The production of oil & gas from wells requires method of flow from the producing formation into the well bore. Once the well is drilled it will have casing pipe installed to protect the integrity of the well formations and means of delivery to the surface. Once casing pipe is installed it will be cemented in by pumping cement through the annulus of the casing pipe down to the bottom of the well and allowed to flow outside the casing pipe up into the formation.

THE year 1935 witnessed one of the world's oldest industries-gold mining-attain the stature of a billion dollar business. Preliminary estimates indicate that somewhat over 30,000,000 oz. of gold was pro-duced, the largest output ever recorded and exceeding the previous year by more than 11 per cent. Of this huge total the Witwatersrand field produced about 10,800,000 oz., compared with 10,480,000 oz. in 1934. Russia was apparently the stellar performer, and from incomplete data it appears that between five and five and a half million ounces were produced by the Soviets compared with 4,200,000 last year and 2,814,000 in 1933. The United States nosed Canada out of third place with a production of 3,546,000 oz. against 2,916,000 in 1934, while Canada increased her total from 2,965,000 to 3,291,000 oz. Similarly, gains of lesser magnitude were made in Australia, the Gold Coast and other countries. As a result of great activity in developing outlying areas on the Rand, and the great number of new companies building mills in Canada, Australia, the Gold Coast and the United States, the years 1936 and 1937 should see new high records, as these new producers will more than offset any decline in the older properties. The whole world has become "gold conscious" during the past three years. It has been the subject of innumerable articles by economists and others, but, unfortunately, because of their lack of actual mining knowl-edge, they have treated the production of gold as a static affair, ignoring geological and technical factors. It is hardly necessary to draw attention to the fact that the world's gold-mining industry was slowly but steadily shrinking in importance, owing to the gradual depletion of known deposits that were profitable to work at costs existing prior to 1929. The International Geological Congress at Pretoria and the League of Nations Committee drew atten-tion to the estimates of the mining experts of the various governments predicting a steady falling off in world production. Crushed stone operations have become more difficult due to rising costs of labor and equipment, with the consequent reduction in profit margins. Competition from other operators and the encroachment of vertically integrated companies place severe restrictions on available markets. The seasonal demand for stone precludes any definite production level, and changes in productivity have to be accommodated. These influence profitability, and therefore production plans must be continuously adjusted to keep pace with rapidly changing conditions. The basic problem of stone companies seeking to maximize profits is one of balancing stone production costs, costs of inventory holding and stock-piling, marketing costs and any other charges accruing over time against the selling price of stone. Because of high peak demands, slack period production must be stored and then distributed to supplement peak period production. For a multi-plant operation, there is a need to evaluate at the same time the interaction between the plants and the various marketing sectors. In a multi-plant operation with different production capacities and production costs, stone producers are interested in the answers to the following questions: 1. How much stone should be produced at each plant in each time period? 2. What should be the optimum stone shipment from each plant to each market? 3. What are the effects on net returns and shipping plans, if production capacities are altered at the plants? These questions have many different answers that, will satisfy demands. From the point of production scheduling, the minimum production cost may be the objective. From the inventory standpoint, the best solution will be to synchronize production with sales. However, when the transportation of stone is also considered, the desired end is to achieve that delivered cost which maximizes the company f s net return. The complete life cycle of a production facility has many phases requiring many different skills and many different personalities. It is not unlike the life cycle of a person and many parallels can be drawn from it. I leave some of these analogous situations to your fertile minds. The author, having worked in operations, plant design, plant commissioning, marketing and many other interesting situations through the industry has drawn from this experience and examples given by many associates in the industry.The phases seen are as follows: Concept Studies û someone has a bright idea of how to make a dollar. Scope Studies û what possible processes/options that could make a dollar. Prefeasibility Study û the æviableÆ scope options are studied to develop feasible options. Feasibility study û defines the concepts that should be designed to make a viable project thus enabling financing and project commitment to be made. Detailed Design û an intermediate step that consolidates the inputs to give a robust plant that can be constructed.Construction û people can see what they thought was going to occur and start to understand the plant. Commissioning û the hand-over of æownershipÆ from the conceiverÆs to the operators. Operations û the ætoyÆ has become reality and money must be made. De-commissioning û the plant has seen out the useful life of the ore deposit, it now goes through a further process required by society.Across these phases of plant design run several countervailing management requirements that can influence the outcome of the plant design. Some of the management rigours that have to be applied to the various phases are as follows: costing basis of the various phases; operational and maintenance reviews; sustainable development; risk assessment; reliability reviews; equipment availability; commissioning time; and environmental review.This paper endeavours to awaken people to the phases that projects require for a successful outcome and the management rigour that has to be applied throughout the phases to ensure the correct intellectual horsepower is applied at the right time to ensure the best outcome.Many of you would be parents and realise this is not unlike the development of children, teenagers, adults, retirees and ongoing.

Among the objects of interest which the members of the Institute are invited to examine in connection with this meeting is the Brown segmental wire-gun, which will be seen in process of construction at the works of the Pennsylvania Diamond Drill and Manufacturing Company, at Birdsboro. This is a 5-inch breech-loading (highpower) rifle, 19 feet long, constructed upon the system of Mr. J. H. Brown, an inventor of recognized genius in many branches of mechanical industry, and under the engineering direction of Lieutenant G. N. Whistler, Fifth U. S. Artillery. The system consists essentially of the subdivision of the inner core or tube of the gun, which takes up the initial compression, into longitudinal segments of such size that a higher physical condition and degree of special elasticity may be set up therein than it is possible to produce in the larger masses of metal heretofore used for the tube of the modern high-power cannon. The process consists in winding layers of square steel wire, subjected to a constant tension of 130,000 pounds per square inch, around these segments, which, when so held together, form the tube of the gun. A lining-tube may or may not be used. The steel segments used in the gun now under construction are 18 feet 4 inches long, and 3 inches thick at the breech, from which they taper to 0.8 inches at the muzzle. The physical condition of the segments has been determined by test-pieces, cut from each end of each segment, which show the following characteristics: Tensile strength, 165,000 pounds per square inch. Elastic limit, 105,000 pounds per square inch. Elongation at rupture, 14 per cent. in 2 inches. They are of crucible chrome steel, made by the Carpenter Steel Works, at Reading, Pa. The wire which holds them together has 0.005 square inches sectional area and is wound under a constant tension of 650 pounds on each strand, equivalent to 130,000 pounds per square inch. THE Christy Creek clay mine of the General Refractories Co., in the Olive Hill District, ranks with the most important producers in the north-eastern Kentucky fire clay field, both from production of high-grade flint clay, as well as unusual extent and thickness of deposit. The property is but one of a number controlled by the General Refractories Co. in this district, but is given first consideration among them by the operating staff. Its total area is over 5000 acres, owned in fee or by lease of clay mining rights, and although mining operations have been in progress for over five years, scarcely one per cent of the ground has been worked as yet. The mine is near the southwestern end of the clay field, which extends in a belt 12 miles wide and 55 miles long, in a southwestern direction from Kenova, W. Va., which, as the name indicates, is at the junction of Kentucky, Ohio, and West Virginia. Olive Hill, where there is one of the l1Ulin plants of the General Refractories Co., and to which the clay from the mine is shipped, is about 26 miles distant from the mine. Connection is made with the Chesapeake & Ohio R. R. by a spur line . 8 miles in length, owned and operated by the company.

"Construction of the New NY Bridge over the Hudson River 25 miles north of New York City is one of the largest civil infrastructure projects presently underway in the United States (formerly Tappan Zee Hudson River Crossing). The $3.14 billion Design-Build contract is also the largest ever awarded by the state of New York using an Alternative Project Delivery method, and the first major public project to use Design-Build. The new 3.1 mile long bridge will replace the existing Governor Malcolm Wilson Tappan Zee Bridge with a modern twin crossing featuring: Iconic side by side cable stay main spans; significant deck widths accommodating eight lanes of regular traffic, wide shoulders, and a shared use pedestrian and bike path; foundation with excess capacity to fully support a future rail bridge; more than 1,000 large diameter pipe piles driven in deep glacial deposits; drilled shafts installed through steep blast-rock slopes on the east shore landings. Geotechnical challenges included varied bedrock and glacial till surfaces with steep slopes and depths in excess of 750 ft.The purpose of this paper is to highlight major features of the New NY Bridge project with specific focus on the design and construction of the foundations supporting the approach and main span structures from abutment to abutment, provide background on alternative project delivery in NY, as well as provide an overview of the design-build process as it was applied to foundation delivery.The 3.1 mile Governor Malcolm Wilson Tappan Zee Bridge was constructed across the Hudson River connecting Nyack and Tarrytown (Rockland and Westchester Counties). Construction started in March 1952 and was completed in 1955 for a cost of $81 million. The seven lane crossing first opened to traffic on December 15, 1955 and coincided with the opening of a 28 mile segment of highway I-87 / I-287 between Suffern NY and Yonkers NY. The bridge is part of the extensive 574 mile New York State Thruway road system owned and operated by the New York State Thruway Authority (NYSTA)."

"Impact breakage is the most elementary size reduction mechanism in comminution devices. In comminution research, characterization of breakage is primarily concerned with the energy expended to cause it. The main challenges of this approach have been quantifying the actual energy requirements of impact breakage and developing mechanistic models to accurately describe the process. For engineering load analysis, fracture is characterized in terms of strengths such as yield stress and ultimate tensile stress, which govern the maximum loads specific materials can be subjected to before irreversible inelastic deformation and subsequently complete fracture occur. With this approach, the main challenge has been to elucidate the underlying mechanism, in the means that the load causes weaknesses in the material microstructure to act as sites for stress concentrations, leading to crack initiation, propagation and eventual failure. Studies dedicated to investigating particle fracture under impact loading have led to the development of several devices for conducting breakage characterization tests. These devices include the drop weight tester, split Hopkinson pressure bar, rotary breakage tester and the short impact load cell. All these have different particle loading and breakage methods, and thus can yield distinct information which can be compiled together to study a material and the nature of breakage. This work analyses the single impact breakage data obtained across the listed devices. A homogenous ore commonly known as blue stone is used for all breakage tests. The work is conducted using standard procedures specific to each device as closely as possible. Drop weight and rotary breakage tests were used to obtain hardness parameters based on an existing t10 breakage model, while split Hopkinson pressure bar and short impact load cell measurements provided properties based on conventional engineering load analysis. The results were used to highlight the significance of the loading geometry, impact mechanism and impulse on the extent of breakage."

THE Greenhill mine of West Canadian Collieries, Limited, is situated at Blairmore, Alberta, and produces 2,500 tons per day of bituminous coal. On Monday, October 25th, 1943, smoke was discovered by a party of firebosses on their regular weekly inspection of air-ways. Probably the fire had been smouldering for several days but, as it had started on the outcrop at the top of an old raise filled with dirt, only a small quantity of smoke could filter through, and the plume of mist that crowns the fan at that season had prevented the fan-man from noticing it. This raise is only about 200 feet from the fan, and is 70 feet long between the fan-drift and the outcrop. It was impossible to prove the origin of the fire, as it had probably started several days before it was discovered, but it is possible that a careless smoker may have thrown a match into the opening at the outcrop, and that the old, dry timber had caught fire. The airways are in No. 2 seam, a bituminous seam 18 to 25 feet thick surmounted by shales and sandstones. Only 45 feet vertically above it is No. 1 seam, 12 feet thick, overlain by a strong conglomerate. In that vicinity, No. 1 seam had been worked out about ten years ago and the strata between the two seams are undoubtedly fissured. The pitch of both seams is 43 degrees.

Mining is one of the oldest human activities. It goes back at least to the Bronze Age and possibly even the Stone Age. The Romans mined copper in Spain and tin in England some 2,000 years ago. The writings of Agricola in the 16th century show that mining was important in the Middle Ages. Today, more mineral commodities are mined in greater tonnages than ever before. This long and fascinating history closely tied with the economic development of the human race is one of the charms of the mining industry. It also, unfortunately, gives rise to some widespread misconceptions. Old industries are generally considered stodgy with mature and stagnant technologies. Costs tend not to decline as in newer industries, and may even increase with real wages. Costs are particularly expected to rise in the case of mining as the best mineral deposits are depleted. Thus, mining is often thought of as a sunset industry, destined to decline over time as the resource base is depleted. These perceptions have several important implications. They argue against economic policies that rely too heavily on mining and mineral processing to foster growth and development. The best and the brightest young people, along with society's other valuable resources, should be encouraged to enter newer industries. There the technological opportunities and the prospects for growth are more promising. These perceptions also suggest that the ability to compete in the mining industry depends largely on the quality of a company's or country's mineral deposits. Mining will take place first in countries with the lowest-cost deposits. Once these are exhausted, mining will shift to countries with the next best deposits. From time to time, new discoveries may also produce a shift in the location of mining, [ ] and may even for a time keep the costs and prices of mineral products from rising. Over the longer term, however, rising costs and prices are inevitable, as the world is forced to exploit poorer mineral deposits.

The effect of carbonaceous matter on gold extraction was investigated in cyanide systems with pure gold as well as pre-robbing sulfide gold ores. Auger studies demonstrated that the carbonaceous matter preferentially smeared on iron sulfide rather than aluminosilicate surfaces during wet or dry grinding. During mechanically mixed leaching, coating of sulfides and silicates and stripping of carbonaceous matter occurred simultaneously. TEM and XPS studies indicated preferential coating in the form of elemental (graphitic) carbon at the edges and the defect sites of particles. Interestingly, carbonaceous matter extracted from the gold ore was predominantly graphite and not preg-robbing in a solution with a high KCN concentration. However, the carbonaceous coating had a significantly detrimental effect on gold dissolution when gold was pre-ground with the gold ore. Artificial coating on gold surfaces with the natural carbonaceous matter from the ore was also found to substantially retard gold dissolution. With the addition of the natural carbonaceous matter from the gold ore, gold extraction from two non preg-robbing sulfide gold ores was inhibited owing to carbonaceous coating. The presence of carbonaceous matter significantly reduced the current density for gold oxidation and increased the current density for pyrite oxidation. This could explain the fact that carbonaceous coating hindered gold dissolution while enhanced sulfide preg-robbing.

INTRODUCTION The history of the development of gold metallurgy in South Africa is divisible into two periods: That preceding the introduction of the cyanide process on a commercial scale in 1890; and the 24 years intervening between that important event and the present time. The period between the discovery of the banket reefs of the Witwatersrand and the year 1890 was one of phenomenally rapid progress in mining development, but of no special interest to the metallurgist. There were no strikingly original or distinctly local advances in the treatment of gold ores. Californian practice in stamp milling and amalgamation prevailed, in mills ranging in equipment between 5 and 50 stamps, operating within a wide range of efficiency, and under the trying conditions usually en¬countered in a new and isolated field. The somewhat incomplete records of gold output of that period show that in December, 1887, there were 20 producing companies in the Witwatersrand district, of which 10 had mills, the largest being of 20 stamps. The only official record of returns for May, 1887, was that of the Wemmer mine, whose modest achievement with a 5-stamp, mill was 100 tons crushed, producing 887 oz. 3 dwt. of gold. This is interesting in view of the .present-day output of this field, which in 1913 reached 8,430,998 oz. The rapid increase of production during this first period (May, 1887, to January, 1891) is shown by the following summary for the year 1890:1 Total tons crushed 702,828 Number of stamps in operation 1,046 Average number of tons crushed per stamp per day 2.36 Yield of gold, ounces 494,817 Yield per ton, pennyweights 13.36 The stamp duty ranged between 1 ½ and 4 tons per day, according to weight of stamp, fineness of screen, and operating skill available. The prevailing weight of stamp was about 900 lb., and the screen, 900 meshes to the square inch.

In surface mining, significant improvements in efficiency can be obtained through greater control over the formation of the muckpile. By tailoring the muckpile shape and its looseness to the requirements of the excavating equipment savings can be rea- lised through increased production, machine life and reduced maintenance. For instance, one open cut coal mine has recently estimated that a 2001o improvement in its front row throw would realise $320,000/year savings in rehandle costs alone. Previously greater throw has been achieved by increasing the powder factor through increased quantity of explosive or by drill- ing a larger number of holes-both at a significant cost penalty. However a recent series of experimental blasts demonstrated that it was possible to achieve a twofold increase in the distance of throw of a single row blast by simply changing delay timing alone. The Nobel Electronic Delay Detonator was used to provide the timing flexibility and control required for a thorough study of the effect of blast timing on heave. Whilst it is well accepted that the front row of a blast dominates the extent of throw, it was also found that the profile of the blast could be significantly altered. To date, the general consensus has been that the muckpile for- mation from a blast is a function of the blast geometry, the rock type, the explosive and the initiation sequence. Typically the geometry, rock type and initiation system have a far greater impact than the explosive type. This has been demonstrated by many high speed film studies. However the extent of influence via initiation has rarely been fully evaluated, owing largely to the limited control offered by conventional detonators.

The diffraction of x-rays by cold-worked and heavily polished surfaces of metals gives, no evidence of an amorphous state and typically perfect crystallographic diffraction' patterns are obtained. Severely cold-worked metals, reduced as much as 98 per cent. in area, give true crystallographic diffraction patterns, and polished surfaces of large single crystals of metal give typical crystallographic patterns. The conclusion is drawn, on basis of x-ray evidence, that metals are fragmented on cold work and polishing and not amorphized. THE purpose of this paper is to report evidence, regarding, metal: structures, that is contradictory to the amorphous-metal, hypothesis of Beilby, and particularly evidence that is opposed to the proposition that a vitreous amorphous layer is produced by polishing a piece of metal. According to the theory of Beilby, which has been developed, by Rosenhain and others, polishing a piece of metal greatly affects the condition of the metal at or near the surface polished, making that surface entirely different in character from the metal beneath. A vitreous amorphous surface film is said to be formed. The polishing process, on the basis of Beilby's explanation, is well known-and does not' require discussion here, but it is advisable to seek the precise meaning of,., the term "amorphous." According to Beilby, "amorphous means. Non-crystalline in the most intimate sense of the word'; the molecules are not marshalled in crystalline order and orientation." According to Rosenhain, the amorphous condition is that assumed by a metal when, the .crystalline arrangement is completely broken up so that the atoms exist in a state of disorderly arrangement similar to that ;which exists in the liquid state. Thus, from the point of view of the phase rule, the "amorphous phase" is regarded as being identical with the liquid phase. Amorphous metal is often likened to an undercooled liquid. A crystalline substance is one in which the atoms are arranged in space according to some definite repeating geometrical pattern. The existence of amorphous metal has not been definitely proved.

THE Tralee preparation plant, owned and operated by the Semet-Solvay division of Allied Chemical and Dye Corp., is located on the Virginian railway, near Mullens, Wyoming County, W. Va., and the mine, which is in the Winding Gulf district, produces coal exclusively from Pocahontas No. 3 seam. The property, comprising 4900 acres, is leased from the Pocahontas Land Corp. Prior to 1930 four separate mines were operated in this tract, some having been started about 1916. Plans for the preparation plant were formulated soon after World War 11. Construction began in the spring of 1948, operation early in 1950. The plant was designed to be operated with minimum labor. It was equipped for production of first quality graded sizes of coal for house heating and 3/8x0-in. slack suitable for high-standard metallurgical coke. In the beginning, a thorough investigation was made of the property by means of core drilling, prospect openings, and sections from shallow mines on the property, as well as sections and analyses from mines in the immediate vicinity. After the extent of desirable coal had been established and the average seam section and nature of overlying and underlying strata had been determined, it was decided to install a system of mining which would load the full seam and would clean the product mechanically. Pocahontas No. 3 seam is characterized by draw slate and bone and rock partings. It was not known what the washing difficulties and cleaning plant requirements would be for processing the raw product of full mechanical mining. Arrangements were made, therefore, through the courtesy of the property owner, to obtain a large sample from a section of the mine along the adjoining property line. The

(Butte Meeting, August, 1913.) THE manifold inconveniences resulting from the absence of a uniform standard of mass for determining the weight of precious stones have long been obvious. This lack has been keenly felt in commercial transactions, and those who have devoted time and research to the study of historic diamonds and precious stones have had frequent occasion to deplore the absence of such a standard in the past. In a paper read in Chicago in 1893, before the International Congress of Weights and Measures, held in connection with the World's Columbian Exposition, the writer suggested dividing the carat into 100 parts, and constituting a standard international carat of 200 mg. ; that is, 5 diamond carats or 20 pearl grains to a French gram, making 5,000 carats or 20,000 pearl grains to a kilogram. He also called attention to the fact that while this would depreciate the present diamond carat or pearl grain only about 2.5 per cent., it would abolish the troublesome discrepancies between the various carat-weights now in use, and could be easily explained and understood everywhere.1 The subject of the various diamond carats, their incongruity, and the resulting confusion as to the correct weights of historic gems when definite records of them are searched for, has been fully treated by me in an extensive study of this subject in The Book of the Pearl.2 To the earnest and unremitting efforts of C. E. Guillaume, Director of the Bureau Internationale des Poids et Mesures at Sèvres, is largely clue the eventual success of this eminently desirable reform, which lie has constantly urged both by articles on the subject and by addresses delivered in Paris before the International Committee for Weights and Measures.3

"In cobalt production technology at a stage of solutions purification manganous cake (slime) basically containing hydroxides of the specified metals is formed. The possibility of full cobalt recycling in the basic technology of metal production at slime processing with generation of pure manganous compounds is shown. After slime dissolution in sulfuric acid in the presence of reducers the solutions containing cobalt, manganese, nickel and other nonferrous metals are formed. Optimum conditions of selective precipitation major part of cobalt by sodium hydroxide from the obtained solution are defined, thus more than 95% of manganese are remained in the solution. The cobalt precipitate is directed to the basic technology and the solution is purified by sorption. The most effective sorbents are chosen, optimum modes of its use are found. Examples of manganese recovery from the purified solutions as MnO2, MnCO3, Mn(OH)2 with a ratio manganese : impurities more than 3000 are presented.In the processes of hard alloys manufacture and processing of cobalt-bearing primary raw materials various cobalt-manganous slimes are formed. After leaching by solutions of mineral acids the problem of cobalt and manganese separation becomes an actual. The common way of metals separation in a solution is the Shreyber’ alkaline method allowing rather selectively to precipitate of cobalt hydroxide by sodium hydroxide. However this way does not allow separating completely target metals because of transfer of some manganese in the hydrated precipitate, even at its rather low content.In the given work the results of researches to improvement of a traditional way by inclusion to hydrometallurgical technology of operation of sorption separation of the specified metals are presented. The main goal is definition of conditions to achievement of the complete removing cobalt at hydrolysis with the minimum sedimentation of manganese and the subsequent additional recovery of cobalt by ionites from the obtained solutions."

The CSA Mine is located at Cobar, New South Wales, where it was in continuous operation from 1966 to the time it went into receivership on 29 January 1998. When it closed it was under the ownership of Golden Shamrock. Glencore International, in conjunction with Mt Lyell Mining, undertook a due diligence study to determine the feasibility to re-open the mine. This envisaged operating CSA Mine as a low-cost, copper concentrate producer under the direction of Cobar Management Pty Ltd (CMPL). The new workforce would consist of contractor trades people in operating functions under the co-ordination of CMPL staff, both on the surface and underground. This was the key to establishing the new culture in the workforce. The orebodies at CSA Mine are steeply dipping with copper-lead-zinc mineralisation in zones of strong alterations in a fine-grained siltstone host sequence. The predominant economic minerals are chalcopyrite, sphalerite and galena. The major gauge minerals are pyrrhotite, pyrite, chlorite, sericite and quartz. Ore for the project is being developed and mined from two high grade copper lenses within the QTS North system. Chalcopyrite occurs in two forms. The first consists of coarse chalcopyrite grains in association with pyrrhotite or pyrite. The second form consists of chalcopyrite grains intergrown with pyrrhotite grains. This form of chalcopyrite is quite rare. It allows electrochemical interactions between grains, resulting in rapid oxidation of the chalcopyrite surface. Physically this ore looks like, and has been mistaken for æpeacock oreÆ, ie bornite, but is infact oxidised chalcopyrite.

"The coal strength parameter is used in operations such as the selection and design of mechanical excavators and coal crushing/grinding equipment. However, coring or cutting prismatic specimens from coal for the standard strength tests is difficult, and sometimes not possible. For this reason a method for the indirect determination of coal strength from easy tests would be useful. In this study, the predictability of coal strength from the needle penetration test was investigated. This is a very easy and practical test method. Point load and needle penetration index (NPI) tests were carried out on coal specimens from Çayirhan coalfield in Turkey. The point load indexes were converted to the uniaxial compressive strength (UCS) values by using the general conversion factor. The UCS and NPI values were evaluated using regression analysis. A strong linear relationship was found between the two parameters. The conversion factor for the UCS-NPI ratio is 0.35 for the tested coal samples. The Port of New York and New Jersey is one of the most heavily used transportation arteries in the world, handling nearly 40 per-cent of the North Atlantic shipping trade and directly providing nearly 230,000 jobs to the local economy. In 2004, $100 billion worth of consumer goods moved through the port. To accommodate future cargo volumes in the port, which are expected to double over the next decade and possibly quadruple in 40 years, deeper shipping channels are needed to provide access for a new generation of cargo mega-ships with drafts exceeding 13.7-m (45-ft) when loaded. Current channels within the harbor range in depths up to 13.7-m (45-ft), thus preventing carriers from using these larger ships, or requiring significant reductions in cargo to achieve lesser drafts to operate safely within the harbor. As part of the Harbor Deepening Project, the Anchor-age Channel would be deepened to 15.2 m (50 ft) below mean low water (MLW), for a length of 5,790 m (19,000 ft). The New York City Department of Environmental Protection (NYCDEP) owns, operates and maintains two existing water siphons in the harbor. Due to their shallow depth, both existing siphons must be relocated before dredging of the Anchorage Channel can be completed. Tom Costanzo, manager of capital programs for the Port Authority of New York and New Jersey (PANYNJ), says that ?While the re-location of the existing siphons under the Anchorage Channel is vital to the success of the deepening program, it is also a story of cooperation among key agencies at different levels of government resulting in improvements that will benefit the people of this region greatly.?
