The conference was attended by traditional leaders in the North-West Province, officials from the Department of Local Government and Traditional Affairs, and executives from the mining industry. The presentation concerned traditional governance in mining, communities? rights in terms of applicable legislation, and the corporatization of community affairs.

In the design of underground excavations, rock mechanics considerations are nearly always based on an elastic behavior of rock. Most rocks do exhibit a certain amount of elasticity, and the application of principles and concepts of elasticity to rock mechanics problems has been largely responsible for progress in the field over the past 10 or 15 years. NO doubt the theory of elasticity will remain the most useful analytical tool available for both the design of underground openings and the interpretation of phenomenological data. Dr. Cook's analysis of rock behavior based on energy considerations represents a significant new approach to mining rock mechanics problems. Although the foundations of this analysis are somewhat broader and more general than elastic analysis, the development and applications are grounded almost entirely in the theory of elasticity. It has long been known1,2 that all rocks, even granites and dense limestones, exhibit nonlinear time-dependent strain properties to a greater or lesser degree. Creep strain (that is, deformation under constant stress) in salt, potash, and trona can be several orders of magnitude greater than instantaneous elastic strain. Design of underground workings in these materials must incorporate provisions for these strains and must therefore go considerably beyond elastic analysis. Some of the principles of underground design in highly plastic materials will be discussed in this paper. Since all rocks, especially when highly fractured, exhibit a certain amount of creep-type strain, these concepts should be at least recognized in any rock mechanics problem. During the last ten years Parsons Brinckerhoff has become a leader in the area of tunnel rehabilitation. A significant part of any tunnel rehabilitation program is the control of groundwater infiltration into the structure. This leakage over time, causes deterioration of the structures, and creates numerous operational problems for the tunnel operator. This paper will address current procedures for identification, documentation, and recommendations of repair methods for the control of groundwater infiltration in rail and highway tunnels.

Brown coal in Victoria in spite of its substantial reserves is not utilized greatly because of its high moisture content(-65% w/w). Transportation and handling costs of raw brown coal, on an available energy basis are so expensive that 93% of production is burnt for electricity generation on or adjacent to the coal deposit in Victoria. With direct firing of moist brown coal in power stations, approximately 20% of the gross calorific value of the fuse is used to evaporate the water contained in the coal. This energy is lost as vapour with the flue gas which is vented to the atmosphere. Also there is a 25% increase in flue gas volume and the size and cost of most of the units through which it passes must be appropriately larger. Since there are large quantities of water present the flame temperature is significantly reduced. For zero excess air and no air pre-heating the theoretical flame temperatures are: 609'o wow moisture 1450¦C 40% ª ª ª 1790¦C ZOO ª ª ª 1990¦C As a result of this there is a reduction in radiant heat transfer leading to a requirement for a two fold increase in radiant tube area. A boiler of much greater size and cost is thus required to house the additional tubes. Figure 1 illustrates the relative sizes of a boiler fired with 60% moisture brown coal with a boiler or similar output fed with a British bituminous coal, 14% moisture.

The Beaconsfield gold mine processing plant is a complex operation and utilises crushing, grinding, gravity gold concentration, sulfide flotation, bacterial oxidation, cyanidation and zinc cementation to recover gold from the partially refractory ore. This paper discusses the challenges, developments and advancements throughout the processing plant since start up, which have culminated in a 25 per cent increase in the mill throughput over the nameplate design and a concomitant gold recovery increase from 75 to 92 per cent. The improvements have been attained via advancements in mechanical integrity, metallurgical review, process control and operator training, resulting in the current operation producing over 630 000 ounces of gold to date.

TheSan Cristobal gold district is located 110 km east of the port of Antofagasta, Chile. It contains the San Cristobal gold mine, where Niugini Mining Ltd. commenced a heap leach operation, with initial reserves of 10.1 million tonnes grading 1.34 g/t Au, in December, 1990. The San Cristobal district occurs within an upper Cretaceous-lower Tertiary magmatic arc. The main mineralisation occurs within a northwest trending subvertical zone, 1km long and 70 - 100 m wide, which contains rhyolite porphyry and minor breccia, and is locally termed the 'subvolcanic complex'. At the San Cristobal mine, most gold mineralisation occurs in subvertical quartz-pyrite veins which were emplaced in dilational sections of an imbricate fault system. The bulk gold resource comprises four ore shoots which formed where the vein system intersects the subvolcanic complex. Gold-bearing quartz-pyrite veins also occur at separate prospects, the Three Sisters and Sol prospects, west and south of the San Cristobal mine.   Hydrothermal alteration consists of potassic and propylitic assemblages related to intrusion of the subvolcanic complex. This alteration is overprinted by a phyllic stage which is associated with the emplacement of the quartz-pyrite veins. The oxide zone is 180 m thick, and contains native gold, electrum, limonite, and manganocarbonates. The underlying hypogene zone contains pyrite with minor chalcopyrite, sphalerite, galena, covellite, bornite, chalcocite, and arsenopyrite. Fluid inclusion studies indicate that the deposit formed at approximately 270¦C, and the mean salinity of the fluid was 4% NaCl equivalent. These observations enable the San Cristobal deposit to be classed as a porphyry- related, mesothermal quartz-vein system of the low sulphidation type.

A consideration of exploration techniques leads to an attempt to evaluate the effectiveness of geo- physics as a tool for mining exploration. One means of evaluation will be to compare the use of geophysics in petroleum exploration with its possible uses in mining.

Ore deposits in the Southern Appalachians are ( 1) sedimentary or syngenetic, ( 2) epigenetic, and ( 3) residual. In general, deposits characteristic of high temperature and pressure are found in the Blue Ridge and Piedmont provinces and those of low and intermediate temperature and pressure, including the sedimentary ores, are found in the Valley and Ridge and Appalachian Plateaus provinces. Residual deposits are present throughout the area. Recognition of several periods of intrusion and metamorphism in the Appalachians has changed former concepts which held that most mineralization was of late Paleozoic age in a zonal pattern including all four provinces. Many deposits probably are of early or midPaleozoic age. Similarly, recent studies in geomorphology indicate that the formation of residual deposits is a continuous process and not related to specific cycles of peneplanation.

The Triassic Ipswich (SE. Queensland) coals are of bituminous rank. The more exact rank of individual samples was determined by measuring the reflectance of the vitrinite. While in general the rank of the coals increases with stratigraphic depth, minor reversals, probably related to igneous intrusions, occur.The Ipswich coals form a coherent group so far as petrographic type is concerned. All are comparatively rich in vitrite and clarite, cutinite being the common maceral of the exinite group. The mineral contents of all the coals are comparatively high, clay and quartz being most abundant. The coals appear to be of essentially autochthonous origin, and to have been formed under conditions of fairly rapid subsidence.While the use of the coals is at present restricted to combustion, most have pronounced coking properties, as would be predicted from their petrographic composition and reflectance. However, the high mineral content of the coals would be a limiting factor in their use for coke-making.INTRODUCTIONDuring the last ten years, the Division of Coal Research, Commonwealth Scientific and Industrial Research Organization has carried out an extensive investigation of Australian coals, providing a wide range of analyses of most of the important of them. Special attention has been given in recent years to Queensland coals.Most seams were sampled as a number of subsections, enabling the internal variations, as well as the overall properties, to be assessed. The lenticularity of many of the mineralrich layers may tend to limit the significance of the samples, particularly in respect of ash yield, but although the vertical distribution of mineral matter may vary considerably from one sampling position to another, the lateral variation of the total mineral matter in the whole seam may not be great.Apart from extensive chemical analyses and utilization...

Two years ago, AlliedSignal embarked on a journey to improve QUALITY. However, the focus of this endeavor was on the CUSTOMER and not the traditional product focus. It wasn't that a focus to improve product quality wasn't fruitful in the past. We've practiced it in the chemical industry for many years with significant results. But our industry today is in a survival mode and yesterday's way of doing business is simply not good enough. In the mining industry, we have to make lug strides in how we do business or face losing our customer base. As you are well aware, other parts of the world are importing our technology at a rapid rate. We must work smarter to stay ahead of our customers ever more demanding need for higher quality at lower prices. With this as a driver, throughout the Corporation we reviewed in depth how we support our customers to keep them competitive and sought to eliminate work which did not help them reach this goal. Our first year of emphasis was on tools: how to hold meetings, gather data, and how to make decisions. This sounds very basic, I know, but you can't begin to imagine how productive meetings can become when you start with an agenda and prework delivered days in advance, and agree at the start of the meeting what should get accomplished. In the second year, we applied these tools to our work processes. We mapped how we do our work, scrutinized each step for value to the customer, and then set to work on how we could do things better. The areas we concentrated on were customer linked commercialization of new products, manufacturing and materials management. Our discussion today will focus on the commercialization of new products.

Introduction The principal primary iron and steel producing capacity of the Dominion Steel and Coal Corporation is at the Dominion Iron and Steel, Limited, plant at Sydney, Cape Breton Island, Nova Scotia. The main raw materials are Cape Breton coal, Wabana (Newfoundland) iron ore, and Port-au-Port (Newfoundland) limestone. This plant, which was established at the turn of the century has gradually expanded its production facilities so that today its ingot producing capacity is over 720,000 tons annually. Principal operating units of the plant at present are three batteries of 173 Koppers by-product coke ovens with conventional by-product recovery equipment, three blast furnaces .of 15 ft. 6 in., 18 ft. 3 in., and 19 ft. 3 in. hearth diameter (inside the brick), one 700-ton hot metal mixer, ten open hearth furnaces (two of 175-ton capacity, three 12 5-ton, five 60-ton), one 10-ton electric furnace, a 40-inch blooming mill, a billet mill, a rail mill, a tie plate mill, rod and bar mills, and a wire and nail mill. Extensive machine shops and an iron and brass foundry are also available for plant maintenance and repairs. This paper will describe developments during the past five years and those now in process. It will also briefly discuss research being done and indicate the direction of future development.

Over the years, concentrator plant design has evolved from a large number of small grinding mills to a small number of large mills. In many cases, all of the tonnage runs through a single mill (typically a large SAG mill), so that the plant?s performance hinges on the productivity of this one machine. Industry specifications attempt to address the critical nature of today?s grinding mills in a manner that is often overly complex, neglects economics, and is not clearly focused on the end user?s goals. This paper surveys current industry practices, and proposes an improved approach to standards writing recognizing that product design, procurement, manufacturing, and quality are all inter-related in contributing to a project?s success. The lessons learned here can be extended to specifications for all types of machinery.

Numerous mineral deposits of somewhat limited extent and grade are associated with most of the Tertiary granitic intrusions in the Cascade Mountains of Washington. The Silver Star area in southwestern Washington is typical of many of these small, and at the present time, economically marginal mineralized areas. Small but fairly high grade deposits of copper, lead, and zinc sulfides are found within the borders of a small granodiorite stock, and in surrounding Tertiary volcanics. This paper will discuss these deposits and their genetic relationships with the intrusion.

The significance and role of industrial minerals in Canada differ from those in the United States, The smaller Canadian industry has recently become well diversified and self-sufficient in most commodities, However, it depends on exports, principally to the United States, for much of its market, Imports are small, but imports of several basic products manufactured from industrial minerals are large. This nation is a leading world producer of asbestos, gypsum, sulphur, nepheline syenite, titania slag, potash and barite. It has reserves in asbestos for at least 30 years enough potash to supply the current world's needs for 2,000 years and sulphur reserves for 40 years of current world demand, One of the ilmenite deposits contains enough titania to supply the current world demand for at least, 25 years.

The total utilization of raw materials and energy is the most important criterion when planning. industrial processes. The main goal is clearly to use the raw materials and energy as effectively as possible in order to make the desired products directly in the primary process itself', or to recycle unused materials and energy either as such, or after cleaning back into the process. However, few industrial processes are so straightforward. Most processes generate by-streams of materials and energy, which cannot be recycled directly and it is namely these by-streams which tend to remain as wastes. These by-streams are slags, dusts, vaporized metals, liquids, slurries, sludges, gases etc. Most base metal processes produce all these by-products. Waste water and gas emission controls and regulations are tightening all the time, so new processes must be developed to keep pace with these requirements. These processes generate more solid wastes, which must be utilized or at least processed into a harmless form landfilling. Municipal and hazardous wastes also contain valuable materials and energy, which must be used to minimize landfilling. The development of processes for these purposes places even greater demands on research and development. The same principles and methods developed for mining, ore dressing and metal refining processes can also be adapted for research and development work on processes for waste minimization. However, the problems encountered are much more complicated and less familiar, demanding more versatile and accurate tools and equipment. This paper presents principles, examples and some references of R & D work on processes for waste minimization.

I. GENERAL DISTRIBUTIONS APPEARANCE, AND RELATIONS MINING in Butte has seldom encountered covellite in commercial quantities. The notable occurrences, extending vertically and laterally perhaps several hundred feet, presented scattered, bladed lenses of this mineral in a matrix of quartz, pyrite, enargite, bornite, and chalcocite. But under the microscope covellite is seen to be widespread in the Butte ores, though in such small quantity that megascopic examination will not discover it. In early mining operations covellite was found in the Gray Rock vein, a member of the Blue vein system. As described by Sales,1 it persisted as an occasional ore mineral, associated with quartz, pyrite, tetrahedrite, bornite, chalcocite, and minor amounts of sphalerite, from the 700-ft. to the 1,200-ft. level of the East Gray Rock and Diamond mines. "The Department of Mines and Energy is at present investigating the dimension-stone potential of the Nain anorthosite complex. These rocks are known to host occurrences of labradorite, a semiprecious gemstone known for its beautiful play of colours (chatoyance). Test blocks that contain 5% to 18% chatoyant labradorite were extracted from three prospects south of Nain. These have been slabbed and polished for further evaluation.Second-grade labradorite stockpiled around the Grenfell quarry on Tabor Island is also being evaluated as a potential source of aggregate for use in terrazzo tiles, precast concrete and epoxy-backed wall panels.IntroductionThe Nain anorthosite complex consists of approximately 10000 km2 of anorthosite and related basic rocks , which are well exposed along the coast of Northern Labrador (Fig. 1) (Emslie et al., 1972). These rocks have been known for centuries to host deposits of gem-quality labradorite. The chatoyant nature (i.e. the play of colours or labradorescence) of this semiprecious feldspar has been utilized mostly in the making of jewelry and other polished, handcrafted products. In the early sixties, Brinex Limited (now Brinco Limited) attempted larger scale commercial exploitation of labradorite, including use 'as building stone and in polished precast concrete for facings on buildings' (Brummer, 1984). After six years of work, which included market studies, Brinex decided that, at that time, the demand did not warrant further production.In recent years, there has been a dramatic increase in the markets for dimension-stone. In the period from 1980 to 1985, the demand in the United States for granite, much of which is imported, has increased 1735070 (Marble Institute of America, 1986). The dimension-stone industry's remarkable growth rate has, in part, resulted from new technology that makes it easier and faster to quarry and cut stone. This has allowed natural storie to compete with other building materials. Now, it is not only used for exterior cladding and walkways, but also on interior walls and floors, and in home and office furnishings, such as countertops for kitchens and bathrooms, table and desk tops, stairways, window sills, and fireplaces."

The crystallization of rutile from titaniferous slags by R. A. H. LYCETT, M.Se. (Eng.),"A.M.I.M.M. (Visitor), P. R. JOCHENS, Pr. Eng., M.Se. (Eng.) (Rand), Ph.D. (Member), and D. D. HOWAT, B.Se., Ph.D., F.R.I.C., F.I.M. (Fellow) Factors affecting the precipitation of rutile from smelter slags were investigated, with particular reference to the effect of additions of phosphorus pentoxide to the slag. The phases were identified and the phase boundaries determined for slags having phosphorus pentoxide additions of 0 to 50 per cent. The liquidus temperatures of these slags were determined, and a pseudo-binary phase diagram was constructed. Rutile crystallized as the primary phase from melts having a phosphorus pentoxide content of more than IS,S per cent. Prismatic rutile crystals whose TiO. content was more than 97 per cent were grown from melts that had a phosphorus pentoxide addition of 30 per cent. However, the morphology of the precipitated rutile was such as to make subsequent separation impracticable.

The SKS copper smelting process was jointly developed by Shuikoushan Mining Corp. and ENFI (Beijing Central Engineering and Research Institute for Non-ferrous Metallurgical Industries) in China. It is a new bath copper concentrate smelting process with oxygen enriched air. The pilot plant testwork was completed successfully in 1993. SKS has demonstrated to be an advanced bottom blown smelting process. This technology got the First Class Prize of Scientific and Technological Progress awarded by CNNC (China National Non-ferrous Metal Industry Corp.) in 1994. The SKS process has significant capital and operating cost advantages. Its environmental and industrial safety and hygiene performance represents a substantial improvement when compared to conventional technologies. The technology has generated great interest in the Chinese metallurgical industry. Feasibility studies and basic designs have been carried out to incorporate in retrofit and green field smelter projects in China and abroad. This paper describes the history of the pilot plant operating data (50 tonnes dry feed/day), and discusses the features of the SKS technology, its application and possible future trends.

All engineering designs are based on assumptions regarding the behavior of the structure or facility being designed. These assumptions may be based more or less heavily on theory, but are credible only if verified by observations of field performance. Dr. Peck's "State-of-the-Art" paper has described the semi -empirical process of soft ground tunnel design, emphasizing the importance of records of field performance of actual projects constructed under a variety of conditions. This paper will present the principal results obtained from measurements made during construction of the soft ground tunnels for the San Francisco Bay Area Rapid Transit System. SCOPE The BART System comprises 75 route miles, including 14 miles of soft ground tunnelled subways in San Francisco, Oakland, and Berkeley. All tunnels are single-track sections, approximately 18 feet in diameter. Usually there are two parallel tunnels at the same level, but under Market Street in San Francisco there are four tunnels (two over two), and there is also a three-track section (two over one) in Broadway, Oakland.
