History.—The making of iron and steel from the ores of northern Mexico was for years a favorite project of the late Don Patricio Milmo, upon whose estate large deposits of coal and iron were known to exist, and with whom Mr. Eugene Kelly, of New York, was associated. Several expert examinations of the property mere made for them; and when failing health forced Sr. Milmo to retire from active part in the matter, Mr. Kelly carried on the project and associated himself with Messrs. Vicente Ferrara, of Monterrey, Antonio Basagoiti and Leon Signoret, of the City of Mexico, and other leading citizens of Mexico, Monterrey and New York, who, in May, 1900, organized the " Compania Fundidora de Fierro y Acero de Monterrey," with a capital of $10,000,000. The main reason for locating the plant at Monterrey was, that a circle drawn with Monterrey as a center, and the distance from Monterrey to Laredo as a radius, will contain all the known Deposits of iron-ore of Bessemer quality, and the greater part of the available coal, in the Republic. Moreover, Monterrey is connected with all the Mexican trunk railwaylines, and thus with the Gulf of Mexico, and supplies, therefore, the conditions necessary for prosperous manufacturing, namely, cheapness in assembling raw materials and means for wide distribution of product. It also has a number of enterprising citizens, who have been successful in mining, smelting and manufacturing operations, and a sufficiently large population to supply the necessary labor. Magnetic methods have for a long time been used in the search for iron ore. In fact the first recorded geophysical prospecting was the use of a magnetic compass to locate iron ore in the Kuruna region in Sweden as early as 1640.The largest magnetic anomaly discovered, about 700,000 gamma-s, is in this region.The enormous deposits in Russia in the Kursk region, where the ore consists largely of magnetite, were discovered by magnetic methods. Heiland estimates the proved reserves at 290,000 million tons and the additional potential deposits at twice this amount.These magnetite ores Show extremely high magnetic anomalies and consequently very insensitive instruments could be used to survey them. The first aerial magnetic surveys were carried out in this area in 1928.Large areas of the iron ore producing regions in Norway, Sweden and the United States have been covered by magnetic surveys in the past 30 years, much of the work being started after the first World War.In every major iron ore producing country, except Australia, extensive magnetic surveys have been, or are, carried out with the purpose of extending the reserves of ore. Australia is indeed fortunate that the depletion of iron ore reserves and the location of new deposits has not become an urgent problem. Nevertheless, some minor reconnaissance work has already been carried out in Australia, and the Commonwealth Bureau of Mineral Resources, Geology and Geophysics is contemplating a more extended aerial magnetometer survey in the Middleback Ranges area. A total of 12 alkalic porphyry centres of Late Ordovician age have been discovered in two mineral districts within NSW. The alkalic porphyry deposits are hosted within shoshonitic volcanic centres that formed where a major cross-arc basement structure (the Lachlan Transverse Zone) cut the Ordovician Macquarie Arc. The Macquarie Arc was amalgamated with the back-arc basin sediments of the Wagga Marginal Basin and with the proto-Pacific margin of Gondwanaland to form the Lachlan Fold Belt after the cessation of arc magmatism in the Late Ordovician. Within the Ordovician volcanic belts of NSW, the alkalic porphyries are the most significant mineral deposits economically. The combined resource of the Cadia district porphyries (729 Mt @ 0.79 g/t Au and 0.30 per cent Cu) makes Cadia the worldÆs seventh largest known porphyry gold system and the largest known gold resource in an alkalic porphyry system (574 t Au). Hydrothermal alteration in the alkalic porphyries comprises a complex sequence of potassic, calc-potassic, sodic, calc-sodic, propylitic and late-stage, typically fault-controlled phyllic assemblages. Hematite dusting is common in many of these alteration assemblages, giving the intrusions and the altered volcano-sedimentary host sequences a distinctive pink-orange colouration. Intensely developed hydrothermal alteration assemblages are localised to within a few hundred metres of the composite intrusions that sourced the mineralising fluids, making these deposits difficult exploration targets. Sulfides are typically zoned, with several of the deposits having bornite-rich cores, chalcopyrite-dominant annuluses and pyritic outer haloes. Gold is well correlated with bornite in most of the deposits, and with chalcopyrite at Cadia Hill.

It was Harold McMillan, Prime Minister of England 30 years ago, who used the phrase "The Wind of Change" to describe political events in Africa in his day. So well did this phrase capture the spirit of the time that it echoed around the world, and the echo has never stopped. Change is the constant factor in the society in which we live and everyone of us has had experience of the effect which it has had on our professional and personal lives.Change will not stop, it will continue at an increasing rate and the questions we must answer are how do we prepare ourselves to meet the challenge of future change and how do we take advantage of the opportunities which it will bring?It is these questions which I wish to discuss in this address.There is nothing new about change in the mineral industry, it has been happening for thousands of years and it will continue as long as civilisation exists on earth. One type of change is economic and we are all aware of the rises and falls which occur in the prices of metals and minerals (Figure 1). When these have happened in an orderly manner, and could be predicted and planned for, it has been possible to take advantage of the benefits and minimise ill-effects, but when they were sudden and precipitate, and could not be predicted, the consequences were serious. The extreme example, of course, was the oil price shock of the 1970s which had such disastrous effects on industry and society.Other types of change are social, cultural and political. They have all been important in recent years and will continue to be so in the future.But it is technological change which may well be the most important because its effects are profound and irreversible, and alter irrevocably the way in which we live. So in discussing the mineral industry in a changing world I will talk specifically about technological change.

THE copper mines of the Keweenaw Peninsula in northern Michigan have long been of interest in connection with deep earth-temperature measurements. The extraordinary low geothermal gradient of 1° F. in 223.7 ft. announced by Agassiz1 as a result of measurements dating from 1886, although later" stated as in error, served to focus attention on this region as one offering, because of the great depth of the mines, unusual opportunity along this line. Lane,3 Van Orstrand4 and others have made valuable contributions to this study. Fresh opportunities afforded by the constant deepening of the mines, improvements in the accuracy and reliability of temperature-measuring instruments together with increasing knowledge of the heat conductivities and specific heats of the rocks, led the Michigan College of Mining and Technology in cooperation with some of the mining companies to renew work on this problem. It is planned eventually to complete a survey which will make use of the favorable opportunities for deep rock-tempera-ture measurements presented in these mines. This survey should include the determination of a depth-temperature gradient in both conglomerate and amygdaloid mines, and also the variations in temperature at the same depth in different geological formations. The first problem has a direct bearing on the question of providing equipment for necessary ventilation with increased depth. The second may show that a relation exists between the natural rock temperature and the mineral content of the formation.

Each and every mining operation from a simple sand-and-gravel pit to the largest integrated mine-mill-concentrator-smelter-refining complex has, as its foundation, a quantity of extractable natural resource the reserves. Without reserves, there is no mine, and any concentrating or extracting plant, no matter how sophisticated, is simply so much scrap metal. And, of course, without resources there are no reserves. It is remarkable, therefore, especially in this age of careful planning, high quality engineering, and state-of-the-art financial analysis, that such a fundamental and vital item is so little understood and the subject- of so much confusion. Time and time again it has been the experience of the author, when called in to a mining operation that has run into trouble in reaching projected production targets, to find that the designed-for tons were not reaching the concentrator/extraction plant, and/or the grade of such tonnage was substantially below the forecast and design grade of the plant. The mill blames the mine for delivering below standard tons and/or grade and the mining engineer blames the geologist for overly-optimistic assessment or incorrect interpretation of the deposit. The geologist blames the mining and metallurgy division for wrongly interpreting his data and conclusions, or simply fouling-up a fine orebody.

In the future, Illawarra Coal, the primary metallurgical coal producer in the southern coal fields of New South Wales, will face many unique challenges not found in other coal or minerals production areas. To manage these challenges and determine the best strategy for the business, Illawarra Coal has adopted a systematic strategic planning process, which starts from the broadest possible options analysis and culminates in a ægo-forwardÆ operating case that individual mine sites use as the basis for short-term planning. This paper will discuss two major topics. Firstly an overview of the Illawarra Coal and BHP Billiton strategic planning processes. This will demonstrate the range of variables and inputs that are required for the planning process, and the system which is followed to evaluate different alternatives for the extraction of the resource. Secondly, having discussed the primary external and internal factors that must be accounted for in the planning process, and the main issues affecting the viability and likelihood of each alternative, the paper will discuss the particular challenges that Illawarra Coal will face in the coming decades. These challenges include: market and price uncertainty; managing impact on surface features, infrastructure and environment; community interaction; transport and logistics constraints; unknown mining environments; lack of geological knowledge; limited surface access for new mining domains; changing attitudes to longwall mining in the Illawarra; ageing workforce; and cost and overhead management. The paper intends to discuss how these issues impact the business currently and how they are incorporated into Life of Asset plans and overall corporate strategy for Illawarra Coal.

THERE are few industrial and metallurgieal processes which do not require the application of heat energy, and the modern demand for increased working efficiency has resulted in attention being paid to temperature control as a means of ensuring fuel economy and more efficient plant operation. In general, mill accuracy required is not very contant in laboratory work, and few industrial operations are controlled to within less than 5° while in many cases greater limits are allowable. Almost every thermal property of matter has been suggested as a basis for the construction of pyrometers, but the thermo-electric type finds by far the widest application, and hence this paper will deal only with the principles, construction, and uses of this type of instrument. THERMOELECTRIC PYROMETRY.In the year 1821 Seebeek discovered that if the ends of two dissimilar metal wires were joined and one junction heated, a current flowed in the circuit, and the KMF (electro-motion force) set up could be measured by inserting a galvanometer at the cold junction. The phenomenon was not thoroughly investigated for many years, but, as the demand for high-temperature thermometers increased, several investigators, of whom Le Chatelier was one of the pioneers, successfully endeavoured to utilize the principle in pnometric construction. The couples which gave the most satisfactory results were discovered, improvements were made in material and design and the present-day type of instrument gradually evolved. The apparatus consists of three main parts, viz. (1) The thermo-couple itself of two dissimilar metal or alloy wires together at one end. (2) The leads which connect the terminal of the thermo-couple with the measuring instrument.

The EUs? manufacturing and construction industries are vital to Europe?s economy. They rely heavily on a steady supply of materials which meet appropriate quality criteria and are available at a competitive price. The steadily rising global demand for (non-energy) raw materials due to increasing consumption in upcoming economies such as China, India and Brazil, is in some cases leading to rapid price increases, but also supply disruptions which affect the European industry chain. These considerations are at the basis of new policy initiatives that are being prepared by Enterprise and Industry Directorate-General in relation to the competitiveness of the European metals industry. Over the last year the raw materials supply issue has increasingly become the topic of de-bate among various stakeholders. In July 2006 the European Economic and Social Committee adopted an opinion on risks and problems associated with the supply of raw materials to European industry. It is therefore important to identify and analyse the future needs for European industry, the possible constraints and impacts on its competitiveness. The raw materials supply issue should also be looked at from the view-point of the EU extractive industry, which plays an important role in supplying raw materials to the downstream industries and which faces very specific challenges. Within the Enterprise and Industry Directorate-General the different factors that influence the competitiveness of the non-energy extractive industry are being assessed, in order to help identify policies and actions which could contribute to and enhance the competitiveness of the industry.

Introduction First, I should define more closely the vague term 'recent work' that appears in the title of this paper. Following the period of depression that was an aftermath of the first Great War, the Research Council of, Alberta carried on for ten years without a Council and without a financial yote by the Legislature. In November, 1942, a new Council was formed, under the chairmanship of the Hon. N. E. Tanner, Minister of Lands and Mines, and a vote was granted by the Legislature early in 1943. By 'recent work', I mean work during the present regime. The Council is now going full steam ahead, or would be if it could get suitable technical assistance and required apparatus and materials. Lack of these has so far made unnecessary my responsibility for seeing that we do not exceed our estimates. The Annual Meeting of the Research Council will be held in November (1945), and at that meeting the programme of work for next year will be discussed. The present time is therefore the correct time for any of you who may have ideas as to work which might profitably be undertaken by the Council, to submit these ideas for consideration. I propose to discuss my subject under several headings, and to give enough of these to show that the Council has wide interests.

The AGL Loy Yang Mine is one of the largest and most significant coalmines in Australia. Commencing in 1982, this mine produces 30–35 Mt/a to supply more than 50 per cent of Victoria’s electrical power requirements. At this mine there are unique geotechnical challenges to overcome to ensure its safe operation including: significant mine depth, low density of coal in the operating and permanent mine batters, the influence of groundwater and deep sediment aquifer pressures. One of the challenges is the behaviour of brown coal, which is neither a soil nor a rock and displays long-term creep stress relief. Other geotechnical challenges include ensuring stability in high unconsolidated dumps, potential large-scale block movement in mine batters driven by crack water pressure and heave from high-pressure aquifers.The paper will outline the geological and hydrogeological setting and potential failure mechanisms, and detail an integrated geographic information system and reporting regime that in part addresses ground control management at the mine. The paper will also outline the management processes for a dynamic geotechnical environment and the benefits of the alliance arrangements to meet the geotechnical requirements at the mine and the effective personnel integration in the mine technical services team.CITATION:Jansen, B, Missen, J and Cyphers, S, 2014. The Henty Gold Mine is a good example of a situation where conditional simulation and optimisation techniques may have useful impact on modelling of mineralisation distribution and ore definition. Much of the gold mineralisation at Henty is concentrated within an alteration zone which is both physically discontinuous and forms only a small fraction of the overall mineralised volume. The alteration units are mappable from diamond drill core and underground workings. Conditional simulation and optimisation techniques for ore definition have found considerable success in the open pit gold mining environment. For many reasons including computational efficiency, lack of consistent geological information, and lack of familiarity with ideas and methods among mine geologists, implementations of these methods in open pit mining have been comparatively simplistic. Modelling is commonly reduced to treating the sample data as a single geologic population. This paper discusses the application of the MP method (a particular implementation of conditional simulation and optimisation) to modelling the distribution of potential ore blocks in the Henty gold mineralisation. The approach allows the mine geologist to model both the spatial geometry of the alteration types and the gold grades associated with each alteration type in a single process. Options allow the geologist to include or exclude underground geological mapping and face sampling depending mainly on the abundance of drill hole sampling and the quality of the face sampling. An optimisation algorithm based on maximisation of profit from mining is used to assist in ore definition.

DURING the fall of the year 1873, attention was redirected to the occurrence of lead ores in Southwestern Arkansas (chiefly in Sevier County), and somewhat extensive explorations of the deposits have since been made in the hope of finding the ores sufficiently argentiferous to be profitably worked. How far the expectations have been realized I am not authentically advised, but samples of the galena ore, yielding 62.09 per cent. of lead, gave on assay at the rate of 15 3-10 ounces of silver to the ton of ore. This was the highest result obtained by myself, though I am informed that higher yields have been obtained by others. Among the samples of ores from this locality, forwarded to me in January last, was one specimen which I at once recognized as stibnite, and, on notification, other specimens of the same from Sevier County were forwarded me. The first specimen of the several received contained 11.51 per cent. of gangue, 57.62 per cent. antimony, 4.57 of bismuth, with small amounts of arsenic and iron. The latest result from a portion of another hand specimen I append in full, with duplicate estimations of the arsenic, bismuth, and gangue. The analyses were all conducted by Mr. C. R. Winters, under my direction, and in the case of those given below the ore was separated as closely as possible from the gangue before analysis. The results are for the mineral freed from hygroscopic moisture, and are as follows:

The Stillwater Mining Company operates an integrated mines, mill, smelter and base metals refinery complex in Montana, USA for the production of a high-grade platinum group metals (PGM) bearing concentrate, nickel sulphate crystal and cathode copper from the PGM-containing nickel-copper converter matte. The complex was constructed in stages over several years, starting with the mine and the mill, followed by the smelter and finally, a base metals refinery, which was commissioned in 1996. Due to the relatively small quantity of matte production, a straightforward refinery process was initially selected to extract the base metals, which reported to a mixed nickel-copper solution for further treatment off-site, and yielded a high-grade PGM concentrate suitable for treatment in a PGM refinery elsewhere. Subsequently, as a result of increased matte production, the process was modified to separate the nickel and copper, and to produce a nickel sulphate salt and cathode copper. This paper describes the design and operation of the original and the modified processes utilized in the base metals refinery (BMR).

VENTILATION of the Butte mines has long been a rather difficult problem because of the natural high temperature of the rock. With increase in mining depth, higher rock temperatures have been encoun-tered, and this has caused a constantly growing demand for more effective ventilation measures. During recent years the hazards of dust in mine air have been more clearly recognized, and have necessitated the adoption of dust-prevention methods. To meet these ventilation problems in the mines of the Anaconda Copper Mining Co., a mines ventilation department was organized in 1918, to act under the direction of the general superintendent of mines. At the present time, under normal operating conditions, the force employed includes the ventilation engineer, two chief assistant ventilation engineers and eight assistant ventilation engineers. The activities of the department are, briefly: (1) planning and supervising operation of the general ventilation system; (2) planning and supervising the operation of dust-prevention measures, together, with dust sampling and related microscopic work for the quantitation of the dust samples and determina-tion of particle-size distribution; (3) the design and development of air-conditioning methods to meet present exceptionally severe temperature conditions and in anticipation of future requirements. To a large extent the technical features of the ventilation methods have been described in earlier papers by the author. This paper is written mainly to summarize past accomplishments bearing most closely on health and safety, with a somewhat more detailed account of the dust-prevention measures that have been developed comparatively recently.

IN connection with a study of the feasibility of establishing a blast-furnace industry in the Puget Sound region of Washington, possible sources of ore supplies along the Pacific rim were investigated. Many of the South American countries are known to contain important resources of iron, particularly Brazil and Chile. This latter country, because of its position on the west coast and the easy accessibility of its de- posits, appeared to be a logical place to consider as a potential supply for the Pacific Northwest. Accordingly, a brief field study was made of the deposits in September, 1924. Attention was confined to a limited number of properties on the west coast in the provinces of Antofagasta, Atacama, and Coquimbo. Passing consideration was given to the question of coal resources, and a short visit was made to a blast-funace plant at Corral in southern Chile which had been operated for a limited period as a producer of pig iron. In the following paper, a brief outline is given of the general observations made and of the salient facts rioted in the time available for the general study.

A study has been made to determine the sites at which sulfur adsorption occurs on copper surfaces. measurements were made of the relative torques, Ys, at the intersection of twin boundaries with surfaces near the three low-index orientations, i.e., (100), @lo), and 011), over a range of H2S/H2 ratios. HZS concerztvations j'ro~n 3 to 1500pp)n between 830" and 1050°C were used. It is concluded that sulfur adsorption occurved preferentially though not exclusively at edge sites near the (100) and (110) surfaces in the HzS range — 700 Ppm giving rise to negative torques near these orientations. Beyond this HzS range, adsorption occurred at all sites. Near the (111) surface, 7/y little with HzS concentration up to approxiwzately 75pptn. Above this range, the results indicate adsorption is occurring OH both terrace and edge sites. SCIENTIFIC interest in surfaces and their interactions with a gaseous environment dates back to the beginning of the 19th century. The scientific luminaries of that period—Faraday, Maxwell, Rayleigh, Dewar, and Gibbs—were already concerned about such processes. However, it has only been within the past several decades that adsorption on metal surfaces has been actively studied. This increased interest in adsorption has been brought about by the advent of new and improved experimental techniques and apparatus, e.g., ultrahigh vacuum, and field-emission and ion microscopes. However, most of the work done using these techniques has been carried out at low temperatures. When adsorption studies have been made at either low or high temperatures, they usually gave no indication of the particular surface orientations or type of sites on which adsorption was occurring. In the last few years, there have been a series of studies in which the surface tension, y,, and/or its derivative with respect to orientation, 7, have been studied as a function of orientation and atmosphere.'-7 Nearly all of the work on the relative torque,* ~/y, silver annealed in hydrogen and air.6 Recently Winterbottom and Gjostein" have used a modified and more accurate Mykurian method to determine the y plot of gold in hydrogen The only work in which T/~, has been measured over a range of chemical potentials for a given solute, p2, is that of Robertson and shewmon7 on the Cu-0 system. They measured T/Y, vs Po, (10"" to 10- l3 atm) at 1000°C in various mixtures of Hz0 and HZ. From this work they estimated the value of p2 at which one half of the surface sites are occupied with oxygen, pg, as being in the range 10- l6 to 10- l5 atm of oxygen. They also found that increasing Pa increased the magnitude of ~/y, near the (111) and (100) orientations. This indicates that oxygen is not adsorbed preferentially at step edges, but uniformly over all surface sites. In addition, they did one experiment on sulfur adsorption on copper surfaces, which indicated that sulfur adsorption decreases ~/y, near the (100) orientation, while not affecting ~/y, near the (111). This could be interpreted as indicating that sulfur adsorbs preferentially at step edges near the (100). In this paper the primary objective of the work has been to carry out a study of sulfur adsorption on copper surfaces over a range of temperatures and p,. In conjunction with this work, thermal grooving at grain boundaries has been examined as a method of determining the effect of sulfur adsorption on y,. METHODS Ideally, one would like to have information on the quantity of solute adsorbed on a surface and the types of sites at which it is absorbed as a function of p2. The total quantity adsorbed or the surface excess is given by the thermodynamic equation Thus data on the variation of y, with pz indicates the value of p2 at which adsorption becomes appreciable and the quantity adsorbed. The type of adsorption site is more difficult to deduce but information on this can be obtained from the variation of rz with 8, the angular deviation of the surface orientation. This is obtained from the thermodynamic equationlg Data on t and ys as functions of p2 have been obtained by the following methods. 1) Twin Boundary Grooving—By determining the effect of adsorption on the torque, 7, where T is the variation of surface energy, y,, with orientation, it is possible to obtain some indication as to the preferred sites of adsorption. Experimentally, the torque value measured is the relative torque, 7/ys The twin boundary grooving technique suggested by Mykura'' was used in this study to determine near the three low-index orientations— (loo), (110), and (111). Lime was a highly useful commodity thousands of years before the simple chemistry of its manufacturing process was known. The employment of lime for agriculture, building, and even certain essentially chemical purposes is so old that its origin is among the unrecorded details of man's first ventures into the manufacture and use of prepared substances. Lime is a most versatile material and consequently has come to be widely utilized in modern civilization. Immediately before the depression of the early 1930's the annual production of lime in the United States was more than 4 million tons, valued at 33 to 42 million dollars. This output was sold to many industries, so many that mere enumeration becomes tedious. In addition to agricultural and building lime the sales statistics compiled annually by the Bureau of Mines include lime sold to the steel and other metallurgical industries as refractory and fluxing material, as well as that used by paper mills, glass works, tanneries, and water-treatment plants. These major uses normally consume about 86 percent of the domestic sales. The remaining 14 percent includes lime sold for use in the manufacture of alcohol, alkalies, bleaches, calcium acetate, calcium carbide, coke gas and byproducts, glue, insecticides, oils and fats, paints, and rubber, in the refining of salt, in the manufacture of sand-lime and slag brick, in the disposal of sewage and garbage, in the manufacture of silica brick, in the refining of sugar, in the textile industries, and in wood distillation. Many other uses are also known for which complete sales data are not available.

"Extracting one of the world’s most valuable natural resources — copper — hinges on the availability of the world’s most essential resource: fresh water. Mining operations must have a reliable water source that complies with local regulations, without adversely impacting the environment or affecting the water supply of nearby communities.Worldwide, mining companies and their owners, shareholders and regulators are placing new levels of focus on minimizing the impact of mines on the surrounding landscape and communities. Balancing the economic benefits and needs of mining operations with the potential freshwater impacts requires mines to pay serious heed to the environmental and social issues related to water. Today, mining companies are being proactive and are taking action to protect precious freshwater resources while seeking opportunities to reduce and mitigate their water impact.Delivering a desalination solutionBHP and MEL needed an efficient, technologically advanced seawater desalination plant, along with a conveyance system and infrastructure that would carry desalinated water more than 180 km (112 miles) from the ocean to the mine. Four pumping stations convey the water to a reservoir at the mine site, which is 3,200 m (10,500 ft) above sea level."

A clay-capping trial was established in 1996 on Magazine Dump at the Mt Lyell Copper Mine. The trial was initially constructed under the Mount Lyell Remediation Research and Demonstration Program, a co-operative venture between the State and Federal governments. The detailed engineering design for the clay cover included the following features; reshaping and compaction of dump batters, 5 m vertical bench interval, overall side-slopes of 2.5:1, emplacement of clay in four 150 mm lifts, compaction by a 10 t vibrating roller or ætrack rollingÆ on batters with density testing for quality control. A small section at the base of the dump ( The trial also generated certain unexpected findings. Field permeability tests on the cover yielded uncertain results and oxygen remains available throughout the dump. The flow data indicate that, while total outflow has decreased as a result of storm shedding, inputs from groundwater and batter infiltration are still significant. Outflow during the driest weeks of the year may have risen following capping. Detailed assessment of the data is hampered by insufficient pre-capping information; however, there is a possibility that conductivity flux emitted when flows in the receiving environment are at their annual minimum is unchanged or worse post-capping.
