The United StatesÆ reporting standard for the mining industry for securities purposes is contained in the Security and Exchange CommissionÆs Industry Guide 7. It defines proven and probable Reserves using its own definitions, and prohibits the disclosure of quantitative estimates, for all mineralisation other than those two Reserve categories (though disclosure of Measured and Indicated Resources as quantitative mineralised material estimates is now informally allowed). Similarly, it restricts disclosure of value estimates to Reserves only, which SEC policy generally requires to be on an historic cost accounting basis. The SEC does not maintain a formal Competent or Qualified Person policy. In March 1999, the US-based Society of Mining, Metallurgy and Exploration (SME) released an update of its 1991 guidelines for definitions to be used in reporting of Mineral Resources, Reserves and Exploration Information, closely abiding by the 1997 CMMI recommendations. However, without SEC recognition, reporting under the SME and CMMI definitions is effectively barred for US companies. The SEC intends to adopt the International Financial Reporting Standards (IFRS) of the International Accounting Standards Board (IASB). This will occur within just a few years, when the convergence project for development of the IFRS has reached a satisfactory point. The US is the largest financial supporter and participator in IASB. The Extractive Industries Standard of the IFRS will likely terminate Industry Guide 7. However, the effect of this international replacement will likely be equally restrictive. This could possibly neutralise the benefit of a CMMI-based global reporting standard. SME, the US society encompassing the widest range of mining industry professionals, does not have a Code of Ethics. It has no mechanism for requiring members to abide by a professional standard. SME is presently looking into possible solutions for this deficiency. US-based professional societies that do have a binding Code of Ethics, generally cater to a single profession, and are not just mining industry related. The American Institute of Professional Geologists (AIPG) and the American Institute of Minerals Appraisers (AIMA) are examples. The SME is considering creating a subsidiary body with an enforceable Code of Ethics. To support a CMMI-based global reporting standard, competent persons will need to work across international borders. A standardised mechanism for qualifying and registering competent persons will be needed. National rules and laws must allow competent persons to easily enter countries to perform their work. State issued licenses are increasingly required for much of the work performed in the US mining industry by engineers, geologists and minerals appraisers (valuers). Such licenses are not required by the SEC for Reserve reporting in the US, may not be required for valuation of mineral properties under certain circumstances, and except for real property valuer licenses, they generally do not have a binding code of conduct. However, state licensing of professionals forms a substantial and increasing barrier to interstate trade in professional services, and can be a prohibitive barrier to professionals from outside the US. Any rationalisation of this confusing patchwork of regulations confronting US minerals industry practitioners will only occur as part of larger, national change, hopefully aimed at compliance with international standards and protocols. The US does not have a valuation standard aimed specifically at the mining industry. The Uniform Standards of Professional Appraisal Practice, the national valuation standards, often must be applied to mineral property valuation, but contains no specific instructions for minerals. The author has campaigned against development of minerals valuation standards proposed by US minerals institutes. Instead he encourages the mining industry worldwide to place its support behind the initiative of the International Valuation Standards Committee (IVSC) to include an extractive industries section in its International Valuation Standards (IVS). This should provide a global set of valuation standards for the mining and petroleum industry within two years. This addition to IVS will provide essential valuation standards reference support for the extractive industries financial reporting standard of the International Accounting Standards Board. The IVS has achieved a high level of acceptance in the developed and lesser developed countries of the world. It provides a comprehensive framework of Generally Accepted Valuation Principles for the valuation profession internationally, for valuation of all property or asset types. IVSC is effectively a sister organisation to IASB. The IASBÆs International Financial Reporting Standards (IFRS), previously known as the International Accounting Standards (IAS), reference and quote IVS in some instructions for determination of fair value. IVSC is a non-governmental organisation (NGO) member of the United Nations and maintains liaison with many important international economic, accounting and financial agencies, such as the OECD, IMF and WTO.

The coal measures of the South Wales coalfield contain at least 50 horizons at which coal seams are known, to occur. More than 300 samples of coal were collected from these coal measures and this paper outlines thefindings of an investigation of the pattern and distribution of 12 trace elements in South Wales coals. A comparison of trace element contents of the South Wales coals is made with trace element values found elsewhereand an attempt was made to establish the organic affinity of the elements in different seams and in the coalfield 'as a whole. An important function of such an analysis is to determine the order of abundance of trace elements and this was performed for individual seams and for the whole coalfield.The interrelationship of certain elements in some seams is also examined with a view to understanding the effectiveness of such an approach to seam correlation.Ranges of values are quoted together with the mean values of the various elements. Variations of elemental values within a seam section and over the coalfield as a whole are discussed.

Quang Ninh province is the most significant coal producing region in the north of Vietnam. The Nui Beo Coal Company (NBCC) operates open pit mines in Quang Ninh province and the waste overburden produced is dumped as sidehill fill in the Chinh Bac waste dump site. In the past, no special consideration has been given to the environmental impacts during the dumping operations. The mine waste is transported in trucks from the mine site to the dumping site and the loading, hauling and dumping operations are the main sources of dust emission. Rain events, especially during the rainy season, cause the generation of contaminated surface water as well as seepage of water through the dump at a number of locations. The existence of cracks at the top of the dump can pose serious stability problems with heavy rain events leading to failure of slopes which can potentially disturb vast areas of land currently used for agricultural purposes and human settlement. For sustainable development at the Chinh Bac waste dump site in the future, apart from the social and economic considerations to be assessed, there is an absolute necessity for environmental protection measures to be in place both during and after the dumping of the mine waste overburden. Research Association Mining and Environment in Vietnam (RAME) is working to develop and implement concepts for the mitigation of environmental problems emerging from dust, contaminated water and lacking slope stability to ensure successful rehabilitation of the coal mine waste dumps in the north of Vietnam. Within the framework of RAME, the Institute of Mining Engineering I (RWTH Aachen University) is managing and working to develop the stabilisation concepts for the solid mine waste dump in collaboration with the Chair of Geotechnical Engineering (RWTH Aachen University), Brenk Systemplanung and the Vietnamese group of companies VINACOMIN (Vietnam National Coal-Mineral Industries Group). The most economical and environmentally sound operations, as well as locally adaptable environmental protection measures, are essential for the sustainable development of the dumping operations at Chinh Bac dump. This paper describes the dump site and the sustainable development possibilities with an emphasis on the environmental protection and stability problems at the Chinh Bac waste dump.

In the manufacture of gun forgings and other steel parts that, in service, are subject to sudden high stresses and shocks, it is most desirable to use steel possessing the greatest toughness and ductility possible without sacrifice of strength. In order to obtain this condition, it is necessary to procure steel that shows the highest possible elongation and reduction of area without lowering the tensile strength and clastic limit. Proper heat treatment of the steel can control this condition within certain limits. When heat treatment has failed to produce the desired results, metallurgists have used steels containing molybdenum, zirconium, vanadium, chromium, tungston, etc. The purpose of this paper is to describe a method by which these desired physical properties may be procured—by the elimination of certain impurities that inherently exist in steel made by the open-hearth process, and without the use of expensive alloys. Design of Gun Forgings In the manufacture of gun forgings, a certain elastic limit is fixed by the designer, and the walls of the gun arc made of the proper thickness, allowing a suitable factor of safety for the high stresses and sudden shocks that occur during gun firing. The clastic strength of the gun is about 1.4 times the stress set up at any point along the bore of the gun during firing with the maximum powder charge. As the stresses set up in the walls of the gun during firing are mostly "tangential," all physical tests are taken in this direction. Due to the length of the forgings, these tangential test bars are always taken at right angles and transverse to the direction of flow of the metal in forging. In order to reveal the correlation between the fundamental sintering characteristics of iron ores and their real sintering behaviours, a comprehensive evaluation index is proposed based on the measurement of four high temperature indexes, ie assimilation temperature, liquid phase bonding strength, liquid fluidity and calcium ferrite formation percentage, and the sintering pot tests of single ore fines and their blends. The results show that both the lowest assimilation temperature and liquid fluidity of ore blends appear to be the linear superposition of those of single iron ores except for the liquid phase bonding strength and calcium ferrite formation percentage. Furthermore, the tumble index of the sinter product obtained from blended iron ores also corresponds to a linear superposition of that of single ores, but not for the solid fuel rate and productivity. The comprehensive strength index YT exhibits a credible linear positive correlation with the four high temperature reactivity indexes, whereas the comprehensive productivity index YP possesses a lower correlation with the four high temperature reactivity indexes. The capacity of the Outokumpu Pori refinery is today about 125 000 mt in 1998. The anode slime amount is about 700-800 mt. The copper is removed with pressure leaching. Selenium roasting is done with the gas roasting. The doré smelting in the furnace is done with the tilting rotating converter with oxy-fuel burner (TROP). Doré anodes are treated in the silver electrolysis. Gold is recovered from the gold mud with the quick hydrochloric acid leaching process. The important point in the leaching is to get into contact the solid copper with the oxygen and liquid. Outokumpu has an efficient agitator for this purpose. The GLS-agitator (GLS=gas, liquid and solid) is powerful for mixing oxygen, liquid and solid together. The current production in Pori plant is 40000 kg of silver, 5000 kg gold, 40000 kg of selenium and one hundred kilograms of platinum-palladium concentrate.

This paper gives an account of the laboratory testing, plant testing and final inclusion of the two-stage sulphuric acid leaching process in the Milliken mill. Operational results for September, 1962, are presented, showing a uranium extraction of 95.5 per cent, with a saving of some 16 lbs. of 100 per cent H~S04 and some 9 lbs. of lime per ton milled. Methods for effecting further improvements in the process are indicated. HISTORY P RIOR to the incorporation of two-stage leaching, the process for the treatment of uranium ores at Milliken consisted of a single-stage sulphuric acid leach, followed by a solution recovery step involving washing in thickeners and two-stage filtration. The thickener overflow solution was subsequently concentrated and purified by ion exchange, and the uranium was recovered, by two-stage precipitation, as ammonium diuranate. ALUMINUM powder is a well-known article of commerce and in various forms has been marketed widely for use in paint, for pyrotechnic purposes and for exothermic mixtures. For a number of reasons, how- ever, aluminum powder has not been employed extensively in powder metallurgy, although a great many proposals along this line have been offered. Aluminum and aluminum-alloy powders oxidize readily upon exposure to air and the thin film of oxide (or hydroxide) thus formed is highly refractory, in that ordinary gaseous reducing agents such as hydrogen or carbon monoxide do not reduce the oxide to metal at temperatures below the melting point of aluminum. It has been thought that the presence of these films of oxide on aluminum particles would interfere markedly in powder metallurgical work and a number of suggestions have been made, either for preventing the formation of the film through the production of the powders in inert or reducing atmospheres, or for the removal of the oxide by means of powerful reducing agents, including "nascent" or atomic hydrogen released from metal hydrides. 4 second and more serious difficulty in the use of aluminum and aluminum-alloy powders in powder metallurgy resides in the fact that during compression such powders tend to adhere or cold-weld to the die walls, thus interfering with the formation and ejection of a compact. A third difficulty, which has been encountered only with aluminum-alloy powders, is their hardness when compared with elemental aluminum. Certain of these powders are susceptible to age- hardening, which further hinders the formation of strong green compacts. These conditions are particularly true of atomized aluminum-alloy powders. Even in the annealed condition, plastic deformation of alloy powders under pressure is low when compared with unalloyed powders. This fact, coupled with the lower corrosion resistance of the alloy powders, is probably the significant factor in our failure to obtain strong sintered pieces. METHODS OF PRODUCING THE POWER Many methods have been proposed for manufacture of aluminum powder, only a few of which are used commercially. Several of the more important processes include: (I) atomization of the molten metal; (2) mechanical pulverization and other types of comminution; and (3) graining, in which molten aluminum is stirred during freezing. "In order to establish some links between the 22 specimens found on the site of Les Forges du St. Maurice, their slag inclusions have been analyzed by electron microprobe. Comparison between their contents of various specific oxides allowed us to segregate them into two major groups and even to isolate two sub-groups possibly characterized by some equilibrium between their oxides and/or the type of ores used.In all probability, limes/one coupled systematically with a soil rich in hydrated aluminum silicates was used as a flux.Based upon the existence of a pseudo equilibrium between the slag and the metal, the elaboration of the bulk of the specimens can be ascribed to the indirect rather than the direct method whereas the process temperature can be estimated at at least /400°C.RESUMEDans le but d'etablir des liens entre les 22 objects provenant des Forges du St-Maurice, leurs inclusions de scories ont été analysées par microsonde. Vertical flow is an important mechanism in many petroleum reservoirs. Yet no adequate method has heretofore been proposed for determining the in-situ vertical permeability in a reasonable length of time. Core measurements of vertical permeability do not necessarily represent effective in-situ values. Cores may be representative of only localized pockets of high or low permeability, and total reliance on cores might cause one to overlook the presence of vertical fractures altogether. Conventional single-well tests, interference tests, and pulse tests commonly are used to determine horizontal transmissibility, khh/u, but generally are not designed to measure vertical trans-missibility or other groups containing vertical permeability, ku. A new well test described here provides a measure of in-situ vertical permeability as well as the previously measurable horizontal permeability. This "vertical test" determines the vertical diffusivity, kv/gcu, and horizontal transmissibility, khd1/u (where dl is the length of injection or production perforations). The test is basically a short-term interference or pulse test normally lasting less than a day. Conventional down-hole equipment is used between two isolated sets of perforations in the same well, as shown in Fig. 1. A "layer-cake" description of a reservoir can be obtained by running two or more vertical tests in the same well, each over different vertical intervals. Each test can be analyzed for the effective vertical and horizontal properties of the interval tested. In addition, a vertical well test can determine the effective- ness of a shale barrier or tight zone by testing across it. Field use to date of vertical testing has confirmed its utility in reservoir description. Mathematical Basis Interpretation of vertical tests for ku and kh is based on comparison of measured pressure response with computer-generated response. Pressure behavior during a vertical test in a homogeneous, anisotropic, infinite-acting reservoir (infinite in radial extent and bounded in both directions vertically) is given by the diffusion equation for slightly compressible fluids with negligible gravity effects.l A schematic diagram of the problem is presented in Fig. 2, and an analytic solution, based on the image

"In 2002, Titanium Corporation Inc. focused its attention on the development of a process for the recovery of valuable heavy minerals, including zircon and titanium bearing minerals from oil sands froth treatment tailings. The development of a process flowsheet to recover the titanium and zircon minerals from the Athabasca oil sand tailings has evolved through many laboratory, bench and pilot scale iterations.Initial development work focused on so-called ‘beach sand’ material, which is tailings material deposited over a period of time close to the tailings pipe discharge. The derived process flowsheet primarily consisted of gravity concentration stages, which is typical of all mineral sands operations. Titanium Corporation’s business plan calls for the utilization of tailings directly from the tailings pipeline – the process developed around the beach material is therefore risky as it differs from the live tailings in a number of aspects, with the effects on the process unknown. Titanium Corporation successfully obtained an intermediate product through a ‘bulk sampling plant’ coupled directly to an Oil Sands operator’s froth treatment tailings pipeline, during the summer of 2005. Subsequent further processing of this material resulted in poor separation or concentration of the heavy minerals due to a number of reasons. A more effective process flowsheet had to be developed.The newly derived process is basically a marriage between mineral sands technology and oil sands technology that can economically concentrate and recover the heavy minerals and entails the incorporation of a flotation process that takes advantage of the entrained bitumen in the feed to separate the heavy mineral fraction from the quartz gangue This paper will describe the newly derived process as well as the successful results of a subsequent on-site concentrator pilot campaign completed during the 3rd Quarter of 2006."

This paper reviews the results of an extensive study of microstructures and mechanical properties in bainitic linepipe steels. The research was carried out as a collaborative project between Queen's, Stelco and CANMET. Basic studies of phase transformations and mechanical properties in these steels established important relationships between processing schedule and microstructure evolution, and between final microstructure and mechanical properties. The best combination of strength and toughness properties is obtained with a microstructure comprising a matrix of intragranularly-nucleated bainite (`acicular ferrite - AF') and small (~ 0.5 µm) dispersed particles of martensite (`M/A'). We describe this as a dual-phase AF+M/A microstructure. An experimental study on 15-mm thick plate determined the window of steel composition and processing parameters which gives the dual phase AF+M/A microstructure. The minimum strength and toughness properties for Grade 621 (X90) linepipe steel can be achieved by either a lean steel composition (0.04C-1.77Mn-0.04Cr¬0.32Mo-0.31Ni-0.29Cu-0.08Nb) with extreme processing parameters, or by a higher alloy composition (0.04C-2.07Mn-0.50Cr-0.51Mo-0.04Nb) with a more industrially realistic processing schedule. It is proposed how this approach could be extended to obtain higher strength linepipe grades.

This paper presents considerations in support of a U. S. oil import policy more restrictive than the present Government import program. A lower level of imports and greater long-range stability in the relationship between imports and domestic production are recommended. Reference is made to increasing world-wide surpluses of oil and wide disparities in foreign vs. domestic costs. Resulting economic forces are held responsible for the increase in imports (excluding residual fuel oil) of almost 300 percent and the change in ratio to domestic crude production from 5.4 percent to 13.9 percent during the period 1946-1956 prior to import restrictions. It is pointed out that these imports continued to increase during the years of import restrictions to a ratio of 17.3 percent of domestic production in 1961. Data are presented showing that increasing oil markets outside the United States provide an outlet' for more than 80 percent of total foreign production, with 90 percent of the increase in foreign production going to foreign markets. Attention is called to the fact that, if there had been no increase in United States oil imports during the past five years, foreign production would have increased by 45 percent in contrast to a static level of domestic crude oil production. The need for a less restrictive import policy in the interest of encouraging foreign oil development, therefore, is questioned. Declines since 1956 in the range of 30 percent in domestic exploratory crews, rotary rig activity and wildcat well completions in the United States are cited, together with a decrease of 9 percent in industry employment and increases of 9 to 18 percent in elements of cost. Recognizing that factors other than imports affect the domestic industry, it is concluded that continuing declines in the vigor, capabilities and competitive structure of the domestic industry can be expected unless further import restrictions are imposed. The public interest in assuring adequate domestic supplies is considered in the light of the role of oil and gas as a source of almost three-fourths of U. S. energy requirements and the economic benefits from petroleum production with a value exceeding the combined value of all other minerals in the United States.

A survey was conducted relating to the current practices for the classification of hazardous locations in coal preparation plants. Several plants processing bituminous, anthracite and lignite coal in Pennsylvania, West Virginia, North Dakota, Colorado, Montana and Wyoming were visited. Coal preparation plant operations and designers as well as MESA inspectors were interviewed. The National Electrical Code was discussed with selected members of the NFPA committee and electrical equipment manufacturers. Data provided by MESA on fire and explosion accidents in coal preparation plants were examined. The requirements of the pertinent Federal Regulations, National Electrical Code, National Electrical Manufacturers Association and Underwriters' Laboratories were compared and evaluated. This report consists of two parts. Part I: "Analysis and Review" provides a summary of the findings. Part II: "Recommended Guidelines" consists of recommended uniform guidelines that may be used for interpreting the National Electrical Code as it applies to the classification of hazardous areas in coal preparation plants.

When hypo-peritectic carbon steel is quenched during unidirectional solidification, the region of fine columnar grain is observed. It is classified into two coexisting phases. One is coexisting phases of liquid, delta and gamma in the upper part of the region, and the other is coexisting phases of delta and gamma in the lower part of the region. To form the coexisting part of the three phases means that solidification in this experiment proceeds in non-equilibrium state. The size of the narrow side of one fine columnar grain coincides with the arm spacing of a primary dendrite and this result is the same as the hyper-peritectic carbon steel. However, the boundary of the fine grain in the hypo-peritectic carbon steel is formed in different location from that of the hyper-peritectic carbon steel. The former is formed in the skeleton of the dendrite, while the latter is formed in the interspacing of the dendrite. The region of the fine grain changes suddenly to that of the coarse grain when the delta phase in the coexisting part of two phases disappears completely. Therefore, the delta phase in the hypo-peritectic carbon steel might prevent the growth of gamma grain. In order to recognize it, ferrite formers such as Mo, V and Ni are added in the sample. Then, the longitudinal length of the fine columnar grain extends in the sequence of the no addition, Mo, V and Nb.

The effects of adding boron and boron plus carbon to electrorefined vanadium were evaluated with respect to mechanical properties at low temperatures and response to heat treatment. Grain size was significantly decreased with the addition of 0.05 percent boron, the decreases ranging from 30 percent at 800° C to 75 percent at 1,100° C. Increasing the boron content resulted in only a small increase in strength at room temperature, but at 77° K, boron contents of 0.005 to 0.076 percent increased the yield strength of vanadium over 50 percent, from 70,000 psi to 110,000 psi. When boron and carbon were present together, the individual grain-refining effects obtained with either element were retained. Approximately a twofold increase in strength was obtained by age-hardening the alloys containing both boron and carbon. Alloys with only boron additions did not age-harden.

Recent events pertaining to U. S. energy needs and development of alternative energy fuel resources have made the American public more aware of past and present coal mining operations, and their impacts on the nation's economy and environment. This awareness has developed rapidly due to increased government involvement and consequent media coverage. This is true particularly in the Western states and in Texas. One of the consequences of this increased public awareness is public concern over the perceived and real consequences of mining operations. Emphasis has been placed on potential releases of toxic and hazardous substances, and possible carcinogens. The result of this public concern is a mounting effort at both state and Federal levels to promote stricter laws regulating the mining industry.

PURPOSE OF THE PROJECT The Big Walnut Augmentation Rickenbacker Interceptor project began in 1995with the preparation of the Scope of Services for the design of the Rickenbacker Interceptor, with service to and around the Rickenbacker Air Force base. The air base was soon to be placed under civilian control through a Port Authority, with an expected influx of businesses and services, requiring increased sanitary service capability. Due to political differences regarding annexation and other issues, the project was placed on hold. In mid 1996 the Scope of Services was rewritten with more emphasis on a tunneling option, but still only addressing the air base and surrounding tributary are a sanitary service requirements. The consultant selection process began in late 1996 with the Request for Statements of Qualifications issued in December. Three firms were selected to furnish proposals based on the revised Scope of Services that now included requirements for hydraulic modeling of the service areas and the Big Walnut Outfall (BWO) and an expanded soil investigation requirement. All three firms were requested to make presentations to the selection committee, with the committee selecting URS Greiner for further consideration and negotiation. A contract was entered into in August of 1997with URS Greiner. The major sub-consultants were Lachel and Associates, Inc., H.R.Gray and Associates and Solar Testing Laboratories, Inc. The project began with geological investigations, preliminary soil borings, well investigations, tributary area evaluations, hydraulic modeling of the BWO system and research into other projects planned for the Rickenbacker airport and surrounding area. The hydraulic modeling of the BWO and the proposed Rickenbacker Interceptor confirmed that the BWO suffered wet weather surcharging and would require augmentation to properly convey the future flows to the Southerly Wastewater Treatment Plant(SWWTP). The project scope expanded to include evaluation of both the Rickenbacker Interceptor and the Big Walnut Augmentation projects. Both projects previously identified in the Capital Improvements Program. The work on the expanded scope for the Big Walnut Augmentation and the Rickenbacker Interceptor began with the evaluation of a parallel 2.75 meter (108") diameter augmentation sewer from SWWTP to S.R. 317and Parsons Avenue, then continuing east along S.R. 317 as the Rickenbacker Interceptor. El presente trabajo señala el proceso de obtención de zinc en la refinería de Zinc Minero Perú, cuya primer barra la obtuvo en 1981 e inició su producción en 1982. Asimismo se describe el diagrama de flujo de la planta electrolítica de zinc, donde el tratamiento de los residuos lixiviados de zinc se desarrolla a través del método jarosita, cuya purificación de la solución de sulfato de zinc es contínua y se desarrolla en dos etapas: la electrodisposición que se realiza en cátodos tipo jumbo,, y el manipuleo y deslaminado de los cátodos que son semiatomáticos.
