TAXATION has become a major item in the operation of Canadian mines, and, as such, merits our most serious consideration. I feel it was a splendid idea for the Institute to set aside this time for a frank discussion of this important subject, and believe great benefit will result from a better understanding of the methods and underlying principles involved. Mining, as a great national industry, may quite properly be called upon to pay its fair share of the cost of running the country; and there is no tendency on our part to avoid this responsibility. There is, however, a very definite demand that the proportion be just, and fairly and sensibly applied. I believe that Mr. C. G. Williams, Secretary of the Canadian Metal Mining Association, and others, are giving details of the various Provincial and Dominion regulati6ns, so I shall not touch on that phase of the situation. However, there are some important factors to which I should like very briefly to call your attention. The first is the vital need for stability. As you all know, a considerable period must elapse between the preliminary stages of any mining venture and the time when it comes to production-or is finally abandoned as un-profitable. These early days are fraught with many unavoidable uncertainties. If, to these natural hazards, the apprehension of instability of governmental action be added, the risk becomes so great that capital seeks other and safer fields for investment, and many otherwise promising projects are thus discarded. There probably never has been a time in recent years when so much money was seeking investment as now. Under favourable conditions, the development of our great mineral resources would be a natural and attractive outlet for this money. The amount of taxation which the mining industry can properly absorb is of the utmost importance at this time, and it might be well to consider this question in its relation to the economic stability of our country, for it cannot be too greatly emphasized that direct taxation is only one item in the net return which our governments derive from the mining industry. Indeed, the many indirect benefits are so manifest that it would seem almost unnecessary to enumerate them! We almost invariably think of mine taxation as a direct company tax-overlooking the fact that sales tax, customs duties, acreage tax, income tax on mine dividends, foreign shareholders' dividend tax, and others, must all be taken into consideration. It would seem that the economic value of non-ferrous metal mining in Canada is not sufficiently understood and appreciated.

IN the past quarter century the seismograph has played an increasingly important role in evaluating vibratory effects transmitted to adjacent communities by industrial blasting operations. In this period research has advanced through two major phases—from falling pin seismometers to three-component recording seismographs. The initial phase of this research is now regarded as the era of recording, during which the seismograph merely recorded occasional events. It has emerged from this stage into the era of control and analysis and in this later period has been recognized as a full-fledged industrial tool. Although the falling pin machines of earlier years indicated probable amplitudes of industrial blasting vibrations, they gave no reliable measure of such displacements, nor did they provide essential information concerning direction or frequency of motion. The first contribution of the three-component recording seismograph was the weight-for-distance formula developed by the U. S. Bureau of Mines. This empirical formula enabled users of commercial explosives to determine beforehand the probable vibratory effects of a blast when the weight of the explosives charge and the distance from the shot point were known. This formula has withstood the test of time and is still applicable for blasts detonated by instantaneous methods. The second major contribution of the three-component recording seismograph followed the introduction in 1945 of short period or millisecond delay detonation. This might be described as a two-stage contribution, the first of which revealed a 50 pct reduction in the vibration magnitude when millisecond detonation was used rather than instantaneous discharge. This second part of this double contribution led to the discovery of the vibration dip phenomena, see Fig. 1. In Fig. 1 the horizontal coordinates indicate the displacements amplitude in inches, and the vertical coordinates, the explosive weight in pounds. The top curve is that of the U. S. Bureau of Mines for instantaneous detonation. Its curvature conforms to the two-thirds power of the explosive weight as provided in the weight-for-distance formula; hence the vibratory effects increase in proportion to an increase in the explosive charge. If the other curves shown below are temporarily disregarded, it may be considered that the entire area below this top curve represents both useful and waste energy. As mentioned previously, when millisecond delay detonation was first investigated it was found that in general the U. S. Bureau of Mines curve could be decreased by about 50 pct, or to the position of the middle curve. At the outset it was assumed that this curve would likewise increase in some proportion to the explosive charge, as did the top curve, that is, the curve would indicate a continuous upswing. TWO shafts have been completed since the spring of 1948 when underground development started, and three are now under construction. The new program provides two main ore shafts, Nos. 3A and 3B, spaced 195 ft apart and located on the south- western end of the orebody. It is planned that eventually 35,000 tons of copper ore per day will be hoisted by these identical four-compartment shafts. The third shaft of this new group is 600 ft from the present No. 1 shaft and will provide caged sup- plies for the underground mining operations. This No. 4 shaft has the largest cross-section of any shaft in Arizona.

The seventh Annual RMCMI Mine Rescue Evaluation was held during the 1998 Institute convention at the Silvertree Hotel, in Snowmass Village, Colorado. The Mine Rescue committee, co-chaired by Becki Boam and Elliott Tsosie, is one of 18 committees of the Institute. In 1998 a record number of 10 teams participated in the program. The teams were from the four western states of Montana, New Mexico, Texas and Wyoming and were comprised of about eight members each. Teams participating were BHP-La Plata Mine, BHP-Navajo Mine, BHP-San Juan Mine, all from Farmington, New Mexico; Bridger Coal Company, Rock Springs, Wyoming; General Chemical, Green River, Wyoming; Jacobs Ranch Mine, Gillette, Wyoming; Powder River Coal Company-North Antelope/Rochelle, Gillette, Wyoming; Sabine Mining, Hallsville, Texas; Solvay Minerals, Green River Wyoming, and Western Energy-Colstrip, Montana. The professional evaluators provided challenging scenarios for over 90 participants and many observers. The evaluators were: Art Saenz and Tom Bass of Western Environmental Associates, Keith Mitchell and Jim Jennings of Emergency Services Detail; Mary Bailey of Mary Bailey Associates; and John Peleaux of Innovative Access. Teams are not given advance warning of what the problem will entail. They are provided the necessary details when they arrive at the scenario location and work to resolve the problem in an effective and efficient manner. [ ] Seven participants made up each team with an . eighth member as an alternate. Team trainers and other mine personnel traveled with the team from scenario to scenario providing support and encouragement. The teams were presented with four scenarios each day, involving High Angle Rescue, Low Angle Rescue/Medical, Hazmat, and Confined Space. All of the victims, except for one, were provided through the cooperative efforts of the Snowmass Fire Department, who also assisted with providing several evaluators. Snowmass Fire Department is to be commended for providing over 20 victims/evaluators each day to facilitate the evaluations. Training sessions were held Friday afternoon and Saturday evening to help the teams prepare for the scenarios. A swap meet was held Friday evening for teams to trade hats, shirts, belt buckles, stickers, etc. All mine rescue participants and spouses and registered families attended the Bar-B-Q on Sunday evening followed by an adult dance. In the last fifteen years, several research studies have evaluated the ability to detect various types of deep foundation concrete integrity flaws with crosshole sonic logging (CSL) and thermal integrity profiling (TIP). This paper synthesizes the findings from the research, focusing on two studies that included CSL and TIP testing of drilled shafts with various types of flaws. The first, a 2016 research study of test shafts for the Wisconsin DOT, included inclusions inside and outside the reinforcing cage, intentional tremie withdrawal during concreting, and soft bottom flaws. The second, a 2021 study of production shafts for the Missouri DOT, included one shaft with and another without soft bottom conditions. After synthesizing the ability of each test method to detect each type of flaw, the paper presents recommendations for improving how CSL and TIP results are evaluated in practice. The recommendations highlight DFI‟s CSL interpretation protocol as well as the importance of evaluating TIP data versus time, not just depth. The paper includes example temperature-versus-time plots for various types of flaws and emphasizes how temperature-versus-time evaluation can be used to distinguish soft bottom conditions from standard bottom-of-shaft temperature roll off.

Movement of water through the Tehachapi Mountains was one of the most challenging parts of the planning, design, and construction of the California Aqueduct. The California Aqueduct is the main artery of the California State Water Project, which will move water 444 miles from the Sacramento-San Joaquin Delta into the arid and semiarid, densely populated parts of Southern California. The $2,000,000,000 project, designed and constructed by the California State Dept. of Water Resources, was started in 1957 at the Oroville Dam site and is now well past the halfway mark in construction. Water is now being delivered from the California Aqueduct to portions of the San Joaquin Valley. The California Aqueduct is scheduled for completion in 1972. Tunnels on the Tehachapi Crossing are often overshadowed in engineering descriptions of the Crossing by the tremendous importance and engineering significance of the Tehachapi pumping plant which will pump water through the tunnel system. For purposes of this paper, it will suffice to say that the plant is designed to lift 4100 cu ft of water per sec up approximately 2000 ft, making this the highest pumplift in the United States and one of the largest in the world. Water will be moved from the pumping plant through twin tunnels called the Tehachapi Discharge Lines to the top of the lift. From here, water will flow through four additional tunnels which are all linked by short connecting structures (Fig. 1). The tunnels are referred to as Tunnels 1, 2, 3, and Carley V. Porter Tunnel. "Industry practice for high-pressure grinding roll (HPGR) assessment and sizing relies on tests using pilot-scale machines with 0.7–1.0 m roll diameters. Typically 1–10 t of sample are required, depending on the level of study and resource complexity. This is challenging during early-stage development, which hinders incorporating HPGR into designs. With support from the Canadian Mining Industry Research Organization, researchers at the Norman B. Keevil Institute of Mining Engineering at The University of British Columbia developed bench-scale piston–die press tests (PPTs) that correlate to pilot- and full-scale HPGRs. This paper describes a new regression model to estimate the HPGR-specific throughput rate using both PPT results and an HPGR database. The Buick Concentrator is a highly automated operation which utilizes a process control system for continuous monitoring and control. The process control system development, installation, and application to the concentrator grinding and flotation circuits are presented in this paper. The design and implementation of analog field sensing instrumentation, a continuous on-stream X-ray analyzer, grinding and classfication circuit controls, and a recent digital process control system utilizing a centralized computer are discussed. Emphasis is placed on the project planning and installation of the digital control system including a presentation of future plans for continuing application of computer control.

The application of the bottom-blowing in the steelmaking process of EAF can effectively shorten the mixing time of the molten bath, accelerate the removal of carbon, phosphorus and sulfur, and improve the production efficiency and product quality. Information about the effects of changing molten steel velocity during the smelting process would help to accurately model molten bath dynamics. In this study, numerical simulation software was employed to simulate the EAF steelmaking process under variable eccentric bottom-blowing gas flow situations. Velocity field data were obtained for the different bottom-blowing schemes. When other nozzles’ bottom-blowing gas flow rates were maintained at 133 L/min, the average velocity of molten steel in EBT (Eccentric Bottom Tapping Area) was increased from 2.8 10−3 to 3.4 10−3 m/s with the eccentric gas flow rate of bottom-blowing from 100 to 267 L/min, the average velocity of molten steel in the bath increased from 4.3 10−3 to 4.6 10−3 m/s with the eccentric gas flow rate of bottom-blowing from 100 to 267 L/min.

The gas -flow oil-shale retort is a continuous, crass flow, gas -to -broken solid heat-exchange system in which heat is transferred by convection from the gas to the solide.2/ This type of heat transfer presents a problem of analysis that cannot be solved by methods in common use. Solution of this problem is necessary for design, operation analysis, and predict ion wherever that type of heat exchanger is used. This report embodies a method for calculation of heat transfer coefficient and temperature histories of gas and solid in the gas- flow retort operating at equilibrium conditions. Detailed calculations are presented to show the application of the method explained in this report to conditions of an actual run made in the gas-flow retort. Although used here for a specific case, the method is applicable to all heat exchangers that are characterized by continuous, crossflow, gas -to-broken solid heat transfer. INTRODUCTION In any direct, gas -to -broken solid heat -transfer system, it is difficult to measure the temperatures of the gas and solid inside the heat exchanger. The driving force for heat transfer between the two media in the bed there- fore usually is unknown. The major resistance to heat transfer is in the gas film surrounding the solid particles, and the thickness of this gas film is neither uniform nor can it be determined readily. It is well to point out also that determination of the surface area of the particles is of poor accuracy. Since the driving force, the major resistance, and the surface area in the heat-transfer system are such uncertain quantities, It is not feasible to calculate the heat transfer by usual methods. All of the fore- going statements are true of the gas-flow retort; as a result, efforts were made to determine apparent heat-transfer coefficients and temperature histories of gas and solid in the heat -exchange bed by calculation using those data that were available. The heat -transfer coefficient calculated has the following dimensions: B .t .u. per second, °F., cubic foot of bed volume, where heat - transfer coefficients normally have the units; B .t .u . per hour, square foot, °F. Only the Schumann-Furnas formulas may be used to determine the heat- transfer coefficient and temperature histories in this type of heat exchanger.

At the 1976 Annual Meeting of AIDE, Alan Merson reminded his audience that economic' success comes to those who understand things as they are, rather than as they have been or what ideology says they should be (1). He went on to say that, measured by this standard, the mining industry is in trouble. The mining firms had recognized long ago the importance of effective lobbying in Washington and the state capitals. But, he pointed out, those methods are nearly worthless anymore in coping with many land use problems because the critical decisions are likely to be made at the local level. There the tactics are far different as are the relations of the decisionmakers to the parties before then. Furthermore, in his estimation the trend is to leave land use regulation largely to the local level of government. All who are concerned for access to land for mineral development will be benefited by reading Professor Merson's paper lie is speaking effectively about the context of decisionmaking for specific cases, the shape of things in the here and now. There is, however, a longer-tern set of considerations that if pursued will be likely to foster the creation of public support for mining developments. At that sane meeting I spoke on two foundations of the long-term relationships: namely, the growth in requirements for minerals implied by projections of increasing consumption; and a rationale for fostering mineral exploration and development. I mentioned in passing the social decisionmaking process for public uses of land (2). This paper is intended as a complement. The growth of requirements for Minerals and the rationale for development based on the Entropy Law will be only mentioned. The main concern will be on the process of social decisionmaking in the context of access to land for mineral development.

Erosion control during the mining cycle can be more effectively planned using Erosion and Sedimentation Control Plans (ESCPs). This raises the issue of who should develop an Erosion and Sedimentation Control Plan Guidance document (ESCPG) to standardize the content of ESCPs. A search for ESCPG documents in Canada revealed no examples for mine sites. In the U.S. there are a number of regulatory authorities who developed such documents for mine sites, including EPA. An ESCPG is expected to result in: (a) plans will be more standardized (b) more clarity and efficiency for those generating ESCPs; (c) assisting regulators tasked with reviewing/approving ESCPs; (d) providing guidance for the mine effluent permitting process relative to sediment control; (e) providing a basis for developing and including ESCPs in the Environmental Assessment (EA) phase and the mine economic assessment; (f) applying and optimizing ESCPs above the ?watersheds? of sediment ponds; (g) utilizing the ESCPG document for ?exploration? sites; (h) lowering the risk of adversely impacting water quality downstream of mining activities; (i) providing a methodology for determining the need for sedimentation pond(s) during the construction and production phases; and (j) providing a clear environmental sustainability message relative to sediment control if the mining industry takes the lead in developing an ESCPG. ESCPs will proactively create increased administrative (regulatory) efficiency in the EA and sub-EA reviews relative to erosion control and sediment release from mine sites. This also assists the new initiative in BC, One Project, One Process (OPOP) and synchronous permitting (a variation of concurrent permitting): as an example, enhanced erosion control planning at the EA phase then allows the synchronous permitting initiative to proceed efficiently, particularly for the mine permit (Ministry of Energy, Mines and Natural Gas) and effluent permit (Ministry of Environment). Approximately twenty more management plans (e.g. ARD/ML, explosive management, emergency response, hazardous waste, sediment pond operation, environmental effects, environmental sampling, etc.) may also be entered into the EA process to create increased efficiency, and then feed into the synchronous permitting effort. The BC OPOP initiative also adds support to the Canadian Federal ?One Project, One Review Process? approach. The ESCP and a sediment pond management plan will also address the Canadian Metal Mining Effluent Regulations requirement for all discharges from mine sites to meet a grab sample of 30 mg/L Total Suspended Solids.

I. INTRODUCTION. THE aim of instruction in a metallurgical laboratory is to make real the principles on which metallurgical processes and operations are based, and to foster the spirit of investigation: The materials with which experiments are carried out are ores, metals, and metallic compounds. The method varies with the end sought. A class may work as a whole, each member contributing his share to the solution of a problem, or the students may carry on investigations independently; the former exemplifies class-research; the latter, individual research. It is with a branch of the former, with special reference to ore-treatment that the present paper intends to deal. In smelting an ore by a well-established process, the result is shown by analyzing the products to see whether their compositions correspond to those calculated in making up the charge; by taking account of stock to show the distribution of metal in the different products made and the losses from dust and volatilization, by casting a thermal balance to find the ,distribution and losses of heat; and by making a cost-sheet to ascertain, as far as possible, the necessary outlay of money. In, lixiviation and amalgamation, the mode of operating has to be varied to adapt a process to the individual ore. Here a number of tests become necessary. Each will consist of a series of experiments with one variable, in order to find the conditions under which the variable gives the best result; a. summary of several tests will give the best method of operating.. Without insulation we could not survive on this planet. This may sound like a self-serving statement but it is a fact. The blanket of air which surrounds us is a very effective insulating blanket, allowing some shortwave solar radiation to warm us during the day while retaining the longer infrared radiation at night. Our life on earth is very much dependent on materials performing an insulating function without being thought of as insulation, clothing, fur, window glass, the ice of an igloo etc. The mechanisms of heat transfer involved in these materials are analogous to those involved in engineered insulations - Engineered insulations are designed for maximum effectiveness for given conditions within the applicable retraints. Engineered insulations are very effective! As an illustration let us consider this graph (Figure 1). It represents: 1. The radiative heat transfer between two 1 foot2 (0.0932) radiantly black surfaces, one at 100F (38C) and the other at the temperature indicated on the bottom scale. This does not include the convective and conductive heat flow of the air, both of which are significant but small in comparison. 2. The heat transfer resulting from the placement of 1 inch (25.4 mm) of insulation [10 pcf (160 kg/m3) ceramic fiber] between these two plates.

"In previous publications by the author, significant advances and generalizations of the theory of sampling of broken ores, prompted and confirmed by experimental results, have been presented. This paper shows how to implement these theoretical results in practice. The models to be used are reviewed, with a description of the various sampling parameters involved. Then the methodology for the experimental assessment of those parameters, including segregation factors, is described in simple and practical terms, along with the use of handy sampling protocol charts. Finally, the particularly important case of processing data from a sample-tree experiment is detailed, and examples of applications covering all situations and types of experiments are provided.IntroductionThe reliability of a sample of crushed material , i.e. the expected (average) deviation between its true grade and the true grade of the lot it comes from, mostly depends upon six factors:• the size (mass) of the sample (and to a minor extent, for small lots, the size of the lot);• the size of the rock particles (degree of comminution)• the nature of the mineralization at microscopic scale (i.e., within even the smallest particles);• the geological nature of the mineralization and mineral of interest;• the grade of the lot in the mineral of interest; and• in some cases, the state of segregation of the lot.In practice, one should first disregard segregation problems, and assess sample variability in the segregation-free case. Once the numerical parameters governing this variability have been assessed, then segregation factors can be assessed in turn. In the case of laboratory standard sample preparation procedures, segregation can usually be disregarded altogether."

The New South Wales South Coast rail corridor is key infrastructure for both freight and passenger transport. Geomorphological and geological evidence suggests that land instability has been widespread throughout sections of the rail corridor, long before the first documented record of landslide activity in 1879. Major landslides occurred along a 25-km length of the South Coast Railway connecting Sydney and Wollongong because of significant rainfall events of the late 1980s. Since this time, several sites have been identified as subject to instability and treated progressively under a risk priority and safety management system. Two such sites comprise a station footbridge and overhead wiring structure (OHWS), both founded on high embankments overlying colluvial materials resulting in the structures’ potential movement and associated stability concerns. This paper presents these two sites as case studies, and discusses the project geology, geotechnical models developed, interpretation of monitoring data, and successful remediation of the rail structures using sleeved bored piles. The sleeved pile system was used to isolate bored piles, which separated the bridge foundations and OHWS from the moving soil mass to ensure the piles can carry the rail structure loads, unaffected by downslope soil movements.

The Ausmelt Catalytic Waste Converter (CWC) has been developed for use in the treatment of industrial wastes and for the recycling of secondary materials. Ausmelt Technology uses a top submerged lance system within a versatile and efficient slag bath reactor. High temperature pyrometallurgical reactions are carefully controlled within an oxidised molten siliceous slag such that metals can be extracted from waste feedstock for recycling, with non-volatile elements reporting to the slag, usually as oxides. Modification of the slag chemistry results in a final slag product that is stable, vitrified and is able to pass standard leach tests such that it is safe to discard or be used in civil engineering applications. Toxic components in the wastes such as organohalides can be completely destroyed and are prevented from reforming. Waste to energy conversion is practiced by the addition of a heat exchanger/steam generator in the converter offgas system. The Ausmelt CWC has been used for recovering zinc from residues and slags, treating spent potliner (SPL) from the aluminium industry and a wide range of electronic and other potentially valuable waste materials. Methods of monitoring the exhaust gases at different stages in the CWC gas handling system are discussed. The assay of these gases prior to emission is used to assist in the control of the converter chemistry to ensure the complete oxidative breakdown of the feedstock.

"INTRODUCTION In February 1945, Captain (now Commodore) W. G. Greeman, U. S. N., Director, Naval Petroleum and Oil 3hale Reserves, requested the Bureau of Mines to assist the Navy in its wartime development of Naval Petroleum Reserve No. 1, Elk Hills field, Calif., to assure adequate supplies of petroleum products in the Pacific theatre. Unit Operation 4/,engineers desired pressure volume-temperature and viscosity data on the reservoir oil in the shallow oil zone to augment data previously obtained for the purpose of calculating reservoir performance and oil reserves. Accordingly, arrangements were approved by the Operating Committee far, the Bureau of Mines to proceed with a program of field sampling and laboratory determinations designed to obtain the desired information.To carry out the assignment, the Bureau transferred the necessary person¬nel, subsurface pressure, temperature, and sampling instruments, and laboratory equipment for analyzing subsurface oil samples from the Petroleum Experiment Station, Bartlesville, Okla., and the San Francisco, Calif., office and set up a temporary field headquarters in the Elk Hills. The program of work as out-lined by Unit Operation required the 6 months period March-August 1945 to complete during which time individual reports comprising data on pressure-volume-temperature relationships and reservoir oil viscosities as determined on subsurface oil samples and recombined oil and gas samples for 5 selected wells were submitted to Unit Operation.This report is a summary compilation of the data contained in the original reports supplemented by correlations of some of the physical properties of the reservoir oil with the A.P.I. gravities of the produced oil. The report also includes material-balance calculations relative to one of the oil horizons in the shallow zone. The Bureau of Mines believes that publication of the results of these analyses is a worthwhile contribution to the petroleum literature and of particular interest to the California industry."
