Education is for the purpose of developing citizenship, and, if it is pursued for the additional purpose of preparing for a professional career, such as engineering, it is also directed to developing a knowledge of essential science, aptitude for the application of science to practical situations, and a knowledge of the industrial art in which the engineer will be engaged. The process of education required for engineering must of necessity extend beyond the classroom into industry. For that reason, the education of engineers should be divided as between the university and industry. Specialization in engineering should logically come as a result of experience in an industry. The student cannot take the time in a university, and, the university cannot teach the skills required to develop a specialist without sacrifice to the more essential broad purposes of formal education. In addition to talent in science, aptitude in the application of scientific fact, and knowledge of the industrial art, the engineer should possess certain personal qualities which are helpful in the pursuit of a professional career. Those personal qualities are: the ability to work as a partner in an enterprise, the ability to do jobs in a way whereby job performance is a means of gaining experience and increased responsibility, the capacity to write and speak in an understandable manner, and, a Proper regard for the "significance of answers." These pcrsOnal qualities may be of almost equal importance to acabemic accomplishments in the field of science. Development of such personal qualities are an essential part of the student's training in the university and in industry. They can be developed effectively through the leadership of instructors. Compulsory Education Nature played a mean trick On the human race when the evolutionary Process failed to develop in the individual a capacity to inherit knowledge. Were knowledge transmissible in a cumulative manner from generation to generation, mankind would be by inheritance wise beyond measure within a few generations. Then there would be little if any need for a "system of education." As matters stand, however, all must suffer the burden of starting life at the "zero " level of learning from which station each rises depending upon individual capacity to assimilate knowledge left of record by our predecessors and the individual effort exerted to compensate for Nature's failure to endow the offspring with intelligence. In the United States some degree of education is generally regarded as essential and necessary. Therefore, all citizens are subjected by law to an educational process covering the primary school age from six to sixteen years. Beyond the schooling required by law, many attend secondary schools, and beyond that, schools of higher learning. Our standard of living is at a level that permits an increasingly large fraction of the population the opportunity to go through all of the formal educational process. This, report presents correlative data on ash and sulfur forms for Pittsburgh seam coal from Greene County, Pa. Prediction equations were developed for sulfur form distributions and washability characteristics. The equations developed were evaluated with an independent set of exploration core samples. It was demonstrated-that both sulfur distributions and washability characteristic's can be predicted from exploration core data ahead of mining. This information can improve the efficiency of selective mining techniques for the production of a uniform metallurgical coal product.

"For completion of projects in time with positive results, improvements of productivity and effective project management procedures have become extremely important. This paper discusses a milestone project comprising 198 residential units of stilt plus 4 levels that highlighted the benefits of these key aspects. Success of ground modification procedure benefitting the entire cycle involving End Users, Suppliers, Bankers and Developer is discussed.Soil profile for a considerable depth comprises weak layers of silty clay and sandy clay with varying consistency. Deep foundations have been an automatic choice of foundation for major buildings constructed in similar environment. After serious geotechnical appraisal, reconsideration of the foundation system with an alternative solution of Ground Improvement was found to be optimal in terms of Cost and Time. Full raft foundation on the improved ground by installation of Vibro Stone Columns (dry bottom feed method) was considered as an alternative foundation system. The ground improvement works were completed within 6 weeks (as against 6 months to that of pile foundations) that was made possible through effective project management. Full size plate load tests were conducted to ascertain effectiveness of the ground improvement works. Success of the foundation system was proved by full scale monitoring of foundation settlement during and after completion of the project over a span of 2 years. This paper describes design considerations, quality control in the construction of Vibro Stone Columns (dry bottom feed method) and performance monitoring of the project thereafter.INTRODUCTIONGenerally in weak deposits, deep foundations like bored cast-in-situ piles and driven piles have historically been the foundation choice for major buildings and other structures. Construction of pile foundations is becoming a challenge due to their high cost, large construction time and due to severe environmental issues (noise pollution, ground vibrations and carbon footprint). Since the proposed building complex is located within the proximity of a well-developed residential locality, objections raised by neighborhoods to pile driving activities called for a rethinking on the foundation system.The top 6m to 8m of soil profile comprises of silty clay / sandy clay having highly varying consistency. GWT was encountered at 3.0m below the existing ground level. Under this situation, the reconsideration of the type of foundation system with respect to the geotechnical analysis gave a thought to assess feasibility of ground improvement system."

Solvent extraction of Cu from acidic leach, using an oxime extractant, e.g. LIX 984 or Acorga is a well known and established process. As the process advances, Cu is extracted to the solvent and is replaced by H+ in the aqueous phase. At high acidity the distribution coefficient of Cu between the solvent and the aqueous phase decreases, and eventually relatively high concentration of Cu remains in the raffinate, regardless of the number of equilibrium stages. In many processes this phenomenon is immaterial, as the raffinate returns to the leaching and no copper is lost. But when the copper raffinate is used for processing of additional metals, minimal concentration of Cu in the raffinate is essential for an effective process. The recommended process includes three steps: 1. SX-1: Standard extraction of Cu with oxime. The resulting raffinate contains about 6-8 g/L Cu and 50 g/L H2SO4. 2. SX-N: Extraction of most of the acid into an amine-based solvent, and stripping it with a base, e.g. aqueous ammonia, caustic, Na2CO3 etc. The extraction removes no metals, but decreases the concentration of acid from 50 to 10 g/L. 3. SX-2: Extraction of the neutralized solution once more with oxime, to remove the residual copper. Such a process enables one to get down to 100-150 ppm Cu in the final raffinate. This process was developed and tested in the R&D facility in Chambishi Metals plc, by a joint team of Chambishi & Bateman, using Cognis LIX 984N and real solutions from the plant. In the laboratory scale, the equilibrium isotherms for SX-1, SX-2 and the neutralization were developed. Computer simulation of the results showed that the optimal configuration is two stages for both extraction and stripping for SX-1. For SX-2 2-3 stages of extraction and two stages of stripping are needed. The stripping stages may be common to both SX-1 and SX-2. The neutralization of SX1 raffinate was tested both by conventional precipitation with lime and by extraction with Alamine based solvent extraction and stripping with a solution of 10% NaOH. For the SX-N only one stage was needed for both the extraction and stripping. The bench scale pilot plant was run for both SX-1 & SX-2. The results were very similar to the simulated ones, and the configuration of 2E2S for SX-1 and 3E=2S for SX-2 delivered the required raffinate with less than 150 ppm Cu.

Preliminary tests on presplitting rock in the presence of an in situ static stress field were undertaken to study the influence of a horizontal static stress field on the creation of a vertical presplit fracture plane. These tests indicated that it is easier to fracture the rock parallel to the in situ maximum compressive stress than in other directions. Instrumented shots indicate that the interaction of stress waves generated by the detonating charges is probably responsible for starting tensile fractures between shotholes and that expanding gases may propagate these initial cracks by a wedging action. The hole spacing for presplitting appears to be equal to the half wavelength of the stress wave. However, wider hole spacing appears feasible if the initial fracture is started by closer hole spacing.

A GLANCE at the list of papers1 that have been published since 1920 on the general subject of flotation suggests the variety of ideas that exist regarding the underlying cause of the phenomenon.' Among these ideas, we find several coherent theories, but none that adequately and completely explain the phenomenon. Ralston2 and Bains3 suggested an electrical theory which has to do with the attachment of mineral particles to a bubble by the attraction of unlike electrical charges. This theory has its root in the fact that a bubble of air in pure water is electrified in such a way that the surface is negatively charged while the body of the water is positively charged. This result, which was first discussed by Helmholtz, also obtains when the water contains anything except a high concentration of hydrogen ions, or ions which are trivalent or tetravalent. The theory also holds that the mineral particles have positive charges on their surfaces, and so there is attachment between bubble surface and mineral particles by the old law of electrostatics, which states that unlike charges attract. CONTACT ANGLE AND OIL ATTRACTION The contact angle-the angle formed by a fluid-fluid boundary when both are in contact with a solid-has been indicted several times for complicity in the phenomenon of flotation. This angle is supposed to indirectly measure the surface energy of a solid. Thus if we have two fluids in contact with a solid, we may express the difference between the two fluid-solid tensions as equal to the fluid-fluid tension times the cosine of the angle between the two fluids.4 If the two fluids are in contact with the solid, this is, no doubt, an excellent way of establishing relative surface energies. However, in flotation, we deal with substances which are not wetted by water. What assurance have we, then, that the angle

An AFM has been applied to study in situ the adsorption of oleic acid on fluorite in aqueous solutions. The AFM images show that fluorite surface becomes smoother with the adsorption of 7 × 10-5 M oleic acid solution at pH 9. Force measurement shows that fluorite is strongly positively charged in water at pH 6, suggesting a neglectable surface carbonation of fluorite. The adsorption of oleic acid at pH 9 renders fluorite more and more negatively charged. The surface morphology change of fluorite as shown by the AFM images suggests that oleic acid chemisorbs on fluorite at pH 9. Increasing temperature can help increase the adsorption of oleic acid on fluorite. It may also improve the lateral polymerization of unsaturated oleic acid on fluorite as suggested by the smoother mineral surface in oleic acid solutions at an elevated temperature.

No regular monitoring of methane is required in areas of gassy coal mines outby the mining face. Methane ignitions that have occurred in mine outby areas indicate the need to provide better protection to workers. Handheld methane monitors are now used by some miners to make periodic measurements of methane at the working face. The IYONI II gas detector which is incorporated into a miner’s cap lamp and worn on a miner’s helmet can continuously provide an alarm signal whenever methane levels exceed a set level. Tests were conducted to evaluate the performance characteristics of this methane detector by measuring response times with methane gas supplied through a calibration fixture or adaptor. Other response time tests were performed with the detector in an environmental test box. Performance was also evaluated in a full scale test gallery where face methane emission and underground ventilation were simulated. Procedures for calibration by response time measurement of the IYONI II detector have been developed. In limited testing, the IYONI II detector was found to reliably detect the presence of 1 percent by volume methane.

The Bureau of Mines conducted a field study to investigate thin suppression of respirable dust by water sprays on a continuous-mining machine. Determining the importance of the top and bottom sprays for two types of spray nozzles was emphasized. Results showed, at a 90-pct confidence level, that (1) at least 70 pct of the dust was generated during the sump cut, even though nearly half of the coal was mined during the downshear operation, (2) the water sprays on the top of the boom had little effect in suppressing respirable dust, and (3) B.D. 5 spray nozzles mounted beneath the boom reduced dust at least 33 pet more than B.D. 5 sprays mounted on top of the boom. A single-cut technique was developed that gave good reproducibility for replicate cuts (coefficient of variation of 20 pct).

Discussion of the paper of F. C. LANGENBERG and R. G. WEBBER, presented at the New York meeting, February, 1915, and printed in Bulletin No. 98, February, 1915, pp. 291 to 300. HENRY M. HOWE, Bedford Hills, N. Y.-The results here given are of great interest and are welcome as forming another rivet to increase the stability of our present theories of the constitution and properties of steel. The important discovery is that the hysteresis increases with the fineness of the structure, that is to say with the extent of contact between the particles of ferrite and cementite. All of the specimens except No. 4 consist of ferrite and cementite of different degrees of intimacy of admixture. If hysteresis represents something akin to surface friction, which retards the rotation of the ferrite on the application and release of the magnetizing force, then it is only natural that it should increase as it does with the intimacy of admixture, because it is at the surface of contact of a given particle of ferrite with the neighboring particles of cementite that this friction is to be expected, and of course the extent of surface must in¬crease with the intimacy of admixture. The somewhat greater hardness of specimen 4 than of the others may perhaps he referred to the principle discussed in my paper, Why Does Lag Increase with the Temperature from Which Cooling Starts?' The furnace-cooled specimens were cooled so slowly that the influence of the initial temperature of heating is effaced. But in the air-cooled specimens we have the suggestion that the high temperature, 1,000°, from which the cooling of No. 4 started has prevented the completion of the transformation, with the result that the metal is slightly harder than any of the others. The difference is not to be explained by difference in the fineness of structure, because the whole range of fineness from No. 1 to No. 6 is accompanied by no change in hardness, the only change being an appreciable increase of hardness following the air cooling from 1,000°.

INTRODUCTION Only in recent years have the environmental hazards associated with mining and tunneling operations been fully acknowledged and determined remedial action undertaken. The nature of these excavation operations leads to a wide diversity of hazards spanning mechanical, electrical, chemical, environmental, and physiological. The most insidious of these are unquestionably the environmental ones which have the greatest long-term effect and are the most difficult to pinpoint and monitor. It is the atmospheric contaminants that lead to a significantly greater illness and mortality rate among miners. Dust is the most prevalent, hence most important of the atmospheric contaminants. Respirable particles lead to diseases characteristic of many mining operations: coal workers pneumoconiosis, asbestiosis, silicosis, talcosis, anthrocosis, etc. But toxic and suffocating gases can be equally insidious and the most innocuous pollutant, methane, leads to the most imminently disastrous results of all - explosion and fire. This means that truly effective monitoring of the environmental hazards in tunneling cannot be limited to a few simple standard check measurements. It must include the most precise measurements we can make for specific, documented hazards and even for factors, such as noise and heat stress, not immediately obvious as hazards. The Federal Metal and Nonmetallic Mine Safety Act and more recent Occupational Safety and Health Administration standards are clearly designed to match such effective monitoring. We must, therefore, consider not only presently available monitoring instruments and those currently under develop-

"More than 400 plants in the world are able to accumulate nickel (Ni) in their aerial parts at concentrations higher than 10 g per kg of dry biomass. Then, Ni can be recovered from the biomass of these hyperaccumulator plants. Agromining is a chain consisting in growing such plants and producing metal. It has been developed thanks to the combined know-how of agronomy and hydrometallurgy. Hydrometallurgical processes have been designed; two different pathways were developed: i) acid leaching of ashes after biomass combustion and ii) direct Ni water extraction after biomass grinding. Experiments with 2 species of Ni hyperaccumulators (A. murale from the Balkans and R. bengalensis from Malaysia) have shown that the first process is very robust and transposable. For the second one, the way Ni is stored in the plant has a strong influence on extraction. A. murale transformation was explored in more details from the lab scale to the pilot scale. Results proved that Ni is totally transferred into the aqueous phase after 2 hours at 90 °C. A life cycle assessment has clearly shown the environmental interest of this approach (especially by detoxifying agricultural soils). INTRODUCTION Agromining is an emerging phytotechnology aiming at recovering metals thanks to hyperaccumulating plants (van der Ent et al., 2018). These plants are able to accumulate very high concentrations of metal in their aerial parts. For example, for nickel, the hyperaccumulation threshold is 0.1%, i.e. 10 grams of metal per kilogram of dry biomass. There are some advantages to use this technology instead of conventional mining techniques: •,Treating unconventional metal resources: they can be (i) natural soils with low concentrations but also low fertility because of the metal presence (like serpentine soils for Ni) (Bani et al., 2015), (ii) mine tailings or (iii) industrial wastes (like surface treatment sludge) after soil construction (Rue, 2017);"

THE Falling Cliff Mine adjoins on the west the Bertha Mine, from which a large amount of first-class ore has been taken, producing the purest zinc known to commerce. The two mines are in the same hill, Bertha being on the northern 'slope and Falling Cliff on the top and opposite slope. The formation is No. 2 limestone. Although considerable exploration has been done by numerous shafts and' tunnels (there being over six hundred feet of the latter), no satisfactory determination of the dip and strike of the .vein could be made on account of its contortions, the ore descending from the top to the. bottom of the tunnels and rising again in very short distances; but enough has been done to indicate a very large mass of

The coal resources of the Singleton- Muswellbrook area of New South Wales are of major importance to Australia, and are likely to play a significant role in meeting the expanding demands for energy in many countries of the world. Coal resources of 45 thousand million tonnes of which 15 thousand million tonnes lie at a depth of less than 200m have been estimated. The history of coal mining in the area commenced in the mid 1800's and has been one of fluctuations in production but of rapid expansion in more recent years. It is destined to become the largest coal producing area in New South Wales. Coal is being won from the area by strip mining, open pit mining and by underground means. The techniques involved are described. The area is well endowed with infra- structure such as modern towns, railways, road- ways and access to port facilities. Production of both coking coal and steaming coal is expected to rise significantly within the next 25 years. A large proportion of the State's anticipated increased production to between 117 and 177 million tonnes by the year 2000 is likely to come from this area.

Under contract (H0232044) to the U.S. Bureau of Mines, Mechanical Technology Incorporated made an experimental investigation of the feasibility of measuring the load in roof bolts using a magnetostrictive sensor. The program was aimed at developing an inexpensive, moderately accurate, load-sensing element suitable for permanent installation and use underground. A combination of a cylindrical load-carrying sleeve under the bolt head and 3 removable circular multipole inductive sensor around the sleeve was tested. Program tasks included: design and fabrication of several sensors; design and manufacture of a large number of experimental sleeves; definition of electronic instrumentation specifications; design and manufacture of electronic sensor readout; and evaluation and testing of many sensor-sleeve combinations. Sleeves of different materials, various lengths, diameters and areas - with and without various nickel coatings -were combined with several experimental inductive sensors that were operated over a wide range of carrier frequencies.

The Bureau of Mines has investigated the surface charge of amphibole asbestos fibers and nonasbestiform cleavage fragments, as part of the Bureau's fundamental studies to provide new knowledge on the physical and chemical properties of the amphibole minerals. Microelectrophoresis was used to measure the electrophoretic mobilities, in water, of particles from six asbesti-from amphiboles and seven nonasbestiform amphiboles over the pH range of 5 through 9. The particles generally ranged in size from 2 to 5 µm wide by 10 to 30 µm long. The isoelectric point was determined for four of the minerals, and values were found to be between pH 3.5 and pH 5. The minerals studied had zeta potentials that generally ranged from -25 to -so mv in neutral solution. Attachment of colloidal positively charged AgI was also studied as a means of determining surface charge. Scanning electron microscopy of amphibole particles that had been in contact with aqueous AgI showed equal attachment of AgI to asbestos fibers and to cleavage fragments; the extent of AgI coating was the same for both. The electrophoretic mobilities of asbestos fibers were essentially the same as those of elongated cleavage fragments of the same aspect ratio (particle length divided by width). Blocky particles from both asbestiform and nonasbestiform specimens had lower mobilities.

Steam zone growth as a function of time has been calculated for the case of constant rate steam injection into a preheated reservoir. To simplify the calculation a linear temperature profile has been assumed in the cap and base rock at the start of steam injection. The results indicate that at early times augmentation of steam zone growth due to preheating should be greatest. At longer times the steam zone development becomes close to that calculated with no preheating. INTRODUCTION With the increasing application of thermal recovery processes to recover viscous oil, cyclic steam injection has become important in many large-scale projects. In this process, the cycle of steam injection followed by oil production is repeated a number of times. At the beginning of the second and later cycles, steam is injected into a reservoir that has already been heated but that has lost part of its heat both in produced fluids and by conductive heat loss away from the injection zone. In such a case, the temperature level of the injection zone and the temperature distribution of the surrounding rock will affect the growth of the steam zone developed during the subsequent steam injection. Knowledge of the size of steam zone developed is important in determining the amount of oil displaced and the extent of heating in the reservoir. It is also useful to be able to compute the size of the steam zone for cases where thief zones take most of the injected steam. This paper presents a fairly straightforward method of estimating the steam zone developed in a preheated formation, based on certain simplifying assumptions. Some cases of steam injection into a reservoir at its original temperature have already been considered elsewhere.1-3 Because it is difficult or impossible to obtain an accurate representation of the temperature distribution in the reservoir some time after initial heating has taken place, in this work, a linear temperature profile in the cap and base rock is assumed (Figs. 1A and 1B). IN the course of study of the heat-treatment of low-alloy steels, the behavior of alloy carbides at subcritical temperatures was found to vary from that indicated by published investigations. In order to establish the ranges of formation of carbides in low-chromium steels, a series of steels containing up to 0.60 per cent carbon and 7.5 per cent chromium has been investigated with respect to the type of carbide formed after quenching and tempering at sub-critical temperatures. The types of carbide formed as products of austenite transformation to pearlitic and pseudomartensitic structures have also been determined. There have been numerous investigations of the carbides in chromium steels and diagrams of the iron-chromium-carbon system.' Westgren, Phragrnén and Ne-gresco2 identified the following carbides in chromium steels: Cementitc............ Fe3C (containing up to about 15 per cent Cr) Trigonal carbide...... Cr7C3 (containing up to about 55 per cent Fe) Cubic carbide........ Cr4C (or Cr23C6) (con- . taining up to about 25 per cent Fe) Orthorhombic carbide , cr3c2 (containing only a few per cent Fe) The most complete information on the iron-chromium-carbon system was supplied by Tofaute, Sponheuer and Bennek3 and by Tofaute, Küttner and Büttinghaus,4 By means of dilatometric and microscopic stzdies, sections of the diagram were established. This diagram showed the presence of the special carbide CI7C3 in steels containing about 2.5 per cent to 12 per cent chromium in low-carbon steels and from about 5 to 20 per cent chromium in I per cent carbon alloys from A1 to room temperature. The present investigation has shown that a carbide inversion from Fe3C to Cr7C3 occurs in chromium steels containing more than about I per cent chromium after hardening and tempering at subcritical temperatures above about 500°C. The type of carbide observed to be more stable in quenched and tempered specimens was also found to be produced by direct austenite transformation in corresponding ranges of temperature and composition. Experimental Procedure The steels used in these experiments were made in magnesia-lined crucibles in high-frequency furnaces and were poured into 2-in. ingots. The ingots were forged into I-in. round bars, and all heat-treatments were conducted on specimens of this section size. Sections of the bar stock 8 in. long were hardened in air, oil or water, depending on the composition, after heating to a temperature sufficiently high to dissolve the carbides. The low-carbon and low-chromium steels were not entirely martensitic after quenching, and contained some ferrite and pseudomartensite. No pearlite was observed in the microstructures after quenching. Cr7C3 (containing up to about 55 per cent Fe) Cubic carbide........ Cr4C (or Cr23C6) (con- . taining up to about 25 per cent Fe) Orthorhombic carbide , cr3c2 (containing only a few per cent Fe) The most complete information on the iron-chromium-carbon system was supplied by Tofaute, Sponheuer and Bennek3 and by Tofaute, Küttner and Büttinghaus,4 By means of dilatometric and microscopic stzdies, sections of the diagram were established. This diagram showed the presence of the special carbide CI7C3 in steels containing about 2.5 per cent to 12 per cent chromium in low-carbon steels and from about 5 to 20 per cent chromium in I per cent carbon alloys from A1 to room temperature. The present investigation has shown that a carbide inversion from Fe3C to Cr7C3 occurs in chromium steels containing more than about I per cent chromium after hardening and tempering at subcritical temperatures above about 500°C. The type of carbide observed to be more stable in quenched and tempered specimens was also found to be produced by direct austenite transformation in corresponding ranges of temperature and composition. Experimental Procedure The steels used in these experiments were made in magnesia-lined crucibles in high-frequency furnaces and were poured into 2-in. ingots. The ingots were forged into I-in. round bars, and all heat-treatments were conducted on specimens of this section size. Sections of the bar stock 8 in. long were hardened in air, oil or water, depending on the composition, after heating to a temperature sufficiently high to dissolve the carbides. The low-carbon and low-chromium steels were not entirely martensitic after quenching, and contained some ferrite and pseudomartensite. No pearlite was observed in the microstructures after quenching.
