Regulation of mineral property valuation methodology by governments and others is due to frauds, condemnation and takings, banking industry problems, and litigation. Definitions of "reserves," "resources," and "qualified person" continue to evolve, along with guidelines to the data and disclosure required to support valuations. A less recognized but vital issue relates to the regulatory acceptability of alternatives to the comparable sales method. Comparable sales generally work well for surface real estate, and sometimes for precious metal deposits, but not at all for most industrial mineral properties. Alternative methods, such as net present value, or a geoscience rating system, often provide better valuations. Yet US regulations dictate comparable sales as the preferred method. The task of convincing regulators of the inapplicability of comparable sales to mineral properties, particularly those lacking reserves, may be as important as the valuation itself.

Thirty years ago, the U.S. gold mining industry was hanging on by its fingernails. Save for one great mine, the Homestake, most production was coming from copper smelters such as Kennecott and Magma. Even Homestake itself was under great pressure from rising costs and a fixed price for gold. The outlook was dim, to say the least. Today, as it has for most of the past decade, the American gold mining industry stands among the world leaders in production, and in the development of mining and mineral processing technology. What caused this dramatic change? Obviously, the freeing of the gold price was a major factor, as was the decline in South African production, but these events alone could not have created the U.S. strength we see today. It was technology, investment, and the determination of miners to build an entirely new industry that were the indispensable ingredients. The U.S. Bureau of Mines, with great foresight, had begun the research that led to heap leaching before the gold price began to rise, and Newmont had committed to build a small mill at Carlin, a move then considered quite risky. From that point, the U.S. gold mining industry was placed on lower-grade ores then being found in Nevada and elsewhere, but it was soon apparent that we would have to develop new technologies to deal with more refractory ores, carbonaceous as well as sulfide-bearing. This is now being done with considerable success. Despite its success, or perhaps because of it, the gold mining industry has come under pressure from various groups who characterize their activities as motivated by "public interest." The public interest they refer to properly include the health and safety workers and impacted communities, as well as protection of the environment, and with these concerns we miners have relatively little argument. In fact, we consider health, safety and the environment among our highest priorities, and not just because regulations may require us to do so. The argument, however, is not about the regulation of a viable mining industry, it is about a well-organized movement to attack and condemn mining in the media and to misrepresent its importance to the Nation and its willingness to accept responsible regulation. Once largely local or regional, the interest groups to which I refer are now quite large, national in scope, and even becoming international. This trend, taken together with finances raised from their dues and contributions, would make the interest groups formidable adversaries for mining, but their grip on the media enormously magnifies their influence. Unfortunately, it also makes possible the wide dissemination of incomplete, incorrect or slanted information. I am not here to "bash" the interest groups. On the whole, I believe that many of them have made positive contributions to society. As conservationists, however, I question their authority to make, or foster, decisions about which American industries and communities live and which die. To illustrate, I would like to present for your consideration the problem of cyanide, one of the issues over which the gold mining industry is most threatened. CYANIDE-POISON OR MIRACLE SOLVENT? Let me get this out of the way right up front: cyanide in most of its chemical forms is toxic. In some forms it is also listed as a carcinogen. These are adverse characteristics cyanide shares with a considerable number of industrial chemicals, including some that are widely used without the stringent regulations already in place for the mining uses of cyanide. In these uses, by the way, the risk to humans comes from direct ingestion of cyanide or cyanide-bearing solutions, or from the accidental acidification of solutions leading to release of hydrocyanic acid gas. That these risks are under control in mining can be seen from the fact that, in modern U.S. practice, there has never been a documented fatality attributed to cyanide! Because of its toxicity, cyanide cannot enter and be accumulated in the food chain. It can, however, be a threat to birds and animals that ingest cyanide-bearing solutions. Protection against this is, quite properly, a responsibility of individual mining operations, and considerable sums are spent each year to prevent or reduce bird and animal exposures. It should be evident, though, that many human activities, including highway traffic, windmills, use of pesticides and the like, result in bird and animal losses. Mining's use of cyanide, and the measures taken to protect birds and animals, should be considered in context. Cyanide must be kept out of surface streams and groundwater, and existing regulations mandate this. Any cyanide residues left in leach heaps, waste dumps and disused facilities must be eliminated, and we have proven technologies to do this now, just as we have means to detoxify tailings prior to disposal. The gold mining industry decries those rare instances when irresponsible operators fail to deal with contamination, and agrees that they should be held responsible. We do not agree, however, that the great majority of responsible companies should be punished, in advance, for accidents that have never happened. So much for the poison, what about the "miracle solvent?" Is that an overstatement? Well, consider the fact that gold has been called "noble" from earliest times, because it does not oxidize under atmospheric exposure, and that it appeared to the ancients to be utterly insoluble. Later generations of scientists did discover that it could be dissolved, but only by a combination of acids so potent that it became known as aqua Regia. A number autonomous operations is in place in several, mainly in fenced areas, where safety is assured by locking off the entire area for other traffic. However autonomy can be brought much further if functional safety is assured and a real mixed traffic of autonomous and manually operated vehicles is possible. MobileTronics has created a modular software and control framework for autonomous machines. The paper covers application examples in which the deterministic object recognition in combination with probabilistic algorithms and sensors is used as a basis for functional safe certification of mixed traffic autonomy.

This report describes the results of a reconnaissance survey of areas in California and Nevada considered favorable to beryllium mineralization. Pegmatite dikes, veins, intrusive sills, contact metamorphic, and disseminated deposits as well as tactite deposits in the former major tungsten-producing districts were investigated. A general geographic pattern of beryllium mineralization was found to be concentrated along a wide belt in eastern Nevada extending from the Ruby Mountains, Elko County, south through the Fish Creek Range, Eureka County, the Snake Range, White Pine County to the Virgin Mountains in Clark County, Nev., and Mohave County, Ariz. Sporadic occurrences of beryllium are in central and southern Nevada, and in the pegmatite dikes of San Bernardino, Riverside, and San Diego Counties, Calif., and the granite masses of the southern Inyo Mountains, Inyo County, Calif. Principal company activities are centered in the Snake Range, Fish Creek Range, and the Virgin Mountains, Nev., and the Inyo Mountains, Calif. Other areas in California and Nevada have been superficially explored with results indicating either limited or widespread, but submarginal, mineralization. Although beryllium was found to occur, to some extent, in many of the deposits, mining has been hindered by the lack of a market for beryllium ores and concentrates other than standard-grade beryl and also by the erratic pattern of mineralization and the high exploration and beneficiation costs required to produce a marketable product.

A mineral pigment is a colored substance dug from the ground, which after treatment can be mixed with a drying oil to form a paint. Not all colored earths, however, can be made into satisfactory pigment. Much depends upon the attractiveness and uniformity of the color and the ease of purification. Mineral pigments are distinguished from chemical pigments by a difference in origin and treatment. Chemical pigments are not found ready-made in the earth but must be synthesized or otherwise obtained from other compounds or elements; for example, cadmium yellow, a chemical pigment, is precipitated from a solution of cadmium chloride, hydrochloric acid, and sodium sulfide.

This paper examines the interrelationship of conducting full risk assessments in the context of the coal mining industry and under the framework of the Health's Safety in Employment Act 1992. In the context of Occupational Health's Safety, Risk Management is a holistic management process that can be used by individuals working in all organisations and from all industries. The Australian New Zealand Standard 4360: 2004 defines a Risk as being; The chance of something happening that will have an impact on objectives. This definition is followed by several notes that include: a risk is often specified in terms of an event or circumstance and the consequences that may flow from it, risk is measured in terms of a combination of the consequences of an event and their likelihood, and risk may have a positive or negative impact. For the purposes of this paper, the above definition will be adopted. This paper examines the newly expanded approach of the fully documented risk management process in the New Zealand coal mining industry. This is done in the context of the coal mining regulations but more importantly by using the framework of the Health & Safety in Employment Act 1992. This legislation under Section 6 requires all employers to, Take all Practicable Steps to prevent harm coming to employees while at work and to others who might be at or in the vicinity of a workplace. When the term 'all practicable steps' is studied, one can clearly see that such steps should be the same steps taken that a prudent and reasonable person would have taken given the same type of circumstance. Due to the fact that in New Zealand parliament made statutes is administered by a Government Department, means that their breaches will be heard before a judge in the District Court. Under the Westminster System of Justice, a basic dictum of that court in matters relating the occupational health and safety is that a breach needs to be satisfied to a specific standard. That standard is, 'Beyond a reasonable Doubt'. One of the primary benefits of adopting a proactive approach to risk management is that if the industry were to adopt similar approaches, then this mythology could be seen as an industry standard. As such, the approach carries the same status in a court of law, as that of an Approved Code of Practice.

In the Scurry Reef field, Scurry County, Tex., a study was made to determine the physical properties of the oil in all parts of the reservoir by a new method developed for this study. The method involved correlation of data from a survey 1 of the gravity of the produced oil, from measurements of gas-oil ratios on key wells selected to give representative data for the entire reservoir, and from laboratory analyses of reservoir oil samples. A field survey was made of the API gravities of the produced oil by testing oil samples from 107 key wells. Precise gas-oil-ratio tests were made on 45 key wells that were producing under comparable separator-operating conditions. Subsurface-oil samples were obtained from seven wells, selected to provide reservoir oils ranging approximately from a minimum to a maximum in saturation pressure. The physical properties of the subsurface-oil samples were determined, and correlations were made of these laboratory data with the field gas-oil-ratio test data. These correlations were then used to estimate physical properties of the oil throughout the reservoir. A logical procedure of determining the variations in physical properties of reservoir oils in most fields is to obtain and analyze subsurface-oil samples from enough key wells to provide an ample coverage of the field. Under this procedure, data from a large number of samples would be needed to provide the desired information on the Scurry Reef field, as it is one of the largest known in the United States.

The Bureau of Mines determined the costs associated with the production of chromium, in the form of chromite and high-carbon ferrochomium, from the demonstated resources of 10 market economy nations. The analyses evaluated the relative geologic and economic position of these chromite resources contained within 80 producing or potential mining operations. This report presents cost evaluations of a demonstrated resource of chromite, contained within the nations studied, of appoximately 1.2 billion metric tons (t). Of this total, 70 pct is contained within the southern African nations of Zimbabwe and the Republic of South Africa. The majority of current chromium mining and smelting capacity is contained within these two countries as well. India and the Philippines have recently demonstrated greatly increased chromite resources and hold the most promise for expanding both chomite and ferrochromium production outside southern Africa. Their demonstrated resources represent approximately 7 and 16 pet, respectively, of the cost evaluated total tonnage. Chromite resources, on an identified or hypothetical basis worldwide, are highly concentrated within Zimbabwe and South Africa, with these two nations containing in excess of 95 pet of the total. Given the present market structure, a majority of chromium contained within the demonstrated chromite resources of the nations studied is economically recoverable; but from a long-term resource and economic perspective, South Africa should inceasingly dominate the markets for both chromite and high-carbon ferrochromium. In addition, it is anticipated that an increasing percentage of chromium traded on the world market in the future will be in the form of high-carbon ferrochromium as opposed to chromite, as this additional processing stage continues to relocate from the industrial nations that account for a majority of chromium consumption to those nations that mine chromite.

Peat/ands distribution in Canada is widely spread thoughout the country and corresponds to a wide spectrum of wetland habitats which overlay peat deposits. The development and the evolution ofpeat/ands and peat deposits are closely linked together, since the vegetal remains of the peat deposits originate from the peatland habitats, and the peatland habitats constitute a response to many factors, including the properties of the substrate, which are the peat deposits. Peat/ands are defined as waterlogged terrains where the production of plant materials usually exceeds the rate of decomposition. The underlying peat deposits consists of organic residues associated to peatland vegetation, more or less decomposed, built up and kept under anaerobic conditions. Peat/ands evolution and distribution are determined primarily by climatic factors, but also by the geomorphology and edaphic conditions. All of these create particular hydrodynamical environments which will vary according to different regional settings, and sequentially to an evolutive time frame.

The prediction of acid and metalliferous drainage (AMD) from mine waste materials is critically important during all stages of the mine value chain. However, to determine such geoenvironmental characteristics static and kinetic testing of individual waste units must be performed on representative samples. The importance of sample selection cannot be underestimated; it is the single most critical aspect of any geoenvironmental investigation. Poor sampling techniques and inadequate sample selection will contribute to excessive variance, difficulties in interpretation and incorrect assessment. By undertaking mesotextural characterisation based on hyperspectral mineralogical data (with sulfur assay data if available), opportunities to improve sampling strategies are presented. Such data will inform the selection of samples for low-cost total sulfur, paste pH and geoenvironmental logging, which collectively will allow for accurate AMD forecasting and improved sampling practices to be achieved. Once sampled, robust quality assurance/quality control (QA/QC) protocols must be developed where the use of international certified reference standards become obligatory. This is currently not practised, resulting in inter-laboratory discrepancies when undertaking waste classification. Further improvements in geoenvironmental characterisation testing lies in the adoption of blended static testing protocols, whereby blends of waste materials can be efficiently tested so as to give an early forecast as to whether they will produce acidic or metal-laden drainage. Such information is integral in developing a waste schedule that will allow for a non-acid forming waste landform to be constructed right from the start of the operational phase. Ultimately, improvements in this discipline lie in technological innovations with regards to mineralogical characterisation, and by offering geoscience and minerals engineering students a competent education in the discipline. Collectively, this will empower a step-change in AMD prediction and waste handling, and will make the realisation of the United Nations Sustainable Development Goals a reality, rather than a dream.CITATION:Parbhakar-Fox, A and Dominy, S C, 2017. Coal mining in the United States, had a somewhat higher death rate per million man-hours of exposure among the employees in 1937 than in 1933 to 1936. However, the rate in 1937 was lower and therefore more favorable than that in any year since 1921 but previous to 1933. The nonfatal injury record, which began in 1930, was lower and therefore better in 1937 than in any other year since 1930. Separate figures covering bituminous-coal mines in all States showed a lower fatality rate in 1937 than in any year since 1920 but before 1933, and a lower nonfatal injury rate than that of any year since 1930 except 1933 and 1936. Reports for anthracite mines in Pennsylvania revealed a better safety record for fatal accidents in 1937 than in any year since 1930 except 1933, 1934, and 1936 and a better record for nonfatal injuries than in any year since 1930 except 1933.

Free cyanide has been successfully determined in ground and surface water by isolation using a microdiffusion technique followed by a pyridine-barbituric acid photometric finish. The determinable free cyanide includes hydrocyanic acid, ionic cyanide, and the cyanide of weak complexes such as cadmium, lead, manganese, and zinc cyanide. Complexes of copper, iron, nickel, and silver are sufficiently strong so the dissociation into free cyanide does not occur at the microdiffusion pH 7. Cyanate, sulfide, and thiocyanate do not interfere. Samples containing as little as 0.005 mg/L are successfully analyzed. The relative standard deviation is <10%. Samples stored at pH >I2 in the dark are stable at least three weeks.

Laboratory-scale research was conducted by the Bureau of Mines to develop a new process for treating electroplating and other wastes. Various acid and alkaline cyanide wastes were combined under controlled conditions to neutralize the wastes and to almost completely precipitate the metals and cyanides. The metals were subsequently recovered for recycling; the cyanides can also be easily recycled. The process was successfully used to treat the major types of electroplating and etching wastes, containing Cd, Cr, Cu, Ni, and Zn, and to treat both concentrated and dilute wastes. The economic aspects of treating concentrated electroplating, etching, and anodizing wastes are especially attractive because of the low cost of mixing two wastes, the high value of the recovered metals, and the simplicity of the recovery procedures. The filtrates from the waste-plus-waste step were relatively harmless compared with the original wastes and met Public Health Service standards for free cyanide content. Free cyanide ions were not detected in most of the filtrates; the limit of detection was 0.03 ppm. Only small amounts of HCN were produced during the neutralization; the HCN was collected and neutralized.

As part of a program to investigate technology for the extraction of studied HNO3 alumina from abundant domestic ores , the Bureau of Mines leaching of calcined Georgia kaolinitic clay . In this investigation , iron impurities were removed from the aluminum nitrate pregnant leach liquor by solvent extraction , and the purified liquor was evaporated to prepare a suitably concentrated crystallizer feed liquor . Aluminum nitrate nonahydrate was crystallized from the liquor to separate the aluminum from undesirable trace elements and excess water . Continuous crystallization at 40 ° C in a pilot plant vacuum evaporative unit was performed for 5 days to observe the effects of impurity buildup under minimum bleed- stream conditions . Liquor feed rate was 26 lb/h and AAll (( NNOO33 )) 33..99HH22O0 ((AANNNN)) crystal production rate was 17 lb/h . Fe 203 and Cr203 were not effectively separated from the crystals , and P205 , MgO , and K20 impurities must be removed by recrystallization . Other impurities did not excessively contaminate the crystals . Washing the crystals with water or aqueous HNO3 gave an equivalent increase in crystal purity levels by displacing mother liquor . Theoretical equations , applicable to any continuous evaporative crystallization of developed to produce material balances for engineering ANN , were applications .

Nuclear power reactors using zirconium alloy pressure tubes generate electricity in several countries. Such reactors are particularly important in Ontario, where CANDUs* generate about 30% of the total electricity produced in the Province. Starting with the commitment of NPD-2 in 1956, the pressure tubes of the first five CANDU reactors were made of coldworked Zircaloy-Z, an alloy of Zr and Sn. This alloy was developed by the US Navy, but the decision to use it in a cold-worked condition was based on AECL work. In 1958, the USSR published information on a new alloy, Zr-2.5 wt% Nb. The Nb promotes stabilization of the (3-phase in the material, thus presenting opportunities of exploiting metallurgically strong pressure tubes analogous to the heat-treatable cx-{3 titanium alloys. After construction of two reactors using Zr-2.5 wt% Nb in a quenched and aged condition, an extensive development program on cold-worked Zr-2.5 wt% Nb pressure tubes resulted in them becoming the reference tubes for all CANDU reactors committed since 1966. Anticipating the future needs of the domestic and export markets, AECL have pressure tubes of Zr-3.3 wt% Sn-0.8 wt% Nb-0.8 wt% Mo (Excel) in an advanced state of development. These tubes will be used in an annealed condition; our projections show that they will have improved dimensional stability over the lifetime of the reactors. These improvements result from experimental programs leading to an understanding of the relationship between microstructures and fabrication variables and effects of the environment during service in nuclear reactors.

Since the discovery of gold on the Witwatersrand in 1886, mining has been at the centre of South Africa’s development. Although mining continues to contribute significantly to the country’s economy, it is a temporary land-use activity, and mine closure is inevitable. This paper reviews mine closure planning at Tshikondeni coal mine, which commenced in 2014 with the initiation of mine closure. The review presents the mine closure processes undertaken at the Tshikondeni coal mine as regulated by South Africa’s principal mining legislation, the Mineral and Petroleum Resources Development Act 28 of 2002, and other relevant regulatory frameworks. To compile this review: (1) A desktop study was conducted; (2) empirical data was collected through one-on-one interviews with research participants at Tshikondeni coal mine; and 3) physical observations were made of the rehabilitation at various mine operations within the Tshikondeni coal mine complex. Research participants consisted of mine officials from different departments, i.e., human resources, and environmental, social, and business strategy, who were directly involved with the Tshikondeni coal mine closure. A questionnaire with semi-structured questions was developed. It was utilised to acquire a better understanding of mine closure planning at Tshikondeni coal mine and identify mine closure processes that aim to achieve post-mining land uses and align with Tshikondeni coal mine’s post-closure strategy, namely the Tshikondeni Legacy Project, with a post-closure strategy that has the potential to transition a mining economy to an eco-tourism economy that can preserve livelihoods and selfreliant communities.

The Bureau of Mines conducted research to determine the relationship between cur-rent load and temperature rises in coal mine trailing cables. Six low-voltage, unshielded, portable power cables were continuously and intermittently loaded with direct current of various magnitudes. Temperature rises within and on the cables were measured with thermocouples, and the data were recorded with a computer. Thermal time constants were calculated, which fixed the periods of the duty-cycle tests. Relationships between average temperature at the conductor-insulation interface and current load were established. The steady-state and intermittent currents that produce a 90° C average conductor-insulation temperature were then determined. Comparisons with Insulated Cable Engineers Association (ICE A) steady-state ratings revealed that 10 to 25 pct more current than recommended ICEA ampacities is required to reach rated insulation temperature. Examination of the maximum intermittent temperatures attained showed that autoignition of coal dust and burn injuries to personnel handling the cable would not be concerns if the temperature at the conductor-insulation interface averaged 90° C.

For nearly a score of years the American petroleum industry has faced the problem of maintaining its economic structure while oil -producing potentialities greatly exceeded the increasing market demand for oil and its products . However , the combination of maximum civilian demand with rising defense requirements caused an all - time peak in crudeoil production in the latter half of 1941 , with a daily production (as estimated by the Bureau of Mines ) of 4,139,000 barrels in December - an increase of 16 percent over the daily production of 3,573,000 barrels in December 1940. In the event of a long war , a continuing , steady, and adequate supply of petroleum and its products for military and required civilian needs is essential, and the efficiency of recovery of oil from natural underground reservoirs will have to be maximum. Whereas it may not be possible to increase production in some fields , the output from others may have to be drawn at a much faster rate than formerly . More than 10 years ' experience in operating oil fields under proration control has demonstrated to petroleum engineers that some of the efficiency of recovery of oil from reservoir sands and rocks is sacrificed if the oil and gas are withdrawn at too . rapid a rate . As petroleum is an irreplaceable natural resource for which suitable substitutes probably will not be available in desired quantities for many years , any producing method that jeopardizes the quantity of oil that may be recovered from underground reservoirs must be considered at this time of declared war against aggressor nations as conflicting with the best interests of national defense . At best, the efficient recovery of oil is a complex problem . It involves not only a knowledge and application of the fundamentals of fluid flow through porous mediums, but the sources of energy responsible for the movement of oil and gas through reservoir sands and porous rocks to wells must be known to determine the best practices for extracting these hydrocarbons . Reservoir energy is of two kinds - (1 ) water under hydrostatic head underlying the oil in the extraneous parts of the reservoir system and ( 2 ) natural gas under pressure as "free " gas in the reservoir or in solution in the oil . Inasmuch as the efficiency of oil recovery depends largely on the manner in which reservoir energy is used to move oil through reservoir sands and porous rocks to wells , optimum practices for withdrawing the oil cannot be determined until it has been established that the oil in the reservoirs is being forced to wells by an internal gas expansion, by a natural water drive , or by a combination of gas expansion and water drive . There is a fundamental difference in the performance characteristics of gas - expansion and water - drive reservoirs . In a strictly gas - expansion reservoir the energy available to move oil and gas through the porous formations to wells results solely from gas pressure , which is maximum when the reservoir is tapped by the first well . Pressures decline as oil and gas are withdrawn ; consequently, the energy available for moving oil and gas through the oil - bearing formations to wells decreases with production . Curtailing the oil - production rate or shutting in gas - expansion reservoirs entirely will not act to replenish energy previously used in the production of oil and gas ; in their operation , therefore , it is especially important not to waste reservoir energy - the production of oil with high gas : oil ratios will be reflected in lower ultimate recoveries of oil .
