The implementation of the Clean Air Act (CAA) Amendments of 1970 has resulted in a clean fuels deficit that has significant adverse environmental, energy and economic implications, according to the Project Independence Report. The CAA Amendments charge the Environmental Protection Agency (EPA) to establish national air quality standards as well as national standards for significant new pollution sources and for all facilities emitting hazardous substance. Section 110 of the CAA provides the framework for states to establish "emission limitations, schedules, and timetables for compliance with such limitations, and such other measures as may be necessary to insure attainment and maintenance" of ambient air quality standards. State implementation plans (SIP) are subject to EPA approval. EPA is authorized to enforce federal and state requirements by order or civil suit, including injunctive relief.

Experiments on both suljidation and hot corrosion have been carried out using ternary Ni-Cr-X alloys and commercial nickel-base superalloys. It has been shown that lhere are certain micro structural similarities between sulfidation using H,S/H2 mixtures and hot corvosion using Na,S04 in "crucible" experiments or hot corrosion tests using a flame tunnel apparatus. It is proposed that two key processes in the hot cowosion process are: 1) formation of chromium sulfides which deplete the alloy matrix, and 2) oxidation which can be accelerated because of chromium depletion. Other processes play an important role in the hot corrosion process, such as accelerated oxidation attack due to the presence of a N& S04 or N&SO,- NaC2 film which inhibits the formation of a protective external oxide scale. However, this latter phenomenon was not studied in this work. THE term hot corrosion has come to mean a combination of sulfur and oxygen attack on nickel-base or cobalt-base superalloys used as gas turbine blades or partitions. This attack can be initiated by any combustion process in air involving fuel containing sulfur if the sulfur level is sufficiently high. Levels of 5 pet SO2l for example, in the combusting gas have been observed to produce hot corrosion attack on nickel-base alloys. The important immediate corroding medium in aircraft gas turbines, however, has been established to be Na2S04, formed from reaction between NaCl from sea air and sulfur in the fuel.' The Na2S04 concentrates the sulfur sufficiently so that superalloy parts heated in the range 1400" to 1900°F can become sulfided by reducing the Na2S04 film which forms on the parts, and this reaction allows sulfur to gain access to the alloy. The sulfur thus released diffuses into the superalloy and forms primarily chromium sulfides of various compositions, but frequently Cr2S, has been identified. Figs. 1 and 2 show the morphology typical of hot corrosion of a cobalt-base superalloy X-45 (25 Cr, 10 Ni, 7.5 W, 0.25 C) and a nickel-base alloy, Udimet 500 (19 Cr, 19 Co, 4 Mo, 3 Ti, 2.9 Al, 0.07 C). Both alloy samples were subjected to the same hot corrosion conditions: 616 hr at 1600°F in a combusted 2.9 pct S distillate oil containing 125 ppm Na as NaC1. It will be noted at once that the nickel-base alloy is much more severely attacked. The depth of corrosion is much greater and the number and size of the sulfides present are much greater. Both alloys show a duplex oxide scale, which is more noticeable in the X-45 alloy. The external scale is probably a spinel in both cases, with CrQ3 lying next to the alloy. Many investigators1 -"ve been concerned with hot corrosion phenomena, but there has been a lack of unanimity of opinion as to the details of the hot corrosion mechanism. More than one definition of hot corrosion is possible. Some investigators con- sider as a measure of hot corrosion only the weight gain due to an accelerated oxidation. However another point of view is that the total depth of affected alloy may be used as a measure. While it is recognized that surface oxidation attack is greatly accelerated by the presence of salts like Na2S04 or Na2S04-NaC1 mixtures, sulfur penetration into the alloy also undoubtedly produces very important effects. The region of sul-fide penetration which is so prominent in Fig. 2 is one of the outstanding characteristics of hot corrosion. For highly stressed parts, such as first-stage buckets, this sulfur-penetrated region can be more significant in mechanical property loss than the reduction of cross section produced by the formation of the massive external scale. In addition, evidence will be presented that this sulfided region can be less resistant to subsequent oxidation attack. As trucks become larger and larger, haul roads take on a more significant role in mining costs and economics. The School of Mining at the University of Alberta has compiled a design manual for haul roads using both empirical and theoretical information. One section of this manual deals with the economics of haul road construction. While many mines look only at the construction costs of haul roads, this paper looks at all associated parameters including construction costs, removal costs, timing, truck productivity and width implications. The authors demonstrate the method to determine the most appropriate quality of road for different road conditions and life spans.

"INTRODUCTION AND OBJECT OF EXPERIMENTAn explosion in and rupture of a gas-tight switch box on an electric loader in a mine located near Pittsburgh indicated that the cause was an internally generated inflammable gas-air mixture. This led to the suspicion that moisture condensation or ""other unusual conditions might have caused a spark or are across the surface of the material and that the heat may have created a carbonized path across the synthetic plastic base which would then conduct a large current with the generation of considerable heat and thermal decomposition of the base materials base in the box which exploded gave every indication that this series of events had taken place, and accordingly it was desired to determine what explosive gases such a decomposition of these insulating materials would produce.ACKNOWNLEDGMENTSThe desirability of making this investigation was suggested to the authors by L. Oils from coal hydrogenation have been examined at the Bureau of Mines to learn whether any centers of the optical activity reported in coal would survive catalytic hydrogenation at 450-525 ° C and about 8,000 psig pressure , and , if so , to obtain information about the nature of the active products . Oils from carbonization tars also were examined . Optical activity was found in the majority of the distillate fractions of the hydrogenation oils and in almost all distillates from the carbonization tars . No activity was observed in the tar - acid and tar - base fractions examined . Methods for isolating optically active concentrates included distillation through a packed column , liquid chromatography on silica gel , and adduction with urea . For the materials so processed , the optical activity segregated mainly in the paraffin - naphthenic and the hydroaromatic fractions . Although the specific compounds responsible for the optical activity were not isolated , experimental and spectrometric findings indicate that alkylsubstituted cycloalkane , cycloalkene , and hydroaromatic structures are most likely responsible for the optical activity of the concentrates . The optically active centers probably derived mainly from the steroids and terpenes in the biological materials that participated in the formation of coal .

DURING the year 1907 an investigation of the Clinton formation in New York has been carried out under the direction of the State Geologist, and a full account of the results has been prepared for publication.1 The more important economic features of the report are summarized in the present paper. Previous knowledge of this, the type, section of the Clinton has been contributed mostly by Hall and Vanuxem in their reports for the Natural History Survey of New York, which were issued in their final form in 1842-43. Brief accounts of the ore-occurrences have been given by B. T. Putnam,2 J. C. Smock,3 A. H. Chester,4 and E. C. Eckel.5 Prof. C. H. Smyth, Jr.,6has discussed the origin of the Clinton ores in two papers, which, so far as the local occurrences are concerned, have removed all doubt that may have existed on that subject. The Clinton strata in New York State are restricted to a single belt, Which extends from the eastern central part to the Niagara river, which it crosses, and thence continues for some distance into the province of Ontario. The improvement of soft clay deposits using stone columns is a well-established ground improvement technique in the western world. This technique has been well documented and has proper design codes for precise execution in the field. The sand compaction pile (SCP) method is a contemporary technique to stone columns and has limited literature related to the strength characteristics of the loose to medium dense sand deposits treated with SCP. The available studies on the SCPs installed in cohesionless deposits focused on the improvement by indirectly assessing the SPT-N values pre- and post-installation of the SCPs. The widespread implementation of the SCP technique in recent years has increased the need for a more direct evaluation of the improvement. Earlier studies in this regard have revealed that the available design solutions are based on the type of installation equipment, their working efficiency, and accumulated field data. However, it is found that there are no generic design codes for the direct estimation of the ultimate bearing capacity of the SCP improved cohesionless deposits. To meet the design requirement for the SCP treated ground, a series of experimental and numerical investigations are performed in the present study to arrive at a direct framework in the form of design charts based on the pressure-settlement response of the treated ground. The developed design charts give the ultimate bearing capacity (UBC) of the treated sand deposit for the known initial relative density (RD) of the deposit, spacing and diameter of the SCPs, size of the footing, and for the specified target unit weight required for the intended application. It is concluded that the design charts will be of preliminary use to the design engineers to directly evaluate the UBC of the SCP improved loose to medium dense cohesionless deposits as part of the SCP method of ground improvement. It is expected to have more field-scale experiments and in-depth analysis before implementing these charts for actual field execution.

Scrap iron is partially oxidized at elevated temperatures in the selective oxidation process to produce iron oxide and a dense residual metal of high purity. Investigation of the process was confined to converting automobile hulks into useful products. In one test series, compressed, sheared automobile scrap was processed at 1,000° C in a 36-foot-long rotary kiln at feed rates ranging from 300 to 1,200 lb/hr. Less fuel was required to maintain the temperature at the higher feed rates because of the heat generated from the burning of the combustibles and the oxidation of the iron. The bulk density of the residual metal exceeded 75 pounds per cubic foot. In an attempt to lower the quantity of contaminants in the residual metal, another test was designed using automobile hulks which had been prepared by ripping, a low-cost method of scrap fragmentation. Before oxidizing the ripped scrap approximately 62 percent of the total copper was removed in a tumbling, screening, magnetic separation and hand-sorting system. Cast iron made from the residual metal obtained by selective oxidation contained 0.15 percent copper; iron oxide scale obtained from the kiln averaged 0.13 percent copper. Pellets made from the scale demonstrated compressive strengths necessary for blast furnace reduction; lead and zinc were removed by volatilization when the induration was performed in a reducing atmosphere.

The relative abundance of coal in India compared to other fossil fuels makes it a natural choice as the primary source of fuel, be it for steel making, power generation or for other uses. The wide variations in nature and type of Indian coals formed during lower Gondawana period and categorized as difficult-to-wash due to its typical mineral matter association with the organic matrix call for suitable beneficiation techniques as the preferred option for quality upgradation. The good quality coking coals of the upper seams are fast depleting leaving behind the inferior quality lower seam coal. The lower seam coals presently being mined are mostly low volatile coking coal (LVC). They constitute about 50% of the total coking coal reserves in India. The beneficiation of Low Volatile Coking coals pose a major challenge and detailed R & D studies was taken up to study the beneficiation characteristics of these coals. The studies revealed that the liberation characteristics at coarser sizes are very poor and the coal is to be ground to finer sizes for liberation. The most important factor that determines coal cleaning efficiency is liberation of organic matter from mineral matter. To achieve liberation grinding is necessary as a result range amount of ultra fines (-0.063 mm) coal is generated. Presence of these large amount of ultrafine in the coal fines, often impose severe technical constraints affecting not only its floatability but also in the downstream treatment of the products like dewatering and cake formation particularly when it is beneficiating through froth flotation. In the present paper optimization of ultra fines (-0.063 mm) has been tried for a LVC coal of Jharia coal field for the better liberation and beneficiation of the above coal fines. It is observed that by optimized, combination of size and number of balls generation of fines can be controlled with liberation. Keywords: coking coal, liberation, floatability, dewatering

"Simulation is a technique for studying the operation of systems by synthetic experimentation. With digital computers it is possible to simulate even the complex production processes in gold mining. This has great potential in that it enables the investigation, analysis and comparison of mining systems to be done accurately, rapidly and at low cost. Two programs have been developed to simulate the principal underground production processes in gold mining.These are the simulation of any stope contract and the simulation of underground transport operations. The programs synthesize these mining activities from a large number of small unit operations. The stope contract program simulates rockbreaking by drilling and blasting and the cleaning of the panels by face and gully scraping. The transport program simulates the functions and movements of all vehicles running on rails on one underground level. The simulation programs provide an effective means for experimenting with mining activities."

Explosion-resistant seals in underground coal mines isolate the environment within the sealed area from the active workings of the mine. The current United States Title 30 Code of Federal Regulations (CFR) requires these seals to be constructed of solid concrete blocks. The CFR also allows for alternative methods or materials to be used to create a seal if they can withstand a static horizontal pressure of 138 kpa (20 psi), provided the method of installation and the material used is approved in the ventilation plan. The purpose of this report is to identify those explosion-resistant seals that have been tested and meet or exceed all the requirements of the CFR.

The work reported here was undertaken by the Federal Bureau of Mines to investigate new methods of preparing high-purity metal. Tungsten hexachloride was prepared by direct chlorination of scrap tungsten metal and by treating tungstic oxide with carbon and chlorine. The resulting tungsten hexachloride was purified by distillation and reduced win: sodium, magnesium, or hydrogen. The metal prepared by these techniques was at very high purity after arc melting but of variable quality prior to arc meIting. Metal recovery ranged from about 40 to 90 percent of theoretical values, It was found possible to deposit a smooth, dense coating of high-purity tungsten on the inside of a heated tube by vapor-phase reduction of tungsten hexachloride at reduced pressure.

"The distribution of the wettability of coals of different rank was determined by measurements of contact angles for individual particles. The contact angle was estimated from the equilibrium partitioning of a particle at the water/air interface. Using this technique contact angles were determined for a larger number of particles from a given sample and a frequency distribution of contact angle was obtained. The contact angle distribution was broad for all the coals tested with included an anthracite, a hvA bituminous and a sub-bituminous coal. In comparison, spherical particles of polymethylmethacrylaie gave a much narrower distribution. The distribution for irregular polyethylene particles was somewhat broader than that for the polymethylmethacrylate spheres but broader than that for the polymethylmethacrylate spheres but considerably narrower than that for coal. The broader wetting distribution for coal was attributed to differences in surface chemical properties.INTRODUCTIONA knowledge of the wetting properties of coals is very useful in coal cleaning by flotation and other processes in which separations are based on differential surface properties. The various methods available for measuring wetting characteristics include: contact angle, 1-2 time, time, 3-5 bubble attachment, 6 film flotation,7 displacement pressure, 8-9 penetration rate, 10-11 bubble pick-up, 12 induction time, 13 imbibition time, 14 and calorimetry. 15-16 Of all these methods, however, the measure¬ment of contact angle by the sessile drop and captive bubble techniques have been most widely used. Brady and Gauger"" demonstrated through the use of the contact angle method that the natural hydrophobicity of coal varied greatly from sample to sample. Subsequent experiments showed that this difference correlated well with rank, the larger contact angles generally being associated with the higher rank coals. 18-19 More recent studies by Aplan and co-workers' show that the wettability of various ranks of coals as determined by sessile drop and captive bubble methods is a more complex function of rank. The hydrophobicity of coal usually increases with rank up to about 80% fixed carbon (dmmf) and then decreases."

Approximately 2000 years ago, the Lord admonished the scribes (lawyers) and pharisees (religious leaders of that time) that they had paid the tithe but had omitted the weightier matters of law, judgment, mercy, and faith. (Matt. 23:23) I want to talk about "The Weightier Matters of Law." In a situation where big government is trying to have an effect on even small details of a work activity, otherwise simple situations become complex. Regulations are written to such detail that constant compliance with strict interpretations can be a nightmare-not to mention off the target of the intended purpose for the regulation. One soon recognizes the onerous characteristics of federal statutes. Another admonition the Lord gave those lawyers and pharisees back then was that they tended to strain at a gnat and swallow a camel! He meant that the pharisees were given to devoting themselves to the strict interpretation of law by writing hundreds of subrules or interpretation to law. In doing so they eventually lost sight of the original purpose of the law. I think they were being told, keep the law-but don't neglect to humanize it Keep it simple Recognize the purpose of why the law. "Mix in" a common sense approach. Someone once said, "Common sense is instinct -enough of it is genius." Today, as 2000 years ago, we need more "genius" displayed by legislators in considering the weightier matters of law. First of all true legislature genius calls for a declarative statement about the purpose of the statute and a fair, objective analysis of the ground rules by which it will be implemented. In the Health & Safety Act of 1969, the "findings and purpose" as set forth in Section 2 do define its purpose. I believe most of us affected can be in accord with the reasons advanced for the legislation. However, beyond those well-intentioned few paragraphs, we very quickly run into trouble. Congress complicated the simplicity of the statement of purpose by mandating government intervention into areas that cannot be effectively legislated, nor even should be legislated. The Act provided for broad gaged regulation which is unnecessary, inappropriate, and tremendously costly. Frankly, it detracts from a constructive, cooperative effort by the parties involved. These are strong negatives which characterize inappropriate legislation. Appropriate legislation and subsequent regulation, which is realistically conceived and practically enforced must be born of an honest desire for improvement, based on a working knowledge of common problems which are thoughtfully analyzed. Then the legislation must be written in clear concise language so that there can be little or no doubt as to its literal meaning and intent. To be practically enforced, it must be understood by all who will enforce it and by all who are subject to it. That is to say, an effective law or standard cannot be fixed or inflexible so that it cannot be tempered in human judgment. There must be an elasticity in the statute to provide for consideration of all of the relevant facts of a given situation. Such elasticity makes the compliance effort as meaningful as it can be for the time and dollars invested. Meaningful compliance requires room for common sense. Today, we in business along with our associates in government and labor, urgently need to pause, and assess our current situation. The problems arising from the 1969 Act have been intensified through the Mine Safety & Health Act of 1977. After reading the "findings and purpose" of this legislation, and by process of elimination, we should all clearly see what is and is not the purpose of the Act. 1) It is not to turn the management of private industry over to government. 2) It is not to impair the efficient operation of business. 3) It is not to reduce productivity and profits. 4) It is not to reduce national unemployment. 5) It is not to perpetuate the bureaucracy. 6) It is not to increase the tax burden on an already overburdened people. 7) It is not to increase our balance of payments deficit. 9) It is not to replace management/labor relations in working together to solve problems.

Shock tubes, shock tunnels, and blast tubes have been widely used by explosive researchers and shock wave investigators to understand the characteristics of shock waves. Rectangular, cylindrical, and conical are the three simple geometries commonly used in shock tube and shock tunnel testing. These geometries result in shock waves that resemble the Friedlander curve’s simple exponential decay. However, geometries that are more complex have not been studied. This research investigates how changes in shock tunnel geometry affect the pressure versus time waveform. The Large Arena Test Simulator (LATS), which is composed of four different rectangular sections connected by three expansion sections, was used to determine how the changes in geometry affect the shock wave profile. Shock wave profiles were measured inside and outside the LATS to investigate the geometry’s effect. A representative shock wave profile from each geometry and open-air explosive testing were compared visually showing the geometries effect on the shock wave profile. The LATS produced a waveform with four pressure peaks behind the initial shock front, which were found to be associated with the four rectangular sections. The resulting pressure trace was compared to pressure traces from simulated urban bombings. The number of turns in an urban environment equated to a new peak, which is caused by additional expansion sections of the shock tunnel. From this observation, complex geometry shock tunnels can be purpose built to simulate an explosion in an urban setting. The use of shock tunnels with complex geometry in simulating urban bombings can allow for numerous representations and a better understanding of profiles produced during an urban bombing or similar scenario.

JUST as 85 per cent of the total ore produced annually in the United States comes from the Lake Superior region, so does one of its six producing districts-the Mesabi --dominate that region both as to production and total reserves; also in ore Treatment, Mesabi practice is dominant. Therefore, in discussing future reserves or ore treatment one may visualize one big district with five smaller districts as so many satellites. In considering the future less thought need be given to processes than to, economic policies. For thirty years experimental work has now been in progress and every possible ore-treatment process now known has been given attention. This work was started when there was no recognizable danger of running short of ore because of rapid consumption. Thirty years ago the annual production had just progressed beyond the twenty-million bracket for the first time. Today fifty million tons is considered a small production, and last year the aim was for 65 million. At the recent rate of production the life of the estimated reserves of good ore is about 35 years. All who know the local terrain are convinced that, unlike thirty years ago, the chances for discoveries of new big deposits are nil; treatment of lean ores obviously is to become an all-important topic.

New Mexico produced 83% of domestic potash and 27% of domestic consumption in 1992. The potash industry of New Mexico produces sylvite (KCI), langbeinite (K2SO4-2Mg(SO4)2), and artificial K2SO4. Average sylvite grade in New Mexico today is about 14%. The average grade of langbeinite is 8-10% Kp. Commercial potash occurs in the middle or McNutt Member of the Salado Formation (Upper Permian Ochoan Series). The 120-m-thick McNutt Member dips about 1° east and contains 11 of 12 potential ore zones in the Salado. The mineralogy and proportion of clay minerals, up to 7% of the ore, influence optimum milling procedures and ore grade cutoff.

Flotation is a complex process in which many mechanisms come into interaction. In this paper, an approach to model these mechanisms in order to predict size-by-size flotation performances is presented. The estimation of the collection efficiency of particles takes into account the serial sub-processes of particle-bubble collision, attachment and detachment. The model was applied to an industrial plant and yielded satisfactory results whereby the actual flotation performances could be correctly predicted. Furthermore, the flotation model allowed investigating the possibility of improving flotation performances by a split flotation feed in comparison to the actual single-stage process.

MINE operators today are paying increased attention to the mechanization of drilling operations as an important factor in increasing efficiency and decreasing costs. Recent progress in the design of drill jibs for mounting on drill carriages, or jumbos, has done much to advance the mechanization of mining methods. This progress has introduced new opportunities in the application of "jib jumbos" that are worth serious consideration. An attempt will be made here to classify the various types of jumbos and drill mountings available for level development and flat stope work, t6 indicate applications, and to measure their effectiveness in relation to their cost. The data here are based on a wide variety of field usage, and are offered only to point up, in a general way, the relative efficiency in proportion to cost. It should be remembered that any contemplated jumbo installation must be studied to determine what type of installation is most suitable, considering ground conditions, loading, timbering and haulage equipment, service available, and attitude of manpower. Early Drill Carriages: The advantages of some sort of a drill carriage were recognized at the time rock drills were introduced. In drift or heading operations where a fairly standard drill round and cross section were anticipated, as well as in flat bedded deposits where standard slabbing rounds were used, track and crawler-mounted drills found an early application. These first drill jumbos were little more than drill carriers, designed locally and manufactured with materials at hand. Of comparatively simple construction, function, and low capital cost, they usually consisted of a hinged column which supported one or more drills on arms or universal bars. When the column was pivoted vertically, the drills were moved into position. Screw jack extensions reached from the column to the roof and floor to hold the drill rigid. In some cases, particularly in tunnel jumbos, enough weight was carried that rail clamps or roof jacks were sufficient. Many of these column and arm-type jumbos, usually equipped with air and water manifolds, steel racks, and staging for drillers, are still in use today. Some have employed air or hydraulic extensions for securing the columns. They offer the equip-saving advantage of having all the necessary out, ment together, and they un be moved i and t. set up and torn down as a unit. Boom-type Jumbos: When the advantages of to column-type jumbo were seen, operators could to realize the further gains possible. More time could be saved with mechanical assistance to position api drill vertically. A rack on the column and a pinion on the arm for raising and lowering the drill in the manner of a quarry bar were tried with some success. The most outstanding solution to the vertical handling problem was reached with the boom-type of jumbo. Here two or more machines were mounted on a cross arm at the end of a boom that was pivoted at the rear of the track. This was raised and lowered by various mechanical aids. Occasionally air or hydraulic power was used. Nearly all of today's wagon drills use this boom-type principle. Boom jumbos represent a savings in time and physical effort expended in raising and lowering the drills. The boom must be balanced by the roof of the truck which is secured by rail clamps or type jacks. The most successful application of areawhere this of jumbo has been in the Tri-State area where multiple long-feed machines are used on caterpillar-mounted, boom-type jumbos for slabbing
