ACID coal mine drainage presents a peculiarly difficult problem for two principal reasons. First is the fact that the amount of acid water discharged from active and abandoned mines constantly increases as coal fields are developed and thereby creates a steadily worsening nuisance of rapidly growing importance to the general public as well as to the coal industry. Second is the even more significant fact that there is no method yet known that will appreciably alleviate the acid water problem except at totally prohibitive cost to the coal operators. The problem is thus seen to be an urgent one. With a growing need for good quality water and a growing public demand for abatemknt of stream pollution, a large portion of the soft coal industry finds itself in the position of year by year dumping more and more acid into the streams and waterways and having no way in sight of improving the situation or even of keeping it from getting worse. While some studies have been made, it is only in the last few years that the problem has been seriously considered, chiefly by the group of workers under the direction of S. A. Braley at Mellon Institute and by the Bituminous Coal Research, Inc. fellowship at West Virginia University. Hinkle and Koehlerl reported the results of the earlier West Virginia work. This work pointed to certain biological aspects which had not been noticed previously. These may be summarized as two separate findings. One was that sulphur oxidizing bacteria were present in acid mine water and that their possible role in contributing to the acidity should be investigated. The other was

Mainland China, with one-fourth of the world's population and one-tenth of its coal production, can no longer be ignored as a considerable force on the world energy scene. In terms of annual productivity, China's 300 million tons of coal rank third behind the Soviet Union with 655 million and the United States 557 million (1968 Minerals Yearbook. USBM). When viewed from another angle, 1967 figures show that increased productivity from all coal-producing continents, with the exception of North America, was led by Chinese-dominated Asia with a 19% gain. Not unpredictably though, China, on a per capita basis, is closer to the bottom of the list among members of the industrial community. Despite its misspent youth, and despite the set- backs caused by the Big Leap Forward of the late 50's and the Cultural Revolution of the late 60'S, the People's Republic has managed to make some impressive strides in developing its coal industry over the past twenty years.

The Institute was founded in 1894 as the Chemical and Metallurgical Society of South Africa. In 1904 it was reconstituted as the Chemical Metallurgical and Mining Society of South Africa and in 1956 it became the South African Institute of Mining and Metallurgy. The objects of the Institute are to advance the science and practice of mining and metallurgy, to afford opportunities for the interchange and recording of knowledge of mining and metallurgy and to ensure high standards of professional conduct and competence. Membership benefits include monthly issues of the Journal of the Institute, General Meetings at which papers are read, symposia, excursions to mining and industrial concerns and the use of club facilities at Kelvin House. Technical journals received on an exchange basis are available to members at the Johannesburg Public Library. The current membership of the Institute is over 1 600. Membership applications are accepted from suitably qualified persons and the requirements for entrance to the various grades of membership are summarised below. Fellows shall not be less than 30 years of age, shall be university graduates in pure or applied science or shall produce evidence to the satisfaction of the Council that they have successfully completed a co-ordinated course of study in pure or applied science of at least three years' duration at an approved university or institution deemed by the Council to be of equivalent status. Members shall have been employed in senior technical positions in important mining or metallurgical undertakings for at least five years or they shall have practised as mining or metallurgical consultants for at least five years. They shall be practising their profession at the time of application. Entrance fee R10,00, Annual subscription R20,00. Letters of designation: F.S.A.I.M.M. Members shall be not less than 25 years of age and shall be university graduates in pure or applied science, or shall have successfully completed co-ordinated courses of study in pure or applied science of at least three years' duration. They shall have been engaged in work of an approved technical character in the mining or metallurgical industries, of which not less than two years shall have been in positions of responsibility. A candidate shall be practising his profession at the time of his application. Entrance fee R8,00, Annual subscription R18,00. Letters of designation: M.S.A.I.M.M. Associates shall be not less than twenty-five years of age, and shall have been engaged in positions of responsibility in, or associated with, the mining or metallurgical industries for periods of not less than three years. If, however, the candidate for admission to the higher grade of Associate, is at the time of his application, already a Student, he need satisfy the Council only that he is, at the time of his application, engaged in a position of responsibility in or associated with the mining or metallurgical industries. In all cases the applicants shall satisfy the Council that they are fit and proper persons to become Associates. Entrance fee R8,00, Annual subscription R18,00. Graduates shall be not less than 21 years of age and shall be university graduates in pure or applied science, or have completed co-ordinated courses of study in pure or applied science of at least three years' duration at an approved university or institution. They shall not remain Graduate members after attaining the age of 30 years without the permission of Council. Entrance fee R2,00, Annual subscription R12,00. Students shall be persons not less than 18 years of age who are being educated or trained in a manner approved by the Councils to occupy a technical position in or associated with the mining or metallurgical industries and who, furthermore, shall not have attained the qualification required for a higher grade of membership. They may remain Students until they have obtained the necessary qualifications for transfer to a higher grade of membership, but not after the end of the Institute's financial year in which they attain the age of 28 (twenty-eight) years. They shall then transfer to a higher grade to retain membership of the Institute. The Council may relax the provisions of this clause in such cases as it considers appropriate. The Council has the power to elect to the grade of Fellow or Member, candidates who may not fulfil all the requirements for entrance to these grades but whose status, professional achievements and practical experience in mining or metallurgy justify such election. Movements in the mineral trade cycle are almost invariably out of phase with the gradua- tion rate of mining engineers, metallurgists and geologists. This commonly leads to situations where graduates are scarce in "boom" periods and in free supply when the trade cycle is depressed. This problem reflects the difference in elasticity and flexibility between the educational and industrial environments. In the educational system the decision that brings students to graduation is made three to five years prior to the event. This is quite a lengthy period of time in terms of mineral trade cycles. By contrast, the mineral industry has far more elasticity in responding to short term fluctuations in mineral trade. The authors do not believe that the mis- match between the availability of skilled personnel and the manpower requirements of industry in the short term is intractable. Much is to be gained by more realistic and rational manpower forecasting combined with greater flexibility in the educational realm.

Note.—The material from which this paper has been prepared was collected tor the U. S. Geological Suvey Bulletin, No. 316, Contributions to Economic Geology, 1906, and appears also, though in somewhat more extended form without illustrations, in that publication. Although the briquetting of coals and lignites has been carried on for many years in Europe, and has reached a particularly high state of development in France, Belgium, and Germany, it has made comparatively little progress in the United States. The causes for the backwardness of the United States in this regard are several, and first among them has been the abundant supply of cheap raw fuel with which the manufactured article has to compete. With our millions of acres of coal-productive territory, from which the product can in moat cases be cheaply extracted, it has appeared in many districts more economical to waste the slack or culm, which constitutes a considerable percentage of the product, than to attempt to save it at the additional expense required for briquetting. It is for this reason that the view in all sections -of the anthracite-region of Pennsylvania is marred by the unsightly culm-banks which encumber the ground, and that in some of the bituminous-districts one sees huge piles of unmarketable slack allowed to burn up in order to get rid of them. When the coal is of a coking quality, or when the slack can be used for steaming-purposes, these losses are not sustained, but many thousands of tons of what might be converted into usable fuel have been wasted every year simply because of the increased expense involved in its preparation.

IT is a distinct privilege to participate in this meeting convened to honor the memory of Henry Marion Howe, a distinguished scientist and metallurgist. Many have added to our rapidly growing fund of metallurgical knowledge but few have made the unique contribution of formulating basic concepts essential to an over-all comprehensive view of the subject of metallography. Of those previously selected to deliver this lecture, several have added a personal touch to their discourse because they were able to refer to their associations with Dr. Howe. It was not my good fortune to know him or to enjoy his inspiring influence. Like most of you, my contact has been with his published works, which are outstanding in that they provide lucid, detailed expositions of the nature and behavior of metals and alloys. His deep understanding and clarity of expression have greatly accelerated our progress in metallography and in the use of metals. The degree to which a man's thinking, experimentation and writing contribute toward an understanding of basic laws and phenomena determines whether his life's work is of transitory or permanent value. This occasion appropriately recognizes the fundamental importance of Dr. Howe's pioneer work in the field of metallurgy. On two former occasions, gray iron was selected as a subject for discussion. The fact that the production of pig iron has not been discussed before does not reflect any lack of interest on the part of Dr. Howe or former lecturers in the process that under- lies the production of steel. Although Dr. Howe's work in his later years centered around metallography, his earlier publications show a considerable interest in the production of iron and steel. He recognized that in the ascending spiral of metallurgical advancement we are not winding a single thread but are weaving a complex fabric. Specific evidence of his interest in the production of pig iron may be found in his book1 on The Metallography of Cast Iron and Steel. In explaining why blast furnaces have been in constant use for about 600 years, he says: "The process is economical because it utilizes with extraordinary completeness the calorific power of the coke due to the thorough transfer of heat from the gaseous products of combustion to the charge." This emphasis on heat transfer, overlooked in many more extended and more recent discussions of the blast-furnace process, illustrates Professor Howe's ability to see the essentials. Other distinct advantages of the blast furnace, such as the removal of much of the sulphur and practically all of the oxygen, were mentioned. It was also stated that although the blast- furnace process is complex in nature, its outward form is comparatively simple, thus permitting large-scale production at small labor costs. "Many deposits have a geological model developed early in the project stages, which is not always reviewed or modified as the project matures and production commences. Conversely, ongoing pressures, due to a combination of declining head grades, a push for increased revenue and a multitude of other reasons, leads to processing plant modifications, with the primary aim being to increase production. Often, the ore deposit knowledge is not sustained or developed during the operational stages to the level carried out during the prefeasibility and feasibility study phases. This results in the variability within the deposit being poorly understood and a lack of data and knowledge being available to support (and ideally optimise) operations particularly in an environment where the flow sheet has changed and ore feed requirements are complex.INTRODUCTION This paper presents a case study of ore deposit knowledge development and corresponding process plant operating strategy at the Ladolam Gold Deposit, commonly referred to as the Lihir gold deposit in Papua New Guinea. The gold deposit is located in a tropical equatorial climate on the east side of Lihir Island in the New Ireland Province of Papua New Guinea. Gold mineralisation was discovered in 1982, and was followed by a major exploration campaign by a joint venture between Kennecott (Rio Tinto) and Nuigini Mining Limited. The first drillhole was drilled in 1983, and after an extensive period of drilling consisting of 343 holes for 83,500 m, the final Feasibility Study was completed in 1992. The feasibility study was based on a Reserve base of 37.9 Moz in refractory sulphide ore, with gold extraction proposed to occur via whole ore pressure oxidation due to the refractory nature of the mineralisation. The Lihir Special Mining Lease (SML) was granted in 1995 to a new PNG company – Lihir Gold Limited, and Rio Tinto established Lihir Management Company to develop and operate the mine on behalf of LGL. Mining and processing of the deposit commenced in 1997. Newcrest Mining Limited purchased Lihir Gold Limited in August 2010, and subsequently completed a major plant upgrade including the installation of additional grinding, autoclave and carbon-in-leach capacity. Post commissioning of the upgrade, Newcrest has continued to increase throughput and production. A reinvigorated ore body knowledge development program has significantly assisted this process in identifying operating strategies for the process plant and delivering recovery improvement projects to address declining head grade and recovery due to increased stockpile feed and flotation circuit use."

The results of five years of geotechnical investigations are presented to develop productive and stable longwall layouts for the Foidel Creek Mine. The program was initiated during the pre-mining stage, and has continuously provided the data required for mine design. From several stress determinations at the mine, the relationship between geologic structure and the stress field/depth was established. The results were used for orienting the entries for improved stability. Cave conditions and load transfer to panel boundaries were evaluated from closely monitored full extraction mining and computer analysis. Back-analyses of ground movements, as compared with the actual measurements, indicated that cave conditions were favorable in spite of the presence of competent, thick-bedded sandstones in the mine roof. Gate pillar design using a yield-rigid concept was developed through computer analyses and underground instrumentation, resulting in 35 and 75 ft wide pillars. The influence of a slickensided bedding plane at the roof contact on pillar yield zones, core confinement, and pillar behavior was evaluated.

The industrial importance of the sillimanite group of minerals depends upon the beneficial properties exhibited by porcelains and refractories in which substantial amounts of these minerals are utilized as raw materials. The presence of "sillimanite" (now known to be the closely related mineral, mullite) in conventional porcelains and refractories has been known since before the turn of the century. As early as 1906 German investigators observed a direct correlation between the "sillimanite" content of a porcelain and its electrical and mechanical properties. Acting upon this discovery, U. S. Bureau of Standards investigators during World War I developed improved pyrometer tubes and spark plug porcelains, by increasing substantially the amount of "sillimanite" at the expense of quartz. The success of these experiments, first reported in 1918, at once aroused a lively interest in the location of natural sources of sillimanite and its related minerals. As a result of diligent search, the large andalusite deposits in California were discovered in 1919. Within the next several years large deposits of kyanite and sillimanite in India and kyanite in the United States had been reported. The search for these minerals in quantity, by both private and governmental agencies, has continued unabated during the ensuing forty years. A number of domestic deposits of kyanite have been worked during the past 30 years. Of these, only the Virginian and South Carolinian deposits are currently in substantial production. The only commercial andalusite production in the United States has been in California and Nevada. A dumortierite deposit in Nevada, known since 1917 but ignored for want of a commercial use, began production in 1925. A topaz occurrence in South Carolina has yielded a small production since about 1940. Domestic production of andalusite, dumortierite and topaz had virtually ceased by 1950. There has never been any commercial development of domestic sillimanite deposits. Kyanite has been mined almost continuously in India since about 1922. The remoteness of the large deposits of Indian sillimanite had caused it to be neglected until 1949. In that year sillimanite production began, and it has continued to the present. South African andalusite has been marketed from the 1930's until the present time. From 1944 to 1955 Kenya, British East Africa, was an important producer of kyanite. Commercial deposits of kyanite in Ontario, Canada should soon be in production. The first production of kyanite in Europe began in Austria in 1953. No commercial deposits of mullite are known anywhere in the world. It is of interest to note that synthetic mullite, which as "sillimanite" first elicited interest in the A12O3-rich aluminosilicate refractories, has enjoyed a marked increase in production in recent years. This is a result of the gradual depletion of known deposits of high-quality kyanite and related minerals."' The EMEW® cell has been developed to overcome a number of inherent limitations in conventional electrowinning technology, particularly the high cost and restricted process windows characteristic of conventional hardware. The technology has been widely demonstrated to achieve high performance for various metals under chemical conditions well outside the limits required for efficient operation of conventional cells. This process flexibility offers significant opportunities for cost savings. in recovery of zinc from primary and secondary sources. The EMEW® technology is now available on a fully engineered basis, as a versatile commercial alternative to conventional electrowinning hardware. Application of the EMEW® cell for recovery of secondary zinc material offers significant advantages to the recycling industry. For example, a selective caustic leach can be used where there are high levels of iron or other contaminants in the target material. The reagent requirement is minimal as most of the caustic is regenerated in the bell and zinc dust that may be required for electrolyte purification is produced in the cell. A high purity zinc powder or cathode is produced in the cell. In the case of acidic zinc electrolytes, the cell is capable of operating over a much wider range of operating conditions than a conventional cell.

LABOR shortages, rising wages, and changes in moisture and fines content of the ore necessitated a review of the flowsheet at Warren Foundry & Pipe Co's. Mt. Hope, N. J. Mines Div. This plant had been designed prior to World War II, and started operations in January 1945. When this operation was designed there was an oversupply of labor in the area, wages were at a reasonable level, the run-of-mine ore was low in moisture, and there was a limited amount of fines. These factors all favored use of hand picking for cleaning rougher lump concentrate. Since that time, many changes have occurred. The proximity of defense industries and large military installations, has created one of the most acute labor shortages in the country. This labor shortage together with present wage levels, and the increase in moisture and fines in the ore created several problems. The increase in moisture and fines may be attributed to changed mining methods, the extensive use of sprays, and the opening of new mining areas bringing an increase in ground water. [ ] Two problems were presented by the increase in moisture and fines. The first was that lump ore arrived at the open hearth in an unacceptable condition, due to the segregation enroute of the large amount of fines that had adhered to the lumps. The second problem was that high magnetite content fines coated the large lumps, making it difficult for pickers to distinguish middling by other than the relative weight. [ ]

The regulations for current coal mine refuge alternative (RAs) require that there be sufficient life support to sustain survival of the maximum number of RA occupants for a minimum of 96 hours. This minimum duration assumes that rescuers can access the RA through the mine within four (4) days of the onset of the mine emergency. But what if mine rescue teams cannot reach the miners within the RA before the RA air supply is severely limited or exhausted? What could be done to extend the duration of the RA life support capability into the 97th hour and beyond? In addition, what might be done to enable more rapid rescue of the miners if they could not be reached through the mine in a timely manner? This paper describes a systems approach to address the potential need to extend the duration of RA life support beyond current design limits. New capabilities that need to be developed in advance of such a dire need include more reliable emergency communications, highly mobile and efficient drilling rigs, enhanced directional drilling techniques, and a standardized RA external life support interface along with RA internal design modifications to accommodate use of an external supply. The following sections describe the need, intent, and technology gaps associated with each of these capabilities. Government agencies and the mining industry should consider initiation of a program to investigate, design, and develop effective means of extending the current 96-hour time restriction on coal mine refuge alternative life support. The development process should begin with a focused study to refine the overall operational concept, investigate the current state-of-the art of critical technologies, identify specific technology development priorities, and make recommendations for a development program to provide in an organized, efficient, and timely manner a solution for extended refuge alternative life support and occupant rescue.

At this point in time, approximately 800 M tonnes (880 M tons) of coal are mined each year in the United States. Forty percent of this coal or approximately 320 M tonnes (350 M tons) is taken from underground coal mines, and from this subtotal 16% or 50 M tonnes (55 M tons) is from longwall panels (1). If, for the sake of argument, an aver- age extraction thickness of 1.5 m (5 ft), an aver- age extraction ratio of 50 percent and an in situ density of 1360 kg/ms (85 lb/ft3) for this coal are assumed, then the 320 M tonnes (350 M tons) of underground coal translates to over 310 km2 (76,000 acres) that is undermined each year. Con- sidering that the total U.S. production of under- ground longwall coal to date is approximately 345 M tonnes (380 M tons), then a total of approximately 165 km2 (41,000 acres) (considering 100% extraction) has been directly undermined by longwall coal production in the United States. If the angle-of- draw is considered, the total area affected by longwall subsidence in the United States is probably twice the above value or 330 km2 (82,000 acres) . In the future, a number of other miscellaneous factors seem likely to multiply the number of potentially damaging situations that occur due to longwall coal mining. First, the overall production of coal in the United States is expected to gradually increase. This factor is further com- pounded by both the fact that the percentage of the overall production due to underground mining is bound to increase, since the vast majority of U.S. reserves (68%) are only recoverable by underground methods, and the fact that the percentage of the underground production of coal that is recovered by longwall mining is drastically increasing (1). Finally, as the nicest underground reserves are depleted, the remaining reserves will tend to be deeper, which increases the affected surface area, and under denser population concentrations, which increases the likelihood and severity of possible damages. Overall, considering the number of factor which are biased towards increasing the amount of undermined acreage, it appears that there must certainly be a corresponding increase in the number of possible damaging situations due to longwall-induced, ground subsidence.

The development of paraprofessional courses in metallurgy and related disciplines, by the Department of Technical and Further Education in New South Wales, is outlined in this paper. The changing nature of metall- urgical educational requirements is summarised, and various attendance patterns discussed. The potential advantages of the sandwich system of College attendance, to the more distant sectors of the mineral processing and metallurgical industry is outlined. Some of the likely future trends in technician education are presented. These include the need to respond to the changing expectations of technician employers, as shown by industrial surveys, the role of experiential learning, the need to integrate courses so that students can build on prev- iously completed courses, the possibility that future technicians will require a multi- disciplinary background and the provision of easier access to technical college facilities by potential students and industries.

Increases in mechanisation and mining at greater depths are leading to additional problems of heat and humidity in many mines. As a result there is now an escalating demand for temperature prediction simulations appli- cable to underground environments. After a brief review of the present situation with regard to world mining and the use of environmental programs, the paper goes on to discuss in moderate detail the mathe- matical modelling of the many parameters that govern the condition of the ventilating air in a mine. The development of a program that gives the temperature distribution for a mine ventilation system is then outlined. The practicality of the program is discussed and the presentation format for users is explained. Simplification of input data requirements and the acquisition of data from other planning programs are an integral part of the commercial application of this program.

The number of employees required to operate a continuous operation was determined. The fixed and variable costs of the operation were separated, generally along the lines of labour and stores components. Proprietary `MicroPlanner' scheduling software was used to assess resource utilisation under the constraints generated by seven-day operation to determine the level of resources required and ensure that the maximum use was being made of all resources. The mine economic model was used to account for both the fixed and variable costs of the various task to determine the cost and net revenue of the various scenarios. The analysis indicated that mine output could be increased while reducing the unit production cost. Several eight- and 12-hour, seven-day rosters were sourced and ranked for their potential to improve production and communication, and for their effect on employee health and lifestyle.

The Spent Fuel Test-Climax (SFT-C) was con- ducted to evaluate the feasibility of retrievable deep geologic storage of commercially generated spent nuclear-reactor fuel assemblies. One of the primary aspects of the test was to measure the thermomechanical response of the rock mass to the extensive heating of a large volume of rock. Instrumentation was emplaced to measure stress changes, relative motion of the rock mass, and tunnel closures during three year of heating from thermally decaying heat sources, followed by a six month cooldown period. The calculations reported here were performed using the best available input parameters, thermal and mechanical properties, and power levels which were directly measured or inferred from measurements made during the test. This report documents the results of these calculations and compares the results with selected measurements made during heating and cooling of the SFT-C.

A patent is a right granted by the government to exclude others from making, using, selling, offering to sell, or importing a claimed invention. Once the right is granted, the patentee may use the U.S. Federal Courts to enforce that right. Reading a patent from a litigation perspective is quite different than reading it from a technical perspective. The Judge's interpretation of the claims will affect their scope, and likely the ultimate outcome of a patent case. Additionally, the patent right can be challenged. If done successfully, the patent can be rendered invalid or unenforceable. The likelihood of success, and well as the achievement of other litigation goals is often influenced by the forum where the litigation is initiated. Finally, patent litigation costs are significant, and will weigh heavily in the decision to file (or fight) a patent lawsuit.

The Secretary of the Interior in his recent report to the President has defined the new public-land policy, which is in fact "but a new application of an old policy." His words may be more acceptable on this subject of land classification than the repetition of phrases which have served some of us for several years. Secretary Lane says of the past: 1'Congress has always been most generous as to the disposition of the national lands.... There was land for all, and it was the government's glad function to distribute it and let those profit who could.... And this generous donor was not so petty as to discriminate between kinds of lands, the uses to which they could be put, or the purposes which those might have who got them. Land is land, save when it contains minerals; this was roughly the broad principle adopted. To classify was a task too difficult or not worth while. The lands would classify themselves when they arrived in individual ownership. And so the door was opened for monopoly and for fraud." Of the reaction and the evolution of a new policy, the Secretary con. tinues: • ' " A reaction was inevitable. If lands were to be withdrawn from public service, why might not the government do the withdrawing itself? The old philosophy that land is land' was evidently unfitted to a country where land is sometimes timber and sometimes coal; indeed, where land may mean water—water for tens of thousands of needy neighboring acres. For the lands of the West differ as men do, in character and condition and degree of usefulness. We had not recognized this fact when we said 'land is land.' Lands fitted for dry farming and lands that must forever lie unused without irrigation; lands that are worthless save for their timber; lands that are rich in grasses and lands that are poor in grasses; lands underlain with the non-precious minerals essential to industry or agriculture; lands that are invaluable for reservoir or dam sites— these varieties may be multiplied, and each new variety emphasizes the fact that each kind of land has its own future and affords its own opportunity for contributing to the nation's wealth.

As a result of the rapid economic growth in Japan, environmental problems have become a national concern in the latter half of the In 1967, the Basic Lair for Environmental Pollution Control was enacted as a fundamental ::olicy in this field. This lair provided compre- hensive guidelines for the action to be taken pollution prevention. The biggest problem n air pollution of those days was that of the sulphur dioxide content of the atmosphere. Based upon the law, the smelters in Japan have struggled hard to solve this difficult problem. Consequently, the ambient SO2 level has been lowered gradually year by year. At present, the ambient SO2 level is nearly equal to that in the atmospheric background. Furthermore, the fixation ratio of sulphur in Japanese copper smelters has attained up to 99.5 per cent.
