I am happy to welcome you to the twenty-third conference of the National Open-Hearth Committee, and our joint conference with the Blast Furnace Committee, of the American Institute of Mining and Metallurgical Engineers. It is appropriate that, for our fifteenth year anniversary, we should meet in the hotel and the city where this Open-Hearth Committee was inaugurated in 1925. At that first meeting, only a handful of men from a number of steel companies met to discuss ways and means to start a movement to improve the practical and metallurgical technique of open-hearth operations among independent manufacturers, as the United States Steel Corporation had carried on for many years.

"In the Netherlands, the Dutch Tunnel Standard has been developed for the execution of road tunnel projects. The Dutch Tunnel Standard is based on the Dutch Tunnel Law (WARVW) which sets the minimum safety standard for road tunnels in the Netherlands. Uniformity of tunnels and the uniform perception of a tunnel by its users leads to a higher safety level. Therefore, several items in the Dutch Tunnel Standard are specifically developed to ensure safety in emergency situations through the plane of human factors. Taking human factors into account is important in regular traffic situations, but in an emergency situation, this can be vital. In this paper, the development and contents of the Dutch Tunnel Standard are explained in the first part and in the second part, the systems related to human factors are described. DUTCH TUNNEL LAW AND THE NEED FOR THE DUTCH TUNNEL STANDARD In the 90’s of last century and the early 2000’s, several serious accidents occurred in tunnels in Europe. These accidents involved fire and led to many casualties. After these accidents, the European Union decided to change the regulations for tunnel safety, leading to the EU directive 2004/54/EG. The primary goal of this directive is, that casualties are minimized in case of a calamity in a tunnel (e.g. fire). In the Netherlands, the EU directive led to the development of the tunnel law and a tunnel regulation (in 2006) to prescribe the safety features required for a safe tunnel. The new Dutch tunnel law – cited in the Building Act – was meant to make tunnel design easier – but resulted at first in the opposite effect. Tunnel design in the Netherlands and design standards of Rijkswaterstaat Rijkswaterstaat – the executing organisation of the Dutch Ministry of Infrastructure and the Environment – is the owner of the tunnels in the Dutch national motorway network, thus owner of the majority of the road tunnels in the Netherlands. In the early years of tunnel building in the Dutch national highway network (approximately 1950 – 1970), Rijkswaterstaat was not only owner, but also designer of its own assets. Most Dutch tunnels are submersed tunnels, because these type of tunnels provide a cost-effective way to make river crossings. Another type of tunnel that is used, is a TBM tunnel. Because of the geological conditions in the Netherlands (merely clay/peat and sand), there are no NATM or drill-and-blast tunnels in the Netherlands. Since the last decades, land tunnels (covered roads) are becoming more common to provide for multiple use of surface space and to meet more modern environmental regulations as traffic increases near densely populated areas. Tunnel lengths in the Netherlands vary from 500 m to 1.5 km for river crossings up to 6 km for the Western Scheldt (bored) tunnel. The lengths of land tunnels vary from 500 m up to 3 km. With these increasing lengths, some safety topics and design topics arise, topics that were non-issues in the past, when tunnels were only used as river crossings."

"INTRODUCTION The design, development, fabrication, and test of cryogenic breathing apparatus is part of a much larger effort funded by the National Institute for Occupational Safety and Health (NIOSH) and managed through a Space Act Agreement with the National Aeronautics and Space Administration (NASA) at the Kennedy Space Center (KSC) in Florida. This effort is designed to create cryogenically based life support equipment that is responsive to the needs of miners as required by the Miner Act of 2006. Our goal was to design and build a liquid air based self-contained breathing apparatus (SCBA) that lasted 2 hours and would be used for the egress of miners during a mining accident and be refillable while worn. Therefore, the current report describes tests of an Advanced Cryogenic Breathing Apparatus (termed the ACryoBA) designed to provide miners egressing an emergency situation with a two-hour open-circuit SCBA. The ACryoBA utilizes low pressure cryogenic liquid air instead of high pressure compressed air commonly used in most commercially available SCBA. The ACryoBA can also be self-filled from strategically placed Cryogenic Air Supply and Fill Stations (CryoASFS) initially, and thereafter on the egress route approximately every 1 hour and 30 minutes with a 30 minute air reserve. The ACryoBA evolved originally from a one hour Liquid Air Pack (LAP) developed in the 1980’s for Space Shuttle Rescue forces allowing for longer duration and cool air (Figure 1). It was used successfully for many years, through the end of the Space Shuttle Program. The first attempt at a mine egress pack was the Cryogenic Breathing Apparatus (Figure 2). It was to have a low profile, two hours of breathing, attitude independence, and a simple rapid refill while in use. The CryoBA met the two hour criteria, but with difficulty due to excessive heat leakage caused by the dual 4 liter Dewar design. Much of the stored air was lost as it vaporized faster than it could be used. However, the pack was successful in demonstrating both attitude independence and a simple rapid refill capability. The ACryoBA project was designed to continue the progression and address the deficiencies in the CryoBA. The ACryoBA pack was designed to last 2 hours. It minimizes the heat leakage with a single Dewar and thereby requires less liquid air. The single Dewar design also minimizes weight, making it much more manageable by the user (Figure 3). The ACryoBA complies with 42 CFR part 84 NIOSH certification test requirements. One critical requirement for the ACryoBA is operation in positions other than vertical for periods up to 1/4 (i.e. 30 minutes) of the rated service life of 2 hours; this was accomplished by use of new technology called the “attitude independent pickup” which is abbreviated “AIP.” The AIP, developed by BCS Life Support LLC (patent #8,899,226), has a tube going from the top flange down through the center of the Dewar. At the end it has a flexible bellows and a weighted end. Due to the flexible nature of the bellows, the pickup at the end is free to rotate and follow the liquid level around within +/- 90o of vertical."

This Information Circular describes copper mining and concentrating methods, practices, and costs at the Silver Bell Unit of American Smelting and Refining Co., Pima County, Ariz. It is one of a series being prepared by the Bureau of Mines on mining methods, practices, and costs in various mining districts of the United States. The Silver Bell mining district, one of the older districts in Arizona, is in the western part of the Silver Bell Mountains in Pima County, about 40 miles west of Tucson and about 20 miles southwest of Red Rock, a station on the main line railroad of the Southern Pacific Co. The Oxide and the El Tiro open-pit mines of the American Smelting and Refining Co. are in the district (fig. 1. The principal ore deposits are in T. 12S., R.8E., Gila and Salt River base line, at an altitude of about 3,000 feet. The present town of Silver Bell, established in 1952, is reached by a paved highway, the Avra Valley road, that turns west from Highway 84 at Plata siding near Rillito and extends westward 25 miles to the townsite (fig. 2). The present town is about 5 miles southeast of the old town of Silver Bell that flourished from 1900 to 1930.

One phase of the work of the Bureau of Mines in health and safety is promotion of the use of safe, satisfactory, and reliable respiratory-protective devices. To insure that such devices will be available, the Bureau has established schedules of minimum requirements for self-contained breathing apparatus,3/ gas masks,4/ supplied-air respirators (hose masks, air-line respirators, and abrasive-blasting helmets, hoods, or masks),5/ dispersoid (dust, fume, and mist) respirators,6/ and nonemergency gas respirators (chemical-cartridge respirators).7/ Approval tests of self-contained breathing apparatus are conducted under the supervision of mining engineers of the Accident Prevention and Health Division} Region VIII; approval tests of other types of respiratory-protective devices are conducted by the Health Branch.

COAL preparation will be the main topic discussed at the first fall meeting of the Coal Division at Pittsburgh, Sept. 11, 12 and 13, though valuation, mergers, safety, stream pollution and other topics will not' be neglected. It is particularly appropriate that the great changes taking place in preparing coal for the market should be discussed at length where in the plants of the Pittsburgh Coal Co. and others the opportunity is afforded to see on a large scale just what is being accomplished. In wartime, the United States broke all records in coal production, but, as the late Franklin K. Lane pointed out, every fifth car shipped consisted of dirt. Obviously that constituted a big bur- den on industry and, in the remaking of the business which is now taking place both in the anthracite and bituminous fields, clean coal has properly enough be- come a watchward. Central coal-cleaning plants are being erected as a part answer to the puzzled inquiry of those familiar with metal mining as to why miners of coal have so long been content with what are relatively small units of production. Gradually big collieries comparable in tonnage output to the biggest copper mines are being built, and excellent examples are to be seen near Pittsburgh. To prove to .the satisfaction of all concerned that electrolytic manganese from our low-grade domestic ores could be substituted satisfactorily for ferro-manganese made from high-grade foreign fires, an extensive series of tests was conducted in cooperation with industry, in which electrolytic manganese pro-duced by, the Bureau of Mines at its Boulder City, Nev., Station was substituted for the ordinary ferro grades in the production of ferrous and nonferrous metals and alloys and welding-rod coatings. Over 1,200,000 pounds of manganese was given out for this purpose. The objectives of the tests were accomplished, and for some purposes electrolytic manganese was shown to be superior to other grades because of its high purity. The only serious objection that can be raised against electrolytic manganese is its price, which puts it out of reach for most purposes. Even if the price were to be lowered to a point where it would be in line with ferro grades, it is questionable whether electrolytic manganese from domestic ores could supply more than a small part of the needs of American industry because of the large volume of domestic ore that would have to be processed to supply a satisfactory feed for the electrolytic process. Thus, although electrolytic manganese is highly desirable from a metallurgical standpoint, it could not be expected to substitute for more than a fraction of our domestic manganese requirements.

In view of the steady depletion of primary sources of copper and the increased global demand for refined copper, it becomes necessary to explore some secondary sources for possible extraction of copper. The waste copper smelter dust (CSD) is a rich secondary resource for copper as shown by the chemical composition of the South African Palabora coppers smelter plant CSD that assayed 18.02, 13.36, and 3.4 wt% copper, iron and sulphur, respectively. Studies on CSD have focused majorly on either dust characterization or treatment, while hydrometallurgical extraction without pretreatment and with pretreatment using techniques such as oxidative roasting are also considered quite attractive. The challenge of iron dissolution during the leaching stage in these processes necessitates adequate purification of the leach liquor before the extraction of the metal as nano-particles. Hence, this review examined the theories relating to the characterization and treatment of CSD for copper recovery as nanoparticles; with factors having a bearing on the treatment process such as kinetics considered with the aim of providing scientific basis for the research.

There is no war between electricity and compressed air. Each one has its field of usefulness, and in that field each is supreme. In spite of commercial interests, in spite of prejudices and the enthusiasm of the inventor, the thing that is best will survive and flourish. At least ten years ago, our engineering papers contained large advertisements and pages of reading-matter about the application of electricity to mines, recording the introduction of numerous rock-drilling plants, and claiming that the problem had been solved, greatly to the advantage of the miner and with promise of large profits to the manufacturers of electrical apparatus. Edison and Thomson labored to apply electricity to mines, and each believed that the probabilities of success were great. This was the period of the solelloid rock-drill, which mas admirably suited, theoretically, to the percussive principle and in the development of which hundreds of thousands of dollars have been spent without satisfactory result. I have searched in vain for a standard mining equipment where electric rock-drills are in constant, commercial operation. During a recent trip made from New York to California, I visited most of the important mines of the West and failed to discover a single electric equipment, so far as this class of mining-work is concerned. If any one will inform me where there exists today an electric-drilling equipment in constant service in mines in the United States, I shall be glad to receive the information. A composite material consists of two or more dissimilar components. These dissimilar components retain their identities when mixed together and contribute to the properties of the composite. A composite usually consists of two parts, the matrix and the reinforcing material, or extender that is added to the matrix. Typical materials used as the matrix in composites are metals, polymers, and ceramics. The reinforcing material can be added for any number of reasons. For instance, if the matrix is expensive, an inexpensive filler may be added to the matrix to lower the cost of the product without sacrificing properties. An example of this is calcite (CaC03) which is added to systems such as polyvinyl chloride (PVC), to lower the cost. Reinforcements may also serve as a means to enhance the properties of the matrix material. For example, carbon fibers are frequently added to plastics to increase their strength, and glass spheres may be added to plastics to improve flexural strength. Mg(OH)z is added to polymers to give the property of fire retardancy. The latter is the focus of this paper.

Dr. Dean should be congratulated on the preparation of such an erudite and scholarly dissertation on bauxite and on the work which the Bureau of Mines has been doing in connection with the development of processes to use low-grade domestic materials.

What is your personal view and assessment of the overall health of the industry in the current global economy? The economic outlook remains soft for the near future and, although the global economy is showing signs of recovery, uncertainty has tempered the pace of recovery. In addition to uncertainty, we are still facing significant economic challenges in many parts of the world, including Europe and the United States. The rapid expansion of China?s economy has recently slowed, further contributing to the sense of uncertainty in the overall health of the global economy. This situation is both a blessing and a curse, depending on which sector of the mining industry we are considering. For example, coal, industrial minerals, aggregates, base metal and precious metals markets are impacted by different forces and drivers and will experience different outcomes within the same economic environment. Let me give a few concrete examples to illustrate this concept. The prevailing economic uncertainty that I have just described tends to drive investors toward safe havens. Gold has historically been viewed as a safe haven and as long as investors shy away from traditional investments, gold prices will remain high and gold mining companies will continue to expand and invest capital in their operations. The same sluggish economy that drives gold prices higher has the opposite effect on other segments of the minerals industry. A great example of this is industrial minerals and aggregates used in construction. The markets that consume these minerals have contracted significantly over the past five years. The outlook for this segment is poor, as the glut of available housing continues to inhibit demand for new construction and, thus, many industrial minerals. In addition to this, the federal government?s lack of political will to enact long-term legislation funding transportation and infrastructure projects continues to be a drag on the U.S. aggregates industry.

"Medium Voltage (MV) metal clad switchgear is referred to as the voltage class from 2.4 kV to 38 kV. Technological advances in circuit breaker designs over the last 20 years have given rise to retrofit options in lieu of complete replacement for older outdated circuit breaker technology. This paper examines the four MV breaking techniques that exist in industry and investigates various retrofit versus refurbish options for switchgear modernization and life extension. IntroductionThe life extension and upgrade of medium voltage circuit breakers is becoming an increasingly important issue in today’s modern industrial facilities from both a reliability and safety standpoint. Unscheduled downtime, loss of production, and plant safety issues are just some of the concerns that need to be addressed with aging switchgear. A thorough examination of the available breaking mediums allows an informed decision to be made when the time comes to assess equipment performance. If you look back over the history of medium voltage breakers, you will find that there have been four breaking techniques developed and widely used:• air magnetic;• minimum oil;• vacuum; and• SF6.Many facilities that were constructed 25 to 30 years ago relied on air magnetic or minimum oil circuit breakers in their distribution systems. At the time, these were the only “tried and tested” options and they afforded good service. Since then, however, newer technology has given us the vacuum and SF6 mediums which have both proven their reliability and monopolized the market. All the methods have their particular place in industry and what follows is a summary of the advantages, disadvantages, and chronological development of each breaking technique."

This report describes an investigation of the technical feasibility of using a conventional commercial-size (10-ft. i.d.), rotating grate, dry-ash-removal type gas producer to make producer gas from chestnut-size bone anthracite. Test instruments were installed, and some minor changes were made in the equipment to handle the large quantities of materials expected. Extensive tests, lasting about 4 weeks, were planned, using 35 to 50 percent ash chestnut anthracite bone. However, operations were suspended after 8 days when it became apparent that to use this type of fuel satisfactorily substantial changes in equipment and operating procedures would be required. Nevertheless, enough data were obtained to indicate that gas could be produced continuously and routinely from bone coal in this type of producer whenever conditions justified the necessary development work.

"Descending several stories down a metal staircase into a shaft spanning a quarter city block -- soon to become Roosevelt Light Rail Station in Seattle, WA -- visitors are greeted with four perfectly round, precast concrete-lined horizontal holes leading deep into the earth. The sound of water trickling out from a small drainage trough can be heard over the faint echoes of construction within. Upon entering, the light is dim, but the air is clear with barely a dust particle flowing through the sunbeams. This type of air quality is only accomplished with diligent controls, and JCM Northlink, the company in charge of building the Northgate Link Extension Project, is taking those measures seriously.Commissioned by Sound Transit, JCM is a joint venture of three companies: Jay Dee Contractors, Frank Coluccio Construction Co. and Michels Corp. The tunnels JCM constructed are intended to provide fast, reliable underground rail service, as well as relieve one of the region’s most congested traffic areas. The $440 million project will connect the Northgate, Roosevelt and University District neighborhoods north of Seattle to the downtown corridor and SeaTac airport further south.The scope of this project includes excavation for two light rail stations, boring of two parallel 5 km- (3.3-mile) long light rail tunnels in six runs and the construction of 23 cross passages. Begun in 2014, Sound Transit estimates that crews excavated more than 382,000 m3 (500,000 cu yds) of soil and installed 7,352 precast concrete tunnel liner rings during the shaft construction and boring phase. Now that tunnel boring is complete, JCM is in the process of constructing the cross passages, which act as maintenance areas and escape routes for passengers. Throughout the entire process, the company has utilized atomized mist to control particle emissions.“Our dust control needs change at every phase of the project and don’t go away until the project is fully complete,” said a JCM safety representative. “We found that different dust suppression technologies were needed at different intervals, but atomized mist seemed to fulfill our needs at every step.”"

The Chinese antimony mineral resources are mainly existed in the form of three types, such as stibnite, antimony-gold ores andjamesonite. The antimonial dust that produced from lead smelting process is an important secondary antimony resource. The different process that was adopted to extract antimony depends on the different raw materials. The process of blast furnace volatilization smelting is mainly used to treat stibnite and antimony-gold ores. But jamesonite is treated by the process of roasting-sintering-blast furnace smelting. And antimonial dust is treated in the reverberatory furnace. Many new technologies that are applied in these traditional antimony smelting processes play important roles, such as deleading agent, antimony white production, air-oxidation method, direct-blowing method, bath smelting technology, and so on. At the same time, the development of antimony smelting technology in china is prospected according to the requirement of the state environmental protection.IntroductionThere are five countries that produce antimony in the world, such as china, Tajikistan, Bolivia, Russia, and South africa, but China is the largest country of antimony production in the world. In the world, the antimony productions of 2008, 2009, and 2010 are 182,000 tons, 154,000 tons, and 167.000 tons respectively, but Chinese antimony productions are 166.000 tons, 140,000 tons, and 150,000 tons respectively. So Chinese antimony production was accounted for more than 89% of the world in 2010. It indicates that China have irreplaceable advantages in antimony resource and production all over the world."
