IN order to get an idea as to the strength of steel rails, it will be well to review the tests to which iron rails have been subjected. In England, Mr. Ashcroft found that the best 80 pound rails broke under a 300 pound weight, falling 15 feet. In Germany the Society of Railway tyfanage1-s determined 011 and have long applied a test of 1000 pounds falling 101/2 feet, as the standard which all first-class iron rails must reach. In this country no inspection nor test is applied, but tests made show that iron rails fro; our most reliable makers, break under a G foot fall of a 1500 pound drop as an extreme test, most of those tested breaking under a far less test; some breaking with less than a 3 foot fall of the same weight. Everywhere where steel has been used, engineers have come to the conclusion that some test is required to show the regularity and strength of the product. As compared with iron, the tests which steel will stand are wonderful. After numerous experiments partially based on the experience of the rail-mill at Graz, belonging to the Southern Railway of Austria, the Society of German Railway Managers fixed upon a test of 2000 pounds falling 138 feet. They found that this test represented the steel which suited their necessities, and also found that with steel of otherwise average purity, this test represented about one-half per cent. of carbon, and made it a rule to take no steel containing under three-tenths of a per cent. of carbon, because it was too soft. They expressed a hope that a harder steel could soon be made tough enough to stand the same test. I n England, a test was adopted of 2240 pounds, falling 15 to 17 feet on the rail on heavy bearings. "IntroductionLaboratory and industrial grinding tests have shown that the process of size reduction of metal containing ores can be significantly influenced by chemicals added to the slurry being ground.,The terms grinding aid or grinding additive refer to a substance which, when mixed into the mill contents, causes an increase in the rate of size reduction. The increased rate can be used to grind a higher feed rate to the desired product size or it can be used to produce a finer product size at a fixed rate. Whether the use of a grinding aid is justified in any given situation depends on the cost of the substance versus the improvement of output or product quality obtained with its use.A wide variety of grinding additive mechanisms have been suggested in the general mining literature (1,2,3,4,5,6,7). The prevention of particle agglomeration, slurry cushioning of grinding media impact, grinding media coating, changing the strength of macro porous rocks, and chemical adsorption on flaw surfaces to change bonding forces and surface energy have all been suggested. More recently, some grinding additive work has been carried out (8,9,10,11) which suggests that the use of efficient chemicals to control the fluidity of dense slurries is a viable economic approach to achieve improved grinding rates. These increased grinding rates are achieved with no increase in power to the grinding mills and apparently with no increase in media consumption costs. Unlike much of the previous work with grinding additives, this recent work is accompanied by a rather complete engineering characterization and prediction of performance capability. The chemicals involved were chosen so as to efficiently control the viscosities of slurries under conditions of high shear yet not adversely affecting flotation, flocculation, and other downstream surface chemistry operations."

An AIME transaction by P.L. Allsman (1960), "Analysis of Explosive Action in Breaking Rock," contains many useful concepts applicable to blast design. Of special interest was the derivation of a heave blasting burden formula, which is important in establishing the maximum burden. Unfortunately, its derivation contains a fundamental error and then a compensating one. This formula was: [ ] The derivation used the impulse-momentum principle, with a 0.3 m thick (1 ft thick) radius of rock mass being acted on by an explosive impulse. However, the rock weight was not converted to mass by dividing by the gravitational constant. This mistake can be verified by checking the units in the formula, which resolve into m%-sec instead of meters. Adding the gravitational constant corrects this: [ ] If the minimum velocity is now taken as 0.3 m/sec (1 ft per sec), as was recommended, excessively large burdens result. Any appropriate rock velocity should be capable of throwing the rock mass a minimum distance so that the swell needed for breakage can occur. Unless the burden is extremely small and the bench height is very high, it is unlikely that a velocity of only 0.3 m/sec (1 ft per sec) will be sufficient. A review of the literature indicates that average rock velocities observed by camera studies typically range from 15 to 30 m/sec (50 to 100 ft per sec) (duPont deNemours and Co., 1977; Tansey, 1979). On this basis, a minimum rock velocity of about 15 m/sec (49 ft per sec) would be expected and not 0.3 m/sec (1 ft per sec). When a velocity of 15 m/sec (49 ft per sec) is inserted into the corrected formula, the results approximate those of the original formula with a velocity of 0.3 m/sec (1 ft per sec). An investigation into the leaching of chalcocite and covellite in cyanide solutions at concentrations typically encountered daring gold cyanidation has been conducted. The results indicate that, for both minerals, the extent of leaching is greater under anoxic conditions, but is still incomplete even in the presence of free cyanide ions, with undissolved copper solids remaining in equilibrium with solution species. The speciation of the sulfur and cyanide reaction products in solution are interpreted in terms of the fast formation of a copper(I)- cyanide complexes in solution and a sulfur-rich copper(I) polysulfide solid phase, which then reacts more slowly to produce thiocyanate ions.

The basic mining law of Netherland India is contained in N. I. Statute 1899 , No. 214 , as amended by N. I. Statute 1910 , No. 588 , and 1919 , No. 4 , which is quoted as the " Indian Mining Law, " the effective date of which was fixed as May 8 , 1907 , by proclamation dated October 12 , 1906. The Indian Mining Law was supplemented by Ordinance No. 38 , of 1930 , which was passed by the Volksraad on March 18 , 1930 , to become effective on October 1 , 1930 ( superseding an earlier ordinance entitled " Government Gazette , " 1906 , No. 434) . An important law with respect to American petroleum rights , Statute No. 23 , passed February 9 , 1928 , approving contracts between the Indian Government and the Netherland subsidiary of a large American oil company , is in the nature of a private law or of an enabling act ( see section of this paper entitled " Rights of Foreigners" ) . Statute 1930 , No. 348 , effective October 1 , 1930 , sets forth in minute detail conditions under which prospecting and mining permits may be granted. Statute 1930 , No. 341 , effective October 1 , 1930 , embodies the police regulations of the mining industry.

"The National Institute for Occupational Safety and Health (NIOSH) National Personal Protective Technology Laboratory (NPPTL) is leading an effort to develop the next generation of self-escape breathing apparatus for egress from confined spaces in emergency scenarios. A backpack style closed-circuit mine escape respirator design was one configuration explored as part of the research imperative directed by the 2006 MINER Act. Stakeholder feedback from MSHA and at the NIOSH Breathing Air Supply Partnership Meeting indicated a smaller belt worn unit that does not sacrifice performance is desirable. This paper outlines some further technology advancements that may be investigated toward developing such a small-sized respirator. Technologies being considered are novel chemicals for improved carbon dioxide (CO2) absorption and oxygen (O2) production, eliminating a dedicated CO2 scrubber by incorporating its function in the spaces of the respirator’s breathing loop and storing O2 in a liquid form with long standby capabilities. When these technologies are applied to a future design, there is the possibility of having an escape respirator that can be belt worn and capable of being certified to 42 Code of Federal Regulations (CFR) Part 84 standards, including sub-part O for escape purposes including mine escape. BACKGROUND NIOSH NPPTL has a Research and Development effort to provide mine workers with state-of-the-art breathing air technologies to comprehensively support initial and continued self-escape, refuge alternatives, and rescue needs, resulting from mine emergencies. As part of this R&D effort, NIOSH invested in the development of a next-generation closed-circuit mine escape respirator (CCMER) which would be compliant with NIOSH’s respirator standard requirements, 42 Code of Federal Regulations Part 84, including sub-part O. The design features of the CCMER also address the MINER Act’s requirements for transitioning between devices without the need for doffing the initially donned device. It would also allow for improved protection when using voice communications with a donned device ."

More and more mining underground is being conducted using the longwall method. Likewise, many new surface mines use area or mountaintop removal methods. These methods can have a significant impact on surface and groundwater resources. The overall study of the effects on surface and groundwater from mining is referred to as the probable hydrologic consequences (PHC) determination of mining and reclamation. Collection and interpretation of information concerning groundwater and surface water quality and quantity, as well as detailed geologic analysis, is required to adequately define the impacts of mining. This paper discusses the present day requirements and methodology of preparing a PHC for a large mining operation in the eastern coalfields.

The thirty-fifth consecutive National Safety Competition sponsored and conducted annually by the Federal Bureau of Mines, Department of the Interior, closed with several noteworthy accomplishments to its credit. Some of them are: 1. A record low injury-frequency rate of 18.293 disabling work injuries per million man-hours equal to that established in 1957. 2. The third lowest injury-severity rate (4,335). 3. The second highest number of mines and quarries participating (672) 4. A record number of participants finishing the competitive year without a disabling work injury. 5. All recipients of Sentinels of Safety trophies free of disabling work injuries for the first time since 1952.

(written discussion*).-Captain Lucas has made an important contribution to our, knowledge of Belle Isle, especially as to the outline of the sulphur deposit, and the pronounced irregularity of the salt surface. I agree with his view, that the elevation or mound that constitutes Belle Isle may consist of several salt domes formed at different periods. It may be interesting to note the high gas pressure encountered in pockets in the salt by my No. 1 Belle-Isle well. While drilling a dry hole with cable tools, we sometimes struck. pockets of gas which would float the tools, so that drilling had to be suspended sometimes for several hours at a time, until the head of gas was exhausted, and this with a string of tools, 5-in. (127 mm.) stem 36 ft. (10.9 m.) long, that weighed complete about 3500 lb. (1587 kg.). At about 1800 ft. (548 m.), we struck the largest gas pocket and the string of tools was thrown up and nearly out of the hole. When it dropped back it made several loops

"Since the adoption of open-door policy 30 years ago, rapid economic growth has resulted in serious resource depletion and environmental destruction, especially in mining areas. As an urgent response to this situation, the central government and the Ministry of Land and Resources (MLR) have adjusted policies with concrete and realistic actions for halting this trend of non-sustainable mining activities in China. æGreen Mine CampaignÆ is one of the actions implemented. In 2010, MLR announced the æGreen Mine CampaignÆ, in which existing and new mines will be evaluated against the æGreen Mine Construction StandardsÆ and certified as æGreen MineÆ if complying with these standards. The standards cover five key aspects: the considerations of science-supported resource exploitation efficient resource utilisation standardised management environmental friendliness harmonious community relationship.Every year, MLR reviews ægreen minesÆ from all provinces. Thirty seven mines, including coal, metal, non-metal, gold, chemical industry and building materials mines, passed the review and were certified as green mines in 2010. In 2011, 187 out of 194 mines that participated in the review were certified as ægreen minesÆ. In the minerals business, like any other commodity-based business, management faces the daily challenge of holding down costs while the real prices of products are continually falling on an inflation-adjusted basis. Since the marketplace sets the prices, often without any premium attached for product quality, being one of the lowest-cost producers is the most viable competitive strategy. Continuous improvement is the mantra that can make the difference in terms of long-term survival of a mining company. Yet, this message has not always been followed, especially during periods of prosperity ushered by high commodity prices. More often than not, the need for improvement is only triggered by a crisis. This may be caused by events such as the onset of a severe economic recession, a prolonged oversupply situation due to an optimistic expansion of capacity during the period of prosperity, or simply falling profits alerting management to bring costs under control. At that time, there would be a need to implement a new cost-saving program, bring in a consultant to find ways to reduce costs, or re-activate an old program that had been shelved for some time.

"INTRODUCTION The Bureau of Mines began a study of various methods for producing magnesium metal from magnesite ores in 1936 at Pullman, Wash., with the cooperation of Washington State College. This work included a study of the basic principles involved in the reduction of magnesium oxide by carbon, which soon led to the development of a continuous process. In May 1939, a small pilot plant was operated, which included a small single-phase arc furnace with a hydraulic feed mechanism and an oil-spray device for shock cooling the metal vapor. 5/Subsequently, the Ford Motor. Co., Dearborn, Michigan, began a study of this process on a larger scale. A pilot plant with a nominal capacity of 10 pounds of magnesium metal per hour was constructed and operated intermittently. A larger unit with a nominal capacity of 100 pounds of magnesium per hour was partly constructed when war activities prevented experimental work.In the meantime, the process was greatly improved through continued investigation by the Bureau of Mines at Pullman, and these improvements were successfully tested by continuous operation in a small pilot plant having a normal capacity of 4 pounds an hour."

The primary objective of most comminution operations is liberation; however, mill performance is generally quantified in terms of particle size. Only recently has the use of image analysis equipment made it possible to quantify mill performance on the basis of liberation. In this investigation, a series of tests were carried out to study the effect of mill operating parameters on the liberation of sphalerite from a sphalerite/dolomite ore. The parameters studied included mill rotational speed, mill loading and ball size. The results of this work appear to indicate that sphalerite liberation is improved under conditions that promote impact breakage, while dolomite breakage is enhanced under attrition conditions.

Incidentally, as between folks who like to work with words, refer to line 6, second full paragraph, page 773 (August Mining Engineering) Would "for" preceding technological have changed the percentages in lines two and three of the bold-face heading on page 770? The intent was coequality among three, (studies of mankind, of science, and of technological empirics). Thirty-three pct for "man" studies is a pretty big bite for engineering schoolmen; 50 pct they won't even examine, let alone nibble at. Arthur F. Taggart For those of you without a copy of the August issue handy, the sentence referred to read: The plea herein is to make the overall time allotment for studies of mankind coequal with those, for science and technological empirics.... The various copper-cobalt ores mined by Gecamines, together with typical plant applications and results, are briefly described. Intensive laboratory investigations have been undertaken in recent years to improve the metallurgical performances of the various concentrators. As a result of these tests, it was shown that the flotation of the siliceous oxide ores could be improved by increasing the efficiency of the palm oil collector (energetic conditioning, chemical emulsifier, petroleum sulfonate addition) and by varying the froth depth in the cells. A new flowsheet incorporating these modifications and a regrinding stage has been approved for the rehabilitation of the Kolwezi concentrator. For what affects dolomitic oxide ores, hydroxamates were tested as secondary collectors and, based on successful laboratory results, plant trials were run but failed due to excessive frothing. In other plant tests, xanthates were replaced by a xanthate- fatty acid mixture; plant trials over more than one year proved successful for copper, but not for cobalt. Mercaptans were tested as secondary collectors for the sulfides flotation from sulfide or mixed oxide-sulfide ores; laboratory results proved successful but, to date, no plant test has been run.

PAYMASTER CONSOLIDATED MINES, LIMITED, began an investigation into the economy and use of detachable bit drill-steel in June, 1937. This investigation has continued to the present time, and was made necessary by transportation and distribution difficulties that had arisen through the use of standard steel in three widely separated mine areas serviced by a central steel-sharpening shop. Detachable bit drill-steel performance was first studied in the workings of No. 2 mine, where the rock being drilled was composed mainly of porphyry or tourmaline, and where standard drill-steel transportation costs had been excessive. The results obtained in this early work definitely established the economy of detachable bit drill-steel at No. 2 mine. This conclusion was reached when the 're-grind' system of re-sharpening dulled detachable bits was 1n use. Preliminary observations on the performance of detachable bit drill-steel in the quartz-carbonate veins of No. S and No. 6 mines gave encouraging results, and warranted a large-scale investigation under practical mining conditions. All drilling operations were gradually changed over to use of detachable bit drill-steel. This change was completed by February, 1938.
