"INTRODUCTION While the United States coal mining uses prescriptive regulation under the Title 30 Code of Federal Regulation enforced by the Mine Safety and Health Administration (MSHA), Australia uses a risk based approach. Australian regulation is individual to each state. In Queensland, Australia this risk based approach to address principal hazards is underwritten by the Queensland Coal Mining Safety and Health Act of 1999 and the Coal Mining Safety and Health Regulation of 2001. Each Queensland Mine is required to have an overarching Health Safety and Environment Management System, of which Safety Management Plans are an element. “Safety Management plans (SMP’s) are intended to formalise the process by which mines address principal hazards and other related matters to ensure the safety of mine personnel.”7 THE QUEENSLAND CONTEXT In Queensland, the basic elements of a coal mine’s safety and health management system must provide for risk identification and assessment, hazard analysis, hazard management and control, and the reporting and recording of relevant safety and health information and data.5 (Part 2 Division 1 Section 6(a-d)) The initial guidance for writing Safety Management Plans comes from the Approved Standard for Mine Safety Management Plans and Guidance Note QGN09- Reviewing the Effectiveness of Safety and Health Management Systems. The Guidance Note and Approved Standard are supplemental to the Act and Regulation, and put in place to provide more clarity around the topic. The definitions in this section come from the Approved Standard and are included to provide context for those who may not be familiar with Australian or Queensland law and regulation. A hazard is defined as a source of potential harm or a situation with a potential to cause loss, while a principal hazard is a hazard with a potential to cause multiple fatalities. A risk is the chance of something happening that will have an impact upon objectives which is measured in terms of consequences and likelihoods. It is important to be able to make the distinction between a hazard and a risk. For instance, a lion is a hazard, while the risk associated with a lion is getting eaten. As defined by the Queensland Approved Standard for Mine Safety Management Plans, a Safety Management Plan (SMP) requires a systematic definition of all the actions necessary to ensure that mining operations are carried out safely. A SMP includes, but is not limited to organisational structures, planning, activities, responsibilities, practices, risk identification, audits and reviews.7 The goal of a SMP management plans is to mitigate the risks to bring them to an As Low As Reasonably Achievable (ALARA) level."

In a flotation froth (and foam), air bubbles become larger due to coalescence, causing less hydrophobic particles to drop off. A bubble-coarsening model has been developed by calculating the changes in Plateau border area as a function of the initial bubble size at the base of a foam, liquid fraction, and foam height and then relating the predicted Plateau border area to the critical rupture thickness of lamellae film. The model predicts that bubble coarsens with increasing froth height, decreasing frother dosage, and decreasing aeration rate. The model predictions are in good agreement with actual bubble size measurements.

Banding that occurred in plates rolled from the early production heats of 18Ni(250) maraging steel is described and related to the segvegation of certain alloying elements (nickel, molybdenum, titanium), the extent of which was quantitatively evaluated by means of electron-microprobe analysis. The effect of banding on mechanical properties is discussed, with particular reference to observed directional differences in plane-strain fracture toughness of plates. It is shown that banding originates as interdendritic segvegation during ingot solidification and persists in some degree through normal soaking and hot reduction to plate. The results of the study showed that heating sections of small laboratory-cast ingots at 2200°F for 4 hr was sufficient to markedly reduce microsegregation and to considerably improve mechanical properties. Hot rolling of 7-in.-thick ingot sections to 1/2-in.-thick plate effected a similar reduction of microsegregation, but resulted in even greater increases in ductility and toughness than that obtained by homogenization treatment alone. DURING the past few years, considerable attention has been directed towards the low-carbon, high-alloy maraging steels and in particular towards the 18Ni-8Co-5Mo-0.4Ti alloy. The steels of this group, having an excellent combination of high strength and toughness, have a number of advantages over their more conventional medium-carbon low-alloy, quenched-and-tempered counterparts. In the annealed condition, the maraging steels are in the form of a ductile marten-site; aging at a relatively low temperature, typically 900°F for 3 hr, increases greatly the strength through the precipitation of intermetallic compounds. One problem in the early production heats of maraging steel was that the finished plate frequently displayed a banded structure. Previous work on other steels1-' had established that banding in wrought products is either a direct or an indirect consequence of chemical segregation, which occurs during solidification and persists to some extent through normal thermal and mechanical treatments. For example, Smith and others: in a study of low-alloy steel, were able to correlate the severity of banding in the wrought product with the degree of interdendritic segregation of nickel and chromium in the as-cast ingot. The effect of banding on the mechanical properties of steels is usually considered to be detrimental, although there is only limited evidence to suggest that a marked improvement in properties can be obtained with less heterogeneous structures. Comparison of the longitudinal and transverse tensile properties of banded and of homogenized 4340 steel showed that only the transverse ductility was improved by homogenization, but even then the improvement was not commercially significant.' Conversely, homogenization of through-the-thickness tension specimens of quenched-and-tempered steel plate, containing 1.47 pct Mn, increased the strength by as much as 10 pct and the tensile ductility by at least a factor of twos5 This improvement was related to the elimination of manganese-rich bands, which also are one of the factors responsible for cold cracking in the heat-affected zone of metal-arc welds.7 In the present study the nature and severity of banding in early commercial 18Ni(250) maraging steel plate and in laboratory-melted 18Ni(250) maraging steel plate was determined. The effects of banding on plane-strain fracture toughness and the effects of thermal homogenization treatments on the strength, tensile ductility, and toughness of 18Ni(250) maraging-steel as-cast ingots and rolled plate were evaluated. In addition, the effects of hot deformation by rolling on the mechanical properties of ingots were determined. 1) STUDIES OF BANDING IN EARLY PRODUCTION PLATE The chemical composition of the steel (A) used in this part of the investigation is shown in Table I. Banding was not clearly evident in either as-rolled or annealed* plate, but annealed and agedc** plate had a banded structure. The typical banded condition, Fig. 1, consists of layers of unetched austenite (white) and dark-etching martensite in a light-etching martensitic matrix. X-ray diffraction measurements showed that this steel contained more than 6 pct austenite. An electron-probe X-ray microanalyzer (using a focused beam of electrons) was used to determine the composition of the bands and of the material between the bands with respect to the main alloying elements— nickel, molybdenum, titanium, and cobalt. The recorded X-ray intensities were converted to concentration values with the use of a standard of similar composition. To facilitate probe positioning, all analyses were conducted on specimens that had been given a light etch. The influence of this etching on the analytical results was negligible; analyses made on the identical area before and after etching yielded essentially the same concentration values. The results of the electron-microprobe analyses at selected points revealed that the layers of austenite and adjacent dark-etching martensite contained greater amounts of nickel, molybdenum, and titanium than did the surrounding matrix, Table 11. In April 1989, Southern Company Services signed a 3.5 year contract with DOE-PETC for generic engineering development of an advanced physical fine coal cleaning technology known as selective agglomeration. This technology offers the potential for significantly higher pyritic sulfur removal (90% +) than conventional coal cleaning (30 to 50%) while maintaining high Btu recovery (90% +). Engineering development will include bench-scale process development; component development; adaption or modification of existing unit operations; proof-of-concept (POC) module design, fabrication, testing and evaluation; and small commercial facility conceptual design. The information obtained during POC operation will be sufficient to result in a technical and economic design base that can support construction and operation of a small commercial plant. The major goal of the research is to develop selective agglomeration technology to achieve 90% pyritic sulfur removal while operating at Btu recoveries above 90% based on run-of-mine quality coal. This objective will be accomplished in two phases: Phase 1 -bench-scale and component development, and Phase 2 -POC module operation and conceptual design of a small commercial plant. Currently, work is proceeding under Phase 1 (Tasks 1-7) of the project. A review of the status of Tasks 1-7 is presented in this paper.

Minerals processing operations use a significant quantity of fossil carbon to provide energy and as reductant. Greenhouse gas emissions from the use of this fossil carbon contribute to the global increase in anthropogenic CO2 emissions to the atmosphere. In the spirit of fostering thinking about a step change in this situation, this paper explores opportunities for the use of sustainable carbon from biomass sources in a range of mineral processing operations. The exploration shows that many common processes are contenders for fossil carbon replacement and that feasible scientific research by minerals processing technologists would add to deeper understanding of the potential for a sustainable bio-carbon based industry. It is also shown that there are many dilemmas on the social, environmental and economic fronts to be solved before a biomass based industry could become a reality.

ALTHOUGH statistical data are not at hand to justify definite statements as to progress in health, and safety in the mining and allied industries during 1935, it now appears probable that in both coal mining and in metal- mining the rate of accident occurrence as well as the absolute number of accidents will show slight increases for the year. Much: of the responsibility for this increase lies with the large number of relatively. small mines that have more or less recently come into existence, partly because of 'the lack of opportunity for work in the larger mines for large numbers of unemployed miners, and partly due to increased prices for some of the mineral products, especially gold. In general, the larger long-established nines show downward accident trends and this is decidedly encouraging as it shows that where mines are operated with real efficiency, mining can be done in relative safety.

Adding CaO into the vanadium extraction converter is an effective way to decrease the dephosphorization burden in subsequent steelmaking process. The crystallisation process of spinel is one of the most decisive factors in the subsequent extraction. The theoretical calculation results show that the temperature of the peak total crystallization rate will decrease 5K with basicity increasing 0.1. The relation between cooling conditions and grain size of spinels is also discussed. It is found that low cooling rate and high basicity benefit spinel crystal growth. And the non-isothermal crystallization kinetics results indicated that the restriction factors of spinel growth is that solid crystals accept new components from liquid-solid interfacial. While the sample was cooled down to 1250 (1523K) at cooling rate of 5K/min, the crystal growth is consistent with Ostwald coarsening grew up law, and controlled by diffusion of particle.

Polymer utilization has increased steadily over the past several decades; however, their usefulness is sometimes limited by natural forces. For example, polymers tend to degrade when subjected to elevated temperatures. This degradation can release toxic fumes, create excess smoke, and aid in the spread of fire. For these reasons, many polymers are filled with various compounds which impart flame retardancy (FR) properties. These fillers do not make polymers non-combustible; rather, they increase resistance to ignition and reduce bum rate. Also, they suppress smoke generation, which is important as up to 80% of fire-related deaths are due to smoke inhalation [1]. Therefore, methods to impart flame retardancy in polymers are industrially important. The early flame retardants used in polymers were halogen-based, working on the principle of inhibiting free radical formation in the vapour phase thus impeding combustion propagation [2]. Usually these were combined with antimony compounds such as Sb203 to decrease loading, yet provide the same FR qualities. However, questions have arisen recently concerning toxicity of halogenated flame retardants. Possible release of toxic compounds (such as dioxins) upon combustion has been reported [3]. Fear of future regulations concerning halogen addition has led to the search for different FR fillers. Two of the more common replacements for halogen-based systems are alumina trihydrate (Al(OH)3 or ATH), and magnesium hydroxide (Mg(OH)2)' These systems impart flame retardancy through heat absorption and by release of water of hydration upon their decomposition. ATH has a low decomposition temperature (230°C), limiting its use to unsaturated polymers, epoxies, urethanes, and some wire and cable formulations. However, some advantages of ATH over halogenated FR are that it is relatively cheap, doesn't generate toxic gases, is non-volatile, and is impervious to moisture [2].

There are two paths to follow, the æContikiÆ style graduate program where you pick up your new lease vehicle and set forth on two to three years of planned activities, or can pack everything into one bag, stick a copy of æthe rough guideÆ in your pocket, and set off on your own graduate adventure. I took the path less travelled.The less followed method of developing yourself isnÆt for everybody. Parts of the journey are difficult and sometimes it feels hopeless, but itÆs all a learning experience. Along the way you might not get to all the graduate ætourist stopsÆ like dragline, truck-shovel, or drill and blast. But youÆll see most of them and pick up a lot more of the local culture such as people management, operational knowledge, quality control, and the black arts of project financial management.

Coal mine ventilation systems are often subject to high leakage rates. As a result, changes in airflow resistance will strongly affect the efficiency with which air is delivered to the working place. One major source of airflow resistance is the line brattice used to direct air from the last open crosscut to the working face. Because it is a great distance from the fan, the resistance of the line brattice can result in more overall leakage than an equivalent resistance closer to the fan. Substituting auxiliary fans for brattice eliminates this source of resistance, with improvements in system efficiency and cost. Also, in some mines, the leakage that leads to spontaneous combustion can be reduced. The benefits obtained by several different brattice and fan substitutions have been studied by Mine Ventilation Services, Inc., Lafayette, CA, under contract to the U.S. Bureau of Mines. Changes in main fan duty were compared with additional costs associated with auxiliary fans. Results indicate that in some circumstances, considerable leakage reductions and cost savings are possible.

Due to its low mine production costs, competitive rail rates and low sulfur content, the Southern Powder River Basin (SPRB) now commands 30 percent of the U.S. utility coal market. In 1996, production exceeded 260 million tons, a growth of 110 million tons since 1989 and 15 million tons over 1995. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) looms. This growth will be the greatest in the southern part of the basin, where coal quality is higher. This article is an overview of supply and demand issues affecting markets for SPRB coal. It reviews the current markets for SPRB coal and addresses future prospects for market expansion.

Vermiculite deposits on the. Platt ranch, 12 miles southeast of Encampment Carbon County, Wyo., were investigated by the Bureau of Mines early in 1949. Major activity was centered on property held under lease by the Mikolite Mining & Development Co. (figs. 1 and 2). Vermiculite occurs in masses and lenses of varying size and as disseminations in altered hornblende diorite. Alteration of the host rock probably resulted from the proximity of dikes and irregular masses of pegmatite. Investigation of the Mikolite property consisted of surface trenching, diamond drilling, and sampling. Four trenches totaling 5,401 linear feet were excavated with a bulldozer and Diesel power shovel. Three diamond-drill holes totaling 600 feet were drilled from the surface to determine the character of mineralization at depth. Eighty-one bulk samples were obtained from the trenches, and 130 sludge samples were collected from the drill holes. Samples were analyzed, and ore-dressing tests were made in the Bureau of Mines laboratories at Salt Lake City.

Determining the correct combination of mix components and water for high-density paste backfills with the transport and deposition properties necessary in a mining operation is a difficult task. Rheologic properties cannot be determined without conducting full-scale pumping tests, and data from existing tests are very limited. The following presents the findings of investigations undertaken to determine if paste backfill rheology can be determined using existing techniques and which mix and system variables have the greatest influence on transport pressure loss. Data from lab-oratory-scale pumping tests were used to produce a rheologic model of flow behavior for comparison, and a statistical analysis was conducted to determine the most significant factors affecting transport pressure loss.

The EMSpec sensor employs the principle of measuring the complex impedance of the target steel over a range of frequencies these impedance values in turn varies with transformation fraction of the steel. A full scale implementation of the Real Time Transformation Monitoring has been installed at a quality large European steel producer to show the benefits of such a system. A total of three EMSpec sensor heads have been installed between the exit Finishing Mill and the Down Coiler on a HSM. For the successful production of Dual Phase, TRIP and TWIP steels increased control of the cooling regime is demanded; the use of surface temperature measurements alone cannot guarantee to achieve the desired mechanical properties. The EMSpec sensor, which is engineered to withstand this harsh environment, in real time directly measures the percentage transformation of the steel in the cooling area, typically in the accelerated water cooling zone. Using the information from the sensors integrated into the mill model enhances the models ability to predict the transformation profile.

Due to the high environmental risks and negative impact of a failure, tailings storage facilities (TSFs) need constant monitoring. Advanced mathematical models have been developed in the past to predict the behavior of TSFs and raise alerts if needed. To be precise and reliable, such models need a spatial distribution of soil types within the dam as an input. Getting this data from laboratory measurements is time and costconsuming. In this article, we propose an ANN-powered algorithm, which allows us to accurately estimate the soil distribution based on a cone penetration test (CPT).

The technology of automatically formed roadway without pillars (AFRP) via roof cutting and pressure releasing (RCPR) is a reformatory method for gob-side entry retaining, which automatically creates a roadway by utilizing the fragmenting and expanding properties of rock strata and the mining pressure, to realize a novel technique for coal mining without coal pillars. The Anju Coal Mine is the first kilometer-deep mine where this technology is applied. To conduct a geomechanical model experiment, this research uses the 5307 working face in this mine as its backdrop. The experimental results show that this technology can efficiently decrease the pressure of the AFRP surrounding rock. The roof maximum stress of the AFRP is 21% lower than that of the belt roadway, while the side abutment pressure of the former is 13.4% lower than that of the latter. The comparison of model experiment data and field monitoring data shows that the roof and floor approaching deformations on the roof-cutting side and solid coal side of AFRP differ by 8.8% and 9.6%, respectively. The model experiment results and field monitoring data show good agreement, and the deformation of the AFRP surrounding rock can be successfully managed by this technique. The study’s findings can serve as a guide for using this technology in kilometer-deep coal mines.

"The fortunes of mining companies and their implied value are tied to cycles - both economic and commodity – within which they operate. Hence the determination of appropriate future metal prices is one of the most critical factors faced by mineral valuators especially for advanced projects. Price, and hence revenue, is usually the most sensitive input to the valuation model. Empirical studies of past forecasts show that the success rate for commodity price forecasting is very poor. This paper explores various approaches and comments on their strengths and weaknesses. We conclude that careful evaluation of long-term metal prices is a key element and is hardly a luxury that can be left to simple averages or rules of thumb. INTRODUCTION Discounted Cash Flow (""DCF"") analysis, is well suited for the valuation of advanced mineral development assets, for which there are identified mineral resources and some form of economic assessment (Pre-Feasibility or Feasibility Study). The DCF method is also the most commonly used method for determining value for such assets. It provides a means of relating the magnitude of expected future cash flows from profits (or losses) to the magnitude of the initial cash flow (investment) needed for capital expenditures to purchase or to develop an asset for commercial production. The method proves useful in making investment decisions as it allows for the quantification of the Net Present Value (“NPV”), as well as the Internal Rate of Return (IRR) and Payback Period on initial investment capital. Valuation by its very nature is a forward-looking exercise. The DCF method attempts to estimate the NPV of expected future cash flows, by selecting factors that will likely affect future cash flow based on informed analysis. One of the most critical and sensitive factors is the determination of appropriate future commodity prices. “The variables that have the greatest impact on a DCF evaluation are the reserves, the metal prices, and the discount rate.”1 The determination of future commodity prices for valuation purpose or during M&A negotiations is a hotly contested issue. There are a number of analysts, institutions and specialized commercial data suppliers that provide both short and long-term commodities price forecasts. Also, the use of an aggregated mean for all available forecasts, or consensus forecasted prices for valuation purposes is not uncommon. The methods used in making forecasts for each forecaster may vary and in many cases may not be publically disclosed. Nonetheless, the aggregated mean of all forecasted commodity prices of reputed institutions is usually taken to “represent the market’s view of likely future commodity prices.”"

Rockburst prediction is crucial in deep hard rock mines and tunnels to make safer working conditions. Due to the complex interaction of many factors involved in rockburst prediction, such as multi-variable and multi-interference factors, three hybrid support vector machine (SVM) models optimized by particle swarm optimization (PSO), Harris hawk optimization (HHO), and moth flame optimization (MFO) are proposed to predict rockburst hazard level (RHL). The RHL is determined according to four kinds of microseismic characteristic parameters including angular frequency ratio, total energy, apparent stress, and convexity radius. Then, six types of microseismic characteristic parameters are taken as input variables in 343 sets of data, including angular frequency ratio and total energy, etc.. And the RHL is taken as the output target of rockburst prediction. The classification performance of PSO-SVM, HHO-SVM, and MFO-SVM hybrid models is evaluated by accuracy (ACC), precision (PRE), and kappa coefficient. Findings reveal that the MFO-SVM model performs best in terms of accuracy, with ACC, PRE, and kappa coefficients reaching 0.9559, 0.9063, and 0.9094 respectively, while PSO-SVM and HHO-SVM have similar performances. However, the PSO-SVM, HHO-SVM, and MFO-SVM all perform better than the unoptimized SVM model. This confirms that the three optimization algorithms significantly enhance the rockburst prediction capacity of the SVM model to help mine practitioners apply machine learning methods to rockburst prediction problems appropriately.

The Hai-Shan No. 1 Coal Mine, located in northern Taiwan, is one of the typical coal mines on the island which, limited by natural condition, are mostly small in scale. With the advancing longwall method, the mine is now winning a seam, 80 cm thick, at a 32° dip, with a working depth of 824 m below surface. The annual output is about 50,000 mt of clean coal. At the working gallery, the virgin rock temperature may go up to 46°C, difficult to be brought dam to n acceptable level: because .of the tropical climate with high intake temperature and high humidity. Besides, at this depth, the intake air that goes down the long inclined shaft generates considerable heat due to autocompression. The mine is ventilated by a set of axial-flow fan with 38 m3/S of intake air at 2.2 KPA WG. With this volume of air, the temperature at the working-face is usually above 30°C WB. Appreciable lowering of the temperature is not expected even with an increased volume of ventilated air. For this reason, decision has. been made to try the installation of a pilot underground refrigeration unit near. the lowest gate road to cool the intake. air. from 32°C WB to 28°C WB which seems acceptable to on-the-spot workers exerting heavy physical labor. The experimental unit is designed for carrying away a total heat load of 90 Kw. The capacity of the unit is 200 Kw. The unit consists of a compressor, an evaporator, a condensor and a motor. The heat rejection is done in a cooling tower. Chilled water is circulated from the evaporator to the cooler by insulated pipes. The cooler consists of 90 Kw-coils with two fans and forces air by flexible ducting onto the working face. This paper examines mainly the effect of this additional reduction of working temperature, on working efficiency of the workers. Another aspect of this experiment is to evaluate the overall economy of underground refrigeration in small-sized coal mines under tropical condition. The success of such an experiment may lead to wider application of refrigeration to render many of the deeper mines economically workable.

PLANS are now well advanced for the joint meeting of the Institute and over a dozen other engineering societies in Chicago during the week beginning June 26: Engineers' Week at A Century of Progress. All engineers planning to visit the Fair will find it to their advantage to be present at this time so far as the Chicago attractions are concerned, and Eastern members will also have the advantage of special transportation arrangements on June 24 and 25. The tentative program is given at the bottom of the next page. Monday morning, June 26, will be reserved for registration of members and guests and the Woman's Auxiliary at the Stevens Hotel, where special rooms will be provided. A luncheon will also be served there, and in the afternoon, a technical session on nonmetallics. Instead of having the big family dinner that evening at the Stevens, as at first proposed, the local committee has planned to have it at the Fair Grounds, where special facilities have been arranged. A meeting of the Board of Directors and a few invited guests will precede the dinner. All members and guests are likely to be interested in visiting the Museum of Science and Industry, so that will be the sole event on the program for Tuesday morning, June 27. The big attraction there at present is the model coal mine, the first operative coal mine ever built for exhibit purposes. It is based on the Deutsches Museum mine at Munich, but goes far beyond that in realism, and takes the visitor on an extended tour underground. It shows him in half an hour more types of modern mining machinery and coal geology than he would be likely to see in a week's underground study in the coal fields. The Institute members will be the first group to go through this mine.
