The purpose of blasting during mining is to produce a muck pile that can be efficiently loaded and transported. There is an increasing awareness of the variation in muck pile characteristics and its economic implications. It is well known that good fragmentation by itself is not sufficient to optimise the muck loading efficiency. The swelling and configuration of the muck pile also significantly affect the productivity of the loading equipment. The characteristics of a muck pile depend upon the blast design parameters, explosive properties and rock mass geology. This study has focused on the dependence of muck pile configuration on blast design parameters, explosive properties and size distribution of the muck.The field work was done in two phases. In the first phase 12 blasts were monitored, while in the second, three blasts were monitored. The blast design parameters and explosive properties for each blast were documented and the following muck pile characteristics were measured:muck pile height and its distance from the facedistance of throwwidth of the power troughsize distribution by image analysis technique.The effects of burden, bench height, heave energy of explosive, row-to-row delay, powder factor and the mean particle size of the fragments on muck pile configuration were examined. It was observed that muck pile height and distance of throw are strongly influenced by the burden, bench height, heave energy of the explosive and the size distribution of the muck. The width of the power trough depends upon the row-to-row delay, powder factor and total burden. The Luossavaara "Research Mine" is the First large, offensive effort in mining research conducted by the Swedish state. Over a 5-year period, 1981-1985, the Swedish Mining Research Foundation works in the "Research Mine" on the development of mining systems and equipment. The purpose is to bolster the competitive strength of the Swedish mining and mining equipment industry. The previosly abandoned Luossavaara mine in Kiruna, in northern Sweden, has been reopened especially For the project. Ore is mined and sold during the course of the research project. The income from the sales covers a large portion of the costs for teh research.

THE potential oil-and gas-bearing area with "which this paper deals is the large undefined Carboniferous basin, roughly triangular in shape, occupying about 10,000 square miles of southern and eastern New Brunswick. Its base, about 135 miles long, lies on the gulf of St. Lawrence and embraces the whole eastern coast-line of the Province, while its apex lies in the south-west corner of the Province, near the International boundary (see map, Figure 1). The Carboniferous basin may be divided roughly into two areas-the Northern basin and the Southern basin-by a structural feature represented by a ridge of low hills running north-easterly from the Saint John river, near Saint John, on the southwest, to Indian mountain, about eight miles north of Moncton, in the northeast. Within the Northern basin, all evidence regarding the presence or attitude of the older Mississippian Albert Shale series, the only oil-bearing rocks known in New Brunswick, is for the greater part obscured by a thick and practically horizontal blanket of Pennsylvanian strata and, although evidences of oil and gas have been reported, none has been positively identified. Five parallellines of gentle folding, running to the northeast, occur in the Pennsylvanian rocks, within a distance of 100 miles from north to south. This folding is reflected in the courses of the rivers, which lie within the synclines. The relationship of the folding in the younger rocks to structures in the uncomfortably underlying older rocks is unknown, but should now be possible of clarification by means of a geophysical survey accompanied by drilling. Independent geological examinations have yielded no evidence of value in this respect, nor have five exploratory boreholes drilled by per-cussion tools to a maximum depth of 3,645 feet been of assistance, as only one inconclusive hole completely traversed the beds which normally overlie the Albert shales.

THE technical cohesive strength of a metal means, not the interatomic forces, but the technically estimated resistance to fracture. An example of such resistance to fracture is the so-called "true" breaking stress of a tension-test specimen, the breaking load divided by the sectional area at fracture, According to the prevalent view,8 the technical cohesive strength of a metal, in any particular state as regards prior mechanical treatment and heat-treatment, is determined by a limiting value of the algebraically greatest principal stress.? In two previous papers by one of the authors,14,15 evidence was presented to indicate that the technical cohesive strength of a metal cannot be represented by a single stress value, but that it comprises an infinite number of values corresponding to the infinite number of possible combinations of the principal stresses. The technical cohesive strength thus comprises an infinite number of technical cohesion limits, each representing a specific stress combination at fracture. In the same papers, evidence was presented that plastic extension causes a continuous increase in the technical cohesive strength. Such a variation is not in accordance with the prevalent view that plastic extension first increases, then decreases, the technical cohesive strength.8 In this paper, as in the previous papers,14,15 the algebraically greatest principal stress will be designated S1, the least principal stress will be designated S3, and the intermediate principal stress will be designated S2. The technical cohesion limit under polarsymmetric tension (S1 = S2 = S3) will be termed the "disruptive stress," and the cohesion limit under unidirectional tension (S2 and S3 = o) will be termed the "severing stress." 14,15 The yield strength of a metal, according to the generally accepted theory, may be represented by a constant value of the shearing-strain energy, and hence by a constant value of the sum of the squares of the three principal stress differences. In the second of the previous papers,"' however, evidence was presented that the limiting yield stress decreases with increase in the volume stress, the algebraic average of the three principal stresses.* This influence of the volume stress becomes prominent only in the field of triaxial tension. In the two previous papers, 14,15 diagrams were presented to show the variation of the technical cohesion limit, yield stress, and ultimate stress with the combination of principal stresses and with plastic extension. Those diagrams and the resultant conclusions are derived from experimental data obtained by other investigators. They are based chiefly on results of tension tests

Controlled and uniform distribution of the leach solution to a heap is of primary importance to achieving the desired rate of metal recovery and PLS grade from the heap. The step used to engineer the irrigation system are the same whether drips, wobblers or sprinklers are to be used. The mining rate, leach cycle time and heap height influence the heap cell size which along with the irrigation method selected controls the design of the irrigation system. The steps in the design procedure are explained as are the advantages and disadvantages of each irrigation method.

"The redevelopment of the World Trade Center (WTC) provided an opportunity for the Port Authority of NY and NJ to complete a long sought underground connection between all of Lower Manhattan’s transit lines, the World Trade Center and the World Financial Center (WFC) (Figure 1). Creating this connection was a challenge because the WFC lies west of the heavily trafficked Route 9A, also known as West Street. The previous connection was a bridge that required pedestrians to make significant level and directional changes to navigate the crossing. The positioning and elevation of the Route 9A pedestrian tunnel was established to provide pedestrians with a clear, single level, climate controlled corridor from the new WTC Transit HUB to escalators leading into the WFC Winter Garden.As the most direct link to the WFC, tens of thousands of people a day will use the pedestrian corridor. To accommodate this large number of pedestrians and provide an obstruction free passage, the tunnel has a clear width of 50 ft (15.2 m). Although only 250 ft (76.2 m) long, that short length presented many technical challenges.Here I describe how the challenges were overcome during the construction. However, some of the truly problematic issues arose from coordinating the phasing of this project with adjacent construction activities at the WTC, the reconstruction of Route 9A, and the WFC’s redevelopment program. The limited access to the excavation areas and confined site logistics were further complicated by having to maintain six lanes of traffic on Route 9A at all times. The efforts were so intertwined that, well into the underpass construction, the Port Authority Construction Department decided to merge a portion of that work into the WFC redevelopment."

The two most important parameters controlling the fracture behavior of a solid are its intrinsic properties, e.g.,grain size, and the operative stress system. The latter may be modified in laminates by the presence of weak interfaces. This is studied in notch-impact tests on a mode1 system of mild steel laminates containing a variety of interfaces. The effect of these is evaluated in terms of the ductile/cleavage transition. Two laminate geometries are distinguished, here called "crack-arrester " and "crack-divider". In both, cleavage is inhibited. This arises because of relaxation of a state of triaxial tension. In the crack-avrester laminates, cleavage initiated at a notch is confined to the layer containing the notch. In crack-cliuider laminates, a thick specimen behaves as the Sum of a number of thinner ones. Additional benefit may derive from improved intritnsic propevties of- the lanlinate layers arising from greater deformation in their manufacture. It has long been recognized that the two most important parameters controlling the fracture behavior of solids are their intrinsic properties (e.g., grain size friction stress,3 distribution of second phase particles4) and the operative stress system under which fracture occurs. In solids that show a ductile/cleavage transition, cleavage is favored by the presence of a notch. This is because triaxial tensions, generated by the localized plastic constraint at the notch, are operative when fracture occurs.= Anything that suppresses these triaxial tensions will be unfavorable to cleavage. Such suppression may possibly occur in laminates containing weak interfaces and the purpose of the present paper is to explore this possibility. Two basic laminate geometries, here termed "crack-avrester" and "cvack-divider", are examined. They are illustrated in Fig. 1. With the crack-arrester laminates, there is the possibility that, when the fracture crack approaches the interface, this, if weak, may delaminate due to the tensile stress acting parallel to the plane of the crack.= If this happens, energy will be used in delamination, the crack will be completely blunted, and the triaxial tension associated with the crack will be relaxed. To fracture the second portion of the laminate, crack reinitiation will be necessary and, because of the relaxation of the triaxial tension, this reinitiation will occur under conditions of nearly uniaxial tension, which are unfavorable to cleavage. Thus there is the possibility of cleavage suppression in the second and subsequent subunits of a crack-arrester laminate. With the crack-divider geometry, there is again the possibility of delamination at the interfaces. This will divide the crack into a series of cracks propagating through the individual laminate subunits. If these are sufficiently thin, the triaxial tension will be relaxed towards a state of biaxial tension in each of them. Thus, with the crack-divider laminates, there is again the possibility of cleavage inhibition. In the present work, these possibilities are explored using a notched impact test on mild steel laminates bonded with soft solder, silver solder or copper. Even if delamination does not occur, it is still possible that cleavage may be inhibited in laminates. With the crack-arrester geometry, the cleavage crack in the first layer may be blunted and arrested by plastic deformation in the laminate bond, if this is ductile. Partial relaxation of the stress transmitted ahead of the crack into the second layer will then result and this will reduce the significance of this stress in the fracture of the second layer. With the crack-divider geometry, there cannot be much effect in the absence of delamination unless a large amount of energy is absorbed in rupturing the ductile material. EXPERIMENTAL DETAILS The composition of the mild steel (wt pet) was: 0.04 C, 0.29 Mn, 0.01 Si, 0.006 P, 0.008 S. "As-received" plate was annealed for 2 hr at 900°C and slowly cooled to give a grain size of 0.04 mm. The laminates were made by brazing or soldering together mild steel plates 8 by 3 in. by various thicknesses. These were obtained from the annealed plate by machining, so that the intrinsic material properties were .kept constant. Laminates containing two to six steel layers were studied using standard Charpy V-notch specimens cut from the bonded plates. Six intermediate phases occur in the Nb-Zn sysThese phases form by peritectic reactions at 1120°, spectively. The Nb Zn 15 phase appears as the minor phase in the eutectic structure, and the terminal phases remain nearly pure niobium and zinc even at high temperature. Vapor -pressure measurements on the four high-temperature phases (Nb Zn to Nb Zn 3) permitted estimates of the composition limits of these phases and the calculation of approximate values of AFO, AH°, and AS°. 1 HE present study of the constitution of the binary Nb-Zn system was a part of an analysis of the mechanism by which coatings of the Nb-Zn intermediate phases protect niobium against oxidation at high temperature.' Since the primary interest in these phases was in coating service, attention in this study was given principally to the four phases stable at high temperature with only cursory attention to the two low-temperature phases. The solubility studies of niobium in zinc by Martin, Knighton, and Feder2 and the reports from the present study of the Nb-Zn coating represent the only published data pertaining to this system. Previously Hodge, Evans, and Hoskins, in an experimental survey, had noted that niobium was not resistant to attack by molten zinc, but no further observations were reported. EXPERIMENTAL PROCEDURES a) General. The nature of the binary Nb-Zn system precluded the use of more conventional methods of determining the phase equilibria such as thermal analyses of a series of cast alloys. An extrapolation of the liquidus data of Martin, Knighton, and Feder2 to higher temperatures suggested that the solubility of niobium in zinc would remain low in the entire temperature range of interest. The preliminary results of the present studies showed that all of the high-temperature intermediate phases form by peritectic reactions. Thus the sluggish nature of this type of reaction and the steepness of the liquidus indicated that thermal analyses would not yield reliable data. The peritectic reactions, of course, precluded the direct formation of samples of the individual phases from the melt. b) Materials. The niobium and zinc used in the present studies were of high purity. The niobium, in the form of 0.1-in.-diameter rods, contained 30 ppm 0, 30 ppm N, and 15 ppm C. "INTRODUCTION Respirable dust is defined as the dust which penetrates to the alveolated regions of the lungs. Due to the size selective nature of the particle removal mechanisms in the nasal passages and lung airways, criteria defining respirable particles must be a function of the particle size. Three criteria defining respirable particle penetration are shown in Figure 1. These criteria have been defined by the British Medical Research Council (BMRC), the American Conference of Governmental Industrial Hygienists (ACGIH) and German TBF 50-11 (1).The quantity of respirable particles in an aerosol can be measured by use of two-stage samplers. The first stage consists of a particle preclassifier with penetration characteristics corresponding to one of the respirable penetration curves in Figure 1. The large nonrespirable dust particles are removed from the airstream in the preclassifier and the smaller respirable dust particles pass on to some device which can measure their concentration (the respirable dust concentration).Instrumentation for the measurement of respirable coal mine dust has been limited by the severe conditions existing within the coal mine. The conditions of particular importance are the methane atmosphere, high humidity, and the general non-laboratory type environment. The most severe of these conditions is the methane atmosphere since any electronic or electric powered instrumentation must be intrinsically safe to operate in such an atmosphere.In spite of the difficulty of sampling respirable dust within the mines, many instruments have been developed for in mine use. Although these instruments operate under a variety of principles they generally fall within two categories: personal samplers and area samplers.A personal sampler is worn by the mines while he is performing his duties in the mine. These devices are generally small, light weight and require little power so as not to interfere with the miner's ability to work."

Apparently the widespread agitation for the codification of our mining laws has had its effect, and it is quite possible that Congress will take up the question during this present session. The greatest objection to our present statutes pertaining to metalliferous deposits seems to be directed against the law of the apex. Those who are not in favor of changing this law are very far in the minority and they apparently realize that it is useless to urge its retention. Next in importance to the repeal of the law of the apex, seems to be a widespread advocacy for the repeal of the law requiring discovery of mineral before a valid location of a mining claim can be made. To a lesser extent there appears to be a desire to have the law changed so as to allow patent for claims without mineral discoveries. The purpose of this article is to review the arguments in favor of the proposed change of the discovery requirement, to show some of the evils that may be expected to result therefrom, and to consider whether a system may be devised to correct the undesirable features of the present law in this respect and at the same time not expose the mining fraternity and the general public to the evils which would result from the repeal of this fundamental requirement. Under the law as at present framed, the validity of a mining location is dependent upon the fact of discovery of mineral within the boundaries of the land claimed. " * * * but no location of a mining claim shall be made until the discovery of the vein or lode within the limits of the claim located" (Sec. 2,320, U. S. Rev. Stat.). All authorities agree that discovery is the source of the miners' title. Lindley, in his valuable work on Mines (3d Ed., Sec. 335), lays down the rule in part as follows: "Discovery is the initial fact. Without that no right can be acquired. * * * Such discovery must precede the location, or be in advance of intervening rights. The proof of recording and marking a claim will not authorize the court to presume a discovery." As is well stated by the U. S. Supreme Court in Erhard v. Boaro (113 U.S. 536):

The State of Nevada, known par excellence as " the Silver State," occupies the major portion of the wide plateau, or so-called Great Basin, lying between the Sierra Nevada range on the west and the Wahsatch range of the Rocky Mountains on the east. It extends from the 114th degree to the 120th degree of longitude, west of Greenwich. It is limited, on the north, by the 42d degree of latitude, and on the extreme south by the 35th degree of latitude. Its general shape is that of an irregular parallelogram, from which the lower or southwestern portion has been cut off by a diagonal southeasterly line; the missing portion forms a part of the State of California on the west. The Great Basin is made up of a succession of low hills, or minor mountain ranges, running very nearly north and south, with long valleys between them. All of these mountains are more or less metalliferous. On the westcrn rim, marking the eastern flank or foothills of the Sierra, we find granites, porphyries, and propylites. Here we note the great Comstock lode, with its free-milling gold and silver ores, and still further south the once prominent and the now reviving gold and silver-bearing districts of Esmeralda County, Nevada, and of Morro County, California. Next, at some distance to the east, we find the mining districts at and near Unionville, in Humboldt County. Still further to the east we find the Battle Mountain copper-silver district, north from the railroad, and southerly therefrom the Austin or Reese Ever, Belmont, and other districts. IN this survey of the progressive development (of education for the mineral industries throughout the United States, the review of .the history of each school has usually been completed wherever it is first mentioned, but the history of the schools in the cities of the eastern seaboard was not carried beyond 1870. It is necessary now to cover what happened during the period of approximately the last quarter of the nineteenth century in several of the schools in the east. Philadelphia Of Philadelphia, it has been related in chapter 4 that the Polytechnic College of Pennsylvania began offering a curriculum leading to the B.S. in mining in 1853; that the school did not prosper, and finally closed about 1890. The establishment of a Department of Mining, Arts, and Manufactures at the University of Pennsylvania in 1855-56 was also mentioned, but its history was not carried beyond 1860. In 1859 J. Peter Lesley was appointed professor of mining in the University of Pennsylvania. The son of a cabinetmaker, born in Philadelphia Sept. 17, 1819, he had taken his A.B. degree at the University of Pennsylvania in 1838 and then secured a position on the Geological Survey of Pennsylvania under H. D. Rogers. When the Survey was discontinued, in 1841, he went to Princeton to study theology, was ordained a Presbyterian minister and followed that career until 1852, when the Pennsylvania, Geological Survey was again started and he rejoined its staff. He published "A Manual of Coal and its Topography" in 1856, and studied at the École des Mines, Paris, in 1856-57. He published an 800-page "Iron Manufactures Guide" the year that he was appointed to the staff at the University of Pennsylvania. In 1863-64 a College of Agriculture, Mines, Arts and the Mechanic Arts was established, but it was not a separate school

(New York Meeting, February, 1912.) THE little town of San Nicolás, Tamaulipas, Mexico, lies approximately 60 miles east of Linares, situated in the State of Nuevo Leon, and 150 miles SE. of Monterey, as shown in the sketch-map. Fig. 1. The place is reached from Monterey by the Tampico train as far as Linares, a distance of 92 miles, and then by coach the rest of the way. It is situated in a narrow valley between low hills, the houses forming one main street and a plaza. It is peopled by about 500 inhabitants. The climate is temperate, the thermometer ranging from 90° in summer to a few degrees below freezing-point in winter; but this severe weather only lasts a day or two at a time, when the " northers " blow. There are no streams in the vicinity, but water sufficient for the use of the people is obtained from wells. The rainfall is about the same as that in the rest of NE. Mexico. The rainy months are July, August, and September. The rest of the year is practically dry, with an occasional showery day or two during the winter, when a " norther " is blowing. Timber is abundant in many localities. There are two varieties of oak, besides mesquite, ebony, "maguira," "patol," and a number of other kinds of trees indigenous to this region. I. HISTORY. On the discovery of the silver-lead hearing veins occurring in this district, the mining-camp of San Nicolás was founded in 1767 by the Spaniards, and numerous mines were opened and worked for a distance of abort 3 miles east and 5 miles west of the town. A reservoir mechanism of sulfur recovery by the Frasch process is presented. Improving the economic, of recovery appears to be largely a well, rather than a reservoir problem. A most important factor is the limitation of the lateral extraction of .sulfur about the wells due to the almost vertical .flow of the injected hot water. Model studies are described which confirin the mechanism of sulfur recovery by presently used methods. Studies on a five-spot system indicate improved econo171ics regarding recovery, recovery rate, therinal efficiency, and well spacing. INTRODUCTION Sulfur mining by the Frasch process is one of the most important methods of sulfur production. Developed by Herman Frasch in 1894, it enjoyed a rapid growth and presently supplies 40 per cent of the world's sulfur and about 80 per cent of the U. S. sulfur." The Frasch process of mining the underground native sulfur deposits involves melting the sulfur in place by introducing super-heated water into the sulfur bearing formations, and producing the sulfur as a liquid. Many problems are encountered in mining these native sulfur deposits, and sulfur production depends chiefly upon the nature of the sulfur deposit and the underground thermal efficiency of the heat transfer system. THE RECOVERY MECHANISM Sulfur is typically found in salt dome cap rock as crystal aggregates occurring within the cavities, seams, and pores of limestone and gypsum formations.' Sulfur-bearing limestone is typically cavernous, vugular, and fractured. Porosity averages about 20 per cent and sulfur saturation averages approximately 25 per cent by weight.1,15 Vhe sulfur bearing formations are very heterogeneous in nature and physical characteristics vary widely within small distances. Total cap rock thickness may vary from 50 to more than 1,000 ft, and net productive thicknesses from a few feet to a few hundred feet. In most cases the upper portion of the limestone formation is barren of sulfur, varying from 5 to 200 ft in thickness.1,15,33 The immediately overlying sediments and the underlying dense anhydrite formation provide permeability barriers to the flow of water from the cap rock section.'" Sulfur wells are drilled with conventional oilfield drilling rigs. Fig. 1 illustrates the casing program of a completed sulfur well. The cap rock sections are drilled with core bits and continuous core logs are recorded. After coring, the cap rock section is underreamed to a diameter of 9 7/8 in. The bottom of the 8-in. casing is welded closed and rests on the bottom of the drill hole, which extends through the cap rock to a few feet above the bottom of the sulfur-bearing formation. The 8-in. pipe contains 5 ft of 3/4-in. perforations on 6-in. centers and 15 ft of 1-in. perforations on 1-ft centers. The 20-ft perforated section is set opposite the lower 20 ft of the sulfur-bearing formation. The 4-in. sulfur pipe is set inside the 8-in. water line on a seat ring at the top of the 5-ft section of 3/4-in. perforations. The mining water, heated to about 330°F under a pressure of 250 psi, is forced down the annulus between the 8-in. and 441-1. pipes and through the 1-in. perforations to the sulfur-bearing formation. Iv all new movements unavoidable misapprehensions arise, which should be cleared away, lest they retard the progress of the movement itself. An impression has gone abroad that the movement for conservation of resources is a new movement. No one knows better than the engineer that this is not the case. Men like Douglas and Raymond and John Fritz and Edison and McDonald, and hosts of others, have preached and practiced conservation as applied to mineral resources throughout a long and useful life-time; and, in general, the work of the engineer and the chemist, both in this and in other countries, has been along the line of continually greater efficiency in the use of all available materials. And the results already accomplished through the efforts of these experts are now saving annually many millions of dollars to the people of the United States in materials and labor. It is true, however, that the need for conservation, that is, for a wiser and more efficient use of the natural resources, has taken on a new life, and is being brought home to the people of the United States in a manner which is awakening public interest and even the public conscience. It is, therefore, both appropriate and fortunate that the engineers, the chemists, and the thinking men of all classes are availing themselves of the present impetus to the movement to emphasize anew the lessons which heretofore they have found it more difficult to impress upon the American public or even upon the captains of industry. Still another of these misapprehensions is to the effect that many of the leaders in the present movement hope to bring about conservation of resources through legislation or execu-

In 1944 some ten or so pieces of legislation impacted on the mining industry. Today in excess of 80 in one way or another apply to the Northern Territory miner. This paper will look at the nature of the legislation that has been introduced and the reasons for its introduction. During the Second World War the mining of resources such as iron, tin etc for the war effort set the platform for the subsequent expansion of the industry in the post-war years. Thereafter, the change in attitudes over the years that have resulted from a more conscious public and more responsible governments and developers associated with the recognition of the legal rights of others and the threat of litigation, will be traced. With a major review of the Northern Territory Mining Act currently in progress, this paper will view ANZMEC's foreshadowed preference for a National Code and the NT's intent of drawing some commonalities with other states of Australia to achieve this aim. Finally, the questions of over-regulation and whether existing legislation is complete will be addressed. From this it is foreshadowed how legislation may develop during the lead into the 21st century.

In the U.S.S.R. three of the world's major-known phosphate deposits are located. These have an estimated reserve of 2,600 million short tons of contained phosphorus. The best known lies in the "Khibiny Massif', an alkalaic rock formation some 600 square miles in area with mountain peaks rising to an altitude of 3300 ft above the surrounding terrain. Location and Climate The Khibiny Massif lies north of the Arctic Circle in the Kola Penin-sula, 100 miles south southeast of Murmansk, at a latitude of 67° 30' north and a longitude of 35° 30' east. It is serviced by rail from Murmansk and Leningrad (900 rail miles south). Figure 1. The phosphate operations are centered about the two cities of Apatity and Kirovsk. The former has a population of 35,000 and is on the Leningrad¬Murmansk railway. Kirovsk, 15 miles to the east, is now a city of 85,000. The region is at the limit of the tree line with most of the ground cover typical tundra. The mean annual temperature is -4°C and, in a normal year, precipitation occurs on 240 days. Because the temperature does not exceed freezing for 300 days each year, virtually all of the precipitation is snow. The two towns are nestled between mountains and, because of the weather, extensive avalanche control systems incorporating major engineering construction have been introduced to divert snow slides away from the populated areas. General Kirovsk was first settled in 1923 and the apatite occurrences were recognized shortly after. In 1933, the first concentrator for the recovery of the mineral was completed, producing in its first year of operation 170,000 tons of concentrate. With the growth and demand for phosphate in the U.S.S.R., a second concentrator was erected at Apatity. It calve on stream in 1963. Because of the severe climate, in the early days mining was limited to 85 days per year. With the introduction of new techniques and improved mining methods, the season has been extended to 115 days.

"THE TOWN OF Salmo, rail centre for the Salmo lead-zinc mining district, is in southeastern British Columbia 26 miles by road east of Trail an about the same distance south of Nelson. The belt in which the mines occur is a few miles east of Salmo and extends about 6 miles north of the town and 17 miles south and southwest to the International Boundary. The belt includes the H. B. mine of The Consolidated Mining and Smelting Company of Canada, Limited, the Jersey mine of Canadian Exploration Limited, the Reeves MacDonald mine, and the Jack Pot property of New Jersey Zinc Explorations Limited.Since 1949, the Jersey and Reeves MacDonald mines have produced most of the lead and zinc in the district. From 1949 through 1954 these two mines together produced a total of 233,134 ounces of silver, 87,659,399 pounds of lead, 215,708,856 pounds of zinc and 475,397 pounds of cadmium. This amounts to more than 80 per cent of the total production of lead and 95 per cent of the total production of zinc from the district since the first recorded production in 1906. Reserves at the largest properties amount to several million tons of ore containing 4 to 7 per cent combined lead and zinc. Several prospects are potential producers.Regional StructureThe main structural units in the Salmo area are outlined in Figure I, and the major rock units of the stratigraphic column are listed in the following table. The lead and zinc deposits are replacements in a highly deformed limestone formation near the base of the Laib group, and all mineralized zones are on the south and east side of structural unit 2 (see Figure I)."

The Resource Management Act 1991 represented an innovative and unique piece of planning and environmental legislation when it was introduced. Since the Act was passed into law in 1991 it has been subject to nine amendments, many of which were of the ætinkerÆ variety. These amendments recognise that the Act has not been as successful in providing the æone-stop shopÆ for resource users that the Act was hoped to be. The latest and most significant attempt at changing the Act was the Resource Management Amendment Act 2003. The amendments made by the Amendment Act have proved to be largely unsuccessful in achieving any significant changes to the way resources are managed in New Zealand, and have failed to address many of the concerns which drove the original Resource Management Amendment Bill in 1999. The recent decision to discontinue further investment in Project Aqua has once again placed the Act in the spotlight as a significant hand-brake on major projects. This particular event has led to yet another review to be undertaken this year. The review will focus on five key areas:   1.   achieving the right balance of national and local interests; 2.   improving the design and process for local policy formulation; 3.   improving the consent decision making process; 4.   allocation of natural resources (water, air and geothermal); and 5.   supporting measures for building capacity and promoting best practice and implementation at the local authority level.  It is important for the business community and the mining industry in particular to seize the opportunity that this review provides to make sure that any amendments undertaken as a result of the review achieve the aims listed above. The review needs to be considered in light of the current regime for the management of natural resources in New Zealand. In addition to the Resource Management Act 1991, the Crown Minerals Act 1991 and the Building Act 1991, which form the core resource statutes in New Zealand, there have been other developments affecting the regime. Special legislation over and above the Resource Management Act 1991 has been enacted to protect the Hauraki Gulf and special legislation is currently being considered to protect the Waitakere Ranges in Auckland. In the Hauraki District mining is prohibited in some areas and a plan change mechanism is specified as the appropriate tool to use in the event a mineral resource is to be developed in those areas. The current review is a further opportunity to remedy the inadequacies of the Act.
