This U.S. Bureau of Mines (USBM) report conveys the results of an economic analysis of minerals in the West Mojave Management Area (WMMA), including the Desert Tortoise Priority Habitat (DTPH), a proposed special land management area. Undiscovered mineral resources were estimated for the entire WMMA, which totals 8.7 million acres. Known mineral resources were studied for the DTPH, which is an area of 1.2 million acres contained within the WMMA. Federal lands within the WMMA are managed by the Bureau of Land Management (BLM). The WMMA includes Federal, State, and private lands in the western portion of San Bernardino County and the eastern portion of Kern County. The center of the study area is 20 miles northwest of Barstow, California (Figures 1 and 2).

Study of moisture-induced swelling strain in Pennsylvanian Period rocks of the Appalachian Plateau in West Virginia shows a 2:1 biaxial horizontal anisotropy which trends NW-SE. Oriented in-situ slabs of coal mine roof rock were collected across West Virginia, dry-sawed to size, air-dried to stability, and then monitored for moisture changes and deformations in the horizontal plane through one wetting cycle and drying cycle. Biaxial swelling strains were exhibited in nearly all rocks tested, with maximum horizontal deformations occurring normally-incident to the strike of regional geologic fold structures. This relationship persists as fold strike varies across the study area. A connection with Alleghanian fold development and/or post-Alleghanian fold relaxation is suggested. Deformations were largest in shales, but occurred in sandstones and siltstones as well. During testing, moisture-induced fractures (MIF) developed parallel to the regional fold structure and ranged in size from hairline cracks to sample-destroying cracks that were orthogonal to the observed biaxial swelling strain direction. Preferential wetting and swelling of clay minerals along NE-trending fractures, related to a fold-parallel fracture fabric of regional extent across West Virginia, is the most likely reason for the observed systematic NW-oriented biaxial swelling strains. The testing methods used in this study are simple and inexpensive and produce robust results that offer insight into a regional, anisotropic mechanical weakness that imparts a dynamic, asymmetrical horizontal stress to moisture-sensitive coal mine roof rocks over time. Because a similar mechanical fabric has been reported in Devonian-age shales, these findings may have implications for shale gas developers in the Appalachian Basin challenged by rapid aperture closure rates along horizontallydrilled induced fracture networks in Devonian rocks like the Marcellus Shale. The paper concludes with an example of how the concept of a preferred swelling strain direction might be applied to improve the effectiveness of roof trusses.

Of the common causes of the larger mine accidents, such as falls of roof and coal, gas and dust explosions, mine fires, and the misuse of explosives, all of which are often closely related, each must be studied and fought in a manner peculiar to itself. The last mentioned, the misuse of black powder and other explosives, is sometimes considered the least important of these causes of mine accidents; but its impor- tance is much greater than the statistics indicate, for the reason that the misuse of explosives is the true cause of many of the fatal mine fires, gas or dust explosions, and falls of roof that are credited to other causes. Both the quantity of explosives used and the number of purposes to which they are applied are increasing. They are now made at about 150 plants, in different parts of the United States, and the product of a single year is estimated at nearly 500,000,000 pounds. Nothing in all this material is a safe or "safety" explosive when in the hands of a careless or ignorant person; and this is true whether considered in connection with the shipment or the use of these explosives. In addition to the large losses of life and property resulting from an improper use of explosives in mining, the recent statistics of the railway bureau for the safe transportation of explo- sives have shown more than 400 persons killed or injured and over $3,000,000 worth of property destroyed by explosives in transit by rail. The fact that three years of cooperative effort under the wise supervision of this bureau has reduced these losses to almost nothing encourages the hope that similar cooperative effort may likewise greatly lessen losses of life and property from the use of explosives in mining. The additions to the large death roll of our mines make a recurring appeal to the public for fair treatment of the coal-mining industry, and to the miner and the manager that they join in every possible effort for greater safety. It may never be possible under conditions such as exist to-day to prevent mine accidents entirely. Optical smoke monitoring fills an important gap in ventilation and fire safety: namely monitoring of smoky, low temperature fires where little CO and heat are generated. Smoke monitoring also avoids the nuisance alarms due to diesel exhaust, battery chargers, blasting and welding. The smoke optical density (OD) fire alarm standard specified by MSHA presents an opportunity for improved safety. Experience of actual mine usage of the SmokeBoss*100 is reviewed, with particular regard to effectivity, maintenance and cost.

We are proud that one of our predecessor companies originated the phrase "Safety First". That phrase remains today as the guiding principle that governs our total approach to safety and well being in U. S. Steel. U. S. Steel management is totally committed to this attitude and our objective is to have every employee as deeply conscious of his safety responsibilities. Safety is a state of mind but like most things it must have a physical side - both intertwined and inseparable. You might say each promotes the other; and this gives us confidence that with hard work, cooperation from all individuals, and proper application of knowledge and experience, our ultimate objective of frequency "0" will be attained. It is in this vein of thought we present a paper today which gives you briefly our progress, mainly in the physical, or mechanical, protection of miners at work in the Southern District mining operations of U. S. Steel. The Southern District not only includes the underground mining of coal but the underground mining of zinc ore in Jefferson City, Tennessee, and the quarrying of dolomitic limestone near Bessemer, Alabama.

An important activity of the Safety Division of the Bureau of Mines , in its efforts to reduce accidents , is the safety inspection of mines . Inspections are made at the request of the operators and are not connected with the inspections by the various State departments of mines . The operating management is furnished with a confidential report of the results of the Bureau's inspections , with recommendations for elimination of the hazards found . These mine - safety inspections include a study of mining practices , conditions , and equipment and in some cases the sampling and analysis of mine air and coal dust . The Bureau of Mines has no regulatory powers , therefore the recommendations made in these reports are merely suggestions , and operators are not required to adopt them . Mine inspections are a check on safety standards , methods , and practices and are essential to any accident -prevention program . A foreman or superintendent may be sincere in his efforts to operate a mine safely and believe that he has done everything possible to attain this end . However , experience has shown that because of his familiarity with the mine and the consequent " nearness " of its various features many unsafe conditions may be , and in most cases are , overlooked ; an inspector , particularly an outsider who is trained to look for hazards , can point out the unsafe conditions overlooked by the foreman or superintendent . Some companies employ safety engineers who make regular inspections of their mines , report substandard conditions and hazards found , and make recommendations for correcting them . Unless these recommendations are carried out the inspections have little value . In making recommendations , due consideration should be given to the feasibility of carrying them out ; the management may and very often does consider a recommendation impracticable because of the

"In city center sites around the world, and in particular in London, foundation reuse is becoming increasingly widespread as the ground is filled with detritus from previous developments. This paper sets out a systematic framework to consider the need for and benefits of foundation reuse and key issues to be resolved for foundation reuse to be successfully adopted on redevelopment projects. Once foundation reuse has been identified as a potential foundation solution there are several key stages in the design and construction process where the decision to reuse foundations needs to be assessed. The paper concludes by emphasising the importance of ensuring that the foundations being installed now can more easily be reused in the future.INTRODUCTIONThe concept of re-using foundations is not new, and has been adopted on an isolated project-byproject basis for many years. However, over the past decade, interest in the potential of reusing existing piles and caissons within Europe has increased significantly, with a growing interest in the United States of America and Japan. The need has been driven by necessity: on many urban sites the space available for new foundations diminishes with each new set of piles, and these problems can only grow in the future.Initiatives such as the European Union's RuFUS (Re-use of Foundations for Urban Sites) research project have resulted in identification of the key issues for technical viability and risk that have previously hampered potential foundation reuse projects.There is a need to define a systematic approach to the reuse of foundations so that the risks associated with reuse can be identified, managed and mitigated. This requires improvements in knowledge to provide confidence in the long term behaviour of the foundation support and address the risks involved in reusing existing foundations to overcome perceived obstacles in making foundation reuse a realistic option for many sites."

During the investigation or the occurrence of manganese deposits in western United States, Bureau of Mines' examining engineers collected samples from four manganese properties in the Death Valley region, California. These were supplemented by samples submitted by owners of two other properties in the same area. Extensive laboratory tests were made to determine the, amenability of the ores to standard ore-dressing concentration methods. A small sample of high-grade oxide manganese ore from the McWhinney property, San Bernardino County, Calif., was submitted by the owner. Although the sample would sinter directly to plus 48 percent manganese grade, it appeared probable that the ore, if mined in quantity, would be lower in grade and would require beneficiation. Therefore, testing was conducted to remove the chief gangue constituent, calcite. The National Resources, Inc., property (also known as the old Owl Hole mine) is in the Owl Hole Springs district, I mile from Owl Hole Springs, San Bernardino County, Calif., near the southwest corner of Death Valley National Monument. The ore deposits occur as small lenses or ,pockets, evidently .replacements in limestone and granite. Laboratory work was done on a representative sample of orb procured by Bureau engineers.

"Since the Mathew's method for open stope design was first proposed by Golder Associates in 1980 it has been applied at a number of mine sites in Canada. The initial hypothesis was based on a relatively small amount of data and the intervening period has allowed the collection of a significant amount of new data to test the validity of the method.This paper examines a brief history of the evolution of rock mass classification systems to provide background and emphasize their empirical and non-rigorous approach. It also presents the new data which appear to indicate that the initial hypothesis was reasonably good. The modification to the original graph proposed by Potvin is discussed as well as the applicability of the method to predicting the onset of caving. The original graph has been updated and has been subdivided into four zones described as ""stable""; ""potentially unstable""; ""potential major failure""; and ""potential caving"". The method is recommended as a useful open stoping design tool provided it is recognized that it is not a rigorous design method.Finally the paper proposes a recommended approach for application of the method by would-be users and addresses some typical pitfalls that may be encountered."

The Bureau of Nines has received many inquiries on the subject of assaying oil-shales, both from individuals who desire to wake their own assay while in the field, and also from Commercial assayers and investigators. The present paper describes the assay retort used by the Bureau of Mines. in the research work on oil-shales now in progress at the Intermountain Experiment Station of the Bureau at Salt Lake City, Utah, and at the Colorado cooperative oil-shale laboratory, Boulder, Colorado. This retort, which was developed through experimentation in the bureau's laboratories, has been found to be convenient in use and. capable of yielding reproducible results. M. J. Gavin, Oil-Shale Technologist, gave valuable assistance in preparing the subject matter for publication and made many helpful suggestions during the experiments made by the writer in the course of the development of the assay retort. The world nowadays faces many challenges associated with excessive utilization of fossil, fuels, such as poor air quality and greenhouse gas emissions. Hydrogen appears to be an attractive alternative to the conventional, fossil, fuels with better energy efficiency and less environmental, impact. Pd and Pd-based alloy are the most often used membranes for hydrogen separation due to their superiority over other membranes. However, the stability of the commonly-used thin Pd-based composite membranes at high temperatures still, remains a big challenge. In this presentation, we will, report our progress on thin Pd-Ru alloy composite membrane by electroless plating high temperature applications.

"The opening chapter of this volume, by A. Ignatieff, places in perspective Canada's coal resource base as part of the world scene. This chapter will focus on the Canadian scene.Units of measurement in this report are in the International System of Units (SI) as approved for official use by the Canadian Standards Association and Metric Commission Canada. These units have been adopted by the Mining Association of Canada and the Coal Association of Canada. To assist with the shift to metric units these two associations have published ""Metric Practice Guide for the Canadian Mining and Metallurgical Industries"", 1978(1J, Appendix ""A"" lists some useful conversion factors along with SI prefixes. The last official assessment of Canada's coal resources and reserves was done by the Department of Energy, Mines and Resources and presented in Report ER 79-9 ""Coal Resources and Reserves of Canada"", published in December 1979 and authored by H.U. Bielenstein, L.P. Chrismas, B.A. Latour and T.E. Tibbetts(2). The Geological Survey of Canada has a continuing project concerned with coal resource assessment as does CANMET, whose concern is with coal reserve assessment and coal quality. As well, Alberta's Energy Resources Conservation Board (ERCB) has a continuing assessment program for coal in Alberta and publishes an annual reserves report, the current issue of which is cited as reference No. (3). The difference in resource and reserve terminology as used by EMR and ERCB has a major effect on derived tonnages for Alberta. This difference will be discussed later. In 1982 the Department of Energy, Mines and Resources produced a map titled ""Canada-Coal""<4J which outlines coalfields and illustrates coal import and export movements for the years 1981and1980. A copy of this map is contained in the map pocket of this publication. Two other resource assessment reports are noteworthy, the first is ""Coal Resources of Southern Saskatchewan: A Model for Evaluation Methodology"", by J.A. Irvine, S.H. Whitaker and P.L. Broughton<SJ which is one of the major outputs of a joint federal-government study of southern Saskatchewan's lignite deposits. (Another output from this same study' is the Geological Survey of Canada's SASCO file, a computer processable file holding borehole and coal quality data.) The second is ""Deep Coal Resources of the Interior Plains, Estimated from Petroleum Borehole Data"", by G.D. Williams and M.C. Murphy(6) which identifies coal resources from nearly 4,000 petroleum exploration boreholes distributed uniformly over an area spanning Manitoba, Saskatchewan, Alberta and British Columbia."

The serpentine of the Eastern Townships of Quebec is more or less seamed and impregnated with chrysotile asbestos, of which we note two types: the cross-fibre and the disseminated fibre. The cross-fibre type always appears in fibres or crystals arranged parallel to one another, and disposed at right angles to the walls of the matrix serpentine. The length of fibre of these veins, which run in every conceivable direction, even crossing ?one another, varies from microscopie dimensions to three and sometimes four and even five inches. It is the principal form of asbestos found in the serpentine of Thetford Mines, Black Lake, Coleraine, and Asbestos. The disseminated-fibre type, which is the main product of the serpentine of Broughton township, in which ate located the mines at East Broughton, does not form veins, but occurs in the serpentine without any definite arrangement. There is a difference in the toughness and hardness of the rock of the two types, the Broughton serpentine being softer than that at Thetford. The disseminated-fibre section of the serpentine belt is probably more regular in its content than is the cross-fibre section. Nevertheless, it contains no &apos;crude,&apos; which is the most valuable of asbestos, and the fibre is usually shorter than the cross-fibre average.

The Yayoi period, from about 300 B.C. to A.O. 300, represents a time of important changes in Japanese history. During this period the advanced rice culture of the Asian continent was introduced to Japan, along with the techniques of animal husbandry, spinning, bronze casting and metal working(1) . As was the case in the Jomon period (11000 B.C. to 300 B.C.), the Yayoi period is traditionally defined by a particular type of pottery, characterized by the use of the potter&apos;s wheel and an extreme simplicity of decoration and form(2) . Pieces of this pottery were found in 1884 in a district of Tokyo, known as Yayoi-Cho, not far from Tokyo University. Within a decade the name Yayoi had come to be used for the period which also saw the first casting of metals in Japan121. During the Yayoi period, the foundation of the ancient Japanese state was laid as the individual small communities were unified and as labour specialization and social levels developed. In fact, the Yayoi may be the true ancestral culture of Japan(3) . However, the origin of the Yayoi is not definitely known. One theory indicates that the Yayoi people may have been driven from the Asian mainland (via Korea) by the dynastic wars that accompanied the unification of China under the Ch&apos;in and Han and that these settlers rapidly displaced the Jomon. Bronze objects and the cultivation of rice may have arrived about the same time - in the third century B.C. Iron was in Japan within another century, but since it rusts badly and disintegrates, only a few small pieces are known from such an early date(4) . After about 50 B.C., the Yayoi cultures of western Japan were in fairly close and regular contact with the continent via Korea(5)

The Bureau of Mines studied single - step catalytic vapor - phase hydrogenation of oils derived from coal and oil shale . Treatment of middle oil , from hydrogenation of bituminous coal , gave good yields of gasoline with a German - made molybdenum- zinc - chromium catalyst . The Bureau also achieved good results with duplicates of this catalyst made from domestic raw materials . In one set of experiments with the German catalyst , 38 to 52 wt pct of feed was converted to gasoline . The total liquid product was 91 to 98 wt pct of the feed . Not all this gasoline can be claimed as production , however , because about 20 pct of the feed was in the gasoline range , and part of it undoubtedly survived the hydrocracking treatment . Hydrogenation of crude shale oil in the presence of cobalt molybdate catalyst produced a total liquid product of 89 wt pct of feed . The hydrogenation converted 27 wt pct of feed to gasoline and 44 wt pct of feed to diesel fuel . The remaining liquid product , 18 wt pct of feed , was residue boiling above diesel fuel . The gasoline was of poor quality , with an octane number of 39.1 . The overall product seemed a suitable feed stock for a conventional refining operation . Coker distillate hydrogenation , using a cobalt molybdate catalyst , gave a total liquid product of 97 vol pct of feed ; of this product 60 vol pct was jet fuel and 40 vol pct was diesel fuel . AN enthusiastic crowd, cheerfully confident that the upturn in the oil industry has arrived, gathered in Los Angeles on Sept. 29 for a Petroleum Division meeting arranged by the Southern California Section. The assembly room of the California Oil and Gas Association was the place of meeting. H. Norton Johnson was in the chair for the morning session, with about eighty members and guests present. Four papers were presented before lunch and a fifth, on electrical coring, was withdrawn as the work on which it was based is still confidential. Joseph Jensen read his contribution on the "Kettleman Hills Middle Dome Unit Plan" and, as he had an active part in framing the plan, his outline and discussion of it was authoritative and informing. J. H. Woods asked concerning the operation of the casing-head gasolene plant under the plan and was informed that one company would operate the plant and royalties would be paid participating companies

Low-temperature heat capacities and the enthalpy of formation were deter-mined calorimetrically by the Bureau of Mines for CuO?CuS04. The derived standard entropy (S°298.15) was 40.36±0.04 cal/deg-mole, and the enthalpy of formation (?H°f) was -219.l±0.3 kcal/g-mole. A large thermal anomaly was observed in the heat capacity of CuO?CuS04 at 20±0.1 K. Gibbs energy of formation data are tabulated up to 1,200 K. Construction details of a precision low-temperature adiabatic calorimeter capable of determining heat capacities of solids in the temperature range 5 to 320 K are given. A calibrated miniature germanium resistance thermometer was incorporated into the calorimeter to extend the range of accurate measurements below 15 K. High-resistance dc heater windings were used throughout the cryostat to reduce heat conduction of inner connecting wires.

Much has been written about the fact that most transformation efforts disappoint. This paper addresses factors that should be taken into consideration in planning and implementing transformation programs to ensure success.In 2009, St Barbara commenced a transformation program to address issues of chronic poor quarterly operational performance; financial pressure caused by the unreliable operational performance; and an inability to develop business plans with integrity and to reliably deliver on the plans. As a result of a number of years of disappointing operational performance, St BarbaraÆs culture was not conducive to business success.This paper uses lessons learnt during St BarbaraÆs transformation program to highlight key characteristics of change programs that can generate significant sustainable benefits. While there were many benefits from the transformation program, the most significant impacts of St BarbaraÆs program have been transformation of the companyÆs culture and capability of people as business leaders; the establishment of a business systems framework to guide the design and development of systems; and developing support functions, for example centralised procurement and supply chain, business improvement and technical services.CITATION:Campbell-Cowan, G, 2012. High specification Prompt Gamma Neutron Activation Analysis (PGNAA) has been successfully applied to conveyed flows at iron ore operations since 2002 to representatively measure ore quality for improved quality management and process control. While the PGNAA technique has changed little since that time, significant improvements have been made in measurement capability. Elements previously unable to be measured well or at all using this technique are now measurable and one of these is phosphorus. Aluminium and magnesium are also key elements in addition to calcium and silicon in determining sinter basicity in ironmaking. Other elements measured routinely in iron ores include iron, carbon, potassium, sulfur and manganese. The benefits of representative measurement cannot be overstated as iron ore mining operations in South Africa, Europe, Australia, Asia and the Americas have discovered. The technology is applicable to any conveyed flow where elemental analysis in real time assists with quality management, from raw materials in ironmaking through to scrap steel in steelmaking and coal quality for coke-making. Major benefits are realised when raw material processing is optimised and this often includes diversion of material meeting a required quality so it can bypass unnecessary processing. This includes waste rock which can be diverted from a plant feed stream in 30 sec increments or ore that meets product quality being diverted to bypass beneficiation. Analysers are successfully utilised to identify ore types that assist with upgrade optimisation in jig plants; measuring feed, product and discard flows to also account for metal content. Product flows to stockpiles help manage production flows and stockpile qualities for different products and assist in blending ores into trains or ships to confirm specification compliance. Technologies can be used in magnetite processing but are predominantly used in hematite and goethite ore processing operations. The paper details examples of the above applications at various operational sites providing estimates of economic benefit as well as operational improvements.

Available literature published or abstracted in 1953 and 1954 relating to dust prevention and suppression has been summarized and reviewed in this report, and un-published information also is included to outline current practice for those interested in dust control in and around mines, tunnels, and quarries. More and more companies are realizing the value of controlling dust by incorporating suitable methods and devices in the planning stage. In preparation and crushing plants preliminary tests have been made of the fine materials to determine the best type of dust-control equipment to use, and the details of the quantities of air, the number of sprays, the dust-allaying fluids, and the location of hoods or enclosures have been determined in advance. Such planning has paid for itself in more effective control. Similar planning in a tunnel resulted in healthful conditions and low dust concentrations.
