Large quantities of sea sludge containing halogenated organic compounds, such as PCB, oils and metals like arsenic and lead have accumulated throughout the years at the bottom of sea channels and harbors and are obstructing navigation and creating environmental problems which need to be resolved. A sludge from a California port would be dredged by suction pumps, it would be processed in a plant which would be built either on firm soil or on floating platforms. The sludge shows contents of up to 1 ppm of PCB, 15 % oil and 10 ppm of arsenic, which generates a very fetid odor. Bench scale work indicates that most of the contamination concentrates on the solid phase, in fact, only minor amounts of oil report to the sea water and can be readily removed by physical means. After separation of the sea water from the solids of the sludge by decantation, it is possible to solubilize the PCB, the oil and the metals into an organic solvent leaving a non-hazardous soil for disposal near the harbor. The PCB is dehalogenated during the solubilization process leaving a liquor solution containing the oil and metals. The oil is extracted leaving an aqueous solution containing the arsenic. Further process extracts the arsenic from this solution rendering the liquid non-hazardous. Transportation and disposal of the sludge is impractical. There are hundreds of thousands of tons of hazardous soils accumulated in each harbor, which would fill the hazardous waste disposal sites available and it would be, prohibitively expensive to do so. It is not possible to compare the costs of decontamination with a competitive method. If it were, the proposed process would be less expensive than transportation and disposal and it has the advantage of removing the liabilities from the Responsible party. After a full scale continuous pilot project is run to decontaminate a small, 500 cubic yards accumulation of this type of sludge in a California harbor, a full scale environmental project would be initiated. The decontamination of one million tons of sludge would be completed in five years.

Mining companies are usually held responsible for accidents occurring to the public around their operations . Safeguards are provided by progressive mining companies to prevent the public from getting into danger from wandering unattended about the properties . At abandoned operations , where little or no supervision can be maintained , persons are often injured through the negligence of the operator in leaving the property in unsafe condition . After a mine is abandoned or a lease is given up by a mining company , the responsibility for the safety of the property rests sometimes with the State to which the property ownership reverts or with the owner of the land ; either is usually quite unwilling to spend any money to remedy unsafe conditions due to the carelessness of the mining company . The land owner or the State , or both , should see that the work of leaving safe conditions behind is done by the operator before he abandons the mine or gives up the lease . Some of the worst hazards to the public at abandoned mines are from old test pits , abandoned shafts or tunnels , open pits , caved ground , and bodies of water in abandoned open pits . Hazards exist from some of these sources during the active operation of a mining property as well . In the early stages of mining operations test shafts are often sunk from 50 to 100 feet deep through the more or less loose material overlying bed rock . When these shafts are left unprotected , they are a serious danger for many years to come . In the course of time they become largely concealed by brush and grass , and thus are a deadfall to anyone who might happen to step into them . This condition will hold true for any part of the country, but to a much less degree where it is not necessary to sink through a great amount of cover . Many progressive operating companies have adopted the practice of filling in test pits after securing the information desired . Some nonresident landowners and exploration companies , however , have left such pits open , and it is extremely difficult for the mine inspector to get into communication with the owner . Home appliance recycling law was put into force in April 2001 in Japan. Specified kinds of home appliances, such as air conditioners, television sets, refrigerators and washing machines, should be recycled according to the law. Mitsubishi Materials Corporation (MMC) in cooperation with home appliance manufacturers is operating five home appliance recycling plants in Japan. MMC established complete treatment system of recyclable materials generating from home appliance recycling plants, which is formed by unique collaboration among home appliance recycling plants, copper smelter and refinery, and cement plants. Recyclable materials containing copper and precious metals are only handled and treated within the MMC group. By using this lock-in system, safe treatment and traceability of materials are guaranteed as 100% materials recycle.

AN early appreciation by the management that Climax ore presented a challenging problem of economic concentration was responsible for the establishment, in June 1926, of an ore-testing department at the experimental plant of the Colorado School of Mines at Golden, some ninety miles from Climax. An engineering office was later organized in the same community for the design of all ore-treatment units erected at Climax during the period of rapid growth. Work of the ore-testing and design staffs was effectively co-ordinated under a common head. The primary reason for having the ore-testing and plant design departments in Golden, was to place these activities under the able supervision of A. J. Weinig, consultant for the Climax Molybdenum Co., and director of the experimental plant. A secondary consideration was the availability of excellent facilities for research in ore dressing in a highly favorable environment. Concentration of molybdenite by flotation from an ore of simple mineral composition does not appear, superficially, to present a serious problem in ore dressing but experience belies this apparent simplicity. A novel approach to eliminating environmental and public safety hazards that are associated with fires in abandoned coal mines and waste banks involves the use of in situ combustion technology developed by the Federal Bureau of Mines to accelerate the burning of the wasted coals in place. This technology would be used under exhaust ventilation control conditions that would allow for total management of the hot gases produced. Combustion stoichiometries would be optimized to minimize unburnt combustibles and to maximize the heat content of the gas products, which will be exhausted at one or more fan locations. When necessary, scrubber systems would be employed to remove air pollutants, such as sulfur dioxide; heat utilization systems (process heat, steam, and electricity) would also be employed to offset operational costs. Ultimately, complete burnout would solve the fire and acid water formation problems of the abandoned coal mine or waste bank. Pertinent technical data for burnout control are derived and discussed in terms of the important material and operational parameters. In general, it is believed feasible to operate a burnout system in an existing abandoned mine or waste bank fire at thermal power levels in the range of 10 to 100 Mw, and at exhaust gas temperatures of 1,000° C (1,830° F).

Two recent antitrust cases, coming from widely separated areas, different industries and involving wholly different facts were decided by the Supreme Court on June 7, 1965. The decisions in these two cases may well prove to be the most important and far-reaching decisions in the field of labor law that have been handed down in the last 24 years. These cases, although quite dissimilar factually, had one common element. In both, the gravamen of the antitrust violation was bottomed on the terms of labor agreements negotiated by a multiemployer group. These cases are usually referred to as Pennington1 and Jewel Teat. Since a number.-of references will be made to the antitrust laws, it may be well to state briefly the applicable portions. Section I of the Sherman Antitrust Act makes "every contract, combination in the form of trust or otherwise, or conspiracy, in restraint of trade or commerce among the several states, or with foreign nations, is declared to be illegal...". Section 2 imposes criminal sanctions against "Every person who shall monopolize, or attempt to monopolize, or combine or conspire with any other person or persons, to monopolize any part of the trade or commerce among the several states...". Under Section 4 of the Clayton Act a person who sustains damages as a result of a violation of the antitrust laws is entitled to recover treble damages plus costs.

ORIGINALLY the Babbitt experimental plant grinding circuit consisted of one rod mill 10 ½ ft diam by 12 ft long in open circuit followed by two ball mills 10 ½ ft diam* 12 ft long in parallel circuit. Shortly after operations commenced it was apparent that the rod mill could not function satisfactorily at the required 125 gross tons of ore per hr. Attempts to operate at this rate produced: 1) excessive tramp material over rod mill trommel screen which could not be handled in this open circuit and 2) excess build-up of coarse ore in the ball mill circuits because of inadequate rod mill grinding. Since Reserve Mining Co. ore must be ground to 85 pct -325 mesh to produce a satisfactory iron concentrate, an efficient and controlled grinding circuit is highly important. The first step in trying to resolve this grinding problem was to determine which unit of the circuit was actually in trouble and to what extent. A series of tests conducted at a lower tonnage rate of rod mill feed indicated that one ball mill could grind satisfactorily at rates up to 70 gross tons of rod mill feed per hr.

A mathetnatical model of heal transfer in continuously cast steel slabs is described. The model, consisting of a unidimensional transient conduction equation and boundary condition equations, has been pvogrammed for computer solution. Temperatuve and solidification profiles calculated for a 6-in. slab, being cast under several conditions of secondary cooling, are presented and compared. Calculated solidification profiles are in agreement with reported expevinle~ztal values. For the mold zone, the predicted slab shell thickness can be described by: Resuilts of the study indicate that multibank spray cooling followed by radiant cooling should be employed when solidifying thick slabs with minimum surface temperature of 1600°F. Under these conditions, a 6-in. slab can be expected to solidify in about 8.3 min. Computer results also indicate that radiant cooling can replace spray cooling during solidification of the final 30 pct of slab with little increase in overall solidification time. CONTINUOUS casting has come to the forefront of the steel industry in recent years because of economic advantages resulting from increased yields and elimination of several processing steps. Considerable work, however, remains to be done regarding modifications to the process and operating procedures. Both a lack of operating plants in this country and the experimental difficulties associated with direct measurements on moving castings have made determination of solidification rates and temperature distributions difficult. An alternate approach is to mathematically simulate heat transfer in a continuously cast section, and then calculate the temperature distributions as a function of the controllable variables of the process. Simulation of heat transfer during solidification requires that a nonlinear mathematical problem be solved. As pointed out by Ruddle,' there are two mathematical approaches to the problem- the analytical approach and the numerical approach. While the analytical approach is certainly the more elegant of the two, it does require a number of inexact assumptions because of the complexity of the problem. For example, noteworthy analytical treatments of heat transfer in continuous casting have been developed by Savage Hills,3 and pehlke4 only by making one or more simplifying assumptions such as invariant thermophysical properties, constant heat-transfer coefficients in the mold, and linear temperature profiles in the shell. Simplifying assumptions such as these can introduce considerable uncertainty in the validity of results calculated with analytical solutions. Numerical solutions, which are considerably more versatile, appear to be better suited for solving solidification problems. Complex variations in the boundary conditions and variable thermophysical properties can be handled readily with this technique. Whereas numerical computations can be long and tedious when done by hand, results can now be obtained quite rapidly with the use of either the digital or analog computer. Several numerical models of heat transfer in continuous casting have been published. In 1963, Adenis, Coats, and Ragones published a numerical model used to calculate temperature distributions in direct-chill-cast magnesium billets. More recently, Donaldson and Hess 6 presented results obtained with a numerical computer model of heat transfer in continuously cast steel billets. In the present study, a model of unidimensional heat transfer in continuously cast slabs is presented. The method of solution on a digital computer is also included. Calculated temperature distributions and solidification profiles for various schemes of secondary cooling along with attempts to verify the model are also discussed. MATHEMATICAL MODEL The schematic representation of the slab continuous casting process in Fig. 1 illustrates that the slab passes through three distinct zones of cooling. Accordingly, the mathematical model consists of three parts: 1) solidification in the mold; 2) solidification in the spray cooling zone ; 3) solidification in the radiant cooling zone. Heat-Transfer Equations. The model was developed bymaking a heat balance on a horizontal slice of slab over the time period required for the slice to proceed from the liquid metal meniscus in the mold to the cutoff station. As shown in Fig. 2, the imaginary slice extends from the center line to the surface of the slab. As the slice moves downward, heat is conducted from the center line to the surface of the slab at a rate governed by the surface boundary condition and thermophysical properties of the metal in the slice. Bentonite represents one of the main players in the stability of the drilling mud. Its particle size and particle size distribution affect the physical properties of the drilling mud especially the rheological properties. Therefore, a specific particle size distribution was recommended by American Petroleum Institute (API) for use in drilling mud. To clarify the effect of individual size and size distribution, in this study, the bentonite sample was classified into different size fractions. Each size fraction was tested separately in terms of controlling properties such as filtration loss, plastic viscosity, gel strength, cake thickness, and packing density. The effect of each size fraction on the rheological properties of the suspension was correlated to the behavior of the whole particle size distribution in the bentonite sample. The results indicate that the coarser the particles, the higher the rheological properties; in this case, the API mixture is the highest. The filtration loss and cake thickness for the API mixture are lower than that of the individual size fractions due to its wider size distribution due to the filling of voids between larger particles with smaller ones, which lead to bed compaction and consequently lower fluid loss and cake thickness.

"This paper describes the mechanism of coal and rock cutting from quasi-static indentation through dynamic indentation to rotary cutting. The results indicate that during quas~static indentation, a crushed zone, and subsurface fractures develop. The crushed zone is a potential source of dust generation. Dynamic indentation produces a crushed zone due to the frictional resistance offered by the coal or rock during penetration of the bit. Confining pressure changes the mode of failure from tension to mixed tension and shear. The wider bit causes larger crushed zone and more dust generation. The rotary cutting is a combination of quasi-static and dynamic indentation which results in chip formation. 1. INTRODUCTIONThe trend from conventional mining to continuous machine-cutting of coal, using more productive machinery is inexorable. Intolerable levels of dust generated at the face is an indication of inefficient coal or rock cutting by these machines. The Federal Government of the United States paid about 11.7 billion dollars workman compensation to more than 470,000 miners with Coal Workers Pneumoconiosis (Newmeyer, 1981). Bieniawski and Zipf (1985) reported that annual benefit payments were about 2 billion dollars. The need for research m improving coal cutting 1s therefore paramount. The enactment of Health and Safety Act in 1969 in the United States triggered the initial investigation into coal cutting mechanism and cutting tool design. The European countries were also engaged in the same area of research, however, their emphasis was in the use of wedge shaped bits. In 1981, the United States Bureau of Mines commissioned the South West Research Institute to investigate the effect of operating parameters mainly on airborne respirable dust in order to provide a healthier and safer atmosphere for coal mine workers.A research program by the Department of Mining Engineering, West Virginia University, USA was initiated to study the fragmentation mechanism during coal/ rock cutting. The research program was divided into three areas of research, namely quasi-static indentation, dynamic indentation and rotary cutting."

Declining metal prices over the last few years have reduced the number of new metallurgical plants being built and limited opportunities for introducing new processes. However, technological advances are still being made. With increasing economic pressures, the emphasis is now on reducing unit costs by making equipment larger and through use of technologies with lower operating costs. This trend can be seen in the increasing size of grinding mills and flotation cells used in recent plant designs and in the adoption of HPGR crushing as an alternative to SAG milling. Few new technologies achieve widespread introduction until there are clear economic or operational drivers. These might currently include: ò          increasingly stringent environmental standards; ò          availability of exotic materials for equipment construction; ò          increasingly sophisticated instrumentation and control systems; ò          the need to treat increasingly refractory oretypes; and ò          the length of supply routes to many new plants. As a result of these drivers, a number of new and revitalised technologies will get increasing prominence in the design of new operations, such as: ò          use of ultrafine milling equipment such as MIM's Isamill for treatment of refractory gold ore concentrates; ò          use of thiourea as an alternative for cyanide in sensitive locations; ò          novel hydrometallurgical routes for treating base metal ores in remote locations; ò          paste thickening for tailings deposition; and intensive cyanidation of gravity concentrate

Acid mine drainage is a serious environmental problem caused by the oxidation of sulfide minerals responsible for highly acidic, sulfate and metals-rich drainage. Several methods of mine waste management have been developed that reduce liabilities on environment. Layered co-mingling of waste rock with compacted tailings, covers with capillary barriers effect, and co-disposal of waste rock and tailings are these new methods which are used to reduce the formation of acid mine drainage. These methods shield waste rock dumps from oxygen. These techniques could prevent oxidation reaction. In this study, alkaline industrial wastes are used with acid generating tailings to inhibit acid mine drainage. The alkaline wastes selected are cement kiln dust (CKD) and red mud bauxite (RMB). These alkaline materials are used to keep neutral conditions in the fine material layer and to inhibit the metabolic activity of Thiobacillus ferroxidans which catalyses the oxidation of sulfide minerals. A series of timed static leaching tests were performed by reacting samples of mine tailings with two, five and ten per cent alkaline material in order to characterise geochemical balance between liquid and solid phases. Column tests have been set up with oxidised tailings, waste rock, CKD, and RMB. Column tests have been carried out to simulate layered co-mingling, covers, liners, and co-disposal of waste rock and tailings. Column leach tests were conducted in order to investigate the long-term neutralisation potential of alkaline materials and the drainage water quality. Bacteria counting were performed on each sample after testing. The results obtained show that the addition of alkaline materials permit the retention of near neutral conditions in the fine material layer, thus increasing water quality and preventing bacteria development. In fact, the pH results show that the use of five per cent, ten per cent CKD or ten per cent of a mixture of CKD and RMB permit the retention of neutral pH conditions in the reactive layer. At these percent rates, the concentrations of Al, Fe, Cu, Zn, and SO4 in solution are significantly reduced compared to those obtained with the tailings only. In presence of waste rock, the relative position of the fine material layer is important. When the fine material layer overlaying reactive waste rock is composted of reactive tailings with ten per cent CKD and ten per cent (CKD:RMB), a delay was observed before achievement of near neutral pH. The neutral pH conditions remain stable over time. The mixture of CKD and RMB provides a better short-term neutralisation than the use of CKD alone. The use of alkaline materials is beneficial in order to reduce the concentrations of Fe and other metals such as Cu and Zn as well as the number of viable bacteria. The use of ten per cent RMB alone does not involve the neutralisation of reactive tailings. In the cases where the fine-grained layer are below or mixed with the waste rocks, the near neutral pH values are directly reached with ten per cent CKD. However, the pH values decrease rapidly and the number of viable bacteria increases.

This paper focuses on tests performed on sandstones and shales from four gas wells in the Mesaverde formation. A previous document showed a comparison of the static and dynamic laboratory moduli. This publication describes how field velocity logs were used to derive field dynamic moduli. A 3-way comparison was then performed for these stiffness properties; the results show no agreement between the three sets of values. Differences between dynamic stiffness coefficients from the field and the laboratory exceed 200%; differences between static and dynamic coefficients range up to 600%. In turn, this indicates that a reliable method of estimating mechanical rock properties for hydraulic fracturing design has not been established, and that such a task should be pursued.

Mining and plant disciplines can benefit from pre-concentration of UG2 platinum ores in a dense medium separation (DMS) plant. The main benefit of DMS is the selective discard of waste from the feed stream, thus improving project economics while reducing the power and water requirements for processing. On the mining side, with the correct combination of variables, implementing DMS as a pre-concentration step can reduce cut-off grades and, as a result, increase ore reserves. In addition, the use of DMS technology gives the mine team the opportunity to consider alternative mining methods for an operation. The challenges of balancing the mining tonnage, methods, and resulting grades with the process plant size, recoveries, and DMS discard volumes have resulted in the development of a model to optimize value on new projects or existing operations. This paper will focus on these benefits from a mining and plant perspective, quantifying the water and power savings, and look at the economic benefits of pre-concentration and the effect of metal prices, plant feed grade, and DMS efficiency in different mining environments.

A Simulation Study on Two-Stage Grinding with High-Pressure Roller Mills By the application of high-pressure roller mill (HPRM) in the field of mineral processing, computer simulation can be used to predict overall performance of a grinding circuit based on data obtained from HPRM comminution test in pilot scale or industrial scale. Using the model developed by Klymowsky and Liu for HPRM comminution and an extended Plitt's model for classification, steady-state of a closed circuit grinding can be calculated by means of a virtual locked-cycle-test conducted on computer. This paper presents the result of a simulation study on two-stage grinding with HPRM as the comminution device. The emphasis is put on the influences of circuit-configuration and way of recirculating classifier's coarse-product on the overall circuit performance. The results show that two-stage grinding with HPRM has its merit and flexibility in meeting demands of various grinding tasks in mineral processing.

The reduction in the number and duration of machinery and equipment failures is an important source of economical efficiency enhancement in the Polish coal mining industry.Non-dismantling methods have been thus developed to evaluate the technical state of machines. Among these viroacoustical methods are the most effectively employed. Two-directional organisation of the testing can be chosen, such as periodical and continuous inspection. The monitoring methods for ball bearing, rope tension uniformity, longwall shearers, main fans and shafts installations etc. Instrumentation for monitoring measurements are either of intrinsically - safe or explosion - proof construction, which enables using them in a gas-hazard atmosphere. The development of these procedures has led to the trials to insert the diagnostic methods into the organisational scheme of a coal mine.

"Rejection of pyrrhotite from pentlandite is of critical importance to the economics of nickel concentrate production and the main goal of the Strathcona milling operations. A joint team of XPS, Glencore Technology and Strathcona Mill personnel executed a comprehensive program of work to develop and implement strategies for increased Po rejection with focus on challenging ores containing high feed Po/Pn ratios (> 7) and significant hexagonal Po content (> 40% of total Po). This paper describes the team results including minerology, bench-scale flotation tests, and plant validation tests and modeling that have defined the path forward to improving the metallurgical performance and economics of the mill operation. Techniques to quantify hexagonal and monoclinic pyrrhotites were developed at XPS to assess the differences in their metallurgical behavior since their flotation responses are quite different. Mineralogical tools including QEMScan were extensively used to determine mineral liberation, associations, optimum grind size, and nickel deportment into pentlandite, pyrrhotite and non-sulphide gangue. Several reagents/strategies were evaluated during bench-scale flotation testing to significantly increase Po rejection. A significant shift in the Po-Pn selectivity and grade recovery curves was achieved using several strategies including the use of DETA and sodium metabisulfite, and regrind of the rougher concentrate and rougher cleaner/rougher tails.INTRODUCTION The Strathcona Mill is owned and operated by Glencore Nickel – Sudbury Integrated Nickel Operations and has been processing Ni-Cu ores from the Sudbury Basin since 1968 (valuable sulphides: pentlandite (Pn) – (Ni,Fe)9S8 and chalcopyrite (Cp) – CuFeS2). Currently Strathcona Mill receives ore mined from two main sources in the Sudbury area and produces two concentrate streams – a nickel-copper concentrate that is shipped to the Sudbury Smelter and a copper concentrate that is sent to the Fonderie Horne (Glencore Copper, Rouyn-Noranda). The general flowsheet currently used at Strathcona is displayed in Figure 1. It is highlighted by separate feed circuits for regular grade Ni ores and high grade copper ores. The copper circuit has a preflotation stage prior to a rougher-scavenger stage, a copper-nickel separation circuit, and a pyrrhotite (Po) rejection circuit."

The value of the semi-coke thus produced would doubtless go far toward solving the problem of smoke prevention, and suggests the possibility of the substitution of a smokeless fuel for anthracite and so-called smokeless coals. One of the present trends in the mining industry is the increased use of mining contractors. In the past, many project owners have utilized mining contractors for topsoil stripping or overburden removal, usually on a short-term or periodic basis. In recent years, mining contractors have not only removed the overburden, but mined the product as well. Why is this change occurring? A prevalent trend in the mining industry appears to be the outsourcing of non-core and non-strategic functions, allowing producers to focus more on areas of technical expertise where higher incremental value is added—that is the processing, refining, and marketing of the product. As capital allocation becomes more critical, this trend is likely to continue.

ALTHOUGH many persons know that a lot of type metal and etchings are used in the U. S. Government Printing Office few would expect to find anything on metals in the annual report of the Public Printer, George H. Carter. Yet the report for the fiscal year ended June 30, 1931, contains many interesting items. For example: Among the 57,500,000 lb. of materials and supplies delivered to the printing office was little new metal, but the metal in circulation is 6,000,000 to 7,000,000 lb. Electrotype and stereotype covered 11,438,314 sq. in. The vaults and storage rooms contain 1,700,000 plates and 130,000 pages of type containing 4,600,000 lb. of metal valued at $275,000. In what was known as the Congressional Globe vault were 46,000 stereotype plates; these were salvaged by remelting for other platemaking service.
