The Bureau of Mines has constructed a special compression chamber for developing stress-strain relationships of mine backfill and simulating the high compressive ground pressures encountered in underground mines. A one-dimensional, or Earth-Pressure-at-Rest model is proposed for backfills subjected to these pressures. Results of the compression tests performed in the chamber indicate that reliable stress-strain relationships can be developed from these tests. The primary objective of the test series was to evaluate the effectiveness of compaction of common backfills in retarding ground closure. Analysis of the stress-strain data shows an eightfold reduction in relative strain in optimum well-graded, compacted backfills over poorly graded, loose backfill material. Analysis of the one-dimensional compression test data also indicates a significant retardation of transmitted stress in dense compacted samples of backfill and natural sands. Although not fully understood, a deformation mechanism is thought to occur at the intergranular contacts in cyclic fashion causing frictional heat loss and a reduction in transmitted stresses in the densely packed materials. The experimental values of transmitted stress are compared with theoretical values of effective stress calculated from the one-dimensional compression relationships developed by Hendron (4).3 These experimental values of transmitted stress compare very closely with the theoretical values of effective stress.

INTRODUCTION IN previous publications of the writers4-7 it has been shown that vacuum extraction of steel can be carried as close to quantitative completion as desired provided the steel is in the austenitic state and sufficient time is allowed. For precise work, the method claims preference because the equipment for holding and heating the sample can be made simple, and because crucibles, boats, and other unnecessary materials can be eliminated and the blanks thus made very small. It is well known that the evolution rate of hydrogen is smaller just above the transformation than immediately below, as would be expected from the increase in solubility when passing into the gamma state. Many attempts have been made to obtain analyses by extraction just below the transition, using times of approximately 2 hr. While it is true that the rate of evolution drops nearly to zero under these conditions, it has repeatedly been shown that the process is incomplete since on raising the temperature into the austenitic range, evolution will be resumed, usually after a considerable induction period. The low-temperature evolution process appears to be useful in some cases for comparative tests where the residual error may be more or less constant between samples. For general use, however, there is no guarantee that the error caused by incomplete extraction is constant; hence, the more laborious but more reliable high-temperature process must be used. At high temperature, an original flash evolution, similar to that at lower temperature, is first observed. After not more than an hour, the flash subsides and evolution settles down to a regular first-order reaction rate for which the half-life* is usually of the order of a few hours for the 5/8-in. diam cylinder at 1050°C. The regular evolution may be followed for whatever period appears justified, after which the residual gas may be estimated as equal to that which was evolved in the last observed half-life period. "Rare earth elements are present in more than 100 minerals, of which monazite, bastnaesite and xenotime are typical. Rare earth elements have excellent chemical and physical properties for industrial use in functional materials such as phosphors, magnets, electronic components, abrasives and catalysts. China produces more than 90 % of the world’s rare earths, and Chinese trends significantly influence the demand and price of rare earths. From the viewpoint of resource securement, it is desirable to separate and recover rare earth elements from low-grade resources and wastes. Phosphate gypsum, which is a by-product of wet phosphoric acid manufacturing, contains low concentrations of rare earth elements. In this research, the separation and recovery of rare earth elements from phosphate gypsum were investigated. A series of recovery methods including washing of phosphate gypsum, leaching of the rare earth elements with sulfuric acid, adsorption and desorption of rare earth elements by using ion-exchange resin, and precipitation of rare earth oxalates were carried out. The separation of rare earth elements from Ca2+ simultaneously leached from phosphate gypsum was also investigated."

Sustainable development in the mining and metallurgical industrial sectors can be implemented by two distinct groups: 1. The managers and operators of existing facilities ? working with industrial processes and systems that have been operating for many years, in some cases several decades 2. Those who are engineering and building new facilities or upgrades of existing plants. The focus of this paper is to look at approaches and tools available to bring sustainable development thinking and action to these two distinct areas. The paper will discuss: 1. The concept of working with existing facilities and processes to minimize waste and maximize product from a regional raw material/resource consumption perspective using By-product Synergy. The BPS concept has been carried out in Texas (TXI-Chaparral?s STAR Example), in Calgary, Alberta with Suncor assistance, in Montreal, Quebec with Noranda as project leader and currently in Ontario with Dofasco as industry champion. Successful outcomes are presented. 2. A new approach to designing greenfield facilities or upgrades to existing plants using a sustainable development review process. Undertaking the review early in every project can institutionalize the concept of discussing and implementing waste elimination, design for environment, eco-efficiency, risk minimization and community awareness and involvement in the future capital stock. The review process has been developed as an excellent tool for measuring and reporting on a corporation?s sustainable development progress. Examples of how this approach has been adopted in the mining and metallurgical industry, and the resultant outcomes are given.

During the last 20 years, manufacturers of Australian iron have given increasing attention to development of external markets for processed blast furnace slag. Slag has been in widespread use overseas and data on the performance of Australian slag in concrete lave shown it is suitable for that use. Chemical and physical properties of typical Australian slag products including air cooled, granulated and pelletised slag are discussed and compared with local natural aggregates. Special attention is given to pumping achieve- ments with slag concretes and the observed durability of concrete after many years service. More'recent applications for granulated slag as a sand replacement are discussed. It is concluded that'whilst more wide- spread use of slag is possible, the cost of marketing and transporting slag are likely to restrict opportunities unless for local usage.

"Mineworkers are routinely tasked with making critically important decisions about whether or not a hazard presents an imminent danger. Researchers from the National Institute for Occupational Safety and Health (NIOSH) collected formative data to investigate mine safety professional perspectives on workplace examinations, which revealed a potential gap in how mineworkers are assessing risk. During interviews, participants indicated having processes in place for what should be done once an imminent danger situation is identified. Critically, however, they report having no systematic methodology for mineworkers to use to determine if a hazard is considered imminent danger. While this is important for all imminent danger situations (e.g., failure to lockout/tagout), it is especially important for those situations that are not immediately recognizable as imminent danger. In this paper, we identify and describe, three distinct categories of imminent danger complexity and discuss potential steps that could lead to improved identification of imminent danger situations. Finally, we identify potential practices to incorporate into risk management efforts, including feedback, communication, and specialized training to increase awareness of imminent danger situations. INTRODUCTION In recent years, the metal and nonmetal (M/NM) mining sector, as categorized by MSHA, experienced an increase in the number of fatalities occurring at mine sites. From 2013 to 2015, 69 mineworkers were fatally injured; that is twice the number of fatalities that occurred in each of the previous two years (MSHA, 2015a). As a way to address this increase, the Mine Safety and Health Administration (MSHA) issued a program policy letter (P15-IV-01) suggesting that “miners would benefit from rigorous workplace examinations conducted by experienced and trained examiners (MSHA 2015b).” The goal of workplace examinations is to find hazards in the field and mitigate them before they cause injury or death to mineworkers. While it is important to identify all hazards in the workplace, it is critically important to identify those hazards that are considered imminent danger because they require an immediate response to avoid a severe or even fatal injury."

Results of research are presented examining the extent to which the analytical characteristics of the relatively distinct coal bands from a variety of coal seams can be related to each other. This paper dis-cusses an approach for developing a practical coal petrographic quality control program based on conventional analyses, most of which is part of the standard A.S.T.M. procedure. The work is a final follow-up to Part I of this series which was prepared by the authors as an approach to applying conventional coal petrography to single coal seams. Recent published work by the authors entitled Petrography for Coal Mining and Coal Prepration: Part I dealt with interrelating various chemical and physical properties of coal1 measured using conventional analyses made on distinct petrographic bands taken from single coal seams. Since most coal production facilities process coal from a single coal seam or from very closely related coal seams in the same area,2 emphasis on interrelating the properties within a single seam appeared appropriate. The distinct petrographic bands were analyzed on the assumption that such differentiated data would be more representative of a heterogeneous coal seam than the single analytical value commonly used to characterize each property of an entire seam.34 Effort was directed at demonstrating the extent to which the interrelated chemical and physical properties 5,6 could be developed into nomographs or petrographic standardization graphs. Thus, one analysis, determined on a series of petrographic fractions separated from a single sample, was used to estimate numerous other properties in each fraction by referring to the previously established petrographic standardization graphs. This conventional approach to coal petrography was undertaken as a suggested feasible means by which a few coal analyses could be employed to develope a more penetrating knowledge of the properties of coal from any given seam in order to monitor more extensively its performance at the point of utilization. Such procedures can support development of the type of in- formation commonly sought through automated testing and through the use of computers.7 The broad knowledge which can be developed through these procedures is intended for application in the generation of an analytical profile or broad characterization of coal. These estimates were not intended as replacements for individual coal analytical tests. In this expanded second part of the research program, distinct petrographic bands from nine coal seams in the Central Appalachian Region were physically and chemically analyzed to elucidate the extent to which this concept of conventional petrography could be broadened for application to numerous coal seams. In presenting this second phase of work, the relationships developed are presented individually and not in a connecting series of nomographs or petrographic standardization graphs as in the previous work, thus leaving open the combinations of possibilities to individual interpretation and application. MATERIAL AND EXPERIMENTAL WORK Nine coal seams, representing a wide range of rank, from the Central Appalachian coal fields were used in this study. The distinct petrographic bands from the Kittanning, Pond Creek, Jawbone, Tiller, Poca-hontas No. 3, No. 2 Gas, Eagle, Winifrede, and Pittsburgh coal seams were separated by carefully removing a portion of each band at the face of the seam. The following were determined: ash, sulfur, free swelling index, heating value, bulk specific gravity, volatile matter, Hardgrove Grindability Index, and Gieseler Plastometer measurements. Determinations, where procedures were available, were carried out using ASTM standard procedures.8 Bulk specific gravity was determined using a kerosene volume displacement procedure modified from a method applied by Headlee and McClelland of the West Virginia Geological survey,9 Those bands with a bulk specific gravity greater than 1.60, which is generally above the practical specific gravity cleaning range of bituminous coals, were excluded and no analyses were performed. Much of the initial organization of this second phase of work was developed through the extensive use of a computerized statistical monitoring program (see Ref. 4). But under the microscope covellite is seen to be widespread in the Butte ores, though in such small quantity that megascopic examination will not discover it. In early mining operations covellite was found in the Gray Rock vein, a member of the Blue vein system. "We model the shale response to the large deformations associated with salt bodies, and we identify the implications of the stress changes for hydrocarbon exploration. We employ both the static and evolutionary approach, and show that while the static one can model actual geologic geometries, only the evolutionary approach can provide a detailed description of the stress history of shales, which is essential for predicting stress, porosity, and pore pressure and, more generally, for understanding Earth processes related to salt-hydrocarbon systems.INTRODUCTIONDuring the last two decades, understanding the stress, material behavior, and pore pressure in shales around salt bodies has become increasingly important. The energy industry routinely drills near salt (Beltrão, Sombra, Lage, Fagundes Netto, & Henriques, 2009; Meyer, Zarra, Rains, Meltz, & Hall, 2005; Seymour, Rae, Peden, & Ormston, 1993), because a significant number of hydrocarbon reservoirs around the world are found in layers dipping away from salt diapirs.Salt is a viscous material that cannot sustain deviatoric stresses. Under differential loading it flows, changes shape, and eventually relaxes to an isostatic stress state (Urai & Spiers, 2007). Therefore, emplacement of a salt body and its viscous relaxation process may cause significant deformation of the surrounding sediments, perturb their state of stress and create local overpressures (Dusseault, Maury, Sanfilippo, & Santarelli, 2004; Seymour et al., 1993). As a result, drilling near salt is particularly challenging, and problems leading to additional expense or even abandonment are common (Bradley, 1978; Dusseault et al., 2004; Meyer et al., 2005; Seymour et al., 1993; Willson et al., 2003).Historically, salt and the evolution of its cross section to the present day geometry have been studied using kinematic restorations (Rowan & Ratliff, 2012). This approach aims to explain the present geologic section through a sequence of plausible past sections; however, it does not model the constitutive response of the wall rocks, hence it cannot provide any prediction on their state of stress. Similarly, largestrain numerical studies (Albertz & Beaumont, 2010; Chemia, Schmeling, & Koyi, 2009; Goteti, Ings, & Beaumont, 2012; Gradmann, Beaumont, & Albertz, 2009) have focused on the rheological evolution of salt systems without modeling the geomechanical response of the sediments."

The work that Dr. Cain is doing on gases in steel should have a highly important bearing on investigational work in connection with steel-making practice. We found, for example, in our work in connection with the use of manganese in open-hearth practice that we needed expressions for the manganese efficiency and the "condition" of the steel. To get these figures we assumed that we would need to know the amount of FeO at different stages of the heat and the amounts of the gases present. This required simultaneous analyses of our samples for FeO and the gases and Dr. Cain seems to be the only investigator who has considered the analytical work from this point of view. That he has done so is very encouraging and it is to be hoped that his work will solve the mys-teries now surrounding this neglected phase of steel metallurgy. Those interested in the Ledebur method for use in connection with the efficiency of manganese as a "deoxidizing " agent will he disappointed to learn that more recent work at the Bureau indicates that Ledebur determinations are not reliable. The principal source of error seems to be due to the partial reduction of the ferrous oxide by the carbon present in the steel. However, it seems like an unnecessary criticism of the Ledebur method to state (p. 1319) that it proved of little value because it showed little differences in oxygen for a series of steels treated with ,various reagents and showing variations in physical properties and free-

The mineral industry of today is faced with a number of dilemmas, not the least of which grows out of the series of related facts-world mineral consumption is growing, and is expected to continue to grow; maintaining adequate capacity to meet needs will require very great capital investment over the next decades, investment which must be measured in billions of dollars; much of the new production must come from remote and relatively underdeveloped countries; many of the areas in which such development must take place are not areas in which private capital enters without some trepidation. There are real problems in financing new mineral development-problems which have occupied the thoughts of many in the industry. One group which is currently providing part of the answer, and perhaps pointing the way to further progress in the future, is the World Bank. Loans from the World Bank are arranged usually for countries which are attempting to develop their economies through expanded industrial production. More often than not they are for the development of electric power projects or transportation facilities. Although we consider the mineral industries to be basic factors in industrial development and very important factors in the early stages of development of a country, few of these loans are for mineral development-no more than a half dozen out of a total of well over 300 loans which have been granted to date. Yet the World Bank has played a far more important part in world mineral development than these figures would indicate. The few loans for mineral development which it has made are important, but of considerably greater importance are the secondary effects of many of the non-mineral development loans and some of the special services which the Bank also offers.

The main objective of this work was to quantitatively investigate exhaust emission levels relative to maintenance (service) intervals during the operation of diesel-powered equipment at an underground bauxite mine in Greece. Such emissions depend on a great number of parameters, including the type of engine (technology) and its tuning, the type of work performed (as related to the engine workload), the suggested maintenance intervals, the altitude, the temperature and humidity of the atmosphere in the underground mine, the properties of the fuel and the operator's training and experience levels. The necessary ventilation quantities were calculated based on exhaust gas-concentration measurements and site-specific relationships between pollutants and adjusted air-quality indices. Diagrams comparing the necessary and recommended airflow for several equipment groups, featuring two engine types and different maintenance intervals, are presented.

WILLIAM WALLACE MEIN, known to his intimates as "Will" or "Billy", is a mining engineer who has taken the fundamentals of successful mining--operating, engineering, and financial-and applied them to the founding of new industries. Born in Nevada City, Calif., in 1873, Will Mein grew up in an atmosphere of mining, and began to develop his sound judgment in a practical way before starting his formal technical education. As a young man he supplemented his early observations by helping his father, Captain "Tom" Mein, on mining work in California and Alaska. He then went with his father to the Rand, and after a period of milling experience as operator and shift boss he became, in 1894, manager of the chlorination of gold ores at the Robinson mine.

THE conservation of strategic materials during war rime gives rise to many problems not commonly encountered in times of peace. During normal times, when world trade is unrestricted, we are apt to become lavish to a point of extravagance in our use of those materials which, during rime of war, become scarce owing to inadequate transportation and production facilities or because the enemy may be in position to control sources of supply. It becomes necessary, then, to enforce rationing of available sup-plies, and in some cases, where such supplies are wholly inadequate, we find we must resort to the use of substitute materials. We are now confronted with such a problem to an extent never before experienced, with the result that many of the commodities upon which our civilization depended are now either shut off completely or, because of the heavy demand occasioned by war production, are not available in sufficient quantities to meet requirements predicated on peace-time standards and manufacturing methods. It has become necessary, therefore, to make many changes, some of them very drastic indeed, to enable us to carry on our war effort effectively. This? discussion will deal briefly with one phase of this problem, namely, the conservation of alloys required in the making of steels necessary for war production. In line with a request from the War Production Board, the Technical Committee on Alloy Steels of the American Iron and Steel Institute made a study of experimental steels embodying the !east amount of alloying constituents, with the objective in mind of substituting these steels wherever possible for the standard alloy steels used heretofore. This study embraced the following phases: (1) The availability of silicon and manganese; (2) The average quantity of alloying elements recoverable from scrap; (3) The effect of increases in manganese and silicon contents on the general properties of steel; ( 4) The elements and ranges of elements which might be used to duplicate the hardenability of the steels now in use; (5) The effect of combining several elements in small quantities upon the properties of steel at various hardness and strength levels; (6) A determination as to whether or not the steels selected would suffice for general application. Working on this basis, the Committee arranged for the manufacture of several heats of steels containing various combinations of different amounts of such elements as silicon, manganese, chromium, nickel, and molybdenum. The steels thus produced were compared by hardenability tests.

Most of the recent discussion of the mineral land law published in the Transactions is in the abstract—an exception being Mr. Goodale's paper, The Apex Law in the Drumlummon Controversyll which illustrates in concrete instances many of the practical disadvantages of what Dr. Raymond has called "The Law of the Apex." The present paper, it is hoped, may serve a similar purpose, emphasizing the necessity for a change in our mining laws, and bringing home to mining engineers some of the defects and dangers of our present code. There are many storm centers of "apex litigation" in the Rocky Mountains; and not the 1east. of them is the Wardner camp, where such litigation has been almost continuous since 1892, and the end is not yet. In their decisions, the courts have accepted the claims of the litigants that the "Wardner vein" is a broad zone varying from 250 to 500 ft. in width at the surface. This is the simplest theory which could have been advanced, and probably decreased, rather than augmented, the number of contests; in fact, every one of the claim owners seemed to feel that the greatest advantage would accrue to him if this theory were adhered to. The dominant structural feature of the Wardner vein is a persistent fault, striking N. 40' W., dipping about 40" to the southwest and called the "Wardner foot wall." Fig. 1 is a composite of two adjacent cross-sections of the vein and is a fair representation of the relative size and shape of the orebodies and their relation to the "Wardner foot wall." The country rock is a comparatively thin-bedded sericitic quartzite which has an average strike of N. 80" W. and dips at high angles to the north and south. The movement on the Wardner foot wall is apparently normal, and there has been more or less brecciation on either side of it; but as the moving mass was that above the foot wall, the brecciation has been more complete on that side, and has extended farther from the plane of movement. "Abstract Construction clients want their foundation solutions to be right first time, every time; but it is often the geotechnical contractor who carries the most risk in achieving this. Robust validation to ensure that the installed geotechnical product is appropriate for the encountered ground conditions, will perform as required and be correctly measured for payment and record purposes is very important to minimise the contractor’s and the client’s risk. This paper outlines the development and operation of a robust real-time installation monitoring system which controls and validates the installation of driven cast in-situ (DCIS) piling. Using state of the art information technology the system allows the design engineer to interrogate the data acquired from the piling rig via his computer as the piles are completed. The use of the validation process, where data acquired during the driving of DCIS piles can be processed to estimate the finished pile performance, will be explained with reference to a new case study on large diameter DCIS piles. Examples of the routine use of the system will be presented to illustrate how automated monitoring of installation parameters can be used to raise the standard of reliability, efficiency and sustainability on piling projects. The conclusions to the paper will cover the key features and operational challenges characterising real-time monitoring of the execution of geotechnical works as developed from a number of years of experience of using a rig based data acquisition instrumentation system.INTRODUCTIONDriven Cast In-Situ (DCIS) piles have a long and successful history of use worldwide. The process, where a temporary steel drive tube, sealed at the bottom with a sacrificial base plate, is driven into the ground and filled with concrete before the tube is withdrawn, is well known (BS EN 12699, 2001 and Egan, 2013). Examples of large structures supported on DCIS piles installed by Keller UK include the Millennium Dome (now the O2 Arena) and the 2012 Olympic stadium in London.In recent times advances in piling rig instrumentation and telecommunications have enabled a new level of sophistication in the recording of installation parameters and the validation of pile performance. It is now possible to embed these features into the DCIS design and installation process which has improved the quality and efficiency of DCIS piling.This paper summarises the development and operation of a real time data acquisition and processing system for DCIS piling, but which is equally applicable to other forms of driven piling (for example concrete precast piling)."

A recent study by the New York Trap Rock Corporation has conclusively determined that the number of blasting complaints is directly related to the noise produced by the blast. In turn it has been known for some years that the noise produced by the blast is directly related to atmospheric structure of temperature, wind, and humidity in the vertical direction. Normally during daylight hours the temperature decreases with altitude at the rate of about five and one half degrees per thousand feet on a sunny day, and to somewhat lesser amounts on cloudy days. Consequently, sound travels slower with altitude because of the lower temperature, and the sound rays tend to bend skyward, and are soon dispersed in the atmosphere. Quite frequently, however, the temperature increases with altitude, and just the opposite effect is attained. That is sound rays are bent downward, and sometimes reach the ground with intensities approaching that at the source. When the temperature increases with altitude a temperature inversion is said to exist. Less frequently than these two atmospheric conditions a condition is observed where temperature remains constant with altitude. This is called an isothermal atmospheric condition, and sound passing through this type of atmosphere tends to travel in straight lines, neither bending upward nor downward. The sound will be greater than normal near the blast, but will dissipate rapidly with distance from the blast site with no zone or zones of silence.

Predicting when and at what rate seepage will occur from waste-rock facilities is becoming an integral part of permitting and closure at mines situated in dry climates. Such predictions require development of a conceptual framework that accurately describes how water will percolate through a waste-rock facility. Also needed is a detailed hydrological characterization of the waste-rock facility, including measurement of the hydraulic properties of the waste rock and any potential cover materials. This paper presents a conceptual framework describing unsaturated water flow in a waste-rock facility and describes methods for characterizing the hydrology of a waste-rock facility in a dry climate. The methods are designed to collect site-specific data to support accurate and defensible predictions of long-term seepage rates.

"When Dr. Joseph A. Holmes was named the first director of the U.S. Bureau of Mines in 1910, the challenge in front of the mining industry was urgent and profound. Just three years before the Bureau was formed, the United States’ coal industry saw a spike in fatalities, as 3,242 miners lost their lives, including 918 miners killed in 18 major disasters. Holmes, who is often called the Founding Father of Mine Safety, was charged with researching and finding new and safer methods to conduct mining activities as well as more efficient ways to conduct mine rescue to educate miners.The U.S. Bureau of Mines was dissolved in 1996, but the mission of the Holmes Mine Rescue Association remains intact, although the challenges have changed greatly.During the 102 years between its formation and the 2018 Joseph A. Holmes Safety Association & Holmes Mine Rescue Association Annual Meeting and Training Seminar in Denver, CO June 5-7, the mining industry has evolved to become one the safest industries in the United States, with an injury rate on par with school teachers and better than retail workers. The work of Holmes and the Bureau of Mines plotted a course for others to follow, and the fatality rate has plummeted to historic lows. However, those who work in the mining safety and health sector remain diligent to their cause and are slow to celebrate too much the accomplishments of the past century, focusing instead on the work that lies ahead.“The nature of mining accidents has changed and it is very difficult to make changes when you get down to the asymptotic part of the equation,” David Zatezalo, assistant secretary of the U.S. Mine Safety and Health Administration (MSHA) told Mining Engineering. He was the featured speaker at the Joseph A. Holmes Safety Association annual meeting’s banquet dinner and presented a thorough overview of the mission of MSHA and his goals as its top man.Nominated by President Donald Trump, Zatezalo was sworn in as the ninth assistant secretary for MSHA on Nov. 30, 2017 and brings with him a lifetime of experience in mining. During his presentation, he displayed the chart (Fig. 1) showing the dramatic improvement in safety that the industry has achieved during the past century, but he noted that, as the industry gets closer to its end goal of zero fatalities, it has become increasingly more difficult to cross the finish line."
