At present blasters are strictly liable under tort law for personal injury and property damage caused by ground vibrations and/or air overpressures. The application of strict tort liability to vibration and air overpressure damage has resulted in litigation that has hampered and probably will continue to hamper the blasting industry. There are many case histories in which blasters have been sued for the appearance of cosmetic cracking, some of which have involved frivolous claims and marginal expert testimony (Oriard 1999). This litigation has resulted in additional costs to the blasting and construction industries and the American public because there are usually many plaintiffs involved and each case is usually adjudicated separately instead of under a class-action format. It is proposed herein that blasters not be held liable for vibration or air overpressure damages unless their conduct is proven to be negligent. A number of reasons are presented for raising the legal standard from strict liability to negligence including: (1) improvements in blasting technology that allow blasting to be conducted without substantial risk of damage and if damage does occur it is likely to be cosmetic, (2) establishment of conservative ground vibration and air overpressure damage limits for typical structures, and (3) established industry standards for construction blasting.

BHP Australia Coal Pty. Ltd. (BHPAC) manages and, through its parent company BHP, partly owns seven large opencut mines in the Bowen Basin of Central Queensland, Australia. In terms of developments in surface mining in Australia, the operations of BHPAC are as representative as any. The seven mines managed by BHPAC produce a combined total of about 40 Mt/a (44 million stpy) of mostly high quality coking coal. They also produce small but increasing amounts of thermal and PCI coal. Virtually all of the coal produced is sold on the export market. In 1993, Australia exported 133 Mt (146 million st) of coal. Salable production was 172 Mt (189 million st) in New South Wales and Queensland and 180 Mt (198 million st) nationwide. Mining systems Surface coal mines in Queensland can be typified as large, long-strike-length, shallow-dipping and sometimes multi-seam dragline operations. There are exceptions. Blair Athol, for instance, works a 30- to 40-m (100- to 130-ft) seam beneath shallow cover but is still a dragline operation. Moura is truly multi-seam and steeper dipping but also is still a dragline operation. Mines in the Ipswich area are small shovel-truck operations.

Passive systems for the treatment of acid mine drainage (AMD) are typically more economic in the long term than active systems. Various flow charts for treatment selection have been prepared by scientists in the USA, however, they have typically not included a variable important at New Zealand AMD sites on the West Coast: topography and available land area. Very steep topography, dense and often protected vegetation (and animals such as snails), and a high-rainfall climate result in AMD with very high flow rates in locations with very limited space for remediation. Flow charts specific to New Zealand have been prepared which accommodate topography and available land area. Parameters necessary to use the flow charts are iron and aluminium concentrations, pH, ferrous to ferric iron ratio, dissolved oxygen concentration, topography and available land area. Prior to full scale construction, is it recommended that flow rates be quantified, small-scale trials be conducted, and cost, effectiveness, limitations, and risk of failure be reviewed for various options. One full-scale remediation system has been installed in New Zealand based on this methodology and another is planned. The performance of these systems, as well as future systems to be installed, will be used to validate these treatment system flow charts.

How much have things changed in nearly 2,000 years? What then does it take besides the fundamentals and good organisation to build a successful career in a successful organisation? I'm prepared to venture a list of what I'll'call Tips for Young Professionals. If you've got what it takes, and apply these, I think that you'll gain a great deal of satisfaction from your career, even if you don't reach the distant target each of you should have in mind now. So settle back in an advice-receiving mode, and please forgive me if I come across as a master of the bleedin' obvious, as Basil once accused his wife Sybil of being in the unforgettable Fawlty Towers.

THE other day, I fell into conversation with two gentlemen who desired to improve the condition of the people; so that the talk was semi-political. They seemed to agree that I was inclined to be "con-servative," "reactionary," perhaps an "evolutionist," looking upon "reform" with suspicion. Finally I rejoined somewhat in this manner: "You attach to me phrases that I have heard all my life but which convey no meaning to me. It is quite true that I do not make a fetish of terms like reform, liberty, democracy and so forth; neither do I worship the idea that `things are good enough as they are,' `leave well enough. alone' and so forth. There is more satisfaction in building something up than in tearing something down, or in just maintaining something that is already built. Progress is a popular word; but what is progress? In my opinion it is comprised, so far as public welfare is concerned, of two elements: Improvements in production of goods and knowledge; improvements in keeping order." This substitute for politics, economics, reform, pro-gress, conservatism, radicalism, democracy, socialism, monarchism and all the phrases of public welfare may seem over-simple; perhaps it is, but at least it defines something. It seems to me to be at least worth attention.

A package of bench design programs is being publicly released by the National Institute for Occupational Safety and Health (NIOSH). These programs are designed to provide a probabilistic estimate of the likelihood that various widths of catch bench will be retained. Program modules address the mechanisms of plane, plane step path, and wedge failure. Results are drawn from statistical and geostatistical descriptions of fracture characteristics and other input parameters, and reported as the statistical chance that a given width of catch bench will survive, that is, that a catch bench will remain wide enough to catch rolling and sliding material and prevent such material from posing hazards to miners operating below. The capabilities and application of this software are demonstrated through a case example. Comparing bench width estimates obtained using geologic data with actual widths is a key step in verifying that a program is appropriate for particular site conditions and that proper statistical descriptions of fracture parameters for that site have been developed. Such verification efforts improve confidence, and hence usefulness, of this method for designing future slope benches. Development and release of these programs appears particularly timely given recent progress in photoanalysis methods, which promise to greatly reduce the cost of collecting fracture data.

"This paper compares Canadian provincial mining safety regulations addressing hoist safety, automatic hoisting, and shaft obstruction. The regulations are quite similar among provinces, with only slight differences. Risk-mitigation strategies used in other industries are discussed, including their applicability to mine hoists. The specific case of software safety is introduced through examples. The mitigation of software failure is based on the use of the software lifecycle as recommended by the International Electrotechnical Commission (IEC) 61508 standard. Finally, ways to improve hoist safety are proposed.RÉSUMÉ Le présent article compare entre elles les diverses réglementations provinciales canadiennes concernant la sécurité des machines d'extraction, le levage automatisé et les obstructions dans les puits. Les réglementations sont assez semblables entre les provinces, mais elles comportent de légères différences. Les stratégies d’atténuation des risques utilisées dans d’autres industries sont abordées, incluant la possibilité de les appliquer aux treuils de mines. Le cas spécifique de sûreté des logiciels est abordé par des exemples. President Robert Wilson opened the meeting at 9:00 a.m. He introduced William A. Bear, General Manager Bear Coal Company, Inc., Somerset, Colorado, who presided over the session. George Nugent, Peter Kiewit Sons' Company, Sheridan, Wyoming, presented a most interesting film "Montana Mine Reclamation." His biography follows: George Nugent first entered the coal business in 1943 when he developed Peter Kiewit Sons' Co.'s first coal mine-Big Horn Coal Company at Sheridan, Wyoming. Since that time he managed an expansion program for P.K.S. in mining that resulted in the development of two other producing mines - Rosebud Coal Sales Company at Hanna, Wyoming and Decker Coal Company at Decker, Montana, in which Pacific Power and Light is a partner. Applications are now pending for a third mine. Black Butte, a joint venture of P.K.S. and Rocky Mountain Energy Company, near Point of Rocks, Wyoming. Nugent is a Past President of the Wyoming Chapter, Association of General Con- tractors, Wyoming Mining Association and Rocky Mountain Coal Mining Institute. He was President of Big Horn Coal Company and Rosebud Coal Sales Company as well as Manager of the Mining Division of Peter Kiewit Sons' Co. and Decker Coal Company when he retired Jan. 1, 1975.

The depressed economic condition resulting from normal cyclic behavior, a more fundamental structural alteration, or both, is a mandate for change within the mining industry. Although several strategies for change have been proposed, the option of applying high technology processes to this smokestack industry offers the greatest opportunity for regaining global competitiveness and a new vitality. Research and development to secure new technologies require a corporate commitment for substantive change, a tech¬nologically enlightened management, a well¬funded and stable science and engineering effort, and a dedicated and motivated technical team--features in short supply in the mining industry today. However, an alternative to in-house development of frontier technologies is available to this beleagured industry through entrepreneurial, high-tech companies. These entities, with their dedicated focus toward product development, motivated and streamlined teams, high productivity and efficiency, and low costs offer a unique opportunity for large corporations to obtain high-tech products and services. These commodities are available through traditional commercial channels and an array of creative business arrangements. The latter offers notable benefits to large companies including windows on frontier technologies and mitigation of risk. Likewise, entrepreneurial companies profit through manufacturing and marketing relationships and an expanded financial base.

10.4-1. Load Design and Construction. Surface mine haulage roads are used for transporting raw products to the mine site, preparation plant, or loading facilities, and to provide personnel and equipment an access to the pits and mine area. All of the aspects of highway engineering, including minimum slope inclines, properly banked curves, and adequate drainage, must be followed to facilitate construction of safe and efficient haulage roads for fast and economical transportation of the mined product to its destination. By maintaining good haulage roads, both truck and equipment maintenance will be kept to a minimum, resulting in reduced mining costs and subsequently higher profits. [ ] There are several basic considerations in haulage road planning. Most important, one must follow all safety procedures in both design and construction of the roadway. A maximum effort should be made to follow current mining plans when laying out and planning haulage roads (aerial photographs can be extremely useful in planning and routing of roadways). Grades, road widths, and curves must be maintained within limits of present and/or planned haulage equipment specifications, since all these factors can limit speed, and hence production (Table 10.4-1). Researchers at the National Institute for Occupational Safety and Health have developed a miniature data acquisition system (MIDAS) that can measure resistance changes and temperature, store data for later retrieval, and illuminate LED lights. This instrument can be used with strain-gaged bolts, cable bolts, CSIRO stress-measuring gages, string pots, and any other instrument that uses single-ended, resistance-type gages. MIDAS has the capability to measure up to 16 gages at preset time intervals and store more than 2000 scans, yet is small enough to fit in a 35-mm hole. Because the MIDAS consumes little power, a 9-V alkaline battery will operate the system for 6 months. Data from the MIDAS can be sent to a PC via an RS232/RS485/IRdA port. A software program was written to set operation parameters, graph data, and store all information directly to a spreadsheet. Three LED lights change from green to yellow then red based on reading levels and/or rates of change. This feature can be used with different types of gages to warn miners of possible rock instabilities. The MIDAS has received MSHA experimental permissibility approval and is currently being tested at several mines.

In a narrow vein mining scenario, employing preconcentration technology underground not only results in reduced transport and handling costs but may allow alternative mining methods to be implemented, improving overall productivity. Using processing technology underground is not a new concept with underground crushing and screening operations being quite widely utilised. With advances in processing technology over recent years, there are now a number of robust processing methodologies in existence that are capable of performing separation of ore and waste at a relatively coarse size. Many of these technologies are readily adaptable to the underground environment and if employed could result in a number of cost and productivity benefits.Assessment of the oreÆs suitability for preconcentration technology is the first step in harnessing these potential savings. This paper discusses how coarse ore sorting and gravity separation could be employed underground in a narrow-vein scenario and details the test work that is required at the front-end of a project to see if this potential exists.CITATION:Murphy, B, van Zyl, J and Domingo, G, 2012. This article summarizes an investigation of the structural response of a brick façade home in New Mexico. The subject Ricter residence was located some 1100 to 1400 ft away from an aggregate quarry, and was subjected to a maximum peak particle velocity and air blast over pressure of 0.29 ips and 122 dB, respectively. Superstructure (corner) and mid-wall responses to blasting and human induced activities were measured. An existing exterior crack in the brick work was instrumented to measure crack width response to blasting, human induced activities, and environmentally induced changes in temperature and humidity. Crack and structure response data were correlated with ground velocity and airblast excitations. Amplification of ground motions at the upper structure were calculated and compared with values for typical wood frame structures. The natural frequency and damping characteristics of the structure were determined to compare with measured amplification values. Wall strains produced by bending and inplane tension strains were computed from upper corner structure response and compared to failure strains for drywall and brick veneer. Calculated strains were found to be far lower than those required to crack brick and environmentally induced crack response was found to be far greater than that caused by blast induced ground motion or airblast overpressures

In a minerals processing context, sustainability is about using natural resources more efficiently to achieve maximum economic benefits with minimal environmental impacts. It embodies five overarching themes, which the paper will illustrate with practical examples from Australian minerals processing plants. These are:resource utilisation and materials efficiency,process waste reduction and enhancement of co-product values,reduction of water use and impacts,reduction of energy requirements and greenhouse gas emissions, andenhanced control of minor elements and toxic materials. Sustainability could be embedded profitably in minerals plant design in three dimensions: 1.technology,2.design, and3.operations. This presentation discusses a set of principles that could be applied to minerals processing technologies and provides an outline of sustainability assessment and opportunities evaluation tools. The application of the tools is illustrated through a case study by analysing a suite of nickel processing technology routes. The analysis reveals that current generation of nickel processing technologies do possess real potential to emerge as sustainability champions in integrated processing of nickel ores and concentrates, if they are designed, engineered, and operated for sustainability and adapted effectively to site specific constraints and opportunities. The paper will address data gaps and uncertainties regarding the impact of scaling up of pilot-plant performance, and provides strategies to overcome them.

(Quality can be defined as that which is acceptable to the market and can be supplied with a predictable degree of uniformity and dependability at a low cost. The market for any mining product is downstream processing, whether it be an alumina refinery, a gold processing plant or a flotation plant. The cost of that downstream process is partly dependent on uniformity of its feed material both in physical and chemical terms. With more operations adopting procedures which require quality assurances in line with International Standards, from their raw material suppliers, miners must look to their grade control processes to provide uniformity and predicability.This is not a new concept. The mining industry has constantly been working with ahighly variable raw material supplied by Mother Nature, from whom we cannot demand quality assurances. Through the processes of exploration, resource and reserve definition, long and short term mine planning and day to day grade control an end product has been supplied which consistently meets our customers requirements, in an economic fashion. When any of these processes fail, then penalties are incurred which can range from increased mineral processing costs to loss of markets and in the ultimate case, failure of a mining operation.

Develop a user-friendly computer program that permits those interested in mine health and safety to access and analyze on a personal computer (PC) employment, production, and accident data for U.S. coal and metal-nonmetal mines. This software is being designed with a major focus on flexibility and case of use. The Mine Accident Decision Support System (MADSS) will be available for distribution in mid-1994. Currently, the U.S. Bureau of Mines (USBM) is seeking volunteers willing to pilot test a preliminary version of the software and to provide suggestions for its improvement. Background Since 1975, the Mine Safety and Health Administration (MSHA) has compiled large data bases of information about U.S. mines and the reportable accidents, injuries, and illnesses that have occurred in those mines. Employment and production data arc collected on a quarterly basis from each mine and accident information is collected on an incident -by-incident basis. The USBM has compiled estimated costs for each of these accidents using computer models. All of this information is potentially useful to mine health and safety researchers. However, it has been underutilized because it is stored in large mainframe data bases that arc inaccessible to many users and/or are cumbersome and difficult to use.

Tunnels in urban areas generally require deep excavations in soils under the groundwater table. In The Netherlands uplift loads are generally taken by piles installed into dense sand layers, which are hard to penetrate. To avoid nuisance and damage to the environment, piles often need to be installed using vibration free methods, which also have the advantage of low noise levels during installation. Drilling piles and obtaining a high uplift resistance is a contradiction in itself. Franki has adopted several installation methods based on the injection of grout during drilling and/or post grouting to overcome the difficulty of hard layers. This report presents two projects, situated in Rotterdam and Sneek, where vertical tension piles in floors, subject to high uplift loads, have been used. It also explores a project in Zeebrugge (Belgium), where tension piles are installed at an inclination of 1:1 to anchor a diaphragm wall for a quay construction. Test results presented in this report show, that vibration free and soil displacing piles can be installed in very dense sand layers and that a high uplift resistance can be achieved. It is also shown, that a variety of installation methods is available, even in limited space.

The Bureau of Mines, in cooperation with McDermitt Mine, investigated a method for recovering mercury metal from mercury sulfide flotation concentrate by a hydrometallurgical technique. This preliminary report shows the feasibility of leaching mercury with a cupric chloride solution and electrowinning mercury from the solution. Proposed chemical reactions are shown in equations 1 through 3: 2CuC12 + HgS + 2CuCl + HgC12 + S°; (1) electrolysis HgC12 ?Hg + C12; (2) 2CuC1 + C12 ? 2CuC12. (3) A bench-scale leaching-electrowinning apparatus capable of treating 2.36 kg of sulfide concentrate in 11 days was operated continuously. An acid chloride solution containing, in grams per liter, 70 Ca, 60 Cu, 30 Fe, and 80 Hg was used as both leachant and electrolyte; 99.5 pct of the mercury was solubilized from the sulfide concentrate. Electrolysis of the leaching solution recovered mercury metal at an average current efficiency of 32 pct and an average energy consumption of 1.2 kwhr/lb Hg. Results from a preliminary economic evaluation indicated that a plant producing 31,500 flasks of mercury per year would have a capital cost of $3.7 million and an operating cost of $62 per flask of mercury.

This paper reviews the chemistry of flotation pulps with the aim of gaining a better understanding of the effect of chemical environment in flotation and ap- plying the knowledge to improving the con- trol of reagent additions. Theories of flotation are considered briefly, but they are only of limited help in specifying an appropriate chemical environment and in establishing control techniques. The chemical nature of flotation pulps is reviewed. Four distinct phases are present - solids, an aqueous liquor con- taining many dissolved reactive sub- stances, organic liquids, and gases. All of these vary in many ways and interact with each other. It has now been estab- lished that there are many previously- unsuspected materials present in plant pulps that can or might affect flotation. Concentration profiles of selected para- meters in operating plants are given to show some typical changes that occur. Recent advances in collector chemistry, especially that of xanthate and related species, are reviewed. Modes of decompo- sition and/or formation in pulps of xan- thate, dixanthogen, perxanthate, xanthyl thiosulphate, and monothiocarbonate are reviewed, and their W absorption spectra are compared. Some relevant information on dithiophosphates, mercaptobenzothia- zole, and thionocarbamate is summarized, and some speculative comments are made about reactions of these collectors.
