DURING the past fourteen months, this committee has had under consideration and study the subject of the licensing or registration of engineers. The fifteen members of the committee as appointed by Council, were selected from thirteen states, viz., Connecticut, New York, Pennsylvania, Ohio, Georgia, Louisiana, Illinois, Missouri, Iowa, Minnesota, Colorado, California and Washington, and therefore represent practically all sections* of the United States, as well as mechanical, electrical, mining, hydraulic, municipal, sanitary, railway and' structural engineering, and also colleges of engineering. The first work of the committee was to investigate the general subject and to collect, so far as possible, avail¬able material bearing upon the subject in hand,. in-' eluding opinions from many engineers as to the need or desirability of legislation, as well as copies of all state laws passed and proposed, having to do with licensing or registration of engineers, architects and surveyor, This preliminary investigation disclosed that very pronounced views were held by engineers throughout the country, both for and against state licensing or registration. The general sentiment one year ago was more opposed to such measures than it is today. The older members of the profession did not as a rule favor licensing nor did they feel there was need for state regulation of engineering practice, while among the younger men there was a feeling that licensing or registration by the states would add prestige to professional engineers and in many ways benefit -the profession, as well as individual engineers.

"This work investigates the early stages of precipitation in Al-Mg-Si alloys using a combination of high angle annular dark field scanning transmission electron microscopy (HAADF-STEM), selected area electron diffraction (SAED) and density functional theory (DFT) calculations. Quenching from a high temperature (solution) treatment leaves an alloy in a high-energy unstable state, with solute and vacancies in supersaturation. Thus, already at room temperature (RT) a large driving force exists for solute atoms to cluster and order on the Al matrix positions. DFT calculations indicate that strain alleviation is important at this stage. We observe larger regions of Mg-dominated L10 ordering together with a Si-dominated ordering of smaller clusters in a particular geometry connected to the Si-network found in all the precipitates. In addition, building blocks of the main hardening phase ?'', stabilized by vacancies, are observed at higher, typical pre-aging temperatures.INTRODUCTION Al-Mg-Si (6xxx) alloys are widely used in industry due to a combination of favorable properties such as strength, ductility, corrosion resistance and lightweight. They undergo a complex production route, usually consisting of the following thermo-mechanical steps: casting, homogenization, extrusion or rolling, solution heat treatment (SHT) and artificial aging (AA). The SHT takes place at temperatures above the solvus line in the phase diagram, usually between 500°C and 570°C, followed by a rapid cooling to RT. This ensures that high amounts of solute atoms, uniformly distributed on the cubic face-centered (FCC) Al lattice, together with a large amount of vacancies, are quenched-in. The material is therefore in a super-saturated and unstable state. During the subsequent AA, at temperatures usually between 150°C and 220°C, the solute atoms diffuse and cluster, forming metastable precipitates with needle/ lath/ rod morphologies having the main growth direction along <100>Al. With a maximum alloy solute level (Mg + Si) of only 2%, these precipitates increase material strength up to three times that of pure Al, and are essential for the final material properties. To understand and make better use of this phenomenon, it is imperative to research the nature of the precipitates (such as their atomic structure), measure their key parameters (number density, size, volume fraction) and connect it to material properties (Marioara, Andersen, Zandbergen & Holmestad, 2005; Marioara et al., 2014). SHORTLY after our previous paper on this subject was printed,1 we located a source of uncertainty in the results arising from the unexpected fact that hydrogen slowly reduces silica at 1100° C. in presence of iron, even when the iron nowhere touches the silica, although in absence of iron it does not do so. This difficulty has been completely obviated by the use of a small high-frequency furnace, which enables us to heat the specimen for analysis without raising the temperature of the silica vessel to a point at which any appreciable reduction of the silica glass occurs. We now describe this modification of procedure, and present some typical results obtained with it. For any given specimen of steel, the results are entirely definite and. reproducible, but their precise significance is still open to some question, as indeed is true of all methods of oxygen determination so far developed. Further elucidation of this question is to be expected from the cooperative comparison of the several methods now under way under the auspices of the Bureau of Standards at the instance of the Iron and Steel Division of the A.I.M.E.

Failures within hard rock underground excavations have historically been defined by a depth of failure, estimated in the field or through individual measurements, with a simplified failure geometry; such as 1/3 span, cubic or paraboloid. This simplified shape, volume and mass of failure is typically used to estimate in situ demand as a simplified discrete point. However, the highly variable failure geometry indicates simplified methods to estimate the mass can be erroneous in comparison to high precision LiDAR scans. Advances in technology have enabled the accurate capture of failure geometry and allow a far more accurate analysis of failures to be completed. This case study investigates a number of real-life failures to accurately define the failure geometry, the distribution of the failure parameters and compares this to traditional methodologies. This paper also outlines a suggested means of standardising failure geometry parameters whilst accounting for their variability.

WITHIN the past thirty years the United States has been involved in two tragic, vicious, and costly world wars. To make the world safe for democracy was the reason given for our participation, but the confusion and misunderstanding that prevails all over the world today suggests that war is not the proper approach to the attainment of that utopia. These conflicts were conceived and prosecuted by nations far advanced in civilization and culture. Their best manhood was sacrificed, a staggering tax burden was saddled on their peoples, huge financial losses were incurred, destruction of property was appalling, and cultural and peaceful scientific advancement received a setback that may require centuries to retrieve. Therefore, some basis is established for the conclusion that progress in the past fifty years has been most outstanding in the development of instruments used for death and destruction, and that progress in this direction between the two World Wars would indicate that the next war will go far toward total destruction of world civilization.

Multilayer samples of tantalum and aluminum with the composition of Al-25Ta were prepared by cold rolling of elemental foils. The microstructure and phases were characterized by XRD, SEM and TEMISAED and the reactive phase formation was examined by DSC and DTA measurements in multilayer foils rolled for different deformation levels. The rolling procedure yields a decrease of the Ta particle size in the Al matrix and also results in the formation of a multilayer structure with a thickness of the elemental foils down to 200 nm in average. No phase formation is observed during the cold rolling procedure. While XRD and DSC measurements show no phase formation up to the melting of aluminum for samples rolled up to 40 F&R (fold and rolling) passes, in samples rolled for 50 or more F&R passes a first phase formation reaction yield an interfacial layer of TaAl3. Contrary to former studies in the investigated cold rolled Al- 25Ta multilayers the reaction starts at temperatures as low as about 340°C. The first stages of the reaction are associated with two exothermic maxima, that increase in amplitude and shift to lower temperatures with increasing number of F&R passes. At higher temperature the TaA13 reaction layer thickens very sluggishly and yields a third exothermic maxima at about 600°C. Isothermal DSC scans show the reaction is not finished for samples containing elemental particles larger than 1 pm after annealing at 550°C for 5h. In all the investigated samples no Al- Ta phase other than Tad3 was observed to grow for heat treatments up to 800°C. Multilayer samples heated up to 1400°C show a morphology consisting of small AITa2 particles embedded in a single phase TaA13 matrix. The multilayer microstructure and reaction product morphology are characterized by SEM and TEM investigations in cross-section and plan view geometry.

It is generally understood by workers in the field of the crystal structure of metallic alloys that terminal solid solutions are of two types, the substitutional and the interstitial. In reviewing the literature, the work of Weissl on the crystal structure of the alpha copper-tin alloys was encountered, in which a new type of terminal solid solution was proposed. In brief, Weiss&apos; findings showed that the density of the alloys calculated from the side of the unit face-centered cube on the assumption of simple substitution—that is, with four atoms to the unit face-centered cell—was much higher than the density measured directly. It was suggested that the assumption of four atoms to the unit cube is not valid for these alloys, and that each unit cube contained less than four atoms; in other words, that one tin atom replaces more than one copper atom, leaving some atomic positions unoccupied. Such a structure, if verified, would have far-reaching significance in the study of the crystal structure of metallic alloys. It would indicate a complexity in terminal solid solutions not hitherto suspected and might encourage work leading to the discovery of other alloys of the same type, and perhaps to types intermediate between it and the two recognized types. It is of importance, therefore, to reinvestigate these alloys with respect to the type of solid-solution structure obtaining therein. Materials and Experimental Method The alloys were prepared from electrolytic copper cut directly from the cathode and the high-purity tin furnished by the U. S. Bureau of Standards for the calibration of thermocouples. No analyses for impurities of these materials or of the finished alloys were made, since such impurities as might be present could have only a wholly inappreciable effect upon the data obtained and the conclusions drawn. The alloys were made by melting the weighed copper charge in a graphite crucible under a KCl-LiC1 flux with later additions of NaC1, using induction heating. Apogee Coal Company, DBA Arch of West Virginia, faced the challenge of drilling and blasting over one million cubic yards of high temperature overburden at its Ruffner surface operation near Logan, West Virginia. The overburden was removed above the Upper Five Block seam that was previously deep mined, abandoned, and later engulfed by fire. Borehole temperatures were measured above 700” F.

"In the article there is set forth a development experience of JSC LEBEDINSKY GOK Beneficiation Plant concerning the plan of increase in the production volumes of the iron ore concentrate with Fe content more than 69.5%. There are considered the issues regarding implementation of the updated process scheme of the concentrate beneficiation using fine screening operation, its industrial tests have shown an exploitability of this development direction. There are described the issues relating to the ceramic filters for dehydration of the additionally-beneficiated concentrate, there are given the production and process figures achieved during the exploitation. The methods of the research. In the paper there have been used the following scientific research methods: the methods of system analysis, mathematical statistics, classification, comparison, modelling, observance, experiment. INTRODUCTION JSC LEBEDINSKY GOK is the largest leading enterprise for iron ore beneficiation and the unique RF producer of the merchant hot briquetted sponge iron (HBI) highly demanded by the consumers. Raw materials for hot briquetted iron production are fluxed pellets produced from iron ore concentrate with Fe content more than 69.5% (additionally-beneficiated concentrate). Strategic program of the plant’s development foresees expansion of production of the highly demanded products that imposes a necessity of expending capacity of the enterprise and implementation in production of modern processes and equipment having low resource intensity and ensuring in addition a high efficiency. Construction of the third stage of the HBI Plant became one of directions for the strategic development of JSC LEBEDINSKY GOK implemented in 2017 that caused a demand in the production volumes and filtration of the iron ore concentrate with Fe content more than 69.5%. Purpose of the work – to develop and to provide a rationalization for efficiency of the production process and filtration of the iron ore concentrate with Fe content more than 69.5% ensuring increase of production volumes and its prime cost."

"The East Garden Grove - Wintersburg Channel located in Orange County, California, required upgrades along the levees to mitigate potential liquefaction and lateral spreading hazards. The Orange County Public Works designed soilcrete columns constructed between two rows of steel sheet piles along both sides of the channel between Graham Street and Warner Avenue (approximately 2,500 ft), and along an approximately 2,000-ft-long stretch of the south levee. The earthen embankment, approximately 13- to 15-ft high and damaged significantly by erosion, was then excavated to widen the channel to increase the channel flood conveyance capacity.The site is located within the Los Angeles Basin, underlain by several thousand ft of marine sedimentary strata. Uncontrolled fill materials were encountered to approximately 10 ft below ground surface, underlain by tidal and flood plain deposits. Groundwater was encountered at sea level, which is approximately 10 ft below grade.This paper will discuss site soil conditions, and the construction and quality control of soilcrete columns constructed by wet soil mixing; also, the paper will introduce the Drilling Index (DI) as a measurement tool, similar to the cone penetration test (CPT), to evaluate the soil strength in more detail. Finally, the statistical analysis of soil mixing strength distributions for the project quality control will be presented.INTRODUCTIONWintersburg Channel in Orange County, California, required ground improvements along the existing levees to mitigate potential liquefaction and lateral spreading under the site design earthquake. For this project, approximately 6,700 soilcrete columns were constructed in a cellular pattern to an approximate depth of 40 ft. All of the soilcrete columns are 3 ft in diameter with the design unconfined compressive strength (UCS) of 150 psi."

The Codelco Chile El Teniente Division Caletones Smelter has an objective to smelt 1,250,000 tonnes per year of copper concentrate. This is a great challenge for the smelter facilities and particularly for the acid plants. The analysis ensuring that there are no obstacles to achieve the production capacity was of great importance. Therefore a series of activities were undertaken as well as studies dedicated to reach the target. This paper presents work focused on a fluid dynamic study, translated in an operation methodology of integrated handling of the smelting and converting gases with the objective to optimize the gas flow and S02 concentration. The optimization should be done employing the current installations, equipment and instrumentation and/or minor modifications. In the first part of the work the condition of the instrumentation involved in the gas handling was checked, improvements determined and the corresponding corrective actions were carried out. The proposed operation method consists of operation of the Cleaning Gas Plant 2 (TC&apos; s gases) and operation of Gas Cleaning Plant 1 (the remaining gas plus the gases from CPS). The implementation of the operation method involves the modification of the valve of the gas into the duct to plant 1 from On to Off to modulate flow. After modification a three days test was carried out. To evaluate the tests, a "Sulphur Capture" indicator was used. During the test the behaviour of the effluent treatment plants was closely examined. No problems or unusual operating conditions were observed. The reduced flow of gas to Gas Cleaning Plant No. 1 permitted the start up of the 2nd test day treating most of the gas received by Gas Cleaning Plant No. 2. The operation was carried out with the limitation not to increase the effluent pond level, which was maintained constant.

Emerging from discussions of U.S. energy policy: from the Project Independence Blueprint; from President Ford&apos;s statements to Congress; and from several independent appraisals of the situation; there is a clear objective to achieve an appropriate balance of supply and demand in the near term future (1) by developing more efficient ways of using energy and (2) by extending domestic sources of energy. More specifically, the strategy for achieving this goal has three parts (1) Conservation of energy through greater efficiencies in automobiles, appliances, lighting, heating, and industrial processes. (2) Increased domestic production of oil and gas through new sources such as the outer continental shelf and new efficiencies such as tertiary recovery. (3) Substitution of coal and uranium for oil and gas in utility power plants and industrial heating. The goal of energy research and development is to help achieve these goals and to help minimize the economic, environmental and social impact of our shift from imported energy to domestic sources. The focus of this paper is the implications of the expanded use of coal, and the research and development which may help achieve the above goals in so far as coal is concerned.

• In 1949 the United States imported 7,400,000 tons of iron ore; Chile, Sweden and Canada, in that order of importance, supplied over 80 pct of this amount. U. S. imports have increased from 3 pct of the total supply in 1940 to 8 pct in 1949. • Mica has been successfully synthesized by scientists of the National Bureau of Standards. quartz, magnesite and bauxite, plus a fluorosilicate compound to act as a crystallizing agent, are heated to 2500°F in a platinum-lined crucible and as the furnace cools mica crystals grow. The key to parallel growth to make sheets is in precision control of temperature. • Inland Steel Co. of Chicago has taken an option to lease from Steep Rock Iron Mines, Ltd., of Canada -- a large undeveloped acreage in the vicinity of Steed Rock Lake, Ontario -- for the purpose of exploring and developing a new iron ore mine. The exploration program is expected to begin at an early date. •A 20-yr test conducted by the U. S. Bureau of Mines with the cooperation of Cleveland-Cliffs indicated that chemically treated timbers last from 2 to 3-1/2 times as long as untreated ones set in the same passageway. Of the three reagents used, zinc chloride gave the best result -- 13.3 yr as compared to 3.8 yr for untreated timber. •Senator Pat McCarran charged that President Truman used a "shotgun approach" to the taxation problem when he accused the mining industry of enjoying excessive depletion exemptions when actually mining taxes should be lowered. He introduced to the Senate a report of the National Advisory Council -recommending a decrease * The country&apos;s first graduate program of research and instruction in conservation of natural resources will begin at Yale in September. The Conservation Foundation is supplying $20,000 a year to finance the program. •Felix E. Wormser urged that adequate tariff protection should be provided to offset effects of devaluation on the domestic mining industry in an address before the Colorado Mining Association. He advocates tariffs rather than subsidy legislation, such as S. 2105, for the protection of the lead-zinc miners because the latter would promote inefficiency and "impair our priceless free market." •"It may be startling to realize that for the world&apos;s white population the per capita requirements for minerals have multiplied 30 times in 30 yr, or that more minerals have been mined in the last 40 yr than in all prior history." -- Evan Just, in "Mineral Depletion and Metal Supply." •The National City Bank in its monthly letter states that both management and the unions concede that there are too many miners trying to make a living out of the industry for its present market. •On Feb. 3 it was reported that 6000 Anaconda employes in Chile quit jobs in sympathy with striking telephone and electric workers. The government has ordered them back to work on penalty of discharge. It appears that the walkout will not be prolonged in view of the government stand.

Cold gas dynamic spray is an innovative technology allowing the deposition of thin metallic layers on a bulk or sheet substrate. Titanium on aluminum deposition is very attractive to the aeronautic industry, due to the enhanced corrosion resistance and wear properties of titanium coating as well as its improved compatibility with CFRP, preserving the reduced cost of aluminum substrate. One main drawback, however, is related to the micro-porosity of the deposed layer, negatively affecting the corrosion barrier performance. In this paper, the effect of selective laser post-treatment on pure grade 2 titanium coatings on AA2020-T3 sheets was experimentally and numerically investigated. Morphological features, microstructure and chemical composition of the treated zone were assessed by means of optical microscopy, scanning electron microscopy and energy dispersive X-ray spectrometry. Microhardness measurements were also carried out to evaluate the mechanical properties of the treated coating. A numerical model of the laser treatment, based on a finite volume scheme, was implemented and solved to simulate the process and discuss the experimental outcomes. Obtained results highlighted the key role played by heat input and dimensional features on the effectiveness of the treatment.

Understanding the nature of liquid structures and properties remains an open problem for many fundamental and applied fields such as materials sciences and processing. And as well known, there is no other defined phase line above liquidus (TL ) in phase diagrams of ordinary binary systems. However, via different experimental resorts, our research results on over 30 metallic melts including alloys and elements show a novel physical image: temperature induced liquid-liquid structure transition (TI-LLST) can occur hundreds of degrees over TL. On the other hand, the solidification behaviors and structures out of the melts experienced TI-LLST are distinct from those out of the melts before TI-LLST. In this presentation, some characteristic aspects of the TI-LLST and the effects on solidification behaviors and structures are briefly summarized, and the pertinent rules and mechanism are also analyzed.

The Bogong Power Development Project in Victoria, Australia involved the construction of a 15 m long mass concrete plug up to 9 m in diameter within the head race tunnel. The plug is critical to theperformance of the scheme as it permanently seals the head race tunnel under approximately 300 m head of water.The location of the plug in the headrace tunnel was determined by a programme of in situ rock stress testing using both hydrofracturing and over coring stress testing methods.In recognition of the importance of the plug, the Head Contract specification requires that its temperature during hydration be controlled using an embedded cooling system. In addition, contact grouting and curtain grouting around the plug cannot commence until thermal contraction was substantially complete.This paper describes the use of bespoke fi nite element software to model the temperature rise in the plug and design mitigation measures to control temperature rise in the plug. These measures include restricting the concrete placing temperature to 10°C, incorporating 39 per cent fly ash in the concrete and installing embedded cooling circuits.Site trials were undertaken to calibrate the model for the proposed concrete mix. The cooling system comprised 25 mm ID pipes forming twelve separate circuits that fed 7°C water from a single chiller unit. The cooling system reduced the peak temperature in the plug to approximately 30°C and the associated risk of early-cracking. The time before contact grouting could commence was shortened to less than two weeks from casting.

The object of this paper is to give a description of the new office and changehouse building and equipment at the Zinc Corporation Limited, the office section of which has now been in full use for approximately three years, and the changehouse section for approximately two years. As the expectations of the design have been fully realized, it is thought that this description will be of interest to members and possibly of some use to others faced with similar problems.GENERALIn the centralization of the surface plant around the new main shaft the combined office and changehouse building forms a prominent feature, being located between the shaft and the mill and facing the workshops on the northern side.The scheme for housing all employees in one building was proposed by the Manager, Mr. A. J. Keast, who was familiar with a similar successful structure built at the McIntyre Porcupine Mines Ltd. in Ontario, Canada.The principal features of this building were adopted as a basis for design, and the present layout evolved to suit the particular requirements of this mine.Some of the advantages of the design are:(a) Economy in first cost and space occupied when compared with plants having separate office and changehouse buildings.(b) Easier and more constant supervision of employees and of the plant by the senior staff members.(c) Close contact between officials of all departments.(d) Close covered connection between changehouse and shaft.(e) Avoidance of duplication of ,essential services such as electric power, water, heating plant, sewerage, etc.The Managing Director, Mr. W. S. Robinson, further instructed that the following requirements be adhered to in the new building:(a) Ample accommodation to be provided for office staff and other employees.(b) Special attention to be paid to lighting, both natural and artificial.(c) Working temperatures to be controlled to facilitate comfort and efficiency.(d) The buildings and equipment&apos; to be of a permanent nature with furnishings and fittings of modern design.

At the McIntyre mine, there are two distinct operations: a gold mine with narrow veins, mined by cut-and-fill methods, and a copper mine with large, open, long-hole stopes. The application of the Critical Path Method to scheduling work in the copper mine, where it has been used successfully for several years, is de-scribed briefly. This application is relatively simple. Use of C.P.M. has now been extended to the gold mine. To replace the former method of scheduling from bar-charts, a procedure was developed for scheduling automatically. To handle an operation of this size and complexity, a computer was essential. Improved schedules are now being produced, with a saving in time.

"Modified humic acid (MHA) has been developed by Central South University (CSU) and authorized in China. It has been reported that MHA is an effective binder for oxidized pellets prepared from specularite concentrates. In this research, effects of MHA binder on roasting behaviors of the specularite pellets are studied. MHA is an organic binder, containing much carbon, hydrogen, oxygen, etc. During the roasting, MHA can provide some heat because of combustion of hydrocarbon, which is beneficial for the recrystallization of Fe2O3 in the specularite pellets at high temperature. Simultaneously, part of hematite particles within the pellets are firstly reduced to magnetite, then, magnetite is oxidized into secondary hematite, which obviously improves the roasting performance of specularite pellets.IntroductionOxidized pellets have been widely used in steel production as a kind of high quality burden for blast furnace ironmaking [1]. In recent years, production of oxidized pellets is developing very fast. Therefore, the supply of high quality magnetite concentrates, which is the most suitable for pellet production, becomes scarce. It is imperative to pursue new alternative materials for oxidized pellet production [2]. Specularite concentrates have attracted widespread attention due to the advantages of high total Fe grade and low impurity content. However, due to the poor ballability and firing performance, specularite has not yet been widely applied into pellet production [3, 4]."

Flyrock is the source of most of the injuries and property damage in a majority of blasting accidents in surface mines. A quantitative correlation between shot conditions and maximum flyrock range can be used to define a "blasting area" in which no personnel or equipment should be present during a shot. The approach used was to develop a model that correlates shot conditions and initial flyrock velocities and permits computation of flyrock range from ballistic trajectories. The Gurney formula for velocity of explosively-propelled plates or fragments was adapted to explosively-propelled flyrock from vertical rock faces or from bench tops. The modified Gurney formula was then "calibrated" with measured flyrock velocities from mining and explosives literature. Charts were then developed for possible field use which give maximum flyrock range as function of shot conditions. The model indicates that for flyrock from vertical faces, borehole diameter, minimum burden and height of explosive column define maximum flyrock range for a given explosive, shot in a given rock. For flyrock originating from bench tops, flyrock range appears to be controlled by the distance of the top of the explosive column to the borehole collar, by total explosive load per borehole and, to a lesser extent, by borehole diameter.
