IT IS most appropriate that this first Memorial Lecture should be given in the Province of Quebec, near the site of the first metallurgical industry in Canada. At La Forge, about seven miles north of Three Rivers, iron was produced in 1783. We are told that the early settlers obtained most of their iron-ware -stoves, kettles, axes and ploughshares -from this smelter, with its foundry and forge. The Canadian copper industry also had its beginnings in Quebec when, nearly 100 years later, in the 1880's, several small copper smelters were erected in the Eastern Townships. Later, in 1899, Canada's first aluminum smelter was built at Shawinigan. From these small beginnings has grown a vast metals industry, the export value of its products being only exceeded by that of our forest products -newsprint, pulp-wood and lumber. As we are not a large country in terms of population, our domestic capacity to consume is often small in relation to our developed capacity to produce.

Minerals have played a prominent role in the affairs of man and nations since time immemorial but with the advent of the industrial revolution, expanding use of the products of the mineral kingdom became synonymous with the material progress of mankind. Individuals and business groups have recognized this fact so have been aggressive in searching for and utilizing mineral resources, with notable success. Indeed, their achievements are primarily responsible for the present Machine Age. On the other hand, until recently the body politic has failed to grasp fully the essentiality of minerals although, at times, access to mineral supplies has been an important factor in the political maneuvers of nations. This chapter is concerned primarily with the broader political and economic relationships of mineral resources to the world economy, and with the internal and external actions of nations in the field of minerals. Many factors that condition the mineral economy of regions and the world as a whole, influence the internal and external affairs of individual nations. The more important of these are: 1. The nature of man's dependence on minerals. 2. The problems resulting from the unique characteristics of mineral occurrence. 3. Geopolitical concepts. 4. Minerals and world power. Actions of individual nations affecting their mineral economy seek two basic objectives: 1. Attainment and maintenance of prosperity. 2. Military security. Other objectives may be cited but on careful analysis they become integral parts or extreme phases of the two points noted above. For example, the twentieth century aggressions of the USSR, Germany, Italy, and Japan might be considered as direct bids for world power but they also can be interpreted as exaggerated or mistaken efforts toward military security and peacetime prosperity. In many different ways industrial raw materials resources industry as a whole has accepted the principles of sustainable development and has made a commitment to move toward this goal. The critical question now is ?how?? While many companies have adopted policies and are implementing community relations programs, sustainability is not always ?lived? throughout the organization. While traditional programs and commitment from the top are critical, employees within all functional areas can advance sustainability. Individuals can make difference at all organizational levels, and it is this collective action that is so critical for enhanced financial performance as well as the preservation of the industry. The rare earths in elemental form are required for a variety of scientific and technological purposes. They are not easily obtained in this form, due to the great chemical stability of the rare-earth compounds and the strong tendency of elemental metals to react with everything they come in to contact with, especially at high temperatures. Beginning in the 1950s, when sufficient quantities of separated rare earths became available, as the result of intense research and development, three processing routes were developed to accomplish the preparation of all 16 naturally occurring rare-earth elements. They are chemical reduction of the halide intermediates, the oxides and electrochemical reduction of chlorides and oxide-fluoride mixtures. Not all the processes are effective with all the rare earths. In spite of the celebrated similarity of trivalent rare earths, the physical properties of individual rare-earth elements are sufficiently different that a variety of techniques are required for their preparation. The development of reduction processes for the rare-earth metals are covered in this paper, with focus on the oxide reduction routes. The strong reliance of effective reduction processes on the fundamental science of reduction reactions is highlighted.

THE meeting of the Petroleum Division at the Annual Meeting of the Institute maintained the high standard set in previous years, and attendance of member: of the Division was at a new high. The impact of the war was evident not only in the tone of many of die papers but also in the presence at the meeting of many of our members now serving in the armed forces of our-country. Ken interest was manifested in all papers presented and the discussions which followed developed many additional facts of interist and importance. The first activity of the Division was the joint meeting of the Papers and Programs and the Publications Committees on Monday afternoon; at which time definite plans were formulated for a simplification and co-ordination of the work of the committees.

Silver bearing bulk sulfide concentrates from several Peruvian mines were autoclaved in a 19 liter (five gallon) laboratory autoclave in Lima, Peru. Cyanidation of autoclaved concentrates following a hot lime jarosite destruction step extracted over 98 percent of the silver and over 95 percent of the gold. Autoclave operating parameters such as time, temperature, pulp density and autoclaved solids recycle were investigated and reaction rates determined. The problems of excessive heat generation, silver solubility during autoclaving, and formation of pellets containing unreacted sulfides were addressed. The data presented will be used to design a continuous autoclave pilot plant to pro-vide reliable scale up data for a 50 -100 ton per day facility.

"The Sheerness Mine, a new surface coal mine located near Hanna, Alberta, went into full production in mid-1995. The mine, which is operated by Luscar’s subsidiary Forestburg Collieries (1984) Ltd., has the design capacity to supply up to 2.1 million tonnes of sub-bituminous coal per year to the adjacent Sheerness Generating station under a 30-year contract. This paper documents the construction phase of this project and highlights the major equipment purchases as well as the construction of the mine facilities. The paper also focuses on some of the areas where cost savings have been achieved that have allowed the mine to come on stream six months ahead of schedule, and under budget. The mining property occupies the western portion of the Sheerness CoalField and borders the Montgomery Mine, operated by Manalta Coal Ltd. in the east, and Highway 36 in the west. The Montgomery Mine and the Sheerness Mine exclusively supply the total coal requirement of the adjacent Sheerness Generating Station. The station is owned jointly by Alberta Power Limited (APL) and TransAlta Utilities Corporation (TAU). APL is the operator. Manalta’s Montgomery Mine has supplied coal to the Sheerness Station since its opening in 1986. Coal is shipped by truck from the mines over a network of haul roads to the coal receiving hoppers located on the east side of Highway 36."

Use of radio frequency identification (RFID) technology to solve informational needs in isolated and restricted underground mining environments will be reviewed, giving specifications of some past and currently available systems. The advantages and disadvantages of using various frequencies, system configurations, and specific components, including their construction standards and capability, will be discussed. The remaining challenges to more widespread use of RFID systems for personnel and vehicle tracking will be identified, and recommendations concerning operating environment capabilities will be detailed. Finally, the ultimate requirements for maintaining system integrity during and following a coal mine emergency will be discussed.

The Ship Canal Water Quality Project (SCWQP) includes a 2.7-mile long, 18'-10" internal diameter tunnel which is located inWest Seattle. Tunneling in urban areas and soft ground conditions (Till and Till-like soils in Seattle) is associated with the risk of settlements, especially in presence of groundwater above the alignment. The Designer foresaw the use of soil improvement (jet grouting) outside of the launch shaft to mitigate the risk of flowing ground and to provide a redundant sealing. The Contractor proposed and ultimately successfully executed a different approach by using a “Steel Bell System” or Pressurized Can as described in this paper.

This report summarizes the program to develop and construct an improved light-scattering dust monitor (ILSDM). This improved light-scattering dust monitor, which operates on the forward light scattering principle, provides instantaneous measurements of airborne dust concentrations in units of mg/m. The program was divided into two phases. Phase I involved the design of the ILSDM which was reviewed by the Bureau of Mines. Phase II included the fabrication of a prototype ILSDM based upon the design developed during Phase I. After completion, the ILSDM was delivered and demonstrated at the Bureau of Mines. A description of the final ILSDM design, operating instructions, maintenance instructions and recommendations for additional work are also included in this report.

The Morobe Province of central Papua New Guinea (PNG) has been mined for gold for nearly a century, although it is only in the past decade that large-scale modern mining commenced. The Hidden Valley gold-silver project began construction in mid-2006 and production by August 2009, and is located in the mountains above Wau in the headwaters of the Watut River. The mine is owned and operated by the Morobe Mining Joint Venture (MMJV), which also owns the Wafi-Golpu project, comprising the Wafi gold deposit and Golpu copper-gold deposit, situated in the Watut River Valley. Together they represent a potential mine of the scale of Ok Tedi or Bougainville or bigger. The MMJV is owned in equal shares by Newcrest Mining from Australia and Harmony Gold from South Africa. Although Hidden Valley was the first large-scale mine in PNG to engineer and build a tailings storage facility, poor environmental management during construction and early operations led to significant erosion of waste rock and sedimentation impacts throughout the ~200 km length of the Watut River. Since then, substantial efforts have been made to improve environmental management, especially waste rock placement and storage and water quality management. While the impacts from the Hidden Valley project appear to be reducing, the saga has heightened concerns by many along the Watut River and across PNG about ongoing impacts from mining.This paper presents the results of an ongoing project in the Morobe Province conducted by the Mineral Policy Institute examining the historical, current and future impacts of mining, including community views, social and environmental impacts and the monitoring and regulation of mining. Overall, there is a clear need to more fully integrate social and environmental issues into life-of-mine planning and go above and beyond regulatory requirements. In this way, some of the lessons learnt – by the community, MMJV and government – can be incorporated before, during and long after mining.CITATION:Mudd, G M and Roche, C, ?2014. (Wilkes-Barre Meeting, June, 1911.) THE paper presented to the Institute in 1910, by H. 0. Hofman, on Recent Progress in Blast Roasting,1 has called the attention of the iron industry to the adaptability of these processes to the reclamation of by-products such as flue-dust and blue billy, and the better preparation of concentrates and fine ores for use in blast-furnaces. The waste of valuable iron-ore through the production of flue-dust has increased at an enormous rate, and much of it has in reality been wasted as far as future recovery is concerned. Only in recent years has a possible future value been recognized, and the material stored. The increased use of Mesabi ores, which carry considerable fine ore, is principally responsible for the great increase in the production of flue-dust. The amount of fine material that is carried over depends on the fineness of the material and the velocity of the gases, and also to a very great extent on the regularity or irregularity of the working of the furnace. Attempts to recover a part of this loss have been made by recharging a portion of the production into the furnace, but as this material has been once carried out from the furnace, it is naturally in good shape to be carried out again. A recent practice at some works, is to soak the flue-dust thoroughly with water to give it more cohesiveness, but by many this is considered of doubtful advantage in the furnace, and the gases are in consequence heavily laden with moisture. There are vast deposits of magnetic iron-ores in the United States and Canada that are too low in iron for use at the present time, but which can be economically concentrated into very rich material ; in many cases the fineness of crushing necessary to secure proper concentration has prevented their

Work health and safety duties around Australia include duties to manage psychosocial health and safety (mental health) of workers engaged by businesses or undertakings and of other persons impacted by the operations of the business or undertaking. Persons conducting a businesses or undertakings must develop systems of work and policies and procedures for ensuring, so far as is reasonably practicable, the safety and health of workers and other persons. Officers have a duty to exercise due diligence and to ensure effective systems are developed, implemented and resourced. The developed systems will only be effective with worker’s co-operation and engagement. The duties placed on workers by work health and safety laws are an important part of the safety matrix of obligations. Supervisors and Leaders are workers and they play a critical role in delivering health and safety outcomes. To deliver these health and safety outcomes with respect to psychosocial safety Supervisors and Leaders need to understand their obligations and have a framework to use to assist them in understanding what workers require and what steps need to be taken to meet their duties. They also need to take steps to assist those workers that they supervise to meet their duties.

Significant progress has been made in the reduction of serious injuries and fatalities resulting from mine blasting operations. Despite the progress, injuries and fatalities continue to occur. A leading cause of injuries and fatalities from blasting continues to be inadequate blast area security. Even though significant improvements in technology have been made, insuring adequate blast area security remains a challenge and requires constant vigilance. The advances in technology have created safer blasting products and have improved productivity and economics by enabling large, more efficient and effective blasts. However, as blasts grow larger in size, the complexity of adequately securing the blast area increases even more. Periodically the basic fundamentals involved in blasting safety should be reviewed, particularly for securing a blast site regardless of the size of the planned blast. Factors such as flyrock and toxic fumes must be taken into account to insure the safety of persons and property from the results of a blast. This paper examines the factors related to injuries due to inadequate blasting shelters and blast area security, and identifies mitigation techniques. The key concepts are: (a) accurate determination of the bounds of the blast area, (b) clearing employees from the blast area, (c) effective access control, (d) use of adequate blasting shelters, (e) efficient communications, and (f) training. Fundamentals are reviewed with an emphasis on analyzing task elements and identifying root causes for selected blasting accidents. Mitigating techniques are presented along with discussions and examples.

"INTRODUCTION The investigation of domestic talcs by the United States Department of the Interior Bureau of Mines, was initiated in December 1941 at the request Gen. Charles Hines of the United States Army. The urgency for such study was expressed by General Hines as follows:The radio-manufacturing industry has recently been expanded by the Army to provide sufficient, capacity for defense needs, and considerable concern has been expressed by the supply Arms and Services over maintaining continued availability of supplies of the necessary raw material. These ceramic products are used by the Signal Cores in all Army radio equipment, and to a greater degree in the new special ultra-high-frequency equipment. The Air Corps has recently become a user large amounts of radio-grade ceramics for aircraft spark-plug covers required for high-altitude operations. In addition, the use of this material is essential to the proper functioning of the radio-navigation aids of the Civil Aeronautics Board.Progress in the Bureau of Mines studies on talc was made available to representatives of the Army and Navy through frequent interim reports. Through the efforts of the several war agencies concerned with raw-materials supply and the domestic talc producers, the condition of scarcity that developed in 1942 passed to one of ease in 1943, and has so continued to date. Tentative estimate of reserves delineated indicates a supply of high-grade steatite sufficient to meet military war requirements for at least 4 or 5 years."

The objective of this contract is to design, build and demonstrate a support system to improve roof control in the entries of longwall mines. The objective of this phase has been the detailed design of such a system and the selection of a test site in which to perform the pilot demonstration. The result is a complete set of detail drawings or specifications which define the three major components of the system. The Gate Support is a variation of a face chock which has an extended canopy and additional hydraulic legs to protect the region of the face-entry intersection. The Entry Support is a steel beam and hydraulic prop set which is reusable and serves to support the first 100 or more feet of entry inby the longwall face. The Transporter is a bolter-like vehicle with a crane used for installing and retreating the beam sets. The test site selected is CF&I's Allen Mine in Colorado. They presently use simi¬lar steel beams and expect the FMA support system to be more effective as well as recoverable. It is recommended that the completed drawings be used to build a prototype system and test it first in a remote section of the mine and then in the active longwall tail entry.

This report presents the results of experiments to evaluate different types of mine fire sensors in an underground mine environment using a commercially available atmospheric monitoring system. To determine how well carbon monoxide (CO) and smoke sensors respond for purposes of fire detection, experiments were conducted using test fires of different mine combustibles and for both flaming and nonflaming combustion. The experiments were designed to assess the response of fire sensors to different contaminants and different contaminant levels produced from the test fires. The experiments were performed in the Safety Research Coal Mine at the U.S. National Institute for Occupational Safety and Health’s Bruceton Research Facility in the presence of an average ventilating air velocity of 1.6 m/s (315 fpm). Five fire sensor stations were located downstream of the test fire at fixed locations, with each sensor station consisting of four sensors: a CO fire sensor and three different smoke sensors, of which two were evaluated by the Mine Safety and Health Administration (MSHA) for intrinsic safety and the third was used extensively in underground mines overseas but not evaluated by MSHA for intrinsic safety. All four sensors were mounted near the center of the entry and in the upper onethird of the entry height. A UL-listed combination ionization and photoelectric smoke sensor was mounted near the roof at the first sensor station and its responses were compared against the responses of the four CO and smoke fire sensors. Sensor response data, contaminant travel times, and the impact of fire on the existing ventilation flow are discussed as they apply to earlywarning fire detection. Of significance in the analysis is the need for performance standards for mine fire sensors in order to provide for consistent and timely early warning of developing fires.

Mineral selective flash roasting (Steiner process) in oxidizing atmosphere was tested successfully for the efficient low intensity magnetic separation of siderite from ankerite and other gangue minerals within the ore of the Steirische Erzberg, Austria. The calcium, magnesium and manganese containing siderite turns selectively into a ferromagnetic oxide phase while ankerite remains paramagnetic. The expulsion of CO2 increases the volume specific surface depending on the selected temperature. Unlike pure iron oxides absorbing SO2 below 530°C, the calcined siderite (enriched in the magnetic product of the Steiner process) acts as a sorbent for SO2 between 500 and 820°C. The effect was studied by thermogravimetric analysis and particle bed tests complemented with neutron thermo diffractometry (D20/ ILL). The energy input was simulated with the help of a tube furnace. The composition of the artificial combustion gas permeating the bed was close to that measured in pilot scale tests (6 % CO2, 12 % O2, 700 vpm SO2). The evaluation of data relating the SO2 variation in the off gas monitored by electrochemical cells to the actual phase composition revealed an intermediate ferrite phase as absorber. During the rapid decomposition in oxidizing atmosphere starting at 500°C the occurring siderite alters to a (CaO, MgO, MnO)Fe2O3 ferrite as an intermediate phase accompanied with sudden SO2 absorption. SO2 disintegrates the ferrite structure forming MgSO4 and MnSO4, taking Fe2O3 as a catalyst. Ankerite (enriched in the non magnetics of the Steiner process) starts to absorb at temperatures above 1000°C forming gypsum. The findings support the SO2 controlled operation of the Steiner process by ?autodesulfurisation?. It explains aspects of the SO2 implementation reactions within off gas recycling in Austrian sinterstrands. This circular presents the method of making tests and apparent results of comparing performance of tungsten carbide insert bits and steel detachable bits by the Cleveland-Cliffs Iron Co. at the company's mines on the Marquette iron range of Michigan. The mines are at Ishpeming and Negaunee, Mich., and include the Cliffs Chaft, Mather "A", Cambria-Jackson, and Mather "B". There are four general characteristic types of high-grade iron ore on the Marquette range. B. H. Boyum2/ classifies the Cliffs Shaft as "hard-ore" and the Cambria-Jackson and Mather "A" as "soft-ore" types of deposit. Shaft sinking through Jasper, slate, and graywacke was in progress at this writing at the Mather "B", with completion at 3,100-foot depth in August 1949. The many different kinds of rock and ore at the mines of the Cleveland- Cliffs Iron Co. and the experimental work being carried on with carbide in- sert bits make it possible to compare, generally, the carbide insert and steel detachable bit. The type of "hard ore" at the Cliffs Shaft mine re- quired close study of the possible use of the insert tit, and their records are more complete than those of the "soft-ore" mines. History and development of tungsten carbide tips inserted in rock drill bits have been covered by R. W. Adamson, C. H. Vivian, R. C. Sullivan,5/ and others. Tungsten carbide insert rock bits have only recently been introduced to the domestic mining industry. Although unusual performance records are being reported at operations employing the insert bits, the general adaptability of the tool to all rock types and the advantages to be gained by using carbide insert tits remains to be demonstrated. Insert-bit performance is being observed at numerous mines and quarries throughout the United States The several mining operations at the Cleveland-Cliffs Iron Co. at Ishpeming, Mich., is one site where exhaustive comparative tests of insert and conventional steel detachable bits are currently in progress. METHODS of coal preparation have been greatly developed and improved during the past few years. Under the pressing competition from substitutes that have been displacing coal as a source of heat or power, the coal industry has been able, in many cases, not only to hold its own but to regain much of the lost ground, by offering better products of a higher value. The purpose of this paper is to present, in a brief and simple form, the principles of the latest methods and machinery used in coal preparation, in order to enable the coal operator t0 select methods and equipment capable of solving his own problems in the most efficient and economical way. The paper will deal, in the main, .with coal cleaning. It must be emphasized, however, that a complete coal preparation study covers many other operations, such as handling, screening, de-dusting, dust-proofing, and ash-conditioning. Handling Coal From the producing face to the railway car, coal must be handled with great care, t0 prevent degradation, because the coarser sizes are not only easier to clean than fines but, for our markets, they are often the more valuable. Generally speaking, such care is less important or is unnecessary in the Old Country, where conditions are different. The best way to minimize breakage is to avoid gravity methods in coal transportation. All chutes in a preparation plant should be shaken mechanically, and cleaning processes requiring large surge bins must be avoided. De-Dusting De-dusting of coal is accomplished by the use of vibrating screens, fans, or classifiers, or by a combination of these. Fines below 1/32-in. (or coarser than this, with some coals) can very seldom be cleaned efficiently. Common practice is to discard them immediately, if the moisture content of the coal allows this to be done. Otherwise, they are liable to give unnecessary trouble, either in the form of dust or sludge, which are difficult to collect or to settle. Flotation is the only process which will effectively clean fines.
