The United States Bureau of Reclamation is constructing the $200 million Navajo Indian Irrigation Project to irrigate 110,000 acres of land on the Navajo Indian Reservation in northwestern New Mexico. Water from the San Juan River is impounded by Navajo Dam and will be conducted for 26 miles along a series of tunnels and canals to the area to be irrigated. Tunnel No. 3 is the third in a series of six tunnels along the route. Bids for construction of Tunnel No. 3 were received by the Bureau of Reclamation in September, 1970. Fluor Utah was low bidder at $8.7 million. Ten of the 12 bids were based on excavation by tunnel boring machine. The consulting firm of A. A. Mathews, Inc., was retained by the contractor to advise on geologic and rock mechanics conditions after support problems developed in the tunnel. Tunnel No. 3 is 15,264 feet long, has an 18 foot lined diameter, rises approximately one-half inch per 100 feet in the direction being excavated, and is 6,000 feet above sea level. There is one short curve in the alignment. Minimum concrete thickness is 12 inches with eight inches from 'A' to 'B' line making a pay diameter of 21 feet, 4 inches. The tunnel is supported with rock bolts and steel pans. Mole excavation began on May 13, 1971 from a blasted starting chamber. After 46 feet were excavated the mole was shut down and the trailing muck handling equipment was pulled into place. After advancing 1,700 feet in 34 days, unanticipated ground water conditions and ground support problems were encountered slowing moling so that the next 1,000 feet of advance consumed 97 days until December

This paper introduces recent advances in stress-wave NDT systems for use in assessments of in-service foundation integrity and drilled shaft construction. The primary results of the laboratory experiments are very promising, as the acquired image was capable of differentiating changes in pile cross section as low as 0.3 cm. The preliminary results with the same hardware components on a relatively large scale cemented sand model were also promising. A brief overview is provided of both systems including hardware, survey methods, and data processing techniques, followed by a discussion on application of the results to QA/QC of deep foundations. INTRODUCTION There are two main applications in which current QA/QC NDT technology fails to provide sufficient information regarding deep foundation conditions: (1) detection of flaws in outside cover concrete of drilled shafts and corrosion in steel piling; and (2) evaluation of anomalies beneath the bottom of drilled shaft excavations. Previous studies have demonstrated the capabilities of high frequency stress waves for geotechnical and foundation evaluation purposes (Lee and Santamarina 2005; Coe and Brandenberg 2010; Coe and Brandenberg 2012; Coe and Kermani 2016). Higher frequency waves can visualize smaller anomalous features at the expense of higher attenuation and smaller propagation distance. Therefore, the goal of this study was to advance the state of NDT practice by development of a prototype high resolution stress-wave imaging system as proof-of-concept. The equipment and hardware were modular, which allowed simultaneous development of two system configurations for application to in- service foundations as well as drilled shaft excavations during construction. Results are presented based on two large scale soil models. The first laboratory model simulated section loss in an in-service steel pipe pile and drilled shaft foundation (Fig. 1a). The second model simulated anomalous conditions beneath drilled shafts excavations as might be encountered in areas with significant karst (Fig. 1b). For both models, evaluation of foundation conditions relied on the propagation of small amplitude seismic stress waves using hardware similar to those described in Coe and Brandenberg (2010) and Coe and Brandenberg (2012).

(written discussion ?).-Mr. Sherman&apos;s paper, entitled "Measures for Controlling Fires at the Copper Queen Mine," embodies two new and very important features: First, automatic closing of doors communicating with the dangerous area; second, the use of a portable storage-battery fan. His other procedures, such as giving a general fire alarm, getting workmen to the surface, etc., are equally important, but have long been in use in other places. Fire and ventilating doors in connections leading to shafts, air raises, and other large timbered areas, have been in use at other mines; but the method described by Mr. Sherman for operating these doors by compressed air, through a valve on the surface, is, so far as I know, original, and should be installed in every mine where there is danger of fire. Nearly all large mines are now using artificial ventilation, with the result that there are strong air currents in the shafts and other important workings. The most important feature in mine fires is a quick and positive control of the ventilation, for it takes but a few moments for smoke to travel over a large area, with the usual results of suffocation, and destruction of property. A strong air current in an upcast shaft acts as a draft in case of fire, and unless quickly cut off the fire would soon get beyond control. An upcast shaft usually changes to a downcast when large amounts of water are used. Human lives are in more danger from downcast currents, as the smoke travels into the workings.

The construction of Phase 2 of Hong Kong Station, its retail podium and International Finance Centre Two, the tallest building in Hong Kong, will be completed in the middle of 2003. This paper describes the design and construction of the slurry wall for the Station (both Phase 1 and Phase 2) and the two commercial buildings at the Station. The slurry wall is used as the permanent earth support wall for the station box and the excavation depth ranges from 70 feet to 120 feet. Top-down construction technique was adopted to support the excavation of the station, while circular cofferdams relying on hoop stiffness were constructed to support the basement excavation of the two towers. The designed behavior of the slurry wall is also compared to the as built behavior.

INTRODUCTION Ronald G. Stovash General Superintendent Consolidation Coal Company Shoemaker Mine Moundsville, West Virginia Consolidation Coal Company&apos;s Shoemaker Mine is located in West Virginia&apos;s Northern panhandle near Wheeling, adjacent to the Ohio River. Steam coal is mined from the Pittsburgh #8 seam which averages 65 in. in thickness. The 10 in. of draw rock directly above the coal is taken on advancement, but remains when longwalled. The top consists of up to 12 in. of lower quality coal, and immediately over that, up to 10 ft of multi layered shales, coal, and bone. The cover ranges from 300 to 800 ft of shales and limestone. Two longwalls operate in the mine. The first longwall started in April 1975 and is retreating its eighth panel. This wall was the first to use shield supports in the United States. The second longwall started in September 1979 and is currently retreating its first 7,000 ft panel.

MOST mineral products are used in the finely divided state, but some are sold in larger sizes. Coal, gravel, metallurgical fluorspar, phosphate rock, hematite, chromite, and other products are sold in sizes coarser than can be treated by many mineral-dressing methods. Gravity separation of coarser sizes by log washing and jigging is probably as ancient as any process now in use. The performance of jigs on a feed with sufficient difference in density of the minerals is excellent, but many families of minerals are too similar in density to be separated effectively by this method. The use of heavy suspensions of fine solids to separate coarse coal from bone and slate has been in use for some years. This separation by sink-and-float was limited until recently to light minerals. Development of galena and ferrosilicon as suspension media, by Minerals Beneficiation, Inc., at Mascot, Tenn., Pitcher, Okla., and Crosby, Minn., under patents granted during and since 1938, has permitted excellent results to be obtained on minerals of very similar densities up to 3.3. This process has been put in the hands of American Cyanamid Co. for exploitation, and further research now in progress may increase the density of suspension obtainable so that separation, at a density of 4,0 may be practicable before this is published. The Huntington-Heberlein dense-medium process, developed in England, is also being commercialized in the United States by Sink and Float Corporation. Du Pont has developed a sink-and-float separation using halogenated hydrocarbons as parting liquids; at this writing, the method is used commercially only on coal but has been successful in the pilot plant on many other minerals using tetrabromethane at densities up to 2.95. While these processes were being developed to extend the range of separation by difference in density to the coarser sizes, the Bureau of Mines was engaged in developing a process that will extend the range of separation by difference in wettability up to 2-in, size. War work has pushed aside its further development indefinitely. The results are published here with the hope that some use may be suggested that will justify post-war development, and so that readers that may be able to make immediate use of the scheme may have the information. A primary objective of the Surface Mining Control and Reclamation Act is to establish uniform national regulatory standards to protect the environment during mining and for reclaiming land after it is disturbed by current and future surface coal mining. In recognition of the wide range of climatic and geologic conditions in coal-producing areas, Congress provided that individual states may establish their own programs for regulating surface and underground coal mining and reclamation on private land. The standards for state programs must be at least as effective as the federal standards. Initial and Permanent Regulatory Programs Congress recognized the importance of establishing regulations to implement the Act as quickly as possible, while recognizing that the preparation of such complex regulations would be a lengthy process. Consequently, a two-phase schedule was established. An abbreviated initial program was put in place immediately, followed by a more extensive and detailed permanent regulatory program. The initial program regulations were published in December 1977, and mine permits issued by states after February 1978 were required to conform with those regulations. Regulatory provisions contained in the initial program included 12 basic performance standards, continuation of existing state permitting, bonding, and enforcement processes (although if those features did not already exist, they did not have to be added), a federal inspection frequency of once every six months, joint state and federal inspection and enforcement in states that had existing programs, and the prohibition of mining in the specific areas listed in the Act. Permanent program regulations were published in March 1979, following extensive review and comment from the public, including the coal industry and organized environmental groups. The regula¬tory provisions in the permanent program expanded those in the interim program by including the implementation of all performance standards contained in SMCRA, a new permitting process, a requirement for performance bonds, an increased inspection frequency (one per month), a new enforcement process, and a process for designating lands unsuitable for surface mining. The regulations for the permanent program have been revised several times since 1979; more revisions can be made as new mining and reclamation tech¬niques are developed. Such changes were anticipated by Congress; in fact, a provision in SMCRA for experimental practices encourages advances in mining and reclamation techniques.

The Block 76 project includes the demolition and redevelopment of an entire city block for mixed use retail, office and residential properties directly adjacent to Historic Temple Square in Salt Lake City, Utah. Excavation was carried out 65 ft below street grade and by as much as 50 ft directly below adjacent buildings supported by shallow foundations. Movements of the earth retention system and adjacent buildings were monitored in real time using automated equipment which complemented traditional geotechnical instrumentation. In the areas immediately adjacent to the existing buildings 9 stories or greater, anchored diaphragm walls were employed. Areas of the site not supported by diaphragm walls employed a soil nail wall system. Jet grouting was used for water cutoff in lieu of dewatering along the north and east sides of project. In total, the earth retention scope included 45,000 sq. ft of diaphragm wall, 104,000 sq. ft of soil nail wall, and micropile underpinning of 3 buildings. This paper provides an overall description of the Block 76 project. A detailed account is provided of the technical and commercial lessons learned. The project provided a unique example of how an owner can receive best overall value by acceptance of some technical risk up front. Benefit was gained by allowing the contractor to reduce contingencies within the bid from unknowns on a fast-track project.

Lattice parameter measurements of the hcp phase in the system Ag-A1 near the stoichiometric composition Ag2Al were carried out for specimens quenched from 825°K, annealed for 10 days at 453°K, and annealed for 100 days at 413°K. The three heat treatments resulted in the same lattice parameters at room temperature. None of the specimens showed any superlattice lines. The lattice parameters of this alloy were also measured at temperature from 77° to 750°K. An anomaly in the temperature variation of the lattice paramete.rs occurs in the region near 400°k, which may be associated with local ordering. FROM measurements of the diffuse scattering of X-rays, it is known that the [ phase in the system Ag-A1 near the stoichiometric composition Ag2A1 ex- hibits a considerable degree of short-range order at room temperature.&apos; Moreover, based on the position of the short-range order peaks a superlattice model had been proposed in the same study and it was suggested that lowering the annealing temperature to 420°K might result in long-range order. In the present study, the diffraction patterns and the lattice parameters of three differently heat-treated specimens, i.e., quenched from 825°K, annealed for 10 days at 453°K, and annealed for 100 days at 413°K, were determined from 77" to 750°K. It is shown experimentally that, by making use of the coupled S-O reaction in ionic melts, it is possible to transfer slclJur or oxygen from a lozv to a high chemical potential through an ionic nzenzbrane. This uphill transfer of sulfur is accompanied by a counter downhill transfer of oxygen and vice versa. The Materials balance shows that the amoulits of sul -fur and oxygen lost or gained by one system are the same as those gained or lost by the other systenz — the two systejns being separated by an iofzic membmne. The systems used in these experi?nents were solid Mn-MnS-Mno and liquid Fe-S-0. Sufficient results were obtained Lo study the kinetics of the transfer and the indications are that the counter diffusion of sulfide and oxide iojzs in the membrane is the rate controlling process. WHEN an ionic oxide-melt reacts with an atmosphere containing sulfur and oxygen-bear ing gases the following reaction occurs: 1/2 S2 (gas) +O2- (melt) = S2- (melt) + 1/2 0, (gas) [1] Under the restrictions that i) electric conductance in the melt is purely ionic and ii) each constituent element in the melt does not change valence, the solution of an atom of sulfur in the melt will result in the evolution of an atom of oxygen, so that the electric neutrality is maintained. For a given temperature and melt composition, the equilibrium concentration of sulfur in the melt is determined by the ratio, po2 /ps2 , in the gas phase and not by the individual partial pressures of oxygen and sulfur. This has been demonstrated by a number of investigators, for example by Richardson and withers&apos;, Fincham and Richardson,la by St Pierre and Chipman,&apos; and by Turkdogan and Darken.3 In his Howe Memorial Lecture for 1961, Darken discussed the possibility of uphill pumping of sulfur through an ionic membrane at the expense of oxygen. TO test the validity of this concept associated with coupled reactions, experiments were carried out in the following manner. A presintered mixture of Mn-MnS-MnO and prefused mixture of Fe-S-0, contained in platinum and iridium crucibles, respectively, and separated by a thin layer of soda-glass (to act as an ionic membrane), were placed side by side in an evacuated silica capsule and sealed. This was then kept at 1400°K for a required time to allow Reaction [11 to occur via the ionic membrane. When partial equilibrium is reached, the ratios Po2 /pS2, for systems on either side of the membrane, are equal and the flux of sulfur and oxygen through the membrane becomes zero, although the individual partial pressures po2 andp,, in these two systems may differ considerably.

"The Antamina project, owned by BHP Billiton Plc, Mitsubishi Corporation, Noranda Inc., and Teck Cominco Ltd., is a $2.3 billion copper/ zinc project, located in the Ancash Department of Peru. The project consists of an open pit mine, a 70 000 ton per day concentrator, a 302 km long concentrate pipeline, port facilities, a new access road, power line, and town site. The project is designed to produce up to 1.5 Mtpy of copper and zinc concentrates over a 23 year project life, and will be the third largest producer of zinc and the seventh largest producer of copper in the world.This mega project is the largest mining investment in the country and, during its construction stage, was the most important construction project worldwide. On May 28, 2001, Antamina commenced testing operations and four months later, it reached commercial production. Antamina was officially inaugurated on November 14, 2001 by Peruvian president Alejandro Toledo.The construction stage of the project generated 8000 direct jobs, with a peak of 10 000 employees, and 30 000 indirect jobs. The permanent workforce consists of approximately 1650 employees, the vast majority of which are Peruvian Nationals, around 30% of whom came from the region where the deposit is located. Approximately 5600 indirect jobs were generated from the project. Independent sources state that Antamina increased the Peruvian mining exports by 30% (mining exports constitute 50% of Peru’s total exports) and Peruvian GDP by 1% in its first year of full operation in 2002.Since winning the privatization bid for the project in 1996, the company has implemented an approach to community development and environmental protection based on sustainable development principals. Throughout the development of the project, a number of initiatives have been undertaken to ensure full involvement of the local populations in community development activities and the company’s environmental program.Due to its size, difficult logistics, cultural considerations and financial aspects, the project has faced a number of unique challenges in the area of environmental protection and management of community interaction. Antamina has been innovative in its approach to these issues and, as a result, has set new standards in Peru for environmental and community management and sustainable development."

Available barrier pillar design methods do not adequately account for overburden caving characteristics, the timing and magnitude of associated load transfers, the occurrence of unusual geologic features, or the effects of multiple-panel/multiple-seam mining. To address this problem, the Bureau of Mines, in cooperation with Cyprus Plateau Mining Corporation, conducted a barrier pillar study in a multiple-seam mine setting. Insufficient barrier width resulted in excessive load transfer to an adjacent/underlying section. Consequent entry and pillar deterioration resulted in the section being prematurely abandoned. This paper proposes an approach based on in situ measurements, which includes mine-specific loading conditions in the barrier design process.

Appalling as has been the loss of life in the last 51 months, there is one slight compensation: no longer will there be in the world a cripple, in the old meaning of the term. Men handicapped by wounds or disease, there will be, unfortunately, and in numbers beyond what the world has known since the wars of Napoleon; but neither they nor the industries from which they were called off to war will be "crippled" in the sense in which both would have been had mankind not learned the lesson of conservation and come to understand that the most important field for such conservation is not in the forests and the mines but among men and women. From the beginning of the Great War, France, Great Britain, Belgium and most of the other Allies have studied the problem of restoring the soldiers and sailors injured through war to physical and economic efficiency; and from their experiences, especially from that of Canada, the United States has learned much. Consequently, our task of preparing for the return of our disabled men has been easier and, in some ways, more comprehensive than theirs. Complex as are the details of the machinery which the United States has set in motion to take care of the men injured by wounds or disease, the plan itself is simple. Taught by European experience, the Surgeon-General of the Army and the Bureau of Medicine and Surgery of the Navy have provided, on both sides of the Atlantic, every known surgical and medical facility for restoring the injured or diseased man to a physical condition as nearly normal as possible. While in the hospital in Prance or England, on the transport coming to America, and in the hospital here, the disabled man is incited in every way to believe in his future efficieney, to want to be a normal worker, to desire to retake his place in that society of workers from which he went, temporarily, to do the greater work of preserving civilization. Furthermore, since purposeful occupation is now regarded as an essential form of treatment with most men in the hospital, especially in the convalescing stage, many of these men will have been actually started on the road to earning before they are discharged from the army surgeon&apos;s care.

Corrosion tests should be designed so as to facilitate as far as possible the interpretation of results, consequently factors which may affect the rate of corrosion should be controlled as far as practicable, and very full data should be given regarding the conditions of the test. Among the most important factors affecting the rate of corrosion is often the rate of supply of oxygen to the metal surface. It is essential therefore to understand the mechanism by which oxygen is transferred from the liquid surface to the surface of the metal. The work of Adeney and his coworkers has thrown much light on this mechanism. They have shown1 that the aeration of deaerated water and salt solutions proceeds much more rapidly than can be accounted for by mere diffusion, and have suggested that downward "streaming" takes place from the surface of the water, due mainly to an increase of density brought about by evaporation. The evaporation reduces the temperature of the surface layer, and also increases the concentration in the case of salt solutions. The effect of evaporation in facilitating the transfer of oxygen to a metal and increasing the corrosion of the metal was shown in some experiments due to Friend.2 He tested the corrosion of mild steel plates immersed in water in glass jars, a steady stream of air being drawn over the surface of the water in the jars. The air passing through half the number of jars was saturated with moisture, that passing through the others was dried with calcium chloride. He found that "in every case the water exposed to dry air was approximately twice as corrosive as that exposed to air saturated with water vapor." These sources are fortunately supplemented by the interest from invested funds now amounting to over $500,000, a considerable portion constituting endowments for especial purposes. Aside from the medal funds the principal endowments are the James Douglas Fund for support of the Library, the Rocky Mountain Fund and the Seeley W. Mudd Memorial Fund. The income from the two last named is available for the support of research and a variety of other purposes. It is allocated by the Board of Directors upon recommendation of standing committees in each case. An active effort is being made to increase the endowments of the Institute, it being felt that unusual opportunities exist for research and public and professional service through the organization.
