Thank you for this opportunity to address your conference on 'The role of coal in the New Zealand energy market'. New Zealand's energy market has, in common with much of New Zealand, undergone major change following the market reforms of the Labour Government. As far as the energy sector is concerned this change has been for the better, as it has created for the first time in a very long time a 'true economic market' for energy in New Zealand. This is in marked contrast to the previous regime where: ò Electricity was state operated, subsidised and cross subsidised. ò Oil was imported and subject to a raft of taxes and duties. ò Coal produced by state mines was priced by cabinet committee, based on other energy prices rather than on the costs of production and delivery of the energy product. Today, with the establishment of the SOE's we have a market of competitive supply, where the customer has the choice of energy with prices based on the true costs of production and delivery. This can only be good for the customer as the cost is now based on the real costs of production, not on political whim. So where does coal fit in this brave new world of free market energy supplies? Well, opportunity, they say, knocks but once.

It must be akin to rubbing salt in the wound, then, when an entrepreneur sells shares and the Court upholds Revenue Ca nada taxing the gain as ordinary income instead of capital gain. But, this is precisely what happened in the case of The Estate of Murray Watts, et al. v. The Queen.The issue that had to be decided by the Federal Court, Tri al Division, in this case was whether or not the profit from the sale of shares in Hearne Coppermine Exploration s Limited in 1968 was a capital gain, or income subject to tax.Hearne was incorporated in July, 1967. At that time, the three plaintiff s, together with seven other individuals, subscribed for 400,000 shares at 10 a share. The plaintiff subsequently subscribed for an additional 500,000 shares at $1.A pooling agreement was entered into by all ten shareholders regulating the disposition of any o f their shares; any sale required approval of seven of the ten initial sub scribers. It also provided for the sale of their shares 30 days after any public offering."

Lime has become a general and loosely used term to denote almost any kind of calcareous material or finely divided form of limestone or dolomite, as well as burned forms of lime. However, according to Webster, lime is only calcined limestone (known as quicklime, unslaked lime, or calcium oxide). It also embraces the secondary product of quicklime, i.e., hydrated lime or slaked lime (calcium hydroxide). There are two basic types of limestone used for lime manufacture-high calcium and high magnesium (dolomitic). The dolomitic quicklimes and hydrated limes correspond to their "high calcium" counterparts. The only difference is that the dolomitic types are a combination of the elements calcium and magnesium, in varying percents, whereas high calicum limes contain less than 5% MgO down to 1/2%. In either case a pure form of limestone of at least 97% combined carbonate content is needed to make salable lime, barring a few exceptions. The calcination of both types is diagrammed chemically as follows: [ ] In the foregoing reversible reactions the limestone is burned (calcined) in lime kilns, with the carbon dioxide content of the stone expelled as a gas. The weight loss during calcination of pure high calcium limestone is 44%; with equimolecular dolomitic limestone, the weight loss is 48%. Since lime has a strong affinity for CO_, particularly if moisture is present, it will readily revert to its original carbonate form. This occurs when quicklime "air-slakes" and adsorbs CO.. from the air. Thus, quicklime is perishable and should be stored in dry, water-tight areas. Depending upon the type of kiln used and the physical structure of the stone, the size of the quicklime may range from sandlike granules to 8 in. lumps. However, pebble sizes ranging from 1/4 in. to 2 in. are the most common. Screened quicklime fines are also com¬pressed (pelletized) into 1 in. pellets. For some purposes ground or pulverized forms of quicklime are used, ranging from No. 10 mesh to dust. Generally a pebble of quicklime is about the same size as the pebble of limestone before calcination (perhaps shrinking slightly). A more stable form of lime is hydrated lime. This is obtained by adding water to quicklime, slaking it into a dry, fine, subsieve size white powder. Because its affinity for moisture has been satisfied, it is not vulnerable to further moisture like quicklime. However, it has the same strong affinity for CO_. The following reversible chemical reactions illustrate how hydrated lime when heated (or dehydrated) can revert to the original oxide form:

The object of this paper is to record and interpret field and laboratory observations made by the writers during five years of study of the barite deposits of North Carolina. Deposits of barite are known to occur in three localities in North Carolina (Fig. 1) two of which—the Hot Springs and Kings Mountain —contain material of economic value. The Hot Springs area begins near Bluff, some 6 miles south of Hot Springs, and continues northeast by Stackhouse; a total length of 7 miles. The Kings Mountain deposits lie along a belt that extends from the north end of Crowders Mountain in a southwestward direction, along the east side of this and Kings Mountain, to Kings Creek, South Carolina. The third locality is 3½ miles southeast of Hillsboro, Orange County, a short distance west of the highway leading from Hillsboro to Chapel Hill. It is not known when barite was first discovered in North Carolina, but production from the Hot Springs area began some 50 years ago. The state has never produced large quantities of barite—usually there have been less than three producers—and definite figures are not available, but reasonably reliable estimates indicate a total production of 300,000 tons. From 1901 through 1920 barite mining was on a seemingly prosperous basis and a large tonnage was shipped from the Hot Springs and Kings Mountain areas. With the depression of 1920 the industry began to decline and production practically ceased in 1926. Geology of the Barite Areas In the Hot Springs area barite is found in the Max Patch granite of Archean age and the Snowbird formation of Cambrian age. The Max Patch granite is of two varieties, one gray to whitish and the other red. The gray granite is coarse, at times porphyritic, and composed of quartz, orthoclase and plagioclase feldspar, with a little biotite and muscovite. The red granite is also coarse and differs from the other only in having conspicuous pink and red feldspar. Aiming at the recovery of copper from smelting slag, a flotation approach was studied. It was found that this slag composed of fine particles with complex association and distribution, in which bornite was the main copper-bearing mineral after a detailed mineralogy analysis via polarizing microscope, SEM and XRD. Consequently, flotation was attempted to recycle Cu in slag containing copper sulphide components. Three key factors affecting flotation were ascertained, namely, grinding fineness, the collector and the pH value, while the recovery of Cu estimated by ICP and XRF. Copper concentrate grading at 14.47 with 79.66% Cu recovery was obtained, in the condition of the grinding fineness of −0.074 mm and the proportion of 80%, reagent dosages of 50 g/t for butyl xanthate and a pH value of 10 adjusted using Na2CO3.

The Canadian government ratified the Kyoto Protocol in December 2002 and, prior to ratification, committed to equitable distribution of the burden of implementation. The Federal government's Large Final Emitters group is working with industry to develop covenants that will consider the unique nature of the company's operations and not unreasonably burden any one sector or company. Ensuring equitable distribution must consider local, national and international issues. From a Canadian iron ore producers perspective, the fact that most of the iron ore production in the world is in countries that have no Kyoto commitment is a critical issue. Another issue unique to this sector is the increased addition of fluxing agents in iron ore pellet production which has shifted some process related greenhouse gas emissions from steel producers to iron ore producers. While the objectives of the Kyoto Protocol are primarily environmental, the economic implications for Canadian industry are not trivial. For decades Canadian companies have been actively improving energy efficiency and reducing greenhouse gas emissions to maintain a global competitive position. Production of iron ore pellets is an energy intensive process and the Iron Ore Company of Canada (IOCC) is the largest Canadian producer. In 2002 IOCC identified energy and Kyoto Protocol implementation as critical risk factors for their organization and appointed a full time Energy Manager. In January 2003, IOCC initiated a comprehensive process for identifying energy cost reduction opportunities and established an Energy Master plan. This process included:

The advance of science and technology influences the modern economy in countless ways. Older industries must adapt to changes in the marketplace, while new industries are born by applying new technology to meet consumer needs. In light of declining head grades and increased unit costs in the US minerals industry, new technological developments in the production environment are paramount to maintaining a competitive footing in the international marketplace. Micro-engineering research provides the transition between the knowledge base and the application of new technology on the production level. Economic considerations The primary goal of technical development in the production environment is to reduce unit operating costs. Simply stated, this is accomplished by improving operating efficiencies and productivities on the production level. The goal of micro-engineering research in the production environment is to evaluate promising technologies and develop the criteria necessary to apply them in operations. As such, this process is the first step toward innovation and discovery. Generally, the micro-engineering research is followed by macro-engineering development. In the production environment, there are generally more development projects than can be accomplished in a timely manner. Usually, this is the result of financial and human resource limitations. Consequently, it is necessary to prioritize the work such that the most beneficial projects are accomplished first. By performing a discounted cash flow analysis and using benefit-cost ratios (for non-mutually exclusive alter¬natives) or net present value criteria (for mutually exclusive alternatives), the projects can be rated from best to worst. In this way, the financial and human resources can be best allocated to first complete those projects giving the highest returns before moving on to other activities. Moreover, this information is a prerequisite for management to justify additional financial or human resources.

The purpose of this paper is to describe the possible application of two relatively new technologies: flat load cells, and improvement seeking computer programs (referred to in the literature as heuristic programs); to a very old problem, inventors control of ball mills. The combination of these two technologies seems most applicable to grate discharge mills operated closed circuit. It is possible that other applications such as controlling the inventory of autogeneous mills might also be found. Direct control of ball mill inventory has been the goal of a number of investigators over many years. Many patents and articles on the subject have claimed success, but operating installations are hard to locate. An excellent review of the advantages and problems of direct inventory control is contained in an article by Oswald and Ziegler (1). Figure 1 is a conventional representation of throughput vs. inventory with other factors such as slurry consistency and rock twee held constant. There are common sense, physical arguments? and experimental evidence supporting the existence of a unimodel curve of this twee? though direct measurement of the shape is difficult and how it moves as rock type changes is riot well known. Figure 2 represents the problem faced by all mass measurements of inventory, a tare weight of about 25 time the inventory mass. "When boring a tunnel, homogeneous hard rock is the exception rather than the rule. While contractors can set goals such as meters per month and performance incentives, it is also prudent to plan for difficult ground. A properly designed tunnel boring machine (TBM) can tackle fault zones, water inflows, squeezing ground, or whatever the risk may be. The alternative is not a good one: modifying the machine in the tunnel after bad ground is encountered. Not only does this result in increased downtime, but it also needlessly exposes the crew to the tunnel conditions. In the worst case scenario, the entire operation grinds to a halt.However, an accurate GBR cannot always be obtained, particularly for mountainous, high cover tunnels in remote locations. And even with a thorough GBR, unforeseen geological events can occur. What can be done in these situations? Difficult Ground Solutions (DGS) is ground investigation system with a suite of options that can be added to a shielded hard rock machine or dual-mode, Crossover machine to better enable advance when conditions are unknown or difficult conditions are anticipated.DGS consists of a set of integrated features tailored to a specific project’s geology. The main components of the system allow for ground investigation ahead of the TBM, increased monitoring and methods to keep a machine shield from becoming stuck.In fault zones and squeezing groundIf fault zones or squeezing ground are known or suspected, or if there is even a possibility of encountering them, this can greatly affect the TBM operation. Shielded machines protect the crew from the surrounding rock, and they can bore and line a tunnel efficiently, but in fault zones and converging material their shields can be their downfall. Avoiding a stuck machine is paramount to project success. DGS employs several features to avoid the problem of a machine becoming stuck. The first of these is multi-speed cutterhead drives. These drives effectively give the machine multiple modes of operation—high speed, low torque for hard rock, and low speed, high torque for difficult ground. Designing a machine with high-torque, continuous boring capabilities allows that machine’s cutterhead to restart with break-out torque in difficult ground. The net effect is that the machine can keep boring in the event of a face collapse and can bore through fault zones and running ground where the potential for cutterhead jamming exists. Going one step further, multi-speed gearboxes give the machine the ideal earth pressure balance- (EPB-) type torque if larger sections of soft ground are anticipated.Secondly, TBMs can get through squeezing ground and faults using Continuous Shield Advance. This design utilizes a stepped shield configuration — where each successive shield is slightly smaller in diameter — to avoid becoming stuck in converging ground. External shield lubrication is an added insurance against becoming stuck, using a series of radial ports that can pump Bentonite into the annular space to act as a lubricant in squeezing material.As a last effort, if a machine has already become stuck the TBM can utilize augmented, or “super” thrust. Additional thrust jacks can be added to supply an extra boost in a short stroke, generating enough force to break loose a trapped shield."

The co-disposal of coarse and fine coal wastes by combined pumping through a pipeline to subaerial deposition was pioneered in Australia in 1990 by Jeebropilly colliery in Queensland. Significant segregation of fines is found to occur in its co-disposal delta, leading to the formation of distinct mainly coarse upper and fine-dominated lower segments; the upper delta drains rapidly and is able to support traffic on its surface immediately after deposition. An existing theory of subaerial deposition, originally developed for mine tailings alone and later extended to trial co-disposal, is shown to apply also to the upper segment of the full-scale Jeebropilly delta

Over the past 18 months the De Beers Consolidated Mines Ltd operations have made a concerted effort to move away from using the traditional shock tube initiating systems. These systems are being systematically replaced by the use of electronic delay detonators (EDD). Various trials were conducted in both host rock and kimberlite rock masses to improve tunnel advance as well as to optimise delay timing during trough openings (Ngoma et al, 1999; Mohle, 1999; Baltus, 2000). The high cost of EDDÆs, when compared with traditional initiation systems, led to a number of detailed studies being conducted on the mines where EDDÆs were being used. These studies aimed to quantify the additional benefits when blasting with electronic detonators. The studies showed that the change was justified on the basis of increased quality control and reliability gained through the use of EDDÆs. However, these benefits attract other related benefits, like fragmentation control, and backbreak reductions. When compared to the shock tube initiating systems the increased development face advance and the reduction of oversize during production blasting using EDDs, compared favourably to the less costly systems. As blasting engineers gained experience and confidence in the use of the system bigger blasts were initiated in mass under-cut blasts and slot raise development, by using multiple hole firing and second delay periods between holes. In the open pit and sublevel open stope mining methods the control of the fragmentation distribution and the effect of the mass of explosive detonated during a blast is detrimental to the loading and hauling production rates and the stability of the rock mass behind the blast. With a stable rock mass the bench cutting can be executed to establish steeper overall slope angles leading to large cost savings due to a reduction in waste stripping. It is the purpose of this paper to indicate through quantification that the use of the EDDs as an initiating system improves all-round blasting performances and assists in meeting customer requirements. The mineral industry uses significant amounts of water in processing. Thus, sustainable practices with the processing of ores are of critical importance. An impact tester was used to measure the adhesion force between particles and a glass disk [1,2]. A removal force was caused by the impact of the disk/particle containing a puck with a stopper. Johnson-Kendall-Roberts (JKR) theory [3] was used to determine the interfacial energy between the particles and the substrate. Capillary condensation of water can occur between the particle and surfaces in humid environments. The adhesion of particles on rough surfaces has been studied previously [4-10]. The research presented herein combines both variables to separate particle types with minimal water usage.

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

The mining industry of British Columbia continues to grow steadily in importance. The gross value of the production in 1925, sixty-two and a half million dollars, was a record, and ali indications point to the 1926 output registering a still higher figure. In an industry such as mining, where production means the depletion of known ore reserves, the discovery and development of new 'ore-deposits is of the utmost importance. To maintain and increase production, steady development is essential. In this respect, the record of the last three years in British Columbia mining is most satisfactory, as in this period more real development has been carried on than in any similar period in the history of mining in the Province. Prospecting, or the search for new ore-bodies, has also been fairly active, but comparatively few important new discoveries have been reported in the past few years. The mineral output of British Columbia consists of Iode minerals, coat and coke, and building materials. In 1925 the value of the output of these three classes of products was, respectively, about 46, 13, and 3 million dollars. The industry as a whole embraces the mining of these materials, and the treatment and manufacturing processes involved in preparing the various products for the market.

Standards methods covers the procedures for testing deep foundation to determine the force and velocity response to an impact of a pile driving hammer or similar device. The results of analysis generally include an assessment of pile integrity and the value of maximum dynamic stresses. But evaluation of static bearing capacity remains a matter of individual engineering judgment. A new 1D finite elements model has been developed for dynamic stresses and velocity analysis. Following an international benchmark of bearing capacity prediction organised by the Belgium Building Research Institute (BBRI), 12 piles in a site of fissured stiff tertiary clay tested in 1999, and 12 piles in a site of dense sand tested in 2001, comparison are proposed between analysis of dynamic tests and static tests results. A procedure is proposed to take in account the results of dynamic test for evaluation of bearing capacity.

During the operation of the Parkes process of desilverising, and in the earlier days of the continuous process, gold and silver were removed separately from softened lead bullion. Gold was removed in the Parkes process by a selective zincing, and -in the continuous process by treatment with zinc in a special de-golding kettle, in each case a crust being obtained carrying the gold and a small portion of the silver. Actually the process could have been more correctly termed a de-copperising process, on accountof the relatively large amount of this metal present, and its affinity for zinc, which caused it to enter the crusts produced.The crust was treated in reverberatory furnaces, where the bulk of the copper and zinc was removed in by-products, and the resulting "gold bullion" cupelled to give adore bullion containing approximately 2,000 ounces gold per ton.For the purpose of parting this dore, a small Balbach-Thum plant of 11 cells was used, and once each six months a short campaign was conducted on the accumulated metal.With the development of the process of de-copperising smelter bullion by means of sulphur, when a bullion averaging about .004% copper was constantly available for refining, the need for a separate de-golding process disappeared.The de-golding kettle of the Continuous Process...

A prototype mucking machine designed to operate in narrow-vein stopes was developed by Foster-Miller, Inc., Waltham, MA, under contract with the U.S. Bureau of Mines. The machine, called a compact loader-trammer, or minimucker, was designed to replace slusher muckers in narrow-vein underground mines. The minimucker is a six-wheel-drive, skid-steered, load-haul-dump (LHD) machine that loads muck at the front with a novel slide-bucket system and ejects it out the rear so that the machine does not have to be turned around. To correct deficiencies of the tether-remote-control system, a computer-based, radio-remote-control system was retrofitted to the minimucker. Initial tests indicated a need to assist the operator in guiding the machine in narrow stopes. An automatic guidance system that used ultrasonic ranging sensors and a wall-following algorithm was installed. Additional tests in a simulated test stope showed that these changes improved the operation of the minimucker. The design and functions of the minimucker and its computer-based, remote-control system are reviewed, and an ultrasonic-sensor-based guidance system is described.
