In recent years, federal and state regulatory agencies have tightened air emission standards. Two of the acid gases, hydrochloric acid (HCI) and sulfur dioxide (SO2), are under heavy scrutiny for reduction. . Most traditional scrubbing systems, i.e. wet scrubbers and spray dryers, meet the standards but they typically are high in capital cost, have significant space requirements for equipment, and are difficult to maintain. Dry sodium injection (DSI) is a alternative technology that has been shown to be effective in HCl and SO2 removal while being the inverse to the problems listed with traditional systems. This paper covers the mechanics of dry injection scrubbing using the most effective sorbents, sodium bicarbonate and mechanically-refined trona (natural sodium sesquicarbonate). It presents DSI performance data for Chambers Medical located in Hampton, SC. This facility incinerates local medical and municipal solid waste. Chambers Medical has used mechanically-fined trona for HCl and SO2 removal since late 1991.

This investigation was undertaken for the purpose of determining, in a systematic way, the effect of the rate of cooling of steels, heated to above the transformation range, on their various mechanical properties. This paper gives the results obtained in the investigation of the heat treatment of carbon steels carried out under the auspices of the Committee on The Heat Treatment of Carbon Steels of the Engineering Division, National Research Council. The objects of this committee, of which Dr. Henry M. Howe was chairman, were to increase knowledge of the influence of heat treatment on the mechanical properties of carbon steel. The mcthod pursued was to subject specimens of steel of the carbon contents most used for engineering work, 0.34 per cent., 0.52 per cent., and 0.75 per cent., to various heat treatments, and to test the mechanical properties thus induced. The steels were the same as were used by the committee on fatigue phenomena. This project was financed jointly by the U. S. Bureaus of Mines and Standards; industries and university laboratories have cooperated. A large part of the work was done at Doctor Howe's private laboratory. The committee consisted of F. B. The production of salt through brining operations and the recovery of potash salts by means of solution with water constitute, in large measure, processes which have been used for many years. And although the salt industry has utilized dissolution techniques for years and years it has been only recently that a better understanding of the mechanism of solution has emerged. Greater adaptability of solution mining processes for recovery of valuable salts from ore bodies found at greater and greater depth has resulted in increased adoption of such methods. Because of the high costs of mining in beds of limited thickness, modifications probable when extracting mixed halites, and restrictions (mostly self-imposed) regarding the extent of cavern development to minimize or eliminate subsidence more information is needed on the solution mechanism. It is the purpose of this paper to present the fundamental aspects of the problem of total solution of salts and to point out the developments of certain solution mining techniques.

Three samples of solid wastes generated by the non ferrous metallurgy were characterized. These residues contain up to 42 % of valuable metal compounds ( Cu, Pb and Zn ) and 23 %of toxic compounds t As, Hg, Cd and Se ). These sample were subjected to thermal treatments between 200 DC and 800 °C in controlled oxidizing. reducing and chlorinating atmospheres. Up to 99 % of As, Cd, Hg and Se were eliminated from these industrial wastes. Cu, Pb, and Zn compounds were concentrated in the treatments' residues of these samples. A Global Decontamination Factor' GDF ' was defined to measure the efficiency of the elimination of toxic elements and the recovery of valuable elements for a specific sample submitted to a given treatment. It seems that the thermal treatment in a reducing atmosphere was the most efficient in decontaminating these solids and the concentration of valuable elements. a.

NONMETALLIC MINERALS, exclusive of fuels, may be divided into three groups: Building materials, fertilizer minerals, and miscellaneous minerals. Building materials, such as sand, gravel, slone, lime, and the ingredients of cement and clay products, occur widely in nature and are thus available near consuming centers at relatively low prices. Cost of transportation over great distances deters any' substantial movement in world trade. On the other hand, fertilizer minerals, such as phosphate rock, potash, nitrates, sulfur, and pyrite, and the miscellaneous nonmetallic minerals, such as long-fiber asbestos, mica, graphite, fluorspar, and china clay, do not have such widespread occurrence and consequently contribute the major part of the world's commerce in such minerals. From time to time the Bureau of Mines has issued publications dealing with the various classes of explosion-proof mining machinery that have been tested and approved as permissible for use in mines having atmospheres that may become inflammable by reason of the inadvertent presence of gas or dust. These publications are confined almost entirely to description of the features contributing directly or indirectly to the prevention of explosion or shock hazards, and are intended to give inspectors, safety engineers, and others already familiar with the general safety requirements more detailed information on the safety features of the design of a particular machine. As a background for papers describing permissible machines and to avoid the necessity of duplicating descriptions of methods of conducting investigations and tests of such machinery, Bureau of Mines Bulletin 305, Inspection and Testing of Mine-Type Electrical Equipment for Permissibility, was pub¬lished in 1929. Three bulletins giving detailed descriptions of the three most numerous types of machines have been issued, viz., Bulletin 313, Permissible Storage-Battery Locomotive and Power Trucks. Bulletin 343, Permissible Coal-Handling Equipment. Bulletin 392, Permissible Coal-Cutting Equipment.

An empirical study of the nature of the embrittle-ment which occurs in martensitic and semiaustenitic precipitation hardening stainless steels upon exposure at temperatures of from about 550" to 875°F has been undertaken. This work was aimed at determining cazusation and means of controlling this phenomenon. A commercial copper bearing precipitation hardening alloy was used as a basic material for study. The effect of heat treatment variables was studied as was the effect of variations in analysis. It is concluded from the evidence that martensitic and semiaustenitic precipitation hardening stainless steels are subject to 885°F ernbrittlement similar to that observed in the straight chromium stainless steels. A characteristic of precipitation hardening stainless steels which has limited their use in certain applications is that they embrittle when held at temperatures in the range of from about 550" to 900°F. This is true to a more or less degree in all currently available alloys, either the basically martensitic type or the semiaustenitic type. The rate of embrittlement varies markedly with exposure temperature, being low at 550" to 600°F and in-creasing as the temperature increases. In spite of this embrittlement, these alloys with their unique combination of high mechanical strength, reasonable toughness, and good corrosion resistance are used in many hundreds of applications. Nevertheless, there are potential applications where the embrittle-ment described is a limiting factor. The purpose of this investigation was to study the embrittlement of these alloys and to find a way to control or eliminate it. GUIDELINES USED IN PRESENT WORK The work reported in this paper is based on a study of 17-4 PH*, a very widely used alloy. It has been used *Trademark of Armco Steel Corp., licensor. in pressurized water and boiling water atomic reactors operating at about 550°F for a number of years. As the life of such equipment is extended or operating temperatures are raised, the possibility of embrit-tlement becomes of increasing concern to materials engineers. Much investigation work was done with respect to the use of 17-4 PH at 550°F. K. C. Antony' states "Such estimation" (of an activation energy for the diffusion of chromium in iron) "would indicate W. This statement is modified however by the recognition of the accelerating tendencies of applied stress and internal stress as well as the possible effect of irradiation. In this investigation of 17-4 PH, the H 1100 (1900°F-1 hr oil quench or air cool + 1100°F-4 hr-air cool) condition was used, partly because this condition is normally used in atomic reactors. As shown later, the precipitation hardening temperature has no real bearing on the rate of embrittlement. An exposure temperature of 800°F was selected since embrittlement at 800°F is rapid, permitting development of relative data in time periods of 400 to 500 hr. For those not familiar, a nominal present day analysis of 17-4 PH is: C Mn P S SiCrNiCuCbN 0.04 0.30 0.015 0.015 0.60 16.00 4.30 3.25 0.23 0.030 TYPICAL BEHAVIOR OF 17-4 PH Figs. 1 and 2 show the behavior of a commercial heat of 17-4 PH under the conditions defined. Characteristically, 800°F exposure causes a rapid drop in Charpy V-notch impact strength. Tensile and yield strengths gradually increase and a gradual loss of elongation and reduction of area occur, accompanied by an increase in hardness. Notched tensile strength increases to 125 hr exposure and then sharply decreases after exposure for 500 hr. The notched vs un-notched tensile ratio remains virtually constant to exposure for 125 hr (1.67 to 1.56) but drops to 1.15 after 500 hr. Tensile ductility is not alarmingly affected even after much longer exposure times than these. For example, samples aged at 1100°F for 1 hr exposed at 800°F for 4000 hr showed a drop in elonga-tion of from 13 to 11 pct and in reduction of area of from 58 to 37 pct. Coastal acid sulfate soils (ASS) are wetland soils and unconsolidated sediments that contain iron sulfides which, when exposed to atmospheric oxygen in the presence of water, form sulfuric acid. ASS form in protected low energy environments such as barrier estuaries and coastal lakes and commonly occur in low lying coastal lands as Holocene marine muds and sands. When disturbed, the iron sulfides in these soils can oxidise and produce large volumes of sulfuric acid (essentially similar chemistry to acid rock drainage with mines) resulting in the subsequent release of toxic levels of iron, aluminium, manganese and possibly heavy metals. This results in detrimental effects on aquatic biota, plants, animals and steel/concrete structures and on human health in the surrounding environment. There are an estimated 2.3 million ha of ASS located along 6500 km of the Queensland coastline. In contrast to many mineral sulfides encountered in the mining industry, the pyrite crystals in ASS can be as small as 2 mm and commonly occur as framboids with extremely large surface area per unit mass, substantially increasing their reactivity if exposed to air (oxidation). Highly reactive iron monosulfides can also occur, particularly in drains and shallow lakes. Many coastal areas, where some 80 per cent of the population of Queensland reside, are coming under pressure for agricultural and urban development. Construction of canal estates, marinas, housing/industrial estates, roads, golf courses, aquaculture ponds, sand/gravel extraction and drainage for sugar cane can disturb ASS and release sulfuric acid, which may then drain into adjacent waterways with heavy rain. As development continues to encroach on coastal lowlands, the identification, quantification and management of ASS must be addressed as part of a commitment to the principles of Ecologically Sustainable Development (ESD). ASS can be successfully managed by adopting best practices and following guidelines, but government, community and industry must collaborate to raise awareness, avoid æhot spotsÆ and develop more cost-effective solutions. Scientists led the education and public awareness program showing infrastructure and environmental damages arising from ASS in Queensland. Using results from mapping and research, they convinced policy makers, industry and polititians to accept the need for legislation founded on good science. The resulting æState Planning Policy 2/02: Planning and Managing Development Involving Acid Sulfate SoilsÆ identifies the StateÆs interest in acid sulfate soils. The Queensland Government considers that development involving acid sulfate soils in low-lying coastal areas should be planned and managed to avoid potential adverse effects on the natural and built environment (including infrastructure) and human health. SPP 2/02 states where the policy applies and when a development application will trigger the policy. It can also be used to assist local governments in preparing their planning schemes under the æIntegrated Planning Act 1997Æ. The SPP 2/02 comes with a æState Planning Policy 2/02 GuidelineÆ to provide advice and technical information on interpreting and implementing the SPP 2/02. This guideline has legal status in assisting in the interpretation of SPP 2/02. Those seeking more detailed technical information can now also access the æSoil Management GuidelinesÆ and ASS æSampling GuidelineÆ, available from the Department of Natural Resources and Mines website. A strain of Pseudomonas stutzeri isohted from selenium contaminated surface waters, was found to be effective . in reducing selenate (Se04 2) stoichiometrically to selenite (Se03 2 '), which was further reduced to elementaJ selenium (Se0 ). These reactions were concurrent with the microbial oxidation of lactate. In order to assess quantitatively the amounts of seilenate and selenitein solution, improvements to existing analytical methods (ion exchange chromatography and inductively coupled plasma atomic emission spectrophotometry technique) .were made.

The objective of this research was to conduct field-scale experiments at an operating surface coal mine in order to determine the impact of the bucket fill factor on dragline production rate and energy consumption. Data collected from a dragline monitoring system were recorded in a specifically designed software tool and the relationship among these parameters was established. an algorithm for the determination of the ?best? fill factor was developed and integrated in the software. It was determined for the analyzed dragline in the mine that energy consumption in the digging phase can be reduced by 36% and production rate can be increased by 1.4% for a bucket fill factor of about 80%, a fill distance of 19.8 m (65 ft) (i.e., 3.1 bucket lengths) and a bucket fill time of 15 sec. the method developed and applied in this study may help dragline operators to determine the fill factor that will increase production rates and reduce energy consumption in specific surface coal mines. "Consumer products are a complex man-made mixture of sometimes in excess of 50 elements. In order to recover these complex mixtures of elements either as metals, compounds or energy requires versatile technology in physical separation but also smelting and energy recovery. This paper explores this by referring to the innovative application of Top Submerged Lance (TSL) technology and associated theoretical and environmental aspects to process (recycle) post consumer materials and industrial intermediate products and residues. A diversity of applications has been tested in Ausmelt’s pilot plant in Dandenong and many have gone to commercial scale globally. This paper reviews the varied applications ranging from e-waste recycling, lead and NiCd battery recycling, metals recovery from slags, zinc leach residue processing, electric arc furnace (EAF) dust, Municipal Waste Incinerator bottom ash processing, carbon containing residues such as retort ashes and spent pot liner from the aluminium production process as well as use of the technology for materials such as automotive shredder residue (ASR) and plastics. Introduction The modern resource cycle is a link between primary production of metals linked to the recycling of post-consumer goods. The sometimes complex combinations of materials and metals in consumer products such as televisions depicted by Figure 1, does require a range of technology to recover materials, metals and energy for reuse and/or recycling in an economically feasible as well as environmentally friendly manner."

During the past 60 or 90 days, the metropolitan newspapers have published much concerning unemployment throughout the nation and the efforts of the Army and various other bureaus for finding work for the returning soldiers. The United States Employment Service has 2000 bureaus throughout the country, which Nathan A. Smyth, Assistant Federal Director, states have placed more than 2,400,000 persons in employment. The Engineering Societies Employment Bureau, which, since December, 1918, has been endeavoring to put all returning engineers in touch with employers who need efficient men, has produced results that are very gratifying to the Secretaries of the four Founder Societies under whose direct management the Bureau operates. During this period, 1615 men have registered at the Bureau's office in the Engineering Societies Building; not all of these, however, are unemployed. Many are ex-army and navy men, who in passing through New York on their way home, look over the field in the hope of making a change for their own benefit before returning to their former positions. During this period, 427 positions vacant have been filed, 2300 of which positions have been filled from the men registered. The letters mailed by this Bureau amount to about 1000 a month and the number of personal calls at the office, 1600. The lowest number of positions filled has been in mining, but the lowest number of registrations is also from mining men. While in February idleness throughout the nation was increasing at the rate of 35,000 a week, under date of Mar. 7, Arthur Woods, a special assistant to Secretary of War Baker, states that there is a material improvement in the unemployment situation and that the problem is no longer a serious one. It is recognized that' the improvement wrought in each individual by his military training and experience has so increased his value that it is 'not only unfair, to ask these men to accept their old jobs at the old wages, but it is probably very unlikely that they will be willing to do so. This plain statement of improvement may not carry conviction to everyone but a concrete example will show its validity. Take the example of a young man under 21, bright and intelligent, with only a high-school education who was employed, before being drafted, on purely manual labor. He shows up well under military training and is made a corporal; he makes good and is appointed a sergeant; and finally becomes top sergeant, which requires him in many ways to handle the entire company of 250 men. The result is; even if he has not been tried by the fire of battle, he comes out of the army with a feeling of self-confidence and capacity that was entirely lacking when he went in and he has had actual experience in handling a larger body of men than the average mine foreman at twice his age, and he has had twice the average amount of detail work to take care of.

Laboratory investigations were carried out to determine the resistance coefficient of the flow through beds irrigated with wetting and non-wetting liquids. A formula was obtained which may be used to evaluate the resistance of the irrigated packing. Quantitative investigations were also carried out on operating furnaces at Magnitogorsk. Continuous measurements of the lower pressure drops were made under different furnace conditions. Pressures were measured in the tuyere space and the bosh region. A significant transient behaviour of the pressure drop was observed in the irrigated zone as a function of the accumulation of the liquid phase in the bosh region as smelting progressed. Additionally, transient processes were also investigated in the upper furnace zones. The basic cause of the transient behaviour was shown to be the irregularity of burden descent caused by the casting cycle. It was shown that the rate of burden descent between consecutive casts reflects fairly accurately the accumulation and drainage of the liquid products as a result of which heat transfer, reduction and aerodynamic processes assume transient character. In practically all cases of casting a decrease in blast pressure and that over the furnace height of 0.2 kg/cm2 was observed. The analyses of radial gas composition at the stock line showed that compositional variations connected with the casting cycle are most pronounced in the central and peripheral regions, whilst in the intermediate regions the conditions are relatively stable. Calculations show that as casting progresses there is a decrease in the gas flow rate at the periphery and an increase in the centre of the furnace. The transient nature of the aerodynamic processes in packings revealed the existence of an appreciable reserve capacity. Elimination of transience was tested on the furnace at Magnitogorsk and improved operating and economical furnace parameters obtained.

This study presents the application of low-cost dust monitors (LCDMs) for real-time monitoring of respirable dust in a mining environment. LCDMs significantly enhance data collection by providing continuous, granular and cost-effective dust concentration readings. This case study demonstrates that by deploying LCDMs, mining operators can respond quickly to changes in dust levels, improving occupational safety and air quality management. The results show how such monitoring technologies can be integrated into routine operations to reduce dust exposure and prevent health hazards such as silicosis, especially when coupled with appropriate mitigation strategies.

MSHA is the regulatory Agency which administers the Federal Mine Safety and Health Act. Although MSHA's principles largely derive from this Act, they do not exculsively derive from it. One might expect that our principles are contained in the regulations we have published to implement the Act. To a degree, this is true; but the regulations we have now were developed and published before the current Act became effective. For this reason, as well as others, there are some principles that we support which are not evident in our regulations, or in the Act. One of these is the ALARA principle. This principle requires that all unnecessary exposure be avoided; that is, all exposures should be kept "As Low As Reasonably Achievable." Almost all professionals in radiation control can agree with this broad principle; but it would be difficult to get agreement on a regulation which would translate the principle into industry practice. Rather, our regulations specify a limit to exposure for any individual. For radon daughters the current limit is four working level months per year. By having an explicit limit such as this, the ALARA principle often becomes lost and the limit becomes the goal. The principles contained in the Act are equally broad in scope. The principles apply not only for radiation protection, but also for toxic substances and harmful physical agents. The Act states that standards for such substances or agents shall most adequately assure on the basis of the best available evidence that no miner will suffer material impairment of health or functional capacity, even if such miner has regular exposure to the hazards dealt with for the period of his working life. The Act also provides that, although protection of health must be our foremost concern, other considerations shall be the latest scientific data in the field and the feasibility of the standards. Our regulations reflected similar principles when they were developed and promulgated. From experience with other health and safety laws, Congress realized that setting and meeting an exposure limit may not be sufficient to prevent disease. The Act, therefore, contains a detailed description of additional provisions to be included, where appropriate, in mandatory safety and health standards. One of these additional provisions requires that miners be informed about the nature of the hazards associated with their job and about the means for their own protection. Another provision requires the use of labels and other forms of warning to inform miners about the hazards, about proper precautions for safe use or exposure, about relevant symptoms of overexposure, and about emergency treatment. We have partially implemented these provisions through regulation. The Act requires also that standards shall prescribe protective equipment and control of technological procedures and that they shall provide for the monitoring of miners' exposures. We have implemented this provision to a degree also through regulation. Finally, the Act specifies that, where appropriate, a mandatory standard must prescribe the type and frequency of medical examinations in order to most effectively determine whether the health of miners is adversely affected by exposure. Additionally, when a determination is made that a miner may suffer material impairment of health or functional capacity by reason of exposure, that miner must be removed from such exposure and reassigned. In order to encourage miners to take the medical examination, the Act also provides that the miner shall not suffer loss of pay as a result of being reassigned. This additional provision on medical examinations has not been implemented by regulation for radiation hazards, nor for most other toxic substances or hazardous physical agents. We believe that this conference will provide us with valuable information on medical examinations for radiation exposure, as well as on other considerations to be used in future regulations. We still question whether our basic exposure standard of four working level months per year is adequate to protect a miner's health. This conference is indeed timely because both MSHA and NIOSH have been reviewing this issue for some time. I would like to reemphasize MSHA's commitment to education and training. MSHA strongly believes that miners should be informed fully about the real and potential hazards associated with their work. They should know the nature of the hazard and the means for protecting themselves from the hazard. The Act also emphasizes the need for training miners by requiring that new miners receive 40 hours of training before working underground and 24 hours of training before working on the surface. The Act also requires eight hours of refresher training annually. This training must include information on the relevant health hazards and the potential consequences of overexposure. Before I close, I would like to mention briefly another source of principles that MSHA often consults to obtain guidance for both the development and enforcement of regulations. These are the various court decisions that are handed down from time to time. Two in particular that I want to stress are the recent Supreme Court Decisions on benzene and cotton dust. Although neither of the decisions has a direct impact on mining or radiation, they do clarify some general principles and directions for regulatory agencies, such as the role of cost-benefit analysis and the need for risk assessment. The Caval Ridge Mine is an open cut coalmine and located within the Bowen Basin region in Central Queensland, and commenced mining and processing operations in 2014. A number of geotechnical challenges for managing dragline bench and lowwall stabilities have been encountered in both southern and northern pits over the years. Southern Pits contain steep seam dips of up to 15° (27 per cent) whilst the northern pits also have shears below pit floors. Geotechnical guidelines to manage the risk of dragline bench failure and lowwall instability have been developed and improved since these geotechnical challenges were identified. The dragline guidelines include dragline tub offset distances from the 60° Line (SDL) or buttressing thickness for different seam dips greater than or equal to 8°. The low wall stabilisation guideline established floor disruption widths and depths depending on seam dips and presence of floor shears to known depths of up to 3 m. As mining operations advance, lowwalls have remained stable until floor disruptions were fired, then returned to stable soon after the shot. The maximum distance of lowwall cracking with blasting has been as far back as the second spoil peak (the prestrip truck dumps construction limit). These failures need to be eliminated to allow the operational flexibility and haulage benefit of constructing the prestrip truck dumps behind the first spoil peak, while maintaining no risk to personnel or equipment. The floor shear depth was verified by collaborating with the exploration teams and taking advantage of the already planned 8-inch coal quality core holes, drilling them an extra 5–10 m past the coal seam floor and locating the shear presence. With this continuous improvement effort, no lowwall failures have occurred during floor disruption firing from the second strip after the new floor disruption depth guidance have been applied. This paper documents the processes for developing these geotechnical guidelines, operational implementation, and outcomes. Operational applications over the years confirmed that these guidelines have effectively managed the dragline bench and lowwall failure risks related with the steep seam dips and floor shears in this open cut coalmine.

"In California the history of tin mining began in Riverside County in 1853, with the discovery of the Temescal deposit. This deposit remained the only one with a production record until recent small shipments were made from Kern and San Bernardino Counties.According to the California State Division of Mines, Temescal's total output has been about 125 tons of tin, all of which was produced in 1891 and 1892. It was idle from 1892 to 1928.An extensive but unsuccessful development campaign carried on in 1928 and 1929 by the American Tin Corp. produced only half a ton of the metal, and the property again was idle until 1943, when an attempt to resume operations proved unsuccessful. After 1929 no production is recorded from California until 1944 end 1945, when small shipments of sorted ore from Kern County returned about 2 tons of tin and 1-1/3 tons was recovered from sorted ore and concentrates from San Bernardino County. The total output of tin from California has been less than 150 tons, and less than 4 percent of this was produced in the last 50 years, in spite of numerous attempts during that period to promote tin mines,So marked a scarcity of a metal essential in war makes any occurrence interesting. When some prospects were reported to the Bureau of Mines in July 1942, in a new field 10 miles east of Gorman, they were at once examined and the preliminary exploration by the owners closely followed. Eventually one was explored by bulldozing end diamond drilling as a joint project by the Bureau of Mines and the Geological Survey.To supplement this joint project, the authors undertook independently a general survey of tin in California - a survey designed to check reported occurrences and to bring their status up to date. In this work, the 37 places described in the text and spotted on the accompanying map, (fig. 1) were visited end sampled. Although traces of tin were found in many pieces, nothing that suggested a tin mine was found anywhere, and it is difficult to base much hope for appreciable future tin production upon anything found thus far in California."

This Volume documents the use of the Cone Penetrometer data analysis computer programs VERT and HORZ. The programs are interactive in that they prompt the user for input data and allow correction and modification to be made. The programs read data from the results of cone penetrometer soundings and convert the data to values of tan ø. Mean, standard deviation, skew, kurtosis, linear trends and autocorralation are computed by the programs.

Since the early 1990s, the Canadian mining industry has been increasingly defined by the signing of Impact and Benefit Agreements (IBAs) between mining companies and Aboriginal peoples. While these agreements are intended to complement the legal system, they also serve to establish the legitimacy of mining projects and to encourage the harmonious integration of these projects into their social and environmental contexts. Beyond their practical implications, what are the effects of such agreements on the ability of Aboriginal communities to access the institutional space where the authorization of mining projects and the conditions of their implementation are decided? Can we view IBAs as a preliminary step towards the operationalization of the principle of Free, Prior and Informed Consent? This paper aims to explore the potential of IBAs as a sustainable solution to the legitimacy issues that result from the implementation of the formal regulatory framework governing mining activities in this jurisdiction. We highlight what constraints and opportunities the James Bay and Northern Quebec Agreement (JBNQA) engenders for local communities and draw attention to the ways in which the negotiation of the Raglan IBA and the environmental evaluation processes act upon each other. We find that certain structural problems - and problems of legitimacy ? related to mining in Northern Quebec cannot be solved by the sole signature of an IBA, which suggests the need for caution when considering such agreements as a panacea. The Raglan case demonstrates that IBAs, like other modes of regulation relying on the direct interface between companies and communities, would benefit from a stricter framework and more explicit ties with official regulation channels.
