them. Because of this, it is reasonable to assume that the Lynch models will apply for a given circuit, and then to test this assumption. Empirical modifications are made as necessary for a given situation. Usually, valid simulation models can be modified slightly to provide control models6,7. The purpose of this paper is to describe the results of an approach taken by Mular8 to obtain the Lynch models of parallel cyclone classifiers being used in the A-circuit of the new Strathcona Mill***.This was one of the projects undertaken by the fourth year Metallurgical Engineering Class of 1969, Queen's University, Kingston, Ontario, Canada, as part of their process design course which cooperates closely with the Canadian metallurgical industry.

After abandoning two dry holes, on the Mrs. Daisy Bradford land, C. M. Joiner finally completed his No. 3 on Sept. 8, 1930, at a total depth of 3592 ft. This well is 735 miles somewhat north of west of the town of Henderson, in Rusk County. Between Oct. 2 and Oct. 6, this well made numerous heads which indicated that it would produce about 300 bbl. daily. By Nov. 27, two dry holes,' completed near the Joiner well, taken in conjunction with the small production from this well, served to dampen any enthusiasm among those who hoped for a major pool; but by December 18 three other producers had been completed. On Dec. 28, 1930, E. W. Bateman's Lois Della Crim No. 1 drilled itself in with an estimated daily yield of between 10,000 and 15,000 bbl. from a depth of 3650 ft. This well, 10 miles north of the Joiner well, also in Rusk County, initiated the leasing campaign that led to the later orgy of drilling. On Jan. 25, 1931, Moncrief, Farrell and others completed their J. K. Lathrop 1 as another big producer, 7 miles east of Gladewater in Gregg County and 14 miles N. 20" E. from the Bateman Crim well. The Lathrop well, 3574 ft. deep, flowed 320 bbl. in 1 hr. through a ½in. choke. The first well completed in Smith County was Cook No. 1, drilled by Guy Lewis et al. in the James Jordan Survey, 4.7 miles west of the Joiner discovery well. On Mar. 30, 1931, it flowed 137 bbl. in 33 min, through a ¾-in. choke. The top of the pay sand was found at 3672 ft. Finally, in Upshur County, on May 5, the Mudge Oil Co. et al. completed the Richardson No. 1, which flowed 274 bbl. through a 4 2/64-in. choke in 2 hr. This well is 4 miles northwest of the Lathrop producer. Development It is unnecessary to give a lengthy description of the rapid development of the area discovered in these five far-separated wells, or to discuss the speculations offered as to whether there were several pools or only one.

For decades many of us who are associated with the mineral industry have tried to show the public its economic and strategic importance. Some of the mineral industry's proponents have been politically powerful figures and have been widely quoted. Yet, as measured by public opinion, legislative support, or almost any other standard, our efforts have been inadequate. It is apparent that a set of environmental beliefs that discredit industry, firmly held by a number of idealistic persons, has had wider coverage in the media and in schools than has the mineral industry's message. Although the fervor of our idealistic friends is often unfounded and, their stands unscientific, they must be considered seriously. Unless we address the issues in terms the idealists will understand, the mineral industry will have little influence on them or on the general public. A. striking thing is that, quite often, translation of idealists' views into action has been counterproductive. The reason is obvious. Excessive amounts of money and energy have been spent on relatively minor problems. The common result is that larger problems have been created. It may be possible to help anti-industry idealists understand their own dependence on minerals, and thus render their views more realistic, if they are shown more effective ways to reach their stated goals. If those goals can be shown to be held in common by all sensitive human beings -- including those in business and industry - the dialogue becomes one of how to achieve common ends. Individual mining companies acting by themselves have little possibility of success, and companies working in unison through trade associations have not been successful. Further, it is unlikely that industry in general can be successful in changing minds unless it seeks outside help. But friends among those who influence public opinion have been hard to find. Historically, help from media has proven difficult to get. Nor has enough help from educators been forthcoming. Yet, a war is going on in the technological, philosophical, and political trenches, even though much of the public is not aware of it. For the first time in years, there is row a significant and growing number of eloquent and brilliant thinkers on the side of free enterprise and industry, many of them environmentalists, but without the anti-industry mind-set. They have had remarkably little help from the private sector or even from the present administration. Industry may do far more for itself in the long run by encouraging these brave but bruised individuals and their organizations than by trying to work alone. These friends of free enterprise are working against a seemingly stacked deck relative to much of the media, the bureaucracy, and the educational system. However, despite their problems, their success to date has been remarkable. With more cooperation from industry they should do even better.

The results of an extensive one- year test period of a nonelectric explosives detonating system led to the mine-wide adoption of this system at the Henderson Mine in early 1978. Since that time, extensive experience with nonelectric initiation has verified the earlier results which include the following benefits: 1. Increased blasting safety 2. Improved productivity 3. Cost effectiveness 4. High reliability At the present time, while electric blasting caps still experience a limited use restricted to trunkline initiation, all heading rounds as well as the longhole bell, undercut, boundary cutoff and raise blasting are detonated non-electrically. The primary blasting agent used is AN/FO, and primers are typically one of the following products (depending on application): PETN, semi-gelatin dynamites or a nonnitroglycerin water-gel slurry.

In 1987, Echo Bay discovered a major silver/gold ore body at their McCoy property in Nevada, and quickly made a decision to build a 5000 tpd mill which was expanded during the design to 7500 tpd. Since the ore reserves consisted of cyanide leachable oxide as well as sulfide, the plant flow sheet involved an oxide leach, a gravity circuit, and lead sulfide and a pyrite sulfide recovery by flotation. The paper describes the process development, equipment selection, plant design and the startup of the oxide treatment.

NUMEROUS references have been made recently to "Alaska's oil reserves," and in view of the wartime petroleum situation sober thinking demands a dispassionate and scientific study and investigation of these reserves or supposed reserves. The question naturally arises, "Is there actually oil in Alaska, or are the reserves there a supposition?" True, in 1923 President Harding established Naval Petroleum Reserve No. 4 in Alaska, certainly implying that oil was there. This reserve, embracing about 35,000 sq. mi., was set aside on the advice of the Bureau of Engineering of the Navy Department and was based upon the existence of known petroleum seepages at Cape Simpson on the Arctic coast. The Cape Simpson seepages have been known for more than fifty years, but in spite of persistent rumors of other seepages in northern Alaska no definite evidence of their existence has been available.

In this paper the production and stability of crystalline scorodite (FeAsO4·2H2O) is discussed both on the basis of previously published work as well as recent work performed in our laboratory. The production of scorodite, especially from arsenic-rich and iron-deficient sulphate solutions offers a number of operational advantages such as high arsenic content, stoichiometriciron demand, and excellent dewatering characteristics. In addition to hydrothermal production of scorodite the work done over the last 10 years in our laboratory has determined that it is feasible to produce scorodite by step-wise lime neutralization at 90°C. The atmospheric scorodite possesses the same structural and solubility characteristics with the hydrothermally produced scorodite. Long term equilibration tests (up to 66 weeks) in the pH range 5 to 9 and temperatures from 22 °C to 75 °C revealed scorodite to undergo slow incongruent dissolutionyielding a highly metastable nano-sized 2-line ferrihydrite phase. The equilibrium arsenic concentration with this phase was 0.35, 0.96 and 5.87 mg/L at pH 5, 6, and 7 respectively at 22°C. In the presence of gypsum slightly lower concentrations were measured, this being more pronounced at pH>7. It was tentatively deduced that a Fe-Ca-AsO4 association (in the form of a phase resembling the mineral yukonite) contributes to the lowering of As concentration. Finally thermodynamic calculations determined that scorodite is stable in the presence of ferrihydriteunder oxic conditions up to pH 6.75 at 22 °C or higher pH at lower temperature and gypsum-saturated solutions. The purpose of this work was to investigate the hafnium-carbon phase diagram. Alloys used to study this system were prepared from high-purity components by both consumable-and nonconsumable-electrode arc melting. Data for the diagram were obtained on the alloys by metallography, optical pyrometry, thermal analysis, heat treatment, and X-ray diffraction. The data indicate that a carbide compound occurs over considerable range of composition, and that one of each of the following types of reactions occurs in the hafnium-carbon system: Peritectoid, peritectic, and eutectic. The maximum melting temperature of hafnium carbide is 3,840° C at 49 to 50 atomic percent carbon, and the composition range of hafnium carbide at temperatures of 2,150° to 2,380° C is from 37.0 to 48.5 atomic percent carbon. The hafnium a-S transformation temperature is raised on alloying with carbon from 1,750° to 1,890° C, where a peritectoid reaction isotherm occurs. Alloying hafnium with carbon increases the hafnium melting temperature from 2,190° to 2,250° C, at which temperature a peritectic reaction occurs. Hafnium carbide and carbon react at 3,055° C to form a eutectic of 68.3 atomic percent carbon.

By 1980, the free world's need for economic sources of energy is expected to double. As a result, there will be a tremendous potential for all energy sources working together to supply the demand. For coal to continue its dominant role as a low-cost energy source, means must be found for it to meet the challenge of nuclear power and to overcome obstacles placed on its use by air and water pollution regulations. As the more limited reserves of gas and oil diminish, economic ways are also required for converting coal to synthetic liquid and gaseous fuels, and to chemicals, thus resulting in optimum utility of the most abundant low-cost fuel resource. The means for accomplishing these ends can only come about by a vigorous research and development program. Successful efforts by industry and government working together, both in America and abroad, will assure the continued use of coal to meet the world's energy demands. This paper discusses the emerging patterns of energy sources throughout the world and the role that research and development on coal will play in supplying future energy requirements.

Over one half billion tons of coal per year is scalped, classified, deslimed, drained and rinsed, dewatered and final sized on rotary, vibrating, shaking or stationary screens. The vibrating screen is the industry work horse and performs the bulk of the screening functions in the coal preparation plant. There are two major types of brute force mechanical vibrating screens used in coal preparation plants: (1) the two-bearing one-shaft inclined screen and (2) the four-bearing two-shaft horizontal screen. Both of these types are familiar to coal producers.

WHEN I was asked to speak on the subject of leaching, I did not realize that a complete summary of recent progress in leaching had been given by Stuart Croasdale. I shall try to give some other phases of the subject that were not touched by Mr. Croasdale. Not all metallurgists are in harmony as to their methods of treating metals. If they were it would probably mean lack of progress. They can be divided into two classes-the pyrometallurgists, using fire means, and the hydrometallurgists, or those using leaching methods. Conflict is always good for progress; we have it in politics, and in religion there are fundamentalists, and those who are not fundamentalists. As representing pyrometallurgy, may I hope not to be classed among the fundamentalists. The leaching of ores is not new. The leaching of ores for the recovery of metals, however, is quite new. The older leaching was simply to recover the salts. Agricola, back in 1555, I think it was, outlined a great many methods of leaching for the recovery of salts. INTRODUCTION MY SUBJECT is one which would require several speakers and many hours of time for adequate presentation in all its many facets. Because of the widely varying market requirements and coal seams mined, the coal industry of the United States bas of necessity employed many types of preparation facilities to satisfy its needs. Predominance of Baum-type jigs, however, bas marked the mechanical cleaning installations since the early thirties, and these machines continue to hold the lead. CLEANING As a matter of record we find that, at the end of 1948, we had 480 mechanical cleaning plants in operation. Of these, 19 used air cleaners only,?400 used water washers only, . and 61 used dry and wet washers in combination . Due to the increased use of spray water underground on cutting and mechanical mining equipment, there has in recent years been a marked downward trend in dry cleaning installations. In fact, the moisture in dry-cleaned fines has been increased to such an extent by spraying that recent dry cleaning installations have incorporated thermal drying ahead of the dry cleaning units in an effort to overcome the varying and increasingly higher moisture percentages in their raw coal feeds. While on the subject of dry cleaning, it might be well to bring to your attention one of our most recent developments in this art. I refer to the McNally-Brusset vacuum jig.

The development of the Escondida concentrator is described, from the design of the original 35,000 tpd concentrator through successive expansions and modifications to the 115,000 tpd plant currently under construction. Operating problems, and the steps taken to overcome them, are briefly discussed. Reasons for key equipment choices and flowsheets modifications in the expansions are explained, with some emphasis on the flotation circuit.
