The Bureau of Mines investigated the technical problems involved in recovering commercial-grade vanadium products from alkaline solutions of low vanadium content. Conditions were defined for precipitating calcium vanadates from sodium vanadate solutions with calcium chloride and calcium hydroxide and for dissolving the precipitates with acid, sodium carbonate, and sodium bicarbonate to obtain vanadium-enriched solutions from which either red cake or ammonium metavanadate was recovered. Calcium vanadates with CaO:V205 mole ratios of 2, 3, and 4 were produced with recoveries of 93 to 100 percent. Optimum recovery of the low-lime variety of calcium vanadate was obtained by employing excess calcium chloride and adjusting the pH to a range of 8.0 to 8.5. High vanadium extractions were obtained in concentrated solutions by dissolving the calcium vanadate precipitates with any of the reagents tested. The resulting extracts contained 25 to 125 grams V205 per liter. Conventional procedures used to precipitate either red cake or ammonium metavanadate from the enriched solutions gave excellent vanadium recoveries.

The Southern Appalachian coal field extends southward across Tennessee in a belt about 50 miles wide between the eastern and middle sections of the State. The earliest record of the production of coal in Tennessee is for 1840, and the first inspection laws were passed in 1881. In 1887, a second act of the legislature created the office of Chief Inspector, but little was done until 1891 when a new act was passed giving to the Department of Mines added duties and powers. Since that time, except for the years 1915 to 1918, com¬ prehensive annual reports have been published. Data for the tables given in this paper are taken from these annual reports, from those of the Southern Appalachian Coal Operators' Association, and from the publications of the United States Bureau of Mines, which has main¬ tained a station at Jellico, Tenn., since 1911. Complete figures for 1930 are not available yet and they are not included in the averages. The State Department of Mines, the operating companies, and the United States Bureau of Mines cooperate in accident-prevention work. It is the purpose of this report to present in uniform tables the available statistics in regard to fatal accidents in Tennessee and in the coal mines of the United States, in order that the progress in mine safety in Tennessee may be compared with that of the country as a whole, and the present period may be compared with various periods of the past, to indicate the main points of attack in the reduction of accidents.

The ore reserves of the Frieda porphyry copper prospect in Papua New Guinea have been estimated using kriging and an alternative method. Only very erratic variograms could be obtained from the raw data and thus it can be expected that kriging variances will be unrel- iable. The frequency distributions of the two sets of estimates show expected differences and the resulting mineable reserves show similar expected differences. More drilling and the use of disjunctive kriging are needed to produce reliable estim- Ates.

The P49 Shaft, Hilton Mine, was sunk and equipped for Mount Ise Mines Limited by con- tractors Cementation - Thiess Joint Venture. The leached siltstones to a depth of 150m were known to contain large volumes of water. These siltstones were cored and tested in the laboratory. Field results confirmed that cement grouting was relatively ineffective but that chemical grouting was effective. The Sm diameter shaft was sunk to a depth of 1040m. Weak strata to the full depth re- quired continuous temporary support by rock bolts and mesh before the concrete lining was poured, and made sinking conditions difficult. After completion of the shaft sinking the headframe was redesigned and modified to allow shaft equipping as a combined service and hoisting shaft with seven compartments. The shaft steelwork was designed and fab- ricated for service with high speed conveyances operating under corrosive conditions. The steelwork, weighing approximately 1500 tonnes, was installed to a high degree of accuracy which required guides not to depart from true verticality by more than 2mm over any 5m, or 15mm over the full shaft depth.

THE Portland Cement Association was organized more than a third of a century ago by a group of cement manufacturers, to do cooperatively the educational and research work needed to ensure proper use of their product. Specifically, the Association has a threefold purpose: (1) to search out facts to ensure the best possible service from concrete; (2) to give the widest possible circulation to facts affecting the use of concrete; (3) to urge practical application of those facts on actual building projects. An organization of technically trained men conducts many research projects in the Association laboratories, interprets their findings and applies them practically in the field. The net effect of this work has been to improve the design and prolong the life of roads, bridges, industrial, commercial and public buildings, homes, farm structures and concrete products. The results of this technical research and experimentation are made available to the entire construction industry through bulletins and reports. Information is also released to the general public through newspapers, magazines and Association publications. In addition to a1 technical staff in the general office in Chicago, the Association has district offices in 22 cities. Field engineers cover 37 states, the District of Colum-bia and British Columbia, to give service to users of Portland cement.

In the past, quarrying and other small operations have not been able to take advantage of the lower cost, convenience and better performance of bulk slurries. However, with the introduction of repumpable emulsion slurries and their ability to be stored in containers as blasting agents, bulk slurries are now available for small operations with small diameter boreholes and are producing excellent results. This same concept is being used successfully in larger underground operations.

Development of a permanent human base on the moon for exploration requires a self-sustaining system. Such a system entails the production and processing of limited amounts of raw material on the moon. Any mining and construction activities on the moon can only be performed by a robust excavation machine that can excavate a variety of material, from loose surface regolith to consolidated (frozen) regolith with embedded rocks in the mixture. Meanwhile, a limited amount of information on lunar regolith is available to develop and optimize a machine for lunar ground conditions. Therefore, any excavator designed for use on the lunar surface should have the ability to adapt to a wide range of operating conditions. A prototype cutterhead for the lunar excavator was built and tested at the Kennametal facility in Latrobe, PA. This paper discusses the results of initial material characterization, as well as full-scale tests of a prototype cutterhead in relevant material. A brief review of anticipated production rates under various assumed ground conditions is also presented.

The propagation of a shock wave through air as a result of quarry blasting consists only of one type of wave, the compression wave. This is in marked contrast to seismic waves where a number of different types of wave are generated by the one blasting event. Even so the interaction of the burn time of a single hole and the resulting air overpressure is still too complicated to be able to be accurately modelled from first principles. It is considered that the best way forward is to monitor an individual single hole to obtain a signature wave form that has resulted from this complex interaction. Once this wave form is known, the variation in geometry of a mutli-hole blast and the timings of the successive detonations can be modelled to give a sufficient degree of accuracy to recreate the likely magnitude, duration and wave form of a multi-hole quarry type blast. This can then be directly compared with actual air overpressure wave forms from quarry blast to verify the model.

Reviewer: R. H. Eric This edition is organized in twenty-three chapters, and contains exactly 500 pages including three appendices and an index. The first and second editions were published in 1976 and 1980 respectively, and both contained nineteen chapters. The second edition brought the operating data and process descriptions up to date. The third edition covers comprehensively the changes that have taken place in the primary copper industry over the past two decades. For example, reverberatory furnaces now make up only a third of the major primary smelting furnaces, compared with about three-quarters in the 1970s. Control of air and water pollution and recycling are given much more emphasis, along with novel and emerging technologies.

National Institute for Occupational Safety and Health method 7703 is a portable field procedure for the analysis of workplace air filter samples for hexavalent chromium (CrVI) content immediately after the samples are collected. The field method prescribes CrVI extraction from air filter samples with an ammonium sulfate/ammonium hydroxide extraction buffer using ultrasonic extraction (UE). Strong anion-exchange solidphase extraction (SAE-SPE) is then used to separate CrVI from trivalent chromium and other interferences. Portable spectrophotometric measurement of CrVI is then conducted using the 1,5-diphenylcarbazide (DPC) method. However, it has been found that the ammonium extraction buffer does not dequately bring insoluble CrVI compounds into solution during the UE process. Thus, it was deemed necessary to modify the field method so that it would provide acceptable recoveries for insoluble CrVI compounds. To this end, a more alkaline extraction solution—sodium carbonate/sodium bicarbonate buffer—was investigated. The modified procedure using the highly alkaline extraction solution was demonstrated to be compatible with SAE-SPE cartridges when determining insoluble CrVI in air filter samples. It was found that the carbonate/bicarbonate buffer was equally effective for complete dissolution of both insoluble and soluble forms of CrVI. Furthermore, the modified procedure met desired performance criteria established for air sampling and analytical methods. Richard Strong (Oliver Iron Mining Div., U. S. Steel Corp.)—Mr. Waterman states (p. 59, Trans., January 1954): "Core-sludge combining factors have been calculaied for any combination of core-sludge recovery on the basis of several logical assumptions: 1—The sludge sample loses reliability geometrically as sludge recovery drops. 2—The sludge sample should not be used if the percentage of sludge return is less than the percentage of core recovered. 3—A core sample should receive a weighting at least equal to the percentage of core recovery." Assumptions 1 and 2 seem justified at Chuquicamata and most geologists would agree to the validity of assumption 3. However, contrary to the statement quoted above, the core sample does not in general receive a weighting at least equal to the percentage of core recovery when the Chuquicamata methgd is used. Furthermore, the basic Chuquicamata method is identical to the Longyear or relative volume core-sludge assay combining method. This quantity is real and positive for all values of F and core recovery less than 100. Therefore the true core factor is always less than F except when F is equal to 100. If sludge recovery is 100 pct, Eq. 3 can be further simplified as follows: Let F = percentage of core recovered. The maximum weight assigned to the laboratory sludge assay depends on drillhole size, as follows: Eq. 4, with suitable changes in symbology, is identical to Royce's formula 8,' which is a statement of the Longyear or relative volume method of combining core and sludge assays. If Mr. Waterman's assumption 3 is of paramount concern to the geologist, the Royce method (for core recoveries of 60 pct and above) or a method employing the percentage of core recovered as a core weighting factor are the only recognized methods known to the writer which achieve the desired result. A modification of the latter method embodying Mr. Waterman's assumptions 1 and 2 would result from applying the factors from Fig. 3 directly to the laboratory core and sludge assays.

The vacuum filter operating variables that influence cake moisture are discussed. The influence of temperature control, particularly through application of steam to the cake, is emphasized. Results of pilot plant studies on filtration of fine hematite concentrates are presented and discussed, and are shown to support the theoretically-derived conclusions. Results on fine magnetite concentrates are also used to support the argument. The relative merits of disc and drum filters from the standpoint of cake moisture are discussed. Moisture content has always been recognized as one of the most important properties of concentrates used as pellet plant feed. Most iron ore concentrates are produced by wet methods, and are finally de-watered on filters. Obviously, a real economic advantage accrues to the ability of control the moisture content of the filter cake within the range required for optimum pellet production. Another consideration, also, has been receiving increasing attention recently. Transoceanic shippers of concentrate cargoes are critically assessing the hazards of excess moisture. The nature and magnitude of these risks have been described, ' and it appears that their elimination may require that residual moisture be somewhat lower than the limit for proper pelletization. Coarse, very free-filtering materials, such as the products of spirals, are usually best handled on top-feed types of machines. The moisture content of the cake may be held at a specified value by proper design and operation, taking into account cake thickness, air-flow rate, and drainage time. Fine-grained concentrates, with which we will be concerned here, must be filtered on Drum or Agidisc machines. With many of these materials, it is possible, by proper design, to meet cake moisture requirements with a conventional filter station. The first installations to produce high-grade pellets from magnetic taconites fell in this class. In fact, the design criteria were developed in connection with operations of Reserve Mining Co. at Silver Bay, inn.,2 and these have been verified repeatedly in other mills. The trend today, however, is toward the production of more difficultly dewatered concentrates. This is due on the one hand to the increasing attention being given to non-magnetic ores, which tend to be far slimier, and therefore much more retentive of moisture, than the magnetites. On the other hand, the pressure to improve the grade of the magnetic ores is leading to finer grinds, which also are more difficult to dewater. In the latter case, the decision to improve grade in an existing operation by finer grinding for better liberation may lead to two unattractive alternatives: 1) substantially higher bentonite consumption, plus the risk of poorer quality pellets, from high cake moisture, or 2) installation of a thermal dryer. There is, however, a third alternative. In recent papers by two of the authors3,4 it was shown that for many materials a significant decrease in cake moisture can be obtained by applying live steam to the cake face during the drying part of the filter cycle. Further, this limited drying appears to have distinct economic advantages compared to thermal drying. It is the purpose of this paper to explore the third alternative. To do this, the results of an extensive pilot study of steam filtration of a hematite flotation concentrate will be critically examined. This study was sufficiently broad so that a number of alternate suggestions (besides steaming the cake) for reducing moisture content were tested, and comparative data for both Drum and Disc filters were obtained. The work was particularly interesting since the concentrate has a high Blaine surface, and is therefore particularly difficult to dewater to the levels required. FILTER CAKE MOISTURE The significant difference between concentrate filter cake as discharged from the filter, a cargo of that same filter cake during or after shipment, and a green ball formed from that filter cake is in the relative volume of voids, or porosity. The Bureau of Mines examined the Bear Canyon RARE II area in 1982. The area has no identified mineral deposits. The few claims that were located in the study area are devoid of any workings. No concentrations of economic minerals were found in the samples taken. There are no mineral, geothermal, or oil and gas leases in the area; the nearest oil well is 10 mi (16 km) east. The nearest mining operation was the Ruby Gold Placer worked in 1914, 7 mi (11 km) southeast (Hart, 1966, p. 45); the Pliocene Paso Robles Formation which contained the gold does not extend into the area. SETTING The Bear Canyon RARE II area covers 19.7 sq mi (51 sq km) or 12,600 acres (1500 ha) in west-central California. It lies in the Santa Lucia Range 10 mi (16 km) southwest of King City and adjoins the southeast side of the Ventana Wilderness. It is 10 mi (16 km) from the Pacific Ocean. Primary access is by the San Antonio River road on the Hunter Liggett Military Reservation, which parallels the area's southern border. Further access to the area's interior is by jeep and foot trails.

An improved technique has been developed for the deoxidation of palladium with aluminum which is especially suitable for use in making small castings with an induction-melting and casting machine. The effect of various crucible linings on the efficiency of the residual deoxidizer and accompanying oxide film in protecting palladium against oxidation during remelting also has been examined; the preferred crucible lining consists of zirconia cement. THE objective of this work was to develop a simple method of deoxidizing induction-melted palladium which would be suitable for use by manufacturers of jewelry and other small castings. In a common method of deoxidizing torch-melted palladium a piece of aluminum foil is dropped on the surface of the molten metal. If a film is present, which is usually the case, it must first be removed by oxidizing the molten metal thoroughly because it would interfere with the entry of the aluminum into the melt. Removal of the film is probably facilitated by a mild fluxing action of the silica crucibles which are used for torch-melting. However, removal of an alumina film from molten palladium in the crucibles normally used for induction melting is a much slower process and it became necessary to modify the de-oxidation procedure. In the modified procedure the charge is simply melted and the desired amount of aluminum, crimped to one end of a tungsten wire, is plunged through the film into the palladium and the wire immediately withdrawn. The trace of tungsten which dissolves along with the aluminum can be avoided, if considered objectionable, by using a palladium wire. In view of the persistence of the alumina film under the conditions of induction-melting it also was decided to ascertain the efficiency of this film in protecting palladium against oxidation during repeated remelting and casting. Melting Equipment and Materials The equipment used for melting and casting consisted of an Ecco GC:6, 6 to 8-kva high-frequency converter and an Ecco M34B centrifugal casting machine. This unit is being increasingly used for making jewelry and dental castings and it also has been found useful in making exploratory melts of a variety of nickel alloys, for which purpose it is well suited on account of its speed of melting and economy of material. A description of the machine and its operation will be published elsewhere.' A common palladium jewelry alloy, 95.5 palladi-um-4.5 ruthenium (referred to as "palladium" in the trade), was selected for the deoxidation tests. It was available as melting stock which had been melted in air to free it from oxidizable impurities, and also as clean scrap from previous melts which had been deoxidized with aluminum. The latter was thought to be typical of clean "palladium" scrap to be found in a manufacturing jeweler's establishment and it is also similar to one brand of "casting palladium." By the same token, the oxidized melting stock corresponds to "casting palladium" after the latter has been melted and thoroughly oxidized: Pure aluminum wire (99.9 pet), 0.032 in. diam; 1 in. = 0.036 g. Scrap tungsten wire, 0.014 to 0.020 in. diam. Argon, commercial water-pumped; 99.9 pet pure Experimental Procedure Samples of about 50 to 75 g of the palladium alloy were melted in a crucible lined with a proprietary refractory alumina cement. Some charges were melted in air, others in argon. The oxidized melting stock was melted and solidified a number of times in order to remove as much oxygen as possible before deoxidizing, but this treatment was unnecessary in the case of scrap. Natural Gas has been available in New Zealand for twenty years. During that time the gas share of the energy market has grown and now natural gas forms a significant part of New Zealand's energy scene, helping consumers to achieve a higher standard of living, and reducing dependence upon imported oil. Natural gas is now used for petrochemical manufacture and power generation in addition to direct supply to consumers. As concern for the environment continues to build, natural gas will have an increasingly important role to fill in these markets. This paper sets out the background to the development of natural gas in New Zealand and identifies the current markets. It then looks at those matters which are likely to influence the role of natural gas in the 1990s.

"Exploration and development of mineral resources in developing countries by Canadian-based multinational mining companies is becoming increasingly common. One problem being encountered is that the objectives of the governments of developing countries can differ from those of developed countries. These objectives are not always consistent with maximizing returns from the projects, which can create conflicts between the mining company's responsibility to its shareholders and the desire to be a good corporate citizen. This article discusses how a mining tax regime can be designed to make the social goals of a government consistent with the economic goals of the company.IntroductionAt the recent International Seminar on Mining Taxation organized by CIM and the United Nations there was considerable discussion about the role of international mining companies operating in developing countries. Not surprisingly, given the diversity of backgrounds of individuals attending the Seminar, there were different opinions about what this role should be.Government PositionRepresentatives of governments pointed out the strong desires of their countries for technology, high-level technical training of their workforce, increased employment, and development of social infrastructure. They pointed out that, to a large extent, these objectives could be more efficiently met by mining companies operating in the country than by the governments themselves. For example, a multinational mining company (""MMC"") would have extensive knowledge of the various technologies available, and would have performed a detailed evaluation of the mineral resources before choosing the most cost-efficient technology for that project. They would, therefore be in an ideal position to assist the country in importing and developing such technology. Similarly, the company could provide opportunities for hands-on training, both at the technical and managerial levels, which would otherwise be unavailable to the government."

This report summarizes the incidents that preceded the December 9, 1970, propane-air explosion in Port Hudson, Mo., and then attempts to establish the nature of the explosion from the ensuing events. Special emphasis is given to possible ignition sources, the distribution of flammable vapors, and the analysis of blast damage. Both near-and far-field damage indicated that this explosion may be attributed to the detonation of propane in air with an energy release equivalent to that from about 50 tons of detonating TNT.

Pneumatic chipping, scaling, and grinding can expose the tool operator to noise levels in the range 90 to 120 dbA. In most chipping and scaling operations, casting resonance is the primary source of noise, followed by air exhaust, and machine and chisel resonance. In grinding, the air-exhaust noise predominates. The Bureau of Mines has shown that noise from these operations can be reduced by up to 15 dbA. Workpiece resonance was reduced by sand or other damping methods; tool resonance, by internal damping; and chisel resonance, by constrained-layer treatment. Mufflers reduced air-exhaust noise, and an acoustically treated booth was effective in containing noise around the work area without increasing operator exposure.
