This paper traces the rise of South Africa's mining industry in the context of the different state forms that oversaw its development. It commences with the mining-led industrial revolution through four periods of conflict, each of which contributed to a deepening of the industrial base, with constant battles between domestic and foreign capital and labour, and the rise of both Afrikaner and African nationalism. The role of state-owned enterprises has been crucial in shaping this dynamic so that at its peak the public sector and leading mining houses constituted two massive centres of power. This was followed by a thirty-year period of neo-liberal experimentation. The current debate on the 'developmental state' is an attempt to reconstruct the state as a counterweight to capital. It is argued that while the country has moved toward inclusive political and economic institutions, these are both limited by deep 'extractive' characteristics. This transformation failure provides a fertile ground for populism that presents one of the biggest threats to inclusive growth. Cited examples point to the many ways that states have sought to deal with the bonanza that conversion of mineral non-resources into resources brings. Such greenfield resources on state land, or in areas where the state holds monopoly rights, do not present ownership issues. It is suggested that this is the route that South Africa should follow, as the alternative will be conflictual.

"Ultrafine zirconium carbide powder has been synthesized using zircon concentrate and methane in a thermal plasma reactor. The effect of several experimental variables, such as power used and zircon particle size, on the conversion has been studied. A thermodynamic analysis of the possible reactions and stable compounds was performed. A mathematical model that describes the in-flight decomposition of zircon particles was developed based on a description of the temperature and velocity profiles calculated in the reactor. It was shown that the formation of zirconium carbide from zircon and methane is thermodynamically possible. Complete 'vaporization of zircon in the reactor is predicted when the particle size is below 45flm and the effective power entering the reactor is 15 kW. The powders were collected and characterized by XRD, SEM, TEM and chemical analysis using ICP. Results of the product analysis indicated the presence of zirconium carbide, zirconium oxide, silicon carbide and silicon oxide.IntroductionIn recent years there has been an increased interest in the production of nanometric sized powders of ceramic materials for use in advanced materials applications. One possible method to produce these powders is with a thermal plasma reactor, which offers high temperatures and fast quenching rates. This technology has been called - Thermal Plasma Synthesis - [1].Zirconium Carbide (ZrCx) has typical properties of transition metal carbides: elevated hardness - between alumina and diamond - a high melting temperature of 3420°C and high chemical stability at room temperature [2]. ZrCx has a Bl crystal structure with deficiencies in the number of carbon atoms in the cell with x between 0.6 and 1 [3]. Different methods have been used to produce ZrC, one method is by direct reaction of zirconium hydride or halide with carbon. Other methods used are direct reduction and carburization of zirconium oxide (Zr02) and reaction of metallic zirconium with a caburizing gas such as acetylene [3]. Recently small films of ZrC have been obtained using a sputtering device [4,5]. ZrC has been used in nuclear plants as a low neutron absorbing and high mechanical resistant refractory material and also as a constituent in cathodes made of UC-ZrC [6]. It is also used in the form of tubes, boats and crucibles to handle molten metals and as part of electronic devices used for thermoionic transducers. Recently ZrC has been used along with zirconium diboride (ZrB2) to produce composite materials [7,8]."

De acuerdo a este estudio, entre todos los procesos metalúrgicos utilizados para la recuperación de la plata como la tostación sulfatante, amalgamación, flotación, se encontró que la cianuración es un proceso completo ya que puede reemplazar a las anteriores, con excepción de la amalgamación de plata nativa y otras deficiencias. En consecuencia, la cianuración es el método hidrometalúrgico que aprovecha mejor el poder lixiviante de los cianuros alcalinos en soluciones diluídas y extrae la palta de los relaves. Shaft sinking through an amphibolite-granite rock mass experienced rock bursts on the shaft walls and benches. However, rock burst phenomena was exhibited only in granite, which is e1asto-brittle with ability to store strain energy caused by orogenic and man made stresses. To improve ground conditions, blasting of destressing holes at shaft corners was carried out. By this technique rock burst during shaft sinking was minimized, but not eliminated.

After the systematic closure of Europe’s coalfields in the late twentieth century, the emphasis is now clearly on industry’s environmental legacy. One aspect of the latter is the longterm surface movement above abandoned coal mines. The analysis of satellite data shows that the subsidence lasts longer than generally assumed. However, a few years after the flooding of the abandoned underground coal mines, a new phenomenon was observed, i.e., the direction of the surface movement was reversed. The phase of upsidence has already lasted for several decades, and only future measurements will tell how long it continues. A key conclusion is that the regions with maximum subsidence do not necessarily correspond to the greatest upsidence. In other words, buildings and infrastructure are subjected to a different loading from this upsidence than during the subsidence phase. The longterm surface movements have an impact on vulnerable structures in the densely populated regions of the former deep coal mining areas in Europe. These movements create additional damage. This new knowledge is also relevant for mines that are still in operation or future mines that are planned.

If all stratifications are horizontal, the computation of surface deformation induced by coal mining involves the prediction of roof and floor convergence and then the transfer of the effects of this relative displacement to the surface through the use of the appropriate influence functions. A laminated model, in the form of a quasi- continuum, provides a simple means of computing the approximate convergence distribution and leads to the Gaussian distribution as the influence function. The ideas presented in this paper represent a subtle but fundamental generalization of the influence function Method. It is postulated that the influence of a small area of extraction is proportional to the roof and floor convergence and not to the thickness extracted. This difference in definition removes many conceptual difficulties associated with the influence function method. To demonstrate the utility of the model, the surface disturbances induced by the extraction of a parallel sided long panel are derived. Formulae giving subsidence, tilt, horizontal displacement and strain are given.

The Groveland deposit, in the Upper Peninsula of Michigan, consists of an E -W trending overturned syncline of Middle Precambrian Vulcan iron formation. At Groveland, the Vulcan formation can be divided into four units or facies. The total succession may be more than 550 feet thick, and consists of a basal unit composed of a lean chemical quartzite with traces of magnetite; a non-banded, partly clastic unit characterized by the preponderance of hematite over magnetite; a transition unit of well-banded magnetite-bearing iron formation interbedded with non-banded oolitic hematite; and a well-banded magnetite-quartz silicate unit at the top of the exposed sequence. The present magnetite-hematite ratios of different units within the orebody are considered to be a primary (post-diagenetic) feature of the original sediment. Subsequent regional metamorphism has increased the grain size of the original iron oxide minerals, but did not appreciably alter the oxidation state of the original sediment.

RESERVE Mining Co., owned jointly, by Armco Steel Corp. and Republic Steel Corp., controls 9% miles of magnetic taconite ore on the eastern end of the Mesabi Range lying between Mesaba and Birch Lake. The ore reserve which can be mined by open pit methods is conservatively estimated at 1.5 billion tons under a shallow, loose overburden requiring no rock stripping. Taconite now being mined is in the upper cherty horizon. It has been metamorphosed by the intrusion of gabbro and most of the iron oxide is altered to magnetite. The nonmagnetic portion of the iron is practically all in the form of silicate. The magnetic iron is finely disseminated through the rock and requires grinding -150 mesh for clean liberation of the iron oxide from the gangue.

In recent years there have been a number of excellent towns built for mining communities in remote parts of Australia. Planning has been thorough, and very large capital expenditures have been made by companies to provide high standards of accommodation, services and amenities. But so often the phrase 'company town' comes to be applied, expressing the frustrations of the residents, working for a single employer who dominates their lives, and of the company, which would prefer not to have to build and operate a town. The much-vaunted early success of some iron ore, bauxite and coal projects has led to a belief that the success of all mining projects is assured. Those holding this belief ignore the vagaries of mineral deposits and of markets, and the need to amortise large high-risk capital expenditures, much of which is spent on social and industrial infrastruc- ture. "A study was made of chemical and material compositions of the oxidized gold-bearing ore of the Kochkovskoe deposit. It was demonstrated that examined ore consisted mainly of quartz, carbonate and feldspar with a gold content of 2.2 g/t and a silver content of 6.1 g/t. By means of agitation leaching tests it was founded that about 79-80 % of gold can be extracted from ore using cyanide leaching solutions. The achieved high-speed dissolution rate of gold was due to its presence in a finely dispersed state (less than 2.73 µm), which was confirmed by the research of Uralmekhanobr. It was proposed that the ore can be processed by heap leaching process using cyanide leach solutions. Technological studies on the modeling of the heap leaching process were initially carried out in percolators with a capacity of 5 kg on agglomerated ore. It was preliminary established that agglomeration should be carried out at a cement consumption of 12-16 kg/t, with the moisture content in pellets reaching up to 10-12 %. The best percolation leaching results can be obtained with ore crushed to the size of -20 mm. The maximum extraction of gold to the solution was 79-80 % while the L:S ratio reached 1.2-1.4:1.In cooperation with the research center of OJSC ""Berezovsky mine"" a semi-industrial heap leaching test was accomplished. The result of a test performed was an extraction of 78.5 % of Au and 21 % of Ag from ore to a pregnant solution. This extraction degree was achieved at a L:S ratio 0.9: 1. On the ground of results obtained, a technical regulation was developed for design of the heap leaching plant with the capacity of 500 thousand tons of ore per year.INTRODUCTION The ore of the Kochkovskoe deposit represents an important reserve of gold in the Zabaikal region. Simple qualitative methods are explained for identifying those shaly sands in a well that are most likely to contain oil. A need for more precise measurement of the variables that enter shaly sand analysis is indicated. Field examples are given to illustrate the methods. A theoretical discussion of the quantitative interpretation of shaly sands is given as a basis for discussion and as a guide for the future. While not generally capable of practical application at the present time because of the lack of sufficient accuracy of the electric log data, these methods may become more feasible in the future as the result of the improved logging methods now being introduced. INTRODUCTION Experience has shown that for porous formations containing only a negligible amount of clayey material, reliable information on the fluid saturation and porosity of the reservoir rocks can usually be derived from the electrical logs. The interpretation is based on empirical formulae relating the true resistivity of a porous formation to its lithologic character, to the resistivity of the interstitial water, and to the proportions of water and hydrocarbons in the pores.' If the resistivity of the interstitial water is not known, its approximate value can be derived from the SP curve.2,3 The porosity can usually be determined to a good approximation from a MicroLog, or a MicroLaterolog.4,5 When the reservoir rocks contain an appreciable percentage of clayey material, an additional factor is introduced into the analysis. In a clean formation, the matrix is an electrical insulator, so that the ability of the formation to conduct current is due only to the conductivity of the electrolytes in the pores; in a shaly formation, the shale constitutes a part of the rock matrix able to conduct current, and influences the resistivity of the formation. On the other hand, the spontaneous emf's and the circulation of the SP currents are also responsive to the presence of the shaly material. All other factors being the same, the deflection of the SP curve opposite a shaly permeable formation is smaller than the deflection which would be observed if the formation were clean. The effects of the presence of shale on the resistivity and on the SP curves in a shaly formation are functions of the amount, of the specific resistivity, and of the geometrical distribution of the shaly material within the formation. The presence of shale therefore constitutes an important complication in electrical log interpretation. It is easy to realize, for example, that the presence of a large amount of clayey material in a sand may have such a predominant effect that the resistivity of the sand will not change very much, whether the pores are entirely filled with connate water, or contain a high saturation of hydrocarbons. Important research projects have been undertaken to investigate the influence of shales and to find a way to allow for this influence in the interpretation of a log. The problem of the SP in shaly sands was analyzed mathematically by H. G. Doll"' for the case of sands with shale laminations. Formulae expressing the resistivity of shaly formations were proposed by Patnode and Wyllie8 and de Witte.9 Other quite interesting theoretical and experimental results have been published by various authors.l0,ll,12,l3,14 The purpose of the present paper is to discuss an approach to electrical log interpretation in shaly sands. This approach is based partly on some of the theoretical and experimental data available in the literature and partly on observations made on actual field logs. Comparatively simple methods for qualitative and semi-quantitative analysis are described. These methods depend principally upon information provided by the electrical logs.

IT has been known for many years that the magnetic properties of a ferromagnetic material are very sensitive to internal strain. Any structure-sensitive property such as ferromagnetism, which is a-function of the regularity of the atomic arrangement, and discontinuities such as grain boundaries must show deviations from an equilibrium state when the regularity of the lattice is disturbed. Experience has shown that such distortions have a marked effect on the magnetic properties of a ferromagnetic material. The purpose of this paper is to show the feasibility of using magnetic methods in detecting internal strains. More specifically, it will be shown how such properties as permeability, remanence, and coercive force change on cold- working of aluminum iron and how these magnetic properties change during the annealing below the recrystallization temperatures. This work was conducted for two reasons. One was the desire to see in what manner strains are relieved in aluminum iron at low temperatures-a subject of practical importance in soft magnetic materials-and the other was the feeling that a study of cold-working and strain relief might shed some light honour understanding of what takes place in the deformation of metals DEFINITION IN TERMS It is necessary to define the terminology used in this paper because magnetic nomenclature is usually unfamiliar to the metallurgist, and certain other terms, such as recovery, have been used ambiguously by metallurgists and others. Magnetic terms are best explained by reference to the common hysteresis loop of ferromagnetic materials (Fig. I). In Fig. I the coordinates are magnetic induction, B, (ordinate) and magnetizing force, H, (abscissa). The c.g.s. unit for the magnetic induction is the gauss, the number of flux lines per square centimeter, and the unit for the magnetizing force is the oersted, the number of lines of force per centimeter in air or vacuum. If one starts with a completely de- magnetized specimen and magnetizes it, a typical virgin magnetization curve beginning at the origin is obtained. This curve is also the locus of tips of a family of smaller hysteresis loops. From this curve it is to be noted that the induction is not proportional to the magnetizing force, and that it appears to approach a limiting induction called the saturation value, and does so for values of H of 1000 oersteds. The ratio of the magnetic induction (gauss) to the magnetizing force (oersteds) is called permeability, p. Thus µ = B/H and if the magnetizing force H (oersteds) is specified as 10 or IOO oersteds, the permeability is written as µ10 or µ100. This is the accepted notation, and will be used in this paper. Introduction Noranda, like similar businesses, is suffering the pain of previously unheard of currency relationships, a cost structure built in better days, and conditions of gross oversupply possible in almost any commodity. Indeed, it does seem like the worst of all possible worlds is out there before us. To understand a Canadian natural resource company, you must know how the country is organized. So far as natural resources are concerned, Canada is not Canada. Canada is 10 provinces and each own the resources situated therein. Thus, the conditions of extraction, exploitation, and operation are all set by the province, while the conditions of trade and currency are set by the Federal government. This means that what may be the rule in Newfoundland may not be the rule in Manitoba or British Columbia. The second thing is that the Canadian currency has been a satellite of the US dollar for a long time. This means that we hold the unenviable and unjustified position of being the country with the second strongest currency in the world. What this has meant to us is what it has meant to an American operator. Since 1980, a pound of copper fetches 214% more for a Chilean than it does for us and a pound of zinc 115% more for a Belgian. From an American point of view, Canada is favored because its dollar is valued at 25% to 30% less than the U.S. However, because of industrial indiscretions in years past, Canada has a locked in labor cost disadvantage that is very hard to cope with. Canada has a unique situation with its labor unions. Many of the unions are, or have been, internationals and therefore gained undue strength in early days. Canada has a third political party of socialist persuasion. It is entirely funded by dues from laor union members. Thus, we have a politicized workforce. And finally, we have a public service that has the right to strike. This had made the public service unions by far the strongest now in Canada. What this means to the mining industry is that there is somebody out there blazing the trail. The unrelenting power of these public service unions probably creates a climate more conducive to excessive wage settlements in industry than would otherwise be the case. Study, Work, and Pray So what do we do when times get tough? In simple terms, we study a lot, we work harder, and we pray a great deal. We study a lot in terms of learning hitherto unknown strengths and weaknesses of our products, processes, and operations. We work hard in the sense that we do everything possible to improve our productivity. And we pray a lot because, so far, anything else we have done has not been enough. Some years ago, Noranda recognized that its principal base and precious metal operations were diminishing. To provide for the future, we should branch out into other resource type operations. These might be countercyclical and also perhaps a little more permanent. For this reason, Noranda entered the potash, aluminum, and forest products businesses. This, of course, was a 'brilliant' strategy that was much applauded in its early days. We built an excellent potash mine, the smallest inte-

The spatial and temporal evolution from the porphyry to high-sulphidation epithermal environment can be assessed by integrating new results on such deposits (Arribas et al, 1995; Hedenquist et al, 1998) with past studies of plutonic and porphyry systems (Dilles and Proffett, 1995; Cline, 1995; Shinohara and Hedenquist, 1997; Hedenquist and Richards, 1998). Some time ago, Sillitoe (1973) argued for the nature of the tops and bottoms of porphyry deposits. He concluded that epithermal deposits may form over the tops of some porphyry systems. We can now conclude more confidently what the tops and bottoms of many high-sulphidation ore deposits appeared like while active (Arribas, 1995; Hedenquist, 1995). In addition, we better understand the nature of the zonation of high-sulphidation epithermal systems from the intrusive to surficial environment (Sillitoe, 1999), and how these two styles of ore deposit are related. Geological and geochemical evidence clearly indicates a continuum between these two ore environments. This improved understanding of genesis allows more efficient exploration for these deposits. There are many examples of spatially associated porphyry and epithermal ore deposits. A genetic connection has been suggested by some, and argued against by others. Nowhere is this spatial association better seen than in northern Luzon, Philippines, where the Lepanto high-sulphidation epithermal Cu-Au deposit overlies the Far Southeast (FSE) porphyry Cu-Au resource (Figure 1). Together these mineralised bodies contain a resource of >3.8 M tonnes Cu and >550 tonnes Au. Lepanto was largely mined out in early-1997. Post-war production until 1995 was 0.73 Mt Cu, 115 t Au and 393 t Ag at an average grade of 2.2 per cent Cu, 3.5 g/t Au and 11 g/t Ag. The recent discovery of the adjacent Victoria low-sulphidation quartz-Au-base metal vein deposit, with a resource of >68 tonnes Au (Cuison et al, 1998), illustrates the variety and abundance of mineralisation in the Mankayan district. This district also hosts the Guinaoang porphyry Cu-Au deposit (Sillitoe and Angeles, 1985) and other epithermal vein occurrences (Figure 1). This brief summary reviews the results recently published on the Lepanto-FSE deposits (Arribas et al, 1995; Mancano and Campbell, 1995; Claveria, 1998; Hedenquist et al, 1998), and stresses the evidence for coupling of mineralisation between the porphyry and high-sulphidation epithermal environments.

"The permeability and specific storage of rocks and sedimentary layers deep underground are critical parameters for issues related to the buried evaluation of natural gas and oil, CO2 aquifer storage, various kind of waste storage and so on.The Shirahama sandstone of the Wakayama prefecture, Kii peninsular in central Japan, consists mainly of quartz grains with no cracks and rock fragments that are aggregations of various kind of minerals. The quartz grains have an average size of about 150 micron. The pre-existing pore sizes were distributed dominantly at approximately 1 micron, and the total porosity was about 13%.During the hydrostatic compression test, we measured permeability of Shirahama sandstone by Transient Pulse test for three mutually perpendicular directions. Permeability of Shirahama sandstone remained fairly constant while increasing the effective confining pressure. Permeability anisotropy was observed slightly in the normal and two parallel directions to the bedding planes.We used micro focus X-ray CT with high resolution of 10 micron to visualize and measure the voids space information in Shirahama sandstone. Three-dimensional data were obtained in the intact and stressed sandstone simultaneously. Pore structures and grain boundaries were clearly distinguished. Pore closure and grain movement were clearly observed with increasing confining pressure. Micro focus X-ray CT is an effective tool to visualize and measure the geometrical information in rocks.Three-dimensional medial axis (3DMA) method was introduced to quantify the flow-relevant geometric properties of the voids structure in Shirahama sandstone using µfocus X-Ray CT data. The number of connecting path between two faces, tortuosity and the shortest path distribution within an arbitrary region of Shirahama sandstone specimen were analyzed. Geometrical information on the number of connecting path shows reasonable correlation between permeability anisotropy and mutually perpendicular directions normal and parallel to bedding planes. In addition, we introduced numerical simulation of fluid flow of pressurized Shirahama sandstone by LBM, to discuss the permeability change caused by pressurization on effective confining pressure. We obtained the detailed distributions of fluid pressure and fluid velocity in relatively narrow voids space more than 10 µm. It was confirmed that pressurization effect on permeability caused by the decrease of the connecting path and the shortest path between arbitrary faces, and then caused a complex condition on fluid pressure and fluid velocity."

The U. S. Bureau of Mines studied the suitability of using flexible tendon cable supports as secondary roof supports at a western coal mine. The supports were installed in longwall tailgate entries and grouted into the mine roof. This paper quantifies how the use of cable supports can improve ventilation in underground airways. A mine ventilation simulator was used to model the changes in airway resistance and airflow and show potential for further ventilation improvements when cable supports are used. Model results indicated that cable support use translated to savings in air pressure around the longwall panel and increased airflow at the longwall face.

THE occurrence of twins in large ferrite crystals, made by a new process, was reported in a recent note. This paper describes a typical case of such twinning and suggests, on the basis of the observed facts, why smooth slip-planes are rarely observed in this metal. METHOD OF PREPARATION The material In which the crystals here dealt with were grown was made from 1/8 -in. Armco iron welding rod containing C, 0.04; S, 0.037; P, 0.003; Si, 0.008, and Mn, 0.02 per cent. This rod was cold drawn into wire about 1 mm. dia. A piece of this wire was supported vertically and was locally heated in hydrogen at atmospheric pressure to about 1400° C. by an alternating current (60 cycles per sec.) of about 35 amp., passed through it between a pair of travelling contacts about 8 cm. apart. The rate of travel for the case in hand was 12 cm. per hr. After some 30 cm. of the length of the wire had been heated and cooled in this manner the whole wire was immersed for a few seconds in dilute nitric acid, not restrained by alcohol. Etching was continued until, as nearly as could be judged by eye, the original smooth cylindrical surface of the wire was no longer capable of specular reflection.

The Henderson/ML King CSO Project is a major combined sewer overflow (CSO)reduction project for the Department of Natural Resources and Parks of King County, Washington. The central element of the project is the 3100 lineal feet long, 14'-8"diameter 42nd Ave S Storage/Treatment Tunnel. During the course of the project, the owner and consultants evaluated numerous elements of the tunnel including the alignment, geotechnical conditions, tunnel liner, and settlement monitoring requirements. The contractor utilized innovative shaft construction methods for the tunnel portals, and adhered to strict contract requirements in successfully constructing the tunnel. This paper provides an overview of the design and construction elements of the 42nd Ave S Storage/Treatment Tunnel that led to the successful completion of the project.
