Section 317(e) of the Federal Coal Mine Health & Safety Act of 1969 directed the Secretary of the Interior to prepare standards under which all working places in a mine shall be illuminated by permissible lighting while persons are working in such places. Section 317(e) further provides that such working places shall be illuminated within 18 months after such standards are promulgated. In accordance with this section of the Act, there was published in the Federal Register for December 31, 1970, a notice of proposed rulemaking which prescribed the illumination to be provided in the working places of underground coal mines. In light of written comments, suggestions, and objections to this proposed rulemaking, the proposed standards were withdrawn and reproposed in the Federal Register for Wednesday, October 27, 1971. In light of further comments, suggestions, and objections, a public hearing was held on April 4, 1974, and standards were again reproposed and published in the Federal Register for April 1, 1976. Promulgation of the final lighting-standards &k place on October 1, 1976, which means that the underground coal mining, industry must comply with face illumination requirements by April 1, 1978.

Tati Nickel is currently operating a hydrometallurgical demonstration plant in Botswana, using the Activox® process developed by LionOre Technology, to produce nickel cathode and a cobalt salt from a sulphide concentrate. Cobalt is extracted using Cyanex 272. This reagent also extracts all the iron, aluminium, copper, zinc, and manganese from the nickel stream. Versatic 10 carboxylic acid is then used as extractant to recover nickel from the stream, separating it from calcium and magnesium, and upgrading it to provide a suitable advance electrolyte for nickel electrowinning. However, the selectivity of Versatic 10 for nickel over calcium is limited, and gypsum formation in the extraction circuit is a problem when it is attempted to maximise the recovery of nickel. Mintek has developed a synergistic system with Versatic 10 for improved separation of nickel from calcium and magnesium. Laboratory test work was conducted on the raffinate of the cobalt solvent extraction circuit to optimise the Versatic 10/Nicksyn? (Mintek synergist) system to be employed. Extraction and stripping parameters suitable for this stream were optimised in the laboratory and then applied on the demonstration plant. A commercial batch (0.5 tons) of Nicksyn? reagent was produced for the demonstration plant. The laboratory test work results and the demonstration plant performance are discussed in detail in this paper.

This report describes work on the problem of predicting oil recovery from a reservoir into which water is injected at a temperature higher than the reservoir temperature, taking into account effects of vis cosity-ratio reduction, heat loss and thermal expansion. It includes the derivation of the equations involved, the finite difference equations used to solve the partial differential equation which models the system, and the results obtained using the IBM 1620 and 7090-1401 computers. Figures and tables show present results of this study of recovery as a function of reservoir thickness and injection rate. For a possible reservoir hot water flood in which 1,000 BWPD at 250F are injected, an additional 5 per cent recovery of oil in place in a swept 1,000-ft-radius reservoir is predicted after injection of one pore volume of water. INTRODUCTION The problem of predicting oil recovery from the injection of hot water has been discussed by several researchers. l-6,19 In no case has the problem of predicting heat losses been rigorously incorporated into the recovery and displacement calculation problem. Willman et al. describe an approximate method of such treatment. 1 The calculation of heat losses in a reservoir and the corresponding temperature distribution while injecting a hot fluid has been attempted by several authors.7'8 In this report a method is presented to numerically predict the oil displacement by hot water in a radial system, taking into account the heat losses to adjacent strata, changes in viscosity ratio with temperature and the thermal-expansion effect for both oil and water. DERIVATION OF BASIC EQUATIONS We start with the familiar Buckley-Leverettg equation for a radial system:* This is sometimes referred to as the Lagrangian form of the displacement equation. If the injection water is at some temperature Ti which is above reservoir temperature TR, then lw, the flowing fraction which is water, is a function of both water saturation and fluid temperature at any given time and position in the reservoir. The temperature dependence of lw results from the temperature dependence of the viscosity ratio µo/µm of which lw is a function. Thus:

"The argument has long raged across the oceans as to what the best AG/SAG mill aspect ratio is. The North American practice of a high aspect ratio of two, diameter twice length, through to the South African and Scandinavian practice of an aspect ratio of as low as a 0.5. Within the collaborative P9 AMIRA project the MPRU of the University of Cape Town and the JKMRC of the University of Queensland have been collecting plant data pertinent to this issue over the past four years.The JK SAG mill model developed by the JKMRC is based upon data collected from mills having a range of aspect ratios from 1 up to 2. The maximum mill speed, mill load, and ball filling in the fitted data base were all below the operating range common in South Afr-ica. The extension of the P9 project into South Africa therefore lent an ideal opportunity to collect data in a whole new window of operation that would allow the range of applicability of the semi-empirical SAG model to be greatly extended.At the heart of the differences in aspect ratio is the completely different operating practice for high- and low- aspect mills. The mill filling, mill speed, and recirculating loads of closed-circuit single-stage operation have more influence on the differences in operation than the pure aspect ratio relationship. Relationships for load have been extended to 45% filling, with the modified model showing the measured peak in throughput as the mill filling increases. The ball load relationship now covers fillings of over 30% balls (of total mill volume), thus including so-called SAG-ball mills. The influence of closed circuit operation has been measured. It has been found that a key issue of the high slurry flows associated with closed circuit operation, especially when closed with a cyclone, is the pulp discharge limitation of the traditional grate and radial lifter configuration. It has also been observed that absolute mill length is more of an issue than aspect ratio. Slurry flow along the mill and charge segregation within the load are being investigated on pilot and full-scale mills to provide data for potentially modifylng the perfect mixing model that is used for the SAG mill.Improved understanding of these aspects of SAG mill operation and extension of the JK SAG model to better cover the entire range is allowing serious direct comparison of high- and low aspect mills for the first time. It is the conclusion of the researchers working in this area that there is no one best practice, that in fact mills across the range have their application based on ore type, desired product, available capital and on operating costs. Developing robust designs allows direct comparison of two-stage circuits using high-aspect primary SAG mills, with single-stage closed circuit low-aspect SAG mills. The new operations within South Africa are now considering both circuit types, and data is presented on selections that cover the full range of aspect ratio and operating practice."

Blasting conducted in the USA using the new Electronic Initiation System developed by Altech has shown that an accurate delay system will benefit the customer. Results from test work clearly showed that improved fragmentation was effected and blast vibration was at least similar to that currently found at the test venue with improvements possible.

The value of Alabama's nonfuel mineral production in 1980 was $328.6 million, a decrease of $7.8 million from 1979. Cement, crushed stone, lime, clays, and sand and gravel continued as the major commodities produced. Alabama led the Nation in the production of crushed marble; was second in bauxite; third in native asphalt, ferroalloys, kaolin, and oyster shell; fourth in dimension marble, masonry cement, and bentonite; and fifth in fire clay and lime. Alabama ranked in the top 20 States in total value of non-metallic minerals produced. Adverse economic conditions in the construction and metals industries impacted on the minerals industry in Alabama. Mineral producers supplying raw or finished materials to these industries experienced periodic reductions in sales during the year. Unit price increases did not keep up with inflation.

Indonesia is the second largest coal exporter to Japan, accounting for about 30 M tons annually. They produced about 150 M tons in 2005, over 99% of which being from open-cut mines [1]. However, the conditions of surface mining are becoming worse each year: the stripping ratio is increasing, approaching the economic ratio and the infrastructure for coal transportation from inland mining areas is insufficient for such intense mining operations. To meet the demand for coal in Indonesia and the rest of the world, underground mines have to be developed. At present, there are only five small underground mines, three of which are old and the other two have only recently begun mining operations [2]. However, severe ground control problems have been occurring regularly, roof falls in particular. At a new mine developed from the highwall, a large bolted roof fall occurred at the heading face, killing two miners. Unfortunately, mining engineers and/or miners in this mine do not have a lot of experiences, expertise and know-how concerning the operations of underground coal mines. Since 2001, Japan has started a ?five-year plan for coal technology transfer? to fill Japan?s moral obligation as the largest coal importer in the world. The research team for this accident was organized and the on-site investigation was conducted in order to find the cause of this accident and make the solution. This paper describes the roof fall accident at the mine, discusses its causes and mechanism and suggests the introduction of some techniques for improving the current support system considering the strata and stress conditions by means of field observation and finite element modeling.

Professor Kim's excellent review article1 on ultimate pit planning contains a statement of the apparently widely held but incorrect belief that "kriging provides information on the confidence limits around the estimate which no other extension technique is capable of supplying." If a geostatistical approach is valid, there are several good reasons for using kriging but uniquely provided confidence limits is not among them. If kriging is possible, then confidence limits can be calculated for any other linear estimate.

This paper presents the results of an investigation made in the metallurgical laboratory of Columbia University, New York City. The object of the investigation was to determine how the tensile strength, the elastic limit, and the size of the grain, of a pure medium-carbon steel are affected by heating to successive temperatures between 500° and 1300° C., with slow cooling therefrom. Since Dr. Sorby's first investigations into the microstructure of steel, the study of the subject has been continued by Professor Martens, Mr. F. Osmond, Professor Arnold, Professor Howe, Mr. A. Sauveur, Mr. J. E. Stead, and many others. "INTRODUCTION Analyses of samples of crude oil from several Texas oil fields have been published from time to time in Bureau of Mines reports, some of which are out of print, but many other analyses of Texas crude oils have not been published. The purpose of this paper is to make available in condensed tabular form under one cover all analyses of the Texas crude oils that have been examined by the Bureau of Mines.DIVISION OF TABLEThe table of analyses is divided into six parts in accordance with the geographic subdivisions of the State. (See fig. 1.) This grouping of the oils corresponds only in a general way with the principal formations in each area from which oil is being produced. In general, the principal oil-producing formations in the Texas Panhandle and West Texas areas are of Permian age; those of North Texas are of Pennsylvanian and older ages; those of the East Texas Basin and of Central Texas are of Cretaceous age; and those of the Texas Gulf Coast are of Eocene and younger ages.For convenience in presentation the name of the geologic age has been assigned to each group of the table although same of the oils included in the group may be of another age.Group 1 includes oils of Permian age produced in the Texas Panhandle area, which comprises the following counties: Dallam, Sherman, Hansford, Ochiltree, Lipscomb, Hartley, Moore, Hutchinson, Roberts, Hemphill, Oldham, Potter, Carson, Gray, Wheeler, Deaf Smith, Randall, Armstrong, Donley, Collingsworth, Parmer, Castro, Swisher, Briscoe, Ball, and Childress."

MANGANESE is one of the minerals which is principally consumed in countries other than those of origin. Nearly 85 per cent of the pro-duction is used by the United States, England, Germany and France, and roughly a third of the total is used by the United States alone. On the other hand, over 85 per cent of the world production comes from Brazil, Russia, India, the Gold Coast of Africa, and the Sinai Peninsula. It follows from this fact that practically all manganese moves across international boundaries in raw or alloy form, and much the larger part of this movement is for considerable distances and is ocean borne. There is no indication that any one of the principal consuming countries can develop even approximately adequate supplies of its own. Under abnormal war conditions, with high prices and changes in metal-lurgical methods, only 35 per cent of the needs of the United States was met from local sources, and under our recent tariff only 11 per cent. There are thousands of manganese deposits scattered about the world, but only a very few which can figure largely in supplying requirements on a modern scale. The known reserves, together with highly probable extensions and explora-tions now under way, indicate no shortage from a world standpoint for many decades to come. The production and marketing of manganese is going steadily into fewer and stronger hands. The steel in-dustry uses over 90 per cent of all the manganese mined, and is acquiring control of a considerable part of the production in all of the principal fields-the Germans in Nikopol, the English in India and Gold Coast, the Americans in Georgia, India, Gold Coast and Brazil. Some of the controlling companies are of international scope. Concentration of commercial control is a notable tendency. A natural consequence is the growing un-easiness of smaller consumers the world over about their ultimate supplies and desire to know more definitely how and where manganese supplies will be controlled in the future. The sources of supply are few enough to warrant the belief that more or less monopolistic ele-ments of control are not impossible.

GENERALTHE coal deposit, where it is being worked, consists of a bed of brown coal varying in thickness from 120 ft. to 200 ft., covered by an overburden of clay, drift, loam, etc., of a thickness of 22 ft. to 40 ft., and averaging 28 ft.The overburden is first entirely removed from the coal, and then the coal is excavated by. large revolving shovels which work at the bottom of the hole or open cut in the coal and deliver it in shovel bucketfuls to the transport system. The shovels owned by the Commission and available for this coal excavation are two Bucyrus steam revolving shovels, one being type 150B, weighing 150 tons, having a 21-cub. yd. bucket, and capable of digging a 47-ft. face; and the other being type 175B, weighing200 tons, having a 31-cub. yd. bucket, and capable of digging a 61-ft. face.In addition to these two steam shovels, the Commission has recently obtained a No. 250 Ruston electric revolving shovel weighing 340 tons, and having a bucket of 10 cub. yd. capacity, and capable of digging a 75-ft. face. When this electric shovel has been erected it will replace the steam shovels on the coal excavation, and the permanent transport system has been designed to take delivery of the coal from its bucket.The duty to be performed by the transport system is to take the coal from the shovels, elevate it out of the open cut, transport it to the screening house, deliver it iuto the hoppers at the top of this building, then to take the coal after it has passed over the screens and distribute the required grades to the power house and to the briquetting plant.

Simple qualitative methods are explained for identifying those shaly sands in a well that are most likely to contain oil. A need for more precise measurement of the variables that enter shaly sand analysis is indicated. Field examples are given to illustrate the methods. A theoretical discussion of the quantitative interpretation of shaly sands is given as a basis for discussion and as a guide for the future. While not generally capable of practical application at the present time because of the lack of sufficient accuracy of the electric log data, these methods may become more feasible in the future as the result of the improved logging methods now being introduced. INTRODUCTION Experience has shown that for porous formations containing only a negligible amount of clayey material, reliable information on the fluid saturation and porosity of the reservoir rocks can usually be derived from the electrical logs. The interpretation is based on empirical formulae relating the true resistivity of a porous formation to its lithologic character, to the resistivity of the interstitial water, and to the proportions of water and hydrocarbons in the pores.' If the resistivity of the interstitial water is not known, its approximate value can be derived from the SP curve.2,3 The porosity can usually be determined to a good approximation from a MicroLog, or a MicroLaterolog.4,5 When the reservoir rocks contain an appreciable percentage of clayey material, an additional factor is introduced into the analysis. In a clean formation, the matrix is an electrical insulator, so that the ability of the formation to conduct current is due only to the conductivity of the electrolytes in the pores; in a shaly formation, the shale constitutes a part of the rock matrix able to conduct current, and influences the resistivity of the formation. On the other hand, the spontaneous emf's and the circulation of the SP currents are also responsive to the presence of the shaly material. All other factors being the same, the deflection of the SP curve opposite a shaly permeable formation is smaller than the deflection which would be observed if the formation were clean. The effects of the presence of shale on the resistivity and on the SP curves in a shaly formation are functions of the amount, of the specific resistivity, and of the geometrical distribution of the shaly material within the formation. The presence of shale therefore constitutes an important complication in electrical log interpretation. It is easy to realize, for example, that the presence of a large amount of clayey material in a sand may have such a predominant effect that the resistivity of the sand will not change very much, whether the pores are entirely filled with connate water, or contain a high saturation of hydrocarbons. Important research projects have been undertaken to investigate the influence of shales and to find a way to allow for this influence in the interpretation of a log. The problem of the SP in shaly sands was analyzed mathematically by H. G. Doll"' for the case of sands with shale laminations. Formulae expressing the resistivity of shaly formations were proposed by Patnode and Wyllie8 and de Witte.9 Other quite interesting theoretical and experimental results have been published by various authors.l0,ll,12,l3,14 The purpose of the present paper is to discuss an approach to electrical log interpretation in shaly sands. This approach is based partly on some of the theoretical and experimental data available in the literature and partly on observations made on actual field logs. Comparatively simple methods for qualitative and semi-quantitative analysis are described. These methods depend principally upon information provided by the electrical logs.

The influence of layering on the rate of heat transfer through a packed bed consisting of particles of two different sizes and heat capacities has been determined by measuring the heat front velocity through beds of quartzite particles and iron ore pellets. The heat front velocity through the layered beds was less than that through a bed consisting of a random mixture of the par- ticles. This is due to the formation of an interface in which the smaller pellets in one layer penetrate into the layer of quartzite Below.

The lignite mines in the Latrobe Valley of Victoria/Australia have been using continuously operating mining systems for more than 50 years. The relatively small bucket chain dredgers of the early years have been progressively displaced by bucket wheel dredgers with increasing size, increasing capacity and increasing service weight. The large machines for the new open pit Loy Yang have a bucket wheel outreach of 46m, an effective capacity of 3350 bm' coal/h respective 2500 bm' overburden/h and a serv- ice weight of approx. 4500 t. The time between signing of con- tract and starting of operation for these machines is at least four years. The high service weight, the resulting high capital invest- ment and the long period for design, design review, manufac- turing, erection and commissioning of these machines directed the SECV to investigate a possible application of compact dredgers for the Latrobe Valley.

The South African based platinum mines produce the world?s majority of platinum metal that is used in autocatalysts and jewellery. As the platinum market is forecast to grow at healthy rates into the future, the South African producers, Anglo Platinum, Impala, Lonmin and Northam are planning to expand in the next decade. Furthermore a number of smaller producers who are accessing other mineral rights are entering the buoyant market. The South African platinum mines have traditionally exploited the Merensky reef of the Bushveld Igneous Complex (BIC); however, the mining of this reef is reaching depths that require significant vertical shaft systems and costly refrigeration for access to the ore bodies at deeper levels. In the past decade all of the producers have begun to mine the less attractive UG2 reef because of its cheaper mining costs. This UG2 reef contains significant quantities of chromite with typically a chrome-to-iron (Cr/Fe) ratio of 1.35. UG2 ores can contain between 10 and 25% Cr2O3 depending upon the reef width and the selected mining method. It is relatively cheap and easy to extract a portion of the chromite from a platinum concentrator tailings stream at a grade of between 40-42% Cr2O3. However it is only in recent years that some ferrochrome producers have begun to source some of their chromite from the tailings of platinum producers. South Africa is also the world?s largest single producer of ferrochrome and supplies much of the world?s stainless steel producers and thus the growing market for their product. As the traditional sources of high Cr/Fe ratio ores have been depleted at the shallow economic depths and thus have become more expensive sources of chromite, technical developments have improved the ability to use fine chromite economically to make acceptable grades of ferrochrome. Thus UG2 fines are now becoming possible cheap sources of acceptable feed to the ferrochrome industry. The abundance of feedstock for ferrochrome production and the lessening dependence on mined material will impact upon the structure of the ferrochrome business in South Africa. With continued platinum mining from UG2 reefs, South Africa is set to remain highly competitive in the world?s ferrochrome/stainless steel industry.

The purpose of this paper is to illustrate the forecast capability of the econometric model of the cobalt industry1/ as utilized by the Federal Preparedness Agency. Forecasts from this model are illustrated from the premise that the leading producer continues production of cobalt. An alternate forecast is presented where the model structure is altered to reflect the condition where the leading producer leaves the market. All estimations and forecasts presented here are shown for illustrative purposes. The cobalt industry is highly concentrated; one company, owned by the Zaire government, accounts for approximately three-fifths of world production. The cobalt supply outside of Zaire is determined by the level of activity of copper or nickel markets, as cobalt is mined as a by-product of copper or nickel. The demand for cobalt reflects a diversified usage pattern; cobalt is used mainly in heat and corrosion-resistant materials, high- strength materials and permanent magnets. According to 1974 U.S. consumption data superalloys accounted for 22%, magnetic alloys 18%, cutting and wear-resistant materials 13%, and catalyst 7%. Foreign consumption is probably similar in terms of usage categories, but the relative order of the categories is in variance.2/ The Cobalt Model The cobalt model's object is to explain consumption, supply and price movements by utilizing statistically estimated equations. Central to the econometric model is the role of Zaire as the profit-maximizing "dominant firm". Zaire sets the price that is most profitable for itself. "Over the past decades, there has been an increasing recognition of the strategic use of pile-supported rafts in design of heavily-loaded structures to reduce total and differential settlements. However, such a hybrid foundation construction method has not been widely utilized in many countries, including the U.S., due to code limitations. In current practice, the foundation design is based on either (i) the bearing capacity of the raft supported by the subgrade soils, or (ii) solely the pile capacity. This paper addresses the potential use of such hybrid piled-raft systems, where the structural load is shared by both by the piles and the subgrade soils directly beneath the raft, in foundation design of power plant structures. The study assessed some of the characteristics of piled-raft behavior by undertaking three-dimensional finite element analyses of two raft sizes, and various pile layout patterns, including the rafts with piles distributed evenly and only in the central area of the raft. The computer software PLAXIS 3D with the Mohr-Coulomb constitutive soil model was used to facilitate the modeling of such cases. The results presented in this paper indicate how strategically locating the piles could reduce the differential and total settlements.INTRODUCTIONUnder the high applied loads coming from the superstructure, the addition of piles is primarily required to improve the factor of safety against failure when a raft does not provide adequate bearing capacity. If the bearing capacity of the raft is sufficient to carry the total load with a reasonable safety margin, then the addition of piles is usually intended to reduce the settlements to an acceptable amount. In current practice, the design process for pile-supported raft foundations conservatively concentrates on providing solely the pile capacity to carry the total structural load without taking the contribution of the raft into account. This paper addresses the potential use of hybrid piled-rafts in controlling foundation settlement of power plant structures by considering the support of both the piles and the subgrade soils beneath the raft to carry the load."
