Every few years we are treated to a battle over trade policy when the Reciprocal Trade Agreements Act comes up for consideration. In 1962 it is especially appropriate to consider the problem of mineral import -policy and the closely related problem of general import policy, for this year's struggle is different from those of the past in two ways. First, proposals have been made which are a substantial departure from past trade agreements legislation, and second, the formation and growth of the Europe Economic is Community may have an important bearing on the kind of legislation that is adopted. But this anticipates what is to come later. My task is to examine the problem of mineral import policy, although we shall find soon enough that general trade policy must be considered in order to get an indication of what is in store for minerals.

Historically, the treatment of orebodies for recovery of valuable constituents presents many processing challenges. In a time of heightened environmental awareness, the constraints placed on processing complex orebodies are becoming more and more pronounced. As such, established technologies are limited in their ability to fill the needs of these emerging sources of raw materials. A prime example of this is in processing PGMs from primary sources. Normally, this type of material is found in a nickel-copper-iron sulfide matrix. Typically, these materials are processed by established pyrometallurgical means. However, other options should be considered. Hydrometallurgical processes are available which offer advantages over pyrometallurgical methods. One of these is the nitrogen species catalyzed sulfuric acid pressure leach used industrially by Sunshine Mining and Refining Company. In 1990, laboratory work was undertaken in cooperation with Stillwater Mining Company to test PGM matte materials from the Columbus, Montana smelter. The initial results were very positive, and they led to a design to recover PGMs in a high grade residue and to recover nickel and copper as valuable products. Handling the iron and other wastes in an environmentally safe manner was also successfully investigated.

PolyMet Mining is developing the NorthMet property near Duluth, Minnesota. Laboratory investigations had led to the development of the PLATSOL process to dissolve in one step the base metals (copper and nickel) as well as the gold and PGM’s. To complete the pre-feasibility study, a fully integrated ten-day pilot plant trial was undertaken, comprising of: high temperature (>220ºC) pressure oxidation in the presence of 5-10 g/L chloride (the PLATSOL process), followed by solid/liquid separation, gold plus PGM’s recovery from solution, conventional Cu SX/EW and recycling of the copper raffinate to the autoclave. The concentrate tested was a NorthMet bulk flotation concentrate assaying 14.7% Cu, 3.05% Ni, 0.14% Co, 26.7% S, 1.4 g/t Au, 2.2 g/t Pt and 9.9 g/t Pd. Laboratory results were fully confirmed and with minor adjustments of the laboratory PLATSOL® conditions, the following leach extractions were obtained during the pilot plant trial: Cu 99.6%, Ni 98.9%, Co 96%, Pd 94.6%, Pt 96% and Au 89.4%.

Forecasting, particularly when applied to meaningful issues, is known irreverently as 'futurology'. There is quite a range of opinion ext.ant in the world when mineral resources are looked at. The opinions range from the doomsday view that there will be acute shortages of all essential commodities, to the optimistic outlook that new 'discoveries will prevent any possibility of shortages. The environment is, as yet, only studied locally and quite parochially; surprisingly there is little integration when considering the spatial atmosphere, the seas in depth and the earth's crust.

"A cellular model of the plastic deformation of polycrystalline aggregate is proposed and comprehensively described. Representative volume element (RVE) of a solid body, that is being deformed, is described as a population of interconnected units that, in turn, can consist of lower scale level units. Sliding along the various allowed sliding systems deforms simple units, which do not have an internal structure. For consideration of stress distribution within the limits of components, the approach of self-consistent field is used. Rotation of units and moment stresses connected with it are taken into account. Results of computer experiments are analyzed.1. IntroductionMicromechanical models of polycrystals are a link between the research of plastic deformation on micro and macro levels. Computer simulation of inelastic strain of polycrystals has found a great deal of interest as well. Despite the fact that this approach does not allow to obtain macroscopic constitutive relationships that are used in deformed solid body mechanics, it clarifies essential features of the phenomena in many aspects. First of all, it concerns effects stipulated by interdependence of micro-level and macro level of plastic deformation processes. Also, with the computing mechanics, instead of constitutive relationships, the adequate computer models can be used. Broad possibilities for computer simulation of various processes are opened by cellular automata approach. By means of numerical experiments, the cellular automata allows to study the macro behavior of the whole ensemble of cells depending on the local microscopic laws that define evolution of each cell and its interaction with the closest environment.We propose a mathematical model of a polycrystalline aggregate (the cellular model) based on a self-consistent scheme and on the interaction law similar to the one by Berveiller and Zaoui [1]. Our original solution is the self-similar structure of cellular automata that allows modeling of the fractal nature of real materials (Figure 1). The goals of this work are to present the major structures and relations of cellular model of polycrystal and to test this model for its adequacy as for describing known effects and dependencies. Identification of the model and its application for studying of concrete polycrystals are put aside for the future research."

The liquid crystal display (LCD) are currently known by its vast application in electro ? electronic devices, amongst them can be detached the devices of TV, laptops, electronic date, calculators and even though the mobile telephones (mobiles). The mobiles are changed more frequent of the TV for example, this happens due to the technology advance. With the constantly mobile exchange, the batteries, printed circuit board and liquid crystal display accumulation its become an environmental problem. To minimize the environmental impacts caused by mobile telephones residues are considered the segregation process of the LCDs main components, to goal to recover the recycle material. This process involves the use of treatment ore techniques with disc, hammers and balls mills. The process with best efficiency (about 98%) of LCD glass release was the hammers mill. The glass recovered can be used in the glass recycling and the sand substitution in the production of concrete blocks.

This paper will present detailed design drawings of a flexible single floor residential superstructure proposed for both longwall and room and pillar mining conditions. All efforts were made to provide an immediately available economical alter- native for future home builders on subsidence prone land. Based on this fact, a basement was not included in the design because additional costs and measures would be required to minimize cracking and leakage. A cost comparison with a traditional superstructure demonstrated that this would be a cost effective alternative. The criteria used to determine the design of the residential structure was as follows: 1. The appearance should not be different then a typical three bedroom residence; 2. Only commercially available devices and present architectural and engineering technology should be used to achieve the required "flexibility" of the super- structure; 3. The structure as completed would be capable of resisting a predetermined amount of vertical and horizontal movement; and 4. If the structure was to experience stresses beyond its capabilities, it could be easily removed from the foundation and releveled.

IN other countries, research involving testing in various phases of ground movement and lessening its damaging effects, as by roof control, is going on more intensively than in this country, as evidenced by official mining papers and general articles appearing- in .Great Britain, Germany, France, and South Africa. One most important bulletin, "Some Aspects of Deep Level Mining on the Witwatersrand Gold Mines with Special Reference to Rock Bursts,"' was published by the Association of Mine Managers of the Transvaal, Johannesburg, under date of June, 1933, though not received in this country until 1.934. Since the deepest mining in the world is being done on the Rand-several mines over 7000 ft. deep and the Robinson mine 8000 ft.-the studies made are of intense interest to all mining men who have to deal with heavy ground pressure. In the discussion following the papers differences of opinions are shown on a number of problems; for example, on the ade¬quacy of sand-filling to prevent rock bursts and whether compressible or rigid artificial supports are best; also whether pressure bursts are due to the doming of strata and collapse of a lag of the dome or to induced shear cracks in the hanging wall. The problem of obtaining some means of warning of an impending rock burst led to testing with height indicators to find whether warning might be obtained by the lessening of distance between hanging wall and footwall. The indicators used are similar in idea but not in detail to the "convergence recorders" developed by the Safety in Mines Research Board of Great Britain for their roof-control studies in coal mines. Success at several Rand mines is claimed in that indicator records give some degree of warning when the lessening of height is rapid, although, on the other hand, when this happens bursts do not always occur.

For low density materials such as coal, density-based fractionation of particles via the sink-float method is relatively simple due to the availability of liquids of suitable density; however, for high density minerals, suitable heavy liquids are less available and those that are available are expensive and pose significant hazards. At best, sink-float separation can be performed up to densities of 4400 kg/m3 with the use of Clerici’s solution at elevated temperatures. Hence the direct measurement of grade-recovery and density-partition curves is problematic. Therefore, in most cases, beneficiation plants must rely on methods such as QEMSCAN, density tracer particles or very limited information to guide them in the design and optimisation of their plants.This paper describes a density-fractionation method utilising laminar flow through a system of parallel inclined channels to generate a series of overflow fractions at different flow velocities. Here the particles are subject to precise hydrodynamic forces with minimal dispersion or mixing. The size distribution of each overflow fraction at a given flow velocity is obtained using a laser particle size analyser, and combined with a laminar flow model to deduce the corresponding density distribution. The paper describes the application of the method to measure the separation achieved using a REFLUX Classifier to obtain the corresponding feed, product and reject ‘washability curves’, and in turn the full partition surface. "A study has been conducted to characterize the fatigue life in 7050-T7451 thick plate by the comparison between an experimental alloy and commercial alloy. The fracture origins were specified and their sizes were measured by scanning electron microscope (SEM). Additionally, the size, number density and spatial distribution of porosity in the experimental material and commercial material were characterized and compared, using X-ray Computed Tomography(XCT). The results showed that microporosity was the predominant site for crack nucleation and subsequent failure of the experimental alloy. However, as for the commercial alloy, fatigue cracks were found to originate from constituent particles. The presence of microporosity in 7050-T7451 thick plate reduced fatigue life of an order of magnitude or more compared to the commercial alloy. The relationships between size of origin and fatigue life were proposed. It was showed that the fatigue endurance was reduced when the size of porosity increased.INTRODUCTION 7xxx series aluminum alloys, due to their combination of high strength, high resistance to stress corrosion cracking, and good fracture toughness, are widely used in structural engineering applications where high-strength and low-density characteristics are fundamental design requirements (Williams& Starke, 2003). Every designer is striving to find an optimal combination of properties including strength, corrosion resistance and fatigue resistance (Wanget al., 2016). Based on the design principles of aircraft, a higher fatigue resistance of aluminum alloys are required. Thus, many investigations have been carried out on the microstructures and its effect on fatigue properties of the 7xxx series aluminum alloy (Robson, 2004; Schubbe, 2009).Microporosity, which is a common defect in casting materials, can lead to a significant deterioration of mechanical performance and fatigue resistance, especially in the high alloyed 7xxx aluminum alloys. The actual valid loading area decreases due to microporosity, which results in detrimental effect on the mechanical properties. Many experimental studies have been conducted in this research field. Mayer et al.(2003) investigated the fatigue properties of magnesium alloys produced by high-pressure die-casting. The results show that porosity in magnesium alloys greater than0.18mm diameter may be considered as the most important material defect for high cycle fatigue and fully reversed loading conditions. Nadot et al.(2004) found that the near surface defects are much more dangerous than the internal defects. Wang et al.(2001a) used the Weibull statistics method to analysis the influence of the microporosity, oxides and particles on the A356-T6 alloy fatigue life. The results show that, the porosity is more detrimental to fatigue life than oxide films and particles. With regard to fatigue resistance, although the deleterious effect of microporosity has been generally acknowledged, a quantitative understanding between casting microporosity and fatigue life in 7050-T7451 plate is not well established."

Gold placers in the Nokomai and Nevis valleys are dominantly Quaternary in age. They occur mainly in western tributaries of the upper Nevis, eastern tributaries of the middle and upper Nokomai, and in the trunk valleys themselves. Placer gold in both valleys is dominantly a-phase Au-Ag-Hg alloy. Au-Ag alloy is absent or rare in most of the deposits, except in the lower Nokomai. Alpha-Au-Ag-Hg alloy is typically coarse-grained (up to 2 cm), angular, and rarely flattened or folded. Crystalline texture, quartz intergrowths, and psuedo-hexagonal crystal-pluck cavities are common. Fluvial transport distance predicted from the maximum Flatness Index ofAu-Ag-Hg alloy particles is typically less than 10-20 km. Coarse (up to 2 cm) cinnabar is commonly associated with the Au-Ag-Hg alloy, and both were probably derived from hydrothermal sources in western tributaries ofthe upper Nevis and eastern tributaries of the upper Nokomai. Minor secondary Au-Ag-Hg alloy occurs locally in the lower Nokomai, where it coats or cements detrital a-phase Au-Ag-Hg and Au-Ag alloy particles. Au-Ag alloy dominates over Au-Ag-Hg alloy in the lower half of the lower Nokomai alluvial plain and gravel of a raised channel incised into semischist basement adjacent to the plain. The Au-Ag alloy is rounded and commonly flattened and folded. Crystalline texture, quartz intergrowths, and pluck cavities are rare, and a fluvial transport distance of 25-40 km is estimated from maximum Flatness Index ofAu-Ag alloy particles. The Au-Ag alloy, three types of gamet, magnetite, clinozoisite and well foliated schist boulders in the abandoned channel are not found in the pumpellyite-actinolite facies bedrock in the Nokomai. These components were derived from greenschist facies schist and sedimentary sources in Otago, many tens of kilometers north of the Nokomai catchment. They were transported to the Nokomai either in Wakatipu Glacier till or fluvio-glacial outwash that entered the valley via Nokomai Saddle, the confluence with the Mataura, or both.

Direct measurements of liquid contents in foams obtained from (x-terpineol a-T) n-pentanol (AmOH) and n-octanol (OctOH) solutions were carried out using a column of special construction. The column enables to determine the liquid contents by cutting-off foam layers of various thicknesses and measuring amounts of liquid contained in the cut-off foam layers. Liquid contents in the whole foam layers, in the top foam layers of thickness 14 ¦ 1 mm and distribution of water alongside foam height were determined. The average liquid contents were high and reached a level of 30, 35 and 40 per cent for foams formed from cc-T, AmOH and OctOH solutions, respectively. The liquid contents in the top foam layers were much smaller. They were of an order of five per cent for a-T and AmOH and 12 per cent for OctOH. On the basis of the liquid distribution alongside foam height some practical conclusions concerning possibilities of minimising amounts of liquid contained in the collected concentrate are presented.

IT Is commonly recognized that a given material may be described as ductile or brittle only with reference to the conditions of test. Thus under the usual test conditions quartz is brittle, but under high pressures it is ductile. Salts that are brittle at room temperature become ductile at elevated temperatures. Pitch, brittle with respect o rapid loads, flows at low rates of loading. Pearlitic steel, ductile under the usual conditions of test, may be embrittled under the proper conditions of combined stresses, temperature, and rate of loading. EARLIER INVESTIGATIONS A clear analysis of the conditions necessary for plastic flow and for fracture was first given by Ludwik,1 who introduced two types of stress, the "flow stress" and the "stress at fracture." These stresses may refer to tensile or to shear stresses, or, in fact, to any type of stress. Ludwik considered these two stresses to be independent of one another, functions of the conditions of test and of the prior history of the material. For the purpose of analysis, both a flow stress and a stress at fracture can be envisaged as functions of strain over the entire range from zero to infinite strain. Thus, the material is brittle if the stress at fracture is less than the flow stress and ductile if the reverse is true. According to Ludwik's analysis, the problem of determining the effects of combined stresses, of temperature and of strain rate upon the behavior of metals reduces to a problem of determining the effect of these variables upon the flow stress and upon the stress at fracture. In the present paper, methods are described for determining the effects of two of these variables, temperature and strain rate, and examples are given of the dependence or now stress and stress at fracture, upon these two variables. The effect of combined stresses will be discussed in a succeeding paper. The flow stress may be determined from a load-diameter curve. Load-diameter curves were obtained over a wide range of temperature and over the limited range of strain rates obtainable with the lever-type Riehle machine used. The. curves were then converted to an extremely wide range of strain rate by making use of the equivalence of the effects of changes in strain rate and changes in temperature, previously proposed2 and demonstrated' by the authors. According to this principle of equivalence, strain rate E and temperature T affect the flow stress only through a single parameter p of the form: p = EeQ/RT [I] In this equation, R is the gas constant (2 cal. per gram mol per deg. C.), and Q is a heat of activation, which varies from material to material, and may depend upon the strain, but not upon the strain rate or the temperature. There is associated with every value of p a flow-stress curve. Combinations of strain rate and of temperature that give the same p have the same flow-stress curve. Therefore, merely by changing the temperature of test, the effect of changing the strain rate may be obtained. Thus, under isothermal conditions, the material will behave the same at

THE successful establishment of iron blast-furnace plants at Newcastle and Lithgow naturally invites attention to the economic utilization of the various products and by-products arising out of the industry.The general similarity in composition between Portland cement and iron blast-furnace slag very early attracted attention both in, the cement and iron-smelting industries. Probably the first use made of blast-furnace slag in the cementindustry was not of an honourable nature-viz, to use an almost worthless and cumbersome by-product as a not readily detectable adulterant in Portland cement, which was at that time very costly to manufacture.The astonishing discovery was made that in many cases the adulterated cement was stronger than the original unadulterated article. It was found that chilled blast-furnace slag introduced in moderate quantity and finely ground with the cement clinkerdid not injure, but usually improved, the quality of the resulting cement. This mode of, manufacture is recognized, especially in Germany, as a legitimate branch of the cement making industry.The use of slag for the manufacture of both slag cement and Portland cement has assumed very large proportions heth in USA and Europe so much so that in the former country plants not well situated and equipped for cheaply making cement from clay and limestone are being forced to close down. Slags from other than iron blast-furnaces, together with some of the latter, are not suitable for cement-making. The ore extraction rate and the incorporation of new areas are key operational parameters. In massive deposits mined by caving techniques they both control the cave back geometry, which is mostly responsible for the induced stress state around productive levels. Early detection of deviations from admissible geometries will prevent stability problems related to geomechanical hazards, helping to improve safety and working conditions and reduce the potential for lost reserves.This paper describes a mine planning tool currently in use at the El Teniente mine. This tool involves the control of the cave geometry based on rules that have been defined as a result of different studies and experience collected during the operational history of the mine.This mine planning strategy achieves an extractive mining process with lower risk than conventional planning methods, ensuring ore reserves extraction if followed as planned while reducing unexpected changes in mining sequences.CITATION:Cornejo, J, Pinochet, A and Caviedes, C, 2016. ABSTRACT: Underground hydrocarbons storage is a very specific domain for the designer. He is usually free to adjust the section, shape and layout to cope with the geological and geotechnical conditions. This paper presents a panorama of the geotechnical design of mined underground storage caverns, then lists a number of uncommon features encountered in a storage excavated in Sydney, Australia, the Elgas LPG project that had to face major non-isotropic conditions with numerous local variations, impacting on the achievement of the design profiles. Changes in geotechnical design methodology and practice are examined through this project, now in operation, which will have lasted altogether almost ten years. ZUSAMMENFASSUNG: Die untertaegige Speicherung von Kohlenwasserstoffen unterliegt in der Planung sehr spezifischen Bedingungen. Der planende Ingenieur hat bei der Dimensionierung und Formgebung der Speicherhohlraeume gewisse Freiheiten, muss jedoch vorgefundene geologische und geotechnische Bedingungen beruecksichtigen. Der vorliegende Beitrag gibt zunaechst einen allgemeinen Ueberblick ueber die geotechnische Planung von bergmaennisch aufgefahrenen Speicherhhohlraeumen. Darueber hinaus werden Besonderheiten betrachtet, mit denen das Elgas LPG-Speicherprojekt in einer bergmaennisch aufgefahrenen Kaverne in Sydney, Australien konfrontiert war. Hierbei ging es um die Beruecksichtigung anisotroper Bedingungen mit zusaetzlichen Heterogenitaeten im Gestein und den daraus erwachsenden Schwierigkeiten, die geplante Hohlraumform zu verwirklichen. Ueber einen Zeitraum von fast 10 Jahren, in denen das jetzt in Betrieb befindliche Projekt unterschiedliche Betriebsphasen durchlaufen hat, wurden verschiedene geotechnische Entwurfsverfahren auf ihre Anwendbarkeit geprueft. Après un panorama de la conception géotechnique des stockages souterrains d’hydrocarbures par la méthode dite des cavités minées, l’accent sera mis sur un certain nombre de particularités rencontrées lors du projet de stockage de GPL de Elgas à Sydney en Australie, creusé dans de très fortes conditions d’anisotropie du massif rocheux, avec de nombreuses variations locales et toutes les implications que cela peut avoir sur le maintien des formes. L’évolution des approches méthodologiques géotechniques durant la dizaine d'années de développement de ce projet depuis les premières études jusqu'à l'exploitation actuelle est également présentée. Compliance standards for respirable dust which are reduced because of high quartz concentrations have become an industry-wide problem. Research on the physical and chemical character of quartz-classified particles in respirable coal mine dusts indicates that they may exist in intermixed layers or may be coated by clay or coal material. The relative amount of intermixing varies with the coal seam being mined. If most of the quartz particles of a mine dust are "pure," then the dust may have a high fibrogenic risk potential because of truly free silica and the compliance standard should be lowered. If, however, the quartz is locked inside another material matrix, or coated, a reduced compliance standard may not be appropriate.

In Italy at the moment there is a program which involves for the future the exploitation of two uranium mines which are now in the research stage. About one hundred and fifty workers are at present employed in those facilities. An health physics surveillance program is under way and has been designed to fulfill the requirements due to the future exploitation of the two mines. A complete evaluation of the total dose (external + internal) received by the workers will be given together with a detailed analyses of the technical methods employed for such evaluations. The external doses are evaluated on the basis of individual TLD dosimeters, while the evaluation of the internal doses is mainly due to an enviromental survillance program of the radon and radon daughter air concentration inside the mines. The criteria established for the assessment of the sampling procedures, sampling intervals and dose evaluation related to the radon doughter exposure are reported. The external dose received by the workers are lower than 0.2 m Sv~month and the internal exposure less than 6.4 IO-3 J.h.m-3 /year or using the old units 2 WLM/year.
