Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone's welfare.' Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island's resources are owned by Friday as in the case where they are under Crusoe's control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. WASHINGTON CAMP, in Santa Cruz county, Arizona, is a small and little known mining district situated on the lower, eastern slope of the Patagonia mountains, about 20 miles east of Nogales and a like distance south of Patagonia Station on the Sonora railroad, which connects it Benson, 83 miles from Nogales, with the main line of the Southern Pacific. This district is also about 4 miles north of the international boundary, 35 miles west of Bisbee and 40 miles north of Cananea, in Sonora. The topography of the district, which lies at a general elevation of 5,500 ft. above the sea, is only very moderately rugged, and presents no obstacles to mining operations. Although some of the claims of the camp, including the Pride of the West, Belmont and Holland, were extensively worked for silver 25 years ago, they passed, at moderate depths, as in so many other districts, out of the argentiferous lead carbonate and sulphide into zinc, copper and iron sulphides; and for two decades the camp was abandoned and almost forgotten. In recent years, however, its apparent possi¬bilities as a copper producer have led to a revival of mining activity; but not, as yet, with conspicuous success. Although economically relatively unimportant, the deposits of Washington Camp are, mineralogically and structurally, nevertheless, typical examples of ore-bodies developed in connection with the garnet ledge now recognized as a normal feature of granite-limestone contacts; and, in the opinion of the writer, this is an instance where a minor example is yet essentially normal and capable of throwing important light upon the origin and genetic relations of the type.

We Americans fondly believe that ours is the greatest , most progressive and most civilized country in the world , but the cold statistical facts reveal that we apparently have little appreciation for the lives of those whose efforts of various kinds give us whatever greatness we have . The latest available statistics indicate that the annual death rate per 100,000 persons , from accidents is nearly 80 , or far higher than that of any other country in the world ; it is more than double the rate in Denmark , Belgium, Netherlands , France , Sweden , Italy , Ireland , Germany , Norway, and Austria; it is practically double the rate in England and Wales and in Japan , and is from 25 to 60 per cent higher than the corresponding rate in Scotland , New Zealand , Australia, Switzerland , and Canada . And added to this is the fact that of the main industries of the United States mining has by far the worst accident record , viewed from either the frequency or the severity basis . The National Safety Council's latest figures for 27 of the country's main industries give mining the highest or worst accident frequency rate, 74.43 in 1929 ; meat packing comes next with 55.94 , and construction third with 50.41 . In accident severity in 1929 mining also was the worst offender , with a rate of 9.99 ; quarrying is second with 6.11 , and construction third with 4.62 . Metal mining's frequency rate in 1929 was 52.16 , as against 69.25 for bituminous coal mining ,99.68 for anthracite mining, and 74.43 for the entire mining industry ; accident severity for metal mining in 1929 was 5.99 , as against 11.69 for bituminous coal mining , 10.87 for anthracite mining , and 9.99 for the mining industry as a whole . Although this figure indicated that metal mining is on a much safer plane than either bituminous or anthracite coal mining, the frequency rate of 52.16 for metal mining was higher in 1929 than the frequency rate of all but one of the other 26 industries about which data are available ; the metal mining severity rate of 5.99 , while much better

LOG washers have been used for many years in the washing of clay iron ores, phosphate rock and manganese ores, but not until the past 15 years have they been employed to any extent in the preparation of aggregate materials and fluxing stone. For a machine of such importance where tenacious clay or soft rock must be eliminated, there are few data generally available. The purpose of this paper is to set forth the results obtained from several operations, together with a few suggestions for planning a specific installation. Where the material to be washed out consists of loose surface soil, silt, or small amounts of quickly soluble clay, there is little competition with other forms of washers, because greater power and maintenance are required for the operation of log washers, but where the foreign matter is a stiff clay, such as occurs with high-calcium limestones and in marginal gravel deposits, the ability of other kinds of washers to eliminate com-pletely the hard clay balls is at least uncertain. Then the log washer comes into its own field, for with the breaking and churning action of the logs it will clean out the toughest clay. Even with material from the hydraulic dredge, if it contains tough clay, the log washer is desirable unless the gravel is subjected to a costly soaking and rehandling process. Recently there has been a considerable development in other types of machines to accomplish these results but it is not within the scope of this paper to make comparisons between competitive types, but to present the best obtainable data on log washers only. From the primitive design that gave it its name, a long log hewn from a tree, with paddles forged to shape from strap iron and attached by lag screws, the log washer has gradually been developed to the present all-steel type. As now manufactured, the log washer consists essentially of two built-up logs on which are mounted a series of paddles, carried by shafts fitted at the ends of the logs on bearings fastened outside the enclosing steel box, or trough, which is set at an angle of about 5° to 10° and into which the material is fed. Considering the hazard involved in mining operations, statistics show that a very small percentage of accidents is chargeable to electricity. These accidents do represent quite a large percentage of those that are preventable and they are the direct result of the introduction, for purely economical reasons, of a dangerous element. The introduction of electricity in mines should decrease the hazard, and in no case should electricity be applied to the mechanical operation of equipment if by so doing the dangers incidental to mining are increased. The greater number of accidents are the result of persons coming in contact with exposed conductors at potentials varying from 258 to 508 volts direct current. The use of alternating current at higher potentials than these is quite common in large mines, but it is very rare that an accident happens from this source. This is explained by the fact that where these high voltages are warranted, proper precautions are taken, and the installations are directed by those who fully appreciate the dangers incidental to the work. Direct current is in much more general use than alternating current because of its adaptability to haulage locomotives and the low cost of installation in small operations. We are, however, coming to a more extended application of alternating current for the operation of mechanical devices used in connection with mining. Our underground direct-current wiring system is an evolution from the surface trolley and feeder systems. This is probably due to the fact that our earlier successful applications were electric locomotives, which required the use of a trolley wire. The trolley current has been almost banished from industrial establishments on the surface because of the hazard involved, yet we use it indiscriminately underground, where the dangers from accidental contact or fire are infinitely greater., This does not mean that the underground trolley systems should be eliminated, but it does imply the proper safeguarding of such equipment as is necessarily a part of the trolley systems. It is a fact that the men now employed in the installation and maintenance of mining equipment may be in many cases incompetent or not thoroughly familiar with the work, but they are the men who must do the work and, in order to do it properly, it is necessary that they be educated

Dusts from steel-making processes contain substantial amounts of zinc. Such dusts are also a hazardous waste and dumping them becomes unacceptable from environmental point of view. Therefore processes that can recover zinc and possibly other metals from steel-making dusts are being investigated. The aim of this paper is a contribution to the more fundamental kinetic aspects of zinc reduction from silica free calcium ferrite slags. The effects of alumina, lime and magnesium oxide contents of the slag, the COICO, ratio and the effect of initial Fe2O3/CaO ratio were studied experimentally at 1400°C The results indicated that the reduction of zinc from molten slag was possibly a first order reaction. As expected higher COICO, ratios increased both the extent and the rate of reduction. It was also observed that a higher iron content of slag improved the reduction of zinc from calcium ferrite slags. This fact seems to support the proposed mechanism that zinc is partly reduced by ferrous iron to zinc vapour and that ferric iron is reduced by carbon monoxide. The reduction rate of zinc in these slags was decreased by increasing alumina content of the slag. Alumina decreased the calculated optical basicity of the slag showing the fact that reduction of zinc oxide was more favorable in more basic slags. Probably the formation of complex ions by alumina and zinc oxide such as ZnAl2O32+ lowers the activity of Zn2+ ions in the slag and hence render them more difficult to reduce.

The production of soda ash from natural sources is one of the United States' oldest industries. The London Company, which financed the settlement of Jamestown, in the fall of 1608 exported in its first cargo from Virginia " . . . trials of pitch, tar, glass, frankincense, and soap-ashes."1 This last product, a crude mixture of sodium and potassium carbonates obtained by the burning of wood in iron pots, was the commercial soda ash of its day, used in the infant soap, glass, and bleaching industries. Besides having a good cash value, its production helped to clear the land, and it was a compact, easily shipped commodity. The extra high potassium content of these American "pot-ashes" gave them an added market as a fertilizer, a field that they dominated until the opening of the Strassfurt deposits in 1860. This form of natural soda ash disappeared forever from commercial importance with the introduction of the Le Blanc process (1791), and later the Solvay process for manufacturing soda ash. The Solvay process was rapidly accepted in the United States, and has accounted for most of the country's soda ash production since 1884. It was not until the western part of the country began to be developed that natural soda ash was again produced. A number of lakes, playas, and springs west of the Rocky Mountains were found to be rich in this mineral, and climatic conditions were ideal for its easy recovery by solar evaporation. The production of natural soda ash from these deposits has become a steadily growing industry in the United States. Production A summary of the production and value of natural sodium carbonates in the United States is presented in Table 1. Prior to 1927 the principal output came from several different companies at Owens Lake, California. Then production at Searles Lake, California, began to [ ] increase until it became the most important source. INTRODUCTION THE intermetallic compounds Mg2Sn and Mg2Pb are two of the important series of stoichiometric compounds pounds which magnesium forms with elements of the fourth group of the periodic system, Since there is a complete series, of compounds, all possessing the same comparatively simple structure, a unique opportunity is presented to study their properties with respect to increasing atomic number of the anion as it varies from silicon and germanium, through tin and lead. The present work deals with the two lower members of this group, and it is hoped eventually that additional data regarding the silicide and germanide will be obtained. The results of such a complete study provide part of the essential basis for the empirical correlation and theoretical treatment which, in other systems, has contributed to an understanding of intermetallic compounds and the metallic state in general. Some experimental data are already available in the literature, However, they re fragmentary and limited in significance owing to the methods of preparation employed and the impure materials available at the time, It was our objective, therefore, using pure metals and improved metallurgical methods of preparation, to produce stoichiometric compounds of high purity for the study of their electrical and chemical properties. We felt that a detailed investigation of chemical properties, about which relatively little is known, combined with electrical properties, would be a significant contribution to the understanding of these compounds and in particular to the mechanism of corrosion associated with types of bonding in alloy systems. The chemical studies are reported elsewhere. PREVIOUS INVESTIGATIONS Previous work concerning the electrical properties of these compounds was undertaken in connection with the establishment of the two phase diagrams which are available in Hansen1 and Beck,2 The first comprehensive investigation of the electrical conductivity of magnesium-tin and magnesium-lead alloys was made by Kurnakov and Stepanov.3 This was followed by Grube and Vosskühler4 who studied electrical conductivity and thermal expansion over a wide range of temperature and who, unlike Stepanov, appreciated the significance of the large solid solubility of tin in magnesium and took some precautions to obtain an equilibrium state. The history of the normal oil field is supposed to show an oil graph starting high in flush production, descending more or less steeply into the curve of settled production and dropping gradually to the vanishing point of economical operation. Together with this, somewhere in the early history of the field, there appears from a vanishing point a graph showing the production of water. During the period of settled production this graph rises higher and, toward the close, unless extensive work is done in the line of correction, rises far above the oil graph to the point at which the cost of operation terminates profitable pumping. Fields that start out with a high relative content of water are generally very short-lived. Fields that never develop a water problem are exceedingly rare. The McKittrick oil field, Kern County, California, with 840 acres of proved ground, 300 wells and a present recovery per acre of 94,598 bbl. from 1898 to Aug. 1, 1930, presents a study which is an apparent reversal of the outlined normal history. Though the history of the field now covers over 30 years of operation, it is still too early and the conditions too unique to project the graph of production to completion. The present conditions and directions of change are most interesting, in that the curve of oil production is remarkably flat and the curve of water invasion, after reaching an appalling height, has shown a definite reversal and a continued decline for 10 years. Early drilling in the McKittrick field was in or prior to 1898. Development continued steadily to 1918 when the present limitations of the field were determined. Shut-offs, according to accepted practice of the time, were made by driving the shoe into a shale stratum or into a tamped-in bridge of sand, rosin and clay. Records of early days speak of three waters: (1) surface water which was fresh; (2) an intermediate sulfur water, encountered below the top oil or tar sand; (3) bottom salt water. In different portions of the field any one of these waters let into a well by faulty completion might require immediate correction to obtain satisfactory production. In many wells,

VERY little is known about the properties of relatively pure refractory metals in the cast state since these metals are customarily made by powder-metallurgy methods. Recently, the development of the vacuum arc-melting furnace has made possible the study of large, sound ingots of cast molybdenum. The ductility of molybdenum, at room temperature, may vary considerably. Often the brittle state depreciates the utility of molybdenum, even for the material prepared by powder-metallurgy techniques. At the outset of this program, it was felt that if the causes of brittleness were to be determined it might be possible to reduce the difficulties met in the working of molybdenum. Also, the problem of producing strong, fusion weldrnents of molybdenum might be solved. The conditions required to produce ductile molybdenum by the powder-metallurgy technique are reasonably well known. A fibrous or elongated-grain structure has good ductility although this property is probably directional. The equiaxed structure obtained in fully recrystallized molybdenum has been considered to be brittle. The reasons for this behavior of molybdenum have not been established. The preparation of cast molybdenum ingots by the vacuum-arc method was described by Parke and Ham.' By this method, ingots weighing up to 250 Ib were produced." Parke and Ham1 found that molybdenum ingots containing more than approximately 0.0025 pct oxygen could not be hot forged. On the other hand, they found that fully deoxidized cast molybdenum, containing up to 0.06 pct carbon, could be hot forged. However, the as-cast ingots containing either carbon or oxygen were brittle at room temperature. Parke and Ham,1 Woodside,3 and Zapffe, Landgraf, and Worden4 noted the inter-granular precipitation of oxide or carbide in cast molybdenum. This study—part of an extensive program on mo-lybdenum—had the following objectives: (1) To investigate the causes for the brittleness of cast molybdenum at room temperature, (2) to investigate the means for improving the ductility of cast molybdenum at room temperature, and (3) to add to the knowledge of cast molybdenum and of cast metals in general.

"INTRODUCTION Mining is a fundamental part of the historical and economic development of a country. In Colombia, this is reflected from pre-Columbian jewelery, to being now one of the first exporters of coal worldwide, in 2017, the Colombian mining sector contributed approximately 6% of GDP (Ministerio de Minas y Energía, 2017). Coal, nickel, gold, platinum, emeralds, limestone, salt, phosphate rock, clays, siliceous sands and to a lesser extent copper, manganese, magnesite, barite, gypsum and various types of ornamental rocks, among others are produced (UPME, 2016). The contributions of mining activity in the economic dimension is more measurable, on the contrary in other dimensions, as the social and environmental, for this, every day there are new proposals and tools oriented to strengthen how to evaluate the contributions in terms of the sustainability and responsibility, with the aim of quantifying, concreting and non-utopian, to improve the life quality of a community and not only to comply with reporting and gaining prestige. Colombia has a generalized increase in the mining sector where the levels of informality and illegality are evident only 10% of mining activity is legal (UPME, 2014), also, the mining sector is accused of human rights violations, high levels of inequality, poverty and the affectation of ecosystems due to bad environmental management, among other situations (ACNUDH Colombia, 2015). This problem has generated rejection to the realization of the mining activity in many places of Colombia. At this point, it is important to clarify this problem is more complex, different actors are involved in this conflict, but it is an evidence that is needed a sustainability model for specific realities such as the Colombian mining. This situation in the current mining activity, is similar to the chemical industry situation three decades ago, because of an extensive problem in relation to repeated work accidents, natural disasters and indications as a highly polluting and unsustainable industry, with the aim of improving, not only this public perception, but also in the way of carrying out the business activity. Thus, in 1985, the Canadian Chemical Producers Association released the Responsible Care Program (RCP) (ICCA, 2015). Being aware that companies were responsible for the affected lives in some way by the operation and needed to improve workers safety, environmental protection and most importantly how legal persons should comply with the law, but go beyond this. RCP is most recognized sustainability initiative in the chemical sector, companies associated are recognized for having high quality standards, continuous improvement, visibility, corporate ethics, environmental and social management (ACC, 2015). In addition, to meeting the objectives is set out the creation of a model that increasing reputational sector levels. This initiative is considered to be a worldwide successful case of reporting corporate responsibility indicators and contributions to sustainability from the industry sector to local development (BASF Group, 2016)."

In this paper the performance effects of various shaped charge liner designs will be discussed. Several different charges will be tested and the liner design will be reviewed based on the performance in testing. The first type of shaped charge to be tested is a conical charge with dual confinement. For the purpose of this paper, dual confinement is a shaped charge with two liners but containing one explosive charge. Several charges with different dual confinement designs will be tested. Variations in configuration include charges with similar angle and similar diameter. The second type is a double conical shaped charge configuration. A double shaped charge will be considered to be two complete charges formed into a single cone. The goal of the project is to determine if any of the designs increase the efficiency and/or effectiveness of the shaped charge in comparison to the standard conical shaped charge. A standard conical charge will be detonated against a witness plate to get a standard depth of penetration or a baseline. All charges will have a seven cone diameter standoff, allowing the data to be compared to the control charge. Computer modeling will be used to predict the results of the testing that will be conducted. The actual results will be compared to the computer simulation for validation.

A tentative 870°C isothermal section, the solidus equilibria, and the solubility of Tic and graphite in the nickel solid solution have been determined with arc-cast specimens. Each of the Ni-Ti intermetallics forms two-phase fields with Tic; only Ti,Ni has a measurable solubility for carbon. A quasi-binary eutectic exists between Tic: and a titanium-rich nickel solid solution; ternary eutectics occur on either side, with TiNis or with graphite. Graphite is in equilibrium with a nickel solid solution containing a ratio of Ti/C which increases below the solidus. DURING the past decade, titanium-carbide cermets containing nickel or cobalt alloy binders have been widely studied for high-temperature and wear-resistant applications. Recent work has emphasized control of the carbide grain size and distribution2's and the thermal exparision match between the phases/ The present study was initiated to determine the phase compositions during the sintering or infiltration process, and during subsequent heating. Although the effects of additives and impurities in commercial compositions are important, it was necessary to consider first the pure ternary, Ni-Ti-C. Emphasis was placed on the nickel corner, since the nickel solid solution is the continuous phase in compositions having highest strength. Early metallographic work by Zarubin and Molkov- showed that solid solubility at either end of the section Ni-Tic is small. Edwards and Raine reported that nickel dissolves between 3 and 5 wt pct Tic at 1250° C, on the basis of microstructures of annealed, vacuum-melted powder mixtures. Although the solubility of nickel in Tic has not been measured, Tic formed by the menstruum process in liuid-iron solution contains as little as 0.06 wt pct Fe. BINARY SYSTEMS The most recent determinations of the three binary systems are summarized in Fig. 1. Titanium carbide (6) is predominant among the binary phases, and it melts above the boiling point of nickel. The Ni-C binary is based on separate liquid solubility' ) and solid solubilitylo measurements. The eutectic temperature, 1328OC, is taken from the solidus determination described below. However thermal analysis data by Morrogh and williams also show eutectic arrests in this vicinity in the absence of supercooling. The Ni-Ti binary is taken from the work of Poole

IN a previous publication from this laboratory1 the conclusion was drawn that the embrittling effect of occluded hydrogen on iron and steel must result from the precipitation of the gas within small openings through the crystal structure. A review of the literature then published indicated the real existence of crystal sub- structures of the mosaic type and gave presumptive evidence that the "rift openings" associated with hydrogen occlusion are the same as the "disjunctions" of the mosaic theory. Inasmuch as no clear conception of the actual nature of the crystal fragments and openings inherent in these theories has been established, it was considered desirable to obtain direct micrographic evidence of their true configuration. In this direction the standard methods of metallographic attack have proved useless. Recourse was had, therefore, to the direct examination of the surfaces upon which failure by cleavage had resulted from the presence of hydrogen. It was expected that such a surface, un- affected by chemical attack and undistorted by polishing, would reveal the fine openings penetrated by the gas and thus indicate the real nature of the substructures. MATERIALS STUDIED In commercial steels, defects caused by hydrogen take various external forms ac- cording to such factors as structure and purity, and to the extent to which hydrogen either occludes or produces chemical changes. The present work relates only to the well-known transcrystalline hydrogen embrittlement-"pickling brittleness"-in which elemental hydrogen occluded within the grain develops cleavage characteristics. For example, hydrogen embrittlement resulting from hydrogen reaction products is excluded from detailed study. It was also desirable, as far as possible, to have the study uncomplicated by other elements which themselves cause brittleness. Three types of iron were used. These included ingot iron, decarburized free- machining steel, and a specially prepared, aluminum-killed, electrolytic iron. This , choice allowed a comprehensive selection of unavoidable minor impurities and inclusions, which could subsequently be shown to have no specific effects on the structures within the grains. Carbon, and any other impurities free to react with hydrogen, were first removed by a preliminary annealing treatment in hydrogen. Subsequent treatment in vacuo extracted much of this hydrogen and its gaseous reaction products. The resultant ductile iron was then embrittled either by a second anneal in hydrogen, followed by rapid cooling, or by cathodic electrolysis. Group I: Prepared from Armco Ingot Iron As shown in Table I, the principal impurity in this iron was oxygen, which survived the purifying treatment to a large extent. Two series were prepared. I. INTRODUCTION. DURING the past 50 years the attention of mining-men has been turned to Africa, and within the past decade prospecting-expeditions sent into Central Africa have resulted in the opening-up of several mines. Having recently spent two years in the Belgian Congo for the Société Internationale Forestiere et Miniere du Congo, it is our purpose to outline briefly the mining-conditions in that part of Central Africa. Before it became, in 1908, a Belgian colony, this region was known as the Congo Free State. II. LOCATION AND AREA. The Belgian Congo lies in southwestern Central Africa, west of the continental divide, is illustrated in Fig. 1. It has a coastline of but 20 miles on the Atlantic, but widens rapidly eastward to points 5° north and 14° south of the equator. Its area is 908,000 sq. miles, which is almost one-quarter that of the United States and Alaska, or more than one and one-half times that of Alaska. Stated in other terms, its area is nearly one-third that of the United States, exclusive of Alaska and the insular possessions, or more than that of all the United States east of the Mississippi river. DURING the month of March there was some lifting of the veil, revealing somewhat of the maelstrom in the economics and politics of the world. Great Britain was in throes of political controversy, with threats of resignation by Lloyd George and a general election to ensue. Ireland was uneasy with internecine squabbles. The leaders of the opposing sides have been summoned to London for a conference which Parlia-ment believes offers the only hope of a solution of the present difficulties. France, awakening more and more to grim realities, learned of a budget for 1922 calling for more than 50 billion francs, or nearly one-third of the estimated national production, with the prospect that after this deduction is made there will be nothing left over what is required for the immediate support of the, people, and that on a reduced scale. Germany, although hard at work, found itself coming closer and closer to financial collapse and repeated its intimations that it would be unable to keep up with the provisional payments of 31 million gold marks to the Reparations Commission every 10 days as arranged at Cannes. Russia suffered more acutely from the famine and there were evidences of political insubordination among the Ukrainians. Egypt was in trouble arising from determination to win independence. About the middle of March the complete independence of Egypt was established and that country passed into somewhat the same relation-ship toward Great Britain that Panama has to the United States. At the head of the Adriatic, Fiume came into notice again with disorders threatening to produce conflict between Italy and Jugoslavia. In the Near East there were forebodings of trouble through resumption this spring. of the war between Greece and Turkey.

THE Polaris-Taku mine is a new gold property, situated in the far north-west corner of British Columbia. Production was started in November, 1937, at the rate of 150 tons a day, and recently has been increased to 200 tons. The property, which promises to become one of British Columbia's important gold mines, was developed and brought into production in twenty-nine months after work was started on it as a virtual prospect in June, 1935, by Edward C. Congdon and associates. Inaccessibility, extraordinarily complicated geological problems, and difficult metallurgy retarded development of the property before acquisition by the present interests, an::l, in fact, discouraged two companies that had spent substantial sums upon it from continuing development. This paper is concerned with reviewing the development of the property and describing the principal features of the geology, the mining and metallurgical practices, and the equipment employed. "In this paper, the mechanical properties of Tournemire argillite are modeled using a mathematical framework which employs the microstructure tensor approach (Pietruszczak & Mroz, 2000). The experimental data incorporates the results of a series of triaxial tests (Abdi & Evgin, 2013) conducted at different orientation of bedding planes relative to the direction of loading. First, a plasticity framework is presented which involves the specification of the conditions at failure as well as the description of the irreversible deformation process. Later, a systematic procedure is outlined for identification of material functions/parameters involved. The paper is concluded by presenting the results of numerical simulations of the triaxial tests. It is demonstrated that the model can adequately reproduce the primary effects of anisotropy in the stable deformation regime as well as the onset of fracture.INTRODUCTIONThe understanding of the mechanical behaviour of argillaceous rocks is important in many types of geotechnical projects, including petroleum extraction, carbon dioxide sequestration as well as deep geological disposal of radioactive waste. In all these cases, the primary concern is the onset and propagation of damage due to excavation, transport of pore fluids and/or elevated temperature. The Canadian Nuclear Safety Commission (CNSC), Canada’s nuclear regulator, will be responsible for the licensing of future deep geological repositories. In order to evaluate the safety of deep geological repositories, CNSC staff keep abreast of scientific developments by collaborating with national and international partners on experimental and theoretical research on the long-term performance of those engineered and natural barriers. Through that collaboration, the CNSC has access to data resulting from experiments performed at different Underground Research Laboratories (URL). Such an URL is situated in Tournemire, France, in an argillaceous rock formation, the Tournemire argillite. The Tournemire argillite is characterized by the presence of closely spaced bedding planes and exhibits a strong anisotropic behaviour, so that its strength as well as deformation properties are directionally dependent."
