"The formation of ultrafine ferrite by strain induced transformation is assessed using rolling and hot torsion experiments. These experiments are used to examine the impact of thermomechanical processing conditions and steel chemistry on strain induced austenite to ferrite transformation and the formation of ultrafine ferrite. The critical strain for dynamic strain induced transformation increased with increasing carbon equivalence, deformation temperature and austenite grain size. The deformation structure in the austenite grains changes with the thermomechanical processing conditions.Drawing on these results and the current literature, the important factors for the production of ultrafine ferrite are described and a mechanism proposed."

This circular is intended to present in brief form the statutory provisions of Pennsylvania regarding mining operations, in force at the end of the 1931 session of the legislature. lo reference is made to general laws which affect mining only incidentally in common with other subjects, such as the workmens compensation law. The statements have been condensed as far as practicable, and provisions not deemed of general interest, such as matters dealing only with administrative details, have been omitted. This circular obviously is not written with such particularity as to be of great value to the legal profession, but it is hoped that it will be beneficial to the mining industry in giving this information in a relatively compact form. At the end of each paragraph the statute from which it is derived is cited to facilitate reference to the text of the law. It is planned to publish additional circulars from time to time dealing with the mining laws of other States. Any criticisms of the form of publica- tion followed herein, or suggestions aimed at the improvement of future circulars, will be welcomed.

A large reserve of thick coal in southwest Virginia was developed by Clinch-field Coal Co. in 1957-1958 to produce a nominal rate of 1500 tph raw coal. Operation features coal cleaning in transit. Refuse removed averages 35 pct. Evolution of plant from initial conception to completion is discussed, selection of means applied is explained, and performance to date us design expectation is described. The long-range plan calls for ultimate handling capacity of 40,000 tpd raw coal with anticipated clean coal capacity of 26,000 tpd on a three-shift basis. From a materials handling viewpoint, the Moss No. 3 operation is principally of interest as an ensemble. Generally speaking, it uses time-tested equipment and ideas but some of these are employed on a scale that may be new in the industry. At present about 20,000 tpd of raw coal are being handled. This is expected to increase to 40,000 tpd as soon as business conditions justify it. The purpose of this paper is to discuss the evolution of the plant as to materials handling practices, to describe briefly the equipment and methods used, and to comment on performance in certain areas. The subject divides itself naturally into four phases: 1) operations at the mines, 2) transportation from mines to plant, 3) raw coal handling into the plant, and 4) transportation of refuse away from the plant. OPERATIONS AT THE MINES The coal reserves for Moss 3 are in southwest Virginia where Dickenson, Russell, and Buchanan Counties come together. This area contains about 15 square miles and over 100,000,000 tons of coal. Here the No. 4 (Tiller) and No. 5 (Jawbone) seams of the Norton Formation lie so closely together that for practical purposes, they constitute one seam of coal. This seam, which is called the Thick Tiller, varies from 10 to 18 ft in thickness and underlies Sandy Ridge, a mountain cresting between 2400 and 3300 ft above sea-level. At 18-ft seam height (which is considered to be the maximum practical mining height) the parting between seams will be about 3 1/2 ft thick and each bench of coal will be about 7 ft thick. Depending on the amount of impurities in the seams Drover. total reject in this height coal may approximate 50 pet by wt. It will average about 35 pet for the property as a whole. The first move in developing this resource was made in 1953 when contour maps of several square miles around Duty, Va., including all the known outcrop, were made by photogrammetry. At this time, it was felt the prospective operation would be served by the Clinchfield Railroad and a photogrammetric route survey was made by this railroad from Haysi to Duty. Study of the resulting maps indicated only one site—adversely owned—which might accommodate the size washing plant to be erected. Water resources of a dependable nature seemed nonexistent. In 1954 bulk washability tests were made on the Tiller Bench at the Moss No. 1 preparation plant. The tests indicated this portion of the seam, mined separately, would wash to 4 pet ash with good recovery. Also in 1954, development of Moss No. 2, south of Sandy Ridge, was begun. This mine is in the Tiller Seam where it is about 100 ft below the Jawbone Seam. The reasons for developing a mine in the normal Tiller Seam before tackling the Thick Tiller seemed compelling: Railroad service could be established quickly, communications were better (though not good!), more was known of the seam (it had been mined in the years 1911 to 19241, and there was no essential property to be acquired. After some legal skirmishing, the Norfolk & Western Railroad was granted the right to serve the new mine. Three decades earlier the old mine had been served by the Clinchfield Railroad. The event which triggered active development of Moss 3 was the Appalachian Power Co.'s decision in 1956 to build a 450,000-kva power plant on Clinch River at Carbo. This solved the problem of marketing the steam coal which inevitably must be a product of a mine in the Thick Tiller. Management promptly decided to build the preparation plant at Carbo where an excellent site was owned; where railroad service existed; where telephone service could be obtained; and where roads, bridges, and water supply were tolerable.

World trade has increased significantly during the last quarter century. However, a new rational for protectionism is emerging which argues for the restriction of trade as a means of preserving and protecting the environment. Fearing lower environmental standards in the Third World, environmentalists are calling for new trade barriers between the developed countries and the developing countries to combat what they see as "eco-dumping." The "greening" of protectionism and the merging of environmental standards into international trade agreements could fundamentally change the world trading system as well as seriously impact the availability of raw materials to provide for the needs of the peoples in both the developing and the developed worlds. This discussion will deal with the agreements and regulations that promise to influence the trans boundary shipment and recycling of scrap metals and wastes containing metals and their projected impact on world trade and metal prices. Emphasis will be placed on the Base1 Convention, whose restrictions concerning trans boundary shipment of scrap metal and metal-containing wastes for recycling took effect on December 31, 1997.

In the year 1926, Edie Creek, in the Morobe District of the Mandated Territory of New Guinea, saw the greatest gold rush of recent years. Situated 35 miles inland from the coast, and at an altitude of over 6000 feet, Edie Creek presented to the original prospectors a wet, jungle-clad uninhabited, and inhospitable region. There were no roads; and the only means of approach from the equally inhospitable coast was by an eight to ten days' tramp through coastal swamps and gorge-scarred mountains. All food supplies and equipment had to be carried on the backs of "kanakas," and in many cases through country occupied by hostile natives.Since the first discovery of payable gold at Edie Creek, mining on the Morobe Goldfield has shown remarkable progress, and in spite of the tremendous natural difficulties, the field today ranks as one of the most important in Australasia.Aeroplanes, more than any other factor, have been responsible for this rapid development. They provide the only means of transport from the coast, and at present serve the needs of over 600 Europeans and 3000 indentured native labourers engaged in the industry.

The following charts were presented at the Randol Gold & Silver Forum 2000, held at the Hotel Vancouver (Vancouver, B.C.) from April 18-21, 2000. It must be borne in mind that the "facts" stated and con­clusions drawn by the author were not as the result of a rig­orous technical investigation, but rather as a member of a journalistic team seeking a rapid view for presentation as news to a TV audience. Since the author's visit, some retrenchment on the part of the operators on estimating the cyanide content of the spill seems to have occurred. This does NOT alter the conclusions that (a) the spill was an intolerable embarrassment for the world mining industry, nor (b) the potential damage to future mining investments, should prompt action not be taken: 1. to understand the reasons for the dam failure, and 2. to draw up firm concepts of how to avoid future fail­ures of dams at mining properties containing materials that are toxic, environmentally unfriendly, or with as highly dis­comfiting a profile as cyanide.

The Macraes Gold Project, operated by Gold and Resource Developments NL, engaged Minproc Limited to assist with the evaluation of a pressure oxidation circuit, this being the key component of a recovery enhancement project. The initial study gave sufficient confidence in the process to enter into project execution. The project is the first to license Newmont Mining Corporation's pressure oxidation technology, which aims to improve gold recovery from the carbonaceous sulfidic flotation concentrate. This paper outlines the fundamental chemistry of the process followed by a description of the plant that was ultimately installed. A summary of the commissioning is given together with an overview of the production results for the first three months of operation. The project ramp-up was rapid, with design temperature and throughput being achieved within days of hot commissioning. Gold recoveries have exceeded expectations and the project has increased the nominal gold output at Macraes from 110,000 oz/y to 150,000 oz/y. Ongoing plant optimisation and problem solving, mainly associated with scale formation, is discussed.

The Mesquite gold deposit is a recent discovery of Gold Fields Mining Corporation lying 65 kilo- meters northeast of El Centro in Imperial County, California (Figure 1). The deposit is located on the southwestern flank of the Chocolate Mountains and is a bulk-minable, low grade "disseminated" orebody. Although the host rocks of the deposit are part of a regional high-grade metamorphic terrane, abundant brittle fractures, brecciation, and open-space vein fillings indicate that Mesquite mineralization is epithermal. Faulting which postdates the hydrothermal activity has complicated the original geometry of the orebody. Alluvium effectively hides most surface expression of the mineralization, but open-pit mining is now revealing the details of Mesquite geology.

THIS remarkable and well-known district lies about 320 miles south of Salt Lake City, in Washington County, near the Arizona border of the territory. It is now reached by the Utah Southern Railroad and its extension, and the last 100 miles are run by stages. INTRODUCTION The association of methane with coal has been known almost since coal was first mined and in general it has been considered the curse of underground coal mining. Historically, most of the effort to handle this methane has been directed at diluting it to a safe level and preventing an explosive mixture of methane and oxygen from forming in any part of the mine. This is generally achieved by in-mine activites. This approach has two principal drawbacks, the severity of which are dependent on local conditions. The first is that the activity associated with the handling of the methane is undertaken in the mine and there- fore competes with the mining activity for the limited space available. The second drawback is that the whole methane handling activity is generally a cost to the coal because methane is so diluted that it cannot be used. Situated 45 miles west of Philadelphia and 50 miles southwest of Bethlehem Steel Company's Bethlehem plant, the integrated Grace mine facilities produce 4000 tpd of high-quality iron ore pellets. Startup of the Grace mill was in November 1958, and iron concentrates were shipped until March 1960, when the pellet plant went into operation. The underground mine, when fully developed, will hoist about 9000 tpd, including development rock. The crude ore, which has an iron content of approximately 42%, is magnetically cobbed and crushed in closed circuit with 3/4-in. slotted vibrating screens. The ore is washed and screened in the mill and the plus 1/4 in. screen product is again cobbed prior to feeding to the rod mills. Grinding is done in rod mills, and in ball mills that are in closed circuit with 30 in, cyclones, to 1% on 100 mesh and 65% minus 325 mesh. The ground ore is magnetically concentrated by three-drum permanent type finisher magnets to 67% Fe. The magnetite concentrate is pumped from the mill to a 50 ft thickener in the pellet plant. The thickened magnetite concentrate is relayed to the filters through a two-stage pump arrangement. The filter cake is fed by belt from filter concentrate bins to mixer-muller belts where it is intimately mixed with bentonite and a slight amount of water for moisture control. The fluffed concentrate then drops into balling cones. The green pellets from the balling cones are fed in a prescribed feed pattern to shaft furnaces through the use of shuttle car mechanisms. The green pellets are dried, heated to 2500°F and cooled to 1200°F as they descend through the furnace and into pellet coolers where the pellets are further reduced in temperature to 250°F. Heat is recovered in the cooling process through the use of air-to-air heat exchangers. The cooled pellets discharge on a rubber conveyor belt and are transferred to 6000-ton pellet railroad loading bin. The final pellet product consists of 90% plus 1/4 in. material (after tumble testing1) and contains 66% Fe plus 3% silica.

In an effort to improve the performance of the explosive-anchored rock bolt, the Bureau of Mines studied the effect of the detonation velocity of the explosive and type of charge (linear or nonlinear) on the fracturing tendency of the anchor tube. Also, different types of tubing were compared to determine the one most suitable for use as an anchor tube. The Bruceton up-and-down method was applied in tests in which steel shooting blocks having boreholes ranging from 1-3/8 to 2-1/8 inches in diameter were used. Of the four types of tubing evaluated, a welded A-178 tubing that was drawn over a mandrel and renormalized gave the most promising results. The A-179 seamless tubing that is normally used with the explosive bolt was the most inferior. Both types, however, gave significantly better anchorage than the conventional shell when tested in both laboratory and underground experiments. Within the range of velocities studied (5,000 to 7,000 m/sec), the type of explosive showed no significant effect on anchor-tube performance. In general; linear explosive charges provided better anchorage than nonlinear charges.

After considerable experience in connection with the magnetic iron-ores at the South, especially in the Cranberry district of western North Carolina and eastern Tennessee, the writer was led into a thorough investigation of the magnetic separation of iron-ores, and, from this investigation, has gradually been developed a separating machine which it is the purpose of this paper to explain. Numerous United States patents have been issued upon machines for magnetic separation. Since the original patents date back to 1849, it is not possible to-day to establish broad claims upon the principles of electro-magnets as applied in such machines. Among these inventions there are certain types of separators which have very marked practical advantages over the others; and these successful machines, while varying radically from each other in their proportions and arrangements, are all based upon a principle originally explained in a patent which was granted in 1870, and which has now expired by limitation. The problem of practically separating iron-ores, as found in the mines, is very different from the separation of a purely magnetic substance from a purely non-magnetic one, since the crystals of magnetite, scattered through the ore-bearing rock, and sometimes collected in masses, are of very different sizes. The average size of the particles may be definitely ascertained for each mine, and the crushing- and screening-machinery may be adapted thereto, but there will still be a large percentage of very fine crystals which, in the crushing for the average, will not be broken apart from the gangue. If these mixed particles are thrown into the heads they carry gangue with them, and if thrown into the tails they occasion a loss of ironore. There are two methods for preventing such loss. One is, to crush all the material to the size of the finest particles, which means, of course, a large crushing-plant, heavy wear and tear, and excessive cost for repairs, and the production of only a very fine-grained concentrate which our blast-furnace managers, to say the least, do not

ABSTRACT- I Results are given for a series of tests in which a 300 mm pilot-scale Jameson cell has been used in copper recleaner flotation, and for the flotation of a lead rougher feed. the results indicate that the production rate of solids, at the same superficial air velocity Jg, is higher than in conventional columns. Thus in the copper recleaner application, the pulling rate reached 14 gm/cm2/min compared with between two and three for an operating column, while in the lead cleaner application the comparable figures were 12 - 14 gm/cm2/min for the Jameson cell vs 8 - 9 gm/cm2/min for a test column. A froth crowder was used to increase the air superficial velocity Jg in the Jameson cell in the copper recleaner, while holding the collection mechanism and pulp feed rates constant. The recovery increased from 50 per cent to over 90 per cent, suggesting that recovery is controlled mainly by the froth conditions, rather than the particle-bubble interactions in the Downcomer.

To many who for years have scrutinized the US mineral supply picture, recent, often strident debate on present-day security of many critical mineral supplies echoes sentiments repeatedly expressed in the past decade by the minerals industry. At no time since the last world war has such a flurry of public concern been expressed for the economy's mineral sector. Where once mineral availability problems were relegated to the newspaper's business section or not reported at all, today comprehensive analyses of our international mineral posture are discussed in detail by some of the nation's most respected and widely read periodicals. In past years, disinterest was also experienced whenever the mining industry attempted to carry its message to Congress, the public, and the government's executive branch. Among minerals professionals, the past decade was a time of particular frustration clue to serious erosion ill US ability to competitively produce the vast array of raw materials vital to the economy acid national defense. Fervent calls for immediate attention were simply not answered. These professionals have understood that mining and agriculture are the primary sources of wealth, fulfilling virtually all needs and creating and sustaining jobs. Why then has it been so difficult to raise the consciousness of the American public, and even more surprisingly, of the government and national leadership? The answer to this question is perhaps endemic to how government functions, but pore important, it begs that mining professionals capitalize on the opportunity and the attention now at hand. Carefully conceived and implemented actions by both private and public sectors are needed more than ever before in the past 35 years. To this end, it is vitally important to seek out and resolve the root causes of supply problems and not dwell on superficial solutions. The following discussion attempts to establish a simple framework to view this process. It does not presume to be an exposition of cause and effect, but hopefully identifies some needed steps. Growing Awareness in the 1970s Of all events stimulating current concern, certainly the OPEC oil embargo has left the deepest impression. It was inevitable that after such a shock, man. Americans would begin asking whether the US was as vulnerable to cutoffs of minerals as it was to oil cutoffs. Then, when serious trade security questions surfaced in sonic mineral-rich nations in Africa and the Persian Gulf, the ominous term ''resource war" began to be heard. Countries such as South Africa, Zaire, Zambia, and Zimbabwe have suddenly become key areas for testing our national security resolve. As the US witnesses the influx of Marxist influence in many sub-Saharan exporting nations and the rising threat to free world access to critical materials and energy, the assurance of adequate supplies is becoming a national issue at last. The US is now learning that self-sufficiency for many vitally important mineral commodities has vanished. Of course, it did not vanish overnight; it had been leaking away for years, and the trend was noted by industry and a few in government. Within the minerals community, suspected weaknesses in America's resource posture were sought and found. As a result, the country's heavy reliance on foreign sources fur more than a score of minerals, many extremely vital to security, has been forcefully documented and the case for drastically altering the supply unbalance hits been proposed. The renewed concern for national defense is central to almost all proposals for minimizing US foreign mineral dependence. It is not surprising that many of the voices heard today on the dependency issue are active members or alumni of the militate establishment. Unfortunately, their almost total focus on the security aspects of dependency has tended to obscure important underlying issues which are not directly defense-related. Some of the proposals advanced might mitigate the deeps-dency problems, but they still fall short of curing the underlying problems that have led to a steady loss in mineral self-sufficiency. In almost all instances these problems call be traced to increasing government influence on the free market minerals economy. Some national security proponents seek to attain total self-sufficiency in minerals. Such arguments must he tempered by existing realities. It is easy to demonstrate that the US obtains substantial quantities of sonic essential minerals from potentially insecure sources abroad. That the US will continue to do so in the foreseeable future is not in doubt Uncertainty begins, however, when we try to interpret the significance of these facts. It is important to understand that mineral dependency does not irrevocably lead to vulnerability. Unlike oil, no mineral commodity combines the same degree of universal indispensibility and centralized foreign control of supplies. Moreover, although many US-required minerals are produced by fewer countries than export oil, those minerals cannot approach petroleum in economic or industrial importance. Finally, most foreign supplies come front friendly, secure nations such as Canada, 'Mexico, and Brazil. This, aid more, constitutes a vital element in US economic health as a world trading nation. In the non-operational ?Górka? quarry, there are situated both a waste disposal site of an area of 6.7 ha, containing approximately 1 million ton wastes from high aluminium content materials (incl. about 400000 t of wastes from aluminum hydroxide production), and a pond of an area of roughly 3 ha, up to 15 m deep, with about 400000 m3 of polluted water and infiltrates from the disposal site mentioned. The basic problem related to the effluents in the Górka pond is both their high alkalinity (pH 12-13.4) and a variable analysis of pollutants whose level increases appreciably with the pond?s depth. The solution offered provides, first of all, remedial pumping and a treatment of effluents retained in the Górka reservoir. Effluents would be treated in a reverse osmosis plant according to a process verified so far on a quarter-commercial scale. The treatment process by-product, a brine solution (containing about 25% NaCl) whose amount may reach up to 100000 m3 might be supplied to the Debiensko Mine, which produces technological salt from salt-bearing mine waters. In parallel, an intake of underflows of infiltrates would be provided (previous geochemical identification) in order to take them away from the high aluminum site (by means of deep wells, and possibly girdling ditches). Such effluents would be subject to treatment. The successive stage is the utilization of approx. 50000 m3 of bottom slurry, left in the emptied reservoir, in the production of self-solidifying mixtures, which would be then used for sealing the bottom and the banks of the Górka reservoir. The empty and sealed reservoir would be filled up with a volume of approx. 600000 t of ashes, coming from coal burning in the thermal-electric power station. For the last stage, instead, is scheduled the rehabilitation of the entire waste disposal site in the Górka quarry. The site will be drained, covered with a leveling, sealing and rehabilitating layer, which will allow to introduce plants on the rehabilitated waste site. Metallurgical processes cannot be conducted successfully With out the aid of analytical chemistry. The great perfection of Iead smelting in the West, for instance, has only been accomplished by the analysis of ores, fluxes, slags and all products of the furnace. Ores are mixed and fluxed to obtain a slag of desired composition. Account is even taken of the composition of the ashes obtained from the coke. The " muscular " smelter has left the field forever! This state of affairs has been induced by sharp competition, i.e., by a com plete separation of the industries of mining and reducing ores, not by the liberality and wisdom of directors and stockholders to pro vide laboratories and engage chemists, or by their love for scientific investigation. It would be considered absurd, at present, to run a lead-smelter, a blast-furnace for pig-iron, or a Bessemer plant without the assist ance of a well-equipped laboratory and a chemist; but it is con sidered quite sufficient to provide amalgamation- or lixiviation works merely with a crude assay-office, and an assayer who is paid less than a laborer in the mill. In my opinion, this will change in the near future. By the ex clusion of Mexican lead-ores, and their growiring scarcity in the West, smelters have been forced to raise their charges on so-called dry silver-ores, and cannot handle the latter now in such unlimited quantities as formerly. The inevitable result must be that the sur plus of these dry silver-ores, especially those of low grade, will be reduced by processes cheaper than smelbing; and here the introduc tion of lixiviation has an excellent field, provided the muscular lixiviator has an able chemist for an assistant. It is to be regretted that so little analytical work has been done in lixiviation. "New England" and "granite" if not synonymous are at least associated terms. Where there are granites that are not deeply eroded there are usually pegmatites, the most erratic of rocks, and of them New England has a full portion. Many of the New England pegmatites contain the rare alkalis - lithium, rubidium, and cesium. however, the same in homogeneity of the earth's crust that has made the New England pegmatites unusual, in that so many of them contain the rare alkalis, has likewise made the distribution of the rare-alkali minerals sporadic even in those pegmatites, and most contain only enough to furnish collectors with more or less ornamental and uncommon minerals. New England has long had numberless collectors of minerals, and the mineralogists of its various schools have published many papers on the pegmatitic minerals, including those of the rare alkalis, but none of the papers have dealt with estimates of quantities. In this paper we have tried to place the emphasis on quantity rather than on mineralogy.

In July of 1996, the Kroll process began production again at TIMET's Henderson, NV, manufacturing facility. This, after being shut down for several years due to low market demand for titanium. Faced with limited pond capacity and increasing costs for water and wastewater disposal and storage; process changes were made to recycle water used to wash Kroll titanium sponge back into the sponge leaching process. This idea was revisited from 1992-93, when three consecutive attempts to recycle water for this application were unsuccessful due to early pump failure. Since it was uncertain why previous attempts failed, a complete understanding of the existing system was first sought. This included reviewing piping and flow diagrams; taking field measurements for all the piping, valves, and fittings; analyzing the wastewater composition; and modeling the fluid dynamics and control of the system. The fluid dynamics of the system were modeled by breaking the piping network up into nodes and applying the Bernoulli equation to each segment. The fluid flowrate control valves were modeled for this purpose also and the models were used to help specify the required processing equipment and control ranges and tolerances. Once the project was completed, an operating procedure was prepared for operation, startup, and shutdown of the washer water recycle system.

The phosphate formations of the Pliocene epoch were deposited along the coastal shelf of the eastern seaboard. The deposition of the phosphate is thought to be somewhat contiguous along the early shoreline, and the deposit can be more or less traced over an 800 to 930 mile path from the Florida Gulf Coast, near Ft. Myers, to the Pamlico Sound of North Carolina. This is illustrated in Figure 1. Three areas of commercial importance are currently being exploited from this extensive known deposit: 1 - The so-called ?Bone valley? in Central Florida (multiple operations) 2 - Hamilton County in North Florida (Occidental Corporation operation) 3 - Beaufort County in North Carolina (Texas Gulf Sulphur operation)
