ABOUT one hundred were in attendance when Donald M. Liddell opened the session* on non-ferrous metallurgy at 2 p. m. on Tuesday. F. F. Col- cord was vice-chairman. For the first part of the session the chair was turned over to Frank G. Breyer, who introduced G. L. Spencer, Jr., to read his contribution (T.P. 378), "High Silica Retorts at the Rose Lake Smelter," which was an account of the method of manufacture of high-silica zinc retorts at the Rose Lake smelter, and of the service given by these retorts. The materials used are, by volume, 50 per cent clay, 25 per cent silica flour and 25 per cent grog. Written discussion of the paper by E. M. Johnson, W. R. In- galls and M. M. Neale was read by Mr. Breyer. Mr. Johnson explained that their practice in manufacture differed very little from Rose Lake practice, but that their retorts did not last as long, possibly because Eagle-Picher does not use a hydraulic retort press or sintered ore. He ascribes the longer life of silica re- torts to the fact that they do not bend under heat. Mr. Ingalls pointed out that silica retorts are no better as heat conductors than clay retorts, but that they do have a superior rigidity in the furnace. Fugitive dust from mineral extraction and processing activities can significantly influence air quality, the environment, and the health and quality of life of workers and surrounding communities. Poor engagement and communication between experts and lay persons, disciplinary silos and polarised viewpoints have made it difficult to develop a holistic understanding of the complex health issues associated with environmental emissions of mine dusts, and consequently to design meaningful and integrated approaches to address such issues. The collaborative Global Challenges Research Fund (GCRF) Mine Dust and Health Network, hosted by Minerals to Metals at the University of Cape Town, serves as a collaborative think-tank to inform research directions within and across disciplines, government policy and regulations, health monitoring programmes at public clinics, industry best practice, community healthcare and impact prevention programmes. It focuses initially on the southern African region, but with the intention to expand to mining-intensive developing countries within the rest of Africa, South America and Asia. This paper outlines the approach and activities of this global transdisciplinary and intersectoral network and presents some of the key outputs and achievements to date. This report presents several systems for continuously monitoring the quality of air in underground mines that are being developed by the Bureau of Mines. Underground stations measure methane, carbon monoxide and nitrogen dioxide concentrations, air velocity, and air temperature. This information is transmitted over a single telephone pair to central stations located on the surface. The central stations display alarms and the data is selectably displayed on digital panel meters.

COMMENCEMENT exercises this year have a peculiar significance because the graduating students are entering upon their life's work at the most critical time in the history of the United States. We are engaged in a great struggle the outcome of which is none too clear even to the best informed students of international affairs. We are starting late in a vicious world conflict where it is generally recognized that our adversaries have distinct superiority over us in armament on the land, on the sea, and in the air. We have the gigantic task of building up our armed forces and armament and at the same time supplying our allies with equipment which they must have. We can do this job if we are given sufficient time, but there is a possibility that the war will be over before we are ready. Few realize the seriousness of this situation. If this fight is to be won-and we dare not try to visualize the future of this country if it is lost-all dissension and bickering between Congress, capital, labor, and agriculture must cease. When and where voluntary co-operation proves inadequate for the successful conduct of the war effort, laws must be enacted or strengthened to achieve our purpose.

Introduction The International Nickel Company have been pioneers in mine rescue work in Ontario. Following the fire in the Hollinger mine in the spring of 1928, the Company purchased ten self-contained oxygen breathing outfits, ten all-service gas masks, an oxygen high-pressure pump, life line, inhalator, ten cap-lamps with batteries, and a complete stock of spare and accessory parts. An instructor from the U.S. Bureau of Mines, Pittsburgh, came to the Creighton mine for one week and trained twenty men in the use and limitations of all equipment. Monthly training courses were commenced in the fall, and have continued to the present time. Of the original twenty men trained, ten are still on the Creighton mine rescue teams. In the meantime, and as an aftermath of the Hollinger fire, the Work-men's Compensation Board of Ontario and the Ontario Department of Mines established a central mine rescue station at Timmins. This was completed in the spring of 1930. It was then decided, in view of the great expansion in mine development in the Sudbury district, to build and equip a similar station to serve all the mines there, namely, Creighton, Frood, Garson, Falconbridge, Sudbury Basin, and Errington. An extensive survey was made and a central location selected opposite the Frood mine. The International Nickel Company donated a site, and the station was completed in the fall of 1930. The station is a two-storey brick building, 27 ft. by 47 ft., with a large garage adjoining it. The ground floor is used for equipment and for training the crews. On the second floor are living quarters for the superintendent and his family. The garage houses a closed truck, in which all necessary equipment can be taken to any desired point for training purposes or for actual mine rescue work, if and when necessary. The garage is also used as a gas room, where the men are trained in an irrespirable atmosphere. A gas-tight observation window between it and the training room enables the superintendent to see and direct the men undergoing training, weight exercisers and other devices being used.

Whilst employed by Dyno Nobel as the Technical Services Engineer û Brisbane, I was asked, as part of a contractual agreement, to look at optimising PioneerÆs blasting process to provide the most effective rock to the new crushing and screening plant. This paper details the preliminary blast designs and practices that have been in use at the quarry and the initial changes made to these designs, and the effect they have had on the excavation and crusher performance.

With the growing urban population and the concern for traffic congestion and pollution (emissions control), public transportation is becoming more and more attractive to both city dwellers and managers. To gain access to the central area of the city, the sub- way remains the most viable alternative, despite its higher cost when compared to above ground or elevated transportation systems. There are relatively few regulations and criteria for subway ventilation, particularly when compared with mine ventilation. The main document that provides guidance and general recommendations for subway ventilation and environmental control is the Sub- way Environmental Design Handbook, published in 1976 (2nd edition) by the U.S. Department of Transportation, Office of Re- search and Development. Many of the subway systems in existence today have been designed and built with ventilation features adequate for normal train operation, but their design does not consider stringent criteria for such emergency conditions as a train fire in a tunnel. The National Fire Protection Association's Standard for Fixed Guideway Transit Systems known as NFPA 130 as well as the ASHRAE Handbook - HVAC Applications (1995) provide specific design and operation requirements for subway ventilation systems. Some of the existing, old subways are upgrading their ventilation systems to comply with the new regulations. The ability of a particular ventilation system design to provide adequate ventilation during normal and emergency conditions can be evaluated using computer modeling and simulation techniques. A train fire will cause a sudden change in the tunnel ventilation pattern by adding an unsteady and fast-growing source of heat. The hot air and gasses created by a fire will tend to flow uphill, possibly against the normal flow, producing a 'backlayering effect." To prevent this effect from happening, enough ventilation must be provided and the governing criterion to establish the required airflow is called 'Critical Velocity." Several software packages are available for special applications on tunnel and station ventilation as well as to model the spread of smoke and heat in case of a major tunnel fire, using Computational Fluid Dynamics. This paper presents the current issues in subway ventilation, as shared by the public transit community around the world, together with modern alternative design concepts vis-à-vis the more stringent emerging Fire-Life Safety criteria. Examples of recent studies and ventilation systems design are provided.

HOMESTAKE'S mining methods today are of necessity controlled to a considerable extent by that which has been done in the past. This may be shown by the fact that our two main operating shafts now, the B. & M. and Ellison, were begun in 1878 and 1896 respectively, so that-the loca-tions of shafts, locations of all the drifts on the upper levels, and a great deal of sloping was done before any of us now connected with the mine had anything to do- with it. Anything that I may say is not to be construed as criticism of those who have gone before for it would be a sad commentary indeed on us if we had not learned something from their experience. For handling rough rock, the shovel-train system is unexcelled. The ideal application is a physically large, but not excessively deep, open-pit mine from which the coarsely blasted ore and waste must be transported distances in excess of three miles. If, in addition, a high production rate is to be maintained, railroad haulage will probably afford a lower cost per ton transportation than will any other haulage method. Relatively gentle grades must be employed- usually 3% for uphill hauls and 4% for downhill hauls. The greater the differences in elevation the greater are the railroad track grade space requirements. By way of illustration, a 3% ramp out of a pit only 300 ft deep must be almost two miles long. Mainline track locations should be selected carefully so that the frequency of movements during the life of the mining operation is minimized. This applies both to ore and to waste haulageways. Such moves are not only expensive but difficult to execute without adversely affecting production rates. The large mine affords greater opportunities for judicious location of semi-permanent trackage.

The determination of densimetric information to predict coal washabilities is an important step in characterising the feed material, as well as the performance of operating plants. However, traditional methods like float-and-sink analysis are hazardous and time-consuming. This is especially true for finer particle size ranges, where very long settling times are required in a medium. De Beers Technologies recently developed a density analyser, known as the RhoVol, for use on diamondiferous kimberlite. Operating over size ranges from 25 mm down to 3 mm, it can determine the mass, volume, density, size and shape of all the particles in a given population and is thus able to provide information about the densimetric distribution on a single particle basis. A study was carried out to compare uncalibrated and calibrated RhoVol results to densimetric and size data obtained using traditional zinc chloride float-sink procedures, for three different coal samples in the size range 3 mm to 8 mm. The results indicate that the RhoVol can be used to provide simple, rapid and safe size-by-washability information for coal, provided proper pre-calibration is done, mainly to account for the effects of particle porosity in the density determination. Iran was a lodestone for the attention of industrial countries and companies wanting to share in its industrial development during the last two decades and particularly after 1972. Prior to 1972, most industrial projects in the private sector were on a relatively small scale and could be carried out in reasonably orderly fashion in spite of limitations of a primitive infrastructure and meager indigenous supply of managerial and technical skills. People with these skills could be found but not in abundance, and many of them were total¬ly engaged in various government ministries and projects. Thus it was that nearly all private sector industries, even long-established ones, required one or more foreigners to give guidance. A barite mine and processing facility was brought on line by Dresser Industries in 1960 without serious operational problems. A few expatriate experts were able to select and train a stable group of staff and production people and establish sound management principles for continued growth. The huge and increasing oil revenues after 1973 gave superficial credence to ideas of the Iranian government that the country could easily finance the jump into the industrial 20th century. All necessary skills and equipment not available in Iran would be imported, and intensive training programs would prepare Iranians for operating the new facilities. Large projects for steel production, copper production, oil refining, petrochemical production, cement production, and others were started or expanded. These are basic industries that consume substantial quantities of refractories. Studies made in 1972 indicated that the existing industries plus expanded and new projects scheduled to come into production would lead to a market sufficiently large to justify a refractory producing plant. Concurrent studies of raw material sources showed that clay, the largest tonnage item, would be locally available; the other raw materials would be imported. Iran Refractories Company (IREFCO) was founded in 1973 and started production in 1976.

In response to requests from its stakeholders, the International Standards Organisation is engaged in development of an international standard for Energy Management Systems (EnMS) which will become "ISO 50001". This new standard will build on the successes of both the EN16001 EnMS standard that has been used by dozens of European companies, as well as the ANSI/MSE 2000:2008 EnMS standard that is currently being used in several pilot projects in the USA and Ontario. This paper provides an overview of the key points of the EnMS standards, and describes how they can be used to drive sustainable energy reductions in the metallurgy industry.

"The mining industry suffers from a shortage of professional and other workers. Research and analysis has demonstrated a close correlation between high performance in productivity, maintenance and safety. There is also a significant correlation between engagement and performance. It is the hypothesis of the authors that mines can use a strategy of establishing themselves as a high-performance mine to attract and retain high caliber professional people: step 1 is to become best practice in equipment performance (productivity, maintenance and safety) step 2 is to brand the mine as æbest practiceÆ by sharing what has been confidential performance and outcome information with the general industry.Previous research has shown that many professional people are attracted by the prospect of a high achieving site because of the learnings and the support for continually doing better. In addition, a link has been established in previous research between productivity and safety. Operators and drivers are attracted to sites which have fewer dangerous people operating or driving. Good management delivers exceptional performance and a work site which high caliber managers and operational personnel people want to work at. The strategy requires commitment and proper execution but it can work. The strategy needs a specific approach and this paper will discuss this. A case study is provided from a mine which over a nine month period increased dragline performance by 15 per cent and reduced stress on the boom by 30 per cent. This mine paid the employees (professional and operational) $25 000/a less than the major mines but the operators and professional people would not leave; in fact, people were happy to be paid less to work there.CITATION:Lumley, G and Trott, T, 2012. Shales and clays from Illinois were sampled, tested, and evaluated to determine feasibility of producing lightweight aggregate by rotary-kiln methods. Sampling procedures and the 1 ,,,y of the Pennsylvanian shale units are discussed. Chemical, X-ray spectrographic and X-ray petrographic analyses were run on the samples to determine if a correlation existed between chemical mineralogic composition and expansion. Preliminary expansion testing was conducted in a muffle furnace. Rotary-kiln tests were conducted in a 16- inch by 14-foot rotary kiln. The weight of the aggregate ranged from 27 to 59 pounds per cubic foot. Concrete cubes employing the aggregate were tested to determine the qualities of the concrete. Compressive strength of the concrete using the 7-bag of cement cement per cubic yard mix, after autoclave curing for 6 hours, ranged from 2,950 to 6,750 psi. No correlation was found between the chemical, X-ray spectrographic, and X-ray and petrographic analyses and expansion, Sixteen samples made suitable lightweight aggregates in the laboratory rotary kiln. The expansion temperature range of eight of the samples was extremely narrow, and difficulties would probably be encountered in processing these materials commercially.

The U.S. Bureau of Mines conducted a study to evaluate the effect of underground mining conditions on the activation of automatic sprinkler heads. Sprinklers were exposed to liquid fuel fires in a rectangular tunnel at airflows of 0, 45, 90, 150, and 250 m/min to determine the effect of ventilation and fire size on the time to activation. As the airflows were increased, the time to activate the sprinklers for a given fire size increased. Also, as the fire size increased, the activation time decreased. Temperature profiles of the tunnel showed that the maximum temperature near the roof was shifted downstream as the airflow increased. Experiments to determine the effect of rated activation temperature and response time index (RTI) value on activation time showed that the time to activate increased with increasing activation temperature, and decreased with decreasing RTI value. Exposure to the mine environment showed little effect on the activation times in large-scale experiments, and no significant effect in laboratory experiments. The results showed that airflow can have a significant effect on the activation times of automatic sprinklers. This needs to be considered in the design of effective sprinkler suppression systems for ventilated areas.

With the successful start-up of Cominco's new KIVCET smelter, the final key component is now in place for Trail Operations to operate efficiently as a modern integrated zinc-lead facility. Unique metallurgical, operational, planning and management issues apply to this operation. Along with presenting the current flowsheet for Trail Operations, this paper discusses issues such as the impact of recycles, operational re-stabilization following significant process changes, plant operation with just-in-time inventories, real-time process optimization, and management philosophy.

A mathematical model of a decision is represented by the table in Figure 4. The numbers in the matrix are a measure of the effectiveness of each alternate for an objective. In this case, it is the per cent of desired profit that is satisfied by each alternate for each objective. By adding all of the values in a row, we have a measure of which alternative is best for both objectives. However, if you think that alternate 1 is necessarily better than alternate 2, you are wrong. Why? Because the weight of the objectives may not be equal. It could just be that this plant can sell more than it can produce, so that the loss in profit represented by increased sales is more than twice as important as reductions in costs. (See Figure 5). In that case, let us weigh objective 1 as 30 per cent and objective 2 as 70 per cent. It must also be obvious that the sum of all the "objective weights" must equal 100 per cent. I appreciate this opportunity to discuss with you OPIC's new policies designed to assist U.S. minerals companies in developing new sources of minerals overseas. A comparison of recent figures on U.S. investment in mineral exploration, development and production gives results which are remarkable --and disturbing. Through the 1960's the flow of U.S. foreign direct investment in mining and smelting in the developed and less developed countries were nearly equal. However, by 1973, roughly 80% of all exploration expenditures by mining companies was taking place in the developed countries and principally in the U.S., Canada and Australia. Clearly it is to the interests of both the developing countries and the United States to put these figures back in better balance. As you may be aware, the administration as a whole is examining systematically what can be done by government to reduce the disincentives and increase the incentives to mineral investment in the less developed countries --the LDCs. A subgroup of the National Advisory Council chaired by the Treasury Department has been formed to coordinate U. S. Government policy and program efforts relating to mineral and energy development in these countries. Among other matters, this subgroup will examine how public policies could positively influence the private investment decision-making process in the minerals industry.

The Blasting In the summer of 1999, a Southern California drilling and blasting company conducted blasting as part of the grading operations at the Highlands Ranch development in San Diego, California. Highlands Ranch was a new single family residential project located near older residential properties in the area. Blasting was necessary to remove indigenous meta-volcanic rock associated with the local geology.
