THE ROLE OF MANAGEMENT IN PLANT SAFETY Safe Production In plant management, safe production is an ideal. It becomes reality when: 1. Plant employees work in healthful and safe conditions. 2. Plant safety is in harmony with productivity. 3. Worker absenteeism and turnover are low-the work force is stable. Plant management must apply its talents, skills, and resources to build and maintain the foundations of safe production on a system of policies, procedures, and attitudes. It must do so by marshaling all managerial functions - staffing, direction, control, innovation, and representation-toward that goal. Ideally, a plant safety program is proactive. Management should plan and implement safety activities that are aimed at prevention. Past accidents-accomplished facts-should not be the sole guide of future actions. In other words, positive preventive measures, not the fewness of accidents are the criteria for safety production. An ideal safety program is one which is cost effective. Management should view plant safety as part of a broader program-loss control. Loss control includes prevention of fires and other accidents, unhealthful conditions, and occurrences that cause bodily injury, illness, property loss, or damage. Management evaluates the employees' productivity and safety. An effective training program aimed at loss control is the hallmark of safe production. Ideally, both labor and management should be well versed in safety. They believe in the premise that work-related injury and illness, as well as property loss and damage from fire and other accidents, are manageable and preventable. Such belief prompts them to learn more about the work process and potential hazards associated with each job. They also learn how to expect and prevent fues and other accidents, and respond to emergencies at the plant. Plant management determines which individuals or groups of employees are accountable for the following functions:

The isothermal kinetics (at 200" to 400°C) of subgrain growth and of softening were studied in a 99.997 pct pure Al crystal rolled to 80 pct RA, under conditions where recrystallization did not take place. It was found that the kinetics of subgrain growth and of softening were similar, and that the correlation between subgrain growth and softening was in first approximation independent of the annealing temperature. It has been shown by Heidenreich' by means of electron transmission microscopy and by Hirsch and Kellar2 by means of an X-ray microbeam technique that the crystals of heavily cold-worked polycrystalline aluminum consist of subgrains of approximately 2µ diam, which are slightly disoriented with respect to each other. This substructure is found on cold working at room temperature, without annealing. A preliminary study has been previously published3 of the softening upon annealing at 350°C of a heavily cold-rolled aluminum single crystal. Softening and X-ray line sharpening for such a rolled aluminum crystal were later studied in more detail as a function of annealing time and temperature.4 Perryman5, 6 has studied the recovery of polycrystalline aluminum after cold rolling. By means of phase contrast microscopy he found that the subgrain size increases with the annealing temperature but does not alter very much with annealing time at a given temperature. In the present work further study was made of softening as a function of annealing time and temperature and subgrain sizes were determined by two different techniques in an attempt to find any correlation that may exist between softening and subgrain growth. The events which led to computer control of the grinding circuit at Brenda Mines are described, beginning with mill operating philosophy. High production rates are encouraged so that, despite severe upstream disturbances, a manual control method to meet this philosophy had developed. Unfortunately, due to the time interval between manual control adjustments, losses in production resulted. An analog control method was devised and, although superior to manual control in some situations, was found to suffer from several practical limitations. The data logging capabilities of a control computer seemed warranted. Circuit testwork combined with an analysis of operating data showed that (1) metallurgical personnel at times could increase production rates by as much as 10% over that achieved by grinding operators; (2) the chosen data base required an increase of 2% or more to be statistically significant; and (3) for a 2% increase there would be a significant rate of return of investment in computer installation. Consequently one grinding circuit was fully instrumented, and a rented computer was installed by Brenda personnel. Prior to installation, Brenda metallurgical and instrumentation personnel were trained in the use of the computer. An experimental program was devised with short and long-term objectives. The short-term objective was to develop a practical control strategy which would yield immediate production improvement. This goal has been successfully met as described in this paper. Statistically significant increases in excess of 2% have been established. Work is being completed for the permanent installation of computer control on all four grinding circuits at the present time. Long-term objectives are (1) off-line analysis of the circuit using mathematical models of process units; (2) on-line experiments to study alternative control tactics; and (3) possible expansion of computer facilities to the crushing plant.

A CONSIDERABLE number of experiments in recent years have definitely established the fact that the internal friction or mechanical hysteresis of a metal under cyclic stress is a property that is highly "structure sensitive." Because of this fact, it has been suggested that an observation of this property, which often is referred to as "damping. capacity," might be a useful indicator of structural. changes taking place when a metal or alloy is subjected to any of a number of metallurgical treatments. Damping capacity is of interest to both engineer and metallurgist, but from a rather different point of view, and the information that each desires from such observations is of a different nature. The metallurgist is in search of various external indications of changes taking place in the interior of a metal; changes which are in themselves not directly observable. Even if the observed phenomenon cannot be explained in fundamental terms, it may be empirically related to certain characteristics of the material and prove of real value in research. Internal friction os mechanical hysteresis occupies such a position, and, although it is nor well understood in terms of basic metallic theory, an observation of itt changes can serve in a very useful capacity. Of course, there is nothing new in the measurement of damping, but the use of this property in metallurgical research constitutes a vast field, which has received all too little attention: The present work is essentially of an exploratory nature in this field and is an attempt to evaluate the process as a research tool. The phenomenon of age-hardening was chosen as a typical example of a structural change and one method of measuring damping was examined in considerable detail.

In any line of human activity logical handling requires an amount of attention to each phase that is in keeping with the importance of that phase. In the complex and rapidly changing field of modern ferrous metallurgy it is difficult to allot the proper degree of attention to the various subjects, and it is not surprising that one or more subjects of major importance should for a time be neglected. Bessemer steel is a good example of a neglected subject. It is largely taken for granted, inferior physical quality is assumed for it, and there is a • lack of interest in its technical development and commercial application. Availability of supply is limited. In spite of this technical indifference, limited source and lack of commercial exploitation, bessemer steel constitutes a large volume of tonnage in daily use. There is a fairly prevalent idea even among technical people that bessemer steel survives mostly because of low cost and by reason of a dwindling residue of applications sufficiently common to permit of its use. The difference in cost between bessemer and open-hearth steel is governed largely by the relative cost of manufacture of pig iron and the market price of steel scrap. During the past four years there have been long periods of time during which the price of steel scrap was low enough so that open-hearth steel was considerably lower in manufacturing cost than bessemer. As to application, it may be pointed out that thousands of tons of this material in the form of bessemer screw steel are applied for moving parts in automotive and other equipment. Some forging work and considerable heat-treating, particularly carburizing, is performed on this grade. From an economic standpoint the most effective contribution of bessemer steel lies in its free machining qualities. It is by far the freest

UP TO and including 1931, the twelve mines that were treated in THE PORPHYRY COPPERS had produced 17.4 billion pounds of copper worth $2,820,000,000. With a little help from six others (three of them did not start output until 1954) that record had been increased at the end of 1955 to 60.5 billion pounds worth $10,440,000,000. Today, ten billion dollars is not as impressive as it once was; but it still represents a lot of value. It must be remembered that this is newly-created wealth, produced entirely from material considered worthless when the Porphyry era started about fifty years ago. At that time "rock" that contained less than forty pounds of copper per ton was regarded by competent mining engineers as value- less. It was not "ore" in the economic sense. Today, ore is being successfully exploited that contains less than twelve pounds of copper per ton. Also, in Peru, a typical Porphyry operation is being launched by a partnership of four United States mining companies that will involve an initial capital investment of $200,000,000 for mine development, plant construction, and the provision of related facilities. Of this project more will be said at the end of the chapter. The point I want to make now is twofold: (1) that phenomenal progress has been made in Porphyry engineering and technology; and (2) that exploitation of an important Porphyry copper deposit has become an industrial enterprise of truly great magnitude. Much had been accomplished by 1931; but that progress has been dwarfed by the achievements of the past 25 years- a fact that, in the nature of things, is as it should be.

Chromite is the only ore mineral of metallic chromium and chromium compounds and chemicals. Because of this fact, chromite and chrome ore are used synonymously in trade literature. In commercial market quotations, chrome ore is the term commonly used. Chromite per se, because of properties imparted by its chromium content, is used in refractories and in special purpose moulding sands for metal casting. There are many other minerals containing some, generally minor, amounts of chromium, but none are commercial sources of the element (Thayer, 1956, p. 15). Chromium and chromite have many diverse uses that, directly and indirectly, critically affect vast segments of our modern industrial system. Most important are probably the metallurgical applications wherein chromium is a component of heat, abrasion, corrosion, and oxidation-resistant, and high strength alloys of many types. Stainless steels are the largest volume category of chrome-bearing alloys. Chromium chemicals are used in leather tanning, in pigments, dyes and mordants, printing, :hemica1 process industries, photography, pharmaceuticals, metal plating, pure chromium metal production, and for many other purposes. Chromite is a necessary constituent in basic refractories indispensable for the production of steel, copper, cement, and glass. Under present economic-political conditions, he U.S. and for that matter, North America, has virtually insignificant ore reserves of chromite. There are chromite deposits, as will be described, but they would only be used under highly abnormal conditions if all outside sources were cut off. All chromite used in the U.S. is imported from the eastern hemisphere in which are contained the principal world reserves. As the main suppliers in 1971-72 were the USSR, Turkey, Republic of South Africa, Philippines, and Rhodesia, the strategic nature of chromite is obvious.

For years urethane screen surfaces have been used in a wide range of wet screening applications where openings as fine as 75 microns and coarser have been used. In dry screening operations these same urethane screen surfaces have been relegated to only the coarser separation ranging from 1.0 mm and larger. The purpose of this paper is to expose the reader to new developments in both screen surface and screening equipment technologies, which allow an end user to consider urethane screen surfaces for dry screening operations where separations as fine as 75 microns are required. These technologies allow an end user to realize the inherent advantages of urethane in wear resistance while also realizing the benefits that a high open area urethane screen surface can bring. These benefits include non-blinding characteristics and feed capacities, which rival that of traditional stainless-steel woven wire mesh screen surfaces. The paper will highlight the features of this patented urethane screen surface technology and the screening machines in conjunction with which they are used. There will also be a presentation of several case studies of commercial installations where these technologies are utilized. These case studies are from the mineral sands industry; therefore relevance to the conference is direct and not inferred. Included in the paper will also be constraints, which must be taken into account when considering urethane screen surfaces such as temperature and chemical attack. This paper will expose potential end users to a possibility of using screens to achieve extremely accurate size separations in applications where screens were previously not considered. The paper will explain and demonstrate that prior concerns of screen surface blinding, high screen surface consumption rates and large screen surface area requirements can be eliminated by proper utilization of high open area urethane screen surfaces.

On August 22, 1966, just 20 months after writing sales agreements with Japanese steel mills, Hamersley Iron Pty Ltd made its first contractual shipment of 52,000 tons to Yawata Iron and Steel Co Ltd. As world news, the event was not spectacular. But to mining men it represented an astonishing achievement. Twenty months of feverish effort and the expenditure of more than $100 million had created a large open-pit iron ore mine, a crushing plant, storage and load-out facilities for sized ore, and a supporting township at Mt Tom Price; a 182-mile standard gauge railway; and port and loading facilities for a nominal loading capacity of 6000 tph as well as a port town, Dampier, on King Bay. The project was executed in the sparsely inhabited, arid, dissected-plateau country of the Hamersley Range in the northwest sector of Western Australia. Hamersley, 60% owned by Conzinc RioTinto of Australia Pty Ltd and 40% by Kaiser Steel Corp, holds sale contracts for ore and pellets valued at $770 million. The main contracts are with the Japanese, who are to be supplied with 65.5 million tons of ore during the 16 years from August 1966 to August 1982 and 18 million tons of pellets over a 10-yr period beginning in early 1968. Of lesser importance at this time, but presaging trends, are contracts for a total of nearly 1.5 million tons to be shipped to England and Western Europe during the years 1966-68. A pellet plant with a capacity of 2 million tpy is now under construction at Dampier and is to be on stream early next year. Another interesting project for which the plans are set, is a desalination plant for sea water to supply industrial requirements and potable water for the town of Dampier.

Aluminum alloys are used in two broad classifications: wrought and cast. Wrought alloy products, which are formed into final shape by rolling, forging, extruding. etc., contain low percentages of alloying elements; whereas cast aluminum products, which generally are not worked before use, may contain higher percentages and a somewhat different selection of alloying elements. For example, wrought aluminum alloys usually contain less than one percent silicon and cast alloys contain as much as 18 per-cent silicon. While there are good techniques available for separating aluminum alloys from mixed scrap, there are no efficient ways to separate wrought aluminum from cast aluminum. The high levels of silicon, iron) copper, and zinc from the cast alloys make wrought-cast mixtures unacceptable for wrought alloy production. Consequently, separated wrought aluminum scrap commands a premium price on the market. Since increasing amounts of mixed aluminum alloys are being recovered from automobile scrap, this separation is important for efficient recycling of these alloys. Approach The difference in thermo-mechanical properties between the two classes of aluminum alloys is used as the basis for the separation process. Casting alloys lose their ductility within a certain temperature range while wrought alloys remain ductile. As temperature increases, aluminum alloys gradually become weaker, and at a certain temperature, each alloy loses strength and ductility due to incipient melting in localized areas. For casting alloys that temperature generally lies between 520° to 560° C, but it is above 600° C for most wrought alloys. Mild crushing, therefore, in the proper temperature range will result in complete fragmentation of the casting alloys but only plastic deformation of the wrought alloys. A simple screening step then is used to separate the oversize wrought pieces from the fragmented cast alloys.

"In the present work, the oxidation of manganous and chloride ions on a mixed metal oxide (MMO) anode from a 40 ºC electrolyte containing 160 g/L sulfuric acid (H2SO4) with various concentrations of Mn2+ and Cl- was studied using cyclic voltammetry. These results indicated that Mn2+ concentration does not affect Cl2 evolution on a non-MnO2 coated MMO anode. However once MnO2 deposits on the MMO anode, Cl2 evolution is inhibited. The effects of manganous concentration and chloride concentration on the amount of MnO2 deposited in one hour were also evaluated. Cl- concentration did not affect the amount of MnO2 generated. Increasing Mn2+ concentration resulted in an increase in the amount of MnO2 deposited.INTRODUCTIONThe electrolytic recovery of zinc (Zn) is a well-known process and is estimated to produce approximately nine million tons of Zn per year worldwide (Recendiz, Nava, Lartundo-Rojas, Almaguer, & Gonzaleza, 2009). The Zn produced by this process is of high purity and has a wide range of applications, such as galvanizing (car body parts, pipes, metal wires, etc.), sacrificial anodes in offshore industries, casting alloys, alloying of brass, primary and secondary battery industries, etc.The electrochemical production of Zn employs aluminum cathodes and lead-silver anodes (Pb- Ag) (Recendiz et al., 2009). The Zn containing mineral (ZnS) is usually associated with other elements such as Mn, Mg, Ca, Cd, Cu, Cl, Fe, F, Co, Ni, Al, As, Sb, Si, Sn, Ge, Hg etc. (Nijjer, 2000). After processing of ZnS concentrates, the electrolyte obtained still contains residual metallic and non-metal impurities. Some of these impurities can impact the corrosion rate of Pb-Ag anodes."

Phases and magnetic evolutions of melt spun Nd9.5(Fe1-xCox)85.5B5 (x=0, 0.05, 0.1 and 0.15), (Nd1-yLay)9.5Fe85.5B5 (y=0, 0.0.5, 0.1; and 0.15) and (Nd0.95La0.05)9.5(Fe1-zCrz)81.5B9 (z=0, 0.033, 0.067 and 0.1) nanocomposites: have been investigated. It was found that a. dilute Co substitution for Fe, x=0:05-0:15, in Nd9.5(Fe1-xCox) 85.5B5 improved not only Curie temperature but also the remanence and maximum energy product. Partial substitution of La for Nd in(Nd1-yLay)9.5Fe85.5B5 may suppress the grain growth of the materials during thermal treatment. Exchange coupling between the Nd2Fe14B and a-Fe was found: to increase with increasing La content. A dilute La-substitution, y=O. 10, has proven to decrease the optimum wheel speed required for preparing melt spun ribbons with better magnetic properties; Furthermore; a slight substitution of La for Nd in (Nd0.95La0.05)9.5(Fe1-xCrx)81.5B9 nanocomposite reduced the crystallization temperature of the over-quenched ribbons and led to the formation of a multiple phases mixture. Nevertheless, a dilute Cr addition increases the Tg of (Nd0.95La0.05)9.5(Fe1zCrz)81.5B9 and also suppresses the formation of the undesired (Nd,La)2Fe23B3 and Fe3B phases: Cr was found to play an important role in grain smoothening or magnetic separation which consequently increased the Hc of Cr-containing materials.

During the past three or four years, the fabricators of silicon-bronze alloys have endeavored to induce users of phosphor bronze to use instead the silicon-bronze alloys, claiming that the silicon bronzes are superior to the phosphor bronzes for switches and springs, or where high fatigue resistance is desired. This paper gives the results of tests comparing several phosphor bronzes with a 3 per cent silicon bronze and a copper-nickel-tin alloy (Adnic), all processed by the Scovill Manufacturing Co. So far as the authors are aware, sheet-metal fatigue tests have not been made on any of the alloys included in this report, except on one phosphor bronze, material C, Table 1, which was tested by Townsend and Greenall1. Endurance Limit The majority of fatigue tests are designed to determine the endurance limit of a material. The number of repetitions of stress that will serve to establish an endurance limit varies with different materials. For ferrous materials, H. F. Moore2 has shown that stresses that do not cause failure up to 10,000,000 stress cycles will not cause failure up to 100,000,000 (and sometimes to 1,000,000,000) cycles. Thus an endurance limit for ferrous materials can be determined with a minimum of 10,000,000 stress cycles. For nonferrous materials, no such generalization holds. R. R. Moore3 has shown that for manganese bronze and elektron metal, 13,000,000 and 28,000,000 cycles, respectively, will serve to determine an endurance limit, while certain duralumin specimens gave no indications of having reached an endurance limit up to 400,000,000 stress cycles. J. B. Johnson6 showed that an endurance limit for duralumin was not found by tests running up to 500,000,000 cycles. H. F. Moore2

The Bureau of Mines is developing a method to recover Ni, Co, and Cu from laterites containing less than 1.2 pct Ni and 0.25 pct Co. The method consists of the following basic unit operations: (1) reduction roasting, (2) leaching, (3) solvent extraction, and (4) electrowinning. The method reflects three Bureau of Mines objectives: (1) recovery of critical minerals that are domestically in short supply from low-grade domestic laterites, (2) lower processing energy requirements, and (3) solution recycling. This report deals with the extraction of cobalt and the preparation of a suitable cobalt electrolyte by solvent extraction from liquor produced by this method. Nickel and copper are coextracted with LIX64N from an ammoniacal ammonium sulfate leach liquor containing about 1.00 g/l Ni, 0.30 g/l Co, 0.03 g/l Cu, and 0.02 g/l Zn. Cobalt (III) in the nickel-copper barren raffinate is reduced to cobalt (II) with cobalt metal. Reduction of cobalt (III) to cobalt (II) greatly aids subsequent extraction. Commercially available XI-51 extracts about 94 pct of the cobalt from the treated raffinate in one stage in a laboratory mixer-settler continuous circuit. Ammonia loaded on the solvent is removed in two washing steps. About 94 pct of the cobalt then is stripped from the XI-51 in one stage with spent cobalt electrolyte containing about 77 g/l Co and 18 g/l sulfuric acid (H2S04), Electrolytes containing less H2S04 also may be used. Preliminary data indicate that coextracted zinc may be removed from pregnant cobalt eletrolyte containing 3 g/l or less H2S04 with di-(2 ethylhexyl) phosphoric acid (D2EHPA).

Throughout the history of mankind, the principal use of coal has been to produce heat through combustion. The heat is used in many ways: to warm air space for our comfort; to provide heat or energy to power industrial processes, such as cement and steel production; and to produce electricity. Because it is our nation's most abundant fossil energy fuel, coal in the late 20th century is on the threshold of becoming a significant source for synthetic liquids and gas energy fuels for this country. This is made possible by conversion processes which can change solid coal into various synthetic gases and liquids. These coal-derived fuels are nearly identical to the processed fuels and chemicals provided by natural gas and crude oils, which presently provide almost all the petrochemical feedstocks and energy fuels needed for the residential, light commercial, and transportation markets. A revolution is beginning to take place, not only in the United States, but in many other countries with a return to a coal-based energy economy. Also, new combustion and conversion technologies which are compatible with national health arid environmental goals are rapidly emerging. These technologies will allow coal's use to be expanded not only in its traditional markets, but also to supply markets held by natural gas and crude oil. With the worldwide decline in natural gas and crude oil reserves, coal is being looked upon to meet the energy demand. Because of these new coal conversion technologies, coal will no longer be only a combustion fuel, but a valuable raw material for production of a variety of clean fuels and chemicals. The No. 4 I.S.F. Smelter Complex at the Avonmouth Works of Imperial Smelting Corporation (N.S.C.) Limited commenced operation at the beginning of 1968. The furnace rating is 120,000 tons zinc and 40,000 tons lead per annum. Zinc and lead concentrates are unloaded onto a 1,000 tons per hour capacity conveyor belt and automatically weighed and sampled before receipt into a 48,000 ton capacity raw material store. Distribution is by a reversible boom stacker into 16 x 3,000 ton bays and recovery is by a front end loader. Materials are fed to 16 proportioning bins for feeding via continuous weigh feeders to a 132 square metre effective updraught area sinter machine with a material flow rate of 240 tons per hour over the machine. The required quantity of output lump sinter at up to 800ºC is fed to 2 x 600 ton storage bins on the I.S.F. plant. By-product SO2 rich gas is fed to a conventional wet gas single stream acid plant rated at 600 tons per day utilizing a dry N.T.P. gas volume of 100,000 cubic metres per hour. The hot sinter and preheated coke (800ºC) are automatically neighed and charged to a 27.3m2 shaft area I.S.F. fitted with 2 x 5.5 m. wide lead splash condensers. Grade 4 zinc is tapped and transferred to the zinc refinery. Conventional type lead bullion and slag are tapped from the bottom of the furnace through a separation forehearth. The refinery consists of 6 lead and 3 cadmium columns to produce some 52,000 tons per annum of S.H.G. metal. S.H.G. metal and Grade 4 metal is cast into various shapes as required.

If words are to be woven into eloquent meaning, they must be well knit. Upon the relation of words to each other and of groups of words to other groups, known as phrases, clauses, and sentences, depends the success of writing as a means of transmitting thought from man to man. To be understood beyond question, you should know not only what your words denote' but how to build your sentences; you must not only choose your words aright but construct your sentences properly. A sentence is a combination of words that makes complete sense; it says something about something. A clause is a subordinate sentence or a sentence within a sentence. A phrase is a group of words without a predicate; it makes sense, but not complete sense. For example: I shall wait for a few minutes before I go home. The whole statement is a sentence; "I shall wait" and "before I go home" are clauses; "for a few minutes" is an adverbial phrase. The electrostatic process of fume precipitation is an excellent example of the successful application of scientific knowledge to an industrial operation. Originally proposed for the precipitation of sulfuric acid mists, it has been extended until at present there is practically no fume-carrying gas to which the method cannot be applied. Among the more common applications are: the recovery of non-ferrous smelter flue-dust, iron blast-furnace dust, cement dust, and potash fume. It should be borne in mind that the process is restricted to the precipitation of suspended particles, either liquid or solid, and does not separate gaseous constituents. However, by proper temperature control, mixtures of vapors having different temperatures of condensation to either solids or liquids may be selectively precipitated. The process consists essentially of subjecting suspended particles, including those too minute to be effectively acted upon by centrifugal or gravitational forces, to such an electrical force that they are driven from the gas stream, acting as a conveyer, and deposited upon a suitable receiving surface. This directional impulse is obtained from the interaction of charged particles and an electrostatic field of definite intensity gradient existing between two dissimilar electrodes, known as discharge and receiving electrodes. In principle, the equipment is equally simple. As shown diagrammatically in Fig. 1, it consists of: (1) A source of high-potential direct, current,, requiring: (a) Source of alternating-current energy. (b) Means of transforming from low voltage to high voltage. (c) Means of converting alternating to direct current. (2) Precipitation chamber having: (a) Transmission tubes for fume-laden gases.
