WISH to call the attention of the Institute to a curious subject, brought to my notice last summer by Mr. Begger, the accomplished metallurgist of the smelting-works of the Boston and Colorado Company at Black Hawk, near Central City, Colorado. At these works, the richest auriferous sulphhrets of Colorado (particularly copper pyrites) are smelted in reverberatories, together with roasted tailings (iron pyrites), and the gold and silver are concentrated into a new, artificial sulphide, or copper matte, containing $1500 and upwards of the precious metals per ton, and this is shipped to Swansea. I will say in passing, that this shipment of an unrefined product, like the similar shipments from Utah and Nevada to San Francisco, Chi¬cago, St. Louis, Newark, New York, and Europe, of crude argentiferous lead or "base bullion," is not a sign of incomplete metallurgy here, but has a sound business reason. The separation of the precious metals in the West would be more expensive, to begin with ; and then it would necessitate the movement of these metals by express, at high rates and risk, to commercial centres or coining mints, while the base metals having no home market, must be shipped and sold at little or no profit. At present, the gold and silver, safely packed, as it were, in the base metals, are transported with safety as ordinary freight; and the base metals probably more than pay cost of shipment and separation. In connection with a study of tungsten steels, Honda and Murakamil reported an investigation of the system iron-tungsten. This report included a tentative equilibrium diagram, photomicrographs of various alloys in the series, and qualitative measurements of hardness and magnetic properties. The present investigation originally had as its object the study of the hardness and tensile properties of a series of carbon-free iron-tungsten alloys. But, as the work progressed it became evident that the system possessed other features of interest, so the scope of the investigation was enlarged. Materials The iron powder used in preparing the alloys was obtained as follows : Iron oxalate was precipitated from a ferrous-sulfate solution by the addition of a solution of oxalic acid. This oxalate, after thorough washing, was ignited to iron oxide, which after reduction in hydrogen at about 1000" C. yielded iron powder containing but about 0.2 per cent. iron oxide and about 0.005 per cent. carbon. Tungsten metal in the form of powder, such as is used in the manufacture of filaments for incandescent lamps, was the other constituent. This material analyzed 99.8 per cent. tungsten and contained no carbon. The metal powders, in the desired proportions, were mixed by tumbling and formed, under pressure of 20 tons per sq. in., into rods 3/8 by 3/8 by 10 in. To form the alloys without contamination, sections of the pressed rods were placed on alundum slabs and heated in an alundum tube wound with a tungsten resistor and packed in heat-insulating material. While the resistor was heated, a stream of hydrogen was continually passed through both the tube and the case containing it. The tungsten winding on the tube, as well as the material heated within the tube, was thus protected from oxidation. Such a furnace will operate constantly for several days at temperatures up to 1500' C. and for shorter periods

BITUMENS have been defined by Abraham1 as substances of variable color, hardness, and volatility; composed principally of 'saturated hydrocarbons, substantially free from oxygenated bodies, sometimes associated with mineral matter; the nonmineral constituents being fusible and largely soluble in carbon disulphide. The principal bituminous substances other than petroleums known to commerce are: (1) native asphaltites, such as gilsonite, grahamite, and glance pitch, distinguished by their hardness and relatively high fusing point; (2) native asphaltic pyrobitumens, such as wurtzilite, distinguished by their infusibility and comparative insolubility in carbon disulphide; (3) mineral waxes, such as ozokerite, distinguished by their high content of crystallizable paraffins; (4) native asphalts, containing varying amouqts of mineral matter, distinguished by the comparative absence of crystallizable paraffins; and (5) bituminous residues obtained from the distillation of petroleum. GILSONITE Gilsonite, a black native asphaltite 98 to 99.9 pct pure, characterized by a hardness of 2 (Mohs), a specific gravity of 1.01 to 1.10, and melting point of 230° to 400°F (K and S), is mined commercially only in northeastern Utah. It occurs in parallel, almost vertical veins, from a few inches to 18 ft wide and 8 to 30 miles long, that cut across the Tertiary limestone and shale of the broad Uinta Basin. The bitumen is believed to have been distilled by heat from oily material in the underlying Green River shale. At the Rainbow mine of the American Gilsonite CO.,† the gilsonite, formerly extracted in an opencut by a system of slopes and benches, is now mined by shafts and horizontal drifts. Superficial observation of the petroleum stabilization movement in 1932 is disappointing. Threatened overproduction persisted; waste continued; proration was violated; gasoline taxes were evaded; and, as a consequence, chaos threatened the industry as the year drew to a close. However, comparison of the movement in 1932 with its beginning a few years ago, and analyses of those influences that promote its growth as well as those which retard it, disclose some reasons for encouragement. Stabilization, as we see it, is not merely a mechanical engineering problem. It involves social engineering. By which we do not mean it is possible, or even desirable, to change the nature of men, but rather that it is possible to set up procedure that will avoid causing them to clash. It comprehends consideration of physical objects that is clearly within the field of the engineer, but it considers them only in relation to their distribution, utilization and control in harmony with philosophies that motivate men and shape current conceptions of right and wrong, or of justice and injustice if those terms be deemed more acceptable. Stabilization cannot be effected without utilizing the knowledge of the engineer, but neither can it be effected without utilizing more than comes within his traditional field of activity. In discussing the problem herein we shall endeavor to treat it briefly from that consolidated viewpoint. Rapid fluctuations in supply have characterized the oil industry from its beginning; yet only within the past ten years has an understanding begun to develop regarding the extent of waste—the degree of dissipation of natural resources—that attends the operation of the industry under the practices and laws which control it in the United States. The extent and regrettable consequences of those wastes, their underlying causes and the ease with which they could be prevented are not yet generally understood even within the industry. Tailings embankments can develop a high phreatic surface if the original design for the embankment does not include drainage facilities or if existing drainage facilities become ineffective. Subsequent raises can develop a seepage surface due to a high phreatic surface that can lead to stability problems. The U. S. Bureau of Mines amended contract J0100013 to initiate this study of horizontal drains in tailings embankments. This study developed a technique for determining the length of and spacing between parallel drains through the use of the finite element model UNSAT2. The analysis is based on the combined output of a vertical planar mesh and a horizontal planar mesh. The slot opening in the drain pipe and the length of the perforated section are determined from an analogy to water well design. The pipe diameter and gradient can be determined from Manning's equation. To the authors' knowledge, this is the first attempt at horizontal drain design using a finite element model. Additional research is recommended in this area.

An investigation of the defect structure and properties following large strain deformation has been carried out using transmission electron microscopy and mechanical testing for a range of ferrous materials and for copper. It is shown that, for a variety of ferrous materials, a cellular substructure is developed during the initial stages of working and on further deformation the dimensions of this substructure are reduced. Quantitative measurements of the flow stress and the scale of the substructure indicate that the strength of heavily worked materials is largely determined by the spacing of cell walls. These cell walls act as dislocation barriers in a manner analogous to grain boundaries. FCC materials do not harden as extensively as bcc after cold working and the present observations on copper indicate that the dimensions of the substructure in fcc materials are not markedly reduced on deformation. The differences between the fcc and bcc structures produced by large plastic strains are ascribed to differences in the extent of dynamic recovery. It is tentatively proposed that the greater stability of substructural barriers in bcc structures results from strong interstitial Pinning effects. It is proposed that for large plastic strains the work-hardening process may be considered in terms of the reduction of substructural-barrier spacing during the working process. This pvovides a simplified hut useful analysis of the strain hardening occurring during mechanical processes. THE mechanisms of strain-hardening processes have occupied the attention of numerous investigators over the past three decades and a multitude of theories have emerged in this field. The majority of previous work has been concerned with the development of a description of the plastic behavior of single crystals in terms of dislocation theory.'" In contrast, scant attention has been given to the strengthening mechanisms operative during mechanical working processes such as rolling and drawing. The large plastic strains involved in these processes make it difficult to correlate the observations with any elementary dislocation theory. Further, as Bullen and coworkers3 have opined, for large plastic strains both hardening and recovery occur simultaneously and thus it is extremely difficult to estimate the effect of plastic strain on the ambient internal stress field. It is probable that for large plas- tic strains any theoretical estimate of the internal stress field must be made in terms of complex dislocation groups. Although some valuable theoretical work has been done toward calculating the elastic properties of dislocation groups4 any detailed self-consistent model for large plastic strain is as yet impossible. With these limitations in view it is still of value to examine the mechanical properties of highly strained materials as a function of their substructure. This relationship is explored in the present communication for a variety of materials subjected to rolling, drawing, or swaging. The primary object of this investigation has been to establish the validity and the limitations of the substructural strengthening mechanism proposed by Embury and eisher' for drawn pearlitic wire and by Meieran and Thomas for drawn tungsten wire. No attempt has been made to delineate the basic interaction mechanism which occurs between a slip dislocation and the substructure and the authors believe that a great deal more experimental evidence must be compiled before these fundamental aspects can be explored. Also, no specific attention has been given to the detailed formation of substructure during working. Experimental Details. A variety of materials were used in this investigation, the compositions and heat treatment of which are tabulated in Table I. The commercially pure iron is referred to throughout this report as Ferrovac E. The mechanical working processes were all performed at room temperature. The wire drawing was performed on a manual drawing bench. Reductions of between 10 and 20 pct in area per pass were used in both swaging and drawing. The experimental parameter used to evaluate the mechanical properties of the materials was the 0.2 pct proof stress. This was determined for wire samples using an Instron tensile machine at a crosshead speed of 0.02 in. per min. The techniques for preparation of samples for transmission electron microscopy have been described previo~sl~.~ Specimens from wire samples were prepared from longitudinal sections and in some cases from transverse sections. To evaluate the substructural characteristics of rolled materials, thin foil samples were prepared of both the face and edge sections. Results. One of the more familiar ways of expressing work hardening in mechanical working is by the flow stress as a function of reduction in cross-sectional area. Fig. 1 shows such a plot for Ferrovac E eutectoid carbon steel and for copper. The curve for Ferrovac E is characterized by an initial stage of rapid work hardening and a final stage of rapid work hardening separated by an intermediate stage with a low rate of work hardening. This behavior is typical of many ferrous materials and the drawn pearlite wire previously investigated by Embury and Fisher is a more pronounced example. Copper shows an initial

The Mineral Resources Research Center at the University of Minnesota has recently installed a QEM*SEM system (Quantitative E.valuation of Materials using Scanning Electron Microscopy) to aid in detailed mineralogical evaluation of potential mineral resource developments in Minnesota and to provide services to the North American mineral industry. A primary application for the unit is to serve the Minnesota taconite industry by providing mineralogical analysis of ores and concentrator products. Minnesota taconite ores contain fine-grained magnetite in a quartz matrix. The ores undergo several size-reduction/magnetic-separation steps to produce a final concentrate with approximately 75% passing 325 mesh and containing about 5% gangue. The paper describes a typical taconite concentrator flowsheet and reports some preliminary results of the applications of QEM*SEM particle image maps and cumulative yield liberation data to samples from selected points in the concentrator circuit.

El presente texto busca describir las experiencias adquiridas en la mina de Cerro de Pasco a través del uso del "scooptram" eléctrico "LHD" de 2.2 yds. cú., marca "Jarvis Clark, a fin de mostrar su aplicación en otras minas cuyos problemas y características se asemejan a Cerro de Pasco. Los objetivos del empleo de este equipo son: aumentar la productividad en las áreas minadas por el método corte relleno descendente-mecanizado, mecanizar parte de la mina con equipos "LHD", pese a los problemas de ventilación, las temperaturas altas y reemplazar estos mismos equipos por aire acondicionado. En este sentido, se logró demostrar la eficacia del equipo eléctrico, especialmente en el uso de minas antiguas y de mayor profundidad, así como se mejoró las condiciones ambientales de trabajo y el costo de mantenimiento de los equipos eléctricos resultó más económico que las de diesels.

Water contact angles of talc powders were determined from the values of the heats of immersion measured using a flow microcalorimeter. The results were used to calculate the contact angles using a rigorous thermodynamic relation. In the present work, the calculation was carried out using the temperature coefficient of the contact angles determined experimentally using another method. The results obtained in the present work on several different talc samples are compared with those obtained using other methods.

Solvent loading: It is agreed that it is advantageous, as far as reagent cost is concerned, to operate at maximum solvent loading. However, owing to the fact that no reliable automatic solvent flow controller is yet available, control tends to be erratic with the result that there is risk of losing uranium. As can be seen from Mr Tunley's plot, the graph representing total ammonia cost is fairly flat between loadings of 3.5 and 4.0 gpl, while the graph representing uranium loss in the raffinate is steep. It is, therefore, safer to operate slightly below optimum loading in the absence of absolute control. Should the purity of the final product gain importance, operation at optimum loading or even slightly above, may be advantageous. Solvent losses and clarification of pregnant solution: The cost of replacing solvent, as indicated by Mr Carman, represents a high percentage of the overall Purlex costs. It is, therefore, agreed that, amongst other factors, efficient clarification of the pregnant solution and mixer-settler design have an important bearing on the cost. However, as at Blyvooruitzicht, the Buffelsfontein plant can tolerate a suspended solids content of 50 ppm without serious deterioration in efficiency. An increase in the suspended solids content from 15 to 50 ppm normally accounts for an increase of approximately 1 ppm in amine loss. Clarification of acidic pregnant solutions is much more difficult than that of alkaline solutions. Sand clarifiers are being used at Buffelsfontein with moderate success. Clarified solutions containing less than 20 ppm of solids in suspension can be produced, depending on the quantity and type of flocculant used in the filtration process, the thickness and the grading analysis of the sand beds and the quality of supervision. An on-stream duty of approximately 0.15 gallon per sq ft of surface area is obtained. Hydraulic handling of clarifier sand, while cleaning, may effect the efficiency of a clarifier, as size segregation of sand particles may lead to inefficient "pockets" in a sand bed. Control of the solution level in the sand clarifier also affects the quality of the effluent. Exposure of the sand bed invariably causes a cloudy effluent. Recycling of the final and initial solution discharged before and after skimming the clarifier sand improves the clarification efficiency significantly. Post-precipitation of silica and possibly sulphate salts, after clarification, may give a false impression of inefficient clarification. This phenomenon is more pronounced when treating hot supersaturated solutions. Ageing and cooling of the solution before clarification assist in stabilising the solution and reduce precipitation after clarification. The maintenance cost of sand clarifiers at Buffelsfontein is in the order of 0.35 cent per metric ton of solution treated. A redundant ion-exchange column has been tested successfully, either as a primary or a secondary clarifier, depending on the quality of the filtrate treated. The conventional pebble and sand beds in the column have been retained. Operation was enhanced by the addition of a two-foot deep resin bed as a filtering medium. The suspended solids content was reduced to less than 5 ppm. Mixer-settlers: Mixer-settler design is a controversial subject but, in view of the high costs of solvent compared to relatively low pumping costs, it is believed that mixing and pumping functions should be separated. Separate facilities for pumping and mixing not only give greater operational flexibility but also permit eventual changes in the flow circuit as technology develops. Scrub technique: Unlike the pilot plant, where the crud was carried away in the aqueous phase, crud is carried over with the organic phase in the full-scale plant. This carry-over of crud into the strip bank aggravates crud formation in the first strip stage. This phenomenon may result from a slight difference in settler design and/or a variation in the relative phase depths in the two plants. Bypassing of the scrub aqueous solution from the fourth to the second stage was introduced in order to avoid dilution and partial neutralisation of the acid added to the third stage, as it is known that a low pH value enhances the transfer of iron into the aqueous phase. The low aqueous flowrate in the third scrubbing stage was overcome by introducing an aqueous phase recycle. Gleaning: Mr MacDonald's contribution on "gleaning" was most informative. This process for recovering solvent from raffinate seems to show at least as much promise as coalescers and other methods employed to date. Similar tests conducted at Buffelsfontein pilot plant gave 60 per cent amine recovery from raffinate containing 10 ppm amine. However, the circuit was not operated at equilibrium and recovery may be expected to drop as the amine concentration of the "Gleaner" circuit increases.

The great expansion of production of aluminum for war purposes has aroused some concern regarding the available supply of carbon suitable for making carbon electrodes required in the electrolytic aluminum process. Approximately three-quarters of a pound of carbon electrode is consumed for each pound of aluminum produced. 5 Because of its small amount of impurities and its suitable physical characteristics, calcined petroleum coke is the standard material used by the aluminum industry for making electrodes As it may be necessary to use some substitute materials, the possibility of using coke made from coal has been considered. Besides this possible use, information concerning the source of low-ash coals is of general interest. Specifications of the aluminum industry for calcined petroleum coke suitable for the manufacture of electrodes are very stringent in regard to allowable impurities. In one such specification the maximum allowable ash is 1.0 percent; the maximum allowable content of iron (as Fe) is 0.06 percent and that of silicon (as Si) is 0.08 percent; the maximum for cal- cium (as Ca) and for sodium (as Na) is 0.12 percent for each, but the two combined may not exceed 0.12 percent; maximum allowable sulfur is 2.0 per- cent. The presence of barium, nickel, chromium, manganese, cobalt, or vanadium is objectionable, and only extremely small amounts are allowed. In regard to physical properties, the coke is required to be so thoroughly calcined that it has a real density of at least 2.02.

D. F. HEWETT, Washington, D. C. (communication to the Secretary*).-I am not prepared to discuss the metallurgical use of manganese in the form of alloys. In connection with other work for the U. S. Geological Survey, however, I have been investigating incidentally, for about 5 years, the American as well as other sources of manganese. There are some conclusions that come out of this investigation that may interest those whose greatest interest lies in the use of the alloys. From a geological point of view, most manganese ore deposits may be regarded as concentrated masses of manganese oxides, as there are few masses of the other manganese minerals that are rich enough in manganese and low enough in silica to warrant smelting. The deposits of the Huelva district, in Spain, which are largely manganese carbonate and silicate, are exceptions to this statement. Some deposits of manganese oxides, such as those of Russia and Cuba, are bedded with ancient sediments, and although they are clearly concentrated under unique conditions, the source of the manganese cannot be determined. Probably 60 per cent. of the world's production of manganese ore, or 95 per cent., if that of Russia be excluded, is derived from the superficial parts of deposits that have undergone weathering and enrichment near the surface. In other words, the situation with the manganese ore supply is such as it would be with regard to copper, if instead of being derived largely from deep zones of deposits of deep-seated origin, such as veins, it were derived solely from the zone of secondary enrichment. Manganese oxide occurs in all rocks but is most abundant in igneous rocks, of which, according to Clarke, it forms an average of 0.10 per cent. It also forms 0.05 per cent, of the average limestone, but only traces are present in shales and sandstones. It is interesting that although many commercially important manganese deposits occur in rocks that are but slightly richer in manganese than the average, the most important deposits occur in rocks of unusual character that are much richer in manganese than the average. Thus, the most important deposits of India and Brazil overlie or occur near masses of rocks that contain excessive amounts of manganese garnet and pyroxene.

Reduce longwall intake contamination by controlling respirable dust generated by the stage loader. Approach Install a water-powered scrubber on the stage loader immediately outby the crusher. Dusty air from the crusher is drawn through the scrubber and a clean air discharge is delivered into the primary face airflow. How It Works The contamination of intake air is a significant dust control problem often overlooked on many longwall faces. This dust source contributes to the full shift dust exposure of all face personnel, and thus can significantly affect compliance with Federal regulations. Several sources contribute to contamination; however, dust generated by the stage loader crusher is the single largest source. The breaking action of the crusher generates a tremendous quantity of dust, which mixes with the primary ventilation airstream and is carried down the entire length of the longwall face. The installation of a water-powered scrubber (see diagram) has proven effective in controlling crusher-generated dust. The scrubber is mounted immediately outby the crusher. The following paper is being presented to provide a basic understanding of the equipment and procedures used in multi-auger deep soil mixing as part of the program for the Deep Foundations Institute (DFI) Deep Soil Mix Seminar. The paper is written as a summary of the author's experience using multi-auger deep soil mixing equipment while working with SMW Seiko, Inc. on several east coast projects in the United States, particularly the soil-cement mixing for the soil stabilization of the Fort Point Channel area in Boston, Massachusetts, one of the largest and most difficult soil mixing projects completed thus far in the United States. The summary provides a brief summary and insight into some of the operational aspects of the equipment and procedures, and some of the important considerations when using multi-auger deep soil mixing. This paper is intended for use by both the contractor and the designer involved in selecting appropriate soil mixing equipment and procedures for various types of soils, depths or applications, or for a better understanding of the operational aspects, potential benefits, and impacts that the performance criteria may have on the operational capabilities of the soil mix equipment, when specifying multi-auger soil mixing for a particular project. Prior to reading this article it is important to become more familiar with the various acronyms and terminology used in soil mixing technology. A Definitions section has been provided at the end of the paper that will help the reader become more familiar with some of the terms used throughout this paper.

The anthracite industry, which produces about 50 million net tons of coal annually, has been talked of as being able to last for another century; but if the water record of the past century continues into the expected century, this expectation of many years production still to come out of the remaining reserves will not be attained. The industry will be a submerged one in fact as well as in name. A recorded forecast of what has since occurred appears on page 34 of the Mine Inspectors' reports of 1897: It should also be noticed that bodies of water had accumulated in parts of abandoned mines before duplicate surveys of the same were required by law; and as a result we have today to contend with bodies of water, the exact location and position of which are not correctly known. Since that date, 47 years ago, the implications of the foregoing comment have grown enormously. In the period between 1923 and 1940, abandonment of collieries in the southern field resulted in the flooding of approximately 60 sq. miles (30 per cent) of the field. The ahandonment of collieries in this field has imposed additional expense for pumping on the collieries still operating. This condition will be aggravated by the extension of developments and cause suspension of operations if economic conditions do not justify the assumption of additional pumping costs. During the years, the region's rainfall has not altered, but the quantity going inside the mines through breakages in the surface, brought about by extraction of the coal, has increased materially, as indicated by the ratio of tons of water pumped to tons of coal produced underground for one of the large companies in the northern anthracite field: Year Ratio 1920................. 8.4:1 1925.................. 10.6:I I930.................. The anthracite industry, which produces about 50 million net tons of coal annually, has been talked of as being able to last for another century; but if the water record of the past century continues into the expected century, this expectation of many years production still to come out of the remaining reserves will not be attained. The industry will be a submerged one in fact as well as in name. A recorded forecast of what has since occurred appears on page 34 of the Mine Inspectors' reports of 1897: It should also be noticed that bodies of water had accumulated in parts of abandoned mines before duplicate surveys of the same were required by law; and as a result we have today to contend with bodies of water, the exact location and position of which are not correctly known. Since that date, 47 years ago, the implications of the foregoing comment have grown enormously. In the period between 1923 and 1940, abandonment of collieries in the southern field resulted in the flooding of approximately 60 sq. miles (30 per cent) of the field. The ahandonment of collieries in this field has imposed additional expense for pumping on the collieries still operating. This condition will be aggravated by the extension of developments and cause suspension of operations if economic conditions do not justify the assumption of additional pumping costs. During the years, the region's rainfall has not altered, but the quantity going inside the mines through breakages in the surface, brought about by extraction of the coal, has increased materially, as indicated by the ratio of tons of water pumped to tons of coal produced underground for one of the large companies in the northern anthracite field: Year Ratio 1920................. 8.4:1 1925.................. 10.6:I I930.................. Excavation-induced ground movements are a critical component in the design and construction of deep excavations in urban settings due to the potential adverse effects on adjacent structures and infrastructure. Ground movements are influenced by soil stratigraphy, soil properties, adjacent structures, and construction means and methods. The use of empirical relationships, computer models, and reliance on experience with similar excavations in similar soil conditions often provides a basis for predicting excavation-induced ground movements. In this paper, data from 21 deep excavations approximately 20 ft to 75 ft deep supported by concrete diaphragm “slurry” walls in the Greater Boston area are compared to published literature, considering how different foundation systems (e.g. shallow foundations, caissons, and piles) of abutting structures have been affected by adjacent excavations. The influence of construction method (conventional vs. top-down) on adjacent foundation movements indicate that top-down construction typically results in smaller foundation movements. INTRODUCTION Estimation of ground movements due to excavation is a challenging endeavor, even with complex three- dimensional finite element modeling and high-order constitutive models that are increasingly available in modern engineering practice. Aside from the expense of the soil exploration and testing used to inform these higher-order models, the challenges of modeling past stress history, adjacent structures, and the groundwater conditions during excavation require not only large investments of time during design but also validation from past experience (to avoid a “garbage in, garbage out” paradigm). While site conditions such as soil stratigraphy, soil properties, groundwater conditions, and as-built conditions of adjacent structures can be obtained, measured, and estimated, the effects that means and methods of construction have on ground movements are difficult to quantify. During early phase design, assessments of predicted ground movement are unable to account for all aspects of project construction, nor is it cost-efficient to fully design an excavation while project parameters such as site size and excavation depth are under consideration by the design team. While construction is in progress, benchmarking support of excavation performance and associated ground movements in the context of successfully completed projects allows for a more nuanced view of system performance and provides the opportunity for more informed decision-making (if required) as construction proceeds. For these reasons, the use of empirical relationships and the collection of historical support of excavation performance holds high value for the practicing geotechnical engineer at all phases of the project.

THE Mining Section of The National Safety Council recently sent out a questionnaire to operators, regarding the class of rope used, specifications required or obtained, factors of safety observed, methods of fastening ropes, lubrication, inspection, and points observed when rope is to be discarded. The answers received from this questionnaire, largely from metal mines, give interesting information, from which recommendations for safety practice on hoisting ropes are drawn. DEPTH OF MINE The depth in the majority of cases noted is from 1000 ft. to 1500 ft. (304 to 457 m.) and records come from a number hoisting from depths of 2000 to 3000 ft. Hoisting is generally done in balance, with a few companies using counterweights. Seldom, more than two shifts are occupied in hoisting. A number of large operators limit the shift for engineers to 6 hr. A few of the larger operators have separate hoists for men and supplies, with a higher class rope for men. The range of loads varies from 7 to 17 tons and greater in a few cases, with a balanced weight of 4 to 7 tons.

This time of year, our lawn is host to goodly numbers of birds - robins, English sparrows, finches of various flavors and some whose names I don't know. We lure them with a feeder in our backyard and I'm sure Patti and I spend several minutes a day watching them through a picture window that overlooks their coming and going. And, while the picture window supplies us with a constantly changing view, it does not treat our winged friends nearly so kindly. You see, at certain times of the day, reflections on our window feed back to our birds a mirror image of the backyard. Lifting off from the bird feeder, they see before them what is behind them. And, not infrequently they fly straight into the window. They stop abruptly, of course. It has to be quite a shock to discover that what is behind you is not the same as what is in front. At this point, I might be tempted to say something about bird brains - except for the fact that we humans also are prone to deceptive images thrown up by the past. Today, I think we hear a great many voices painting past images as they look to the future. We hear that the price of oil soon will rise to its former elevated position; the price of copper will bounce back; a hungry world soon will escalate the demand for food and our agricultural industry will be back in the black. In fact, we can hear hope from many voices telling us that our major resource-rich, basic industries are poised to fly up. I can hope that the voices are right, but I keep thinking that those expressions come from people seeing false images. Most certainly, it is more comfortable to see the past, rather than acknowledge that the world economy is being restructured and that the restructuring is affecting the Rocky Mountain states profoundly and negatively. The worst mistake we could make may be to place too much credence in the images from our past. We can be lulled into a dangerous complacency. What we need is a tighter belt and the will to do some serious bootstrapping. Before proceeding, I would make two points: First, it is not my intent to be a prophet of doom. But I do think we need some healthy doses of realism, if we are to avoid the shock of flying into a false future. Second, by now you have detected that I have choosen to diversify the assignment you handed me on utility diversification. As I proceed, you soon will see that the roots of diversification for many utilities lie in the subject that we ponder now. We could begin in many places, but let's start with energy. It is pervasive in our businesses and industries. We all use it. And, despite conventional economic wisdom, we are using less of it. The price is down, but we have not reverted to our profligate ways. That is true whether you look at the industrial customer or the residential consumer. As a nation and as a people, we have learned to do more work with less energy. A few statistics illustrated the point. If we use 1973 as the base year, energy use in the United States has declined almost I percent. If we examine the year of peak energy use, 1979, the decline approaches 7 percent. Let's look at it another way. In 1973, for every dollar of gross national product, the United States consumed 27,100 Btu of energy. Last year, 1985, the comparable figure was 20,700 Btu - a decline of 24 percent. So, not only are we using less energy, but we are using it more efficiently. Even though the price of energy has declined, we are unlikely to use substand with natural gas and petroleum consumption. Use of natural gas has dropped almost 21 percent since 1973. Petroleum consumption has declined 1 I percent since 1973 and almost 19 percent since 1978, when the U.S. used a record quantity of petroleum. We also know there's been no appreciable change in amounts of oil and gas used since 1981. We weathered both a sharp recession and a healthy recovery without altering the amount of those fuels used. That the use of oil and gas dropped sharply, while the total use of energy merely slumped a bit is easy to explain. The use of coal, nuclear power and hydroelectricity from 1973 through 1985 increased almost 48 percent. Some people will tell you that the large decrease in the price of oil and gas will result in increased demand that will displace coal, nuclear and hydropower. In turn, demand will force the price of oil and gas upward. I doubt it. From the poking around I've done on the subject, I suspect there may be some short-term displacements, but they will be, for the most part, cancelled out by declining use among existing customers. For instance, we all know what has happened in the automotive sector. In 1973, the average U.S. automobile made 13.1 miles to the U.S. gallon of gasoline. In 1984, the most recent available statistic, the average auto made 16.94 miles to the gallon. That's a 19 percent improvement. Because annual miles driven per automobile are essentially unchanged over the period and the number of cars on the road is not increasing, we are witnessing a drop in this segment of the petroleum market. That trend will continue. Now, let's look at energy consumption patterns still another way. Between 1973 and 1985, consumption in the residential and commercial sectors of our economy increased total energy use by 11.2
