"This paper describes a ventilation project at the Wassa gold mine in Ghana. Golden Star (Wassa) (GSWL), a subsidiary of Golden Star Resources, owns and operates the mine. Golden Star holds a 90% interest in GSWL, while the Ghanaian Government holds the remaining 10% ownership, earning a 5% royalty on the gross revenue of GSWL’s gold production. Construction of the underground mine began in mid-2015 and pre-commercial production started in June 2016. Commercial production from the underground mine was achieved in January 2017. This paper describes the ventilation studies performed to support the initial development and production at the mine. The initial ventilation design included four, parallel surface exhaust fans. Future designs will include booster fans, new primary fans, and additional connections to surface. The paper describes the long-term ventilation planning goals and expectations as the mine achieves a production of 4,000 tpd with truck haulage to surface.INTRODUCTIONThe Wassa Gold Mine is located in the southern portion of the Ashanti Greenstone Gold Belt in Ghana, northwest of Tarkwa as shown in Figure 1. The mine has been in production as an open pit since 1998, with some minor disruptions, but the surface minable reserves have become exhausted and the mine started a transition to an underground operation in 2015. The underground mine was initially developed with twin decline accesses extending from the base of the open pit to the mining areas. The mining method selected was sub-level open stoping with cemented rock backfill. The original production level for the mine was 2,500 tpd with ore and waste transported by trucks hauling in the ramps to surface. In 2017 the production goal was set to increase to approximately 4,000 tpd. This resulted in an increase in the truck haulage fleet in addition to a significant increase in ventilation requirements. This paper describes the ventilation upgrades at the mine as it transitioned from a surface to an underground operation and the adjustments the ventilation system needed to make in order to accommodate a significant increase in production"

During the last few years there has been a rapid increase in the development of the community or junior college throughout the United States, Some factors behind this development include the need for more college facilities to service the growing number of high school graduates, the desire of the public to provide some post high school education at reasonable costs, and the need to provide post high school educational opportunities not now provided by most of the universities and colleges. Many of the new community colleges provide at least three educational services including local opportunity to provide the first two years of a four year college program, two year technical-vocational programs of a terminal nature, and adult educational opportunities. The community college has the advantage of not being saddled with years of academic tradition which prevent it from changing to suit the educational needs of the community It serves. The flexibility of the community college in developing new programs, particularly in the technical areas, is going to provide industry with many of the badly needed technicians it is now unable to secure.

THE work to be described was undertaken at various periods from 1937 to 1939 on the Busia gold field, in the eastern province of Uganda. It was decided to examine the possibility of reef prospection by the resistivity method, for it was not known how far the usually disintegrated nature of most reefs in the ubiquitous laterite near the surface would obscure indications obtained by resistivity traverses. The work at the commencement was therefore largely experimental, but the results obtained thereby were satisfactory, and a survey was started at the Government closed area at Amonikakine. With the limited time and resources at the writer's disposal, it was not possible to complete the survey to his satisfaction or to follow up exhaustively all the geophysical indications, but some of the results of the experimental work and the survey were of sufficient interest to be worth recording; in particular the relation between the width of reef, electrode separation and shape of the curve, and the interference effect of constant separation curves over zones of float are significant and useful. Three new veins were located, but only one contained sufficient gold to warrant detailed prospection. This was called the Geophysical reef, and was uncovered over a strike distance of 1140 ft., and there are indications that it extends over a distance of 1990 ft. These results and the recommendations consequent therefrom were embodied in a special report to the Uganda Geological Survey. HISTORY OF THE FIELD The Busia field is in the southeastern corner of Uganda near the Kenya-Uganda border, and is about 17 miles north of the northeastern corner of Lake Victoria. Gold was first discovered in the area in the stream beds by Davies1,2 in 1932. Subsequently numerous small alluvial claims were worked by prospectors and the area was prospected for reef by a company for periods varying from three to nine months, but was finally abandoned, as the results were considered unfavorable. Further prospecting by the Geological Survey in 1935-1936 under Davies3 and later under the writer4 uncovered three reefs with sufficient gold values to be of economic interest. These were finally taken over by a company known as Borderland Syndicate, which still owns the area, and from September 1937 to the end of 1941 about 13,000 oz. of gold was extracted from reefs of the area proved by the Geological Survey. Opencast mining operations are still proceeding (February 1943). The Amonikakine area lies to the immediate north of that of Borderland Syndicate. A certain amount of prospecting had been done when the writer started work there. As a result of his report, this area was taken over by another syndicate, but little further work was accomplished before it ceased operating because of difficulties of wartime working.

The underground structures such as high-level radioactive waste disposal thermal energy storage should be designed and constructed considering thermal-mechanical characterization because of long term and/or cyclic thermal stress. High temperature changes in these structures can extend the existing cracks and generate new cracks in surrounding rock mass. In case of long term and/or cyclic thermal stress conditions, it is possible to lose the function of structures caused by the significant cracks and fracture growth in the rock mass. In this study, the critical thermal crack temperature of the granite, limestone and thermal Kaiser effect were evaluated. Experiments were carried out with the heating speed of 1.5?/min. To avoid thermal shock and target temperatures were set at 150? and 250?. In order to verify the thermal Kaiser effect, the samples were heated by 150 ? after 2-3 repetition to 250?. The generation and growth of cracks were observed through an acoustic emission measuring system. The variation of the physical rock properties was measured before and after thermal experiments. After compared with the thermal experiments using PFC2D, numerical simulations were carried out at higher temperatures (400?). The experiments showed that the initial thermal crack temperature of granite and limestone is about 35?, 32? and the critical thermal crack temperature were about 69? , and 49? , respectively. The experiments confirmed the thermal Kaiser effect of experimented granite and limestone due to thermal cyclic loading. From the numerical analysis, the critical crack temperature showed the same tendency as the thermal experiments. The P and S wave velocity of the sample after the experiment were reduced. Therefore, when heat is applied in long-term and repetitive conditions, these cracks may affect the function and stability of the underground structure. Therefore, further studies of thermal stress effects should be performed.

The author discusses some economic conditions which have made the career of the cast-iron pipe industry in the United States a checkered one. He next describes the two new developements in the manufacture of cast-iron pipe-both along the lines of centrifugal casting. The advantages and disadvantages of both processes are presented in some detail. Finally, statistics on the production of pipe in the United States at the present time are given, as well as the plants-and their capacities-so far as these are situated in the South. No SINGLE branch of the foundry industry has been brought to a production basis of huge tonnage, low manufacturing cost, and producing material of a remarkably high quality, as has the making of cast-iron pipe. The pipe shop is an excellent illustration of the fact that repetition work in specialties leads to mechanical equipment and manipulation that lower production costs to an. astonishing degree. Hence cast-iron pipe, in dull times, has been sold at a few dollars a ton over the selling price of the pig iron used. On the other hand, these same pipe, shops make fittings .of many varieties, and in much smaller quantities, where the cost is high, and when pipe may be sold, say, at $50 a ton, the fittings on the same shipment will be sold for nearly double that price. The history of pipe-making, in the United States, is a checkered one the mortality of plants is high and, from the nature of the industry, plants must be large to live. In spite of the fact that the best processes must be used to turn out this rather strict specification material, pipe is easy to make and a pipe plant is more of a tonnage mill than the really high-class specialty foundry it should be. Every time, therefore, that the demand for pipe is strong new shops spring up, only to close when the demand has ceased, but the financial damage to the more permanent plants has been done. Both the South and the North have had abundant experiences of this kind, and when recently a northern Public Service Corporation gave its order to France, the pipe plants thus adversely affected were content to have this occur rather than see-a plant started to supply the surplus demand.

EUGENE COSTS, Calgary, Alberta (communication to the Secretary*).¬This new theory to account for the accumulation of commercial deposits of oil and gas, is deliberately and admittedly based on the hypothesis that the origin of these products is organic. Mr. Daly says (page 1142), "Should the organic origin of the petroleum that is found in pools be granted, the following interpretation is offered for the mechanics of its accumulation." But suppose the origin thus accepted by definition be incorrect, then what becomes of the diastrophic theory, Mr. Daly's interpretation? As Mr. Daly remarks himself (same page), "It is obvious that the history of petroleum will have to be entirely different, dependent upon its origin, either from emanations coming from the depths, or from organic decomposition in the strata themselves." Then why should one propound a theory, through which he is endeavoring to trace the history of petroleum, by starting with a definition of its origin? The origin should be the deduction, the forced conclusion of the theory, and not its starting point. Facts alone should be considered first, in any theory worth the name, until sufficient proofs have accumulated to permit of the deduction of a complete explanation for these facts. This would lead one to the origin through a real theory founded on facts, and not based on a preconceived idea perhaps true, but possibly fanciful. Mr. Daly's way can only lead on one road, namely the organic road, and, I repeat, it may be the wrong road. In the case of the petroleum deposits, as .I have endeavored to show in several papers on the subject, to which the reader may refer, the facts clearly lead to the force conclusion that their origin is not one of accumulations of hydrocarbons at first disseminated in the sedimentary strata but the reverse process of subsequent local infiltrations and impregnations of hydrocarbon emanations from the depths. This new theory, therefore, founded on, an erroneous conception of origin cannot be a help in the solution of the petroleum' problem, not any more than were the anti-theory or the hydraulic theory, both of which were also based on the same error, although Mr. Daly is inclined to think that the authors of these two theories did not accept the misconception boldly enough (page 1142). -

INTRODUCTION Since the occurrence of the first oil crisis, coun-tries of the world, especially oil-importing countries have made sustained and vigorous efforts to lessen the dependency on oil as a source of energy supply. The adoption of "Principles of Coal Policy" by the IEA Ministerial Governing Board Meeting in May, 1979 was the first formal action taken by major energy consuming countries. At the Venice Summit in June, 1980, it was agreed that production and use of coal should be doubled over the next ten years. In fact, the world coal use in 1980 showed around a 10 percent increase over the previous year. Recently, we have seen an indication that the balance of oil supply and demand in the short term have eased. But I believe that it remains vital that we continue to encourage the development and introduction of alternative energy sources. Because, from the medium and long range viewpoint the recovery of the worldwide economy will lead us to increased oil requirements and thus we will be faced with the cyclical, structural tightening situation between the supply and demand of oil. Moreover, we are still convinced that the constraint of the supply capabilities of the Middle-East nations may be increasing in the long-term, since there still remains political uncertainties among these nations. Consequently, above all, coal is viewed as an alternative energy resource available for immediate expansion of use and is given as high a priority as nuclear power. In Japan, we regard coal as the most reliable alternative energy resource to replace oil. According to the "Alternative Energy Supply Targets" approved by the Cabinet in November, 1980, the level of coal imports is estimated to approximately double by 1990, while our domestic coal production will remain nearly at the same level. The transition from oil to coal is found in the recent import levels of coal---73 mil¬lion tons in 1980, a 23 percent increase over the 59 million tons imported in 1979. There was an upsurge in steaming coal imports, reflecting the transition in feedstocks---7.2 million tons in 1980, four times over the previous year's amount. Henceforth, from the medium to long range view, the demand for coal, especially that of steaming coal is forecast to continue to grow. The timely expansion of supply capabilities is our utmost concern and should be one of the most significant goals of our comprehensive policy. The Overseas Coal Investigative Committee, a privately organized advisory panel to the Director-General of the Natural Resources and Energy Agency of the Ministry of International Trade and Industry (MITI), investigated means to secure a stable supply of overseas coal. The panel presented its interim proposals in August, 1981, recommending the diversification of coal import sources, extensive use of low rank coal, as well as enhanced international cooperation between coal producing and importing countries. THE CONTENTS OF THE COMMITTEE'S REPORT Four Points for Major Consideration In order to ensure a stable supply of overseas coal, Japan needs adequate policy measures consistent with the characteristics of coal resources and environmental requirements, giving consideration to Japan's status and the role she is expected to play in the areas. From the above, great importance should be attached to the following four points: All the components of the "Coal Chain" (Namely, the development of mine sites, construction of railroads, port loading facilities, coal shipping vessels, port receiving facilities, including coal centers and international transport facilities etc.) should be reviewed and reformed with steps taken to assure efficiency consistent with the entire coal chain system. The complete formation of a coal chain system requires such lengthy lead times and huge amounts of investment that necessary measures should be undertaken well in advance utilizing long-range projections of future demands and various economic surveys. Policy planning should be conducted taking into account of harmonizing stability and economics of the supply structure. For ensuring the long-term stability and expansion of the coal trade, international cooperation on a bilateral and multi-national basis should be encouraged. Mutual understanding and close relationships are essential to facilitate the formation of the supply system and to promote the extensive use of coal. Direction and Problems Related to Supply Stability Expansion of Supply Capabilities. World coal imports in 1979 amounted to 229 million tons, of which Japan's share amounted to 59 million tons, or one fourth of the entire amount. The imports of European and Asian countries accounted for 83 million tons and 7 million tons respectively. According to the examination of the Investigative Committee, Japan's coal requirement is estimated to be between 140-150 million tons by 1990, nearly the same level as announced in the Provisional Long-Term Energy Supply and Demand Outlook in 1979. This fore¬cast is-to be revised in April, 1982. Japan's demand is expected to be met through fiscal 1985; however, by 1990, the supply is estimated to fall short of demand, particulary, in the field of steaming coal. ALTHOUGH many metallurgists know that some pearlitic special steels can be made troostitic, martensitic, and even austenitic, without quenching, and, therefore, without exposing them to the dangers of the quenching-bath, the practical significance of such possibility does not seem to have received the attention it deserves. Let us recall briefly the mechanism of the transformation alluded to. In Fig. 1 (after Guillet) is shown the constitutional diagram of nickel-steel that; is, of alloys of iron, carbon, and nickel. Any steel the composition of which falls within the area LPO is pearlitic after slow cooling; any steel the composition of which is represented by a point within the area MLO is martensitic, and any steel within the area MNO is austenitic. Starting with pearlitic steel, then by increasing the carbon-content or the nickel-content, or both, the metal becomes martensitic and eventually austenitic; that is, its composition crosses first the boundary-line LO and then the line M0-and it remains martensitic or austenitic after slow (air) cooling.1 We have inn this way imparted to the metal without quenching it the properties of hardened carbon-steel. In other words, the steel is now self-hardening. Greater refinement in the construction of the diagram would undoubtedly result in the introduction of troosto-pearlitic, troostitic, and troosto-martensitic zones between the pearlitic and martensitic areas and-of a martenso-austenitic zone between the martensitic and austenitic areas. Fur the purpose of this note, however, the existence of these transition-conditions may be ignored.

IN OUTLINING the various steps taken and the exigences met during the time of unwatering and rebuilding the burnt top equipment at the Hecla mine, the major portion of the detail is omitted and a general description of the experience only is given. All the electrical power lines were out of commission, as were the mine feeder cables. The first effort, there- fore, was to restore electrical connections. The Washington Water Power Co. immediately put a crew to work restoring the power line, it being necessary to rebuild about 4000 ft. of 66,000 volt transmission and about 2000 ft. of 2200 volt feeder. This work was rushed and power was again available at the mine sub- station about 26 hours after the fire. During the same time temporary lighting lines were strung and transformer equipment obtained, so that when electrical connection was resumed the lights were turned on and the dump well lighted that night.

The Waterman Hospital in Tavares, Florida was undergoing an expansion and required a below-grade excavation immediately adjacent to the Emergency Department. This wing of the hospital was under high traffic and required uninterrupted access for ambulances as well as helicopter landings. The below-grade expansion was also next to a part of the hospital which did not have a basement. Tiedback soldier beams and wood lagging were used as the earth retention system where the shoring line was not immediately adjacent to the existing structure. Structural jet grout underpinning was used to support the existing building and to serve as the earth retention system in the more sensitive area. Jet grout underpinning was chosen to minimize movements, loss of ground and settlement of the structure which was bearing on clean sand deposits. This paper will discuss the design, quality control and construction of jet grouting and its application to this project. INTRODUCTION Project Background The expansion of the Waterman Hospital included an addition to the Emergency Department. This addition was located adjacent to the existing hospital building in a congested area with limited access. The north side of the addition was bordered by the ambulance drop-off area. The south side of the addition was bordered by the helipad landing area. Both areas had to remain open and fully accessible 24 hours a day, 7 days a week.

THE distinguishing principle of the Tromp process is the use of a medium in the bath which is not stable, i.e., the solids will settle and the density of the medium increases with depth. A medium of uniform density can most easily be effected by agitation or by means which increase the viscosity of the medium. Either of these works against the sharpness of separation of coal from its impurities. The Tromp process grinds the medium solids to relative coarseness, allows them to settle downward in the bath without hindrance, and introduces horizontal currents of medium at intermediate levels between top and bottom of the bath. This prevents any accumulation of particles denser than the upper layer of the medium from which the clean coal is conveyed away or an accumulation of particles lighter than the bottom layer or medium whence the refuse is removed. In a relatively shallow bath making a two-product separation, the intermediate horizontal currents sweep these intermediate gravity materials away to be discharged with the refuse removed by the conveyor. Such a system provides a number of advantages. The gravity of separation can be changed simply by changing the density of the medium without changing particle size of medium solids or other conditions, as would be necessary with a system requiring uniform or stable density throughout the bath. Some installations in Europe separate at 1.40 sp gr on one shift, producing a superclean coal, and on the next shift reclean refuse from dry cleaning units and effect a separation at 1.80 sp gr. Medium solids may be much coarser in size consist, which reduces the viscosity of the medium and promotes its fluidity and in turn the sharpness of separation. Coarser medium solids with a more rapid settling rate are much more easily recoverable from the dilute medium rinsed from the products. Evaluating the resources and reserves in a mineral deposit requires many interdependent subjective decisions. The decision of stationarity is arguably the most important. This decision includes: the choice of domains that subset the entire deposit, modelling the boundaries of each domain, and understanding and considering the nature of the contacts between domains. Reasonable choices are made in consideration of the geological context, the available data, the goals of the study and the available resources for the study. This paper reviews aspects of the decision of stationarity in modern resource assessment with a focus on quantifying uncertainty and using numerical/statistical tools to help the geomodeller. The use of volume/distance functions to quantify uncertainty in domain limits is particularly important and is presented in detail. The use of contact plots provides help with the continuity of grades across domain boundaries. Realisations are not assembled as a branching combinatorial of all possibilities, but as a set of realisations that provide a measure of uncertainty. This paper amounts to a definition of stationarity for modern resource assessment.

A study of fatigue-crack growth in a rail steel and an associated weld metal showed that fatigue cracks in the deformed rail steel had slightly higher growth rates than in undeformed rail steel. The crack growth in the weld metal was appreciably faster than either and exhibited plateaux that were above the upper bound reported for rail steels, The cyclic-life curves showed that, over an indicated service period of 8 years, both the deformed and the undeformed rail steels should not be prone to fatigue failures under the defined mechanical conditions, For the weld metal, the cyclic-life curves indicated the possibility of premature fatigue failures but, as al the input parameters represented a 'worst case' situation, this assessment could wel be ultra-conservative. In the rail steels at low levels, the extension of the fatigue cracks occurred by ductile striated growth. At a Kmax level of 35 MPa .J/n, cleavage facets formed initially on the surface of the fatigue fractures, and their incidence increased with Kmax until the onset of fast failure, The microstructure of the deformed rail steel exhibited cleavage facets at a slightly lower Kmaxvalue, and contained more cleavage facets at a given K level, than the microstructure of the undeformed rail steel. The average size of the cleavage facets agreed well with the pearlite nodule dimensions of 60 to 100 ILm. The microstructure of the weld metal was much coarser and contained columnar grains. At al f.K levels, the dominant fracture mode was cleavage, with small isolated regions of ductile striated fatigue cracks. The size of the cleavage facets varied from 150 to 600 ILm, and such a variation may be explained by the fact that cracking generally occurs in association with the pro-eutectoid ferite phase, and that this phase is distributed along some boundaries of prior austenite grains and the boundaries of the coarser columnar grains.

In the coal review for the United States for 1875, the Engineering and Mining Journal, January 1st,, 1876, remarks about the Richmond coal basin: "It has contributed but little to the supply of fuel during the year past, notwithstanding the fact that it is the most favorably situated of all our coal-fields, and possesses a fuel of good quality, well adapted to many important uses. An unaccountable lethargy seems to have fallen on all who have touched this field ; and yet, in the future it can scarcely fail to become one of the great sources of coal supply." In most respects indorsing the above remarks, I take occasion to lay before the Institute the following facts in defence of the Richmond basin; and not willing to criticize other mining enterprises in this field, I will make this one remark in general for all of them. While it is true that very little coal has been raised during the year in this field, it is equally true that even the little that has been raised could hardly be sold. When the output of the largest coal districts in the United States decreases, in consequence of the state of the market, it is not to be wondered at that the former small output of this basin dwindled down to almost nothing. But a far deeperseated evil, under which this field is suffering, may be discerned from the following remarks, which I hope will show that the latter part of the above remark in the Journal is not altogether fair. As the history of one mine in this district very nearly represents the history of the whole field, I will endeavor to give an account of the development of the Midlothian Mines, ranging amongst the oldest in the district, partially taken from a report of Col. Wooldridge, in 1811. Coal was mined in this neighborhood as early as 1700, and used (then so-called extensively) in the vicinity in 1775. A

The Giroux Consolidated Mines Co. is equipping a five-compartment shaft at Kimberly, Nev., which will serve the Alpha mine. The depth of this shaft, January, 1910, is 963 ft., and of this depth 948 ft. was opened by raising; 15 ft. of sinking was done so that the bearers, collar-set, and three shaftrsets might be installed and concreted, and with this done it mas possible to erect the necessary surface-equipment for resuming shaft-timbering on the completion of the raise. The arrangement of the shaft-timbering is shown in Fig. 1. At the 1,000-ft. level of the Alpha, and 750 f't. SW. from the Alpha shaft, a 14- by 18-ft. station was cut, and a 25-h-p. airhoist was installed. From here the raising commenced on July 5, 1909. The raise was cut approximately 13 by 21 ft. in area, and supported by timbering with square sets, illustrated in Fig. 2, which shows the division into four compartments. The end compartments, which were used as chutes, had the center girts heavier than in the others on account of the wear from falling rock. The chute-lining was braced by inserting 8- by 8-in. stiffeners parallel to and half way between successive caps. Similarly, the lagging on the wall sides of the cage-way and the compartment for pipes and ladder was stiffened with 4- by 6-in. timbers. In the pipe-and-ladder compartment the chute-stiffeners were reinforced with 8-by 8-in. struts, and as the cage-way was partitioned off by braced lining, there was practically no chance of rock entering the ladder-way in case a chute burst into the cage-way. Over the two center compartments the last two sets were always bulkheaded with 8- by 12-in. timbers, shown in Fig. 3, and from the lower bulkhead the cage sheave-wheel was suspended. In a relatively shallow bath making a two-product separation, the intermediate horizontal currents sweep these intermediate gravity materials away to be discharged with the refuse removed by the conveyor. Such a system provides a number of advantages. The gravity of separation can be changed simply by changing the density of the medium without changing particle size of medium solids or other conditions, as would be necessary with a system requiring uniform or stable density throughout the bath. Some installations in Europe separate at 1.40 sp gr on one shift, producing a superclean coal, and on the next shift reclean refuse from dry cleaning units and effect a separation at 1.80 sp gr. Medium solids may be much coarser in size consist, which reduces the viscosity of the medium and promotes its fluidity and in turn the sharpness of separation. Coarser medium solids with a more rapid settling rate are much more easily recoverable from the dilute medium rinsed from the products. THE Oklahoma legislature recently passed a bill providing for "the creation of an oil and gas department under the jurisdiction of the Corporation Commission, authorizing the. Corporation Commission to appoint a chief oil and gas conservation agent, and conferring exclusive jurisdiction on the Corporation Commission in reference to the conservation of oil and gas, and the inspection of gasoline and oil, the product of crude petroleum, and repealing all acts or parts of acts in conflict therewith and declaring an emergency." Some of the functions of the new bureau include the receiving and filing of all well logs and the direction and supervision of plugging all abandoned oil and gas wells under rules prescribed by the Corporation Commission. The two leading petroleum-producing States of the country, Oklahoma and California, have now established oil and gas bureaus with a staff of inspectors to see that the important rules relating to the conservation of oil and gas are thoroughly enforced. The economic significance and the value of well logs in the conservation work has been recognized and the necessary legal action taken to insure and procure them. William B. Heroy, of the Government Land Classification Board, in a personal communication to the writer, says that the drilling of wells is also regulated by public authority in the Roswell artesian basin in southeastern New Mexico, where a permit must be obtained for the drilling of any well and a certified log of the well recorded with a county official. The method is said to give fairly satisfactory results. In a recent article 1 a National instead of a State Bureau was suggested for collecting and filing well logs. In discussing the paper, L. L. Hutchison characterized such a plan as impractical because the average driller or contractor will often juggle or guess at the log and will not keep the record sufficiently close or accurate, making it necessary to maintain a special man at each well for the sole purpose of obtaining

I. INTRODUCTION. THE application of the camera as an adjunct to topographic mapping began practically with its invention, and it has been employed with varying success since that time. With the exception of the camera to be described, the plate-camera has been universally used in this work, thus giving a projection of the area photographed on a flat surface. From such projections or photographs, by the rules of geometry and of perspective, points defining topographic features and seen from at least two camera-stations may be projected upon a ground-plane-the map.1 In 1904 I employed the plate-camera for this purpose in Alaska, but found that the labor necessary to plot the maps, even in a general way, was long and tedious. In 1905 a small Eastman panoramic camera was fitted with spirit-levels, a sightalidade and a transparent scale, introduced inside the camera to register the degree-points in the sky-line of the film-negative; also, arrows to indicate the horizon-line. This was, on the whole, successful; but the details in the topography were not brought out in the views with sufficient clearness, and the photographs were too small. These difficulties were overcome by obtaining a larger and more carefully constructed instrument, which was satisfactorily employed in the field during the year 1906. In connection with its investigation looking to the prevention of waste and the increase of safety and efficiency in the mineral indus- tries the Bureau of Mines has undertaken a study of the possible uses of the electric furnace in metallurgy. This bulletin presents a com- pilation of such data as seem to be useful for the information of persons who may be interested in the matter. In the application of electricity to metallurgy three kinds of processes are involved, namely, mechanical, thermal, and electrolytic. Under the mechanical application of electricity come those proc- esses of dressing and concentrating ores that are known as either electrostatic or electromagnetic processes. In electrothermic processes the current is used as a source of heat. The fundamental differences between the various types of electric furnace that are at present in commercial use relate to the manner in which the electric current is applied, as may be noted by reference to that part of this report in which the subject is discussed. In electrolytic processes the electric current is used for depositing metals from solutions. The process may be conducted in one of the following ways: (1) The material to be treated may be put into solu- tion and then electrolyzed, the material thus treated forming the electrolyte; (2) the material to be treated may form the anode or be placed in contact with the anode; or (3) the material to be treated may form the cathode or be placed in contact with the cathode. This report treats of electrothermic processes, with the possible exception of those for the reduction of aluminum from its ores. Moreover, of the processes used in the so-called electrochemical in- dustries only those for the reduction of an ore to metal, or to a com- pound of the metal that is of value in itself, or is an aid in metallurgical work, are here discussed.

Introduction An examination of statistics for the world phosphate fertilizer industry since 1980 reveals that there is an increasing tendency for fertilizer-manufacturing activity to concentrate in the areas of phosphate-rock mining. The economic justification for this resource-oriented strategy is clear. The choice between shipping phosphate rock, a comparatively low-value product, and shipping a more valuable finished fertilizer product will always, as long as cost considerations control the decision, be resolved in favor of the latter. The historical existence of substantial phosphate fertilizer-manufacturing capacity, which is oriented toward fertilizer-consuming activities and dependent on imported phosphate rock, shows that narrow cost considerations have not always determined the industry's location. One is entitled to ask what conditions have changed to precipitate the observed relocations, and how permanent are these changes. These questions are the subject of this investigation. Recent trends in world phosphate trade Since 1980, the changing pattern of world trade in phosphate materials reflects an increased interest in manufacturing phosphate fertilizer in rock-producing areas. This is shown by the decline in the total tonnage of phosphate rock being traded worldwide compared to world consumption of phosphate fertilizers (Fig. 1). This relative decline has continued since 1984, which is a longer period of time than could be explained by temporary cyclical market factors. Other evidence corroborates this conclusion. The world's phosphate-rock production is relatively concentrated geographically. In 1992, the top ten producing countries accounted for 92% of world production. Figure 2 shows that the share of world fertilizer production in the top ten rock producers has increased. Yet, further evidence of the direction of trade changes can be had by looking at the pattern of the world's sulfur trade. The first step in the manufacture of any of the widely used phosphate fertilizer products is the acidulation of phosphate rock with sulfuric acid. In most instances, phosphate fertilizer producers have found it economical to produce their own sulfuric acid by burning elemental sulfur, and such operations account for over 60% of all sulfur consumption in the world. 1 Therefore, a concentration of phosphate fertilizer production in rock-producing countries should produce a similar concentration of sulfur imports in the same countries. Figure 3 suggests that there has been a tendency since 1989 for sulfur exports to go increasingly to the rockproducing countries. World phosphate-location strategy is not limited to the alternatives of shipping rock and shipping finished fertilizers. A third alternative consists of producing phosphoric acid, the principal phosphate fertilizer intermediate, at the rock deposit, and then exporting it to market-oriented ammonium phosphate plants. This arrangement offers the importing country the advantages of shipping a more concentrated product while retaining the economic multiplier benefits of a domestic high-analysis fertilizer industry. India, and several other countries, imports merchant-grade phosphoric acid to use as input for the domestic value-added fertilizer industries. For various reasons, the trade in phosphoric acid has never quite lived up to the promise suggested by the foregoing discussion. Figure 4 shows no growth in this trade in the last ten years, either in absolute terms or in relation to the world's consumption of phosphoric acid. Most of the decline in the trade in phosphorous in rock form has been replaced with trade in finished fertilizers. The trade in superphosphoric acid was a growth activity in the late 1970s with the growth in US exports to the USSR, and this trade survived the Carter-era embargoes of US-Soviet trade. However, no additional sizable markets for superphosphoric acid developed, and other suppliers sought out the Soviet market. The problem with superphosphoric acid is that the cost of its incremental concentration is as great as the savings from shipping the more concentrated product. The Soviet market was a special case. The political breakup of the Soviet Union disrupted the superphosphoric acid trade after 1991 and led to a shutdown of the US export capacity.
