It has had considerable experience in particular in the reclamation of gold mine tailings in the Canadian Shield since the latter part of the sixties when most gold mines were closing down.A typical example is the famous Hollinger Mine in Timmins which produced $566 million worth of metal from 1910 to 1968 and had left behind some 56 million tons of tailings covering about 1,000 acres which were reclaimed on very short order and are now lush meadows of agricultural quality.To date, practically all gold mine tailings have been reclaimed once and for all by establishing a permanent, self-sustaining and maintenance free vegetation cover.RECLAMATION & THE MINING TOWNSThe first appreciation of people in a mining community where the tailings have been revegetated will be noticing one day the elimination of dusty conditions that used to arise formerly on every dry and windy day. In that respect, EROCON encourages not only vegetating the tailings but also the immediate surroundings of the mills and plants themselves at active mines. The elimination of windborne dust will result in an appreciable decrease in maintenance costs of plant and machinery and more pleasant working conditions for all."

WIDCO, operator of the Centralia Coal Hine, chose dredging, a method not commonly used for overburden removal, as the fastest, safest, and most economical method for mining through an alluvial filled valley. Now that the work has been completed, how did the cost and schedule compare with the original estimates? What would we do different next time in preparing for a dredging contractor? What are the potential pitfalls working with a dredging contractor? Would we do it again? When should dredging be considered as an overburden removal option?

The influence of rolling temperature and annealing on the recrystallization and texture of magnesium AZ31 has been investigated. 100x125x6 mm AZ31 plate was cast in a permanent steel mould and then homogenized at 380°C. As-cast and homogenized microstructures were then characterized, and 35x30x6 mm specimens were machined from the homogenized material. Specimens were rolled up to 40% at temperatures between 25 and 350°C; selected specimens were subsequently annealed at 400°C. Following rolling, the microstructures were compared. The influence of rolling temperature on as-rolled texture has been demonstrated, and texture evolution has been evaluated following annealing. The recrystallization behavior has also been characterized. Optical microscopy, scanning electron microscopy and electron backscattered diffraction (EBSD) were used to characterize the microstructures of the alloys. X-ray texture analysis was used to investigate the texture in as-rolled and annealed specimens.

Ferroalloy producers are large-scale users of electrical energy, which in many countries is in short supply and increasingly expensive. Preheating and/or pre-reduction using natural gas, recycled furnace gas or coal fines have lowered the specific use of electricity, but the high energy concentration necessary for most reduction processes can be achieved only by the use of high electric currents. Most countries have insufficient electricity to supply the demands of industry and the domestic consumer, particularly during certain periods of the day and certain times of the year. The generation and distribution of electricity is a large-scale expensive business, which is financed and managed directly or indirectly by government bodies in most countries. Both economic and political imperatives determine how much electrical energy is made available to whom and at what price. In South Africa demand is set to outstrip supply within the next few years, and the local supplier Eskom has moved from a traditional demand tariff pricing structure to a time-of-use tariff pricing so as to limit peak demand usage. This will mean a substantial increase in electricity cost to those users unable or unwilling to reduce consumption during peak periods. The optimal use of the available electrical energy depends both on the process, the furnace size, the configuration and infrastructure of each plant and its cost structure. As the cost and availability of electricity is set to change dynamically, the management of the situation becomes a real time control and optimisation problem. This paper discusses some the process and operational constraints associated with low- or no-load conditions and how to manage the situation. Electrode management will be one of the key issues.

The first of these was the Risk and Lethality Commonality Team which developed risk criteria associated with protecting personnel during launches at the national test ranges. The second team titled the Risk-Based Explosives Safety Criteria Team (RBESCT) is the subject of this paper.

Many of the other 11 small island nations in the region, such as Vanuatu, Pulau and the Solomons have been the subject of considerable exploration orientated towards gold in the past few years but without any deposit found with confirmed economic viability.

A mathematical model has been developed for intense pneumatic smelting processes, such as the Sirosmelt group of processes, to assist in establishing optimum process conditions and to permit operator training. The model first solicits input operating conditions from disk files and from the operator. During operation, the feed, fuel, and air (or oxygen) rates are automatically adjusted to maintain the desired process targets. Alternatively, these parameters, as with all other inputs, may be manually controlled by the operator. Selected process parameters are displayed to the terminal in a regularly updated diagram of the process,. Outputs of detailed information including heat and mass balances are available for immediate inspection or for use by ancillary plotting packages. Development of a robust free energy minimization routine has led to a flexible and time efficent model capable of handling a range of pyrometallurical systems. Modelling of tin smelting, lead smelting, copper smelting, matte fuming, and pneumatic steel-making has been sucessfully carried out. Typical outputs from the model are given and discussed in terms of their internal consistency and relationship to the operation of the relevant Sirosmelt process. `

A description of the methods used in driving two tunnels, 2 miles long each, one a 9-ft. and the other a 19-ft. diameter section, for the Owyhee Irrigation Project, Oregon. One heading of the smaller tunnel was driven 1315 ft. in 73 shifts in one month and 10,966 ft. of this section completed in ll½ months using two shifts for eight months and three shifts the rest of the time. This is a good illustration of the proper use of a mechanical shovel and the importance of careful selection of supplernentary equipment to secure best results. Large cars, speedier and heavier locomotives, 36-in. gage track of 45-lb. rail, and a good switching method increased actual shoveling time and cut down muck removal period about 45 minutes from average. The larger tunnel, after trying out standard electric revolving shovels of both the rail mounting and caterpillar tread types, was excavated with a mechanical mucker. This is the first time that a tunnel of so large a section has been handled this way. This record work was accomplished without drill carriages.

Lead usage in paint, anti-knock gasoline additives, pipes, seals, and solder has declined markedly over the past 30 years. Products utilizing the unique properties of lead and its ability to be recycled have survived and grown. These products include shielding, glass (particularly TV and computer screens), sheet for roofing, stabilizers for PVC, insoluble anodes for metal production, electronic solders and lead acid batteries. With the loss of markets many companies have decreased lead product development efforts. Much of the patent lead materials development is devoted to lead acid batteries. In the past 25 years, the automobile battery has been almost doubled in power and reduced in weight, leading to a nearly three-fold increase in performance. Corrosion-resistant lead alloys and improved battery designs have made battery lead usage more efficient. The same corrosion-resistant battery alloys are utilized to increase the life of electrowinning anodes. The challenge for lead product development is not only to maintain and improve the existing lead products, but also to develop the growing lead acid battery market for telecommunications, uninterruptive power sources, remote area power, hybrid and electric vehicles. Nickel and cobalt mineralisation at the Murrin Murrin deposits, in the North Eastern Goldfields region of Western Australia, occurs within laterites developed on Archaean serpentinised peridotite units. Lateritic weathering of the peridotite has produced a resource of 116.8 Mt at 1.10 per cent Ni and 0.082 per cent Co (resource at May 1996 with a 0.8 per cent Ni cut-off; see Fazakerley and Monti, this volume). The mineralogy of the Murrin Murrin laterites was investigated to identify the minerals hosting significant Ni mineralisation. Laterite profiles were studied using X-ray Diffraction (XRD), impregnated polished thin sections, and Energy Dispersive Spectroscopy (EDS) Electron Microprobe analysis, of RC percussion drill chips. This paper summarises the results of these studies, and briefly discusses the nature of the minerals hosting Ni mineralisation.

Some of the significant facts that will affect the supply and demand for metals during the next few decades are given in this presentation. This is important because the only hope for intelligent guidance of the national destiny depends upon presenting a consistent and accurate picture of basic problems. The metals problems now fomenting are only slightly less important than those precipitating the energy crisis. Admittedly, it is difficult to generate serious thinking on this subject when the world is enjoying easy access to all metals at modest prices. This is possible because of the current world capacity to overproduce, and United States credit standing, at least up to now, has permitted buying freely on world markets. Although both these vital conditions are subject to change, there is little doubt that if the U.S. financial house is kept in order, we can muddle along for a while on a generally expanding, metalbased economy. But should our credit standing be permitted to collapse, or should there be a tightening of world supplies of metals, the nation would immediately find itself in trouble. Unfortunately, clear signals indicate that both of these conditions are threatening.

The effects of horizontal stress in coal mine roofs in South Africa did not receive the attention it deserved for several years, but now there is a danger that it may be over emphasized. A number of phenomena that are ascribed to elevated levels of horizontal stress, are shown to he explained by fundamental considerations. The stress concentration caused by the creation of an opening in rock and the beam effects in a stratified roof are briefly reviewed It is shown that guttering can be present without high horizontal stress, depending on the nature of the roof material. Three examples from practice are presented where horizontal stress was initially erroneously believed to be responsible for roof collapses A comprehensive program of roof displacement monitoring in South Africa yielded results that are compatible with gravity loading on roof beams without the assistance of horizontal stress. It is also shown that one of the diagrams that are used to explain guttering as a result of horizontal stress is misleading The over emphasis on horizontal stress may obscure the real causes of roof instability, resulting in ineffective remedial action to be taken by mine operators.

Yunnan, a mountainous province in southwestern China, began to assume its place as an important producer of copper toward the end of the Ming dynasty (latter part of the 16th century), and since then has continued, with minor interruptions, to occupy a leading position as one of the few areas in China where relatively significant amounts of this metal can be produced. Among the copper deposits of this province, those of the following three localities have stood out as being the most significant. 1. Tung-ch'uan, in northeastern Yunnan. Here the ores are primarily bornite and chalcocite, with copper content ranging from 2% to 15% the most noteworthy T'ang-tan mine producing ores averaging 12% copper. Estimated total reserve of pure copper in this area is approximately 1,000,000 metric tons.

THE Liberty tunnels extend through a very steep hill in Pittsburgh (locally called Mount Washington) for a distance of slightly over a mile. This paper describes the development of large-scale thermal-plasma systems, which was motivated, in general, by the potential cost savings that could be achieved by their use as a replacement for the more conventional methods used in the generation of thermal energy. The anticipated cost savings arise not only from the use of plasma-generating devices but from the manner in which they have been interfaced with a furnace to process particular materials, mostly as fines. Thermal-plasma systems fall into two categories: non-transferred-arc and transferred-arc devices. In general, transferred-arc devices have been interfaced with open-bath furnaces in which melting or smelting processes carried out, while non-transferred-arc devices have normally been applied to shaft furnaces. Water-cooled transferred-arc devices are somewhat limited in power (about 5 MW) because of the relatively voltages (300 to 500 V) that can be attained in open-bath furnaces, where very long arcs are undesirable, and because only relatively low levels of current can be carried. Graphite electrodes can overcome the restriction current, and power levels of 30 to 50 MW seem feasible, even with one electrode, if direct current is used. Multiple water-cooled devices are capable of attaining similar power levels, but the capital costs are much higher. Costs due to electrode wear are lower for water-cooled systems, but expensive gases are needed for transferred-arc devices. Mintek conducted extensive pilot-plant work in which water-cooled devices were used initially but graphite electrodes were used subsequently to produce ferochromium from fines. Transferred-arc open-bath configurations were used. This work led to a decision by Middelburg Steel & Alloys (MS&A) to install a 16 MVA furnace of semindustrial scale to produce ferochromium aloys based on the ASEA d.c. arc furnace developed for the Elred process. Non-transferred-arc devices have atained reasonable scale-up to the 6 to8 MW power level, and high-voltage operation, which is inherent in such devices, has enabled lower currents to be used. Nevertheless, multiple systems are still necessary to accommodate large-scale applications, and this can be costly from a capital point of view. The cooling requirements are large, and can represent a considerable loss of electric energy. Shaft furnaces equipped with non-transferred-arc devices are suitable for the processing of materials that have volatile species, e.g. silica or manganese, or where the shaft is used to prereduce oxides that are amenable to gas-solid reactions. It is probably in the treatment of light and refractory metals that plasma technology will achieve its greatest development in the years to come. The energy requirements for the production of these metals are high, and very low oxygen potentials are necessary. These are factors that favour thermal plasma. Much developmental work is still needed in this interesting field. It should be remembered that electrically generated thermal energy is a unique temperature source that, in many instances, cannot be replaced technically or economically by the combustion of a fuel.
