The fundamental chemistry of zinc smelting, especially that part dealing with the chemical reduction of the zinc-oxide content of a roasted zinc ore, has been discussed by metallurgists in some detail, but, in the light of present knowledge, unsatisfactorily. A considerable portion of the information available has been qualitative, or quantitative in a sense that could not be interpreted chemically. A number of attempts to elucidate the physical chemistry of zinc oxide reduction have been based upon unsubstantiated and, as is now known, incorrect equilibrium data. To write upon the chemistry of zinc smelting at this time, when electrolytic methods for the production of zinc metal from ore are becoming increasingly widespread, may seem a belated effort. So, for example, C. A. Hansen,3 in the communicated discussion of an article by the author,4 writes as follows:

Since 2012, Ghana has been implementing local procurement regulations in the mining sector to broaden and deepen linkages between mining and other sectors of the economy. The regulations have been implemented in collaboration with the mining industry. This paper offers an in-depth analysis of how the local procurement regulations and related initiatives have been implemented so far. Primary data gathered with semi-structured interviews and secondary sources of data indicate a steady improvement in both in-country procurement and local manufacturing of inputs for the mining industry. There are, however, some challenges relating to tariff structure and support (financial and technical) for local suppliers and manufacturers to meet high standards and demands of the mining industry. This calls for a well-thought-out strategy and programme of activities to sustain and improve on progress made.

FLOTATION practice in Idaho is now about 13 years old. The advance has been steady during these 13 years. The operators have been alert to take advantage of the newest developments and they have themselves made a constant effort to improve their work. The metallurgical improvements are due to the development of (1) better equipment, (2) better reagents, and (3) better understanding and control of the process. During the eight years the writer has been in this district, there has been continuous experimentation by several companies to improve the ore dressing by flotation methods. Gravity concentration has fought hard to hold its place, and although it is true that gravity processes have been improved during this period, nevertheless, in several of the important mills of the district the few tables that managed to hang on have finally given way. On the straight-lead ores, tables and jigs are still used; and, due to better classification, their hold on this job has been strengthened. ORES OF THE DISTRICT The ores of the district are of two general classes: (1) clean lead ores, such as those from the Bunker Hill and Hecla mines, and (2) complex lead-zinc ores. The general impression prevails that the clean lead ores, class 1, are simple and that it is easy to obtain high recoveries and good grade products. This, in a way, is a false impression; there is quite a high percentage of locked middling in these ores at 100 and 150-mesh sizes. Improved classification preparatory to table treatment of this type of ore has made it possible to segregate effectively a high-grade middling which is further comminuted and floated. The complex lead-zinc ores of the district, of which the ore from the Morning mine of the Federal Mining & Smelting Co. is a typical example, always have presented a difficult problem. It always has been comparatively easy to make a clean lead concentrate, but it never has been possible to concentrate sphalerite with a-specific gravity of 4.10 from siderite of gravity 3.88. Also, a large percentage of the galena and sphalerite of this class of ore refuses to separate out until the crushing has been carried

The prevention of fatal risks is a key objective for the global resources industry, especially considering poor performance with regard to fatality rate reduction and the continued occurrence of mine disasters globally. However, the industry has a credible history, over several decades, of the development and deployment management systems to control potential Serious Injury, Fatal and Catastrophic (P-SIFC) risks. While these systems have had a significant impact on the thinking and approaches to the prevention of fatal risks, fatal accident rates have not shown the desired reduction. Recent fatal and serious injury events in Australia have led to the establishment of several enquiries to further identify improvements that could be considered. Globally, fatal accident rates remain stubbornly high or plateaued in many jurisdictions, and several catastrophic events have occurred, such as tailing dams disasters in Brazil and South Africa, and the recent coalmine disaster in Turkey. Apart from the apparent lack of progress, it is evident that the deployment of critical risk systems has introduced more bureaucracy, slower response systems and additional burdens on already overloaded middle and supervisory levels of management. Organisations are rarely able to effectively tap into the risk source of risk knowledge of the frontline worker and supervisor, for various reasons discussed in this paper. To establish a valid and valuable channel of critical risk information flow from the frontline employee, Debmarine Namibia instigated the development and deployment of a system called SafeSENTRY, where the focus is on the ‘dynamic identification of dynamic risks’. This paper outlines the system, the principles of the design, the range of risk metrics that can be derived from the observations of the frontline operators, and demonstrates how a range of posited shortcomings in critical risk management is addressed how features of the High Reliability Organization (HRO) have been developed.

Also designed into the system is a manner to stabilize the metals removed as a precipitate, so that they can be disposed of as a non-hazardous waste.

Albert Einstein once said, ?the important thing is not to stop questioning.? In the mining industry, a lack of inquisitiveness may lead to a blissful ignorance but it certainly will not increase efficiencies. While one may claim necessity is the mother of invention, questioning and analyzing how methods and systems can be improved is the catalyst to discovering necessities. Understandably, when working in the middle of Canada?s oil sands, where trucks operate around the clock every day of the year, it is nearly impossible to pull the nose from the grindstone long enough to provide thorough analysis. But, fortunately, some manufacturers/inventors have assisted by examining the process and the ensuing headaches within this application.

"AT ANY TIME, it is a pleasure to me to be invited to address The Canadian Institute of Mining and Metallurgy because it represents an industry and men with whom I have been happily, if peripherally, associated continuously for forty years. This year, it is a particular pleasure because I believe that an important subject has arisen which I propose to discuss.This is a major discovery in the earth sciences, first fully revealed this winter, but already widely accepted. The basis of this revolution, for it is no less, is that measurements of three different features of the earth all change in exactly the same ratios. These ratios are the same in all parts of the world. The results from one set are thus being used to make precise numerical predictions about all the sets in all parts of the world. No such accurate correlations and predictions have ever been found before in geology or areal geophysics. The whole subject of earth science has thereby been radically altered.The first of these measurements is that of the direction of magnetic polarity in lava flows. When piles of young lavas are examined with the aid of a pocket compass, it is noted that some flows are magnetized in the direction of the earth's field and some in the reverse direction (Figure 1). By accurately dating enough flows, a time scale of the dates of reversals has been established. During the past four million years, nine reversals have occurred synchronously all over the world (Cox, Darymple and Doell, 1967, McDougall and Chamalaun, 1966) (Figure 2). It appears that the scale can be extended back to Precambrian times (McMahon and Strangway, 1967). This time scale is the first of the 'three identical ratios."

ABSTRACT This paper examines several of the systems and processes that have been developed over the past few years and are now being utilized by major mining companies on draglines in North America, Australia and South Africa. These technologies include production monitors and reporting systems, GPS navigation systems, structural integrity monitoring systems, structural analysis studies to increase the dragline rated suspended loads (RSLs) and inspection and response strategies. The use of these technologies provides significant increases in dragline production and reduces maintenance costs, downtime and the chance of a catastrophic failure.

"The Stockman base metals project is situated in State Forest in the alpine area of East Gippsland, Victoria, adjacent to a National Park and within the headwaters of a major Ramsar-listed wetland catchment and the Murray-Darling River system. Site topography is steep, and elevated (650 m – 1200 m above sea level), and subject to circa 1 m annual rainfall, with occasional winter snowfall. The project consists of two volcanogenic massive sulfide (VMS) deposits to be mined by underground methods and treated in a 1.0 Mt/a central concentrator to produce copper and zinc concentrates for export over a ten year operational life. New resource projects are rare in Victoria. Recognising the sensitive setting, planning for the Stockman Project, which is now in the advanced permitting stage, has focused on balancing economic, environmental and social outcomes to ensure social licence to operate is secured and can be maintained. This has involved close attention to triple bottom line (TBL) risks and outcomes. Stockman has successfully gained State and Federal approvals via the Environmental Effects Statement process. The process of obtaining these approvals has required close attention to effective stakeholder involvement, and management of a lengthy and difficult approvals process, which is still to be finally concluded. This paper is a case study of the process of that permitting and the issues encountered to date. Key learnings from the experience have included: successful approvals require close attention to much more than just the project and its technical aspects and physical setting – effective stakeholder involvement and endorsement is critical the differing consultation requirements for local, regional and government stakeholders, to design and plan implementation of a project to meet TBL objectives, and to gain social licence to operate within the Victorian approvals process, the need for an effective lead government agency with policy authority dealing with material policy change requiring post-closure financial sureties estimating realistic permitting time and cost during the project evaluation phase. This study was made to present the mining methods and costs of a uranium mine typical of other mines in the highly productive Westwater Canyon member of the Morrison formation in New Mexico. Four mining methods have been used at the Section 23 mine: the retreat- room-and-pillar method, a sublevel-slicing method (also called top-slicing), the horizontal-cut-and-fill method, and a modification of the ring-drill method. The application of the methods at this mine and at other mines in the area should be of benefit to operators with similar problems. Ore bodies in the Section 23 mine are irregularly shaped and vary in size, in rock strength, in moisture content, and in uranium concentrations; different mining methods are required and mining costs are not constant. A 6-month period of operation at the Section 23 mine was analyzed and mining costs, not including amortization, depreciation, or Federal taxes, averaged about $6.80 per ton.

1. Domestic Production and Use: In 1982, 13 companies operated 30 primary aluminum reduction plants, with 3 firms accounting for 55% of production. Washington, Oregon, and Montana accounted for 34% of the production; Texas, Louisiana, Missouri, and Arkansas 18%; Tennessee, Alabama, South Carolina, and North Carolina 14%; other central and eastern States 34%. Based on published producer prices, output of primary metal in 1982 was valued at over $5.5 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Packaging accounted for an estimated 39% of domestic consumption in 1982, transportation 20%, building 14%, electrical 8%, consumer durables 8%, and other uses 11%.

This Bureau of Mines report and its companion report (Information Circular 9143) have been prepared to assist in the preparation of prefeasibility type estimates for capital and operating costs of mining of various types of mineral occurrences using current technology. The handbook provides a convenient costing procedure based on the summation of the casts for the unit processes required in any particular mining or mineral processing operation. The costing handbook consists of a series of costing sections, each corresponding to a specific mining unit process. Contained within each section is the methodology to estimate either the capital or operating cost for that unit process. The unit process sections may be used to generate, in January 1984 dollars, costs through the use of either costing curves or formulae representing the prevailing technology. Coverage for surface mining includes dredging, quarrying, strip mining, and open pit mining. The underground mining includes individual development sections for drifting, raising, shaft sinking, stope development, various mining methods, underground mine haulage, general plant, and underground mine administrative cost. This system can be used for estimating cost data for an undeveloped deposit or for checking or verifying mining costs from a developed deposit, with a minimum amount of background information.

"IntroductionTHE SMALLER industrial and commercial steam generating plants in the United States are suffering from an ‘engineering deficiency' which, if allowed to continue, will probably result in the extinction of the species• that now burn •approximately 75 million tons of coal. We will classify as 'small' those plants which should require not more than one operating man per shift, including those in which as little .as thirty minutes per day should be adequate for .all service attention. These are the small steam plants that need the most, and get the least, expert attention for fuel :planning, equipment selection, design layout, .and proper operating technique. Dissatisfaction with bituminous coal is usually caused by one or more preventable weaknesses such as excessive or burdensome labour •for firing, .coal or ash handling and manual operation, smoke and fly ash emission above nuisance levels:, high maintenance and premium coal application for acceptable operation, and .finally, overall steam costs which are not .competitive. These 'deficiencies', so .common in the small coal-fired steam plants, can be readily eliminated by competent engineering and modern equipment with automatic controls."

The effectiveness of 0.01 pct. molybdenum, as ammonium molybdate impregnated on coal, on the hydrogenation of a high-volatile bituminous C coal at 8,000 p.s.i.g. and 460° to 480° C. has been studied in a pilot plant by the Federal Bureau of Mines. Under these conditions, the Bureau obtained 98 to 99 pct. conversion5/ of coal to liquids and gases at throughputs of 29 to 101 lb. of m.a.f. coal per cubic foot of reaction space per hour. At 460° C. the indicated yield of oil ranged from 63 pct. (based on m.a.f. coal) at a throughput of 35 lb./c.f.h. (pounds per cubic foot per hour) to 68.5 pct. at a throughput of 58 lb./c.f.h., and the yield of gaseous hydro-carbons ranged from 25.5 to 19 pct. at the same throughputs. The maximum measured yield of oil boiling under 325° C. was 47 pct.

"The high rate of failure of new mine developments to meet feasibility study expectations has been the subject of many fine technical papers. Yet failure rates remain stubbornly high.Similarly, the common occurrence of disastrous acquisitions resulting from failed due diligence on projects is well known. Yet such mistakes continue to be made.The authors argue that project and due diligence failure are caused at least partly by cognitive biases. These biases pervade decision-making throughout project evaluations.A wider understanding of these biases (and their effects) is necessary. Only then can mitigating actions be taken.The opportunity for this wider understanding exists. A number of best-selling books have been published on the topic in recent years. With wider understanding of key concepts and terms, cognitive biases can be recognised and discussed. They can also be challenged and mitigated.The authors believe that these concepts should be entry-level, required knowledge for anyone evaluating, developing, reviewing or financing mining projects.Perhaps the most prevalent biases in project evaluation failure are the ‘over-optimism’ biases. In particular, the planning fallacy and confirmation bias.The anchoring effect is also pervasive. This bias propagates unrealistic assumptions from scoping and prefeasibility studies through to so-called definitive feasibility studies. Unrecognised anchoring biases also undermine the validity of many ‘independent’ due diligence reviews. They are also prevalent in corporate acquisitions.The availability heuristic refers to a mental shortcut that can lead to a number of biases. One of these is the narrative fallacy. The mind constructs coherent narratives and opinions, regardless of the amount and quality of the information that support them. Narrative fallacy commonly occurs in the evaluation of social and political risk. Another is disaster neglect, which is especially common in the failure to assess risks associated with tailings management.This paper outlines the relevance of these biases to mine project evaluations. The first metal-mine accident-prevention course was prepared and published in 1942-45 as a series of seven miners' circulars (Nos. 51-57). The scope of the course has been broadened, revised, and brought up to date and is being published as a similar series of seven miners' circulars (Nos. 51-57, revised) on accident prevention in metal and nonmetallic mines. These circulars are: Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the use of investigations and reports of all accidents.
