In this volume, which is divided into chapters on a commodity basis, many subjects inevitably have a common interest with others, or are interrelated in one way or another. No group of commodities is so outstanding in this regard as is that group of which the basic raw material is a carbonate rock. There are chapters in this book on dimension stone, on crushed stone, on chalk and whiting, on cement, on lime, on magnesite, on sodium carbonate; all of which are entirely, or partly, products of the "carbonate rocks." Rhodochrosite, witherite and strontianite are other carbonates described respectively in chapters on manganese minerals, barium minerals and strontium minerals; and travertine and cave onyx are carbonate materials used as ornamental stones. High grade marble is used for monuments and statues and as a decorative building stone. The aggregate tonnage of the basic raw material, the carbonate rock, is so enormous that it exceeds the tonnage of any metallic ore mined and quarried in the United States, and in turn is exceeded only by coal, sand and gravel, and by water in the gross tonnage produced by the mineral industry in this country. The specialties, including magnesite, sodium carbonate, and rhodochrosite, witherite and strontianite are produced from uncommon rock types of limited occurrence. They are described adequately in the chapters devoted to these subjects. This chapter is concerned with the limestones and dolomites. No other solid rocks are as important as these in the industrial life of the world, nor are any so widely known. Massive units of some carbonate formations form many of the spectacular features of some of the most rugged mountains in the world, such as the Dolomite Alps, the Canadian Rockies, some rugged peaks of the eastern flanks of the American Rockies in Colorado, Wyoming and New Mexico and in many ranges in Utah, Nevada and Arizona. These continue down the Sierra Oriental in Mexico and on around the world to the flanks of the Himalayas, in the South China Highlands, and separating Asia and Europe in the flanks of the Ural Mountains where they form many reexhumed hills called Shikhany.50a Less rugged and more nearly flat-lying carbonate rocks underlie most of the area of our great Middle Western plain, the southern part of England and the northern part of Africa. These are the common rock formations known from boyhood to a large part of the world's population. The use of lime, produced by the burning of limestone, goes back to antiquity, and mortar was used widely in Biblical times. The cement made by mixing volcanic ash with lime was a basic material of construction when Pompeii was built. Our Eastern states are dotted with abandoned limestone quarries, and the ruins of old lime kilns which were operated in Colonial days. Many limestones and dolomites are found in flat-lying strata of a thickness convenient for quarrying as a building stone, so that houses and other structures have been built with them for centuries. In order to replace the muddy and rutted dirt roads with surfaces that could stand the hard usage of his wagons and carts, man learned to crush stone and put a layer of it on his old trails. T HE new Secretary of the Institute has been asked to address the members through the medium of MINING .AND METALLURGY, and it is perhaps well that he should do this at the first opportunity after his election. The duty of the Secretary, as the present incumbent understands it, is that of attempting to carry on the functions of the Institute in a manner that 'will tend to make it serve its most useful purpose. What is its most useful purpose or purposes? This was concisely answered by Dr. Joseph W. Richards in the June issue of MINING AND METALLURGY under the title "Why is the Institute?" And yet its most useful purposes are not 'fixed ideals or definitely determined things, they vary from year to year, changing with the development of the nation, conforming to needs and anticipating future requirements. Many men of many minds cannot always see eye to eye. The ideas or ideals of one may seem trivial to another, an obvious necessity to one is an entirely useless activity to the minds of others. A number of the activities upon which the Institute is now engaged might have been looked won, a few years since, as uncalled for, unnecessary, and un- desirable. The participation in public affairs was one of these questions. The publication of three volumes in one year may have been a questionable thing to do, but it was an achievement. A monthly magazine that will pay for itself by carrying the Institute's message to its members has its detractors, and yet to many members it seems one of those things that are quite worthwhile. Fortunately, we have a large membership, and fortunately the majority of an intelligent body of such size is apt to have in common many ideas that are right and proper. AN extremely successful meeting, under the joint auspices of the Ohio Section and the Iron and Steel Committee, was held at Cleveland on April 19 and 20, about one-half of those in attendance being from the Cleveland district and the other half from a distance. The morning session on April 19, C. K. Leith presiding, was opened by the presentation of the ad-dress of which an excerpt is printed on the opposite page. In the subsequent discussion R. A. Allen pointed out that the meeting had not been called "to blow the lid off the tariff" since that is only one of the many problems connected with the wisest utilization of man-ganese, and it was the purpose of this meeting to con-sider all those interdependent problems. The purpose of the tariff was to develop an adequate domestic sup-ply, and that result had not been accomplished. An-other important problem, linked with the tariff, is the need for assuring, while we are at peace, an adequate war supply of manganese, and at present this country has no such policy. D. F. Hewett said that his 3-months' trip in Europe last summer had impressed him with the fact that England had once been in the position United States now is in, of being the principal world's producer of all the more important minerals and with a declining reserve had gone on a free-trade basis. No one pointed out that, with the exception of tin, the present relative position of England is due more to an increase in pro-duction in other countries, rather than to a decrease of domestic production. J. Sharshall Grasty referred to recent development work-in Virginia where of 30 per cent easily concen-trated manganese ore about 300,000 tons has been blocked out and possible and probable ore amounting to 700,000 tons more is indicated.

The single most unique design feature of the Centralia Coal Mine is the public information program. Just what the heck does public information have to do with the development of a coal mine? The utilities of today have had to build larger and larger plants to keep down the costs of power to the consumer. The large plants require huge amounts of capital, take up large areas of real estate, consume unprecedented amounts of coal, and generate large quantities of waste products which have to be reckoned with. Coal mines supplying these plants have also increased in size and production to meet the power plants' unending appetite for coal. This means the disturbance of great areas of land and significant alterations to the landscape. Today's public is greatly concerned about the environment in which he is living. The great size of a power plant with its large stacks, coal piles, and the coal mine with its large earth movers, disturbed acreages and the resulting waste products of both operations appears to present a threat to his environment. Because of this,' many power plants and coal mines are having public acceptance problems. This has resulted in the passage of stringent legislation and in some cases brought upon construction delays for major power plants.

The Penjom gold mine treats highly preg-robbing carbonaceous ore by using relatively inexpensive gravity and hydrometallurgical methods. The mine is a joint venture between Avocet Gold Limited, a subsidiary of Avocet Mining PLC, a U.K listed mining company with interests in gold and tungsten, and the Pahang State Development Corporation (PKNP) who receive a 2% royalty. The operating team at Penjom embarked on a programme of innovation during 1998 following a realisation that almost all of the primary ore in the gold deposit was highly carbonaceous in nature. Earlier attempts at desliming and leaching the deslimed product through a normal CIL circuit had failed, and through shear necessity, the team turned to new technologies which were considered most suited to the ore characteristics indicated from pre­feasibility testwork. Between April and September, 1998, the mine introduced three key processes, which combined represent the elements of "The Penjom Process". The gravity circuit was boosted to maximise the capture of leachable sulphide and free gold from the relatively carbon free cyclone underflow stream, kerosene and diesel blanking was introduced to treat the cyclone overflow and RIL (resin-in­leach) technology utilised to replace the existing CIL (carbon-in-leach) circuit. Further experimentation with selective resin in partnership with Mintek of South Africa yielded a significant improvement to the process during 1999. Minix­Dowex resin was introduced mid year to replace a non-gold selective resin, which had been used in a flotation/batch leaching circuit for about nine months. Lower carbon levels in the feed at that stage led to the abandonment of flotation and the introduction of continuous RIL, which has been adopted as the major chemical process at the Penjom gold mine since September, 1999. Given the proven performance of the circuit to date, this process may be considered as a low cost option for the treatment of highly carbonaceous ores, particularly those which are not refractory and contain a reasonable percentage of free gold.

"Ecstall Mining Limited was formed to operate the Kidd Creek mine, discovered by Texasgulf Incorporated in 1961 the orebody is geologically very complex, containing rich values of zinc, copper, silver and lead. The first phase of the operation involved an open pit, railroad and concentrator complex, which was under construction in 1965 and began operations in late 1966. The open pit, with rim dimensions of 2,000 by 1,000 feet, was computer-designed and highlights excellent wall control and efficient ore extraction and grade control. The railroad was built over the worst type of muskeg country, but it has been well maintained, resulting in an uninterrupted supply of ore in the trains. The 10,000-tpd concentrator, located 17 miles from the mine, is highly instrumented and automated. It features computer control of reagents and, in addition to the copper, zinc and lead flotation circuits, has a modern gravity tin plant. The concentrator is large, because very fine grinding is required for good metallurgy and nearly 2,500 tons per day of concentrates are produced. In 1969, work was started on the underground mine to take over from the open pit; it began partial production in mid-1973. The mine is highly instrumented, has a ramp from surface, a high-production shaft, an underground gyratory crusher and an efficient orehandling system, and employs the latest mining techniques. The electrolytic zine plant, rated at 120,000 tons of slab zinc per year, started operation in April, 1972, with batch leaching and purification circuits. It has been converted to continuous leaching and is now in the process of converting to continuous purification. Further modernization and automation will be carried out in the next few years. Five service departments support the five operating departments. These are maintenance, engineering and technical services, geology, administration and employee relations. How these ten departments function and work together using the most advanced technology to produce an efficient operation is the main theme of the Ecstall Story."

Flaubert, as we know, laid stress on the selection of the right word, le mot juste, the precise epithet, the word that belongs to the thing. A sentence, or even a paragraph, may be spoiled. by the use of a word that is not proper, that does not fit or is foreign to the meaning intended. An Australian mining expert is reported to have said: You have a property of considerable value, and what I saw warrants s good development of very rich cubicular galena, with gossan intermixed. 'Cubicular' means 'belonging to a small bedroom', a 'cubicle' being a sleeping compartment. He meant 'cubic', of course. This is a malapropism, and reminds me of the lady from Chicago that, on her return from Europe, said how much she had enjoyed the rural parts of France, because, among other things, it was "so delightful to hear the French pheasants singing the mayonnaise to the tune of the Los Angelus". It is impossible to amalgamate coal-tar thoroughly with the pulp in the agitating-tank. In metallurgy, 'amalgamate' refers to the combination of mercury with one or both of the precious metals, forming an amalgam, which is an alloy of mercury with another metal. It differs from other alloys, such as brass or bronze, in being made without the aid of heat, inasmuch as mercury is molten at the ordinary temperature. The word comes to us from the Greek through Old French and means 'something soft'. It is a mistake to use technical terms, having a specific meaning, for purposes that are foreign to that meaning. The writer of the quotation is not discussing any combination of metals; he is dealing with the physical process of mixing and is using 'amal-

DESPITE the very small number of engineers who can get away from their tasks to New York, a point so far from the Mid-Continent and Cali-fornia oil fields, where the real important, engineering progress in the industry is being made, the attendance was remarkably good, and it was generally remarked that all the sessions were "snappy," and there was no drag. This was largely because, under instructions from the chairman, very few papers were permitted to be read, and the "high lights" of each paper were pre-sented orally as an introduction to the large and varied discussions, many of which were prepared in advance. The round table discussion on petroleum engineering research problems, conducted by W. E. Wrather, proved a greater success than was anticipated, considering the difficulty in getting many of the men to discuss such problems. There has been no crystallization of opinion heretofore of what are important engineering research problems, as distinguished from pure science problems, and a digest of the discussion will be made available so as to present the results obtained. It is hoped that further round table discussions, as well as committee work, in the meantime summarizing problems appear-ing in papers published the last two to three years, will enable the oil industry to determine intelligently which of the problems are most important for immediate attack. The roundtable discussion on petroleum engineering educational problems, conducted by H. C. George of the University of Oklahoma, was equally fruitful, and since managers of companies, consulting engineers, and pro-fessors cooperated in these sessions, a cross-section of their opinions on improving the curricula for training the large number of petroleum engineers, which the industry can absorb in-the next few years, was obtained.

As already announced, the XCIIId meeting of the Institute will be held at Toronto, beginning July 23, 1907. Hotel Headquarters will be at the King Edward Hotel, in which also the sessions will be held. The Queens, Rossin, Wallen, Iroquois and Palmer are good hotels not far from the King Edward. Members must secure their hotel-accommodations beforehand, by direct correspondence with the hotel they select. For those who neglect this precaution, the Local Committee will doubtless do what it can, but is unable to promise anything. Correspondence concerning this meeting (including notices of intention to attend it) should be addressed hereafter exclusively to Mr. W. G. Miller, Provincial Geologist, Bureau of Mines, Toronto, who is the representative of the Local Committee. The excursion to Cobalt, Lake Tenagami, Sudbury, etc., arranged by that Committee, involves the use of a special Pullman train for meals and lodging. After waiting a reasonable time to hear from members, the Local Committee has made its contract for Pullman cars. According to its latest report, there was still room for additional excursionists. Under this head, application made immediately to Mr. Miller may not be too late. Sessions for the presentation of papers, etc., will be held at the King Edward Hotel on Tuesday afternoon, July 23, and Wednesday morning and afternoon, July 24. One of the highest costs associated with insitu leaching of copper is electric power. The ReGeneration Project addressed this cost issue with a research and development project for BHP Copper. The project involved the installation of a reverse pump/turbine for the removal of excessive fluid pressure and the production of useful electric power. The motivation for the project was that a reverse pump/turbine unit could not only remove the excess hydraulic pressure, but when connected to an induction .generator, would produce electric power, which could be easily connected to the local power gird, thus reducing operating costs. The project was successful in removing excess fluid pressure and producing electricity. The unit is operating today, producing useful 2,300 volt power at a rate of approximately 128 kilowatts.

"FOLLOWING the Leduc discovery •by Imperial Oil in 1947, The California Standard Company began to acquire land in the area immediately west of Edmonton and in line with the Leduc reef trend (Figure 1).The California Standard Winter-burn Province No. 1 in Lsd. 10, Section 4, Township 53, Range 25, West 4th, which was spudded, on the basis of a seismic anomaly, in December, 1949, failed to find reef. This well was located on the eastern .edge of a large land block which California Standard and Imperial Oil had pooled as a joint venture, with California Standard a:s the operator (Figure 2).The culmination •of an extensive exploration and land aquisition programme was the drilling of the California Standard-Acheson Province No. 1 well .in Lsd. 13, Section 2, Township 53, Range 26, West 4th. On August 24th, 1950, a drill stem test was run in the D-3 zone which had been encountered at 4,969 feet, and a flow rate of 702 barrels per day •of 36° gravity oil was obtained. Just previously, Imperial Oil had completed a similar programme in the Stony Plain Reserve with the swabbing-in of Imperial Stony Plain No. 1. These two discoveries set off a drilling programme to determine the extent and value of the oil accumulation.Subsequent drilling of wells some successful .and others not by several other companies as well as California Standard bias, .to date, still left much to be determined as to the approximate delineation of the productive limits of the Ache-son-Stony Plain area. However, to August 31st, 1951, there were twenty-one D-3 producers north of the reserve and three in the Stony Plain Reserve."

THE Salida smelting plant, owned by the Ohio & Colorado Smelting & Refining Co., is situated at an altitude of 7,000 ft., about 2 miles west of Salida, Colo., and 215 miles southwest of Denver. Salida is a division point on the. Denver & Rio Grande R. R. where the narrow-gauge line serving the Sari Juan region joins the through standard gauge. This narrow-gauge road also serves the coal and coke companies at Crested Butte and the lime quarries and mines at Monarch and Garfield, which are only 20 miles distant. These facts, together with the possibility of an appropriate site, doubtless influenced the builders to locate at this point. The smelting plant and yard occupy 80 acres of land on the northeast side of the Arkansas River. The slope of the ground is such as to permit of the ore being delivered by cars at a point 25 ft. above the feed floor; and in front of the furnaces there is a fall of 50 ft. for the slag clump. A recent purchase of river bottom has provided slag room for 20 years. As originally constructed, the plant consisted of four blast furnaces, 40 by 144 in. at tuyeres, two copper-matting furnaces, dust chamber, stack, power plant, blowers, sampling works, and one railroad trestle about 16 ft. from bed floor to rails. Later 12 hand roasters of excellent design were added and the practice of smelting leady matte in-a copper-matting furnace was abandoned. Since the plant passed under the present management the equipment has been increased so that the following is a brief description of the same at this date: Two lead blast. furnaces, 48 by 180 in. at tuyeres, 17 ft. 6 in. tuyères to feed floor; four lead blast furnaces, 40 by 144 in. at tuyères, 17 ft. 6 in. tuyères to feed floor; two copper-matting furnaces, not used; blast-furnace flue, 900 ft.; area 245 sq. ft.; blast-furnace stack, 150 ft.; above furnace floor, 190 ft. When smelting a 500-ton charge per day, the gases approximate 63,700 cu. ft. per minute and travel at a speed of 260 ft. per minute.

This year of 1926 marks the 40th. anniversary of nickel mining in Canada. Although the first nickel mine of the Sudbury basin was discovered in 1883, it was not until 1886 that the Canadian Copper Company was organized and actually began to mine copper-nickel ore from the Lady McDonald, Stobie and Evans mines. The intervening years have witnessed some exceedingly interesting nickel history, particularly interesting and gratifying as well to Canadians. Forty years ago, at the inception of Canadian nickel mining, the world's consumption of that metal was about 1000 tons per annum and this was supplied largely from New Caledonia ores refined in France. This nickel was used principally for the production of nickel-silver, coinage alloys, and for nickel-plating. No processes were then known for refining the Sudbury ores nor for the separation of copper from nickel. Consequently, the pioneers in Canadian nickel mining faced the double problem of finding a method of treating their ores, and of finding a market for the nickel when and if they could extract it.

Since addressing the Institute a year ago on The Future of the Copper Industry (l), many things have happened, most of them bad. It has been a hard year for profits and prophets. It was, therefore, with consider-able perturbation that I accepted the gracious invitation of your Committee to reappear. On reviewing my remarks of a year ago, I. have wondered whether, under pressure of more important matters, the Committee had neglected to make a note of them, or whether they felt that further explanations from me were in order. In either event, I am glad that I am here and welcome the opportunity to make any contribution I can to a clearer understanding of the problems of copper to those concerned. The English-speaking nations own 80 per cent of the present world-production of the metal. Col. P. E. Barbour, Secretary of the Mining and Metallurgical Society of America, and I recently completed an estimate of the known world resources of copper. We placed the figure, in round numbers, at 100,000,000 tons of metal. Of this amount, about one-third lies in the United States, one-third in the British Empire, and one-third in South America; and all but 4 per cent of this is owned by British Empire and United States capital. Our figures do not include any estimates for Russia, Japan, or Europe, on which there are no available data. It is true, consequently, that the British Empire and the United States are the ones concerned. It seems to me to be a matter of great importance to the world at large, and of even greater importance to those nations themselves, that the known sources of supply of this metal, so essential both in peace and war, rest so strongly in their hands. I cannot believe that in the long run they will neglect their responsibilities in the wise administration of these resources.

The past decade has seen the widespread implementation of computerised real-time operational management systems in open pit mines. While these systems have made a significant impact on operational efficiency at a process level, surprisingly little work has gone into integrating these systems with other IT systems, including those used for tactical planning and enterprise resource planning. As a result of this gap in the information hierarchy, the goal of optimising an entire operation, or multiple operations, remains elusive. Implementation of computerised operational management systems in underground mines has been much slower. This is a significant, though often overlooked, reason why the productivity for underground mining is generally so much lower than for open pits. The historical reluctance to implement computerised operational management systems underground can in part be attributed to the underground environment, particularly the difficulty in establishing effective communications. Another factor retarding the implementation of systems underground has been the perception that the nature and scale of underground mining does not lend itself to computerised operational management. This perception can be challenged, not only by a process level examination of the underground mining, but also by a holistic examination of the entire industry. In recent years, the mining industry as a whole has destroyed rather than created wealth and underground mines are major culprits. The degree of value destruct has been more pronounced with underground mines, as the usual problem û low commodity prices û has been exacerbated by the harsh environment, low productivity and a æfog of warÆ no longer generally found in open pits. Faced with these realities, underground mines will have to adopt modern management tools or suffer extinction at the hands of an unsympathetic investment community. All is not gloom and doom, however. Technological advances have largely overcome the difficulties associated with the underground environment. As a result, there is a small, but growing, number of underground mines using computerised operational management systems to directly improve the bottom line. Much greater improvements can be realised if the industry takes advantage of the recent convergence in technology, to integrate process information with tactical and enterprise resource planning systems in order to provide a solid platform for all decision-making. This would result in the æeÆ mine. Given that the underground fraternity is essentially starting with a blank sheet, they have the opportunity to æsteal a marchÆ on open pit mines, who may be constrained by legacy systems. The benefits of the æeÆ mine are presented through a hypothetical case study that examines the shortfalls of the non-æeÆ mine. The paper ends by presenting a future vision for the æeÆ mine.

THE Copperton mill in reality was a sort of proving ground. It was. designed to serve three purposes: (1) to verify the accuracy of the mine sampling by actually treating substantial tonnages of ore, (2) to demonstrate on a reasonably large scale the percentage of the copper in the ore that could be recovered, and (3) to permit the testing of various kinds of machines and devices for crushing and concentrating the ore, so as to guide the engineers in designing the proposed 6000-ton milling plant at Garfield. As a matter of fact, it contained a lot of second-hand equipment sent by MacNeill and Penrose from the works of the United States Reduction &Refining Co. in Colorado; and it was by no means a model installation. Probably it would have been even less efficient, except for the skillful work of George O. Bradley and-Frank-G, Janney, both of whom had worked with Jackling at Mercur. Bradley was a mechanical engineer employed to design the plant. Later he directed the design of the concentrator at Garfield and remained as consulting mechanical engineer to the company until 1915. Janney, who afterwards became manager of mills, a position that he retained until his death in 1916, was a skilled mechanic at the Golden Gate mill at Mercur when Jackling built the plant in 1897. His flair was making machinery do what it was intended to do. He was not an ore-dressing engineer in a technical sense; but Jackling him- self was a specialist in this respect as well as in designing and construction and Janney's mechanical aptitude made him a particularly valuable man in the Utah organization. THE wage rates and working conditions in the anthracite. region of Pennsylvania have been governed for nearly 20 years by the award of the Anthracite Coal Strike Commission, appointed Oct. 16, 1902, by President Roosevelt. The report of this com-mission, made in March, 1903, was accepted and, with eight modifications made at various dates, has had .almost the force of law, and has kept this great indus-trial region free from strikes for almost a generation. In 1920, President Wilson appointed an Anthracite Coal Commission, and its report, accepted Aug. 30, 1920, governed wage conditions to April 1, 1922. Actually, the agreements have been for terms of two to four years, and lately, in 1916 and 1920, the employ-ees have continued at work pending the negotiation of new agreements which were made retroactive, and which have all been modifications of the original 1903 award. With the expiration, April 1, 1922, of the 1920 award approaching, Mr. Lewis, president, of the United Mine Workers of America, addressed a letter, on Feb. 20, to the operators, suggesting a meeting on March 15; this date was accepted by the latter, with the notation that the time was short. At the meeting, the Mine Workers presented 19 demands, and advised that if a satisfactory agreement was not reached by April 1.a suspension of mining would occur, contrary to the practice since 1916 of continuing work with a retro-active adjustment.

For most geologists and miners the term asbestos refers to a group of highly fibrous silicate minerals that readily separate into long, thin, strong fibers of sufficient flexibility to be woven; these fibers are heat resistant and chemically inert, and possess a high electric insulation and therefore are suitable for uses where incombustible, nonconductive or chemically resistant material is required. The US Mining Safety and Health Administration (MSHA) specifically refers to the naturally occurring minerals chrysotile, amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos as asbestos if the individual crystal fragments have the following dimensions: length-greater than 5 µm; maximum diameter-less than 5 µm; and a length to diameter ratio of 3 or greater. Since asbestos has been identified as one of the ten most carcinogenic substances (a cancer-causing agent), it has become, for many government regulatory agencies, a major issue concerning banning emissions to the environment. Very few recent issues have caused as much concern for the crushed stone industry as asbestos. Complicating the problem is the fact that several federal and state bureaus have greatly compounded the confusion because each has become involved in the asbestos dilemma. Simple solutions to a very complex problem have been proposed by these various governmental groups. In addition to governmental bungling is the fact that public interest groups have been able to use federal and state laws that have been enacted with a strong environmental bias to foment even greater complexities. Such is now the state of the asbestos problem. No con- firmed health risk has been associated with low-level exposure, namely crushed stone in an unbound form; a methodology for sampling and analyzing for asbestos has not been developed; a precise definition of what is asbestos does not exist, nor does a concensus among the various government groups as to what course of action to pursue. Pure asbestos as it is mined for commercial purposes does not exist in the properties mined by the crushed stone industry. Where the six asbestiform minerals do appear (to date we've been referring mainly to chrysotile in serpentinite formations in Maryland) the amount of the asbestiform mineral present is generally quite small. They generally appear in scattered, miniscule amounts. In the case of Rockville Crushed Stone in Montgomery county, Mary- land, the chrysotile is less than 1/2 of 1% of the rock deposit. No health risk has been identified with such minute quantities of asbestos minerals. MSHA standards for the occupational health and safety of quarry workers are being met; and there is every indication that normal background levels of asbestos, throughout the surrounding countryside, are as high or higher than levels measured on roads where the rock is used in pavement or base. The problem and the controversy lie with improper terminology on the part of so-called public interest environmental groups, aided and abetted by some governmental agencies who, to be charitable, we can best describe as uninformed. The news media frequently has fanned the issue, unintentionally we'd like to think, by quoting these misinformed authorities and not bothering to question the facts or adequately report balancing information handed to them. It is much better copy to talk about an asbestos cancer scare, than to deal with rather mundane measurements and descriptions that are hard to understand. At the heart of the issue is the improper use of the word asbestos. Instead of being confined to the geological description of the six asbestiform minerals-chrysotile, amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos-the word asbestos is also wrongly used, but too-frequently to identify many other minerals that happen to have elon-

(New York meeting, February, 1913.) IN the study of ore deposits water plays a very prominent part. The small group of igneous ores involve it least, but in all the rest it is an invariable feature. The ground-water, therefore, is perhaps as appropriate a subject for discussion before a session of the American Institute of Mining Engineers as any topic which might be selected. The theme is if anything the more appropriate, because two very important contributions to it have already appeared in the Transactions. The great essay in 1893 of Franz Posepny,1 systematized and classified the subject, and was doubtless not without its influence in leading to the presentation in 1900, by C. R. Van Hise, of an important contribution entitled Some Principles Controlling the Deposition of Ores.2 We all recall the discussions of 10 or 12 years ago, and the interest in these themes which then prevailed in the Institute. They are collectively accessible in the separate edition wisely assembled by Dr. Raymond, and now to be supplemented by the Emmons Volume. Views have been progressing in the past decade or more, and new evidence has been brought to light. A general summary and concise statement may, therefore, not be without interest.

"In 1974, Copperfields Mining Corporation and Soquem formed a new company, Niobec Inc, to bring the niobium deposit of the St-Honore carbonatite into production.St-Honore is located in the Saguenay area, near the cities of Chicoutimi and Arvida, and about one hundred and forty (140) miles north of Quebec. The discovery of the carbonatite complex was made in the fall of 1967 as a result of an airborne radiometric survey in search of uranium. The detailed exploration of the carbonatite indicated two niobium-bearing formations besides the original discovery of a rare earths zone. During the following years, the niobium formations were defined by diamond drilling and a decline was driven down to obtain adequate samples for metallurgical evaluation. In 1974, after seven hundred (700) bench scale tests, eleven (11) months of pilot plant 2nd a worldwide market research, a joint decision was made to initiate the development of a fifteen hundred (1500) T.P.D. mine and mill, under the management of Teck Corporation. The construction of the facilities were completed in early 1976 both on time and within budget. Niobec is now the only north american and the world second largest producer of Niobium concentrate.The process used at Niobec was developed from the pilot plant programs and later modified by the mill personnel. A simplified flowsheet for this process is shown on the slide. Briefly, run of mine ore is crushed to minus 5/8"" and fed to a rod mill, ball mill, and screens circuit where the ore is ground to 92% passing 65 mesh. The ore is deslimed in two stages of cycloning, and the final cyclone overflow at 85% minus 11 microns goes to waste. The cyclone underflow is conditioned prior to flotation of a carbonate-apatite concentrate. This concentrate is cleaned twice and then pumped to tails. The carbonate rougher and cleaner tails are cycloned in two stages to change the process; water and then sent to the pyrochlore rougher flotation. The rougher concentrate is cleaned five times. This is followed by pyrite flotation to remove sulfur, leaching with hydrochloric acid to remove phosphorus and dyed to less than 0.1% moisture before being sent to packaging."
