Smart defense: that?s what the industry needs to play for the next four years, according to panelists at the 118th Annual Meeting of the Northwest Mining Association (NWMA), which met December 2-7 in Spokane, WA. The conference was well attended, with approximately 2,200 attendees, 244 booths in the two packed exhibition halls, and a rich offering of short courses, field trips, social events and technical sessions. Speakers at the packed legislative session articulated many of the frustrations felt by members of the mining community after the U.S. elections in November, and offered words of advice. Matthew Ellsworth, the new Government Affairs hire at NWMA, stated it best: ?Elections are like Christmas: you find out who?s naughty and nice ? and it?s always going to come again.?

Introduction In October, 1945, the Coal Division of the Institute appointed a Committee on The Use of Electricity in Coal Mines, with the following terms of reference: ?To study under which conditions in each deposit the use of electricity can be brought closer to the coal face and which types of electrical machinery can be recommended?. It was not until the beginning of this year (1946) that the Committee had a chance to convene and .discuss the conclusions which are embodied in this report. Mr. McLeod, as Chief Electrician of the Dominion Coal Company, is intimately concerned with that Company's installations, and Mr. McIsaac, as Electrical Inspector of Coal Mines for Nova Scotia, is well acquainted with installations in all coal mines in the Province. The knowledge of both has been very valuable in helping to draft this report.

Surface mining and reclamation of a southeastern Ohio site with sandstone-shale overburden resulted in (as compared to premining levels): 1) runoff volumes and peak rates that increased by a factor of from 2 to 10 during mining and after reclamation, 2) destruction of the "aquifer" perched on the underclay of the mined coal bed and gradual, but, as yet incomplete redevelopment of this aquifer after reclamation, 3) no immediate effect on another, lower perched "aquifer", 4) up to 100 times greater sediment concentrations in runoff. Results were influenced by increasing annual precipitation amounts through the period of record; 1978, 1979, and 1980 (postreclamation years) experienced precipitation amounts approaching or exceeding long-term normalcy for the area. Part of the reason that the site produced more runoff after reclamation than before mining is that the premine condition was one of an open, porous soil under woodland, while the postreclamation condition was one of a compacted, bulldozed soil. Sediment concentration results were influenced by failure of the postreclamation erosion control system and by a series of detention reservoirs above the stream monitoring station.

The performance of ten anemometers of several types has been measured at low air speeds. Multiple calibration runs provided sufficient data for measuring random error about the mean calibration curve in addition to the difference between indicated and true speeds. Measurements were also performed of the minimum operating speeds of the anemometers.

Closure cost estimates may be generated at any stage of a mining operationÆs life; commencing with the initial prefeasibility studies and continuing through to the final decommissioning cost estimates. However, not all mine closure cost estimates are necessarily the same. Cost estimates will vary depending on the purpose for which they are prepared, the organisations requiring or undertaking the estimate and the stage of the mining operation. Different organisations can legitimately arrive at disparate cost estimates for closing the same mine because the organisations have different reasons for requiring the estimates. Another, equally valid, reason for potentially wide variations in cost estimates by different organisations on the same mine site is the different definitions of æclosure costsÆ used by different estimators. This paper considers the different approaches by different organisations including operating companies, government authorities and financial organisations and uses a hypothetical example based on practical experience to illustrate some of these differences in estimation methods.The paper suggest that a more consistent approach to closure cost estimating in the Australian mining industry would assist mining companies, governments, the accounting industry and the broader community to better understand this complex component of mine planning. In the solvent extraction -electrowinning recovery of copper from oxide or sulfide ores there is a continuous transfer of iron and other impurities from the primary leach solution to the copper electrowinning electrolyte via chemical transfer or mechanical entrainment. Iron is the principal impurity that has to be controlled in the electrolyte by a "bleeding" of the electrowinning solution. This bleeding transfers copper and sulfuric acid back to the primary leach circuit along with the iron. Copper is recovered via the solvent extraction process and generally the sulfuric acid is used as a reagent in leaching. Unfortunately, cobalt, which is added to the electrowinning solution to modify the anodic process, is irreversibly lost through the bleeding operation. This cobalt loss represents a significant operating cost to SX-EW copper producers. DiphonixTM ion exchange resin contains diphosphonic acid and sulfonic acid functional groups on a polystyrene-divinyl benzene matrix. This resin has been found to strongly and selectively extract ferric ion from copper sulfate -sulfuric acid solutions containing cobalt. Thus, an ion exchange process using DiphonixTM resin for the control of iron has been developed to replace the conventional bleed stream process. The new process minimizes the loss of cobalt from the electrowinning circuit and strips the iron into a sulfate based solution suitable for leach solution makeup. In addition, this process can effect a lowering of the total iron concentration in the electrolyte circuit with an associated increase in current efficiency. In this paper, data on the loading and elution of iron are presented. Laboratory and pilot scale data will be discussed along with information on process design and comparative economics.

The growth of the aluminum-smelting industry in the Pacific Northwest, resulting from national defense requirements, emphasized a need for local sources of alumina to supplement the alumina production shipped from the East. Because supplies of foreign bauxite were being interrupted and our domestic bauxite reserves were inadequate, it was necessary to expedite the investigation of other possible sources of alumina during World War II. A program of investigation of high-alumina clay deposits in the Northwest was carried out jointly by the Federal Geological Survey and the Federal Bureau of Mines. As part of this program the Cowlitz clay deposits near Castle Rock, Wash., were explored by the Bureau of Mines in 1942-43. These deposits are near railroads, tide-water, and Bonneville Power Administration lines and within 22 to 100 miles of 4 aluminum-reduction plants.

"This paper investigates the solidification of cast energetic materials. An active cooling and heating (ACH) technology and a mechanical vibration (MV) technology were applied to achieve unidirectional solidification during casting and to reduce cracks, gas pores, and shrinkage defects. The design parameters of these technologies were developed via Computational Fluid Dynamics (CFD) modeling and thermal stress analysis. Concerning the ACH technology, the number of cooling/heating sections and their temperature profiles and time sequences were optimized based on the thermo-physical properties of the energetic material as well as the riser and mold diameter, thickness and type. The ACH technology will also decrease the thermal stresses during casting of energetic materials and therefore minimize the formation of potential cracks that may form during the casting process. The MV technology will help to remove air entrapped during pouring process and decrease the detrimental gap size between the projectile and the solidified energetic material.IntroductionCasting processes are widely employed in the manufacture of products with intricate shapes and, in particular, in applications where the material of the final product is sensitive to machining. It is especially useful in processing of energetic materials. The cooling conditions applied in the casting process can affect the quality of the final cast in terms of void formation, residual stress distributions, and mold separation. Substantial shrinkage is also observed due to the density change upon solidification [1-3]. Residual stresses are known to be closely related to the formation of cold cracks and hot tears during casting. The formation of a gap between the mold and the cast material is of critical importance due to its deleterious effect on heat removal and on crack formation. In the casting of energetic materials all these defects can significantly impair the detonation velocity, Gurney energy, and insensitive munitions characteristics of the formulation, and lead to catastrophic accidents in explosives handling [ 4-5]. Imposition of carefully controlled cooling condition is thus critical in optimizing the cast quality that could help avoid such destructive effects."

Barrick Gold Corporation is the gold industry leader, with 25 operating mines and a pipeline of large, long-life projects located across five continents, in addition to large land positions on some of the most prolific mineral districts. Barrick's high level of commitment to sustainable economic development and environmental stewardship was recognized by Dow Jones Sustainability Index (DJSI) - World, for the third consecutive year in 2010. The potential for adverse environmental effects from acid rock drainage (ARD) and metals leaching (ML) and their financial implications for Barrick are key considerations in our environmental assessment and business development processes. Barrick's membership in the International Network for Acid Prevention (INAP) reflects the importance of these issues to our business. INAP's development of the Global Acid Rock Drainage (GARD) Guide (a best practices guide for acid rock drainage prevention) provides Barrick with an important tool to assist in the assessment of environmental and financial risks from ARD and ML associated with our planned and ongoing mining operations (INAP, 2009). In this paper we will discuss how Barrick incorporates the GARDGuide and its principles for ARD and ML prediction and prevention in our business development processes and the management of our operations. The GARDGuide serves as a key reference for our project environmental assessments and as a common link between our projects and operations management, consulting specialists, permitting and regulatory authorities and the public. We will discuss how the GARDGuide is being "syndicated" throughout Barrick as a standard of practice and present a case study of how it was used in a recent Barrick Business Development Project.

If the problem be one of science or of industry we turn to the library of the subject and endeavor to translate the present from the experience of the past. I wonder if you would bear with me for a few minutes as I look back to the time when I was going through mining school and looking forward with hope, it is true and with confidence also, but still with some trepidation and an occasional qualm, to the month of June when the class of 1897 would be hunting jobs. Those were the years 1893 to 1897. Those years saw the Treasury of the United States so empty of gold that the President had to appeal to financiers to accept the country's promises to pay in return for $100,000,000 in gold. And the invectives that were hurled at both their heads for such a betrayal of the people sound strangely similar to those you read today being daily written and screamed at another President for taking us into the League of Nations or for not issuing bonds in huge amounts for unemployment relief, or for not adopting somebody else's particular specific for the relief of hard times.

The Kwinana (Western Australia) and Gladstone (Queensland) industrial areas are among the few dozens of heavy industrial areas globally that demonstrate significant levels of regional resource synergies. Such synergies are also referred to as æindustrial ecologyÆ or æindustrial symbiosisÆ. Fundamentally they involve the exchange of by-products or sharing of utilities between companies in close geographic proximity to achieve competitive advantage and environmental benefit. A concerted research effort is currently underway to foster greater realisation of regional resource synergies in minerals processing intensive regions, in Australia and internationally. This paper summarises current insights from the foundation research into engineering tools and technologies and enabling mechanisms for regional resource synergy developments. Regional resource synergy developments were reviewed for 16 international and two Australian regions. It was found that Kwinana and Gladstone compare favourably with the well-regarded international examples of regional synergy development. Given the fairly strong evidence that self-organisation is critical for regional synergy developments, an implementation model has been proposed that captures entry points for synergy developments at the level of platform (industry collaboration), process (developing synergy opportunities) and project (assessing and implementing specific synergies). It was also found that regional synergies have so far developed in the absence of specific methods for identification and screening of synergy opportunities. Moreover, very limited attention has been paid to the associated technological and engineering challenges. The current technical research effort therefore targets: the development of a toolset for the identification and development of potential synergy opportunities; and assessment of technology needs and opportunities for regional synergies involving water, energy and materials recovery and reuse.

Due to pricing volatility and lack of availability of metals, the use of non-metallic materials of construction in metal extraction and refining processes has increased significantly in recent years Even though costs and availability of metals has improved recently, these factors are not expected to continue into the future as metal supplies once again fall short of global demand. One of the most common non-metallic materials of construction used in metal extraction and refining processes today is Fiberglass- Reinforced Plastic (FRP). These processes often require materials of construction that can resist acids and high concentrations of acid chloride salts. As shown in Table 1, FRP based on epoxy vinyl ester resin has the same chemical resistance to acid and better resistance to acid chloride salts than alloy C-276 and is superior to 2205 stainless steel in both cases.

Lost time and services caused by electrical equipment breakdown or cable faults can often be substantially reduced by the use of direct-current high-voltage testing as a maintenance tool. This paper discusses the relative merits of alternating-current versus direct-current testing, pointing out the advantages in size and cost of equipment and more definitive results achieved through the use of D.C. General principles of direct-current high-volt-age testing, types of testing, methods of performing the actual test and interpreting the results are explained. ?The value of insulation resistance measurements and their relationship to high-voltage testing is discussed. Pinpointing the physical location of a cable defect using a fault locator or thumper is described. Reference is made to several organizations that have effected considerable savings with high-voltage test programs. Amongst those whose task it is to design tumbling mills and other comminution machines there is an almost religious divide between devotees of the Bond method and devotees of other methods developed in more recent times. For a decade or so the issue was between the Bond power-based methods and the JKMRC (JK) simulation based approach. The newest method to challenge the status quo is power-based and was developed by Steve Morrell. As the title suggests, this paper will take some liberty at concluding that Fred Bond and Steve Morrell may be separated by history, but not by their approaches to their individual contributions to the science of comminution. Another driver for the paper is that although it is good to have diversity of thought, the existing divisions are problematic for those of us signing public disclosure documents. If alternative design methods produce materially different outcomes for the mill duty, then at least one of them is wrong or being used incorrectly. At some point the unsustainable argument may need to be put in a court of law that we metallurgists have two or more materially different design methods, each of which is correct! Therefore, perhaps a resolution is needed before this occurs?The works of both Fred Bond and Steve Morrell are each directly related to their contemporary grinding mill design and operational environments. Both their approaches are empirical, borne of observing and measuring real world situations. Both worked with theories that preceded them, gathered their own data and then each saw shortfalls in the status quo.Fred Bond was an escapee from revolution, a victim of The Great Depression, and had several near death experiences during his early site-based career. Perhaps he was fortuitously rescued from himself when asked by Allis Chalmers (A-C) to set up its rock testing laboratory in Milwaukie in 1930. Fred’s testing led him to conclude that neither the Kick nor the Von Rittinger theories explained his measurements. His writings on the failings of these old theories caused a divide between devotees of the old and new methods at that time. After many years, and much thought and plotting of data (the old way!), he came up with his now-famous equations (and his Third Theory) which have stood the test of time, certainly in the world of Bond-era machines.Coming from England via several African diamond mines, Steve Morrell immersed himself into the comminution world of the JK in Brisbane about a decade after Fred passed on. The JK had developed its semi-autogenous grinding (SAG) simulation framework using its own pendulum breakage tester, itself a derivative of the twin pendulum impact device invented by Bond decades earlier. At the JK Steve developed his authoritative Tumbling Mill Power equations and was involved in real world analysis of comminution problems on the global stage. Steve’s JK experience coincided with the demise of the rod mill, the rise of autogenous grinding (AG) and SAG milling and a rapid expansion in concentrator capacity.Morrell left the JK to pursue his own interests, which included ongoing consulting work, now demanded by the comminution world. He then turned to investigating a growing list of discrepancies between the opinions of designers and theoreticians, and the factual outcomes. The Morrell Method of design arose from this re-examination of ore testing, real world operating data and these glaring and expensive discrepancies between design and outcome. Coal is essential to America?s future energy needs. To meet these needs mining methods must be safe, economical, and environmentally acceptable. Belt conveyor systems for coal haulage from surface mines offer great potential in this situation. The advantages over conventional truck haulage are particularly promising for area strip mines in western coal fields such as the Powder River Basin where relatively thick, flat-lying coal seams occur. The current demand for low-sulfur coal specifically emphasizes the need for better mining methods in these areas. Underspoil haulage is the term applied to transportation of coal from the pit to the surfate in area strip coal mines by belt conveyors in tunnels under the spoil. The advantages over trucks include lower manpower requirements, greater pit safety and efficiency, and improved reclamation procedure. This evaluation includes a comparison of total mining costs for truck haulage versus six variations of the underspoil haulage concept. The more efficient of these underspoil haulage systems have economic advantages over truck haulage which become more pronounced with deeper overburden, thicker coal, and higher annual production.

"This paper charts, briefly, the :salient facts of international trade in minerals and their products and Canada's place in it. It also reviews inter-national agreements, economic groupings and national measures to channel and regulate production and trade in minerals. Canada's mineral industry now produces raw materials worth $3.7 billion per year, making this country a giant among mineral producers. Two-thirds of this production is exported, chiefly to the United States, accounting for about 30 per cent of Canada's merchandise exports and topping all other classes.However, several other nations are also pressing the development of their mineral resources and markets. The Soviet Bloc, China and principally Australia and Africa are becoming important suppliers of basic raw materials to some traditional markets of Canada in Europe and Japan.The outlook for Canadian mineral exports to the countries of the Common Market, Great Britain and Japan is good, although some tariff barriers remain troublesome.Concerning the United States, our most important market, Canada is seeking to have that country lift import quotas on lead and zinc, and re-cent statements by U.S. authorities give hope that this may be achieved soon. Moreover, Canada wishes to obtain easier access to the American market for several of its metals and minerals.Canada is now participating in the Kennedy Round of tariff talks under the auspices of the General Agreement on Tariffs and Trade (GATT), and is seeking to open wider doors for its exports of products.In summary, Canada has done reasonably well in some mineral commodities on world markets, but has lost ground in others. Any slackening of Canada's efforts in the development and marketing of mineral resources would soon lead to the decline of its role in the world miueral economy."

Traditional interpretations of vein ore deposits in the Coeur d' Alene Mining District, such as the view that these deposits formed in a transcurrent tectonic regime during the Precambrian, are being supplanted by the view that the deposits (1) formed in low-grade metamorphic shear zones similar to those that host an important type of gold deposit, (2) display features, such as wall rock carbonate zoning and vein zoning, that are common to ore deposits elsewhere, and (3) are probably Mesozoic and possibly related to emplacement of the Idaho batholith. In recent years, new interpretations have led to major ore discoveries that are likely to extend the life of the district for decades.

Four taconite plants were studied to establish the extent of hazard to plant personnel which exists based on long-term exposure to noise. The criteria for evaluation include the 90 dBA and 85 dBA summations of partial exposures. Data from extensive interviews were used to determine all work stations or locations which employees occupied and how much time they spent in ach location in a typical working day. Noise level measurements at every designated location were then made. By means of a computer program, these time and noise level data were us d to find the optimum noise reductions which would be required throughout each plant to meet both noise criteria. Subsequently, each plant was examined in detail so that the apparent sources of noise for each of the locations requiring noise reduction could be delineated. In tabular form, this report presents the hazardous locations for each plant, the existing noise level, the optimum noise reduction which would be required to meet the current and proposed laws, and the sources of noise which produce the existing noise level.

The basis for the selection of the ultimate pit for an open pit mining operation is generally opaque. Some form of value-based analysis will generally guide the final decision; however, the value will often gradually plateau whilst the ultimate pit size continues to increase. There is no established framework to guide specialists in the selection of the ultimate pit, with such decisions regularly made on a somewhat arbitrary basis. The key component that is missing from the analyses typically used to select the size of the ultimate pit is risk. Once risk is quantified within the analysis framework, the decision-making range is significantly reduced, and the process for selecting the ultimate pit becomes more consistent, replicable, and defensible. This paper provides an approach to including risk in the process used to select the ultimate pit.
