The STATE MINERAL SUMMARIES publication provides estimated data and summaries of mineral activities at the State level for 1990. Most of the estimates are based on nine months data. These summaries have been prepared in cooperation with State geological surveys or related agencies. Individual State summaries are published separately as State Mineral Industry Surveys and copies can be obtained from the appropriate State Activities field office.

The Bureau of Mines is responsible for a broad spectrum of programs for meeting the diverse and changing mineral resource needs of the Nation. These programs are managed by the Director and two Deputy Directors, who formulate general policy and program direction from the Washington, D.C., headquarters. A senior advisory staff, consisting of the Chief Staff Officer, Chief Scientist, and Chief Mining Engineer, provides advice and consultation to the Director on a wide range of scientific and technical matters and acts on behalf of the Director to maintain liaisons with other government agencies, mineral industries, and professional societies. Bureau program activities are classified into two major functions: (1) Developing new and improved technology that will make the production and processing of minerals more efficient, safer and more healthful for mineral workers and the public, and more compatible with a quality environment.

Production of small tonnages of asbestos has been reported from 18 California counties; 16 additional counties have occurrences of asbestos. The counties in the northern part of California that have had a recorded production are: Alameda, Amador, Calaveras, Contra Costa, E1 Dorado, Napa, Nevada, Placer, Shasta, Siskiyou, Trinity, and Tuolumne. No deposit in the State has maintained consistent production. Serpentinized peridotites (potential chrysotile-bearing rocks) are widely distributed in the coast ranges, Klamath Mountains, and western foothills of the Sierra Nevada.

Tube bundle monitoring systems have come a long way from their first introduction to coal mining in the late 1960s/1970s. Early developments in the United Kingdom (UK) commenced with single gas analysers (carbon monoxide) and quickly moved towards introducing oxygen analysers and methane analysers for improved analysis, in particular the calculation of air-free results. Recommendations were made in the early days as to how and where to run tubes and on the matching of sample pump and purge pump pressures. Current Australian installations are commonly based on a four-gas multianalyser, infrared for carbon monoxide, carbon dioxide and methane, and paramagnetic for oxygen. These systems are controlled with programmable logic controllers (PLC), with component monitoring as an integral part of the software. This paper discusses the development of tube bundle systems from the 1960s to the current date and looks at the advantages and disadvantages of the installations, along with making operational recommendations to be considered with the siting of the analyser building, running of tubes and maintenance of the system.CITATION:Watkinson, M, 2015. The 1963 Lignite Symposium was held on the University of North Dakota campus, Grand Forks, N. Dak., April 30-May 1, 1963, under the cosponsorship of the University of North Dakota and the Bureau of Mines. This symposium, the third in a series, had as a general objective the dissemination of information concerning advances in technology and utilization of solid fuels, with emphasis on lignitic coals. Approximately 150 representatives of industry, government, and educational institutions from 21 states and 3 Canadian provinces were present at the symposium. Those attending were welcomed by Marling J. Ankeny, Director of the Bureau of Mines, representing the Bureau, and Dean T. H. Clifford, Vice President of the University, representing the University.

Continuous development of technologies has been self-explanatory for Outokumpu Technology's engineers for decades. The aim in the development has always been the improvement of profitability of the copper production but also the sustainability of the processing i.e. high copper recovery, low external fossil based energy utilization, high emission captures and of course low operation and investment costs. Outokumpu Technology's long-term view of the development is a change towards continuous processes and elimination of number of unit operations in smelting i.e. elimination of possible sources of emissions. Outokumpu blister smelting processes i.e. Outokumpu Direct-to-Blister Flash Smelting and Kennecott-Outokumpu Flash Converting have shown excellent operational results during the years of operation and it is expected that soon more than 10 % of the world primary copper is produced by these technologies. The paper will give some background of this development trend.

The subject of mine fires is a very wide one. To give reasonable coherency, the paper concentrates on the behaviour of fires in the ventilated airways of mines; spontaneous combustions are not considered. The following topics are considered in some detail: 1) Material selection: Performance requirements for mining materials in terms of flammability and smoke/fume production; methods of test and need for relevance to mining conditions. 2) Fire growth: The influence of material properties and method of use on the rate of growth of fire in a mine roadway; the influence of ventilation, slope, material orientation, proximity of walls and roof on fire behaviour. 3) The fire in the ventilation network: The influence of fire on the ventilation distribution; the circulation of fire products in the network. The influences of these topics in determining fire control strategy are then considered but topics such as fire detection and fire extinction methods are not reviewed in detail. An extensive Bibliography on papers relating to mine fires is included.

This report presents the results of a research project that gathered detailed information on the composition of the population of mobile equipment used in U.S. coal mines. A computerized data bank containing over 19,000 pieces of coal mine equipment in use in 1976 was prepared with a data retrieval program. Operator protective structure technology is reviewed; field problems experienced with ROPS are discussed.

‘Every mine is a pilot’ is an attitude which encourages the mining paradox of optimistic mine plans and equipment under performance; propped up by an environment lacking accountability. The premise that ‘every mine is a pilot’, appears to underlie the development and operating approach to most mines. It is the hypothesis of this paper that many mining companies, development teams and their managers largely ignore what is done elsewhere. Anecdotally, most planners don’t know whether the selected rates are high or low (rates based on theoretical models tend to be high – certainly higher than what most companies can achieve). Mines then consistently operate the equipment at rates well below targets; often more than 20 per cent below. Further to this paradox, mine performance data demonstrates the average mine is currently operating their equipment at levels of output not much more than half the output of those in the top ten per cent. On the whole mines don’t know the potential of their equipment and therefore don’t put appropriate plans in place to do better. After all, when ‘every mine is a pilot’ there is little reason to look to one’s peers for an indication of potential. This paper will outline why every mine is not a pilot and how mines do value some knowledge, but not as much as they should. This paper proposes a two-pronged approach to address this issue in the area of equipment performance. This approach is to:1. engage in better forecasting of equipment rates and better subsequent performance through benchmarking against industry standards2. provide conditions for more accountability.These parameters are linked and proper implementation of them will address the losses which many shareholders and financiers have incurred when investing in companies with unrealistic mining plans.CITATION:Lumley, G I, 2016. QUALITY and size do not ordinarily go hand in hand, but there is good evidence that both these attributes reached a new peak at the Annual Meeting of the Institute in New York just concluded. Certainly, the total attendance of 2500 was far above any yet attained, as might be expected with the recent rapid growth of Institute member- ship. General comment indicates that the quality of the papers also was notable, though not measurable by so definite a yardstick as attendance. During the meeting 49 technical sessions were held, at which more than 250 formal papers were presented. In addition, there were some thirty special meetings of committees, Divisions, and other Institute groups. In reporting the Annual Meeting eleven years ago the statement was made that "unless the Engineering Societies should build for themselves a new building it is probable that no meeting can be larger," and "the fifth floor, where a buffet lunch is served each day, has reached its full capacity and it seems quite evident that any future development of Institute meetings must be along the lines of quality, not size." Unfortunately the angel to succeed Andrew Carnegie, who financed the building of the present home of the Institute 35 years ago, has not yet ' appeared. This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a single subject. "There is renewed interest in the improvement of existing copper smelting processes and the development of new technologies. It has become clear that further accurate information on slag properties, in particular, on phase equilibria are required in order to optimize these processes. It is in this context that improved experimental research methodologies have been developed specifically to provide information on phase equilibria at the oxygen partial pressures encountered in copper smelting practice. The methodology involves synthetic slag equilibration at controlled gas atmospheres, quenching and measurement of compositions of phases with an electron probe X-ray microanalyser (EPMA) with wavelength dispersive detectors (WDD). Application of modem analytical tools and careful design of experiments greatly improve accuracy of determination of phase equilibria in complex, multi-phase slag systems. New experimental data on phase equilibria for the copper smelting and converting silicate slags at controlled oxygen partial pressures in the temperature range between 1200°C and 1350°C in the ""Fe0""-Ca0-SiO2 system and in the ""Cu20""-""Fe0""-Ca0-Si02 system in equilibrium with metallic copper are reported, and differences between various data sources are analyzed."

The Zinc Corporation of America Monaca smelter continues to use the St. Joe-developed electrothermic process for producing zinc metal and zinc oxide. As we enter the 1990s, the electrothermic process flexibility permits treatment of larger quantities? and lower-grade zinc-bearing recycle materials. A new sinter plant having one large sinter machine will increase sinter feed production required to meet our capacity target of 150,000 tons per year.

Research on the development of new and improved methods for the discovery and production of oil and gas and production of fluid fuels from coal continued to be the major thrust of the Bureau of Mines energy research program during 1973. Crude oil recovery from tar sands and oil shale also retained a high priority in this work. Complementing this program were numerous studies aimed at accomplishing the objective of increased energy output with greater safety and minimum harm to the natural environment. This report summarizes research objectives and results and itemizes formal publications of the Bureau of Mines on energy and related subjects.

The XVIth International Conference on Coal Mine Safety Research was divided into eight half-day technical sessions. In accord with the established practice of these conferences, at each session, presentation of the papers was followed by a discussion period. Questions and comments submitted in writing to the session chairman were answered or discussed by the authors of the relevant papers or by their representatives. These discussions were tape-recorded in the original language of the speaker and subsequently translated into English when necessary. Questions to which no answer was available at the time and a few comments that exceeded the scope of the session have been omitted.

C. W. MERRILL*-Mr. Hughes' paper not only is very well presented but is most timely in that it covers a subject of vital interest to the United States. Tin is one of the strategic metals which has not been found here in appreciable quantities. The total United States tin output since the first recorded production over 100 years ago would not supply current consumption for a fortnight. On the consumption side, tin is extremely important in national defense because of its use in tin plate which, in the form of tin cans, makes it possible to feed properly the armies that the United States recruits from its civilian population in emergencies. Moreover, the internal combustion engines so important in powering tanks, planes, and other war machines, require large quantities of tin alloys for bearings and for soldering. These considerations, along with the fact that Malaya, historically, has been the leading source of tin to the United States, make the kind of information that Mr. Hughes has presented so ably, a matter of vital interest.

Freezing of high pressure air lines and pneumatic equipment has been a recurring problem in the Thompson Smelter. The particular severity during the winter of 1989-90 resulted in costly process disruptions and repairs. A process improvement team with representatives from operations, engineering and both maintenance supervision and the shop floor was established to develop solutions. Their mandate included process evaluation, design, equipment and in-plant commissioning. In 1990, upon recommendation of the team, we installed three Refrigerant/Desiccant air dryers with a total capacity of 20,000 S.C.F.M. to service the Smelter. This paper discusses processes and process improvements associated with this installation.

The mining industry uses many types of mineral and metallurgical plants to produce saleable product from ore mined. Plant design history has left current operations with a mixture of manual operation and various forms of automated process controls. Consequently, we typically see high-variability in the continuous operations together with a shortfall in the attainment of full capacity or higher utilisation of consumables.At a level of best practice, ‘operational performance excellence’ focuses on process control, using automation and control systems to deliver process optimisation. This more sophisticated delivery is a great deal more difficult than the first stage of equipment selection/installation. It includes the appropriate selection of the right instrumentation and control system, key process knowledge, individuals with a solid control engineering background/experience and the essential backing/support of the operations management team together leading to higher-value delivery. Robust solutions can be realised, considerably minimising process variation, thus leading to process optimisation. This approach results in an easier, efficient and safer process while providing considerable returns for the plant owners.How variable are your processes, and do you maintain optimised process performance with dedicated resources, modern instrumentation, ‘best practice’ control systems and performance monitoring tools? In this paper, these questions and their possible answers are discussed.I say we can do much more and be ‘more efficient’ in our efforts to remain competitive. This report documents the research efforts that were undertaken to design, install and test noise abatement devices for use on off-highway haul trucks operating in surface mines. The objective of the program was to reduce the environmental noise from haul trucks. The noise reduction devices that were developed utilized existing technology and were tested on a 50-ton haul truck. The efforts emphasized the reduction of noise emitted from the engine compartment which included the use of side shields, sound absorbing material, improved radiator shroud design, and a modulating clutch fan. Noise tests were conducted using modified SAE test procedures for measuring sound levels around a stationary and moving machine, and inside of the operators compartment. Test results showed a maximum of 4 dB(A) reduction measured 16 feet from the truck. Interior cab noise was reduced 6 dB(A) with the windows and vents closed.
