THIS PUBLICATION presents injury experience and employment data for the nonmetal mining industry in the United States for 1960. Data for the mines and mills are presented separately, as shown in the list of tables. The Bureau of Mines is authorized to send questionnaires to the nonmetal mining industry for their voluntary submission of injury and employment data. As the information submitted contributes largely to the promotion of safety in the industry, special effort has been made to ma e these questionnaires as complete as possible.

During the last 28 years, I have had the very challenging and rewarding experience of working as an engineering professional in a large multinational company, both as a manager of engineers and engineering projects as well as an inventor and generator of new engineering processes and products. Due to the diversified geographic and tech¬nical nature of my employer's business, my responsibilities have taken me all over the world. This has included interactions with people in different industries including minerals, coal, chemicals, petroleum, pulp and paper, agriculture and pharmaceuticals. As diverse as my experience may seem, it has always amazed me how common the basic underlying technology and economic trends are that shape the working environment that any given engineer in any given geographic loca¬tion will experience. I would like to discuss the industrial evolution from micro to macro engineering. One of the basic truths behind how industry must and will operate is "change," including: • the creation of conditions for change, • the anticipation of change, • the resistance to change, • the rewards that being part of a change can bring and • the destruction that change can bring to the unprepared. This fact was well stated by Heractitus around 500 BC.: "There is nothing permanent except change." This simple truth has been valid since the dawn of time and, if anything, is accelerating in nature every decade.

The history of the first twenty years of the high explosives industry in the United States begins as an illustration of the free enterprise system at its best and ends with the industry virtually taken over by a single company: a company which strongly opposed the new explosive material at the beginning of the period. In the world of the late Twentieth Century we could almost compare this history to the opposition of the mainframe computer manufacturers to the introduction of the personal computer, and their later entry into, and attempted dominance of, that market. With computers in the twentieth century the attempt to dominate the market has not been particularly successful: with dynamite in the nineteenth century it was.

This report covers the work on developing criteria for determining when a hazard exists when mining stratified mineral deposits beneath bodies of surface water. The nature of water bodies is considered, the disturbance to the strata induced by mining is described, inundation case histories reviewed, reasonable water inflows derived, and methods of mining to prevent or minimize the hazard are presented. Criteria are given whereby effected industries and agencies can recognize a potential hazard and plan a mine accordingly, releasing considerable mineral reserves otherwise considered unminable.

Research personnel of Erie Mining Co., a pioneer taconite mining firm on the Mesabi Range, have invented a new method to make an effective 325 mesh separation at high tonnage rates over stationary screens. The company regards this development as historically significant in that it represents the first successful method to commercially screen large tonnages of ore at fine sizes. Erie, which is now completing an expansion program at its plant site near Hoyt Lakes, Minn., has incorporated this screening method as part of that expansion. When completed, the concentration plant will produce 10.3 million tons of iron concentrate, all of which will have been efficiently screened at 325 mesh.

The U.S. Bureau of nines evaluated the potential availability of tungsten from 57 tungsten mines and deposits in 19 market economy countries (1). The 38 properties that were producing at the time this study was performed contain approximately 375,000 tons1 of W03 (tungsten trioxide). The total estimated recoverable resource from all properties studied, both producers and nonproducers, was 1.2 million tons W03 (demonstrated level). Approximately 143,000 tons of W03 is recoverable from producing properties with costs at or below the January 1983 market prices. The study indicates that by 1990 production from currently operating mines in market economy countries will decrease as their demonstrated resources become exhausted. Some of this potential decline may be offset by lower than anticipated levels of market demand, discoveries of additional resources at producing mines, development of other known deposits, and/or discoveries of new deposits. Development of new tungsten resources in market economy countries will likely result in costs higher than exist at currently producing properties. The People's Republic of China has been steadily increasing production and export of tungsten in various form and currently supplies about 25 pct of U.S. imports. China's tungsten mines are large, high-grade operations capable of producing at relatively low cost. These factors, coupled with China's apparent need for foreign exchange, could lead to further expansions of production and exports from China, with a consequent increased dependence by market economy countries on China for tungsten requirements and a threat to the survival of the market economy countries' tungsten industries.

A longwall coal mine in Appalachia about 1,500 ft deep encountered a fault while developing a new longwall panel. The fault extended from mining depth to the surface near a secondary road and drainage. The fault was located inside the anticipated angle of draw within the mined panel and gob. The fault extended vertically out and up, away from the panel, caved zone, and gob at nearly the angle of draw: the fault very nearly following the angle of draw. It was initially thought that "fault reactivation" could possibly occur. Fault reactivation is the phenomenon of having mining subsidence localized along a fault leading to a "reactivation" of the fault and shearing and displacement along the fault. Such fault reactivation would disrupt and deform the fault plane beyond the normal angle of influence of the subsidence trough, and may provide a conduit for any ground and surface waters to reach the mine. We contacted all operators of longwall mines in Appalachia to determine if any Appalachian longwall mines had ever experienced fault reactivation, and teamed that none had experienced the phenomenon. After studies of possible water intrusion quantities and rates based upon in-fault pump tests, which indicated that water intrusion rates should be manageable, and the prior experience that faults in this particular area were usually barriers to water flow, mining proceeded with caution and monitoring. Mining was successful with no noticeable increase in water inflow rates, and no measurable off-setting of the fault exposure on the surface. It can be concluded that the fault did not reactivate due to its relationship to the mining sequence.

With depletion of traditional clean copper reserves and fast expansion of the global copper demand and smelting capacity in the past decade, more and more copper smelters have to treat copper concentrate with increasing content of complex arsenic-bearing minerals. Developing economically viable and environmentally reliable methods and approaches for arsenic control in copper smelting has become more critical for sustainable growth of the copper industry. This paper will report the recent effort of Zijin Mining Group Ltd. in developing processes for improving arsenic control and management in the Zijin Copper Smelter. The arsenic distribution and balance data for matte smelting, converting and refining operations in Zijin Copper Smelter is reviewed for understanding of the current challenges in arsenic control. The processes developed for treating the arsenic bearing waste acid bleed stream from the smelting-converting off-gases wet cleaning circuit and the arsenic sludge produced in the refining electrolyte purification circuit for arsenic disposal are discussed. INTRODUCTION With fast expansion of the global copper smelting capacity to meet the world copper demand and depletion of traditional clean copper reserves, more and more copper smelters have to treat copper concentrate with an increasing content of complex arsenic-bearing minerals. China is the world largest copper consumer and also has the largest copper smelting and refining capacity, but majority of its smelting capacity relies on supply of imported copper concentrate. In order to meet the increasing copper demand and ease the tight supply of clean copper concentrate, the Chinese copper industry has to look at the domestic opportunity of developing non-traditional copper resources, specifically those of lower grades, more complex mineralogy, and increasing level of deleterious elements especially arsenic and also process imported copper concentrate with increased arsenic content. Due to a significant and growing environmental issue associated with arsenic contamination, developing economically viable and environmentally reliable methods and approaches for arsenic management and control in unlocking the maximum value of such arsenic bearing copper resources has become more critical for sustainable growth of the industry.

The formation volume and volume of the liquid phase of oil and gas obtained from four fields in the San Joaquin Valley have been investigated at pressures, temperature, and gas-oil ratios comparable to those encountered in underground reservoirs. All the fields covered in this investigation yielded a product of a gas-oil ratio in excess of 5000 cu ft per barrel and the gravity of the tank oil for the four fields in question varied between 52° and 63' API. The results of the investigation, together with analytical data concerning the composition of the oil and gas, are submitted in tabular form. Rough correlations of the formation volume as a function of pressure, temperature, and gas-oil ratio and of the retrograde dew-point pressure as a function of gas-oil ratio, temperature, and gravity of tank oil are presented. It was not found feasible to correlate simply the formation volume of the liquid phase as a function of the applicable variable. It is desired to emphasize that these correlations are considered applicable only to the range of conditions covered in this investigation and for systems of similar nature and composition. Introduction Information concerning the physical properties of mixtures of oil and gas from particular fields have often been employed in predicting the situations obtaining in underground reservoirs. One of the earlier studies of this nature was the work of Beecher and Parkhurst,1 while a more recent study of the Dominguez Field2 presented detailed volumetric data in the two-phase as well as in the single-phase regions. Although these studies were confined to individual fields, their results proved of value in application to other fields. It has recently been shown 3,4 that it is possible in the region of low gas-oil ratios* to correlate the volumetric behavior of naturally occurring hydrocarbon mixtures from a single geographical area with sufficient accuracy to be of industrial value. For this reason it is considered of interest to submit information concerning the volumetric behavior of oil and gas mixtures from four different fields in the San Joaquin Valley and, in combination with similar published data5 concerning mixtures of oil and gas from the Paloma field in the same area, to show rough correlations between the composition and the behavior of materials from these fields. Optimum Colliery is an opencast strip mine producing 18Mt of bituminous coal per annum for the export and inland markets as well as for domestic power generation at the Hendrina PowerStation. Coal is exposed by four 60m3 and four 11m3 walkingdraglines and transported from the open cuts to the processing plants by twelve 130 ton coal haulers. Overburden and interburden areas are drilled by nine 250mm-diameter rotary drill rigs. Until 1997 all surveying tasks were conducted by electronictotal stations requiring accurate control points from which line-of-sight XYZ readings could be taken. In 1997 a GPS system was introduced which consisted of a fixed base station and two rovers. The rovers were able to perform most of the survey tasks assigned to total stations. In addition, two overburden drills were equipped with blasthole drill navigation systems, which includes the drill monitoring and material (strata) recognitions system. The rest of the drilling fleet will also be equipped with GPS systems. Blasthole positions are designed in the office based on survey and geological/geophysical information and transmitted via radio link to an industrial PC on the drills. Together with GPS positional data, both the planned and actual drill positions are displayed on an LCD screen. This eliminates the need for surveyed hole positions to be staked before drilling, and for actual hole positions to be surveyed after drilling. As holes are drilled, performance and rock property data transmitted back to the office. Future applications will include GPS monitoring of dragline positions and pad elevations. GPS receivers on the draglines will utilize the existing base station to calculate and transmit XYZ co-ordinates. Another application will be locating of boreholes in the field prior to the pumping of specified explosive charges into the blastholes. Charging instructions for each blasthole will be loaded into the computer on the explosives truck which will be equipped with a GPS system for hole identification.

"THE NOVA SCOTIA TECHNICAL COLLEGE has been granting degrees in mining engineering since 1909. The college was established in 1907 to provide the final two years of the undergraduate program in engineering the earlier years of which are given at several small universities scattered around the Atlantic Provinces. Since the beginning of the program, 251 Bachelor of Engineering degrees have been awarded in mining engineering. Although the average class size has been small, increases in enrolment in the past few years have resulted in Nova Scotia Technical College being the second largest mining department in Canada, based on the number of graduates per year. This year 18 students received B.Eng. degrees, and next year 17 will graduate.In 1968, it was necessary to make a decision on whether or not to abandon, for economic reasons, the program in mining engineering. For several years enrolment had been very low and resignations among the mining engineering staff created a situation in which the program could easily have been dropped. However, it was decided to continue mining engineering, as it was the only such program in the Atlantic Provinces. New staff members with many years of practical experience in the mineral industry, not only in Canada but in the U.S.A., South America, Africa and the U.K., joined our department. At the same time the enrolment in mining engineering began to increase significantly."

Western Australia is a major exporter of minerals, which places significant economic and environmental responsibility on Government and the stateÆs mining industry. Moving into the 21st century, mineral production in Western Australia is $14 billion accounting for 50 per cent of the stateÆs export income. There are over 60 large-scale mining operations distributed throughout the arid regions of the state (less than 300 mm/year rainfall). There are four key mineral provinces in arid Western Australia including the Pilbara (iron ore), Murchison (gold), Northern and Southern Goldfields (gold and nickel). These provinces have significant differences, particularly in respect to groundwater demand from mining and mineral processing, aquifer systems that are utilised, and approaches to groundwater management. The arid nature of the stateÆs interior and subsequent lack of surface water resources has required substantial groundwater resource development by the mining industry. A variety of aquifers have been explored and utilised ranging from shallow alluvium and calcrete, discrete fractured zones in bedrock, concealed palaeochannels and inland sedimentary basins. Groundwater usage by the mining industry is about 150 GL/year with most abstraction related to mine dewatering, mineral processing and dust suppression. Groundwater abstraction in Western Australia is regulated by the Water and Rivers Commission. In the Goldfields, the depletion of brackish (>2000 mg/L) and saline groundwater from storage is permissible, as mining is considered the beneficial use for groundwater which may be as much as 200 000 mg/L. In contrast, the low salinity groundwater of the Murchison and Pilbara is allocated on a sustainable basis. The role of monitoring and ongoing aquifer reassessment is crucial in water management, in evaluating the condition and performance of stressed aquifer systems. Mining operations face a variety of water resource issues ranging from insufficient availability for processing to excessive mine dewatering. These issues also change as a mine operation proceeds through its development, commonly starting with a deficiency and moving into surplus as deeper pits require more dewatering. Operating mines have to contend with three main issues: water supply, wastewater disposal and contamination of local water resources. In contrast, post closure issues are related to aquifer recovery or re-establishment of groundwater equilibrium, development of pit lakes in mine voids and isolation of waste products and associated seepage or run-off.

Base and precious metal refineries often produce effluent solution and slurry streams containing between 50 mg/L and several grams per liter of base metals. Metals have historically been precipitated from these streams with lime to produce effluent streams at pH values between 8 and 9. This effluent treatment process generally does not remove alkali and alkali-earth metals or halides efficiently and with more stringent environmental legislation, more sophisticated effluent treatment plants must be considered which could for example incorporate sulphate removal with ultra-filtration, or the SavminTM process, followed by reverse osmosis for the removal of halides. The flowrates of effluents are often high and if base metals can be recovered before neutralization, the revenue generated from this stream can reduce the cost to produce clean water significantly, and in the case where high concentrations are disposed of, result in a profitable operation. As an add-on to an existing the plant the recovered metal is upgraded and recycled to the plant, but the production of a saleable metal can also be considered. Technology selection for metal recovery depends on the composition and flowrate of the effluent, but could incorporate resin-in¬pulp or other ion-exchange technology; precipitation as sulphides, hydroxides or carbonates; or solvent extraction. This paper describes, as a case study, the technology selection process and uses data from Zincor. Zincor is a division of Exxaro Base Metals (Pty) Limited, a subsidiary of Exxaro Resources Limited.

This paper discusses the reaction of metal surfaces with fluorine. Fluorination reactions result in the formation of metal fluoride films which are "passive" toward further reaction of the metal with fluorine. These films are very adherent, and do not easily detach from the substrate metal by mechanical flexing or thermal shock. Exposure of passive films to a humid atmosphere produces hydrated metal fluorides which cause secondary fluorination reactions upon reexpo-sure of the metal surface to fluorine. The surface films formed range from 10 to 30A in thickness and they pow at the expense of surface oxide films. The apparent film formation is completed rapidly in 15 to 30 min on stainless steel and nickel surfaces. On copper and on Monel surfaces, the film at first grows rapidly, then increases slowly over an extended period of time. Passive films are formed at all fluorine pressures in the range from 0.1 to 1.4 atm at room temperature. ALL metals react when exposed to fluorine. These reactions generally produce surface films which consist of metal fluorides. The rate of reaction is largely determined by the extent to which these films are protective. Although there is an extensive literature concerning reactions of oxygen with metals, there are very few investigations reported concerning fluorine-metal reactions. Brown, Crabtree, and ~uncan' investigated the kinetics of the reaction of gaseous fluorine with copper metal which had been freshly reduced in hydrogen. The reaction rate was independent of pressure over the range from 6 to 60 torr. A logarithmic rate law was obeyed in the temperature range from 25" to 300" ~. There was some deviation at higher temperatures which could have been the onset of a parabolic law. The calculated film thicknesses ranged from about two molecular layers, 10A, for 5 hr exposure at room temperature to thirty-five molecular layers for 5 hr exposure at 200" . The authors concluded that no single mechanism could explain all the observations. O7Donnell and spatkowski2 studied the reaction of fluorine with copper at 450°C at pressures from lo to 133 torr. The reaction was found to be pressure -dependent and followed a logarithmic rate law. It was not entirely diffusion-controlled, and fluorine was thought to be the migrating species in the reaction. Miscellaneous metal-fluorine reactions were investigated by Haendler et ~1.~ Reaction products were identified but no rate data were determined. Air Prod- ucts and Chemicals, Inc., have conducted an investigation of reactions between fluorine and various metal powders at room temperature and 85° C. Fluoride film thickness as a function of time of exposure was reported on the assumption that the reaction takes place between fluorine and metal to form the normal metal fluoride. Surface areas of the powders were only estimated so the relative film thicknesses may not be exact. The data showed reaction rates which were generally logarithmic in character, the rate of film growth virtually ceasing after a few hours exposure time for some alloy powders. The effect of moisture on fluoride films was also investigated by measuring additional reaction with fluorine after exposure of passivated powders to atmosperic moisture. The fluorination of iron was studied by 0'~onnell~ at temperatures from 225" to 525" ~ and at pressures ranging from 20 to 200 torr. In all ranges, the reaction followed a logarithmic rate law and was dependent on the square root of the gas pressure. The author concluded that fluorine gas passes through pores in the film. As the film grows, the blocking of pores leads to a rapid decrease in reaction rate; hence a logarithmic rate law is observed. Jarry, Fischer, and Gunther' investigated the mechanism of the reaction of fluorine with nickel at about 600" to 700°C. On the basis of the metallographic examination of fluoride scales growing on the nickel and from separate radioautographic data, it was claimed that fluorine is the migrating species in the reaction. This is in sharp contrast to the growth of oxide films on nickel where it has been shown that nickel ions migrate through the scale to the gas-solid interface to react with oxygen. Few investigations have been reported of the reaction of fluorine with metal oxides. Such investigations should be of great significance for a better understanding of passivation in view of the ubiquitous oxide films on technical alloys. Haendler et al.3 studied the reaction of fluorine with oxides of copper, tin, titanium, zirconium, and vanadium. Copper (I) oxide reacted as follows in the temperature range 150" to 300"~: temperature above 300" ~ was required for the CuO to react to form additional copper fluoride. Ritter and smith7 also investigated the reaction of fluorine with copper (11) oxide. An oxide powder comprised of spherical particles with a fairly high surface area was reacted with fluorine, starting at room temperature and increasing to 100° C over a period of 3 or 4 hr. The initial reaction was slow until the fluoride film thickness reached about to or 15R at which time the reaction rate accelerated, then decreased again. Most of the kinetic data was obtained during this final phase of reaction. The authors conclude that the film grows slowly at first until the stresses developed in the distorted lattice are sufficient to rupture the initial

The microstructure of dispersion-strengthened aluminum aluminum-oxide products containing from 0.2 to 4.7 wt pct of aluminum oxide has been examined by optical and transmission electron microscopy, and the flow stress has been determined at room temperature and at 400C by tensile testing. Products were examined as recrystallized and as high-temperature extruded, and the microstructures consisted of a fine dispersion of oxide particles in a matrix divided by respectively recrystallized grain boundaries and subgrain boundaries. The flow stress (0.2 pct offset) at room temperature of recrystallized dispersion strengthened aluminum aluminum-oxide products is the superposition of dispersion strengthening and grain boundary strengthening. This superposition has been found to be linear. The flow stress (a) can be related to the grain size (t) by the Petch equation: ing content of oxide and k is a constant independent of the oxide content. For extruded products a similar relation has been found by replacing the grain size by the subgrain size. The k-value is of the same order for the two types of structure, which shows that the subgrain boundaries are as effective slip barriers as grain boundaries. Tensile testing at 400C of re-crystallized and extruded products shows that oxide dispersion strengthening is very effective, whereas the strengthening effect of grain boundaries and subgrain boundaries is small. THE microstructure of dispersion-strengthened products consists of hard particles finely distributed in a metal matrix. The strengthening effect of the dispersed phase has been fairly well established,1 and it has been found that the size and volume fractions of the dispersed particles are important structural parameters. However, in many dispersion-strengthened products which have been worked and heat-treated during manufacture the matrix is divided into well-defined grains or sub-grains, which may also have a strengthening effect. A model of the matrix strengthening in dispersed products worked during manufacture has been proposed,2 introducing the energy of the structure as a strengthening factor, especially at low temperatures. A difficulty in this model is, however, to relate this (stored) energy to the structural parameters directly observable as for instance grain size. The strengthening effect of the matrix grain size after recrystallization has been in- vestigated for nickel-thoria (TD-Nickel) products3 and for copper aluminum-oxide products. Conclusive results were, however, not obtained as the grain size of TD-nickel was constant. 5 to II , after recrystallization at temperatures from 700 to 1200°C and as the copper products containing 5 to 1 wt pct of aluminum oxide could not be recrystallized even after severe cold reduction and heat treatment at 1050C. For aluminum aluminum-oxide products containing from 1 to 5 wt pct of aluminum oxide it has been shown that the tensile strength at room temperature decreases when an extruded product is cold-worked and recrystallized. The matrix in the extruded products is divided into well-defined subgrains of micron size, and as the grain size of the recrystallized products is about two orders of magnitude higher, it is obvious that grain boundary strengthening occurs. Preliminary results8 have indicated that the flow stress containing no grain boundaries, A is a constant and t is the subgrain size. At elevated temperatures the effect of boundaries is more complex; it has been shown11 that recrystallized products having an oxide content of about 3 wt pct are more creep resistant than extruded material in the temperature range 400° to 600°C, whereas on application of a higher strain rate the tensile flow stress (0.2 pct offset) is higher in extruded than in recrystallized aluminum—5 wt pct aluminum oxide products at temperatures from room temperature to 427°C (800), Finally it has been shown12 that the Brinell hardness at 350°C of extruded products having about the same content of aluminum oxide increases with decreasing grain size, determined by X-ray line-width measurements. The present study was undertaken to obtain a quantitative relationship between the tensile strength and the grain size of aluminum aluminum-oxide products in the recrystallized as well as in the extruded state. The tensile testing was performed at room temperature and at 400uC. The grain size of the recrystallized products was varied by changing the degree of cold-work preceding the recrystallization heat treatment. In extruded products grain (or subgrain) size variations were obtained by high-temperature heat treatment after extrusion. EXPERIMENTAL a) Materials. The capacity of the Mount Isa Mimes Limited Copper Smelter was expanded in 1998 from 180,000 tomes per year of anode copper to 265,000 tpy. It is based on the innovative Copper ISASMELT technology, which currently treats concentrate at up to 184 tph. Increasing lance-air oxygen enrichment increased the ISASMELT furnace feed rate from 102 to 184 tph. The increased feed rate was achieved without any modifications to the ISASMELT furnace. The first refractory campaign following the upgrade lasted for two years. Future campaign lives of four years or more--without water cooling-are possible. Other Copper ISASMELT furnaces are operating in the U.S.A., Belgium, and India, with additional smelters under construction in China and Germany. In addition, Lead ISASMELT furnaces are operating in the U.K. and Malaysia. The paper discusses the performance of the MIM Copper ISASMELT furnace and the Copper Smelter since the expansion, including operating data and refractory performance.
