Bracken Gold Mine ceased mining operations during February 1993. The clean-up of the gold plant, which had already commenced in September 1992, was completed in January 1994. The mine had been in production since early in 1962 but, because of a decreasing ore reserve, increasing working costs, and a relatively low gold price, closure had become inevitable. The closure had been under consideration since August 1983, when the first estimate was made regarding the amount of gold that could be recovered from the clean-up operations. Until that stage, it had been accepted that Bracken would conform to the commonly accepted idea that 0.25% of the total gold produced by the plant would be recovered during the clean-up operation. This idea was dispelled when the initial estimates indicated that the gold recovery would vary between 0.049 and 0.095%. The actual figure realized was 0.036%, showing that there is no generalforl1ula for the calculation of the amount of gold to be recovered from such clean-up operations. During the clean-up operation, Bracken became an unexpected contributor to the State's Reconstruction and Development Programme by having al the mine and plant buildings purchased and converted into a community development centre. This shortene4 the time available for the clean-up, and several of the buildings remained intact. However, the foundations and sub-soils had been sampled extensively, and it is considered that no recoverable gold was left behind.

"The rare earths industry started in Austria in 1887 by Carl Auer von Welsbach (1858-1929) Professor of Chemistry at the University of Vienna. The process was based on monazite sand transported from Brazil as shipping ballast free of charge. This made possible producing thorium, cerium, and other rare earths at a low cost, thus permitting the growth of the industry. However, once the Brazilian authorities realized the strategic importance of the sand, shipping was stopped. Brazil then started its own processing of the sand in 1949. The background for Auer’s work, the role of Robert Bunsen in Heidelberg, and the invention of the spectroscope will be presented. INTRODUCTIONHeidelberg on the Neckar (Figure 1) was the meeting place for chemistry students from all over Europe in the nineteenth century. Her university founded in 1386 had already a famous professor of chemistry and medecine in the Faculty of Medicine by the name Leopold Gmelin whose three - volume Handbuch der theoretischen Chemie appeared in 1817-1819, that became later a multi-volume monumental work. As successor to Gmelin came Robert Bunsen (Figure 2) in 1852 who made this university town the Mecca of chemistry students. One of his students, the English Henry Roscoe (1833-1915) who became later a distinguished professor in Manchester, described him as follows: ""As an investigator he was great, as a teacher he was greater, as a man and a friend he was greatest""."

The Peak Gold Mines Pty Ltd (PGM) operations are located approximately 9 km south of Cobar, NSW. PGM currently mines and treats ore from three separate orebodies within 5 km of the original plant. Production from the original Peak orebody ceased in April 2002, with ore currently sourced from underground at New Occidental and Perseverance, while New Cobar supplies ore from an open cut mine. In March 2003, Wheaton Minerals Asia Pacific purchased the operation from Rio Tinto who operated the mine for around ten years. The Perseverance deposit is situated between 600 and 1000 m south of the Peak orebody. Access is via shaft from Peak to 630 m below surface and then by decline to the northern end of the deposit locally known as Zone A. Development of the resource commenced mid 2002 to set up for a long hole open stoping operation at 25 m level spacing. The first production stope was successfully brought on line December 2003. The Perseverance deposit is hosted by sediments and volcanics along the eastern margin of the Devonian Cobar basin and is one of many deposits with the Cobar Gold Field. The Cobar Gold Field has produced approximately 2.5 million ounces of gold since 1880. The Perseverance area had long been considered prospective due to the presence of old workings at the southern extensions of Peak line of lode. Significant mineralisation was first discovered at Perseverance in 1994 when PGM drilled a hole targeted 950 m below the historic workings. The target was based on an apparent plunge to the stratigraphic controls to the Peak Orebody. Subsequent exploration within and around the ægreaterÆ Perseverance area has been significantly aided through the use of downhole electro-magnetic surveys due to the close spatial association between gold and sulfide mineralisation.

THE iron mines of Spain are located on the mountain ridge forming the boundary between the, Teruel and Guadalajara provinces, called Sierra Menera. They form a property of 25 mines extending over an area of 1,677 hectares (4,140 acres) situated at a height varying from 1,200 m. (3,940 ft.) to 1,500 m. (4,920 ft.) above sea level. The deposit follows the direction north to south; huge masses of ore are being found both on the slopes and at the summit of the Sierra. The ore occurs among quartzites and magnesite limestone, in some places overlaid by quartzite 15 in. (50 ft.) thick; in some others (and this is more general) the ore is overlaid by earth and boulders of quartzite origin,; this layer is about 8 m. (26 ft.) thick. The ore beds occupy the geological horizon of the Superior Trias or Muschelkask, which are here in direct contact with the Silurian quartzites. The lime-stones have been more or less transformed. There is ample evidence to show that these mines were worked in very ancient times-objects and tools employed in mining by the ancient Romans and Arabs are to be found plentifully in old workings which extend down into the deposits. It has been estimated that more than 10,000,000 tons of ore were mined in the old days in this district and carried to the primitive forges in the vicinity where iron of much renown in Spain was extracted. Remains of more than 20 of these forges are found in the neighborhood of Sierra Menera and are usually situated near waterfalls and forests. Much investigation has been carried on for the purpose of determining the quantity of ore to be found in these mines, but no exact calculations can be made at present. When the investigation is completed it will surely be found that the deposit contains a much larger quantity than the 100,000,000 tons indicated by the present workings.

Resume.-The district of Santa Eulalia lies 12 miles to the southeast of the city of Chihuahua, Mexico. The ore deposits occur in a Cretaceous limestone of unknown thickness, overlain by a series of rhyolitic tuffs and flows. The limestone is very gently folded and is cut by several systems of fissures, of which only those with a general north-south strike are pre¬mineral and control the deposition. The deposits are of two main types; the earlier silver-bearing iron sulphide types occurs as high-grade tabular bodies resembling veins and as large masses of relatively low-grade ore. The gangue of this type is composed of lime-iron silicates that point toward a close association with an igneous rock mass which has not yet been encountered. In the later silver-lead-zinc type the ore occurs in vertical chimneys and horizontal mantas, principally as oxides, though at a depth of 1,500 ft. some sulphides have been encountered. During oxidation the ore chambers have increased in size owing to the solution of the walls by the sulphuric acid generated in the process, and a substitution has taken place of nearly one-half part by weight of the original constituents of the ore, by newly introduced elements and radicals. Both types are believed to have come from greater depths than those yet reached by mining, and their ultimate source, from a consideration of similar deposits, is believed to be an igneous rock in contact with the limestone at some horizon below. The deposits are believed to have been formed at unusually great depths, as indicated by the proved great vertical range of the silicate minerals coupled with the absence of the igneous rock, and by the practically unchanged character of the silver-lead-zinc ores as far as developed. The volcanic capping is believed to be distinctly later than the economically important ore deposition.

One prime objective must be the identification and minimization of potential liability, both for the corporation and its officers, directors and employees.This paper will identify the basis for liability of individuals and corporations for environmental matters, focussing on current legal requirements, and the appropriate legal response to events of such potential liability. It will also consider the reduction of liability through the implementation of management systems and environmental policies in order to ensure due diligence both with respect to corporate responsibility and the responsibility of the individuals within the corporation.IntroductionConsolidated Professor Mines Ltd . and its predecessor have been exploring in northwestern Ontario for about sixty years . During the last twenty years, the company has been interested in developing a gold mine, the Duport Project, on Stevens Island in Shoal Lake . The lake straddles the border between Ontario and Manitoba and is a drinking water supply for Winnipeg and environs.The Duport Project involves the mining of 450 t/day grading an average of 0.35 oz Ault of ore . At the minesite, located on Steven s Island in Shoal Lake, only preliminary processing of the ore will take place, to produce gravity and flotation concentrates for final gold recover y at a mainland plant well removed from the Shoal Lake watershed. No hazardous chemicals will be used at the island site."

A sampling program was conducted in which both spoon and isokinetic sampling techniques were used to collect samples from the reaction shaft. The samples were then characterised by chemical, XRD and mineralogical analysis. Further information was acquired by measuring the oxygen potential and temperature at the bottom of the shaft using disposable probes. Comparison of the results of the two sampling methods showed that the spoon samples were devoid of material less than 25 m. Sulfur analyses on the samples provided information on the extent of reaction, plume shape and recirculation patterns. Disposable probe measurements showed the measurable particle temperatures ranged from 1150 to 1700 °C and that the material falling into the bath had a normalised oxygen potential similar to the slag. These latter measurements combined with the sulphur elimination and mineralogical analyses provided further information on the extent of reaction and enabled the reaction sequence to be ascertained.

The world appetite for minerals in the, third quarter of this century grew at a higher rate than had been anticipated. To illustrate, consider the experience of four, commodities. Excluding the Communist bloc, sometimes referred to as the centrally planned economies, demand for aluminum increased at a compound rate of 8.6% between 1950 and 1975,; copper rose by 4.4%; iron ore by 5.5%; and tin, the laggard in the group, by 2%. Except for tin, the figures are substantially greater than growth rates anticipated in 1950 in the Paley Commission report and other studies. The growth rate was not evenly distributed in geographical areas. Professor Wilfred Malenbaum of the University of Pennsylvania did an interesting study breaking these figures down as among three principal sources of demand -- the United States, other industrialized nations (which he referred to as the "rich lands"), and the developing world (which he referred to as the "poor lands").

This paper presents methods of implementation and the added value that can be achieved by connecting personnel tracking systems and alarm-broadcasting systems. The authors point out the functions of the two systems that enable cooperation between them. Methods for connecting the systems on the surface and underground areas of mines require some intervention in both systems, so the authors point out a possible phased approach to introducing cooperation methods. Due to the fact that tracking systems in Polish mines are at an early stage of implementation, the article aims to provide new functionality, attempts to identify the needs of future users, and describes the experience of both production companies in terms of the development of cooperation methods.

Organization The Foundling Years - 1901-1921 Two events that occurred in the decade of the 1870's have had far- reaching effects upon the petroleum industry in the U. S. and formed a basis for the birth and growth of the petroleum engineering profession. In 187 1 a group of mining engineers banded together to form the American Institute of Mining Engineers "to promote the arts and sciences connected with the economic production of the useful minerals and metals and the welfare of those employed in these industries by all lawful means". Although it was to be 30 years before an event in Jefferson County, Tex., would cause petroleum to come into prominence as the world's principal source of energy, the founding of AIME provided an organization through which the application of engineering to the recovery of petroleum and natural gas could be developed. In 1875, a Pennsylvania judge who was called upon to make a decision for which there was no precedent reasoned that oil and gas were like wild game - they belong to the man who can reduce them to possession. His decision sired the "rule of capture", which stated that a landowner possesses the oil produced from his well, even though it might have come from beneath his neighbor's land. This interpretation prevailed for more than half a century, during which time gold-rush tactics were employed in the drilling and production of many oil fields in the U. S. The resulting overproduction and tremendous waste led to a virtual economic collapse of the U. S. petroleum industry by the early 1930's. To bring these malpractices under orderly control, proration and conservation policies were developed, and petroleum engineering became the medium through which they were devised and implemented. At the turn of the 20th Century, more than 90 percent of this country's oil production came from the East, but the picture changed with dramatic suddenness on Jan. 10, 1901. Captain Anthony F. Lucas, an Austrian mining engineer, had noticed concentrations of oil and gas near salt domes during mining operations on the Louisiana Gulf Coast. In 1899 he leased a low mound near Beaumont, Tex., began drilling, and after almost 2 years of intermittent operations, brought in the famous "Lucas Gusher"

THE first paper which appears in the published Transactions of our Institute is that read by our respected Secretary at its first meeting in Wilkes-Barre, in May, 1871. It is entitled The Geological Distribution of Mining Districts in the United States, and presents a brief but masterly review of what was known of the distribution of our deposits of useful minerals, particularly the metals, not only from a geographical but from .a geological stand-point. At the request of Dr. Raymond, I agreed, somewhat hastily, perhaps, to write for this occasion a brief sketch of the geological distribution of the deposits of the useful metals in this country, in the light of the increased knowledge of the present day. In the time given no personal investigation was possible, and as it was therefore out of the question to attempt to make anything that could be considered an original contribution to the history of our ore-deposits, I have been obliged to limit myself to an examination of such published data within my reach as bore upon this subject, and could be consulted in the brief time I have been able to give to it. Had the geological investigations undertaken by the Tenth Census been continued systematically by the United States Geological Survey or by the Eleventh Census, it might have been possible to make a fairly-complete review of the subject. PRIOR to 1915, numerous attempts were made to treat tin concentrates in the United States, but for various reasons they were unsuccessful. Tin ore is said to have been found in nearly every state, but none of the deposits have proved to be of commercial importance. The only domestic production is in Alaska, but only a few hundred tons annually have been produced; hence any considerable production of tin in the United States must be from foreign ores. The most promising occurrence of tin was found in the Black Hills, S. Dak.; in the early development stage, it was called the Cornwall of America. Associated with the tin is tungsten. The story is told that an exceedingly fine specimen of the Black Hills ore was sent to England to encourage stock promotion; the desired effect was produced until a skeptic chipped off a small piece, which the analysis showed to be wolframite. FIRST ATTEMPTS AT SMELTING One of the first promising attempts at tin smelting in the United States was made by R. T. White at Bayonne, N. J., in 1903. Mr. White, after spending some time in England studying the methods of tin smelting, organized a company called the International Tin Co., and erected a plant to treat tin concentrates from the Straits of Malacca. About the time the plant was completed, the English Government placed an export duty of 40, per cent. ad valorem on tin .concentrates exported to other than British smelters, which duty made it impossible to operate this plant so the enterprise was abandoned. As this export duty is still effective, the only source of tin-ore supply for 'the United States is the Bolivian concentrates.

COPPER base alloys containing various amounts of aluminum and silicon are of considerable commercial interest. In particular the alloy containing 7 pct aluminum and 2 pct silicon shows an attractive combination of high strength with excellent machinability. Since there is no evidence in the literature that this ternary system has been studied since the recognition by Smith1 and Anderson2 in 1939 of the kappa phase of the binary copper-silicon system, the determination of the equilibrium phase relationships in the copper corner of the ternary diagram has been undertaken to provide a fundamental basis for understanding the behavior of these alloys. Phase boundaries have been determined by the micrographic examination of quenched samples while points on the liquidus surface have been obtained by thermal analysis. The results, of sufficient precision to serve their major purpose of providing a guide for the control of the manufacture of alloys in the region covered, are presented in a series of both isothermal and vertical sections of the diagram. ALLOYS STUDIED For a rough survey of the copper corner of this ternary system the compositions listed in Table I (Series A) were employed. The results of examinations of these alloys indicated that the compositions listed in Table 2 (Series B) would further clarify regions of greater complexity. All alloys were prepared as 1200 g heats, the copper being melted under charcoal, and then first silicon and then aluminum were added. An [ ] excess of 0.05 pct silicon was allowed to cover deoxidation losses. Two small bars 5/8 by 1 ¼ by 1 ¼ in. were cast using Durville type casting equipment. Analyses were made on all alloys using material which was hot-rolled at 800 or 850°C and annealed 17 hr at 650°C. All analyses were found to be within 0.05 pct of the nominal composition. Since the precision of analysis is not much better than this, the points of both isothermal sections and vertical sections at fixed aluminum and silicon contents have been plotted at the compositions indicated by the nominal composition.

"The avenues and degree of participation by aboriginals in the Canadian minerals industry have changed significantly during the thirty years of the author's career in that industry.The typical 1950s cycle of mineral industry involvement of a local non-Europeanized aboriginal was as an individual employee. The employment relationship would begin with the best of intentions by both parties of permanence and terminate when the pioneering employee was unable to reconcile the attendance behaviour required by the employer and the social-sharing behaviour demanded by family and friends.Cominco Ltd. has been a mine operator and developer in the North since the 1920s. Cominco's early experiences with employment of non-Europeanized natives at the Con Mine in Yellowknife, Northwest Territories from 1938 to 1986 was a negative experience from both the employee and employer ends. A series of classic failures in employment of individual aboriginals was a large part of the history. A few Metis or natives from other areas were the permanent aboriginal employees at Con (2010). Racial prejudice was overt on the street in Yellowknife and, it can be assumed, in the workplace, as well.The history of aboriginal employment at the Pine Point, Northwest Territories operation (1964 to 1988) was somewhat better but also frustrating. The mine was equidistant (80 km) from the Dene communities of the Hay River Indian Reserve and Fort Resolution, both on Great Slave Lake. Despite a large aboriginal presence and many well-intentioned efforts, employment of aboriginals at Pine Point never got much beyond ten per cent. These would have been half local and half northern prairie aboriginals. One continuing success story was the railcar loading and covering crew led by Ed McKay, a local aboriginal. This predominantly aboriginal crew did its own recruiting and several are on Cominco pension."

SINCE the blast fired August 15th, 1878, which was described by Mr. Clark,* and up to November, 1881, we have fired three smaller blasts, one in the: southwest corner of the quarry and two in-the but-tress of rock Left standing by the first blast rear the mouth of the main gangway. We intended to keep an exact account of the stone thrown down by each blast, but the large quantity required by, the furnaces since the beginning of 1879, and the time taken up by more important matters, have caused this to he neglected, so that it is not possible to separate exactly the, cost and quantity of stone obtained during this time by the old method from that furnished by the large blasts; yet as the latter quantity has beet much greater than the former, some notion of the value of the Jarge-blast plan may be reached by comparing the figures from September, 1878, to November, 1881, with those for times when the old system was exclusively used. Since 1878 wages have been raised, lowered, and again raised, and to get a year of sufficiently large production for fair comparison it is necessary to go back to that ending April, 1872, when wages and supplies were different from present prices and from those of 1878. * Transactions, vol. vii, p. 266.

"THE EXPANSION of steel capacity is seldom spectacular. It may be for this reason that the remarkable progress made in Canada has not been generally recognized. In 1950, Canada's output of steel ingots amounted to 3,270,000 tons ( l ), which is a ll8 per cent increase over the tonnage produced in 1939. It can therefore be readily seen that Canada's growth curve for steel production is climbing at a rate paralleling her growth as a nation. It is by no means •an exaggeration of its importance to consider the steel industry as the cornerstone in the economic structure of Canada's manufacturing activities. From the humble diaper pin to the giant members of massive bridges, fortifications, and other steel structures, steel accompanies us as a necessary and inescapable companion in our journey through life. The Age of Steel has a literal meaning, and refinements in the manufacture of the products of steel are adapting it to more and more varied uses as time passes.The integrated iron and steel works of Canada fall into two natural geographical divisions. One has its base on the Great Lakes and draws its supply of •coal and some of its ore from the United States. In this division lie the works of the Algoma Steel Corporation, at Sault Ste. Marie, at the junction point of lakes Huron, Superior, and Michigan; and the works of The Steel Company of Canada, at Hamilton, on lake Ontario."

THE reconnaissance of the Goldfield mining-district, described in this paper, was made in May and June, 1905, and, though this time was too short for a complete report, the work accomplished may serve as a basis for more thorough future research. Dr. Berkey has examined the rocks collected by myself, and I am using his classifications. As a result of further field-work, and Dr. Berkey's examination of the rocks, this paper is an elaboration and correction of my views expressed in the Gold-field Sun, May 12, 1905. The sketch-map, Fig. 1, illustrates the geology of the Goldfield mining-district. Goldfield is an eruptive complex, consisting of alaskite (binary granite), hornblende-andesite, hornblende-dacite, rhyolite, pyroxene-andesite, pyroxene-dacite (sometimes containing, a small quantity of olivine), quartz-felsite, olivine-pyroxene-ande¬site, and basalt. Considering this list to be arranged in the order of eruption, the age-sequence of the rocks conforms to Richthofen's law, formulated in 1868. From his observations in Europe and America, propylite, andesite, trachyte, rhyolite and basalt, occurring together, succeed one another. In a general way, the medium and more acidic rocks precede the most asic-a result supposed by some to have arisen from their relative position beneath the surface, and due to a rude stratification by gravity in the original cooling magma during the older history of the earth, or to the same differentiation occurring during a quiescent (molten ?) period preceding eruption, being aided by the ease with which acidic rocks, mixed with water vapors, become fusible. The Chelopech Copper/Gold Mine, located in west-central Bulgaria, has been in operation since 1953 producing a low-grade copper/gold concentrate containing up to six percent arsenic by weight. The penalties and restrictions imposed on smelting this concentrate, have seen the past operators of the mine strive to find a balance between achieving acceptable metal returns from the smelters and installing novel or unproven technologies in the face of changing political and economic climates. This paper documents the colourful history of the concentrate processing alternatives that have been investigated and implemented over the 45 year life of the Chelopech Mine, culminating in the high pressure oxidation option that is now the focus of a Definitive Feasibility Study (DFS) presently being undertaken by GRD Minproc Limited. The fundamental chemistry of the preceding alternatives is outlined followed by a discussion as to why each was ultimately not employed. A detailed description of the technology proposed in the DFS is given including: pressure oxidation, arsenic fixation, SX/EW copper recovery, CIL gold recovery and AVR/SART cyanide/copper recovery processes. Attention has been drawn in the publications of the Department of Mines to the view that veins of two different ages occur in the Cariboo district, namely, those of Jura-Cretaceous age and those of pre" Mississippian age. It has been further pointed out that while there is doubtless a wide distribution of veins of pre-Mississippian age in and about the Barkerville and Stanley areas, and in the vicinity of Round Top mountain and Yank's peak, there is no such wide distribution of veins carrying gold values of commercial significance. Veins of the latter type discovered to date occur almost exclusively within one or other of two comparatively narrow zones, both trending northwest and southeast, the one extending from Island mountain co Round Top mountain, and the other from a point somewhat north of Stanley co Yank's peak. In addition, there is some evidence of a third zone trending northwest from Spanish mountain, at or near the contact of the pre-Cambrian and Mesozoic rocks. In short, all the evidence from prospecting and lode-mining operations to date indicates that values are mainly restricted co zones having marked directional distribution. Moreover, it can be demonstrated that the placer deposits resulting from the erosion of the pre-Mississippian veins have a similar directional distribution, allowance being made for modifications due to glaciation. The observations offered in this paper are of the nature of a generalization which seeks to explain certain anomalies both in the vein-mineralization and in the -important auriferous-pyrite replacement deposits in limestone which have recently been discovered. For the sake of brevity, the Island Mountain-Round Top Mountain zone will be referred to as Zone No. 1, and the Stanley-Yank's Peak zone as Zone No. 2.

Why and how the nuclear industry entered the electric power generation business is discussed in terms that nuclear energy was an undoubtedly additional energy resource and that it had promise of becoming a virtually inexhaustible generating power if breeder reactors could be devised. The growth of nuclear power, its total generation capacity, are related to the need of increasing energy requirements. The use of atomic energy for power generation will grow if it can compete economically with other fuels. The rate of growth, the time scale and direction of technical development is dependent on ore supplies. It is predicted that by 1980, 50% of all new power installations will be nuclear stations. INTRODUCTION Ten years ago, the nuclear industry was virtually unborn, the Atomic Energy Act of 1954 had just been signed, and peaceful applications of atomic power was little more than a phrase. Serious discussion of the practical application of nuclear energy to electric utility installations in the West was highly unlikely. The questions: Why and how did the nuclear industry enter the electric power generation business at all?; What is the predicted growth of nuclear power?; What technological changes do we predict?; How will the above changes affect the utilities? will in part be answered by this paper. WHY NUCLEAR POWER? The only justification for the West as for any other section of the country for atomic power is economics. Whatever energy source will provide the lowest generation cost will prevail; the only electric utilities which have shown an interest in nuclear power are those to whom it means lower generation costs. It is true that the Government sponsored the development of this technology long before there was any evidence of better economics; but a Government must take a very long-range view and it is the only type of organization that can afford to look more than twenty or thirty years into the future. The Government looked at projections such as shown in Fig. 1, which shows various rates of energy consumption, and matched these against estimates of fossil fuel resources. This showed that we will exhaust our low-cost fossil fuel supplies within 75 to 100 years and our total known fuel supplies within 150 to 200 years. The decision to invest in nuclear energy rested, therefore, on two arguments: a) It was undoubtedly an additional energy resource; and b) It has promise of becoming a virtually inex-haustable resource if breeder reactors could be devised if, while generating power, the reactors would produce more fissile materials than they consumed. This decision produced an unexpected bonus: nuclear power became competitive with fossil power much earlier than had been expected and, as shown in Fig. 2, forced the coal industry to take a hard look at its own position. I believe that the drop of coal prices shown here is the direct result of the entry of nuclear power into the energy supply business. At this point, it ought to be explained why and under what conditions nuclear power can be cheaper than fossil power. Fossil fuel cost to the utility is composed of two factors: a) Mining; and b) Transportation. As a result, the cost of fossil fuel to the utilities varies from 126, 106 Btu to 306, 106 Btu and higher. Nuclear energy is highly concentrated and the transportation factor becomes insignificant.
