One phase of Bureau of Mines work in health and safety, is promotion of the use of safe, satisfactory, and reliable respiratory protective devices. To insure that such devices will be available, the Bureau has established schedules of minimum requirements for self-contained breathing apparatus,3/ gas masks, supplied-air respirators (hose masks, air-line respirators, and abrasive blasting helmets, hoods, or masks),2 dispersoid (dust, fume, and mist) respirators, and nonemergency gas respirators (chemical cartridge respirators). Approval tests of self-contained breathing apparatus are conducted by the Safety Branch, approval tests of other types of respira- tory protective equipment are conducted by the Health Branch, These branches are in the Health and Safety Division.

Recently steel manufacturers have significantly focused their attention on safety and working conditions thanks to new labour laws, comprehensive operators’ knowledge and increased company social responsibility. Even with a reduced budget, investments on safety are now widely approved. Mill constructors aim at developing upgraded solutions to comply with these new requirements. In some cases mill constructors can even anticipate customers’ requests and consequently put into the market innovative solutions. In this text we will analyze some advanced solutions developed by Danieli & C. Officine Meccaniche Spa - the leading company in long-product rolling mills - aimed at improving working conditions on wire-rod block settings. In particular, we will focus on rolling guides installed on fast-finishing blocks and on servo-assisted device for rolling rings changing. In fact, this equipment has shown effective benefits on our test plants and has mainly cut out the tendency of the personnel to be absent due to backache. This paper will first present standard working conditions, will then introduce the newest equipment developed by Danieli & C. Officine Meccaniche Spa, will analyze its operation and finally will describe in detail the benefits that can be reached with its use.

Good Morning. Thank you for your kind welcome, Lyle and thank you for having me here today. I spoke at the fall meeting of the Utah state RMCMI in Price and it's nice to be invited back. I can see by the program that you have two great days of interesting and informative meetings, including the mine rescue team exhibition and the safety recognition award presentations. As you all know, I am here standing in for Dave Lauriski, who is in China with Secretary of Labor Chao. As you also know, Utah is near and dear to his heart - and so is the Rocky Mountain Coal Mining Institute. I want to assure you Dave would be here if it were at all possible. But it is my good fortune that I could come in his place. We have made great progress as an Agency thanks to the hard work and dedication of MSHA's employees. But we are always looking for new ways to solve problems and continue to send more miners home safe and healthy every day. And we have been working on some great ways to do that, including thinking strategically. During my presentation today I'm going to talk about where the Agency is in terms of our transformation to the MSHA of the 21st century, a little bit about how we got to be where we are, and then describe our roadmap to the future state. And I'm going to focus on the significance of our plan and the planning process to demonstrate the implication for the mining industry. Former President Dwight Eisenhower once said, "In preparing for battle I have always found that plans are useless, but planning is indispensable." Now I do like Ike, but I would have to take exception to the first part of the sentence. I have found plans and the planning process to be indispensable - the plan to give me a roadmap to my goal, and the process to focus me on the steps I must take to get there. We all know that having a strategic plan makes the difference between success and failure. We've seen it time and time again, in business, in our lives - and in government: Having a strategic plan is crucial to success. And the process of making the strategic plan is crucial to its success. Putting together a workable strategic plan - a good roadmap - that will successfully lead you to your goals requires a thorough, careful process that takes into account each factor that you may encounter along your way to success, as well as those with whom you will travel. In order to talk about our current plan I want to take you back to three years ago, when Dave Lauriski went to Washington to lead MSHA. He knew that change was in the air. A literature search and survey were prepared on the technology of surface hydraulic mining, with particular reference to its possible use in the United States forstripping overburden from surface coal mines. Extensive use was made of Russian references which were translated into English. The advantages and disadvantages of hydraulic mining and hydrotransport are identified as well as criteria for selecting potential applications. At present, the major U.S. application is in the phosphate industry of Florida and North Carolina. Potential locations for hydraulic stripping of overburden from coal seams are identified in the states of Alaska, Illinois, Montana, Washington and Wyoming. Other potential applications include the hydraulic mining of peat in Minnesota, and the stripping of overburden from lignite in Texas, Montana, North Dakota and South Dakota. Further research is recommended, particularly on the subject of dewatering of fine clay slimes to avoid water pollution and to permit rapid reclamation of mined areas.

"Fostering positive community relations is a principal tenet of sustainable development, but conflict can test even the strongest of relationships. While conflict surrounding resource development projects has the potential to be destructive, it may actually pose opportunities for partnership and collaboration when managed effectively. It is therefore not only important for mineral resource professionals to recognize the financial and social costs associated with legal disputes among project stakeholders, but also for them to prioritize resolving social conflict using alternative channels that allow for win-win outcomes. A variety of dispute prevention and resolution techniques do exist, but successful practice is not yet the norm. Here we review the sources and consequences of social conflict in the context of mining projects, and discuss typical and alternative approaches to conflict management in light of their respective benefits and drawbacks. We also suggest implementation of conflict resolution lessons into resource-related university curricula as a critical step in the continued shift of the mining industry towards sustainable development. INTRODUCTION Social conflict is a recurring phenomenon in the human experience and serves as a critical mechanism for change [1-5]. It occurs when two or more parties perceive that their needs and interests are in direct competition with each other and believe they cannot be reasonably accommodated. Conflict over mineral resource activities, particularly the distribution of benefit and risk, has become an omnipresent issue throughout the world [6-7]. Contrary to common perception, however, conflict can be a positive, transformative encounter in some instances [2, 8-11]. For this to be possible, society and its acting agents must reconsider how to address conflict. What if conflict were only a challenge to try something different? It is well-understood that the mineral industries must manage an increasingly significant volume of social conflict [12-13], which can be a costly externality impacting all of whom are involved. Conflict is commonly considered in a two-party sense, but this can deeply over-simplify the true number of stakeholders. Besides mining companies and community members, government policymakers and regulators, public interest groups, and judicial systems, to name a few, bear the social expenses of poorly-managed conflict [4, 6, 12, 14-22]. It is desirable for interested parties to participate actively in a constructive way to pursue their needs rather than contributing to adversarial relationships, operational problems, and legal costs [1, 4, 12]. Some mining companies are of course already working to develop more productive relationships with their stakeholders, but there is undoubtedly still a gap between ideal and common practices. This gap can inhibit collaboration and threaten the potential for mutually-beneficial resolutions to complex social issues [12]."

The monetary metals , gold and silver , have recently been the object of such general interest that the United States Bureau of Mines has received many inquiries regarding them . Though requests for technologic information have been numerous , they have been exceeded in number by those concerned with economic aspects of these metals . The nature of the latter communications indicates that the public is not generally aware that various Bureau publications are available which deal with the economic situation of gold and silver . For this reason , it is deemed advisable to present a brief résumé of the papers which are obtainable from the Bureau or the Superintendent of Documents , together with the text of three articles recently prepared by the Director , reprints of which are not otherwise available . The Bureau of Mines compiles figures showing mine production of gold and silver , by districts and States , and cooperates with the Bureau of the Mint in determining the total annual output in the United States as a whole . 3 It recently established an annual canvass to determine the consumption of silver in the arts and industries of the United States , and published an economic paper covering such use in 1928 and 1929 , followed by an information circular on silver consumption by industry during the 2 years subsequent . A 4-year record is thus provided for those interested in utilization of silver . The Bureau has also published summarizations of all available data upon world production since 1493 of gold and of silver . It has , furthermore , rendered available a compilation of production- data of silver mines of the world , and an analysis of it , showing the proportions of silver and other metals contained in all the ores from which silver is derived . " All of these papers are concerned solely with putting into readily usable form statistical data and other factual material ; they do not offer theories or express opinions upon controversial questions related to these metals . Three other recent papers concerned with gold and silver are presented below in order to put them in shape for distribution by the United States Bureau of Mines . "SynopsisGoing beyond transformation claims contained in employment equity scorecards and industry compliance reports, this article provides qualitative insight into the initiatives employed and challenges experienced by mining companies in a quest to transform the mining industry. Perceptions expressed during in-depth interviews with 10 senior executives showed that the assumption that mining companies are reluctant to transform is erroneous. Results from this study suggest buy-in and commitment to transformation. This article describes specific initiatives undertaken by mining companies to transform. The most notable initiatives include staff recruitment efforts to appoint historically disadvantaged South Africans (HDSAs), staff development initiatives, as well as community development. The findings furthermore contextualize the challenges experienced by industry participants in their quest to transform. Despite accusations that industry participants are not taking responsibility for the implementation of the transformation agenda, government needs to recognize that they too have a role to play and need to appreciate and assist in the current challenges experienced by the industry.IntroductionWe need a mining sector that works. Mining employs over half a million people. It is the biggest earner of foreign exchange in our country. It also contributes about 20 billion rand directly to tax revenue. Mining also makes a far larger contribution as a buyer of goods and services, and a supplier of inputs to other sectors of our economy and other economies around the globe’ said President Jacob Zuma during the 2014 State of the Nation Address (Zuma, 2014). However, despite apparent commitment from government, enforced compliance with social and labour plans, regulations and Mining Charter targets, the South African mining industry is slow to gain local and international investor trust (Deloitte & Touche, 2013; Mashego, 2013).Industry players acknowledge that their context has changed – creating various challenges (Davis, 2014). In the past few years, such challenges included subdued commodity prices, increased working costs, constrained infrastructure, and high labour costs, coupled with poor levels of productivity, strained labour-management relations, an uncertain regulatory environment, and the inevitable maturation of the industry (Deloitte & Touche, 2013; Davenport, 2014). Mining affected communities also became more cognisant of their rights, and politicians more vocal in their expectations from their relationships with the mining giants (Davis, 2014). One of the main issues that contributed to the difficult operating conditions was claims from organized labour and Minister Shabangu that this industry is too slow to transform. Specific claims were made in terms of employment equity, fair salaries and wages for mineworkers, housing and living conditions, health and safety issues, and general working conditions (Limpitlaw et al., 2005; Miningmx, 2013; Shabangu, 2010). These claims were followed by what Gill Marcus, Reserve Bank Governor, explained as ‘unprotected strike action [that] has escalated into an uncontrolled, violent and unlawful landscape, led by a mob mentality in the absence of formal and recognised leaders’ (Mavuso,2013)."

A new heat transfer technology --- termed Thermopump technology has been developed. This technology originates from conventional heat pipe configurations but has now evolved into its own class of heat transfer units, which we refer to as `Thermopumps (TP)'. A key feature is that Thermopump technology can be applied to high temperature / high heat flux environments where conventional heat pipe technology fails. Moreover, when implemented in less demanding applications where heat pipes appear to operate, Thermopump units have been found to function more smoothly and reliably. This paper will introduce Thermopump technology and several applications of this technology in steelmaking and refining will also be discussed. In addition, this paper will focus on three classes of applications: 1) waterless, non-consumable, high efficiency Thermopump oxygen lance and/or burner for EAF's, 2) Thermopump ladle lance for the desulfurization process, and 3) Thermopump cooling panels for furnace walls and roofs. Facilities equipped with Thermopump technology are expected to he better than the current corresponding ones in terms of increasing productivity and energy efficiency while at the same time lowering operating costs.

"THE PRELIMINARY EVALUATION of the orebodies was computerized for tonnages and grades on a 20- by 20-ft grid. The evaluation was based on drill-core intersections over 40-ft vertical projections coinciding with the proposed bench intervals, taking the deviations of the drill holes into account. The computer print-outs gave an ore distribution and evaluation bench by bench and indicated the areas of varying mineralization. The two orebodies have a combined length of 2,200 ft. and a maximum width of 600 ft. They strike almost due north, dip about 85 degrees east and rake to the north. The computer print-outs were used to design an open pit with an over-all waste to ore ratio of 2.58:1. At the outset, the waste to ore ratio was 4:1. The pit is tear-drop shaped, with the narrow end to the south, and at the surface is 2,600 ft long by 1,800 ft wide. Ramps are 100 ft wide, with a 10% grade. The south ramp is left-handed, starts at the southeast and will continue to the bottom of the pit. A second ramp on the west and north walls runs from surface to join the south ramp at 7 bench. This ramp will handle the total pit production when part of the south ramp, from 4 bench to surface, is lost due to the underground operation. Over-all wall slopes are 53 degrees, and are laid out to avoid prominent protuberances which could relax and become unstable and potentially dangerous (Fig. 1) ."

"The ventilation-related risks from mines with elemental sulphur include dust explosions, spontaneous combustion with emission of heat and toxic sulphur dioxide or hydrogen sulphide gases, reactions with nitrates, corrosion, acid water, and pyrophoric reactions with naked iron or other metals. Elemental sulphur will form explosive mixtures in air at lower dust concentrations and at lower ignition temperatures than coal or sulphide dusts. Potential controls include primary ventilation circuit design, control of dust deposition and static discharges, enclosing steel surfaces, inert stone dusting, FRAS ducting, humidifying the air, alternate stench gas, self-contained self-rescuers with goggles, careful siting of underground infrastructure, controls on explosives formulations and procedures, mining method selection, controls on surface temperatures and protection of equipment, careful materials selection for ventilation seals and changes to worker clothing and training.INTRODUCTIONSulphur (“Brimstone” in biblical times) is one of the world’s most important industrial feedstocks and is used in a wide range of chemical processes and industries. Until the early 20th Century, most of the world’s production of sulphur came from ‘conventional’ underground mines in Sicily (Demetra produzioni, 2006; Bellia, 2006). This was a hazardous activity. The Frasch solution mining process replaced traditional underground mining of sulphur until the late 20th Century. Most of the world’s production of elemental sulphur is now as a by-product from sour gas produced in petroleum refineries and natural gas installations (Anon, 1993). As such, there is considerable experience in understanding and managing the hazards of elemental sulphur in chemical plants and surface transport.Whilst rare, underground mines with high elemental sulphur contents (as a gangue mineral) create an unusual range of mine design and operational issues, including many ventilation-related ones. The key hazards from elemental sulphur include: primary and secondary elemental sulphur dust explosions, fires and burning (with emission of heat and sulphur dioxide or hydrogen sulphide gas), reactions with nitrates used in explosives, corrosion of steel and other metals, generation of acid water (especially at higher water temperatures), and pyrophoric reactions with naked iron (e.g., ground support, ladderways or underground fixed plant) or other metals including silver and copper (e.g., used in electrical components and equipment)."

Entering June, U. S. producer pricing of 99.5 percent unalloyed aluminum ingot was divided at 53-57 cents per pound. The Kaiser Aluminum and Chemical Corp. took the initiative and raised its June 1 ingot values by 4 cents to 57 cents. Consolidated Aluminum Corp. announced plans to increase ingot prices by 4.5 cents per pound to 57.5 cents per pound effective May 15. Dealers increased their May ingot quotes by 1.5-2 cents to 50-50.5 cents. CADMIUM While producers in the United States kept May cadmium at $2.25-$2.50, dealers increased their quotes by 15-30 cents to as high as $2.15.

Climate change is pressuring industries and governments for decarbonization commitments, research, testing, and use of best practices to achieve the target of global warming below 1.5/2 °C. As it accounts for as much as 7% of all global CO2 emissions and 7% of energy consumption, the steel sector needs to address this issue with extended efforts. This paper provides information on the key potential of renewable biochar as an alternative fuel for pellet production. It also summarizes the successful application of biochar in a pioneering case study as the main fuel for a Grate-kiln pellet plant in Brazil, as well as the study of its use to replace coke and anthracite as an additive for iron ore pellets and other possible applications in the steel industry in COREM's precompetitive research & innovation program. The final discussion reveals the large quantity of biochar required by the Brazilian and Quebec scenarios for reducing CO2 emissions of iron ore pelletizing plants.

By sharing my experiences I want to encourage you to consider your own experience with leadership, taking on change, learning from and contributing to the development of others.I have been very fortunate to be part of many new innovations into underground mining over the past 40 or so years; most of it with Conzinc Rio Tinto Australia (CRA)/Rio Tinto operations.•From hand-held drills and a homemade single boom Jumbo mounted on an old Airtrak, to the sophisticated twin boom jumbos with high speed drifters all controlled by an on-board computer;•from a Scraper winch and a Wagner 2D loader to fully automated electric LHDs that navigate to the tipple, empty the bucket and return to where they come from;•from hand-held cut-and-fill and timber stoping in Broken Hill to the bulk mining methods of a block cave where at Northparkes we mined more ore in a month than we mined in the total five years of operations at Currawang;•from hand-held scaling and bolting with no skin protection to installing ground support with Jumbos and sophisticated Cable Bolters and the introduction of in cycle shotcrete;•from hand-held ladder rising and shaft sinking to Box Hole rigs, Raise Bore Machines and Blind Hole shaft sinking; and•from Gelignite based AN60 stick explosives, ANFO, fuse firing and half second detonators to Powergel, Emulsions and electronic computer programmed detonators that can somehow be initiated by ‘Blast Ped’ travelling through the rock.

Pipeline or borehole free-fall transfer of material has long been done in support of underground mining. This paper addresses some characteristics and design elements in selecting systems suitable to the transferred media and the mine requirements. Though aspects of overall systems are discussed, principal attention is directed to the slickline/dropline/transfer line and the discharge diverter/rockbox/energy dissipator/boot. These terms are common to these systems, often used interchangeably, and will be used as appropriate to the material, equipment and construction. Following several design sections, fabrication and construction, and system operating and maintenance procedures are discussed.

This Bureau of Mines study concerns the use of the tube bundle method as a sensitive and reliable detector of mine fires. The method involves the pneumatic, sequential sampling of many points in a system through branching tube bundles that lead to a single analytic station of high sensitivity, good reliability, and convenient location. Two serious limitations inhibit its use: the relatively slow response times for long lengths of narrow sampling tubes and the wall-diffusion losses for submicrometer smoke particulates. These limitations were quantitatively evaluated by measuring tube transit times and smoke particulate transmissions as a function of tube length, diameter, and pressure drop. The comparison of the data with theory offered the challenge of extending the classical, incompressible flow solutions to the two compressible cases: isothermal and adiabatic. New equations were derived for these cases, and the measured transit time data gave reasonable agreement with calculated solutions in both the laminar and turbulent regimes. The measured transmission losses of smoke particulates from several combustion sources compared favorably with those expected from Brownian diffusion losses to the interior walls of the sampling tubes. Traveltime and smoke transmission graphs are provided and, pump power requirements are estimated.

I.-THE HISTORY OF THE SYSTEM TO trace the history of the development of the Co-operative Committee System in The Consolidated Mining and Smelting Company of Canada, Limited, one must look backward about twenty years. In 1915 and 1916, the first years of the W ar to really affect Canadian life, there were sixteen hundred men working in the Trail plant. These men were, on the whole, a splendid body of men and pa trio tic to the core. They were almost one hundred percent organized, ninety-five percent of them be-longing to the Union of the Western Federation of Miners. Most of the tradesmen belonged to their craft unions as well. For example, there were ? local machinist, steel workers', electrician, boiler maker, bricklayer, and carpenter unions. The Company had always maintained an open-shop policy and refused to enforce membership in any union, but recognized the right of every man to belong to unions. The only exceptions have been the I.W.W. and the One Big Union. Both of these organizations have always been fought by the Company. By 1916, membership in the Western Federation being practically 100 per cent, the Company recognized this organization's authority to make agreements, and a wage and hour agreement was drawn up and signed by the Company and the local officials of the Union, and ratified and signed by the Head Office of the Union in Denver, Colorado. This agreement was for the duration of the war.

Kazakhstan’s first commercial copper-leach solvent extraction-electrowinning plant, Central Asia Metals’ Kounrad project, was commissioned in April 2012. Exploiting low grade waste stockpiles produced during Soviet era open pit mining, a 10,000 tpa copper cathode plant was designed, constructed and commissioned within 18 months. Overcoming initial challenges with a workforce unfamiliar with the technology and with extensive periods of sub-zero conditions during winter the project has consistently met targets and produced high quality copper cathodes at cash costs of less than US$1/lb. Challenges encountered during the first two years of operation are described and future plans briefly discussed.

The Kalgoorlie Consolidated Gold Mines (KCGM) schedule model is used for short- to medium-term planning and scheduling at the Fimiston Open Pit Mine (the Superpit). The model bridges the gap between grade control models, which are generated one to seven days prior to mining, and the annual Resource and Reserve model update that is used for budget and life-of-mine plans. The schedule model uses close-spaced grade control data (up to 20 000 m drilled each month) as well as resource definition drilling to estimate production volumes three to six months ahead of current mining. From this, a rolling 12 week mining and processing schedule is generated on a monthly basis. As the KCGM operation is mill and sulfur constrained, the schedule model needs to be an accurate predictor of ounces as well as tonnes, gold and sulfur grades. The process must also be time efficient in order to meet monthly planning and reporting deadlines. Due to the large amount of new data generated each month, model updates using conventional interpretation and estimation techniques have proven to be impractical and too time consuming. A working understanding of present coal mine communications equipment and its usage is an essential prerequisite to the determination of future communications systems needs. As a means of gaining this understanding, a field survey program was planned and implemented. The plan formulated called for obtaining both qualitative and quantitative data from three main areas of interest: the types, physical condition, and performance characteristics of equipment presently used in the sample of mines to be visited; the relationship present communications has to safety and productivity; and the practical, future communications needs as derived through interviews with present mine management. In compliance with the original plan, the type and physical condition of equipment in use was found through at-mine interviews of personnel responsible for installation and maintenance. Further evaluation was made through the review of equipment instruction books and maintenance manuals and through in-mine inspection of communications equipment and signal distribution networks. The performance characteristics were determined through listening to conversations and noise levels and by talk-testing from randomly selected stations throughout each mine. System operation was evaluated by asking communication system users their opinions and by noting any difficulties personnel had using the systems.

This paper is prepared the United States Bureau of Mines and is descriptive of methods, practice, and costs at the McIntyre Porcupine Mines, Ltd., Schumacher, Ontario. The property is located in the Pearl Lake section of the Porcupine mining district. It is reached by a branch line of the Temiskaming & Northern Ontario Railway from Porquois Junction. There is also a good motor road into the district. The Hollinger Consolidated Gold Mines and the Coniaurum Mines, Ltd., are adjacent properties. Power for both the mining and the pulp and paper industries in the district is supplied by an extensive development of the water-power resources. Weather conditions are favorable for mining operations.
