The relationships between Aboriginal Traditional Owners and mining companies have often been mired in dispute, particularly since the High Court Mabo decision and the Native Title Act of 1993. In the Pilbara region, Rio Tinto Iron Ore (RTIO) impacts the traditional country of 12 Aboriginal Traditional Owner/language groups. Over the past 12 years the company and the Traditional Owners have negotiated and settled several significant land use agreements including the Yandi Land Use Agreement over the Yandicoogina mine in 1997, between Hamersley Iron (now Rio Tinto Iron Ore) and three language groups û the Bunjima, Nyapaili and Innawonga people and the Eastern Guruma Indigenous Land Use Agreement (ILUA) of 2006. These substantive agreements are now being followed by a new generation of region wide ILUAs which are close to conclusion. Arising from these regional agreements is a new framework for engagement which has been informed by the implementation of the previous agreements in the Pilbara and across the Rio Tinto group of companies. They are driven by both a company desire to have a consistent approach to engaging with Traditional Owners and the Traditional Owners wanting to have a similarly transparent and consistent standard of performance by the company in implementing the agreements which can deliver improved employment, cultural heritage engagement and direct and indirect benefits for the life of mining by the company. During the past three years the growth in the Pilbara, Western Australia brought new opportunities with people flocking to the region for employment flowing from the mining boom. Housing was at a premium and FIFO (fly-in, fly-out employment arrangements) was developed as a method to manage the general growth and demand for skills. Despite the recent down turn in the world economy since September 2008, which has reduced demand for minerals, the Pilbara continues to enjoy high levels of employment and as a result there is still significant pressure on housing and services provision. Although there has been vast economic growth in the Pilbara not only by mining companies but also oil and gas companies, the 2006 census data indicated that the direct benefits of improved employment, business development and engagement in the mainstream economy continued to exclude Aboriginal people. Indigenous people constitute a significant proportion of the population in the Pilbara region, some 6000 people û currently 14 per cent of the population rising to 18 per cent by 2015 û yet they remain at the bottom of the socioeconomic scale. More than 40 years of mining has returned relatively little to this group of people who are the permanent residents of the region and are connected through their traditional culture to this country (Taylor and Scambary, 2005). Ensuring local Aboriginal participation in the mainstream economy has been a challenge for resource companies, Traditional Owners and local residents in the Pilbara. The case study explores the relationship between a mining company û Rio Tinto Iron Ore and the Traditional Owners of the Pilbara. It examines two projects that have been developed to engage Indigenous people in the development of their region and through regional representation and business development to build a sustainable future for themselves and their future generations and at the same time ensure social cohesion to support social licence to operate. The case study also examines the process that was followed by Rio Tinto Iron Ore and its operations in undertaking a regional agreement for land access, participation and the integration of local Indigenous people into their business and the local economy.

Up to thirty years ago, coal preparation in western Canada, except at four plants, had not included actual coal washing. The exceptions were at Nanaimo and Royston, B.C., where tub washers and wet tables were in use; at Hosmer, B.C., using. Robinson cones; and at Leitch Collieries, Passburg, Alta., using a feldspar jig. The two last named collieries had a short life and were not operating in 1920. The industry was divided, as at the present day, into two sections, steam (bituminous) coal and domestic (largely sub-bituminous) coal, the first generally supplying industrial needs and the second householcl and other heating requirements. The two sections overlap to some small degree today as prepared sizes, chiefly stoker, and briquettes, from steam coal are shipped for house-hold use, and domestic slacks are used in certain industrial plants. The .domestic operator, for reasons shown later, was not primarily concerned with actual coal washing as a phase of coal preparation, and bent his efforts to improvement of screening and loading plants, with hand-picking of coarse sizes. The bituminous operator, on the other hand, felt it necessary by 1920 to consider coal washing. When the mines were comparatively young, coal quality could be controlled to a considerable degree by selective mining, by leaving behind some of the seam or by-passing districts in a mine where the coal was of inferior quality to that in other districts. This obviously had its limitations, and so the next step was coal washing.

The UCAR® CHILL-KOTE? freeze lining concept combines wall cooling with carbon and graphite refractories of higher thermal conductivities to ?chill? the refractory lining by transferring heat from the refractory lining. Effective sidewall water cooling, together with the efficiency of the heat dissipating conductive refractories, lowers the temperature of the lining to below that of the molten process materials. This causes a layer of slag and process metal to solidify or ?freeze? and form a protective ?skull? which completely coats the refractory hot face. Once formed, the slag skull insulates the refractories, reducing heat loss and protect the lining from erosion, chemical attack, thermal shock, and other stresses. The result: extended life and greatly improved refractory performance. The Ilmenite smelting process depends on the presence of a solidified slag skull to protect sidewall refractory material from chemical attach by molten slag. No known refractory material is able to withstand this corrosive material. To date, UCAR has not applied their Chill Kote ? technology in the ilmenite smelting industry. This paper revolves around the results obtained from conducting an ilmenite smelting campaign on a 500kW DC open-arc furnace with a UCAR designed refractory system. The purpose of this test was to establish the effects such a lining has on refractory wear and the reduction-smelting process. Proper thermo-couple management enabled the authors to monitor lining wear for the duration of the campaign. Prior to the pilot-scale campaign, modeling work was completed to evaluate the feasibility of applying UCAR® CHILL-KOTE? technology to ilmenite smelting furnaces. The successful operation of a pilot-scale furnace equipped with the UCAR® CHILL-KOTE? lining as well as concise modeling suggest that it should be a viable option to consider for an industrial-scale furnace.

The Bureau of Mines, in pursuing its goal of extending the life span of strategic materials, conducted field corrosion studies at the East Mesa Known Geothermal Resources Area (KGRA) in the Imperial Valley, Calif., to determine the optimum materials of construction for use in geothermal mineral energy resource recovery plants. These studies included characterization of geothermal environments and in situ corrosion testing. The corrosion resistance of 10 alloys exposed to 5 brine and steam process environments was evaluated using the low-salinity, high-temperature brine from geothermal well Mesa 6-1. Of these alloys, Hastelloy C-276, Hastelloy S, Incone1 625, titanium-2nickel, and 316 L stainless steel had excellent resistance to corrosion in all of the process environments; E-Brite 26-1 and 430 stainless steel had fair resistance. Although general corrosion rates for 4130 steel and 1020 carbon steel were substantially higher than those of the other iron-base alloys, these two alloys could prove useful in low-salinity process environments because of their low cost. Aluminum alloy 5005 was the least corrosion resistant alloy and pitted severely. Scales formed on all of the alloys in every process environment. Calcite, aragonite, and an amorphous silicate were the major components of the scales.

This paper reviews the history of modern iron-control processes in hydrometallurgy. Attention is paid to processes developed in the electrolytic zinc industry for removal of iron from zinc sulfate leach liquors and the problems faced by the industry in the safe disposal of the iron residues produced by these processes. Past lessons learned are projected onto current efforts to develop hydrometallurgical processes for treatment of copper sulfide concentrates. It is argued that any attempt to create a \u201chydrometallurgical copper smelter\u201d will fail, unless methods are developed that can recover iron in a form that can be directly used by the steel or pigment industries.

THROUGHOUT its history the American iron and steel industry has constantly striven to improve the quality and reduce the cost of its products. No one needs to be told how well it has succeeded. Its success in making steel products at such a low cost has been achieved mainly through large-scale production. While costs have gone down as the rate of production and the degree of mechanization increased, quality of product has been actually improved. Thus high-tonnage records are important only in the light of high quality of the steel. Quality is the watchword! Continual improvement in quality has come as a result of research, not only in the laboratory but in the large commercial units in the plant. In fact, so many operations of the industry are on such a huge scale that experimental work must be done under commercial operating conditions so every progressive steel plant is a research laboratory.

For public organizations, preparing accurate project cost estimates is a critical component in capital project planning. Project delivery methods provide a structured approach to moving projects through the design and construction lifecycle, and typically use cost estimates as key inputs at each stage to determine if the project will advance. As design stages can occur years or even decades before construction contracts are awarded, estimates need to make reasonable assumptions about how the work may be executed (means and methods) as well as potential future market trends so that appropriate values for material pricing, labour costs, escalation, and owner’s costs can be included. This process is challenging enough during stable markets, as historic trends can often be misleading and require a suitable understanding of economic factors to use appropriately. When you mix in the market volatility that has been observed since 2020, developing accurate project cost estimates becomes even more challenging. In cases such as this, having a structured approach to cost estimating that includes an adequate risk-based reserves cannot be overstated as it provides the basis for ongoing project decisions. This paper explores some of the historic and more recent market trends that have impacted key aspects of project cost estimates for capital project planning. It also provides recommendations on how to develop cost estimates for infrastructure projects, with examples from Metro Vancouver, which plans for and delivers regional-scale services to 2.6 million residents. A brief commentary on the use of escalation clauses in contracts is also presented.

In coal mines equipped with electrically driven mechanical mining equipment, the problem of protection for electrical circuits and machinery important, because the hazards of fires and explosions resulting from electrical failures is greater than in most other industries. There is need for better methods and improved protective devices for this service. Studies and tests designed to determine possible value of the short-circuiting contactor as an electrical device for coal mine service were investigated. Preliminary made to determine the operating characteristics of the device, after which tests were made under actual service in three coal mines. Ordinarily, electrical protection in coal mines is divided into three classes, as follows: 1. Overload protection that is intended to protect against damage from overheating and excessive mechanical strain due to overloading. 2. Short-circuit protection that provides a means of de-energizing the equipment instantly when an accidental short circuit occurs in the equipment or on the power system. Short cm protection tends to damage from fires and, explosions resulting in the dissipation of large amounts of electrical energy in a short circuit. 3. Ground fault protection that, in its various forms, is intended, to maintain the frames of electrical equipment at or near the same potential surfaces in contact with the earth for the purpose of safe-guarding human life.

The comparatively recent developments in the Wilberforce area, and the consequent arousal of public interest in radium, seemed to call for the publication of such a paper which would be intelligible to the layman. To satisfy this apparent need, the writers submit this paper which contains material derived from various sources, and for which the writers make no claim of originality. "Advanced planning and automation are increasingly important in modern mines. Sophisticated methods for long-term mine planning are often used, and the advent of autonomous machines makes the actual operation more predictable. However, the interface between these two timescales, i.e. the scheduling of the mobile production fleet, often limits the ability to operate mines at maximum profitability. We show how scheduling the production fleet in an underground mine can be modelled as a flow shop. A flow shop is a general abstract process formulation that captures the key properties of a scheduling problem without going into specific details. Thus, the flow shop enables mine scheduling to reap the benefits of scheduling research from other industries. We review recent results from the mining community and the flow shop community, and introduce scheduling methods used in these two fields. This work aims at providing value to researchers from the mining community who want to leverage their skill set, as well as to theoretical researchers by presenting the mining process as a potential application area. Lastly, we discuss the results, and outline some future challenges and opportunities facing the industry. IntroductionThe margins in underground mining are constantly under pressure since costs increase as the mine becomes deeper. One major component influencing the operational performance, and thus the profitability of an underground mine, is how the mobile machinery and staff are coordinated. Today, the coordination of the underground fleet, i.e. scheduling of the machines, is mostly done manually, with methods that are stretched to their limit and with no guarantees on performance. According to a survey of more than 200 high-level executives in mining companies around the world (Mincom, 2011), the top challenge for modern mines is to maximize production effectiveness, rather than improving the reliability of individual items of equipment. This highlights the importance of coordination on a system level.The effectiveness of mine production can be increased by introducing supportive algorithms in the scheduling process. These algorithms enable mines to construct optimized schedules with respect to custom metrics. Additionally, manual scheduling is a tedious and error-prone task where the performance is heavily dependent on the scheduler. To reduce the staff dependency, supportive algorithms can help to achieve more uniform outcomes, resulting in a more predictable process. In turn, this increases the transparency of the mining process through the entire production chain. It is worth noting that automatic scheduling has proved beneficial in many other industries, such as chemicals and metals (Floudas and Lin, 2004; Tang et al., 2001)."

THE INVESTIGATION was carried out in three stages, depending on the objectives of the work and the kind of equipment used. The first stage involved testing of 11 representative Alabama coals, the source of which is given in table 1. The objective was to find whether these coals could be gasified raw by the Lurgi method, and the equipment used was a 4-inch batch generator (to be described later). This generator proved too small and difficult to control to provide adequate amounts of products under continuous operating conditions for testing. For the second stage, a 6-inch batch generator was used, which was provided with facilities for superheating the steam-oxygen mixture and for synthesizing additional methane from the residual carbon monoxide and hydrogen in the primary Lurgi gas. Selected Alabama coals, Pittsburgh-bed coal from West Virginia, "Disco," and anthracite were used. For the third stage of the work, a continuous generator of 1 square foot grate area, following closely the design of the industrial generators operated in Germany, was provided. This generator was designed by 0. Hubmann, engineer for the Lurgi company, and was expected to give results closely simulating industrial-scale apparatus. The purpose of this equipment was to test prepared materials shown to operate smoothly in the 6-inch generator under conditions approximating as nearly as possible those prevailing in industrial practice. Work of the first stage showed that Alabama coals could not be used in the Lurgi process without first destroying the coking power.

"Photographic, video, laser, hot film and conductivity methods are used in the experimental study of gas-liquid flows. A discussion of their capabilities and limitations are given in this paper illustrating the wide range of phenomena that can be studied. Most of these methods are limited to physical models at room temperature with transparent fluids, although they can be extended for use with opaque and hot fluids. A number of these techniques have been used by the GKW CRC in studies on industrial plants and their usage is increasing although a number of technical difficulties still need to be overcome. An in-depth discussion of the laser doppler anemometry (LDA) and particle image velocimetry (PIV) methods is given with experimental results on the flow field of an air plume in water based on advanced development of the techniques and studies carried out at the GKW CRC. The LDA method provides high resolution data on the velocity profiles, while the PIV method provides an overall view of the complex flow structure occurring at the gas-liquid regions. These two methods complement each other in providing experimental data for validating numerical models and exploring the complexities of multi phase flows.IntroductionThe injection of gases into melts is an important operation in the metallurgical industry. It is used in converters, anode furnaces, blast furnaces, ladles, bath smelters, zinc fumers and many other smelting processes. In many of these processes, the gas is injected into a molten bath resulting in the formation of bubbles that promote reaction, mixing, alloying and heat transfer. The study of gas-liquid systems presents enormous challenges to the researcher due to the complexity of the mathematical and physical modelling which require innovative numerical and experimental skills."

The current suite of bulk mining explosives has been available to the industry for over 20 years. The flexibility and performance of ammonium nitrate based emulsion blend explosives were accepted by the mining industry in the early 1980s. These water resistant explosives rapidly displaced the water gels and slurries developed during the previous two decades. However, since the 1980s there has been no equivalent step change to the basic formulation or application of bulk explosives, although there has been a continuous process of refinement with respect to stability, handling characteristics and most significantly, cost. In the 1980s explosives supply contracts were awarded based on technical evaluations, usually accompanied by field trials. Technical personnel from both mining companies and explosives suppliers dominated the negotiations and there was a strong focus on explosive energy and blasting requirements. Today, explosives from alternative suppliers are difficult to differentiate on the basis of energy so the focus has shifted to aspects of service and price û bulk mining explosives are now largely treated as a commodity and the negotiations are dominated by commercial personnel. Commercial pressures from large mining companies have seen a substantial reduction in the real price of explosives. However, this has come at a cost. In order to reduce manufacturing costs, emulsion formulations have changed. In general they are not only cheaper, but also less energetic. Powder factors have had to increase to achieve the same blasting results, especially in hard ground. It is debatable whether the mining companies have achieved all of the economies they were seeking. This paper discusses these issues and argues that the mining industry would benefit from taking a more technically driven approach to meeting their blasting requirements. Recent trends towards more open contracts between the mining companies and their suppliers can be extended to explosives. To achieve this, mining companies will need to acquire sufficient technical knowledge to take a more pro-active approach to specify the characteristics of the explosives required to maximise the economic performance of their operations.

Eldorado Gold Corporation of Vancouver, B.C. owns and operates three gold mines. The Sao Bento underground gold mine in Minas Gerais State, Brazil produced 105,907 ounces in 1997. The La Colorada and La Trinidad open pit, heap leach mines in Mexico produced over 83,000 ounces in 1997. With a deteriorating gold market plaguing the industry throughout 1997 Eldorado had to take critical measures at each mine to enhance gold production while lowering cash operating costs. Each mine had its own unique problems to confront. This case study will discuss three distinct courses of action taken at the three mine sites.

The Bureau of Mines investigated the use of a chromatographic gas analyzer in determining the concentration of combustion products in gas produced during field and laboratory thermal oil-recovery tests. Several parameters (carrier-gas flow, cell current, sample size, and temperature) known to affect quantitative analyses were studied using a commercially available dual-column, dual-detector chromatographic gas analyzer which had been modified to provide close control of these variables. The apparatus made possible a much closer control of air-and gas-injection rates and provided adequate data for performing material-balance calculations and for determining oxygen utilization during the laboratory and field combustion tests. The chromatographic analysis also aided materially in evaluating and measuring bypassing and gas travel times and in detecting high-permeability zones that were present in the reservoir.

THIS IS a progress report on a study of the application of statistical practice to mine and mineral sampling undertaken by the Federal Bureau of Mines to provide sound theoretical and practical data for use of the mineral engineering professions. One of the problems in mine sampling is determining the reliability of the results. For certain types of sampling data (random data) the reliability of the results can be stated mathematically. For other types of data there is no known means of quantitatively expressing reliability. In applying measures of reliability to a set of random data, some knowledge or assumption of the characteristics of the particular data is necessary. In many fields these characteristics are well known. However, in mining, where the data are in assays, these characteristics are not well known.

A PART of the Bureau of Mines effort to improve the conversion of coal to liquid fuels, batch autoclave tests were made on the hydrogenation of bituminous coal by a dry method, which featured charging the autoclave with dry ingredients only-coal, catalyst, and hydrogen. This innovation, which omitted the liquid vehicle used in earlier work, limited the products to those made from the coal charged. The effects of the common process variables (catalyst, hydrogen pressure, temperature, and residence time) were studied. Tin catalysts showed the highest activity in the widest variety of forms and were the easiest to disperse; dry mixing in the autoclave during the heating-up period usually sufficed. Ammonium molybdate, on the other hand, was inactive when dry mixed, but it compared favorably with the best catalysts known when applied by impregnating the coal with a solution of a molybdenum compound. As a group, metal naphthenates were the most effective; in fact, molybdenum naphthenate was the most active catalyst the Bureau tests disclosed. One-hundredth of a percent of molybdenum in this form (calculated as the metal in weight-percent of maf coal) induced 90-percent conversion of coal. However, because of their high cost, naphthenates have as yet only technical significance in coal hydrogenation. Long residence time and high reaction temperatures tend to increase the amount of thermal decomposition products formed (light hydrocarbon gases and/or char). High hydrogen pressure favors the production of liquids.

Many analysts have had difficulty in obtaining accurate and consistent determinations of the volatile matter in low-temperature coke when the usual standard method for coal was followed. The tendency is toward too-high results, due to mechanical losses which are extremely difficult to avoid or control. With cokes there also may be an error due to excessive oxidation of the fixed carbon. Much of the earlier experimental work on the volatile-matter determination in coal, such as that of Parr, Fieldner and Davis, and others, has been on the effect of time, temperatures, shape and size of crucibles, method of applying heat, and type of furnace, all of which data has evolved the present A.S. T. M. standard method for volatile matter in coal and coke. It is not the purpose of this investigation to deal directly with the above phases of the procedure, but rather to study some of the factors affecting the results in those types of fuel which give erroneous results due to mechanical losses. This mechanical loss is usually designated as "sparking." There are two kinds of sparks or incandescent particles which may appear: particles of soot from partially condensed carbon from the burning gases, and unburned particles of the material itself which escape. The first type does not affect the accuracy of the volatile matter results, and is therefore negligible. The second type, however, causes appreciable loss and results in showing higher volatile percentages than actually exist.

In 2006 the Australian steel industry and CSIRO initiated an R&D program to reduce the industry’s net greenhouse emission by at least 50%. Given that most of the CO2 emissions in steel production occur during the reduction of iron ore to hot metal through use of coal and coke, a key focus of this program has been to substitute these with renewable carbon (charcoal) sourced from sustainable sources such as plantations of biomass species. Another key component of the program has been to recover the waste heat from molten slags and produce a by-product that could be substituted for Portland cement. This paper provides an overview of the low-emission Integrated Steelmaking Process, progress made over the past seven years and the program’s future direction which includes proposed demonstrations of the technologies developed including large scale piloting and full scale plant trials.

Preliminary design is underway for the Massachusetts Water Resources Authority’s (MWRA) next major tunnel program, the Metropolitan Water Tunnel Program (MWTP). The MWTP is the latest part of MWRA’s ongoing efforts to achieve redundancy for its metropolitan water transmission system including its historic deep rock City Tunnel, City Tunnel Extension and Dorchester Tunnels. The MWTP comprises several deep rock tunnels that will be approximately 10-foot to 12-foot finished diameter totaling just over fourteen miles long and ten connections to existing large diameter surface piping and pumping stations. This paper will present an update on current engineering and permitting efforts, packaging schemes, and the schedule to complete the MWTP.
