After considerable input from the mining industry, the Canadian Securities Administrators (CSA) finalised National Instrument 43-101: Standards of Disclosure for Mineral Projects. This Instrument, which became law across Canada on 1 February 2001, applies to all technical public disclosure on mineral projects and requires all technical disclosure to be based on the work of a æqualified personÆ (QP). While the QP is quite similar to the Competent Person in Australia there are important differences when it comes to all disclosure. This paper will summarise the main areas in which the Instrument introduces major changes to Canadian disclosure standards on mineral projects including the role and responsibility of the qualified person; the increased requirements to file technical reports; the incorporation by reference of the October 2000 CIM definitions of resources and reserves and additional rules governing written disclosure of scientific and technical information. In October 2001, eight months after the implementation of NI 43-101, the CSA compiled a list of frequently asked questions (FAQs) and CSA responses to assist mining industry participants and their advisors in understanding and applying NI-43-101. This document has been well received by industry. The CSA plans to update the FAQs when further guidance is requested. Two industry committees have been established to provide the CSA with technical advice on the application of NI 43-101. As recommended by the Ontario Securities Commission/Toronto Stock Exchange Mining Standards Task Force, the CSA has established an external industry advisory committee û the Mining Technical Advisory and Monitoring Committee (MTAMC) û to monitor the application of NI 43-101 and advise the CSA on industry and professional developments. The role of the CSA-Canadian Institute of Mining, Metallurgy and Petroleum (CIM) Working Committee on Reserves and Resources is to ensure that the future changes and updates to the CIM Standards can be efficiently and effectively incorporated in NI 43-101. During this first year, the Canadian securities regulators have seen an improvement in the quality of disclosure on mineral projects, which will increase investor confidence in the industry.

It is imperative, therefore, that attention should be drawn to a serious defect in the treatment by de Bruyn, Overbeek, and Schuhmann. Their Eq. 5 dy = — ld/u — Th2odiH2n states correctly the relationship between the change in surface free energy dy, the surface excesses Tx and Th2o of the components x and H2O and the changes du, and dph2o in the chemical potentials of these components. This equation applies for constant pressure and con- stant temperature and for the interface of the solid in contact with the solution of X. The relation remains valid when 1.1 is defined so that TH2O becomes zero and the equation becomes dr = — r:dur [17] From this equation de Bruyn et al. correctly concluded that increased adsorption of the collector at the liquid solid interface would reduce the interfacial energy ysl. Their second conclusion, however, that an increase in the contact angle, corresponding to a greater decrease in rsa than in rsL can be attributed to greater adsorption of X at the solid-air interface than at the solid-liquid interface is quite unjustified. The Ilo Smelter has been continuously operating since 1960 with Reverberatory furnaces and Pierce Smith converters producing blister copper. The original installed capacity of 1.134 tons per day of concentrated was expanded in 1976. A process of modernization started in 1995 and 1998 with the installation of an El Teniente Converter, a sulfuric acid plant and an oxygen plant to reduce the gaseous emissions to the atmosphere. With the official approval of the Environmental Compliance and Management Program (Programa de Adecuaci6n y Manejo Ambiental - PAMA) in January 1997, Southern Peru Copper Corporation made a commitment to capture 91. 7% of the S02 generated at the smelter by January 2007. After an evaluation of six different technologies, the ISASMEL T process was selected because it can be easily adapted to the present operation, has a lower capital cost and it is a simple process. The fast learning curve to reach the total capacity will allow to fulfill the PAMA commitment in time. The project construction is in process and SPCC is prepared for a successful start-up and transition of the current operations at the end of year 2006. This paper outlines the factors considered by SPCC in its choice of ISASMEL T technology and describes the construction and the start-up activities of the new facilities.

This paper presents in detail the procedures followed and the results obtained in order to determine the stiffness parameters of the calcareous marls found in the lignite mines in Ptolemais, Northern Greece. Triaxial tests were performed on representative samples of the inner burden marl and the marl which underlies the lignite bearing series of the region. The tests were conducted under drained conditions, with controlled loading (including an unloading-reloading loop), while the axial strain was measured externally as well as with displacement transducers mounted directly on the specimen (Hall Effect sensors). The geotechnical parameters obtained (i.e., cohesion, angle of friction, stiffness modulus, stress-strain relationship), were subsequently used for simulating the triaxial testing with the Plaxis finite element software. Simulation results are in good agreement with the experimental results. The resulting material model can then be applied to modeling the mobility that is expressed during the excavation of the open pit mines.

"The ongoing expansion of the Oak Creek Power Plant in Oak Creek, Wisc., includes a tunnel bored in rock that connects to four vertical intake shafts approximately 1.5 miles (2.4 km) offshore in Lake Michigan. In 2004, Case Foundation Company was awarded a lump sum contract to install these intake shafts. In spite of delays that shortened the May to September construction season by up to 50%, four shafts and liner assemblies were drilled in 2005 and 2006. The shafts were connected to the tunnel in 2007 by mining upward to reach the lower portion of each liner and then removing its internal bulkheads so that lake water fl owed into the tunnel. The project is one of the largest private construction projects ever undertaken in Wisconsin. The expansion adds 1,230 megawatts of generation. In addition to the tunnel and offshore work, there will be 16 miles (26 km) of railroad track and 6 million cubic yards (4,600,000 m3) of earth work. The 27 ft (8.2 m) diameter tunnel, drilled some 150 ft (46 m) below the surface of Lake Michigan, originates onshore at a pump house. A structural slurry wall was constructed as the foundation for the pump house. The tunnel passes to the south near the current water intake before bearing east toward the new offshore intake shafts, which are 12 ft (3.6 m) diameter by 108 ft (33 m) long steel liner assemblies. These were grouted in place from approximately 3 ft (1 m) above the crown of the intake tunnel and then to 20 ft (6 m) below the lake bottom.Site GeologyOffshore. The plant site is north of the Racine-Milwaukee county line in an area affected by glacial activity. The soil conditions encountered at each shaft location were consistent, with noticeable variations occurring in the top of rock elevations that sloped downward from the innermost to the outermost shaft."

SILVER-cadmium near the composition AgCd shows three equilibrium phases. As with 13 brass, the high temperature phase is disordered body-centered cubic (8) and the low temperature phase has the ordered CsCl structure . However, there is an intermediate temperature phase which is hexagonal close-packed ((). In a recent paper, Speich and Mack' report on a study of the Ag-Cd eutectoid near the AgCd composition. Unfortunately, the phase diagram upon which they base some of their conclusions is incorrect. That diagram is taken from the Metals Handbook' and the error is that the 0 and ( phases have been interchanged. The Handbook gives the low temperature phase as hexagonal (designated 5) and the intermediate temperature phase as cubic ordered (designated . The error may be typographical or it may be one of confusion resulting from the use of 5, ,, and 0 for the intermediate phase in various papers. A careful search of the literature reveals that a number of authors have indicated the correct relative positions of the 13, 5, and 0 phases. The comprehensive work of Fraenkel and Wolf clearly stated that the high and the low temperature phases are either identical or are very similar. olander,' on the basis of electrochemical measurements, showed that the 13 phase is disordered and the 1 phase (designated 8" in his paper and in refs. 3 and 5) is ordered. Further work by Durrant5 using thermal and metallographic analyses provided a more precise phase diagram. A summary of these works was given by Hansen6 and shows the correct relative positions of the phases. Owen, Rogers, and Guthrie7 located correctly the upper two phases by X-ray diffraction. The attention which this process has attracted, especially in Europe, has led me to believe that members of the Institute would be interested in a report of the progress which has been made in the year and a half that has elapsed since my paper on the subject was read at the Colorado Meeting of this Institute. As already described in that paper (Duns., xxvi., 380), this process is a modificatioii of the open-hearth steel manufacture, whether acid or basic, collsistillg essentially in the division of the charge between two furnaces, one of which is charged about two hours earlier than the other, and tapped into the other after the charge in the latter has become fluid, the slag of the first bath being removed from it during the transfer. This description still remains true as far as it goes, but further experience has demonstrated that circumstances will very materially modify the relation of the two furnaces to each other, and the character of the work done in each of them. The function of the primary furnace has become more clearly and entirely that of doing the rough work of desiliconiziug and dephosphorizing, while that of the second or finishing-furnace has become almost entirely that of decarburizing and finighing the heat. To indicate these developments and their results is the object of this paper. In order to avoid needless repetition, I shall try to accomplish part of this object by giving a short resume' of what has been published elsewhere on this subject since my former paper was read. This will at least enable those interested to study the matter for themselves from original sources. The preparation of low-grade iron-ores by concentration, whether or not followed by an agglomeration of the concentrate, has in the United States only recently been recognized as a metallurgical process of vast economical importance for its iron indust.ry. This importance of the process lies not only in the fact that it makes possible the use of ores heretofore discarded on account of their low iron-content or their too high percentage of elements deleterious in the iron industry, but also in its produetion of a raw material for the blast-furnace that is more uniform in its physical character and chemically purer, with a higher iron-content, than the general run of natural ores. When mixed in the burden of the furnace, it lowers the amount of coke and fluxing-stone required per ton of pig-iron produced. The furnace-operations become more regular and more easily controlled. The pig-iron is of higher quality and more uniform in character. In brief, it is becoming recognized that the beneficiating of the natural iron-ore, even if it makes the furnace-ore higher in cost per unit of iron entering into the burden, may mean a lowering of the production-cost of the pig-iron and an improved product. At the present time, the Lake Superior district furnishes about 80 per cent. of all the iron-ore yearly produced in the United States. If the Southern States arc exempted the percentage runs as high as 93 per cent. These ores are showing a steady decrease in grade from year to year. "Three main potash members are recognized within the Prairie Evaporite Formation of Saskatchewan and have been designated, in ascending order, the Esterhazy, Belle Plaine and Patience Lake members. Each is composed of sylvinite near the geographic center of the member and becomes increasingly carnallitic marginally. Each stratigraphically higher member has a narrower carnallitic margin. The sharp contact between carnallitic and non-carnallitic components of the formation describes a surface which may be traced regionally and is not related to bed-ding. The contact rises higher in the stratigraphic section toward margins of members. Within each of the three members, analyses indicate that carnallite becomes more abundant toward the north whereas sylvite and insolubles, increase toward the south. Within each member, areas rich in carnallite are coincident with areas in which the member as a whole is thicker than averag,e. The Belle Plaine Member contains the highest concentrations of carnallite, the Esterhazy the lowest. A maximum content of about 30 per cent sylvite is common to all three members. Insoluble contents increase in successively higher members.Map studies are combined to outline the economic potential of the potash beds in terms of depth to the top of the Prairie Evaporite, ""salt-back"" thicknesses and sylvite grades for each member."

"A process is proposed for the treatment of phosphate rock for the recovery of uranium and the lanthanides. The process assures the production of phosphatic fertilizers without polluting the environment with radioactive material.IntroductionWhile many processes for uranium recovery from phosphoric acid produced by the H2S04 route are known and utilised commercially, little is known about uranium recovery from phosphoric acid produced by the HN03 route1. Advantages of the latter route are both the elimination of the gypsum disposal problem, and the possibility of radium disposal in a controlled way2. Further, the lanthanides originally present in the rock can be recovered if the nitric acid route is used; they will be mostly lost in the gypsum produced by the sulphuric acid route3. In the present work a scheme for the recovery of uranium and the lanthanides from phosphate rock without interfering with the normal route for fertiliser production is proposed using HN03 as a leaching agent. Attention was also given to uranium decay products and their separation so that they might not contaminate the fertiliser4. Further, an attempt was made to defluorinate the leach solution in order to upgrade the fertiliser and at the same time recover the fluorine5. Rapid analytical methods for the determination of uranium, radium, and lanthanides in phosphate rock were developed6,7."

The coal-mining industry of Nova Scotia, particularly of the island of Cape Breton, today faced as no other industry with economic problems calling for progressive engineering with production on an economic basis, must soon enter upon a phase of reorganization wherein all factors conducive to the cost of producing coal relative to the prolongation of the life of the collieries with the ultimate winning of the maximum submarine area must be closely reviewed. Bearing this in mind and applying the process of elimination to coal-mining costs generally, we are left with only three channels through which we may approach the problem of cost reduction in producing coal: (a) intensive mechanization (b) reduction in the cost of labour (c) reduction in the cost of materials. Assuming that mechanization has reached an economic stage and that labour costs have reached an economic limit, we must turn our attention to the general material costs, which may be classified as 'live' and 'dead' costs. The former take in all things which can be accredited with a fractional depreciation and written off the balance sheet over a period of years. On the other hand, the ?dead'costs-of which the cost of supporting the underground workings form part must be completely written off: for these, no return may be expected, other than the economic return in the reduction of the cost per ton of coal produced.

The use of refractory magnesite has been increasing throughout the world, but the source of the "ore" differs. The United States has increased production of synthetic magnesites while the rest of the world is exploiting its resources, using natural magnesites. The history and methods of manufacturing synthetic magnesite are discussed as well as the practices for beneficiating natural magnesite. The properties, costs, and uses of the two types of magnesite are discussed and compared.

AS the pioneer operation treating the mixed lead- zinc-iron ores from the district tributary to the Salt Lake Valley, the International Smelting Co.'s plant has offered an extremely interesting and instructive opportunity to study some phases of this problem. Basically, there were two main reason for our attempting to work out a successful operation for the separation and concentration of the values contained in the rather widespread deposits of these so- called lead-zinc ores. In the first place, the time was ripe and demanded some method of curtailing the economic waste resulting from the costs of past and present practice of smelting ores of this character, or rather, those ores which could stand the charges inherent with smelting them. Secondly, but rather primarily with us, we believe that such a solution would greatly in- crease in general the production of lead in the district tributary to the Salt Lake Valley. It is generally known that there were and are three relatively large lead smelting plants in the Salt Lake Valley and the decreasing production of correspondingly clean lead ores was not efficient to justify the existence of all three. We could not hope for better lead smelting metallurgy nor more efficient business management than was being practised, so the only prospect was to at- tempt to work out some way to increase the primary production and thus widen the scope of operations.

The Ocean Drilling Program is the largest international geoscience project in the world, and the state-of-the-art drill ship, the JOIDES Resolution, is permanently at sea. Each year there are six scientific cruises (Legs) which each last approximately two months. These legs are designed by geoscientists from the 19 countries that subscribe to ODP. Australia and Canada share ODP membership under the banner of the AUSCAN Consortium. The Australian Secretariat of the ODP is housed at the Department of Earth Sciences at James Cook University, along with the AUSCAN Consortium office. The Canadian Secretariat is presently based at the University of Toronto. Both secretariats have major research interests in the ore deposits, both ancient and modem, and so there is currently a major drive by the AUSCAN ODP Consortium to make available data and technological information to the minerals industry. This type of information includes data from drilling hydrothermal sites such as the hydrothermally active TAG black smoker complex on the Mid-Atlantic Ridge, drilled during Leg 158, and the Middle Valley sulphide deposit, on the northern Juan de Fuca Ridge, which was drilled during Leg 139.

"Sirius Minerals is a UK based fertilizer development company focused on advancing into operation its polyhalite project in North Yorkshire, England. The operation is known as the Woodsmith Mine which has an estimated 2.7 Billion Tonnes of reserves and is currently in the construction phase. DMC Mining Services was selected to carry out the construction of four shafts for the project, a production shaft of 6.75m diameter to a depth of 1594 m, a ventilation shaft of 6.75 m diameter to a depth of 1565 m, and two additional shafts to support the construction of the material transport system (the MTS and Lockwood Beck intermediate) to 360m in depth for servicing the underground conveyor network for transport of product from the mine site to the costal port facilities located at Teasside. This paper will review the status of the project to date and the innovative approaches that DMC is utilizing to ensure a safe and successful shaft sinking project. INTRODUCTION The Woodsmith Mine in North Yorkshire is a Sirius Minerals-owned deep potash and polyhalite mine located near to the hamlet of Sneatonthorpe, Whitby in North Yorkshire, England, approximately 75 km east of York. The area of interest is more than 700 km2. The £3.2 billion project is to develop the Woodsmith Mine to extract polyhalite, and a tunnel system to transport it to a materials handling facility and harbour at Teesside. The site is the world's largest and highest-grade deposit of polyhalite and is expected to produce 20 million tonnes of polyhalite, potash and POLY4 per annum, as well as create over 1,000 direct jobs and many more indirectly. It has the potential to generate over £2 billion of annual exports for the UK. As the project will require mining to be undertaken in the North York Moors National Park, many objections were raised about the mine. Sirius Minerals has gone to great lengths to ensure that the project is sensitive to the local landscape, including: mineshaft head frames that will be positioned below ground to reduce their visual impact; surface buildings will be kept to a minimum; and the entire site will be landscaped and screened by existing woodland to blend in with the surrounding area. The project will also abide by strict environmental limits which govern our activity during the construction phase."

The Robinson mining district in east-central Nevada is itself a century of study in the changing economics of the mining business. It began as a boom and bust area. In the district today, just west of Ely, Nev., the hills are pockmarked with the tunnels and shafts sunk in a frantic scramble for gold and silver before the turn of the century. But as the economics of dwindling reserves, rising costs, and changing markets were stamping out the efforts of the gold and silver seekers, copper took over as the king of the Robinson district. Today, Kennecott Copper Corp. has four open pit mines in the district and is planning a fifth. From these mines, Kennecott produces nearly 40,000 tpy (tons per year) of copper. In its hundred years of history, the district has produced more than $1 billion in mineral values, a richer treasure than that from the more famed Comstock Lode of Virginia City, Nev. Prospectors had reported copper outcroppings in the Robinson district as early as 1872. But the first significant copper orebody was not discovered until 1901. In that year, Dave Bartley and Edwin Gray exposed the top of the porphyry orebody that would become the Ruth mine in a shaft at a depth of 120 ft. Subsequently, other larger orebodies were discovered nearby which have resulted in this area being one of the leading copper producers in the country for some 60 years. Following a period of development and exploration, the Ruth mine started production in 1915 and continued as a prosperous underground mining operation until 1948. The mining industry in Nevada experienced the same increasing cost of labor and supplies that all other mining areas had to contend with, and by 1948 the Ruth mine was no longer profitable. Foreign and domestic companies find the mineral potential of this country's stern public lands, its capital markets, political stability, and "open-door" policy attractive for hard mineral exploration. Traditionally, exploration in the US has been geographically based and responsibility oriented at the district level. The 1970s brought a decentralized approach to exploration as major non-metal companies began to diversify into hard minerals. The emphasis was on capital intensive metal and energy projects involving bulk-tonnages. The recent economic downturn in metals has caused many of the new participants to withdraw from the mineral scene. The surviving companies have shifted their emphasis toward medium scale precious metal projects having high operating margins and rapid return on equity. Exploration expenditures in the United States are now principally focused on gold and silver to the exclusion of practically all other commodities. In the search for precious metals companies have scaled back their exploration efforts and have began to apply new approaches to target selection. The search is being assisted by rapidly evolving conceptual models. The change in orientation has led to numerous new discoveries. The finds are essentially "rediscoveries" that c,-re previously uneconomic. The majority are low-grade surface deposits that have involved low discovery costs and short lead times for development by low-cost mining and beneficiation methods. The emphasis on gold to the exclusion of all other commodities raises questions regarding the direction of exploration in the US for the rest of the 80s.

THE sheet-ground deposits of the TriState district, because they are fairly uniform in thickness (7 to 11 ft.)-rather flat, with an easy dip to the west-and cover a large acreage, offered a problem of improved transportation. Heading advance in this kind of mine is very rapid and track haulage requires a larger crew of trackmen than do other mines, and a heavy investment in track. The use of some type of rubber-tired truck equipment for underground haulage was under consideration for some time by the Eagle-Picher Mining and Smelting Co. The nature of some ore bodies made them not adaptable to truck haulage and some mines that did offer possibilities were equipped with other types of haulage, and the expected savings by the use of trucks did not offset the loss of investment that would be incurred in discarding other equipment. The decision was made to sink a new shaft, designed for skip hoisting, on the Blue Goose ore body, and then develop truck equipment. DEVELOPING TRACTORS AND TRAILERS A study was made of internal-combustion engines for power units in the tractors, but the extreme difficulty of controlling air circulation, and the heavy cost of drilling large churn drill holes for blower installations, led to the adoption of a tractor with a storage battery. The storage-battery tractor that was on the market for mine haulage was impossible to obtain because all were needed for defense work. Several standard electric-truck chassis were purchased and rebuilt in the Eagle-Picher shops. The steering wheel was shortened and set vertical, permitting the driver's seat to be moved forward, and the frame was shortened enough to take the battery box and the fifth wheel support that carried the gooseneck of the dump trailer. The fifth wheel, or turntable, is of the ball and socket type. Fig. I shows the ball fastened to the gooseneck. The socket is split to permit introduction of the ball and is held by through-bolts, and the socket is welded to a ½ -in. plate, which in turn is attached to the tractor frame. Smaller wheels and tires were put on to reduce over-all height. If it had been necessary, the springs could have been reversed, or taken off entirely, to gain additional clearance. The tractors are equipped with 48-cell, 23-plate, 400-A.H. batteries. With the initial tonnage and mileage, the batteries were about 50 per cent down at the end of a shift. Tractors have truck tires 7.50 by 20, 8-ply, front and rear, the rear being dual. After four months of use, the tires are beginning to show signs of failure.* In

The Kalunite process+ for the production of metal-grade alumina from alumina-con-taining ores is applicable, considered from a general point of view, to any aluminous raw material that can be converted to potassium alum or equivalent normal alum. This result of modern technology has been the subject of a continuous study and development since 1929, on a laboratory and test-plant scale, with initial emphasis on the utilization of alunite as the raw material. The research and developmental program was carried out by the Kalunite Company and its successor, Kalunite, Inc., an affiliate of the Olin Corporation of East Alton, Illinois. The process is now approaching the time for a major test in its history with the completion of construction of a plant having a capacity of IOO tons of alumina per day in Salt Lake City for the conversion of Marysvale, Utah, alunite ores to alumina and potassium sulphate. The Salt Lake Alumina Plant is a Defense Plant Corporation project. Production of Aluminum: The known existence of alunite deposits, especially in the Marysvale district, furnished the motive for the original inquiry into the utilization of this raw material for aluminum production. The deposits in this region were actively explored during World War I and utilized for the production of potassium sulphate, an essential fertilizer, of which a shortage of monumental proportions then existed. Up to the twentieth century—for alunite is a mineral with an ancient history—it was used in Europe and in China as a source of potassium alum. It never had been used successfully in this country as a source of oxide for reduction to metal. Although the known reserves of this ore, which undoubtedly will be greatly expanded with a commercial outlet for this ore, are recognized to be sufficient for only a part of the present-day needs of aluminum, it has a definite place in the aluminum industry. Academically it points the way for future raw materials. The aluminum industry has undergone a remarkable growth in the past few years as a result of defense and war requirements. Its expansion in many ways has been beyond belief and prediction, both in volume and location. This wartime status of the industry has accelerated the consumption of bauxite to such an extent that a re-evaluation of the raw material reserves for the future peacetime industry and for eventual wartime reserves is seemingly of concern. The generally accepted picture of bauxite ore reserves in the United States, especially in raw material suitable for treatment by the Bayer process, focuses attention on other possible sources of raw material of metal-grade oxide. The perspective for the development of a suitable process may have changed in the interim since the original work by Kalunite, but the ultimate goal is the same.

The silver-ore-deposits of the famous district of Cerro de Pasco were discovered in 1630 by Huari-Capcha, an Indian shepherd. In the early part of its history, the district yielded enormous riches. The records from 1784 to 1846 (excluding five years, 1821-25, during which civil war prevailed) show a product of 2,323,526 lbs. of silver; and the value of the total product since the discovery may be estimated at about $565,000,000. The town of Cerro de Pasco is situated in the province of the same name, department of Junin, Peru, 14,250 feet above sea-level. The nearest railway station is on the line of the Callao and Cerro de Pasco R.R., at a distance of about three days' travel on horseback. The population of the town numbers about 6000, mostly native Indians. Mines.—The mines are mainly located in the immediate neighborhood of the town and partly even under the principal streets, being distributed in several very large open cuts 250 to 350 feet deep called tajos, which extend in a nearly direct north and south line west of the town and are known as Tajo de Santa Rosa, Tajo Tingo or Portachuelo, Cajac Graude, Cajac Chico, Salsipuedes, Avella Fuerte, and several smaller ones. Tajo de Santa Rosa, the largest and most southerly, is closely connected on its north side with Tajo Tingo; while the others are entirely separate and lie northward in the order given ; the extreme ends of the series being about a mile apart. Besides these, there are Tajo Descubridora a short distance east of Sta. Rosa and Tajo Matagente, about half a mile north of the main plaza in the town of Cerro de Pasco. The argentiferous deposit consists mainly of a ferruginous sandstone, while the neighboring country-rock is limestone, conglomerate and slate.
