IF it had not been for the testimony of former Secretary of the Interior, Harold L. Ickes, before the Senatorial investigating committee the public would have heard little about the Federal Government's suit against California for the ownership of the tidelands. The Ickes-Pauley dispute brought to public attention that the California tideland oil deposits are the last remaining large Federal oil reserves. Ickes contends that these tideland oil deposits belong to the nation for the benefit of all the people of all the states and not solely to the State of California. Ickes also accused California oil man Ed Pauley of offering to give $330; 000 to the Democratic party fund if Ickes would drop the Federal Government's suit against the State of California for the ownership of said tidelands. The tidelands may be considered as the land bordering the coast line between mean high tide and outward under the ocean for a distance of a marine league, or about three statute miles. This strip of land along the coast of southern California contains large oil deposits which have a present and future prospective value of several billion dollars.

This paper discusses the effects of seam inclination and lateral stresses on the stress distribution in pillars in inclined coal seams. The average pillar stress is a function of the overburden weight, the mine depth, the effective extraction ratio and the angle of seam inclination. Normal and shear stresses in the pillar are computed by numerical modeling. In medium dipping seams, leaving a pillar with its axis normal to the stratification causes a shearing stress concentration in the top and bottom corners of the pillar. This results in the pillar possibly becoming less stable in comparison to pillars in horizontal coal seams. Therefore, to reduce the stresses, it may be necessary to leave the pillar at an angle of b deviated from the normal axis to stratification. A mathematically approximate formula for determining b is proposed, and the results are confirmed by numerical modeling.

Diffusion of carbon from gases into iron has been the object of much research, because of its long recognized importance in carburizing processes, but the direct diffusion of carbon from steel into iron has received relatively little attention. Because of the increasing use of clad metals in industry, direct diffusion from steel into iron is becoming of practical importance. Therefore, the object of this investigation was to study the diffusion of carbon from several different kinds of steel directly into relatively pure iron, realizing that elements in the steels other than carbon might influence the rate of carbon diffusion. The previous work on diffusion of carbon into iron has been considerable, and includes many reports in foreign languages. This work has recently been well reviewed by Mehll and Krynitsky12 and the reader is referred to their excellent bibliographies. Methods of Study There are two main methods by which the direct diffusion of carbon from steel into iron may be studied. In one method, steel is first decar-burized in part, and diffusion of carbon then allowed to take place from the steel into the decarburized steel. This method is open to two serious objections: (1) the decarburized steel is not iron, but contains elements such as manganese, silicon, chromium or tungsten, which may be an essential part of the steel under study, and which may seriously influence the diffusion of carbon into the decarburized area; (2) there is from the start of diffusion an unknown carbon-concentration gradient between the steel and the decarburized area. Another method, which possesses neither of these disadvantages, is to study diffusion from steel into a thick plating of electrolytic iron. Herc the chief difficulty is to secure an electrolytic deposit of iron upon steel without introducing an oxide film at the interface that will interfere with diffusion. The author is able to deposit iron upon any kind of steel without introducing an oxide film at the interface, so that diffusion of elements from the steel into the iron is free to proceed unhindered.

It is apparent that coal will play an increasingly important role in satisfying the nation's energy requirements for the remainder of this century. Both deep mining and surface mining will be practiced to develop known U.S. coal reserves, but until significant improvements in the productivity of deep mining emerge, surface mining is likely to be predominant. This report addresses the problems of coal extraction and surface mine reclamation in the 11-state Midwestern coal resource region, where surface stripping of high-sulfur, bituminous coal has been a well-developed industry for most of this century. Midwestern coal markets have declined in recent years. In part this is a result of widespread conversions to more convenient and (apparently) economical liquid and gaseous fuels, but the decline in Midwestern coal use is also attributable to the impact of current air pollution control regulations that prohibit emissions of sulfur oxides and particulate matter. A part of the regional demand for Midwestern coal has been transferred to the Northern Great Plains where extensive low-sulfur coal reserves are currently being developed.

Grade uncertainty can have a number of important implications for a mining operation. One of the most significant risks in not considering grade uncertainty in planning is the over or under allocation of processing or mining capacity when compared to realised grades. This could lead to wasted capital expenditure or missed opportunities to add value. This paper demonstrates a method that optimises production capacity and mining schedules in the presence of grade uncertainty. Applying this method to the case study of a nickel deposit recommended a reduction in processing capacity, an increase in mining capacity and more extensive utilisation of stockpiles than optimisations completed with traditional methods. As a result, average NPV improvements of between seven per cent and 27 per cent were gained.

HE majority of liquidus and solidus surfaces in phase diagrams have been determined by the conventional cooling- and heating-curve techniques.' These techniques have two main shortcomings: 1) the solidus may be in considerable error due to the difficulty involved in completely homogenizing the solid and 2) the determination of liquidus and solidus in more than a two-component system does not enable one to determine tie-lines connecting the specific equilibrium solid and liquid compositions. However, in a recent paper by one of the authors,' a method was suggested whereby the liquidus and solidus surfaces plus tie-lines in an n-component system may be determined. This method utilizes a controlled solidification technique and assumes that interface equilibrium exists during freezing. The present work was undertaken with a twofold purpose; first, to determine the liquidus and solidus lines in the pseudo-binary system Bi2Te3-Bi2Se3 by heating- and cooling-curve techniques and, second, to determine the partition coefficients of Te and Se in the BizTe3-,Sex system by controlled solidifica- tion techniques. The two sets of results can be compared to test the accuracy of the controlled solidification method. EXPERIMENTAL I—The starting materials for this study were 997999 pct Bi, Te, and Se, obtained from the American Smelting and Refining Co. The compounds BizTe, and Bi2Se3 were each prepared by melting together stoichiometric amounts of the elements, followed by twelve zone-refining passes. This produced homogeneous bars of the compounds for use in the phase-diagram studies. The apparatus used to obtain heating and cooling curves is illustrated schematically in Fig. 1. The alloy samples were located in a graphite crucible placed in a stainless steel canister. The canister was supported in a heavily lagged pit furnace by a device which oscillated the canister about its vertical axis at a frequency of about 3 cycles per sec during heating and cooling-curve runs. The graphite crucible was designed to minimize the thermal coupling of the sample to the furnace. Mineral ownership determination is not always straight forward as in many cases the relevant details are not recorded on the latest Land Transfer title held in the local Land Registry Office. To determine mineral ownership can be difficult, time consuming and expensive especially in a confused sector. Non statute minerals can be owned by the Crown, Land Owner or other persons. Statute minerals (Gold, Silver, Petroleum, Uranium) are always owned by the Crown and thus present no problems. In simple terms the only accurate and reliable method of determining the mineral ownership under subject land is to historically search back to the first registration when the land and minerals were definitely intact. Then carefully ascertain from the evidence gathered along the way to the present day whether any legislation or private agreement altered or affected the status quo.

The final 1995 figures on industrial sand and gravel have not yet been compiled by the US Geological Survey (USGS). There is usually about a nine-month lag time in receiving and compiling this information. However, USGS estimates that domestic production of industrial sand and gravel will increase about 4% to 28.2 Mt(31 million st). The average unit price is expected to increase as well. The top five producers during 1995 were Unimin, US Silica, Fairmount Minerals, Oglebay Norton and Morie Co. Glass manufacturing for containers, automobiles and buildings was mixed during 1995. Containers, the largest consumer of silica sand, remained steady, with regional increases. However, silica use in glass containers face increased competition from plastic and recycled glass (cullet). It was reported that the Pepsi Cola announced plans to replace glass containers with plastic during 1996.

During a programme of explosive performance evaluation at Hamersley Iron, Mount Tom Price Mining Operations, the relative performances of a range of heavy ANFO explosives were compared during normal production blasting operations. In addition, a number of heavily instrumented single hole blasting trials were conducted with each product type. The blasts were monitored in terms of blasthole velocity of detonation (VOD), measured using multi-point plasma conductivity probes with up to 16 measurements per blasthole. Up to 16 blastholes were monitored in each production blast. The results of measurements show a marked difference in performance of all heavy ANFO products between single blastholes and full production blasts, indicating a significant degree of interaction between blastholes in production blasting. The interaction is shown to result in a loss of detonation pressure of explosive, and considered to lead to a loss of fragmentation. The degree of interaction is seen to increase with increasing emulsion content in the products, and is more pronounced in some explosive types than others. The paper presents the methods of measurement and analysis, and the results of monitoring, together with implications on blast design and application of heavy ANFO products.

"A mineralogical and trace element analysis was performed on the Küre historical slags in order to evaluate the possible recovery of copper and cobalt. Reflected light microscopy, electron microprobe and image analysis were combined to determine the Cu and Co distribution in the slag.The results indicate that 81% of the total cobalt is chemically combined in the fayalite whereas only 3.4% is in the mechanically entrapped sulphides. The remainder being in hercynite and wiistite. On the other hand, 95% of the total copper is in the sulphide phase.This kind of applied mineralogical investigation gives invaluable information when it is performed preliminary to metallurgical experiments.IntroductionThe recycling of metallurgical slags is a growing business. The operation is directed toward recovering base metals (Cu, Pb, Zn), and by-products (Floyd and Mackey, 1981).Two reasons are invoked to explain metallic losses in slags: (1) mechanical entrapment of matte globules in the silicate melt; and (2) chemically combined metals in the slag-forming phases. Obviously, a chemical analysis of the slag cannot distinguish between those two modes. Grinding and flotation of the liberated sulphides have often been used to evaluate the importance of mechanical entrapment (Mechev, 1970; Imris , 1982).Recent studies in applied mineralogy of pyrometallurgical products (Bérubé et al., 1987; Pignolet et al., 1986) have demonstrated the benefits of quantitative mineralogical analyses of slags. Optical microscopy together with electron microprobe and image analysis offers a powerful and easy way of quantifying the relative importance of mechanical and chemical losses."

Water is the mainstay for beneficiation of fine size coal and minerals; however, it is also the least desirable constituent in the final product. The basic concept of the novel process described in this paper is based on the differential surface heat absorption capacity of individual particles, which differs for different species of mineral. When a mixture of fine material is exposed to a radiant energy source, the various solids components present in the mixture will absorb heat energy depending on their composition and there will be difference in the surface temperature of the particles. When this differentially heated solid mixture is placed on a moving belt, which is coated with low temperature melting resin, the hotter component of the mixture will stick to the belt and relatively cooler will stay free on the belt and fall off at the end of the belt run. Experiments were conducted with pyrite, coal and quartz of 6 x18 mesh particle size. The goal of the test program was to find the optimum conditions at which there exists a required temperature difference between minerals and coal particles by controlling the operating and system variables. Preliminary tests results showed that there is a potential for separating mineral matter from coal using the thermo-adhesive separation technique.

To improve blasting methods it is necessary to know how the explosive force acts and how rock resists this force. Because of the tremendous power developed within milliseconds and the great number of other factors directly affecting the technical and economic results, an analysis of the fundamentals of blasting theory is difficult. But since the rules used for layout design and for calculations of size of explosive charges are based on theoretical assumptions, complete knowledge of blasting theory has great practical importance in mining. Analysis of Blasting Theory: It is interesting to note the opinion of blasting experts with respect to contemporary blasting theories. F. Stussi,' Professor of the University of Zurich, stated: "We do not have enough experience yet to change our army engineering regulations in blasting and base it on new fundamentals. It is our duty to collect more practical data and to do more research in blasting to close this gap." K. H. Fraenkel,' editor of the Manual on Rock Blasting published in 1953 in Sweden and written by well-known Swedish, German, Swiss, and French blasting and explosive experts, said: "To the best of our knowledge no suitable formulas for civil blasting work are to be found in the American, French or German literature."

WHEN the privilege was extended to me to address this meeting I could not help but make a mental review of my own activities and experiences in connection with association work. After having spent about 16 years in the mining engineering field, I entered into the operating branch of coal mining which afforded, about 12 years ago, my first opportunity of attending a meeting of our local Association and sitting in with the "big boys" of the industry. This was quite a thrilling experience because I had heard a great deal about the various operators who belonged to the Association and knew, or at least thought I knew, that a certain group dominated its affairs and that a "clique" was in control of a sizable "roller" which could be "steamed up" at will to flatten out any opposition which might appear upon the horizon or under it, too, for that matter. Now, I was to have the privilege of observing this "clique" at first hand, of seeing a small group making the policies and shaping the destinies of a great industry and planning the activities of an important Association while a large majority of the members would sit by either complacently or otherwise with the full knowledge that the "roller" was in waiting to reduce them to ribbons at the first sign of resistance.

Horizontal holes are drilled underground into coalbeds to control methane flow from ribs and active face areas and to make gas pressure measurements in coalbeds. Gas pressure measurements are made by drilling the same hole incrementally. After each increment, the hole is filled with some type of packers and allowed to reach equilibrium before a gas pressure reading is taken. As the length of hole increases, more packers are required to effect a seal and obtain a reliable pressure measurement. Problems have been encountered in obtaining satisfactory packer seals due to the friable nature of the coalbed. New methods of packing the holes must be used. Therefore, this project was established to evaluate materials and develop a new technique in which a semiliquid and/ or rigid type grout could be placed in the hole to provide satisfactory sealing.

The resistance which rock bolts offer to shear movements along fracture planes and bedding planes near a mine opening has been suggested as one of the mechanisms by which bolts contribute to the support of weak rock in the roof or sidewall. That such displacements do occur is a fact fairly well known. Inspections of drill holes that have been drilled for some time often reveal that the holes have been offset at one or more points some time after drilling. Resin grouted bolts are often cited as being better able to resist shear movement in the roof because the annulus around the steel bar is filled with grout, whereas the sides of a conventional bolt will not contact the rock until a rather large shear displacement has occurred. When this project began, there were no experimental data to support or refute the above arguments. A laboratory shear test program was, therefore, devised to evaluate the effectiveness of various types of bolts in resisting shear under various conditions which exist in situ. Research reported earlier (Haas, 1976) included a theoretical analysis of a conventional bolt intersecting a shear surface, and experimental data on the shear resistance of smooth (lapped) shear surfaces, intersected at various angles by conventional and resin grouted bolts. The present paper extends the previous analysis to consider the effect of the initial roughness of the shear surface. Joint roughness is a particularly significant factor since undulations of the shear surface cause dilatation of the joint, which in turn, causes high tensile loading of a bolt intersecting the joint.

WITH the greatly expanding use of magnesium during the war, it appeared necessary to the War Metallurgy Committee that procedures of heat treating common magnesium casting alloys be investigated systematically. Accordingly, the National Defense Research Committee of the Office of Scientific Research and Development placed a research contract with the University of California, supervised by the War Metallurgy Committee. Research on the solution heat treatment and aging of magnesium alloy AZ92, (formerly ASTM No. 17; also known as Dowmetal C or AM260) which was done under "Restricted" Project NRC-21, in 1942-1943, and reported, in detail in a final report to the OSRD on September 3, 1943, is the basis of this paper, which has been released for publication by the OSRD. American experience with magnesium alloys prior to World War II was limited, although some of these alloys had been in commercial use since 1909. Requirements of the aircraft industry for light alloys made it imperative to understand and utilize the advantageous strength-weight properties of magnesium castings. Magnesium casting alloys are commonly solution heat treated to increase their ultimate tensile strength and ductility; this treatment may be followed by an age hardening at elevated temperatures, which raises the tensile yield strength but diminishes the ductility. In the present investigation, AZ92 was studied to determine the effects on properties of various solution heat treatment and aging schedules. The principles of heat treatment of magnesium alloys are the same as for other non-ferrous alloys. The alloy studied, AZ92, has a nominal composition of 9 pct aluminum, 2 pct zinc, and minor constituents. Fig I shows, by the projection of isothermal sections on the concentration plane, the solubility surface1 of the ternary magnesium-rich solid solutions as determined by X ray analysis. From this figure it may be seen that above approximately 375°C (707°F), AZ92 alloy is a single phase alloy at equilibrium; below this temperature the equilibrium condition is a. two phase alloy. The beta constituent which precipitates from the solid solution exerts a hardening effect. Because the zinc concentration is only 2 pct, and because of its solubility relations, AZ92 resembles a binary alloy of magnesium with aluminum. The solubility curve1 of Fig 2 shows how rapidly the solubility of the beta phase decreases with decreasing temperatures. Unlike many aluminum alloys, magnesium alloys do not age harden at room temperatures; precipitation hardening of AZ92 alloy is performed at about 177°C (350°F). Exploration of the Antimony Peak district by the Bureau of Mines was conducted under the authority of the Strategic Minerals Act of 1939. Antimony was one of the seven metals designated at that time as strategic by the Secretaries of War, Navy, and Interior upon advice of the Army and Navy Munitions Board. As a result of many field examinations, the Antimony Peak property was chosen as one of the most attractive for the possible development of emergency antimony reserves. Exploration by the Bureau of Mines began in November 1940 and was concluded in May 1941.
