"The Starved Acid Leach Technology (SALT) has been developed by Search Minerals to extract nickel and cobalt VALUES (from nickel laterite ores (saprolites) and Caron plant residues. The technology consists of sulfuric acid atmospheric leaching of the ores or residues followed by neutralization and recovery of nickel and cobalt. The acid addition is carefully controlled to maximize nickel and cobalt extraction while minimizing overall consumption of acid by various gangue reactions. The final recovery processes can be tailored for maximum economic benefit. The use of resin-in-pulp processing is advocated as the most cost effective method for initial recovery of nickel and cobalt from lower grade materials. INTRODUCTIONCommercial processes for laterite ore treatment vary according to laterite type and local conditions. The two general categories of laterite ore are saprolites and limonites.Saprolites are generally treated by pyrometallurgical processes for reduction of nickel to matte or ferro nickel alloys. The high cost of drying, chemical reduction and electric furnace smelting requires that the saprolite grade for economic processing is of the order of 1.8% nickel or higher. There are of course large amounts of saprolite that fall below this “cut-off” grade that are not currently economic.Limonites can be treated by the Caron Process which involves drying of the ore, a reduction roast of the whole ore to reduce nickel and cobalt (and some iron) to the metallic state followed by ammonium – ammonium carbonate solution to leach nickel and cobalt. Nickel and cobalt recovery are low (70-85% for Ni and 20-50% for Co). The Caron plant tailings therefore contain high levels of unrecovered nickel and cobalt. Relatively few plants have used the Caron Process and new installations are not anticipated due to the high energy cost of drying and reduction roasting. Nevertheless, plants in Brazil (Niquelandia), Australia (Yabulu) and Cuba continue to operate.The high pressure acid leach (HPAL) process was pioneered at Moa Bay in Cuba in the 1960’s in the treatment of limonites. In the 1990’s the HPAL process was touted to revolutionize the nickel industry with low capital and operating costs for new installations. Murrin Murrin, Cawse and Bulong in Australia were started and in each case the technical difficulties of operating at extreme temperature and pressure conditions and the challenges in “ramping up” a complex hydrometallurgical facility conspired to cause these plants to fail economically. At present, Cawse and Bulong are closed and Murrin Murrin continues to operate after undergoing a financial restructuring."

The continuous casting machine is one of the most important steel production steps in a melt shop. The tundish, a reservoir between the steelmaking ladle and the mold, has great influence over the steel cleanliness, along with the productivity bid. It must takes into account the quality of the metal and operational safety. Several different variables are related to the tundish process, of inclusionary cleanliness. Some of them are discussed in this paper: the free opening of ladle, tundish inertization, steel temperature in the reservoir and clogging formation, besides a brief topic about castability. Therefore, a critical analysis, with a review from some papers available in literature, is proposed in this study, with its focus on tundish.

The idea of automatic or remote control of the mine ventilation process generally, and methane concentration particularly, attracts the attention of mining engineers more and more. The advantages of introducing mine ventilation control systems are breaking traditional reluctance. The change of attitude is not only because of the requirements of modern exploitation technology, but it is also due to the recent progress in development and successful introduction of reliable monitoring systems and actuators in the form of controlled ventilators and doors [1]; [2], [3], [4], [5], [6]. Many 'years of theoretical and experimental studies of the dynamics of mine ventilation processes created the needed base for a proper design of an automatic control system [7],[8],[9], [10]. From these studies must, however, be drawn a fundamental conclusion, which may be regarded as the motto of this paper: An automatic control system for mine ventilation ill-conditioned or improperly designed is capable of creating hazard situations in response to random disturbances, much more, severe in consequence than a traditional ventilation system without any automatic or remote control! This statement is easy to prove if the dynamic properties of the ventilation process are taken into consideration. The ventilation process, as a matter of fact, is described by non-linear equations, and it must be expected that the process has more than one state of equilibrium. In other words, in the ventilation process may exist not only one but also more than one steady-states of flow, of which some are stable and others unstable. In certain circumstances, there may be no steady-state at all, and the process will oscillate [8], [11] , [12] . The state of flow in a network tends towards a steady-state and the actual steady-state established will depend on the initial conditions or disturbances in flow (fire,. etc.), which steady-state from the total number that will be . We frequently observe jumps from one steady-state to another. Disturbances in flow conditions which may cause such transitions are events of random character, occurring very rarely. Concluding, it must be stressed that there has to be a control system adjusted to the ventilation process in order to avoid situations mentioned above. There is only one alternative available and suitable for examination or study of the dynamics of a given mine ventilation problem: either by continuous monitoring of the real process, or numerical simulation of the process using a mathematical model. The advantages of the second method are obvious. This method allows consideration of every possible case very quickly and cheaply in relation to the first method. The aim of the paper is to show again that the simulation of the mine ventilation process and particularly a methane concentration process, separately or combined together with a control system, are real possibilities. A simulation method requires precise specification of the problem under consideration. For example, if we intend to examine a methane-concentration control system, the following items have to be specified: - expected target function of the control system. - structure of the control system. - mathematical model of control system, including sensor system, data preparation system, controllers, decision routine, regulators, etc. - structure of mine ventilation network. - mathematical model of ventilation process, including air flow and methane concentration processes. - pattern of disturbances which may occur in the controlled process as well as initial conditions on a 'start-up' of the system. Using typical computer programs for numerical solution of equations in the mathematical model of the problem involved, we are able, within the adequacy of the model, to simulate every case specified by the disturbances and initial conditions. As a result of simulation, it is expected that the following parameters could be defined: - transient flow in the network. - transient state of methane concentration in working areas. - stability of flow and methane concent¬ration. - stability of the control system. - range of control. - efficiency of control, etc. It is obvious that simulation methods readily allow for modifications to existing systems such that desired results will be obtained. THE recent growth of a sentiment among cyanide-plant designers against the use of gravity-stamps for the crushing preliminary to cyanidation may be said to date from the almost simultaneous perfection of the ribbed tube-mill liner and of the tall, air-agitation tank. The first step in the resulting change of practice was the universal adoption of the tube-mill for fine-grinding and the use of coarse screening oil the battery. This was the beginning of the surrender of supremacy by the gravity-stamp ; since merely the single fact that it was a more economical machine for crushing fine had retained it in favor as compared with ball-mills, rolls, or steam-stamps. The surrender, however, is not yet complete. It is the universal practice to use rolls where a relatively small tonnage is to be crushed coarse, as, for example, when coarse concentration is included in the plan of treatment. Power, attendance, repairs, and first-cost are smaller for the rolls, under such circumstances, than for stamps; and it is becoming daily more apparent that, with no concentration to provide for, the use of rolls and tube-mills, without the complication of trommels and elevators required by concentration, is rapidly gaining favor in the eyes of the leading designers. The next step was the use of the rapid-running Chilean mill between the gravity-stamps and the tube-mill, which again narrowed the field of operation of the gravity-stamp while radically widening its screen-aperture. Such a combination of stamps and Chilean mill offers advantages when fine concentration is necessary, since the reduction in the Chilean mill call be adjusted easily and governed by varying the screen-mesh. "INTRODUCTION Although many investigators have provided information on the strength and other properties of concrete the published literature cites few data on the effect of mixing cement with acid mine waters or on acid resistance of concrete in contact with mine waters. Most of the reported work on the effect of impure waters has dealt with the resistance of cement specimens to ""sulfate waters,"" that is, waters or soils with a relatively high sodium sulfate content. The ""Merriman test"" is used commonly to determine the corrosion resistance of cements for 28 days, but it does not seem certain that a cement having a high sulfate resistance in the Merriman or similar tests necessarily will show correspondingly great resistance to the sulfates of iron and, particularly, to sulfuric acid, which usually are present in acid mine waters. Extensive use of cement mortar for laying up masonry stoppings in coal and other mines and for constructing concrete mine haulageways and shaft linings, coal-storage and other retaining walls, highway bridges, culverts, and many other types of construction where it is difficult to obtain fresh water for mixing or where the structures are later exposed to contact with acid waters makes it important to know the effect of these conditions on cement and whether there is a cement better suited for such work than ordinary portland cement.CONDUCT OF THE INVESTIGATIONFor a short time early in 1935 the opportunity to obtain at least some additional information on the effect of acid mine water on cements was presented by the Relief Works Division, which provided money for irregular and indefinite employment for several months. Purchase of apparatus or material was not permitted under this arrangement, and indefinite duration of the work, intermittent employment, and finally complete cessation of the work prevented planning for extensive investigation of this particular problem."

"Pre-treatment of mill feed in a minerals processing plant enables for higher production efficiency per ton of product, reduction of consumables and diverting mineral feed types. Sensor based particle sorting allows for pre-concentration of the run-of-mine (ROM) material prior to other concentrating process. Various sensors provide different responses from the minerals in measured particles. The capability of “accepting” or “rejecting” particles based on sensor responses is investigated in specific test work for each project. Modern sorting machines use pneumatic actuators to divert the reject particles from the material stream. This paper discusses the incorporation of ore sorting test work in processing and plant design. When taking the effects of a sorting circuit into account early in the process planning phase, the downstream process can be adequately sized and impacts evaluated. Potential benefits include but are not limited to increased head grade, lower tonnage to the mill, increased mining operations, removal of deleterious elements and changed properties in the process feed. In a case study we present the Keliber lithium project in central Finland. The plant will produce 9000 tons of lithium carbonate per year from a spodumene ore. Ore sorting and flotation tests were carried out in laboratory and pilot scale. Process models were designed and simulations performed using Outotec’s HSC Chemistry Simulation software. Changes in the flotation performance (grade, recovery, impurity levels) were simulated with and without the pre-concentration of the ROM material. The metallurgical performance and mine economics of the different operational scenarios were evaluated using the Ore-Met optimizer module of the simulation software.INTRODUCTION Challenges in the recent years such as declining ore grades, increasing energy prices, scarcity of water and increasing environmental regulations raise the demand for more efficient processing technologies. Sensor based sorting offers a method for pre-concentration or waste rejection at an early process stage. The technology analyzes each rock particle separately for their unique physical and chemical properties, and diverts the particles into separate material streams by high pressure air jets. Successful implementation relies on ore heterogeneity, differential sensor response and suitable feed preparation."

Using the quadratic formalism, thermodynamic equations are derived for the composition dependence of the heat and entropy of mixing. The applicability of these equations is confirmed by available experimental data on the activities and heats of mixing for binary metallic systems of Group ZZB elements. In a recent paper arkeen' introduced a quadratic formalism describing the composition dependence of the activity coefficient in the terminal regions of binary metallic solutions. That is, in the terminal region, which may extend to as much as 60 at. pct, the logarithm of the activity coefficient, log y,, of component 2 is a linear function of (1 - N,)' where N2 is the atom fraction of component 2. Similarly, for the other component, log yl is a linear function of (1 - N,)'. A number of iron-base binary liquid alloys were shown to obey this quadratic formalism. arkeen' extended this formalism also to any corner of a ternary system and showed that the activity coefficients of the components 1, 2 and 3 (1 is taken as the solvent) can be represented by quadratic terms involving five parameters, four of the binaries and one for the ternary system. Numerous examples given by arkeen' demonstrated the general applicability of the quadratic formalism to iron-base systems over a wide composition range. In this paper further examples are given of binary liquid systems (Group IIB elements, Zn, Cd, and Hg) and of several solid solutions, again demonstrating the appropriateness of this concept. A further purpose of this paper is to extend the quadratic formalism to the enthalpy and excess entropy of binary metallic solutions and to test the equations so found using available experimental data. QUADRATIC FORMALISM FOR HEATS AND ENTROPIES OF MIXING OF BINARY METALLIC SOLUTIONS The following equations, reproduced from Darken's paper, are for the two terminal regions of binary systems. at infinite dilution and a's are temperature dependent parameters to be determined from the experimental data. Although the quadratic formalism is an assumed representation of the data, Eqs. [I] to [4] are thermo-dynamically consistent with the Gibbs-Duhem relation and satisfy Raoult's and Henry's laws as limiting cases. As pointed out previously,' the following form of the Gibbs-Duhem equation facilitates the integration in general but particularly in regions I and 11, where each of the derivatives is constant. The partial molar enthalpy of solution i, (and i; the value of i, at infinite dilution) are related to the activity coefficients y, and y," by the thermodynamic relation Differentiating Eq. The International Intercalibration and Intercomparison Program (HIP), consisting of several selected laboratories from four countries, held a radon progeny intercomparison measurement at the U.S. Bureau of Mines experimental Twilight Mine on September 12-14, 1988. Grab samples were taken at four different conditions of low and high radon progeny and condensation nuclei concentrations, respectively. The results showed good agreement among all seven participants. The coefficient of variation of all measurements was 4.7%; after minor corrections for flows and some systematic biases, it was reduced to 3.2%.

Mine tailings, the byproduct of mining and mineral processing, are increasingly mass-produced as a result of increased demand for metals and minerals as well as the advancement in technology that allows for the exploitation of lower-grade ores. Lower grades can increase the volume of tailings that may contain new gangue minerals that should be evaluated for the presence of critical minerals and other valuable metals. The practice of reprocessing, while relatively new, is crucial to reducing environmental damages, obtaining valuable critical minerals from waste, and contributing to more sustainable repurposing and disposal methods. With the increase in tailings dam failures in recent years, there is a large motivating factor in remining and removing the potential hazard to benefit the safety of potentially impacted communities. In analyzing the perspectives of various domestic and international studies, this literature review will determine the feasibility of reprocessing and reutilizing mine tailings waste for a more sustainable future while exploring current practices that have benefitted ecosystems and communities.

J. Dasher Regarding the March 1991 ME technical paper by De Souza and Moore: For more than a decade since my February 1981 article on how to use modern metric, which SME-AIME had decided to do, I have monthly pointed out metric errors to the editors. In part, I do this because there has been no action to allow editors to fix figures and tables or to allow them to require authors to do so. The latest resulting atrocity provokes this discussion of vibrating drill handle units being stated in decibels. Reply by T. Moore We have read the discussion of our paper by Mr. Dasher. Our reaction is one of surprise and incredulity. It would seem that Mr. Dasher takes exception to the use of the decibel scale to present vibration acceleration data, and the use of hertz as the unit for frequency. The basis for his objection to the decibel appears to be that it has no dimensions (which somehow invalidates its use), that it is "non-metric" and, finally, that it is parochial (of limited or narrow scope). His objection to the use of the term hertz is not stated, but we will assume that it stands condemned as "non-metric" and parochial. Obviously we disagree with Mr. Dasher's views and will now outline our reasons. Although the decibel scale originates from transmission line theory and telephone engineering, it is also at present widely used, not only in the fields of electronic engineering and acoustics, but also in the area of vibration. The original definition of the decibel (dB) was based on power ratios: dB = 10 log 10(W/W0) where Wo is a reference power. However, as the power measured across a given impedance is related to the square of the force acting upon this impedance, Z, a more commonly used definition is: [2 dB = 10 logF /Z) = 20 log F/F 10\ F0 2 /Z(0)] where F and F0 are the r.m.s. values of the forces. Now, if the measurements are related to one and the same impedance, the decibel notation in the form of 20log10(X/Xo) may be used as a convenient relative magnitude scale for a variety of quantities. Thus, X may, for instance, be an r.m.s. displacement, velocity or acceleration. It is only required that XD always be a reference quantity of the same type as X. That is, when X represents an acceleration, then X0 represents a reference acceleration. This is the formulation used in our paper. This was not an arbitrary choice on our behalf but reflects standard practice as specified in the International Standard ISO 5349-1986(E) Mechanical Vibration - Guidelines for the Measurement and the Assessment of Human Despite the metric prefix, the decibel is a parochial expression of (l) the logarithmic ratio of the loudness of a sound to what is normally audible or (2) the logarithmic ratio of two power signals in radio or electronics. A decibel is not a unit, much less an SI, unit and has nothing whatsoever to do with the acceleration of drill handles. Stating that m/s2 (acceleration) is decibels is without reason. Whoever reviewed this material should not have allowed publication of figures of dB and H.[ ] Exposure to Hand-Transmitted Vibration. This was clearly stated in the "measurement protocol" section of our paper. This quantity is then referred to as the acceleration level and is expressed in dB. We may have inadvertently caused some confusion when we simply used the term acceleration to refer to acceleration level on our diagrams. At the time, we felt the use of dB or m/s2 would make the context clear to the reader. For any confusion this decision may have engendered, we apologize. Since the decibel expresses the ratio of two like quantities, it certainly has no dimensions. It is, however, common practice to treat "decibel" as a unit as, for example, in the sentence, "The acceleration level measured at the operator's hand was 160 dB." The expression of measured quantities in dimensionless form is not inherently unacceptable. In fact, in many areas of engineering it is standard practice (consider the use of Reynolds Number, Nusselt Number, etc.). The fact that the decibel is a dimensionless quantity makes the question of whether it is a SI unit nonsensical. However, it is valid to insist that the dimensional quantities used to obtain the decibel values be expressed in SI units. A careful reading of our paper will make it clear that the measured acceleration was, in fact, expressed in units of m/s2 as was the reference acceleration (l x 10-6 m/S2). These are the accepted derived SI units for acceleration. See, for example, the standard ASTM E380-89a Standard Practice for Use of the International System of Units (SI) (The Modernized Metric System). Concerning Mr. Dasher's implication that hertz (Hz) is an unacceptable unit of measure for frequency, we would again refer him to the standard ASTM E380-89a. Here, he will find (section 2.4.2) that hertz is an accepted "special name" for the derived SI units-1. This is in keeping with numerous other international standards including ISO 5349-1986(E) to which we referred in our paper. In conclusion, we agree with Mr. Dasher on the desirability of expressing measurements in modern SI units. But we would remind him that the standards that define the use of these units, and the accepted means of presenting measured data, are in a continual state of refinement. It is, therefore, incumbent upon him to keep abreast of these changes if he wishes to constructively critique the work of others.[ ]

The kinetics of loading of gold from bromide solution onto an anion exchange resin, PAZ-4, were investigated in a batch stirred reactor. The initial loading rate was described mathematically by a first-order reaction rate equation. The effect of agitation speed, temperature, resin particle size, resin concentration, initial concentration of gold and bromine in solution on the rate was investigated. The model described fairly accurately the loading process in terms of the variables investigated. The rate constant for the initial loading ranged from 0.5 to 1.3 x10-3 sec-1 and the half-time was 9.3 to 56 minutes. The initial rate constant increased with increasing temperature with an activation energy of 15.7 kJ/mole (3.8 kcal/mole). The rate constant was directly proportional to the concentration of the resin in solution. The subsequent reduction reaction was also modeled by the first-order rate equation and the apparent rate constant was estimated to be 3.0 x 10-6 sec-1 with a half-time of about 44 hours.

I. A. Sirel—I would like to ask Mr. Sims what would the preferred hot metal analysis be as far as manganese and silicon are concerned if you used specially made iron for this process instead of basic iron. C. E. Sims (authors' reply)—A preferred composition would contain somewhat less silicon than the basic pig iron used in these experiments. High silicon requires a large lime addition. Lime must be added in sufficient quantity to neutralize the silica formed and to leave an excess for dephosphorization. Manganese presents almost no problem in operation. It is almost completely oxidized and, in burning, develops considerable heat. The evidence indicates, however, that, in continuous commercial operation, there will be an excess of heat produced, and the bath will need to be cooled in some manner as by the addition of scrap or by utilizing the energy for the direct reduction of ore. There do not seem to be any serious limitations on composition of pig iron. One heat was made with an iron containing 2.27 pct silicon and the phosphorus finished at 0.007 pct. In another, the iron contained 0.45 pct phosphorus which was lowered to 0.019 pct. This indicates considerable leeway in composition. D. R. Loughrey—We are all very much interested in the recent discovery of very large deposits of iron ore both in Labrador and in Venezuela. I would like to ask Mr. Sims if the iron ore at either or both of these places is such that it would lend itself to the manufacture of iron suitable for use in the turbohearth. C. E. Sims-—According to my information, those ores are not essentially different from ores now used in this country for making basic pig. They should, therefore, be adaptable to this process. D. I. Brown—You have spoken about the leeway, or spread in analysis of the various irons you can use in the vessel. I would like to have you tell us, if you can, about the different kinds of steels which can be made in such a vessel. The turbohearth process, or it might more aptly be called pneumatic openhearth, is a little different from that used in most Bessemer shops and in the one in which I worked. MULSIM/NL (multiple scams, nonlinear) is a three-dimensional boundary-element method (BEM) program developed at the U.S. Bureau of Mines for stress and displacement analysis of coal mines and thin metalliferous veins. It can analyze one to four parallel seams that can have any orientation with respect to the Earth's surface. Three main new features distinguish MULSIM/NL from its predecessors: (1) nonlinear material models, (2) multiple mining steps, and (3) energy release and strain energy computations. MULSIM/NL has six material models for the in-seam material: (1) linear elastic for coal, (2) strain softening, (3) elastic plastic, (4) bilinear hardening, (5) strain hardening, and (6) linear elastic for gob. Detailed checks show that numerical stress and displacement calculations compare well to known analytic solutions for simple problems. The total energy release calculated by MULSIM/NL is comprised of three basic terms: (1) strain energy release from the mined-out material, (2) linear kinetic energy release due to change in gravitational potential over the mined-out area, and (3) nonlinear kinetic energy release due to nonlinear materials in the total backfill and gob area. The strain energy release term is modified to account for nonlinear stress-strain behavior in the unmined materials. Comparisons of these numerical energy release rate calculations with known analytic solutions show excellent agreement.

Board and pillar system of mining has beer, practised in India in view of abundant availability of cheap labour force, low investment and quick return. Subsequently, selective mining from thick seems and partial mining under surface features boosted the trend. As s result over 2000 million tonnes of coal is locked up in form of developed pillars inclusive of about 1000 million tonnes of high grade coking coal in Jharia field alone. The trend of pillar formation is still uninterrupted as the estimated pillar reserve in this field in 1974 was only 700 million tonnes which increased to 961 million tonnes in 1983. The trend is not much different in other coalfields end as a rough estimate 100 million tonnes of virgin coal reserve is being transferred to pillar every year. The method of board and pillar mining is likely to remain moat preferred technology for decade9 to come in view of several inherent advantage in Indian mining conditions.

EH-pH diagrams are useful tools in understanding how mineral surfaces react in solution and particularly how aqueous conditions can be changed to enhance mineral leaching processes. However, successful application of these diagrams requires several things be kept in mind to prevent what others have termed ?gross errors? in their calculation and use. The aqueous Cu-S system is used as the basis for explaining the mass-balanced method of calculating EH-pH diagrams with the thermodynamic equilibrium software, STABCAL. This includes a breakdown of the Gibbs? Phase Rule and how it is employed in STABCAL to modify the diagrams. This methodology was then applied to the aqueous Cu-As-S system and resulting diagrams are compared against examples of those generated using the predominant-ion method. The resulting mass-balanced diagram for enargite (Cu3AsS4) is noted to compare well with spectroelectrochemical measurements using Raman spectroscopy and cyclic voltammetry.

"CSP thin slab continuous casters are well used in recent years. The control of heat transfer in the mold is very important because it is correlated with several slab defects. The mean heat flux of CSP mold was studied based on the plant production data of LCAK steel and weathering steel. The effect of various operation conditions on the heat flux was analyzed and discussed. The results showed that the heat flux was 2.1-2.6 MW/m2 on the wide face and 1.2-2.2 MW/m2 on the narrow face for the casting of LCAK steels. During the casting of weathering steel, the heat flus was mostly 2.05-2.5 MW/m2 on the wide face and was 1.1-1.8 MW/m2 on the narrow face. The heat flux depended largely on the casting speed. The heat flux on the wide face increased obviously with increasing casting speed when the casting speed was relatively low; however, at high speed, the heat flux increased slowly or kept constant. At low casting speed, the heat flux depended little on the superheat of the molten steel. The mean heat flux depended little on the level fluctuation at continuous casting mold.IntroductionCSP thin slab continuous casters are used more frequently in recent years for its low cost of construction and manufacturing. The heat flux is largely influenced by several casting parameters such as the cooling intensity of the mold, the casting speed[3], the mold flux powder [3, 4] and the carbon content of steel as well [5]. The investigation on the heat flux and affecting parameters can help to understand the solidification of molten steel in the mold."

"The Northeast Ohio Regional Sewer District (NEORSD) was required under the Federal Clean Water Act and U.S. Environmental Protection Agency’s (U.S. EPA) Combined Sewer Overflow (CSO) Control Policy to develop a Long Term Control Plan (LTCP) to reduce or eliminate overflows from its permitted CSO outfalls. The LTCP was completed in 2002. Key components of the plan include: 26 miles (42 km) of deep storage and conveyance tunnels providing a total CSO storage volume of 325 million gallons (MG) (1.2 billion liters); over 30 miles (48 km) of consolidation sewers to route CSO control flows to the tunnels; and associated diversion/inflow control structures and drop shafts. Final design and construction of the initial phases of the LTCP are completed or underway. Advanced planning of the final phases began in April 2013. This paper summarizes this advanced planning process and, specifically, how hydraulic performance and tunnel design and construction considerations were balanced to eliminate unnecessary projects and shafts, reduce implementation risks, and reduce program costs by approximately $650 million. BACKGROUND The Northeast Ohio Regional Sewer District (District) serves an area of approximately 350 square miles (SM) (907 km2), including combined (81 SM; [210 km2]) and separate (269 SM [697 km2]) sewer systems that discharge to three wastewater treatment plants in the greater Cleveland area. The service area, shown in Figure 1, is divided into three districts—Easterly, Westerly, and Southerly—each having its own interceptor system and treatment plant, ranging in wet weather treatment capacities from 100 to 735 million gallons per day (MGD) (378.5 million to 2.8 billion L/day). The system includes 124 permitted combined sewer overflow (CSO) outfalls overflowing into the region’s tributary streams, Cuyahoga River, and Lake Erie."

The lignite deposit at Onakawana on the Abitibi river is of particular interest at the present time, since the Ontario Government has recently decided to proceed with the extension of the Temiskaming and Northern Ontario railway to James bay. Forty-five miles of steel will be laid this year to the crossing of the Moose river. This will cross the lignite field. It has been known for many years that lignite occurred in the Moose River basin, but it was not until drilling was commenced at Blacksmith rapids (or Onakawana, as the camp is now known) in June, 1929, that a seam of economic thickness and extent was found. Early in 1929 the Ontario Legislature voted $25,000 for the carrying out of a drilling programme in the Moose River basin. This came as a culmination of two summers' exploratory work by the Geological Branch of the Ontario Department of Mines, and as the result of a report which said; in effect, that further information concerning the mineral resources of the basin could only be obtained by drilling, and that such a drilling programme was well worth while in order to establish once for all whether lignite, fire-clay, or oil or gas did or did not exist in economic quantities in the region.
